Market Report Key Takeaways Economic Conditions • Job growth has slowed in the Charlottesville area; however, the region’s Educational Services sector continues to boom. An extremely low unemployment rate suggests that local businesses are having a hard time finding qualified workers in the region. • New residential construction activity remains steady with little evidence of acceleration to meet pent-up demand. • Interest rates are even lower now than they were at the beginning of the year, and there is no indication of significant increases in the months to come.

Housing Market Conditions • Sales activity continues to be down slightly from last year in the overall CAAR region, and remained essentially flat in Albemarle County. • After declining at the start of the year, the median sales price trended up in the 2nd quarter, rising $13,650 compared to a year ago. The fastest price growth is occurring in the City of Charlottesville, with prices up nearly $27,000 from this time last year. • Homes continue to stay on the market longer on average. The average days on market in the 2nd quarter rose 3 days from last year to 54 days.

Economic Overview Job growth in the 2nd half of 2018 slowed in the Charlottesville region, after a year and a half of very strong growth. Between December 2017 and December 2018 (the latest data available), the Charlottesville region added 370 net new jobs. By comparison, the region added nearly 2,500 jobs in the 1st half of 2018 compared to a year earlier. The Charlottesville area did experience a surge in the number of jobs in the Educational Services sector at the end of last year; however, there were job losses in the Professional & Technical Services, Retail Trade and Construction sectors.
The unemployment rate in the Charlottesville region was 2.7% in May 2019, slightly lower than the statewide unemployment rate of 2.9%. The very low unemployment rate could be a constraint on the local economy, indicating that local businesses and organizations are increasingly having a hard time attracting and retaining skilled workers. New residential construction activity in the Charlottesville Metropolitan Statistical Area (MSA) has remained fairly steady. In the 1st 6 months of 2019, there have been 516 permits issued for new residential units, slightly lower than the 537 permits issued in the 1st half of 2018. Despite significant pent-up demand for housing in the Charlottesville region, new construction has not accelerated to keep up with that demand. About 30% of the permits issued in 2019 for new construction were for units in multifamily buildings (both rental and condominium), while 70% were for single-family homes. The share of single-family homes is slightly higher in 2019 than it was during 2018.

Housing Market Overview Sales activity overall in the CAAR region continued to be slower than last year, though some local markets had an increase in sales. Despite fewer sales, the median sales price in the region increased by over $13,500, ev-
homes are selling more slowly in the CAAR region; this trend has largely been driven by Albemarle County, where the average days on market increased by 8 days from last year.
Sales Sales activity continues to be slower than last year in the CAAR footprint. There were 1,395 sales in the 2nd quarter of 2019, 41 fewer sales than a year ago, representing a 3% decline. The pace of sales has been trending down in the CAAR area since the end of 2018 after several years of consistent growth. Housing markets in other areas of Virginia are also showing signs of cooling sales activity in recent quarters. While
Sales Prices Despite the slower sales activity, prices in the CAAR housing market continue to rise. The median sales price in the 2nd quarter was $316,000, which is 5% higher than this time last year, a gain of $13,650. The median sales price has been consistently climbing in the CAAR region for several years. There has been some fluctuation at the local level, but the general trend has been higher sales prices. The recent slow down in sales activity and persistent growth in sales prices indicates that the low supply of homes available is playing a significant role in pricing in the market, and that there is more than enough buyer demand to absorb the available supply.
Sold Volume The drop in sales led to a decline in total sold dollar volume in the CAAR footprint for the 3rd consecutive quarter compared to last year, albeit slightly. There was approximately $542 million in sold volume during the 2nd quarter of 2019, about a half million dollars less than last year. The volume decline was likely moderated by the increasing sales prices in most of the CAAR region. The drop in sold volume in the City of Charlottesville (-$12 million) was the largest in the region and likely pulled down the CAAR volume overall despite a volume increase in Albemarle

Consumer confidence in the South Atlantic region remains positive. The measure of confidence in consumers’ present situations edged up to 183.2 in June, while the index of expectations remained at about 124. When these measures are above 100, it indicates that consumers remain optimistic about their economic prospects. Interest rates remain very low. In the 3rd week of July, the 30-year fixedrate mortgage rate was 3.81%, down slightly from a month ago. All signs point to continued low interest rates throughout the summer and fall. The national housing market continues to perform fairly well. Price increases continue to outpace increases in income, indicating a growing affordability issue in some markets. Existing home sales have been above the 5 million level since 2013 and have been relatively level over that 6-year period. New home sales have been more volatile, with a long slow trend upward, although dropping from a peak annual rate of 705,000 in March to 626,000 in May.

