Robust Market This year’s spring real estate market is exciting as always and REALTORS® report it is more active than many of them had anticipated. The Rugby area, which extends from the University on the south to the shops and restaurants of Barracks Road and the bypass on the west and north, is no exception. Jim McVay, Associate Broker with Roy Wheeler Realty Co., describes the Rugby market as “robust,” adding that “homes are selling well.” This is a neighborhood where buyers purchase a home to renovate and

hold because they value the local lifestyle and feel they can reasonably expect their property to increase in value over time, he observes. Investors are still active in Rugby as well, a testament to their belief in the strength of the market there. Two Rugby-area homes recently purchased by investors and resold, are great examples. Bought for prices in the mid to upper $600 thousands, after complete renovations—including putting on an addition in one case—both were in great demand, selling quickly. One sold and closed for over $1 million, the other, which was listed at $1.4 million, is now under contract.

The two homes contain some notable common elements such as being one-level, 1950s-era houses with finished basements, McVay notes. Permanent attic stairs made it easy to add square footage by finishing off the upper space, and the contractors were able to redesign the main levels, moving the kitchens to different locations to create floor plans more in keeping with today’s lifestyle. Steve McLean, Broker/Owner at McLean Faulconer, Inc. describes the market in the City, including Rugby, as “active,” adding that inventory is low and well-priced homes sell quickly. He says the Rugby neighborhood is one that is affordable with many homes under $800 thousand. McLean appreciates that investors, who buy to renovate and resell, are still active in Rugby. He states their activity is “good for the market,” adding that they assume the risk by putting their money into the homes and renovating them. When they put them back on the market not only are they offering a house that is much in demand, but the work they have done “adds value to the neighborhood.” Rugby is “still a very desirable market,” says Inessa Telefus with Loring Woodriff Real Estate Associates. She adds that it is an established neighborhood with distinguished properties and a “unique vibe.” One of her recent clients looked elsewhere before

There is never a lot of turnover, McVay says, calling this a neighborhood where people move in with the intention to stay long term. Courtney Sargeant with Roy Wheeler Realty, Co., who has lived in the Rugby area all of her life, agrees. “Once you have property here (and/or have lived here) you do not want to let it go,” she says, adding, “your Rugby area home is for now and forever. Mine still is—my memories are forever.” The market is “very active” in Rugby, Sargeant continues, observing that homes there are “moving quickly as [they are] in other City areas.” She just listed a Rugby area home and looks forward to what she anticipates will be more inventory coming to the market in the next 60 to 90 days. Buyers shopping in this part of town will have a range of options to choose from starting at $309 thousand. Homes at the low end of the price range can be small Telefus says, although for some buyers this is not a problem, they just like the area and want to be there. Currently the most expensive home in the area is listed for $1.675 million and is “a Jay Dalgliesh house with an indoor pool,” Telefus says.

Why Buyers Love Rugby If you love the Rugby area you have a lot of company, as it appeals to a wide range of households. Families like the large two story homes and spacious lots with trees. Sargeant experienced them both growing up and warmly describes her childhood there saying: “What a wonderful area to live in during your elementary years. To this day I still have childhood friends—all [of us] from this neighborhood.” Local schools are a plus for families, as is their walkability McLean says. He notes that junior high kids can walk to school, as can some elementary age children. High schoolers can walk or bike to school he adds.

And, the layout of the neighborhood—with streets that loop around rather than go straight through—helps keep the area safe. Strangers rarely wander through by mistake, and if you are a resident and see a car, chances are it’s someone you know, while the street layout means less traffic overall and cars that drive slowly. Some of the original Rugby residents, the ones who built the homes, were UVA professors and others at the University and Med Center who wanted to avoid long commutes to work every day. These first residents paid their taxes to Albemarle County, but eventually the City annexed the Rugby neighborhoods extending its boundaries. Today it is often still UVA professors

o you like to sit on your deck or back porch and enjoy a cold drink on a hot night? How about lounging with friends around a fire pit on a chilly fall evening and looking at the stars or engaging in quiet conversation while roasting marshmallows or sipping wine? Or perhaps you and your family love to watch movies or sporting events in your new sunroom while a fire burns in the woodstove. If this kind of outdoor living appeals, you are not alone. The 2018 Houzz Landscaping Survey reported that 67 percent of homeowners spent more time outside after completing a landscaping project, which often included hardscape features like decks and patios. Similarly, architects report a huge increase in clients wanting help with designing outdoor rooms to expand their homes’ livable space.

