Real Estate Related News CAAR Installs 2017 President, Officers, & Directors The Charlottesville Area Association of REALTORS® (CAAR) announced the installation of 2017 President Anthony McGhee during a breakfast ceremony on Thursday, January 5th at the Boar’s Head Inn. Over 230 guests were in attendance including members, leadership from local industry partners, and state and national REALTOR® Associations, as well as local government officials. McGhee is a REALTOR®, broker and owner of Assist2Sell – First Rate Realty. He has been an active member in the Association since 1989—serving on the Board of Directors for four years. He is a huge advocate for the REALTOR® Political Action Committee (RPAC)

CAAR Announces 2016 Annual Awards, Fourth Quarter Good Neighbor Award, & REALTOR® Hall of Fame Recipients The Charlottesville Area Association of REALTORS® (CAAR) has announced the recipients of its annual awards, fourth quarter Good Neighbor award, and REALTOR® Hall of Fame for 2016. The awards were presented on Thursday, January 5th at the Boar’s Head Inn, following the installation of the 2017 CAAR Board of Officers and Directors. The Affiliate of the Year recognizes a CAAR affiliate member who goes the extra step to help further the goals and objectives of the Association, CAAR members, their clients, and the community at large. The 2016 award recipient was Ken Mextorf of TowneBank Mortgage. The Rising Star of the Year award recognizes a REALTOR® member who has held an active salesperson’s license for 18 consecutive months or less and balances sales volume and education with CAAR events and civic duties. The 2016 award recipient was Mike Terry of Nest Realty Group. The Sales Associate of the Year recognizes a REALTOR® who is a top sales producer, active in our Association and our community, and continues to improve his or her skills by engaging in

Live Arts announces the February 3 opening of the theater’s third production of the season, WELL by Lisa Kron. The intimate family dramedy is directed by Larry Goldstein, one of Live Arts’ founding members. The play explores, with humor and warmth, the ordinary and extraordinary mysteries that exist within families and between generations. “Well captures, with eloquent, awkward and amusing honesty our human struggle to make sense of our past, to connect with it, and ultimately to transcend it,” notes Interim Managing Artistic Director Bree Luck. “We fail, of course, when, as the playwright says, ‘You realize that your parents live in an alternate universe where your therapy has no power’.” Framed as a devised theatre piece that explores the concept of wellness at the individual and community level, WELL also delves deeply into the fraught relationships that often exist between parents and their children. “WELL captures that peculiar circumstance when our own biases cloud, shift and color our recollections so completely that finding the truth in a memory is not only impossible, it’s downright laughable,” said Luck. Producer John Conover described the play as “… three dimensional. Most plays have an arc which is only two dimensions, height and direction. WELL adds an unusual sense of depth, along with great humor. uying a new home is a major commitment and many first time buyers feel apprehensive and overwhelmed about all of the decisions they have to make. There are decisions when they first meet with their lender and more when they begin looking for the perfect house. Then there is the big one, choosing the right house and making an offer followed by negotiations with the seller over the inspection. Decisions continue until the paperwork is signed at closing and the key to the new home is in hand. Fortunately there are many resources to help, including agents and lenders, and of course most first timers will start their education online making them much savvier buyers than their parents were when they bought their first home. However, while this is a good start, they need to be skeptical about the info they find online. For example, many are frustrated when they read that they need 20 percent of the house price for a down payment, but

this is far from the truth, so don’t give up until you talk to the experts, your hometown lender and your real estate agent. Not only can these pros help you decide if you are ready to buy, but they

The First Steps If you are a new buyer you may be looking forward to what may seem like the most exciting first step of the process— looking at homes. However, nobody wants to find the perfect house, fall in love with it and then find out it’s out of their price range, or that the monthly payments are way more than they are comfortable with even if they are qualified to buy. This is why the first step is always to talk to your lender who can tell you if you are financially ready to purchase, and, just as important, how much house you can afford. In this way, you avoid the heartbreak of finding the perfect house and later learning you can’t afford it, or worse yet, that you don’t qualify to buy at all. Your lender will also educate you about costs of home ownership you may not have considered such as taxes, insurance or homeowner association fees. First time buyers are often “overwhelmed” with the process, said Marlo Allen with Mountain Area Realty in Nelson County. A good lender can help them feel “comfortable with the

She suggests you “just do a little homework” and visit a site such as that of the Piedmont Housing Alliance (PHA) to get familiar with the terminology, the process, and the requirements. It is also critical to contact a local lender, someone who understands the resources unique to our marketplace and can answer your questions based on knowledge of your situation. When you do so you can avoid a lot of potential problems and may discover that you do indeed qualify to purchase a house after all. On the other hand, even if you find that buying a home is not an option today, many lenders will either help you develop a program to get you qualified in the future, or refer you to a housing counselor at PHA. When your lender determines you are qualified to make a purchase they will write a pre-qualification or pre-approval letter. The latter is stronger because it means the lender has reviewed your credit report. With this letter in hand, you are ready to look at homes and when you find one that suits, your agent will use it to prove to the sellers and their agent that you are a serious buyer who is qualified to follow through on your offer. This is especially critical in our current market where multiple offers on popular homes are not uncommon and you may be competing with several other buyers.

