Charlottesville-Albemarle SPCA to Host First Annual Animal Art Camp For At-Risk Youth The Charlottesville-Albemarle SPCA (“SPCA”) is bringing together children, companion animals and the arts by offering a new three-week summer program for economically disadvantaged youths. The three one-week sessions are designed to foster empathy in children who are at a pivotal point in their lives for developing compassion and fostering tolerance, which boosts their emotional intelligence, one of the greatest predictors of academic and life success. This project has two goals. Firstly, to provide a meaningful empathy-building camp experience for at-risk youth through the promotion and understanding of the pet/person bond and secondly, to revitalize the SPCA’s retired pet cemetery into a peaceful memorial garden providing a palliative space for the community to honor and remember their pets. This garden will be enjoyed by the thousands of people who visit the SPCA each year, as well as the hundreds of SPCA volunteers walking dogs on the SPCA’s quarter-mile dog walking path, which will wind its way by the garden. The SPCA developed this camp knowing that children have a natural affinity for animals and that many children in the target demographic often do not get the same experience with companion pets as children from middle and upper income families. Research has demonstrated that children CONTINUED ON PAGE 17

movement and punctuated, dynamic musicality. Jerusha de Waal showcases her edgy and percussive Mode. This highly athletic modern piece set to composer Eric Price’s original score brings fresh, jet-fueled energy that adds another style to cDc’s repertoire. Veronica Hart’s collaborative Art as a bucket is based on the dancers’ individual interpretations of Mark Rothko’s “Untitled 1955.” Benjamin Sanford accompanies the dancers with Biber’s Passacaglia for solo violin. Hart also premieres …and it was good. A colorful tapestry of African inspired movement set to music by the iconic Bobby McFerrin. The air of whimsy in this solo breathes life into the story of Eve in the Bible’s book of Genesis. The title of the show, Communitas, is a Latin word repurposed by anthropologist Edith Turner, a Charlottesville local. “It means the very spirit of community. Communitas takes community to the next level and allows the whole to share a common experience. This brings everyone onto an equal level: if you are in a higher position, you have been lower and know what that is.” “To me, communitas personifies the life of a dancer, and embodies the incubative and creative environment that we have at cDc.” – Veronica Hart, Director and Founder

f you want to buy a horse farm or estate property you can find it in Albemarle, or if you prefer a gated community or a walkable neighborhood, Albemarle has those too. People who want to play golf and also enjoy horse back riding may feel right at home in Albemarle’s Glenmore, the only gated community in the country with both a golf course and an equine facility. If you want the privacy of a smaller rural property, chances are you will find it in Albemarle, while those seeking a more urban experience can locate just the right town home or condo. Albemarle County truly has something for everyone, including easy access to the city of Charlottesville and all of the cultural amenities that come with living in a college town. Once home to Jefferson and Monroe, two founding fathers and former presidents, Albemarle County was named for its governor, Willem Anne van Keppel, 2nd Earl of Albemarle, an American colonist and British diplomat. Although Scottsville was its original county seat, the center of government moved to Charlottesville in 1761. Albemarle acquired its present bound-

aries in 1777 having, at different times, split off from Goochland, Amherst, Buckingham, Fluvanna, Nelson and parts of Appomattox and Campbell Counties. Today Albemarle County benefits from a strong economy with consistently low unemployment rates and a population (including the city of Charlottesville) close to 150,000. Recently Charlottesville was ranked as the number one college town in America by Travelers Today website, just one of many awards this area has received over the years that recognize attributes such as natural beauty, cultural and recreational activities, local history, and the

availability of jobs including a growing high tech sector. Recent updates to its zoning code have enhanced economic development in Albemarle by making the county more welcoming to light industrial and high tech companies, such as bio-medical device manufacturing, R & D companies, communications and other IT equipment manufacturing firms.