Lots of Options An outdoor room could be anything from a small patio to a kitchen complete with a stove, sink and refrigerator. It could also look like a living room featuring audio and video where you can entertain guests with the latest feature on Netflix or enjoy your favorite music playing in the background as you share a gourmet dinner. Google outdoor rooms and prepare to be amazed at what you find. This growing trend is all about expanding your living space and enjoying the outdoors without ever leaving home. “Outdoor space is…important to most every buyer I’m seeing,” says Kate Colvin with Roy Wheeler Realty Co. and Customer Representative for Craig Builders. And it comes in a variety of creative forms. For example, Colvin explains, “we’re getting ready to break ground on a house to be featured in the 2019 Parade of Homes...[with] a one level design and a private courtyard in the middle. The idea is that the customer can downsize without sacrificing outdoor space for their dog or their gardening hobby.” And you don’t need a large backyard to get in on the action. Enjoying the outdoors from a rooftop terrace is a way for homeowners to extend their interior space, says Jodi Mills with Nest Realty and Director of Sales and Marketing for Stony Point Design/Build. This feature is especially popular when it comes with a great view, she adds, such as the one available at one of her models that has a rooftop terrace complete with a cedar pergola.

A rooftop terrace is an option at The Towns at Stonefield as well, says Sales Manager, Kris King. Floor plans there come with attic space that can be converted to a terrace to bring in more of the outdoors. And if you are a condo buyer, check out one of the floor plans that features generous porches so you can sip wine, enjoy the scenery and breathe fresh air after a long day at the office. Other popular outdoor features to consider are gazebos or decks. And if you include a source of heat like a fire pit, or porch that can be enclosed as the temperature drops, your new space is a nice way to extend the months you can comfortably enjoy the outdoors regardless of the weather.

Plan Your Space Whether your plans include a living room with outdoor furniture where

you can do extensive entertaining, a modest patio or deck that accommodates a barbeque grill and picnic table for family meals, a screened porch or a brand new sunroom complete with a ceiling fan, fireplace, and sound system, it is important to plan carefully. Whatever your project, unless you are very handy, you will most likely need professional help to assure your design meets your family’s needs. Professionals can also help you be certain your project is in compliance with local building codes and permitting requirements. It also works best if your installation complements your home’s design and landscaping. If you love the rustic look of the interior of your house, continue that design as you plan your outdoor room so you have a seamless flow from inside to out. The appropriate use of trees and shrubs plus fencing may be required

as well so you can enjoy your outdoor space free from the curious eyes of nosy neighbors.

Does It Pay? As you plan your outdoor space, you will want to ask yourself how much if any of your investment you will recoup when it’s time sell. And does that really matter to you? Not surprisingly, the answer to those questions depends on a host of factors. For example, as popular as outdoor living spaces are these days, if you live in a starter home community where most houses feature a front stoop or small porch and a rear patio, you may want to think twice about adding a fancy pergola complete with a big screen TV and built-in grill. On the other hand, if your house has a modest deck but your neighborhood is one where outdoor kitchens and built-in fire pits are common, then enclosing your screened porch and adding a wet bar may make financial sense. Even if you feel that your investment will never pay for itself monetarily, however, you may still want to proceed. Unless you have plans to move in the very near future, the big thing to consider is how much you and your family will enjoy the new space. Rugby is also a favorite choice of telecommuters and entrepreneurs who could live anywhere. They choose Charlottesville for its amenities, but it is the quiet tree-lined streets that draw them to Rugby, which becomes their haven from the stress of owning a business, and a lovely place to walk or go for a run when they need a break. And for residents concerned about students who may get too exuberant, agents report they can count on University Police officers who are friendly and comfortable dealing with them and willing to step in and help out when needed even though their responsibility ends with UVA’s grounds.

Buyers Come from Everywhere The Rugby area has always attracted “a mix of people,” McVay says. McLean agrees adding buyers come from nearby as well as from out of the area, the latter often arriving for jobs at the University. He adds that of course the area is well-known to locals who may be former renters, or people who have sold a previous home and are ready to move up to an area they have always admired. Rugby buyers span all age groups and professions, Sargeant says, al-

though she is seeing more out of town buyers lately. Telefus, too, has recently worked with several clients from out of the area. At one time, buyers moving to Rugby needed to be prepared to do significant renovations to update their home and make it right. This is “not so much an issue” anymore, McLean says, stating there have been varying degrees of upgrading throughout the neighborhood in recent years. In some cases, of course, the renovations have been total. In others, buyers may decide they need to update the kitchen and baths, or possibly just add new countertops and paint. For buyers, perhaps those whose kids have grown who want to age in place, or others with disabilities, Telefus suggests a recent Rugby listing built to ADA (Americans with Disabilities Act) standards that comes with an elevator and an indoor pool. If you are in the market for your next home and you want to live in, and possibly renovate, a unique older house full of grace and charm, and if you also like to be near where the action is at the University, Barracks Road or the Downtown Mall, ask your agent about Rugby.
