Roy Wheeler’s Analysis of CAAR’s 1st Quarter Market Report The Charlottesville Area Association of Realtors recently released their 1st Quarter Market Report. It would be easy to review it and say things are continuing to improve. The number of sales are up, homes are appreciating, and the economy is providing more and more jobs. You can find all this data by visiting caar.com and clicking on Quarterly Report in the top menu bar. To summarize, there were more homes sold in a shorter period of time, home prices have appreciated more than 10 percent in some areas, and there are fewer homes on the market for purchase. What we should look for, though, is what will impact Central Virginia real estate as we move forward. New construction. New construction prices will continue to rise for three reasons:

• Continuing demand especially since inventory on re-sale homes continues to diminish. • Rising material costs due to the numbers of new homes being built in our area, and natural disasters (hurricanes, fires, floods and most recently a tornado in Lynchburg) causing a need to rebuild. • Rising labor costs. Those in the home building business are once again benefitting from all the new apartments, homes, and commercial buildings. Their compensation is increasing because of the demand for their services. Lack of Inventory. This issue it getting worse not better. The demand for homes by buyers exceeds the number of homes on the market. Where are all these people coming from? According to a recent article in The Daily Progress: • Charlottesville continues to be a popular place for people looking for a second home or a place to retire. • Government support of defense contracting is on the rise. • A key area of growth is activity at the University of Virginia, especially in the bio tech area. • Most important, is that start-up businesses have quietly grown into significant employers here in Charlottesville. This is a critical part of the continuing demand for housing in our area. Rising interest rates are reducing purchasers’ buying power. If you are a buyer, this is something to watch very closely. There is no doubt homes are appreciating, but so are interest rates (expect at least two more fed rate increases this year), meaning a monthly payment you may have qualified for a year ago does not buy as much house today. For example, if you bought a home a year ago at $309,000, today’s interest rates would only allow you to buy a home priced at $284,000. One piece of good news, though, is the process of getting a loan is less cumbersome and there are some minimum down payment options that will help those who don’t have a lot of money saved. Here are some thoughts to help buyers or sellers. Buyer: 1. Make sure you get pre-approved by a reputable and, in our opinion, a local lender who truly cares about what’s best for you. The seller will be more likely to see you as a credible purchaser and will be assured you can actually purchase the home. 2. Discuss and decide what you want in a home, where you want to live,

and the price you are willing to pay. 3. Choose a REALTOR® that knows your desires and who has the time to really seek out homes that fit your parameters. 4. When writing a contract, find out what kind of terms the seller wants and write it accordingly. 5. Be ready to move quickly toward making an offer. Understand that you may write a few contracts before actually having one accepted. Seller: 1. Price your home competitively. Do not overprice it. With the right price, there will be enough interest to guarantee selling it at the best price possible. Some owners try the “spaghetti cooking” technique: throw up a price and see if it sticks. Although not recommended, there have been some recent sales that have made no sense. 2. Choose a REALTOR® who knows your particular neighborhood and has a great reputation amongst their peers. 3. If you are going to buy another home, know where it is you want to live so when you get a contract you can move quickly to ensure a smooth transition. 4. Ask your REALTOR® to help you get a pre-listing home inspection to determine if you have issues that need repair before putting your house on the market.

wealth Charlottesville citizens through affordable homeownership, Habitat for Humanity of Greater Charlottesville is unveiling a new pilot program: Pathways to Housing. “This will affect my life dramatically,” says Tashae Anderson, who last week was accepted into the inaugural Pathways class by the Habitat board. “I will own my own home that I can give my kids. I want to show my kids that even if you have bumps in the road, you can still make it.” Pathways will provide families like Ms. Anderson’s with intensive financial coaching, homebuyer education, and a savings program, as well as job training and placement supports through a partnership with the Charlottesville Works Initiative, a local workforce development program through PVCC. The goal is to move families toward financial stability in order to purchase a home through Habitat or improve their housing situation through another option that fits their needs. “Instead of closing the door on hard-working families who are motivated to improve their lives, Pathways widens the door to homeownership for low-income residents in our community” says Janette Kawachi, Chief Partnership Officer at Habitat, who oversees the pilot program. “Many people have fallen into a debt spiral because of past financial mistakes or predatory lending practices. Pathways offers a second chance to rebuild their financial future and achieve their dream of homeownership.” In Charlottesville, just 42 percent of families own their homes, far lower than the national average of 63 percent. With a poverty rate of nearly 26 percent and ever-increasing home values, many longtime, low-wealth Charlottesville families find it nearly impossible to purchase their own home, build wealth, and stay in the community. Financial setbacks like health crises, poor credit, and job loss can keep low-wealth residents in a perpetual cycle of poverty. “This pilot program is part of Habitat’s broader effort to better serve historically low-wealth communities in Charlottesville,” says Dan Rosensweig, President & CEO of Habitat. “We knew we had to leverage our existing program so that we could help more families get back on their feet financially.” Rosensweig added that the Pathways program was created in response to an overwhelming response in the community for Habitat homeownership. “We want to help everyone who comes our way. Pathways puts us in a better position to do so.” Though Habitat usually serves families at 25 percent to 60 percent of area median income (AMI), Pathways is

Thirty companies and 1,500 people come to work there every day. Since 2006, 53 UVA related startups have been launched. Throughout the Commonwealth, UVA alumni have created 371,000 jobs; 91,530 UVA alumni currently work in the Com-

monwealth. Virginia-based companies started by UVA alumni produce about $395 billion in calculated annual revenues and spend $279 billion per year.