Amazing Natural Beauty When people describe what draws them to this area, they almost always mention its impressive natural beauty first. They also often reference our area’s climate, which is milder than up north but still has four seasons. A re-

lated benefit, said Barbara McMurry with Montague Miller & Co., is that thanks to the milder temperatures, people relocating to Albemarle County from places like the north east will enjoy much lower heating costs. For people who enjoy the outdoors, Albemarle offers a network of 12 county parks with 3,300 acres of space. Hikers love the county’s ever growing trail system, with nearly 62 miles of walking paths. Runners and mountain bikers are also welcome and horseback riders can enjoy Preddy Creek and Patricia Ann Byrom Forest Preserve Park. Trails are graded for difficulty and maps are available at the Parks and Recreation website. The list of activities available at Albemarle’s parks (which are open year round from 7:00 a.m. to dark) includes swimming, picnicking, fishing and boating. Another other popular leisure activity for Albemarle residents is visiting the wineries. “People love the wineries,” said Byrd Abbott with Roy Wheeler Realty, Co. They are fun to visit and are always in a lovely setting, she continued. They are also “a great way to entertain” when house guests arrive from out of the area. The wineries are just one facet of what McMurry called the “rural fla-

vor” of our region, which comes from its large agricultural component. Albemarle County is also known for its orchards, farms, and horse properties as well as its many vineyards. Some of these properties are pretty to look at (Thomas Jefferson called Eastern Albemarle the “Eden of the United States”), while others offer activities such as picking your own fruit in season and horseback riding. The Keswick area in east Albemarle County is particularly well known for riding and horse farms. Pam Dent, with Gayle Harvey Real Estate, described it as one of the few places that offer opportunities to ride on large unbroken sections of farmland. “The landowners are passionate about this tradition,” she said. Horse lovers looking for boarding facilities, riding lessons, fox hunting, polo or dressage will also find what they need in Albemarle.

and there are many signs of a “healthy market again.” She is encouraged to see more activity in the farms and estates sector. “Things are definitely heading in the right direction,” she said. As part of this positive trend, new construction is going very well. Dent said that four out of her last six transactions have been new homes. She pointed to the Ragged Mountain Farm neighborhood in the western Albemarle community of Ivy with 36 estate sized lots where a number of high end homes are currently going up. While first timers can still find a home in Albemarle, they may have to work harder to locate something they like in their price range. It really depends on their expectations, Dent said. They may find just what they are looking for in a townhome or in a rural property, she explained. Abbott agreed stating that

many of the under $250,000 properties in the Albemarle market are townhomes. “There are not a lot of single family homes in that price range,” she said, and the homes that are available may be ones that need some work. For other qualified buyers there are many options to choose from. People who appreciate the comfort of a gated community can find a home in either Glenmore or Keswick Estates on the county’s east side. Both of these communities have many amenities including their own golf courses. Those who like the idea of a walking community with gathering places that facilitate socializing amongst neighbors can choose from either Old Trail in Crozet or Belvedere on East Rio Road. Old Trail’s village center has essential services such as a beauty salon, restaurants and a coffee shop. Residents can also work out at ACAC or visit friends and relatives living at The Lodge, a retirement community located in the heart of Old Trail.

According to the 2014 second quarter market report, the median price of homes in Albemarle County is $329,000, which is slightly higher than a year ago. Buyers can choose from many options and housing styles from town homes to estate properties, and as we move into the second half of 2014, they will also have more to choose from than they did a year ago due to a 12.4 percent increase in the number of listings. In general the agents described the market as looking up. “We had a great spring,” Abbott said describing sales as “robust.” Things slowed down a little after that, but in the last couple of days the phones started ringing again, she said, adding that lately she has noticed her listings are getting more showings. A recent drop in interest rates may be a contributing factor, she said. “I anticipate a strong fall.” Dent described the market as “good,” and “getting stronger.” She explained that the economy is improving

Belvedere also features a central gathering place and plans for office and retail space that will make it easy for residents to stay close to home. Charlottesville’s Senior Center is in process of fundraising for its new facility in Belvedere where it will continue to serve seniors, but will be called The Center to emphasize that it is a vital part of the community with activities of interest to anyone who wishes to participate. When it comes to real estate, many different choices are a lot of what Albemarle is all about. Home buyers can choose to locate in any of the county’s popular subdivisions and still be in easy commuting distance of Charlottesville, the downtown mall, and the University, as can buyers who choose to live a little further out to enjoy the privacy of a more rural lifestyle.