Days on Market It is taking longer on average for homes to sell in the CAAR market compared to last year. The average days on market in the CAAR footprint was 54 days in the 2nd quarter, which is 3 days higher than a year ago. This represents the 2nd consecutive increase for this metric in the region after several years of consistent declines. This trend change could either reflect changing market conditions or indicate a mismatch in the types of homes listed for sale and the types of homes sought by buyers that are currently active in the market. The sharpest increase in the average days on market occurred in Fluvanna County, which was up 11 days in the 2nd quarter compared to last year.

Inventory There were approximately 1,828 active listings at the end of the 2nd quarter in the CAAR area, down 2% from a year ago, a decline of 36 active listings. The supply of active listings has been shrinking in the region, and the state
more broadly, for several years, which is putting upward pressure on prices in many areas. While the supply of homes for sale has been decreasing in the CAAR area, the rate of decline has moderated in recent quarters. This is largely being driven by an uptick in active listings in some local markets. Greene County, for example, has had an increase in active listings for 3 of the last 4 quarters. Charlottesville’s inventory has been trending up since the start of 2018. The months of supply at the end of June was 5.1 in the CAAR footprint, unchanged from this time last year.

t’s a sophisticated festival in a scenic Southern town, and its numbers alone are impressive: over 100 compositions and an international cast of 80 plus musicians performing in over 30 concerts in ten days. Audiences at this year’s Staunton Music Festival, August 16-25, will hear masterpieces by Bach, Handel, Beethoven and Bernstein, world premieres by contemporary composers, and such intriguing rarities as a four-person Rite of Spring and a tango opera. But what keeps so many players and audience members returning isn’t just the uncommonly fine musicianship and the adventurous “Rethink Classical” repertory. It’s the camaraderie and commitment. “Staunton Music Festival is truly one of the pinnacles of my musical year,” say trumpeter Kris Kwapis, a period instrument performance specialist. “There is an incredible sense of community among and between the musicians and audience members that is very special.” Preparing so many diverse programs in such a short span of time, “is an intense experience,” Kwapis says, and one “which encourages taking risks and being fearlessly expressive. That spirit is at the heart and soul of SMF and why I can’t wait to be reunited soon with colleagues and audience members who are also great friends.” Bassoonist Stephanie Corwin, returning for her 10th year, agrees: “The community surrounding the town and the festival is incredible. The attendance and support of the festival is truly remarkable in how much it has grown since I first started playing here. I love seeing so many familiar faces in the audience—and new ones, too!” That familiarity, says Festival Executive Director Jason Stell, “is a draw for the audience too, who maybe come from a distance away and they just sort of slide right into this little music community that’s going on. They really love that experience of being able to see the

Early music is a Festival specialty, and semi-staged Handel operas have become a Festival tradition. The 2019 Festival kicks off at Trinity Episcopal Church on the evening of Friday, August 16 at 7:30 p.m. with a performance of Theodora, Handel’s only dramatic oratorio in English on a sacred subject. Set in Antioch in the 4th century AD, Theodora tells the story of the Christian martyr Theodora and her converted Roman lover, Didymus. Festival founder and Artistic Director Carsten Schmidt will conduct acclaimed soloists, chorus and chamber orchestra in a period-instrument performance of this three-act work, which premiered in 1750. Considered a failure then, but a masterpiece today, it was Handel’s favorite of his oratorios.
Magic & Mischief The handsome Blackfriars Playhouse, home to the American Shakespeare Company, is an apt setting for Magic & Mischief on Sunday, August 18. The program features compositions from a French Baroque choral work to a world premiere for narrator and chamber ensemble by longtime festival favorite Zachary Wadsworth. Jean-Baptiste Lully’s “Overture and Passacaille” for chorus and orchestra leads off the evening. Excerpted from his 1686 opera Armide, based on an ancient classical tragedy, it was regarded by 18th century critics as his masterpiece. George Crumb completed his nightmarish Black Angels, scored for an amplified string quartet, crystal glasses, and gongs, in 1970 linking it to a late 20th century tragedy by noting that it was written in tempore belli (in time of war). The music of Richmond-born composer Zachary Wadsworth has been called “fresh, deeply felt and strikingly original.” His latest composition, The

