CAAR Announces Abby Tammen as New Chief Executive Officer

The Charlottesville Area Association of REALTORS® (CAAR) has announced Abby Tammen as their new Chief Executive Officer (CEO), effective Sunday, September 1st. Tammen, who has over twenty years of association management experience, served as CAAR’s Senior Director of Programs and Multiple Listing Service (MLS) Operations for the last five years, and has been serving as Interim CEO since the early summer. “After an extensive search by our CEO Search Committee – made up of strong real estate leaders – we have successfully selected Abby Tammen as CEO,” said CAAR 2019 President Tele Jenifer. “Tammen’s positive attitude and exceptional leadership skills will enhance our association both internally and externally.” After receiving her master’s degree from James Madison University, Tam-
men started her association management career in Charlottesville with the National Association of College Auxiliary Services (NACAS) where she rose to the level of Associate Executive Director. Since joining CAAR, Tammen developed innovative training and member engagement programming. “It’s an honor to be selected as CEO of such a dynamic and respected organization,” Tammen said. “I look forward to partnering with the tremendous staff team and leadership to explore new ways to support our members’ success while also strengthen the REALTOR® voice in the Greater Charlottesville community.” About CAAR: The Charlottesville Area Association of REALTORS® serves more than 1,300 real estate professionals and affiliate members throughout the City of Charlottesville and the counties of Albemarle, Fluvanna, Greene, Louisa, and Nelson. Greene’s Hot Market The real estate market is active throughout our area, but the one in Greene is especially impressive. The Charlottesville Area Association of REALTORS® (CAAR) reports
that at the end of the second quarter of 2019 sales of single-family homes in Greene were up 22 percent compared to the same time last year, by far the largest increase in the region. Year over year prices were up 1 percent, part of a trend extending back over the last four quarters. In spite of rising prices, homes are still more affordable in Greene than in nearby Albemarle, Woodson says adding that the county offers buyers an opportunity to move up and still have a reasonable commute to Charlottesville. At 2nd quarter end, there was a sizable (22 percent) increase in the inventory of active listings in Greene compared to a year ago. However, the average number of days homes stayed on the market was just 49, significantly lower than a year ago when the figure was 63, reflecting the strong market. At that time, he represented a builder in what was then a brand-new subdivision called Twin Lakes. There have been lots of changes since then, he says, adding that now
Greene has “more people, more diversity and improved schools,” all of which contribute to its popularity. Today Caddell represents a builder in a newly opened section of 26 lots in Hancock Farms, just off Route 33. Homes in this neighborhood are on spacious two-acre parcels and start at $349,900. And they are very popular. He already has five of them under contract. Agents and homebuyers are also excited about Oxford Hills, the Ryan
Homes subdivision that opened a year ago with both one- and two-level floor plans at modest prices. Demand was such that they sold 33 homes in the first three days the neighborhood was open, Barefoot says. To date the subdivision’s website reports a total of 98 sales. Buyers can select from four home styles starting at $256,990 for a 3-bedroom 2-bath one story plan. Two story plans with 3 and 4 bedrooms start at $249,990. All plans come with a twocar garage. “There is an unbelievable amount of interest,” Woodson says. He is optimistic that the success of this neighborhood will offer proof to developers of the huge demand for new homes in Greene County.
Greene’s Buyers Greene appeals to a wide range of buyers, everyone from first timers to growing families, retirees, and down sizers. We see “serious action” from people working at National Ground Intelligence Center (NGIC), Caddell says. Often they are in transition from a military career and now work in Charlottesville as civilians. Agents also report an influx of corporate executives moving to Greene from out of the area. Among Barefoot’s recent clients are individuals working for State Farm, Krogers, and a new hotel opening soon near Target. As a former Greene County resident whose kids attended the local schools,

Caddell understands the importance of a quality educational system for attracting families with children. The county has invested a lot of money in schools over the years, he explains, which has impacted the real estate market. Results indicate that the investment is paying off. The school system reports that 66 percent of the class of 2019 will continue their formal education after high school and 32 percent will take the skills learned at Greene’s Technical Education Center and move into the workforce. Barefoot’s children grew up in Greene County and she also gives the school system high marks. She is especially pleased about the cooperative program between the local high school and PVCC at the Eugene Giuseppe Center in Stanardsville, where two of her children joined other area youngsters in graduating from high school with a substantial number of college credits. Among this year’s high school grads, the schools report that 22 earned their Associate Degree prior to graduating, and 101 current students are enrolled in the Early College Scholars Program for 2019-20 where they are simultaneously earning 63 college credits and 26 high school credits. Couples with dual income but no kids are buying property in Greene County, Caddell says, and he is also seeing more instances of multi-generational homes built to accommodate aging parents or Millennials.

