CAAR Installs 2013 Board President, Officers and Directors Annual Awards Ceremony Recognizes Outstanding Service and Professional Excellence Some 225 members of the Charlottesville Area Association of REALTORS® and guests joined the 2013 board installation and annual awards recognition ceremony on Wednesday, Jan. 9 at Boar’s Head Inn. The morning program kicked off with 2012 CAAR President Brad Conner paying tribute to two outstanding community members for their contribution to the Association last year. Kim Armstrong, of ERA Bill May Realty and chair of REALTORS® Political Action Committee who raised $30K to meet the annual goal, and Jennifer Jacobs, executive director of Albemarle Housing Improvement Program and founding partner in successful Seniors Safe at Home campaign that reached $25K goal, each received a 2012 President’s Award. Conner also recognized outgoing board members Joelle Meintzschel, Daniel Rothamel and Barbara McMurry and each of the chairs on last year’s volunteer groups. Conducting the swearing in of 2013 President Denise Ramey of Roy Wheeler Realty Co. was Michael Guthrie, CAAR past president and CEO/principal broker of Roy Wheeler. Guthrie read the oath of office, and Ramey, a REALTOR® and director of the Relocation Department at Roy Wheeler, accepted. Following Ramey’s installation, President-Elect John Ince of Nest Realty Group; Treasurer Anita Dunbar of Montague Miller & Co.; and Immediate

Charlottesville Area 2012 Year-End Highlights:

Market Overview There were 2,643 homes sold in the Greater Charlottesville area in 2012, which was up 14.9% (+343 sales) from 2011. This was the largest year-over-year increase since 2004. In the 4th Quarter, there was a 19% jump in sales compared to Q4-2011. The 148 attached homes sold represented a 23.3% increase over the same quarter last year, while the number of detached homes spiked 17.7% over Q4-2011. Fluvanna (+26.6%), Charlottesville (+25.3%), and Albemarle had the highest annual gains in sales in 2012. Nelson (-2.7%) was the only county with fewer sales than 2011.

Analysis of Charlottesville Short Sale and Foreclosures Foreclosed property sales were down 7.3% to 304 compared to 328 sales in 2011. Foreclosures represented an 11.5% share of all sales in 2012 compared to 14.3% last year. “The steady decline of distressed properties throughout 2012 gives consumers another reason to want to invest in homeownership,” says CAAR 2013 President-Elect John Ince. There was only 1 more short sale transaction in 2012 than in 2011, with the 111 short sales this year representing only 4% of the market. Total distressed sales (short sales + foreclosures) were down 5.7% versus 2011 while traditional sales, or those transactions not involving a foreclosure or short sale, were up n 20% in 2012.

Though modest, this was the first annual increase since 2007. The median sales price in the 4th Quarter, $260,000, was 8.3% higher than Q42011. Fluvanna (-6.8%) was the only county to experience a drop in median sale price. Albemarle (+4.8%) and Nelson (+4.0%) had the most significant increases, while Charlottesville (+1.7%), Greene (+1.0%) and Louisa (+0.9%) posted more modest gains. “The last figures of 2012 continue the overall trend we’ve seen in the past three quarters of positive prices and sales