Why Albemarle People choose Albemarle for many reasons. Abbott said people like it here because it is a “college town full of life and vibrancy.” People like the connection to the university and enjoy having local teams to support, she continued. She believes part of the attraction of a college town is that it offers courses and other ways for retirees to keep their brains active. She described the large

number of non-credit courses available through UVA in what she called “an incredible range of topics.” Some are taught by UVA and Piedmont Community College professors. Other teachers are past CEOs of major companies with lots of knowledge and expertise they are willing to share. When it comes to why people relocate here, “quality of life is huge,” Dent said. Albemarle is a place where people can live an active lifestyle with activities like canoeing, biking, golf, horseback riding and walking. They also have access to art, great restaurants and a fine music scene, she added. While access to activities is important, another big draw, especially for retirees, is the quality of the available medical care. In 2012 UVA was one of less than 150 U.S. hospitals (out of nearly 5,000) that had nationally ranked programs in the Best Hospitals Guide published by U.S. News and World Report. Martha Jefferson is also highly regarded and visitors, patients and staff appreciate its new facility with easy parking, beautiful grounds, and spacious single rooms. Albemarle attracts many retirees who like all the local amenities but don’t want to stay in a big city to enjoy them, Abbott said. She was born and raised in this area but moved around a lot after she married. She referred to herself and her husband as corporate vagabonds. When they were ready to retire they looked at a lot of places but found themselves comparing them all to Charlottesville. Finally they realized that was where they wanted to live and have been in this area ever since. It’s not just retirees that come to Albemarle. Families appreciate the local school system, which has a solid reputation with greater than average test scores and reasonable class sizes. Nearly 80 percent of Albemarle high school grads go on to college and over

People like it here because it is a “college town full of life and vibrancy.” They like the connection to the university and enjoy having local teams to support. 28 percent get post graduate degrees. Dent, who raised two children in this area, said that families like Albemarle in part because it is a great place for kids to grow up far from the congestion of big cities. Another big benefit for people moving from out of the area is the tax rates, which “are very affordable compared to what people are used to paying in the north east,” McMurry said. Known for years for its horse farms and incomparable natural beauty, Albemarle County also offers a rich history, and a host of modern amenities, making it a popular choice for many of the people who move to our area. who form a bond with a companion animal are more empathetic, more likely to choose a helping profession, score higher on measures of social competence and are more oriented toward social values. Children who are empathetic tend to have many positive psychological traits—they are more resilient, better able to handle stress and overcome difficulties, and less apt to be overly aggressive. Art programs have been particularly successful in attracting and engaging youth for a number of reasons, including the thrill of creative expression, positive community recognition, learning new job skills and the use of art in communicating difficult thoughts and emotions. Long-time Charlottesville resident and artist Virginia Gardner, best known for her “Seat of Harmony” mosaic bench on Charlottesville’s Downtown Mall, has donated her time and talents for this camp to design and work with the students to create a permanent art piece on the SPCA grounds that celebrates the pet/person bond. This first year, the campers will work with Virginia to create a mosaic bridge that will serve as the gateway to the SPCA’s new memorial grounds. Through animal interactions, lessons and artistic expression, students will learn about companion animals and their changing role throughout history, with a purpose of ultimately guiding them towards an understanding of love and respect of animals. This day camp will run from July 28th through August 15th and is offered at no cost to participants. School counselors, social service providers and parents have referred students for this camp. Space is limited, but there are still spots left in the second and third sessions. Transportation assistance may also be provided. If you know of a rising 6th through 8th grader that would benefit from this experience, please contact the SPCA’s Education Coordinator Kaicee Robertson at volunteer@caspca. org or (434) 964-3331 for applications and more information. This camp is partially funded by the Bama Works Fund of the Dave Matthews Band. The mission of the Charlottesville-Albemarle SPCA is to provide a safe and nurturing environment for the lost, abandoned, and homeless animals of the City of Charlottesville and the County of Albemarle and to increase the number of these animals

being placed in appropriate, loving, and permanent homes through adoptions, foster care, and outreach, and to set a standard of excellence and leadership in shelter animal care, humane education, and progressive animal welfare programs. OUTBUILDINGS BY MARILYN PRIBUS

