By Arleen Yobs, 2018 CAAR President REALTORS® care deeply about our community, our natural resources, and equity. These concerns are the basis for the Charlottesville Area Association of REALTORS® (CAAR) opposition to Albemarle’s County’s proposed stormwater utility fee. To be clear, CAAR is not opposed to the projects proposed, merely the funding mechanism.

CAAR advocates for solid, sensible environmental regulations that strike a proper balance between property owner rights and good stewardship of the environment. As drafted, the proposed stormwater utility fee would create a new bureaucracy, inequitably share program costs and generate an unchecked revenue source for stormwater programs.

Albemarle County has suggested that by not creating a new department, they are not growing the bureaucracy.

The ten-year $52 million-dollar proposed program budget, endorsed by the Board of Supervisors in December includes over $1.2 million dollars annually for regulation, enforcement and administration. This represents one-third of the funds collected by the stormwater utility fee, none of which would be required absent this funding mechanism. CAAR believes spending over a million dollars a year on admin-

istrative/enforcement tasks is expanding the bureaucracy.

REALTORS® believe in an equitable multifaceted tax system that recognizes the value of home ownership and good property stewardship to the community.

The new projects enumerated in the proposed stormwater program seek to improve/replace Albemarle’s aging grey and green infrastructure. Grey infrastructure includes the urban ring drainage infrastructure (pipes, channels, inlets, and manholes). On the other hand, green infrastructure is watershed restoration promoting better land use practices, stormwater management, and capital projects. Despite the rural areas being 95 percent of the geographic land mass of Albemarle County, green infrastructure never amounts to more than 20 percent annually of the stormwater program ten-year spending plan.

This disparity in spending is not reflected in the calculation of stormwater fees; it is context blind. The farmer with a run-in shed for his horses in his meadow will have approximately the same amount of impervious surface on the roof of the shed as a development

area townhouse. As drafted, the proposed stormwater utility fee is inequitable and unfair.

As proposed, the stormwater utility fee will be billed as a line item in your property taxes and funds received will be paid first toward the fee then toward the taxes owed. This simple accounting practice creates significant jeopardy for anyone who “chooses” not to pay the fee, as the result will be underpayment of taxes and the potential of a lien being placed on the property.

In addition, the fee would be dedicated to stormwater related projects that then do not have to compete with other community capital needs such as schools, public safety, and transportation. While some regulators may “prefer” a dedicated funding source, it is not mandated. CAAR believes all projects should compete for Capital Improvement Funds so that our elected representatives can make decisions regarding our community priorities.

As the “voice for real estate,” the Charlottesville Area Association of REALTORS® calls on the Albemarle Board of Supervisors to abandon the proposed stormwater utility fee and work together to identify a stormwater funding solution that is less bureaucratic, more equitable, completely transparent, and reflects the community’s priorities.

condo on the slopes because they want more time for skiing and snowboarding. Privacy lovers and outdoors people also come looking for the perfect property to indulge their passion for driving ATVs, or enjoy hunting, fishing and hiking, all on their own land.

Second-home buyers may not be intending to become property owners. They pass through on their way somewhere else, or show up for special events like the Wintergreen Summer Music Festival, the Montpelier Races, or a play at the American Shakespeare Center’s Blackfriars Playhouse.

Or they might come to visit family and friends, taste Virginia wines or sample a growing variety of local brews, hard ciders and distillery products.

The list of local attractions is long drawing the curious on the lookout for the best of the best, such as visitors needing a place to de-stress on weekends who then become second-home buyers. And it’s not unheard of for them to keep extending their stays, until finally they move here permanently.

If so they are part of a national trend says the National Association of REALTORS® Investment & Vacation Home

Buyer’s Survey for 2017. By far the largest group of second-home buyers (42 percent) bought their property to use for vacations or as a family retreat. Of the remainder, 18 percent bought with an eye to having a place to retire in the future. For others the investment was just that, a good deal, and they added a second home to their portfolio.

Shenandoah Crossing, Blue Ridge Shores, and Lake Anna, the latter a large development that also overlaps the counties of Orange and Spotsylvania.

Olivia Ryan, Broker/Owner of Valere Real Estate in Louisa County’s Mineral is impressed with the timing of this year’s second-home market, which she says is early. This market definitely “took a hit,” back during the recession years, she said, but it is back.

A Hot Market Yes the market is good for second homes, but inventory shortages are challenging, agents say, hopeful that more sellers will be enticed to list their houses to meet the demand from eager buyers ready and willing to make offers.

In the last 60 days, for example, James Dickerson with Charlottesville Solutions has seen a noticeable increase in buyers looking for second homes.