On the other hand, if buyers understand their payments and are still comfortable with this level of obligation, they are ready to start looking at homes in that price range. The lender can help you “make a plan,” says Jay Domenic with Movement Mortgage. This includes evaluating different loan programs that are available and looking at your credit
and other qualifications. Part of what the lender looks for is if you have sufficient funds for your down payment and closing costs. If the amount of cash required is a challenge, as it is for many first time buyers, your lender can refer you to sources of down payment assistance available in our area. While the internet can be a good source of preliminary information, it is important to visit reputable sites in order to get the most accurate information. For example, Julia Morris with Fulton Mortgage explained that first time buyers often have the erroneous

One of Domenic’s recent clients used this loan and had also negotiated a contract where the seller agreed to pay closing costs. When he left the closing table he was able to actually put money back in his pocket. The Homebuyer Advantage Plus Program from Fulton Mortgage is another option for qualifying first time buyers, Morris said. This program offers 97 percent financing, but can be combined with down payment assistance plans as well as help from sellers up to a total of 105 percent of the home price. Another huge benefit is that there is no mortgage insurance requirement, which means lower monthly payments and substantial savings over the life of the loan. Home buyer education is required. PHA is also an excellent source of information and programs for first time buyers. Not only do they provide the buyer education programs required by many of the special funding programs, they also offer home buyer counseling and access to funds for down payment and closing cost assistance. Over the years this organization has helped in excess of 830 families buy homes in Planning District 10 which includes the counties of Albemarle, Fluvanna, Greene, Louisa and Nelson and the City of Charlottesville. Buyers can start by visiting the PHA website and downloading and filling out the forms in the intake packet. They can then set an appointment to work with one of PHA’s housing counselors to determine the steps required for them to become a homeowner. First time buyers can also contact PHA for help with saving their down payment using a matching program called VIDA. With this unique program, qualifying participants can obtain funds they need for closing costs by first saving $500. The state will then match these funds with an additional $4,000 and make the entire amount available for home purchase. If credit issues stand in the way of obtaining a mortgage, PHA can help.

He also recently worked with a first time buyer couple that wanted acreage. He found them a home on two acres in Scottsville, just 20 minutes from their downtown jobs. Allen advises that prices are still good in Nelson County and there are lots of options. She cautions, however, that the condition of the home can be an issue especially for low down payment loans for which both the buyer and the house must qualify. EVERY REAL ESTATE TRANSACTION revolves around the contract, the agreement between the buyer and the seller for the purchase of a home. The contract happens when a buyer makes an offer and the two parties come to agreement on the terms. Not only does it state what the buyer is willing to pay for the house, it spells out contingencies such as whether they have a house to sell first, how long they have to complete a home inspection, whether the appliances stay with the house, when they intend to close and how they will pay, usually by cash or mortgage. The contract also specifies a date and time by which the sellers must reply back to the buyers via their agent. A great contract reflects the agents’ negotiation skills, the current market and agreement on the needs of both parties.

Impact of the Market The market plays a big role in what makes for a good offer. For example, prior to the recent recovery, many sellers felt lucky to have an offer at all and buyers could take their time, write an offer for less than the asking price and be demanding about terms. Today we have inventory shortages, rising prices, and multiple offers on some homes. This means buyers must decide quickly if they want to be in the running for homes in popular neighborhoods and may need to view a home and make an offer the day it comes on the market. If multiple offers are in play, a good offer can be one in which the sales price exceeds the list price with minimal contingencies and a quick turnaround time on the inspection. Even in a hot market, not every home sells for more than list price. CAAR’s most recent Market Report showed that in the third quarter of 2016 the average ratio of what homes sold for compared to what they listed for in most of our area was 95 percent. While not over 100 percent, this figure—plus the nearly 21 percent yearover-year increase in sales—reflects a market that is very active with not a lot of inventory. If you are a buyer and find a home you like, work with your agent to craft an offer that reflects these market conditions and the neighborhood where the house is located. This advice will become even more imperative as we move into the spring, usually the most active time of the year with lots more competition.
A current example of a particularly hot area is downtown. The popularity of this market is seen in a recent open house held by Inessa Telefus with Loring Woodriff Real Estate Associates who saw 40 different parties walk through a home in Belmont in one afternoon. In a very short time Telefus and her seller had multiple offers in hand and the seller ultimately accepted one that was for significantly more than the list price. A few months earlier another downtown area listing, this one near the old Martha Jefferson Hospital, sold as soon as Telefus put the sign in the yard. All of
this means, if you see a house you like, take out your phone and call your agent immediately. If you don’t you can lose out, no matter how good your offer.
Crafting an Offer Takes Experience Two parties to a real estate contract don’t communicate directly while negotiating the home sale, that’s what agents are for, and they can often get helpful info. One way is to direct questions to the sellers’ agent. You may not get an answer but sometimes you can learn why the owners are selling or how quickly
they want to move. Sometimes sellers allow their agents to say that they are highly motivated if they need to move quickly or if they are negotiable about the refrigerator or the drapes. This kind of information can help buyers and their agents write an offer that meets the sellers’ needs and increases the chances of acceptance. When buyers don’t ask these kinds of questions, a contract may be rejected for unexpected reasons. Phyllis Novotny with Roy Wheeler Realty Co. described a time when her seller received an all cash contract (usually a positive since there is no mortgage contingency) that also required the house to close in three weeks, a very quick turnaround time. The seller said “no” because her situation did not permit such a quick move. A good offer in this situation would have allowed the seller more time. A different seller, one that had already moved, for example, would have been thrilled. Buyers can increase their chances of getting a contract accepted by providing a pre-approval letter showing a lender has evaluated their financial situation including their credit rating. While this is not final loan approval it is good evidence the buyer is good for it. Buyers can also demonstrate strength by financing the home with a loan requiring a larger down payment. A buyer choosing a conventional loan with 20 percent down demonstrates more financial power than one using a minimum down FHA loan, and most sellers will prefer the former. Sellers may also consider factors other than price. Karen Kehoe with RE/MAX Regency had a seller who wanted to sell to buyers who would care about her home as much as she did. When she received two contracts, one from an investor and one from buyers who included a letter explaining how much they loved the house, she turned down the investor contract even though it was worth $3,000 more.