Love & Sacrifice The scene in the Love & Sacrifice program at Trinity on Monday, August 19 shifts from troubadours ‘neath the window in medieval France to pagan sacrifice in pre-Christian Russia to teenage gangs in 1950s tenements on New York’s Upper West Side. Baritone Peter Walker will sing a selection of love songs by the late 13th century trouvere Guillaume d’Amiens. “This secular love poetry,” says Stell, “is some of the earliest music we have written in Italian or early French, not in Latin, not in the church language, but in the vernacular. The troubadours and trouveres were the poets, and wrote the music to accompany it, or essentially improvised music to accompany themselves singing.” Igor Stravinsky’s orchestral work The Rite of Spring and Vaslav Nijinsky’s accompanying “primitive” choreography for the Ballet Russes famously sparked a riot when they premiered in Paris in 1913. Stravinsky first published the score in a piano-four-hands version, debuting it at a private party with Claude Debussy. Reaction is expected to be enthusiastic but contained when musician and writer Brian Smith debuts his own, beefed up chamber arrangement. Festival regular I-Jen Fang of the University of Virginia will join him on percussion; Schmitt and Finland’s Heini Kärkkäinen, another annual participant, will be on pianos. Dutch composer Willem Jeths’ “Laudi d’amore” for baritone and violin will receive its US premiere, followed by Pyotr Ilyich Tchaikovsky’s elegiac “Octo-
ber Song” (1875), arranged for clarinet and string quartet. August is warm for leather jackets, but pompadours and chewing gum would suit the night’s final number, Leonard Bernstein’s Suite from West Side Story, given here by a handful of singers and the Staunton Music Festival Orchestra at its snazziest, in spirit if not in apparel. With a medley of tunes, instrumentals, and several scenes from the Broadway show, it should last about 30 minutes and send the audience home snapping its fingers.
Early Music Extravaganza Fans of “early music”—a loose term encompassing Medieval, Renaissance, and sometimes Baroque compositions—love the Festival for its period instrument performances. Monday, August 19’s Meet the SMF Early Keyboard Family program at 3:00 p.m. at Trinity will show off its remarkable collection of historical keyboard instruments, which includes 18th and 19th century fortepianos, three different styles of harpsichords, and two organs. “The point of this kind of showand-tell event is that people can see the instruments up close, and can hear them,” Stell says.” The Early Keyboard Extravaganza at Trinity on the following evening, Tuesday, August 20, will feature seven pieces, beginning with J.S. Bach’s Concerto in F, for harpsichord, two recorders and strings (1738). Attendees will also enjoy Wolfgang Amadeus Mozart’s sprightly “Abendempfindung” and his “Sehnsucht nach dem Frühling” (one of his final works) for soprano and fortepiano. 1954, she offered some smart advice: quit trying to be classical and stick with your strength. Piazzolla listened and went back to writing tangos, but now with jazz and classical influences. The resulting “Nuevo Tango” revolutionized his native music, brought it wider appreciation, and made its creator an international star. Carsten Schmidt will conduct Piazzolla’s 1968 tango-opera, Maria de Buenos Aíres, featuring soloists, chorus, orchestra, and dancers, on Saturday, August 24 at Trinity. Singing the lead role “has been on my wish list for a long time” says mezzo soprano Cecilia Duarte. “I like Maria, because she represents tango itself. She is not a woman, or a femme fatale. She is the body of tango music, and through the story, we can see [the] journey of the genre, as well as its personality. Tango is not only sensuality, it is charged also with deep melancholy, and so is Maria.” “There’s a little bit of a nativity and passion story to it,” Stell says. “There are very clear Biblical references. He got a poet to write the libretto.” As for the score, “it’s pretty dynamic. Anybody who likes Piazzolla’s dance music is going to love this piece because every number is essentially a tango, you’re going to get almost two hours of tango.”
St. Matthew Passion The 2019 Festival opens with a period instrument Handel oratorio on a story from Church history, includes an unusually scored modern day opera with Biblical overtones, and concludes at Trinity on Sunday, August 25 with a period instrument Bach work on a pivotal event for the Christian faith. The St. Matthew Passion was written in 1727 and likely first performed on Good Friday, but was probably not heard outside of Leipzig until Felix Mendelssohn revived it in Berlin a century later. Today it’s considered one of the great treasures of the classical repertory. Treasures abound in Staunton in late summer, and throughout the year. “It’s a very good community for the arts,” Stell says, noting the presence of the American Shakespeare Center, the Heifetz International Music Institute, the Virginia Hot Glass Festival, and other downtown institutions and activities “that have put a kind of a stamp on the city as an arts destination.” As word of the Staunton Music Festival spreads, its own attendance increases every year. has a wealth of recreational opportunities, museums, live theater, festivals, and many family-friendly attractions. Along with these charms and amenities, it also boasts an affordable cost of living.