IN TIMES GONE BY,

We’ve Got Stuff “We Americans like our stuff,” observes Loren Shetler, owner of Capitol Sheds. “Around the world, people maybe have a little potting shed, but no one has storage sheds like us. That said, we do generally have bigger yards and need places for things.” These days, those square metal storage sheds of the past are gone and outbuildings are better than ever. “Now,” says Shetler, “we have vinyl, hardiplank, and wood. You can get a shed to match your place like a little mini-house out in back, built to fit your needs.” Some people even “customize” their sheds. “The first thing we bought when we moved was a shed,” declares Val Semer, an R.N. at UVa. She found it practical, but pretty blah. “We had it installed so the doors faced away from the house, then I went to the Habitat store and got two interesting windows.” She hung them on the side of the shed for decoration (they are not functional), and then added a potting table and flowers. “It looks so nice now,” she says, “and my husband’s going to install some solar lights so it will look like a sort of carriage house.”

Not Just For Storage Other popular outbuildings are pavilions or gazebos to provide shade, hobby studios, and even greenhouses. Some folks opt for a children’s playhouse. “They can be full walk-in and built Victorian style or whatever people want,” Shetler of Capitol Sheds says. “The nice thing is, once the kids are grown, the playhouse can be used for storage. Or for the grandkids. These buildings will be around for twenty or thirty years.” Other people want children’s play sets that can be built in any way the parents and children design it with swings, a seesaw, awnings, or even a “fort.” “Something that’s really exploded in the last ten years is chicken coops,” Shetler notes. “It’s amazing how that’s taken off, but people want really fresh

What Does The Buyer Need To Know? Homeowners associations often have rules about outbuildings of any sort. For example, sheds might have to match the main house’s color and roofing. Some homeowner associations require a review of any proposed outbuilding. In addition, larger structures often need government permits. Vehicle access to the area where the building will be sited is an essential factor. If there is no way to deliver an already constructed building, it must be erected on premises. This usually means workmen and noise for several days. The building’s foundation is also important. Is the site level, or at least have only a slight slope? If the building has a pressure-treated flooring system and doesn’t need footers, stacked cinder blocks will serve well. If there might be a drainage problem, a crushed gravel foundation is often installed with the cinderblocks placed on top. Larger buildings will need dug footers with the depth depending on local government regulations and particularly the frost line, since the footers must extend below that line. The most expensive option is a concrete slab. This is usually a requirement for any building the size of a two-car garage or larger. In this case, the poured slab usually serves as the floor, so no other flooring system is needed. There are such a variety of outbuildings possible, that it’s difficult to name a typical price. “Size is the most important factor,” Shetler says, “but also the style and the materials make a difference. I’d say the price range can be from around $1,200 to $15,000.” An attractive outbuilding is always an enhancement, and with the many variations available, homeowners are adding them to their properties. n Marilyn Pribus and her husband live in Albemarle County near Charlottesville. She hankers for a shed.

HOUSE & HOME

prosperous homes had outbuildings, also called dependencies. These often included the kitchen (for fear of fire), a springhouse, a smokehouse, perhaps even stables and a carriage house. Often there was housing for the help and, of course, at least one privy. These days, however, homes are usually built all in one and without garages to economize. This leaves homeowners scrambling for storage space.

The

eggs, and to know where their food is coming from.” Chicken-keeping ordinances vary widely from one jurisdiction to the next, so homeowners need to ensure the keeping of poultry is permitted at their home. Other common outbuildings include dog kennels and horse barns. “The larger structures are modular,” Shetler explains. “They come in a few big pieces and we attach them right on the premises. The advantage to that is that it can be done in one or two days. They can also be taken down and moved when people move or their needs change.”
