A Series of Public and Partnership Programs, Printmaking Workshops, and Exhibitions in Charlottesville with Visiting Printmaker Amos Paul Kennedy Jr. Virginia Humanities’ Virginia Center for the Book announces a collaborative public art project for the Charlottesville-Albemarle community titled Finding Wisdom with Detroit-based printmaker Amos Paul Kennedy Jr. The Center’s inaugural Frank Riccio Artist in Residence, Kennedy will visit Charlottesville March 9-26 to participate in public printmaking events, hands-on workshops with partnering schools and nonprofits, and exhibitions in more than twenty public locations.

2018 from public school students and teachers, area nonprofits, including the Boys and Girls Club of Central Virginia and Monticello’s Getting Word Oral History Project, and the general public. The selection of featured quotes and creation of posters by Kennedy began in January 2019 and will continue leading up to and throughout his visit. Regional printmakers are invited to participate by signing up to print an edition of 60 posters for the project on VaBookCenter.org/finding-wisdom. Community members and UVA students interested in helping to install exhibitions March 4-9 should contact Tia Nichols at tmn7rc@virginia.edu. Community members can participate in the residency free of charge by viewing exhibitions, attending events with Kennedy, and registering for letterpress printmaking workshops at the Virginia Center for the Book. A family-friendly scavenger hunt will be organized around the exhibitions and announced March 9.

Finding Wisdom includes the creation of nearly 10,000 bold and colorful posters, letterpress-printed by Kennedy and community members featuring sayings, quotes, and aphorisms submitted by central Virginia residents. The posters will be exhibited in March 2019 in dozens of locations ranging from coffee shops to City Hall, from schools to storefront windows, from Fashion Square Mall to the historic downtown mall, and from grocery stores to world heritage sites. Quotes were collected by Virginia Humanities beginning in December

Public events with Kennedy at libraries, galleries, and other locations will offer community members the chance to make their own posters to take home. Kennedy will also hold printmaking workshops at more than a dozen public schools and several area nonprofits. The residency will culminate during the Center’s 25th annual Virginia Festival of the Book with a printmaking demo and artist talk on Sunday, March 24 from 12-2:30 p.m. at the Virginia Center for the Book in the Jefferson School.

Kennedy’s visit has been shaped by Virginia Humanities in collaboration with Kennedy himself; UVA student liaison and project coordinator Tia Nichols; member artists of Virginia Center for the Book; and community partners from Albemarle County and Charlottesville Public Schools, Boys & Girls Club of Central Virginia, Jefferson Madison Regional Libraries, Light House Studio, Monticello’s Getting Word Oral History Project, New City Arts Initiative, The Bridge Progressive Arts Initiative, UVA’s McIntire Department of Art and Office of the Vice Provost for the Arts, and others. The Finding Wisdom project and Kennedy’s residency visits are generously funded by the University of Virginia’s Executive Vice President & Provost’s Office. About Amos Paul Kennedy Jr.: Kennedy is a self-proclaimed “humble Negro printer” whose letterpress work represents the messages and identities of African-Americans whose “words… have largely been excluded from ‘fine print.’” He uses traditional letterpress techniques to create richly colored, handpulled prints that often incorporate messages and aphorisms that spur conversation about race and class. Through his fine, layered printing of simple text using traditional letterpress technique, Kennedy’s work encourages reflection on historical and current African-American identities and overlap between the struggles of the Civil Rights movement and contemporary needs for bold action to pursue social justice. He received a BA in Mathematics from Grambling State University and his MFA in Graphic Design from the University of Wisconsin-Madison. Recent awards include a Joyce Award (2016–17) and the United States Artists Glasgow Fellowship (2015). Kennedy was also the premier featured artist at the Virginia Commonwealth University’s Institute for Contemporary Art, exhibiting work from collaborations with local black-owned businesses. About the Frank Riccio Artist-in-Residency: The Virginia Center for the Book (the Center) hosts a community book arts studio in Charlottesville’s historic Jefferson School City Center, featuring the state’s largest public collection of letterpress type, binding equipment, and more than

In 2018, the Center began raising funds for the Riccio Artist-in-Residency to honor the memory of artist and Center co-founder Frank Riccio, recognize his legacy as a talented and tireless practitioner and educator among Virginia’s creative community, and build upon his loyal and generous support for the work of book artists who bring to life the Center. Through the annual Residency, the Center will host one book artist, printmaker, or illustrator each year to partner with local organizations to create a collaborative community project. Additional details about the Artist-in-Residency will be announced in 2019, when the Center hosts Amos Paul Kennedy Jr. for the Residency’s inaugural collaborative public art project. h spring, that time of year when home owners feel the urge to spruce up their dwellings and put them on the market full of hope for a quick sale. take from 45 to 60 days after a sales contract is signed, a spring purchase is good timing for an early summer move. When spring arrives “the holidays are over and people are ready to do the next thing, like put their house on the market and look for their next one,” says Michael Guthrie, CEO and Principal Broker at Roy Wheeler Realty, Co. Then summer gets busy again as people go away on vacation or attend kids’ sporting events that are in full swing that time of year.