And it’s happening everywhere from Lake Anna on the east to Montebello in Nelson County on the west and south.

The strong stock market is part of the reason, he believes, noting that people now seem willing to cash in their gains and put them into land, which of course is a longer term investment.

Some love the privacy of large tracts, like the inquiry he received recently from a buyer in the market for 200 rural acres.

Then there was the buyer who wanted 30 acres in Montebello where he can hunt and fish. A resident of Richmond this individual wants mountain views and a pond or stream to enjoy during his times off.

Waterfront people are another type of second-home buyer and Dickerson also gets calls about Louisa County’s

Wintergreen is a place where “many [buyers] are becoming new members of the community because they understand how amazing the Wintergreen experience is (or will be) for their families,” Chase said. Buyers come from all of the nearby population centers including the Carolinas, Northern Virginia, Maryland and Southwest Virginia.

Wintergreen buyers are mostly forty and older, often young families with kids, said Francesca San Giorgio, Broker with Four Seasons Realty in Nelson County. While they may buy with the intention to remain occasional visitors, often they fall in love with the vacation lifestyle, move here permanently and enjoy the views while they work from home, she said.

While not all of these people want a second home, the area does attract a goodly number of these buyers, including some that purchase with the intent to make the property a full time rental.

Short-term rentals to other vacationers are also permitted by the Home Owners Association so long as they observe common-sense guidelines such as no noise after 10 p.m.

One source of Massanutten vacation buyers is timeshare owners that bring “a steady stream of buyer prospects to Massanutten,” Cureton said. Sometimes they vacation there for several years before they get the idea that becoming a property owner makes sense.

When they do they have a lot of options to choose from. Massanutten neighborhoods reflect an “extreme

enjoy on weekends. Today’s second home buyers are “mostly people getting close to retirement,” said Diane Miller with Long and Foster - Lake Monticello.

Many of them want a place where they can be comfortable after they retire, but they also want to feel good about the prospects of selling at a profit in a few years if they change their minds about staying. They come from areas like Northern Virginia that are a comfortable driving distance away, Miller said. However some even come from Charlottesville wanting a lake ex-

perience that is a very close drive from the stress of town.

Lake Monticello’s size and easy access to the interstate are big benefits, Miller noted. However other area lakefront communities are also in demand.

Shenandoah Crossing with its 60-acre lake (compared to Lake Monticello’s 352 acres) is one such option. Horse lovers appreciate the equine center and stables at Shenandoah Crossing where they can also play golf or enjoy pools, a water park and hiking.

Lake Anna is another popular spot for vacation buyers from Northern Vir-

ginia and Maryland as well as locations such as Richmond and Charlottesville.

Business is good there, Ryan said, adding that it appeals to second-home buyers who love the beauty of the lake and the “sports-minded,” who enjoy boating and fishing. She is also excited about the growing number of great restaurants in the area.

Telecommuters often settle at Lake Anna as do those who find jobs in the area, but it continues to be primarily a second-home community.

The lake is quite large and overlaps three counties increasing the complexity of real estate transactions there said Libby Sandridge with Dockside Realty. For this reason, “it is important to choose a local, experienced Lake Anna agent,” she advises.

For vacation home buyers who like waterfront but want the peace and quiet of a small, private lake plus the security of a gate, Blue Ridge Shores in Louisa County is another good choice.

Second-home buyers there can offset their mortgage payments with short-term rentals to other vacationers, said Sharon Duke with William A. Cooke, LLC. To protect their property most hire a local property manager to handle the paperwork, cleaning, and other complications of such rentals such as setting the right price and finding qualified renters.

Rural Acreage Popular Some second-home buyers prefer a country retreat that comes with the privacy of two or more acres Dickerson explained. These folks also recognize that rural acreage has investment value thanks to the inventory shortages of resale homes that are increasing the demand for land for home building.

Murdoch Matheson with Frank Hardy Sotheby’s International Realty has clients who purchase a farm or estate as a secondary residence, often prior to retiring. These may be individuals on the road a lot for business who want to relax in a beautiful and very private setting when time permits.

The James River is a big draw for other second-home buyers said Christiane Gathright with the Amherst office of Montague Miller and Co. Some may also anticipate hunting and fishing on their property such as her clients who own an ATV and want to drive it on their own land.

ou have the money for a down payment, you have your eye on a couple of properties, and now you’re wondering if you can afford the monthly payments.

The economy is booming but always volatile, and the Federal Reserve has a new chairman. What might this mean for mortgage interest rates?

For most homebuyers, interest paid on their mortgage will far exceed principal.

Financially speaking, then, is this a good time to buy a home? The short answer is an unequivocal “yes.” Now let’s dig deeper.