Thrifty Living Sperling’s BestPlaces, a helpful online resource, offers cost-of-living comparisons for U.S. cities from coast to coast. The national average is pegged at 100. Numbers above that run higher than average while those below that run lower Just for fun we compared Charlottesville (overall cost-of-living score 118.9) and Staunton (overall score 88.7). Groceries were equal in both places and below the national average, utilities equaled the national average in Charlottesville and were somewhat lower in Staunton. Staunton’s healthcare costs equaled the national
average, but those in Charlottesville were considerably higher. The biggest difference, however, was housing with the median home price in Charlottesville close to $290,000 compared to Staunton’s at about $172,500.
Important Services United Airlines serves the Shenandoah Valley Airport (SHD) in Weyers Cave with daily non-stop jet service to Chicago (ORD) and Dulles (IAD). And parking is free! (Compare that to $13-per-day long-term parking at the Charlottesville Airport.) The Valley is home to higher education providers including community, public, and private institutions. Lord Fairfax Community College in Luray and Blue Ridge Community College in Weyers Cave offer a wide variety of courses and certifications to students of all ages. For many, community college provide a lower-cost starting point to uni-
versities, and numerous courses are specifically designated to be fully transferrable to other public institutions in the Commonwealth. For example, James Madison University in Harrisonburg, is a public university offering undergraduate diplomas and more than 50 graduate programs. Mary Baldwin University in Staunton and Eastern Mennonite University in Harrisonburg are private institutions offering both undergraduate and graduate courses.
Recreation Abounds The Valley boasts scenic beauty, natural caverns, and all sorts of recreational opportunities. There are literally hundreds of miles of trails and roads to hike or bike, and a number of stables that offer horseback riding. Valley residents are regulars in Shenandoah National Park (SNP) for spring blooms, fall color, and hiking in every season where visitors can walk a
portion of the Appalachian Trail (AT) that is well maintained in the park. Interesting facts: There are more miles of the AT in Virginia than any other state and on SNP roads, drivers cross the AT more than 30 times. There are several outfitters for adventures on the Shenandoah River where outdoor enthusiasts head for kayaking, canoeing, tubing and rafting. There are also a number of full-service resorts and cabin rentals at SNP and other locations. Airbnb.com and VRBO.com have listings from cabins to entire luxury homes and at least one property dubs itself a “horse hotel” with fenced pasture available for guests’ equine companions. Amateur spelunkers will enjoy Valley caves. Shenandoah Caverns in Quicksburg (near Exit 269 on I-81) has been open since 1922 with a subterranean trail of about one mile. With its elevator and no stairs, it’s well-suited to children and those with disabilities. In fact, about 80 percent of the trails are accessible for strollers, scooters and other mobility devices Luray Caverns, near SNP’s central valley entrance, comprises the largest cave system in the eastern U.S. and attractions include a Garden Maze and a Car and Carriage Museum. For imbibers, there are the Shenandoah Valley Wine Trail, the Shenandoah Beerwerks Trail, and the Shenandoah Spirits Trail. There are about ten self-guided driving tours of Civil War sites. Maps are available online through the Shenandoah Valley Battlefield National Historic District. Fields of Gold Farm Trail leads visitors—families especially invited—to farms, wineries, farmers markets and more. A recent calendar of events on the Trail’s extensive website features wine under the stars, live music at breweries and other venues, star-gazing, a variety of presentations on gardening such as organic pest control, and—wait for it— creative flow sound-bathing, full-moon yoga, or goat-snuggling. There are theaters, numerous music festivals, farmers markets, and art shows as well. For lots more information, hop online and search for activities, recreation, and attractions in Staunton, Harrisonburg or the Shenandoah Valley.