Research and Innovation for Better Living With his West Coast experience helping start-ups, Stacey came to especially admire what he calls UVA’s “budding interest in innovation and entrepreneurship,” and he praises it today for “getting better at commercializing the research, invention, and technology it’s producing. I think a lot of people think they have to have some direct tie to the University to participate and that’s not the case.” As an illustration, he cites the summer incubator program at the Batten Institute, part of Darden’s Graduate Business School: “In the past it’s been somewhere around 25 companies— they have an idea, or may be partly along the way in starting their company. They come in for an intensive 10week program complete with resources and coaching and mentoring, and they’re taught everything from how to take something to a minimum viable product, to how to get funding, and how to handle tax issues.” An association with UVA is not required for participation. “In the years I was involved in it, probably six or seven

One UVA Alumnus co-founded Rivanna Medical, a Charlottes-

ville-based developer of point-of-care ultrasound-based technologies, including a spine-finding device expected to revolutionize the administration of epidurals. The National Venture Capital Association has ranked Charlottesville as the fastest-growing venture-capital ecosystem in the country. Venture funding for Charlottesville companies in 2010 was only $250,000. By 2015 it was $27.7 million. Of the nine Charlottesville companies who received the bulk of that $27.7 million in investments, six received aid from the UVA Licensing & Ventures Group. In Fiscal Year 2015 alone, seven new

startups were launched by UVA faculty or as a result of UVA innovations. Since 2006, the number of UVA-related startups totals 53. Potter’s Craft Cider Tim Edmond and Dan Potter were beer-brewing, nature-loving college buddies at Princeton who headed off to desk jobs post-graduation, but kept meeting weekends to pursue the good life. In 2009 they began experimenting with cider, and in 2011, on the site of a former horse veterinary clinic in Free Union, they founded Potter’s Craft Cider. Their 18 different ciders range from sober sounding creations like Oak Barrel Reserve, produced with traditional barrel-aging techniques, to more fanciful offerings like the soon to be released Enigma, made with Australian grown hops and redolent of red currant, raspberry and pinot gris. ot so long ago, hard cider was stuff you bought at the grocery store and let sit around too long. Or maybe you’d put it out on the porch to ferment on purpose, checking it every once in a while as it developed that tang and that slightly alcoholic edge. Either way, the transformation from family dinner and snack time accompaniment to interesting adult beverage was artless not artisanal. You didn’t pick and crush your own apples, inject the juice with carbonation after you fermented it, then add exotic flavors. You didn’t do what more and more curious and creative and entrepreneurial Central Virginians are doing, and experiment with every type of local apple, make a

dozen or more varieties spiced with exotic flavorings, and open a cidery. As a matter of fact, cider was an everyday drink in America’s early days when apples were the mainstay fruit. John Adams enjoyed a tankard-full before breakfast and America’s First Gourmet, Thomas Jefferson, made it from the Taliaferro apple, one of eighteen varieties he’d planted and is unfortunately now extinct. What folks like Tim Edmond and Dan Potter and their fellow mad cider scientists in the Central Virginia countryside are doing is reviving and expanding on an old American culinary tradition. Bold Rock Hard Cider One Bold Rock partner grew up in Virginia and the Carolinas and owned farmland in Nelson County. The other grew up farming in New Zealand, bought an apple orchard and, after a devastating cyclone, gathered his fallen fruit for what would become an award-winning New Zealand cider. Southerner reached out to New Zealander, and the two built a cider barn in Nellysford and sold their first bottle of Bold Rock cider in 2012. Bold Rock now uses 11 different types of apples, all from within 35 miles of their production facility, and offers nine varieties of cider year round and five more in season.

Visitors to timber-framed Bold Rock Cider Barn—or Chapel of the Apple as it’s informally known—can sample ciders by the fireplace in the rustic Tap Room and discover the history of cider making in the United States in the Cider Museum. The facility welcomes visitors Monday through Thursday and Sunday from 11:00 a.m. to 6:00 p.m. and Friday and Saturday from 11:00 a.m. to 8:00 p.m. for complimentary tours and tastings of their two flagship brands— the Virginia Apple and Virginia Draft. Pints, flights, food and cider-to-go are for sale.

Castle Hill Cider Pressing apples on an American-made press, fermenting their juice in German-made tanks, and burying it for fermentation in traditional terra-cotta vessels from the Republic of Georgia, Castle Hill Cider makes nine varieties of cider, including Big Pippin, fortified with oaked apple spirits and pressed ginger. The cidery sits on land once part of the 600-acre Castle Hill estate, which dates to 1764 and was the first place in Albemarle County to plant Albemarle Pippin apples, soon to become a major cash crop. The estate was originally the home of Colonel Thomas Walker, guardian and mentor to Thomas Jefferson. Over the years it has hosted Patrick Henry, Robert E. Lee, and seven U.S. presidents. Visitors to Castle Hill Cider will find indoor and outdoor tasting areas, an orchard, a lake, and lawns bordered by cherry trees and wisteria arbors. The cidery is open Monday through Sunday from 11:00 a.m. to 5:00 p.m.

Albemarle CiderWorks “There is nothing in our cider except apples,” says Charlotte Shelton of Albemarle CiderWorks in North Garden, which offers 12 different varieties of it. “No flavorings, no water. With one or two of them we add a tiny bit of sugar right at the end in order to modulate the acidity, but other than that there is nothing added.” Jupiter’s Legacy, Albemarle’s flagship cider, is a blend of apples that changes annually in accordance with each year’s harvest. “We put into that all our best cider apples,” Shelton says. What they get is a drink with a pleasingly astringent tannin and a tart apple finish. The 1817 cider, based on a recipe in a text on cultivating fruit trees and managing orchards published in the year 1817, is comprised of three different cider apples.