combined with lower inventory,” reports CAAR 2013 President Denise Ramey. “This strong activity has given both buyers and sellers more confidence in the health of our market.” At year end, inventory was at the lowest level since year end 2005 and 13.3% down from the year end 2011 level, continuing what might be a positive trend for price gains in the Charlottesville area (less supply coupled with gains in demand). NEWS &VIEWS Piedmont CASA (Court Appointed Special Advocates) received a $2,000 grant from Dominion Virginia Power Foundation to support the cost of recruiting, training, and supervising CASA Volunteers. CASA conducts at least two training sessions each year, in spring and fall, to train volunteers to advocate on behalf of abused and neglected children in the city of Charlottesville, and in Albemarle, Greene, and Louisa Counties. Big Brothers Big Sisters Celebrates National Mentoring Month Big Brothers Big Sisters of the Central Blue Ridge is celebrating National Mentoring Month by inviting program alumni to share how the BBBS Program has changed their lives. “We invite anyone who has participated in the Big Brothers Big Sister program to contact us with their story,” said BBBS Executive Director Jackie Bright. “We want to celebrate the Bigs, Littles, families and providers who have been part of the Big Brother Big Sister program and its proven track record of success.” Recognizing that “a supportive mentor can mean the difference between struggle and success” to the child, President Obama declared January 2013 as National Mentoring Month. As part of the national celebration, Big Brothers Big Sisters America has launched the alumni search, and is offering incentives to alumni through its website at www.bbbs.org. The local alumni search is part of this effort, and the Central Blue Ridge chapter hopes that some of the alumni will want to rekindle their relationship with the local agency. “The local need is great,” said Bright. “We have more than 100 children waiting for that one adult who, by giving a couple of hours a week, can make a real difference in the life of that child, and make our community a better and more productive place.” Bright is hoping to hear from anyone who has been part of the Big Brothers Big Sisters program whether or not it was here in Central Virginia. oday many newlyweds look forward to settling into their own home and enjoying the personal and financial benefits that come with it. Consequently, it is not unusual for couples to purchase a home prior to or just after walking down the aisle. Fortunately, while home ownership is recognized by most experts as a good long term investment, today’s market with its favorable prices and historically low interest rates makes it an even better bet for newlyweds looking to build equity while living in their own home. Since a home purchase is a complex process and a big financial commitment, if you are a couple anticipating the purchase of your first home it is important to gain an understanding of the real estate market along with critical features and benefits to look for in both your new home and the neighborhood it is in. Determining the size of the house you can jointly and comfortably afford is also an essential part of this process. For all of these reasons you will want to find both a REALTOR® and a local lender you trust so that you get the help you need along the way and avoid the many potential pitfalls of home buying. When should you start your search? If you and your future spouse are looking forward to a June wedding and want to purchase a new home prior to that time, the time to start the process is now. Find the Right Real Estate Professionals Finding a REALTOR® and lender to assist you with purchasing and financing your home is critical for couples buying their first house. For those with more experience, professional help is still essential. It can all be handled by phone, she said, but especially for people new to the process if you do it that way “lots gets lost in translation.” How do you find professionals to work with? Ask friends and family members for recommendations, Holbrook said. They won’t recommend people they don’t like or weren’t comfortable working with. Start by communicating with each other, adds McAllister, since you will need to find professionals that interact well with both of you. Then ask your friends and relatives lots of questions about the people they have worked with. For example, what did they like about their REALTOR® or lender? Were they responsive? Knowledgeable? How quickly did they return calls? The same day? Within 24 hours? How patient were they? Patience is a particularly important quality in professionals working with first time buyers, said Susan Stewart with Roy Wheeler Realty. Not only must they be willing to go over the process in great detail and stay in close touch, but the REALTOR® should expect to show you lots of properties especially if you are buyers not committed to a particular neighborhood or community. New buyers typically don’t realize how little they know about how real estate

works. Holbrook shared that one of her first timers recently told her, “I didn’t have a clue. Thanks for taking me all the way through the process. I had no idea.” Homebuyer Education Buying a house is a big financial commitment and it is an important decision that affects the parties for many years. One way to become better educated on the process is to attend homebuyer education seminars. These are available at Piedmont Housing Alliance, and online at the VHDA (Virginia Housing Development Authority) website. Some real estate companies offer seminars as well. Stewart explained that her company will be offering one in March. Telefus always starts by asking buyers a lot of questions, encouraging the couple to list both pros and cons of different scenarios. This can help them work through a situation where, for example, the husband wants to live on acreage while the wife may be more comfortable living in town. In encouraging them to communicate about what they want, she asks them to develop a vision of where they will be in five years. Does it include children? If so they might be very unhappy if they buy a one-bedroom condo. How about pets? Will they need a fenced continued on page 18

yard, or acreage where a dog can run? In most cases compromise is inevitable. She described a situation where she worked with a young couple who looked everywhere for the right home. Previously the wife had lived in a neighborhood while the husband was in a town home. They finally found the perfect house, but the wife thought it was too far out. By this point, however, they were well educated about all their options and she decided she could live with the commute. The result is a happy couple that enjoys their house. Holbrook has a similar process for working with couples. One big consideration she said is how they feel about doing yard work. Career couples, or those who are away a lot may prefer a situation like a town home or other type of community that provides exterior maintenance. Couples with children or those expecting to have children in the near future may have a lot of interest in local school systems. She encourages her buyers to drive around and look at subdivisions or check out the surrounding counties if they want a more rural lifestyle, and then ask friends and colleagues at work for advice and information about advantages and disadvantages of different areas. Newlyweds may have an additional challenge in that they may be less experi-