Spring Market Dynamics “Usually the spring market starts in March,” says Karen Kehoe with RE/ MAX Regency, “but last year it started in January and February and stayed at its height through August.” She adds that a limited inventory of homes for sale continues to be one of the biggest challenges REALTORS® face when working with buyers. May agrees lack of inventory is an issue, especially in entry level homes. There are first time buyers in the market, he says, but they are having to go further out to find what they can afford. He suggests Lake Monticello in Fluvanna County as one good option. Other possibilities for buyers looking for a good deal include Greene and Nelson Counties where we see an increasing numbers of real estate transactions, Guthrie says. “Buyers are traveling out a bit to get more home for what they are willing to pay,” a trend that may be helped along by recent reductions in gas prices. And first time buyers have access to some great mortgage programs available through VHDA or USDA. Keller William’s Tom Woolfolk reports that these programs are more flexible than in the past, making it easier for buyers to qualify. There is another demographic trend that impacts home inventories, especially at lower price points, says Rives Bailey, Broker with Montague Miller & Co. In the past, he says, it was common for buyers to take on a 30-year mortgage but sell in five to eight years to move up to something larger. Today those wanting to relocate from a $350-$400 thousand home need to borrow more money at interest rates that are higher than what they have locked in on their present mortgage. Rather than incur that larger financial liability, many choose to keep their present home, in some cases renovating it to stay for the long term. This limits the number of homes for sale and leaves fewer potential buyers for the move-up houses at the $450 thousand price point, Bailey adds.

Despite these challenges, the spring market is already underway says Paul McArtor with Avenue Realty, LLC, noting that it is off to a good start. The “buyers are out there,” he states, adding that “correctly priced homes are moving really well.” Guthrie agrees citing a recent listing in his office that sold for all cash in 17 days to buyers from the Midwest. He adds that agents are reporting good traffic at open houses, especially when the property is in a good location and priced well. Overall he is impressed that the “market has started more energetically” than he had anticipated after a slowdown in sales at the end of 2018.

He is especially pleased about four recent $1 million plus sales by agents in his office, all in one week. Considering “this is a [segment of the]market that has been stagnant,” he finds these sales to be very encouraging. Traditionally, May says, REALTORS® see about 17 percent of their annual sales between January and March, and 33 to 36 percent between April and June. In other words, a strong spring market is typical. This year he believes the key to market performance will be interest rates. Although widely predicted to rise this year, they have recently come down a bit and seem to be remaining steady. Uncertainty about the stock mar-

ket is another wild card, Guthrie says, which “has caused a ‘wait and see’ attitude amongst many who are thinking of buying.” He suggests, however, that buyers not delay making a purchase. The recent slowdown in the pace of sales suggests the market is leveling out and shifting in favor of buyers. This means buyers now have “a better chance of finding a home than a year ago without having to make a hasty decision or paying too much for the property.”

How Sellers Can Prepare for the Spring Market The best advice for sellers who want to take advantage of the spring market

should be knowledgeable about the 13 size, pricing and quality of homes that they can afford. Then when their REALTOR® shows them the current inventory, they will recognize their house when they see it. Buyers coming from out of the area will need to adjust their expectations to our local situation, agents say. Many from NOVA, the Northeast, California or other high priced markets will be pleasantly surprised at what their money can buy here and what they will save on taxes and monthly heating bills. Of course it is essential for buyers to work with a well-qualified REALTOR®. Someone they not only trust, but who will be there for them until the keys to their dream house are in their hands. Their REALTOR® can help them recognize when a house is right for their needs and priced appropriately for location and condition. They will also offer expert advice on preparing a sales contract that will appeal to the sellers, Van Der Linde advises. In today’s market it is especially important to “avoid low-ball offers” and be “strong and firm” throughout the process, she adds. Buyers also need to keep in mind the strong possibility that interest rates will go up this year. Prices will continue to rise as well, especially if there is a lot of activity during the coming spring market. Kehoe recommends that buyers consider the “not so perfect home,” rather than wait to see what else will come on the market. Not only might they be disappointed, but they may find that the house they could have afforded when prices and interest rates were lower is now out of their reach. A critical first step for serious buyers is to talk to their local lender about getting pre-qualified for a mortgage. The lender will generate a letter stating how much they can borrow and in some instances even create one that is specific to the buyers’ chosen address. The buyers’ agent will present the letter along with the purchase offer to assure the seller they are solid prospects who will have the funds needed on closing day. REALTORS® look forward to an active spring market. If you are a buyer, be open-minded about the options in your price range and ready to act quickly when you find the right house. Sellers can help by taking their agents’ advice about sprucing up their home and pricing it appropriately.