First of all, today’s rates ain’t bad. Not at all. Average interest rates for the most popular type of loan—the 30-year fixed-rate mortgage— were at 4.54 percent in midMarch, up from 4.15 percent on January 1. Rates for a 15year fixed-rate mortgage were around 3.9 percent.

How do these numbers compare historically? They’re very good. Rates for a 30-year fixed-rate mortgage set a high of 18.63 percent in 1981 and declined fairly steadily thereafter; since the housing crisis in 2008, rates have stayed under 6 percent, setting a low of 3.31 percent in November 2012.

Today’s rates are “very low,” says Peter Cefaratti of Embrace Home Loans.

“If you’re looking at a conforming interest rate for someone who has good credit scores, for example mid-700s, those people on a 30-year fixed Fannie Mae conventional loan would have been looking at around 3.25 percent three or four years ago, and now they’re looking probably 1.5 percent higher in the high fours.”

What to Expect New Federal Reserve Chairman Jerome Powell, who replaced Janet Yellen in February, has signaled his intention to follow her same course, raising the Fed’s interest rates, but doing so slowly.

Mortgage rates are expected to follow suit. “My personal outlook for the economy has strengthened since December,” Mr. Powell told the House Financial Services Committee on February 27.

“I think that what’s going to drive mortgage rates more than anything is what the Federal Reserve does,” Cefaratti says.

“We’ve had a lot of inflation and economists are predicting more,” Cefaratti added. “On the internet people can follow the cost of living index-

Where to Look “For general rate trends I like to go to Market Watch and look at the 10-year Treasury and see how that’s moving,” Sweetanos says, “since the 10-year is a bellwether for 30-year mortgages. If they’re going one direction, mortgages are usually going the same direction.

“The other good place would be the Mortgage Daily News; that’s a very nice industry periodical that really gets into the weeds when it comes to the bond market and how rates are going to move and what the predictions are. A lot of mortgage people use that to get insight on whether they should lock or not lock the clients.”

“When the public is on the edge of being able to qualify because housing prices have gone up so much, every little eighth or quarter of a percent does make a difference. If it looks like we’re going to have more inflation, that means rates are probably going to go up and people ought to think about locking in today’s rate even though it’s higher than it was three months ago. I think it would have to take really bad economic news, that shows we’re going to have a recession, for rates to go down—that or a big stock market crash. Other than that, I think rates are going up.”

“Typically if something bad happens, money flows into the bond market, and that bond money tends to translate to lower rates,” says Matthew Sweetanos, Director of Mortgage Services for Member Options for UVA Credit Union. “As money leaves the

stock market and other risky investments and comes into the bond market, it tends to lower our rates. When the economy is strong, when jobs are strong, that’s not going to happen, and that’s how we’ve been the last few months. From an economic standpoint I hope that continues, but from a mortgage standpoint, it tends to be a little painful.”

Rates did rise slightly in early 2018, as government debt rose and inflation was predicted to rise as well. With consumer prices increasing only modestly in February, inflation may be easing off, and in March fixed mortgage rates declined for the first time this year.

However, most analysts predict three or four small hikes in 2018.

“Rates are still hovering between 4.5 and 4.625 for people with really good credit,” Sweetanos says. “That is probably going to continue to creep up and my guess is that by the end of the year, probably sooner, it’s going to be 5 percent.”

One free and easy-to-use online tool for calculating mortgage payments is a mortgage calculator. “Mortgage calculators can tell you how much your payment is going to be,” Cefaratti says.

“If you know a loan amount then you can plug in the interest rate and know what the interest is going to be.

“Some calculators will tell you when your loan will get paid off. Some will tell you how it helps bring your loan balance down if you make an extra payment every year, every month or intermittently.

They work several ends of the equation and tell you how to solve for a variable based on the other parts of the mortgage equation.”

“If you say, OK, I don’t want to spend any more than 30 percent of my gross income on housing, they’re a pretty good tool to help you make sure that you’re staying within your budget,” Sweetanos says. “But they have limitations: typically they don’t calculate mortgage insurance.”

“Find a house that will work for you,” Cefaratti advises, “and get your loan now, sooner rather than later, and own the property. Because interest rates go up and come down, prices go up and come down—you don’t know what’s going to happen, so whatever you can make work you should do, and get your foot in the door.

“Chances are that no matter what, if you buy a house today with a fixed rate loan, your payment’s going to stay pretty much the same no matter what happens. But if we get inflation like we probably will, rents could go up by 50 percent in three or four years. The bottom line is if you’re going to be in the real estate market, usually the sooner you get in the better.” n