Greene County Nelson County G
reene County is close-in with a growing commercial sector that includes everything from antiques to groceries and vineyards, plus a goodly selection of restaurants. The County’s second quarter home sales rose from 92 this time last year to 112 in 2019 (a 22 percent increase), and are the region’s most robust. Home buyers in Greene also have more choices this year. The 123 active listings at the end of the second quarter represent a 22 percent increase over a year ago.
At the same time, however, homes are selling faster than in 2018. Average days on the market (DOM) decreased significantly from 64 in 2018 to just 49 during the second quarter of 2019.

A big contributor to Greene’s success is new construction. Just a year ago, Ryan Homes opened Oxford Hills, a community featuring open concept floor plans starting at $256,990, and sold 33 homes in the first three days, says Ginny Barefoot with Roy Wheeler Realty, Co. To date the subdivision’s website reports a total of 98 sales. A newly opened section of Hancock Farms in Ruckersville, offers new homes on spacious two-acre parcels that start at $349,900. Five of 26 available lots were quickly under contract says Ray Caddell, Broker with Ray Caddell & Co. Real Estate.

pectacular views, outdoor activities from skiing to kayaking and from golf to hiking, plus great home prices all contribute to what make Nelson County popular.
Eighty-one homes sold in the second quarter in Nelson compared to 72 the same time a year ago, a 13 percent increase. Median sales prices are down 12 percent, great news for buyers, but the DOM also decreased 42 days (109 compared to 151). Nelson’s inventory of listed homes was down 15 percent, the biggest drop in our region. Marlo Allen with Mountain Area Realty in Nellysford invites home buyers to shop in Nelson where, she says, they can still find a surprising number of deals. One especially good option is the condos at Wintergreen, which Allen calls “a great point of entry” into the market because they are so affordable.

The second quarter of this year showed 210 sales, an increase of 10 (or 5 percent) compared to a year ago, with an unchanged median sales price. Sellers are pleased that the year-over-year DOM are just 55, down 12 days. All this activity has caused a six percent decrease in the inventory of homes on the market, which means buyers have 20 fewer options to consider than they did a year ago.
The City of Charlottesville with its walkable Downtown Mall and host of other amenities remains popular. And while second quarter sales were down 22 percent compared to a year ago, median prices were up 8 percent, the largest increase in our area.
Albemarle’s sales were flat, compared to a year ago, but the median sales price of $385,000 was up $5,000 (1 percent) in the second quarter and the inventory of homes for sale was down 4 percent. Fluvanna’s sales declined 14 percent over 2018, while the median sales price increased $8,000 or 4 percent.

However, while some may expect “a less than stellar second half of the year,” Guthrie is more optimistic thanks to interest rates that remain low and a strong national economy. Taste of the Mountains For the 27th year, Madison County will open up its streets for its popular Taste of the Mountains Main Street Festival on Saturday, August 31 from 9 a.m. to 4 p.m. With free admission, the festival welcomes one and all, kids and pets included, for an event with nation-wide appeal. Now drawing between 10 and 20 thousand people, doubling the population of Madison County for the day, the festival began with modest roots in 1993 as a local event. Vendors now flock to the event from across state lines—however all are encouraged to offer homemade wares—and local crafters and artisans are encouraged to open their doors to visitors. Around 170 vendors of different local wares will participate in this year’s event. Along with local vendors, the festival attracts participants from Florida, South Carolina, North Carolina, Tennessee, Maryland, and New Jersey.

For those over 21, there is a beer and wine tent featuring tastings from local breweries and wineries for $15; stop by a Virginia tourism office or participating business starting August 23rd and receive a free commemorative wine glass and a key fob for half-off admission to the tent. Everyone can enjoy a taste of local fare hosted by neighborhood restaurants and local food trucks including Mad Local, Pig and Steak, Bavarian Chef food truck, and Catch the Chef food truck. Along with food and libations, the festival features live music by Leon Rector, Bennie Dodd, David Gilmore, Jessica Weaver and Silver Linings, and Dark Hollow Blue Grass. There is a heavy emphasis on Virginia’s history during the festival as well. The Historical Society will set up in front of The Kemper Residence, the 1852 Greek-Revival home of former Virginia Governor, James Lawson Kemper. It will be open for tours and offer reenactments of Civil War camp life. The Fredericksburg Antique Auto Club of America is also hosting a display of antique cars.
Festival and Oktoberfest. Both parties will be satiated by the Best of VA Chili Cook-off & Brewfest. History lovers may be attracted to Constitution Day at Montpelier while crafters should check out the Virginia Clay Festival.