“Buyers are more savvy now,” and will expect to see houses that are in good condition having been updated and renovated, she continues. Homes will also need to be priced correctly to avoid staying too long on the market. Pricing concerns are also impacting the new construction market, which has been especially hot the last several years. “There are signs that new home prices caused by demand and higher material and labor costs are starting to peak,” Guthrie says. To stay competitive we may see some of the larger builders offering just a few basic floor plans with limited options, he suggests. This allows them to buy building materials in bulk keeping

costs down and home prices more reasonable. A good example is Oxford Hills, a popular new Ryan Homes subdivision in Greene County that opened in 2018 featuring open concept floor plans starting at $259 thousand. “There is an unbelievable amount of interest,” says Matthew Woodson with Roy Wheeler Realty, Co., adding that the first section sold out quickly, and he looks forward to the next phase set to open in April.

Bailey describes the mid to upper ranges of the market as “active,” however cautions that sellers need to follow their agent’s advice and be conservative with pricing. They also need to be willing to make small repairs, clean, de-clutter and freshen up so their house shows well both in person and online. “The market is leveling out,” Van Der Linde explains and “sellers need to be realistic with both price and condition.” It’s not like when the market was really hot and sellers had all the negotiating power.

Hardscaping BY MARILYN PRIBUS

F

olks understand that “landscaping” describes what you do with your property by planting gardens, shrubs and trees. But “hardscaping” may be a new term. What does it mean exactly? Well, hardscaping is generally permanent. It employs “hard” materials such as natural stone, gravel, or boulders as well as manufactured products including pavers, bricks, retaining-wall blocks, stepping stones, and edging stone. In some cases, treated timber or even metal can be employed.

Problem Solving Many yards have one or more problem landscaping issues such as steep areas vulnerable to soil erosion, low spots where water seems to sit forever, areas where heavy foot traffic makes it difficult to maintain a lawn, or poor soil making it next to impossible to have a garden. Enter hardscaping! On sloping property, for instance, mini-terraces can be created using treated wood or stone blocks. These terraces can then be planted with

low-maintenance shrubbery and sturdy, native greenery. For steep areas a retaining wall may be the best answer. It often provides more useable space by creating level areas for a garden or patio. The most practical product for retaining walls is precast segmented wall block which comes in a variety of colors and surfaces. Retaining walls can be complicated and in some localities homeowners must use a certified installer or get a permit. The permit is less about materials and more about how much of the property is involved, how drainage will be managed and how the wall will be reinforced and backfilled. Another yard problem is an area where all attempts to nurture a lawn are defeated by foot traffic or poor soil. In this case, walkways or patio areas can be the answer. Bricks, flagstones, or interlocking pavers serve well, and for a more rustic look, some people use horizontal slices of a durable wood. While these hardscape paths or patios may be installed by a landscaper, a reasonably handy homeowner can create these areas with a few tools including a level, tamper, wheelbarrow, and shovel.

The subsoil must be replaced by compactable aggregate such as gravel or crushed stone. Such products are available from most hardware stores and gardening centers and are sometimes commingled with a variety of recycled materials. They should be tamped down well, then covered with a layer of sand before installing the paving materials. A more ambitious installation would be to embed the walkway materials in cement. Mowing strips around gardens can be made of poured concrete, bricks, or pavers making lawn maintenance easier. If discharge from downspouts is eroding the yard, create a dry “stream” of stones to deflect and absorb the flow. Pavers or stones can be used to widen an existing driveway or walkway. Hardscaping can also make a home’s entry more inviting with a curving walkway and handsome brick or stone steps leading to the front door.

Environmental Considerations Yard drainage can be a problem for many properties and hardscaped areas like driveways or large patios can contribute to problems with flooding. A

good answer is to use permeable materials. These can be part of a green system to capture and direct storm water back into the ground by allowing it to drain right through the material. Permeable pavers, natural stone, and gravel are environmentally friendly, especially in areas where paving isn’t desirable like a particularly large driveway. In these cases, permeable materials let drainage recharge ground water rather than ending up as runoff into storm drains and, eventually, waterways. Permeable materials can also reduce property fees related to Charlottesville’s Water Resources Protection Program which is a response to federal- and state-mandated regulations to control stormwater runoff and comply with environmental regulations. The program’s funding mechanism is a storm water utility fee based on the impervious area of each property including rooftops, driveways, parking lots, tennis courts and similar areas. Other jurisdictions are currently considering such fees as well.

Just Plain Pretty Water features such as ponds, waterfalls or fountains can lend hardscape charm to any property and often solve landscaping problems. For example, a low-lying area in a yard could be converted to a fishpond or fountain with a recirculating pump to keep the water fresh. In areas with poor soil, hardscaping can be used to create raised beds to fill with a good gardening medium for flowers, vegetables, and herbs. Solid, level pathways make it easier for persons with disabilities to move around a yard and to use a raised garden. Some homeowners create extra living areas such as an outdoor kitchen with a built-in fireplace, barbecue, and counter area. Others opt for an outdoor patio with built-in seating and a fireplace. A fire pit can make a wonderful outdoor gathering area. It could be an inexpensive stand-alone fire unit on a base of rocks or a more permanent installation with a sunken fire ring surrounded by rocks or bricks on a sand base. There are almost endless possibilities for enhancing a property with hardscaping to address problem areas, increase livability, and add yard appeal. n Marilyn Pribus and her husband live in Albemarle County.