For this reason it is particularly important both to educate themselves and to find professionals who can help them through the process. “Every couple has their own dynamics,” said Telefus, “and the REALTOR® can be the objective party that helps enhance the process. They need someone they both trust, someone who gives them information they need so they can discuss it and make educated decisions.” She described a couple she worked with who knew when they married that they wanted a family. They both worked in the Pantops area and found a house in

the country on that side of town. Now they have three children and they still love their house and have no intention of moving. “If it’s the right house people are happy there,” Telefus explained, “and it’s the agent who helps them to get to that place,” she continued. The Critical Loan Process Most agents require that their buyers see a lender before showing them any property. The lender prequalifies them by asking questions about their monthly incomes, the amount of cash they have to work with and what if any other monthly obligations they have such as car payments or credit card debt. He or she will also run credit reports on both parties. McAllister stressed that, “it is important for couples to understand each others credit.” A big issue for many first time buyers is having enough cash for the down payment. McAllister explained that many loan programs now allow buyers to use cash gifts towards their down payment and closing costs. This means newlyweds who anticipate receiving cash as a wedding gift should let their lender know as they may be able to use the money to help pay for their new home. There are also still some government programs that offer 100 percent financing, she added. After reviewing the couple’s situation, the lender will provide a prequalification

letter that states how much home they qualify for. The result may be a surprise and “may or may not be what they think they can afford,” McAllister added. Couples then share the letter with their agent who will include it when presenting a purchase offer to the seller’s agent to prove they are good for the loan. Some Pitfalls “Couples should definitely avoid buying more house than they can afford. They can always move up,” Holbrook said. “They need to pay attention to their real goals,” she continued, “as it’s easy to buy more house than they can afford.” They also need to consider how long they expect to stay. She suggested you consult with your agent about this as “some areas are better for resale than others.” A couple’s lifestyle is also an issue in considering how much house to buy. Telefus explained that young couples frequently want to travel and have money to go out and spend time together. If they are over extended on their house this may cause stress in their relationship if it prevents them from enjoying other kinds of activities. “It’s important not to let the house detract from the relationship,” she said. Buying a house because it’s a good deal without regard for potential maintenance issues can be another pitfall,

Stewart said. She said people read about all the foreclosures and are excited about getting a good price. “Foreclosures generally need work,” she continued, “and you may not end up ahead if you have to replace the roof or make other major repairs. Don’t buy something just because it’s a good deal, especially if you don’t have funds for maintenance.” Stewart always points out potential maintenance issues when showing homes to her buyers. It’s important for them to know as much as possible up front rather than waiting for the inspection, she said. As part of the process, another resource is the local bridal show on January 20th from 12:00 pm to 4:00 pm at the Omni. According to Khaliyah Barakhyahu of Heavenly Haven Productions, the show features information that will help couples with their wedding planning, such as photographers and florists. Fortunately, for those in the home buying mode, not only is it still a buyers’ market, but interest rates continue at all time lows; and of course, when two people combine their finances, they can afford a nicer house. If you’re ready to purchase a home, there are many reasons why it pays to use the services of a professional REALTOR®. Not only are they experienced negotiators, but they are familiar with the value of properties in your area and know the other professionals, such as inspectors, attorneys and lenders, all of whom must work closely together to get you to closing on time with a minimum of fuss. Your agent will start by asking a lot of questions about the type of home you want and determine if you have special requirements. You will want to consider not only the home and the yard, but also the neighborhood. You also will need to decide if you want a single family home,

a townhome, or a condo. Another important step is to confer with your lender to find out exactly how much home you qualify for and to obtain a prequalification letter. In some cases you may want two letters, one that states the most you feel comfortable paying on a monthly basis, and another that states the maximum you qualify for. That way, if your perfect home is just a little more expensive than you expected, you can still prove you are good for it if you decide to make an offer. When you and your agent are clear on the type of home you want, they will line up appointments for you to see some interiors. As a professional who sees lots of houses and who is familiar with the inventory, your agent will be able to point out the features and benefits of each property and advise you about whether it is appropriately priced for the neighborhood. When you find a home you love, your agent will consult with you about how to structure an offer that will be appealing to the seller. While price may be first and foremost, there are many other considerations that are part of the negotiation. Questions such as how quickly you can get loan approval and go to closing,

whether you are asking the seller to leave appliances, when you will do your inspection, and the size of your earnest money check can all influence the seller’s acceptance of your offer. Having a professional agent on your side to help you structure your offer and then present it convincingly to the seller’s agent are crucial to achieving a successful outcome. At this point, your agent’s job is to help you purchase your home at the best possible price and for the most favorable terms. It is always great news when you learn that a seller has accepted your contract. While it may feel like the most difficult part is behind you, in fact this is when your agent will really go to work. At this point their job is to coordinate the many tasks that must be completed so that you move smoothly to closing. A big milestone along the way is the home inspection. For this you hire a qualified inspector to examine every part of the house, including the attic and crawl space, test the appliances and check the heating and air system. Certain types of repairs may be required as a condition of obtaining your loan or to assure the appraisal. This can be a delicate part of the process, and you need all of your agent’s experience and skill at negotiation to assure the contract stays on track. Once the main home inspection is complete, your agent will be busy facilitating completion of other inspections that may be required, such as radon, termite and well and septic if the house is in a rural area.
