CAAR Honored with AHIP’s 2012 Housing Hero Award The Charlottesville Area Association of REALTORS® (CAAR), the voice of real estate in the Central Virginia region, today announced that it has been recognized by Albemarle Housing Improvement Program with the 2012 Housing Hero Award for efforts on the Seniors Safe at Home community outreach project. The award was presented Thursday, Sept. 27 during the 6th Annual House Party to benefit AHIP. “We are so grateful for CAAR’s enthusiastic embrace of AHIP’s mission and our clients,” Jennifer Jacobs, AHIP executive director, said. “They are helping us do tremendous good in our community.” Seniors Safe at Home launched in April as a result of a partnership between CAAR, AHIP and Blue Ridge Home Builders Association to raise funds, build awareness and make emergency repairs on seniors’ homes, allowing them dignity and reassurance that they can continue to age in place, in their own homes. With a combined fundraising goal of $25,000, CAAR members exceeded their individual goal by collecting $10,859. These funds began making their way to beneficiaries over the summer—one of the first being a senior in Crozet who needed a safe way to access his home while he continues to recover from a stroke. CAAR member volunteers and funds successfully constructed a 54-foot wheelchair ramp. “CAAR is very proud to be involved in this campaign to help the low-in-

come seniors in our neighborhoods, which would not be possible without the valuable resources provided by AHIP,” Brad Conner, 2012 CAAR president and associate broker at Montague Miller & Company, said. Senior citizens make up about half of AHIP’s waiting list of 360 families. The annual Housing Hero Award honors individuals or entities that have taken a leadership role in supporting AHIP’s mission. Past award recipients include: Olivet Presbyterian Church for its philanthropic and volunteer efforts; Madison House for its three decades of service; and the Charlottesville Area Community Foundation for its long-running support of AHIP’s home repair and affordable housing efforts. “AHIP works every day to keep our neighbors safe in their homes, but we do not do this work alone. This year’s Housing Heroes – CAAR, Blue Ridge Home Builders Association and the local chapter of the Associated General Contractors – have been instrumental in helping us build more support, make a bigger impact and help more elderly neighbors in need,” Jacobs added.
CNE’s Board Development Academy Now Accepting Applications The Center for Nonprofit Excellence (CNE) announced that nominations are now being accepted for the fourth year of the Board Development Academy.
“We are excited to review the applications for our fourth Academy class,” said Cristine Nardi, CNE’s executive director “And we look forward to selecting a new group of talented individuals to join our 67 existing alumni who are committed to effective nonprofit governance.” The Board Development Academy has a custom-developed, four-month curriculum consisting of interactive classes, readings, experiential learning, and network building designed to promote good governance in area nonprofits. Classes are taught by subject matter experts who are recognized professionals in their fields and teach transferable skills to better prepare current and future nonprofit community leaders. Six total class meetings with two full days and four, two-hour workshops, spanning two months, means the program is accessible for busy working professionals. The Academy welcomes applications from: • Individuals who desire to become high performing nonprofit board members, particularly those who are not current engaged in board service and represent our diverse community. • Individuals nominated by companies who desire to develop workplace and community leaders. • Existing board members who want to improve their performance and that of the boards on which they sit. Throughout the month, Rwandan visual mixed-media artists Emmanuel Nkuranga and Innocent Nkurunziza will showcase their culture, art, and community engagement projects through outreach to schools and community programs in Charlottesville.
Founded by Nkuranga to address the poverty and lack of opportunities for orphaned and former street youth in his own community, Art with a Mission uses art as a medium to heal, empower, and promote life skills and self-awareness. Art with a Mission/Charlottesville aims to support Art with a Mission in Rwanda by facilitating awareness and partnership in the Charlottesville community. This partnership envisions an exchange of the arts as a way to strengthen and connect our diverse international communities. Total units sold in this quarter are strong as compared over the same time in 2010 and 2011, with 593 and 550 units sold in the same period. • Overall sales in Greater Charlottesville were up 22.7% over the same quarter last year. • The average sales price of $313,445 in the 3rd Quarter was up 6.8% from Q3-2011 and 1.4% from Q2-2012. • Homes took 23 fewer days to sell on average in Q3-2012 than Q2-2012, and inventory was down 18.9% over Q3-2011.

This gain is tempered by a decrease in the attached sales price by 1.3% (-$2,791). “The continued strength in pace of sales and stable median sales prices are positive indicators,” reports CAAR 2012 President Brad Conner. “There is a balance in the sales, supported by our analysis of purchase financing with 25% cash, 44% conventional and 31% FHA, VA and other sources funding this quarter’s sales.” Nelson, Albemarle, and Greene counties all posted positive gains in average sales price, with Nelson also leading in median sales price gain of 25% (+$50,000) since last quarter, and nearly matching the impressive gain year over year from $201,500 (+24.1%) in Q3-2011. Albemarle is the area highest median sales price of $284,900 which is unchanged from the same period last year and down 5% from last quarter at $299,900. Greene rounded out the counties with yearover-year gains in both average and median sales price, with an average

uying a home is a large financial commitment for an aspiring homeb u y e r, u s u a l l y requiring having to borrow thousands of dollars that takes 30 years to repay. However, for the financial institution to lend out thousands of dollars based on the promise to be repaid with interest is risky to say the least. Putting the home up as collateral reduces the risk, which allows financial institutions to lend at rates low enough to make homes affordable for the vast majority of Americans. Should a homeowner default on a mortgage, the lender gets the home but lenders are not in the business of owning homes. The lender wants its money back and therefore needs to transform the home asset back into a cash asset so it can continue its business of lending money. Lenders will sell the home at a rate slightly below market so it sells quickly and will factor this reduction into their required loan to value (LTV). A lender that lends $75,000 on a home valued at $100,000 is said to have loan 75 percent LT, which allows the lender to sell the house at a 25 percent discount to the value of the home without having to take a loss on the loan it made. The higher the LTV the riskier the loan to the lender as there becomes a greater chance that the home will sell for less than the loan amount or the lender will be forced to hold onto the home for a longer period of time, locking its capital for a prolonged period. How does a lender determine the value of the home to determine LTV? Lenders don’t want to take a borrower or seller’s word, as neither of their interests is aligned with the lender. Instead, the lender will reach out to an unbiased third party to determine the value of the home, which the lender can then use for its calculations. The lender will have a short list of appraisers it trusts and upon a loan origination process will commission their services. While the pur-
pose of the appraiser is to help the lender, the loan applicant pays the cost of their services. A typical loan appraisal ranges from $300 to $500 depending on the depth of detail the appraiser is asked to provide. Appraisers are licensed professionals in the Commonwealth of Virginia that follow generally accepted practices when evaluating real estate. The appraisal for homes is generally based on the sales approach method, which utilizes comparable home sales from the past six months. Normally three comparable sales are used but more than that can be factored in. The comparable homes are those that most closely resemble the target home in location, size, age, condition, style, bed and bath count. The variances between the comparable homes and the target home are given a value and are either added to the comparable if the target home lacks it, or subtracted from it should the target home have it and the comparable does not. These adjustments to the comparable sales are then compared to determine a value for the home in the general market on a specific date. The appraisal is then provided to the lender, usually in the Uniform Residential Appraisal Report
The appraisal for homes is generally based on the sales approach method, which utilizes comparable home sales from the past six months. The comparable homes are those that most closely resemble the target home in location, size, age, condition, style, bed and bath count.

The lender may share this information with the borrower freely but sometimes the borrower has to request it. The appraised value can sink a deal if it comes in too low, requiring the borrower to put more money down to bring the LTV below the lenders requirements. For example, if the previous home had a contracted $100,000 sales price but the appraised value came in at $80,000, the 75 percent LTV would only allow only a maximum loan amount of $60,000, requiring $40,000 be put down at closing. Unless the borrower has the additional funds or the seller is willing to reduce the sales price, this transaction will terminate as the purchaser would be unable to find acceptable financing. The threat of a low appraisal can bring both parties back to the table if the difference is small and a compromise looks possible. Appraised values are meant to give a true unbiased evaluation of a home’s value to be used by a lender when underwriting a mortgage. The appraised value is of more importance today as lenders are more vigilant in determining the homes values and upholding their LTV requirements with little to no exceptions. While the appraisal value can affect all parties involved, it is the lender that determines who will conduct the appraisal and it also is the lender who needs to be satisfied with the result of the appraisal.
