Work included prep and painting of four classrooms at Piedmont YMCA Early Learning Center, renovating a cottage at Georgia’s Healing House, porch renovations to improve entrance/exit safety at Barrett Early Learning Center, and installing a new playground at Pilgrim Baptist Church. Through BGF, skilled construction professionals donate their time and expertise to build structures and provide home repairs for people in need. With donated construction services and reduced-cost materials, BGF provides complete design and construction services to nonprofit organizations at about one sixth the market value of the project. Local low-income homeowners
receive home repairs at no cost. Every year BGF completes construction projects for several local nonprofit organizations and low-income homeowners, impacting the lives of approximately 8,500 Charlottesville-area residents. BGF is intentional when choosing projects, focusing on those which boost health, support education, reduce inequalities, increase our partners’ capacity to fulfill their missions, and improve lives in our community. Albemarle County Public Schools Albemarle County Public Schools continued to rank among top performing school divisions in the nation during the 2018-19 school year according to Niche, the national education assessment organization. Niche, which bases its rankings of school divisions in all fifty states on statistics from such organizations as the U.S. Department of Education, the National Center for Education Statistics and the Civil Rights Data Collection, also analyzes millions of reviews from students and parents. Albemarle County Public Schools in Top Two Percent Within the Commonwealth, Albemarle County Public Schools was rated the third best school division and the performance of its administrators, teachers and students placed it within the top two percent of all public school divisions in the nation. This finding was based on state and national test scores of students, on-time graduation rates, teacher quality and college readiness programs. Niche examined nearly 11,000 school divisions and more than 83,000 public schools across the country. The county’s state and national rankings were confirmed during the year by performance results released by the state and the College Board. Albemarle’s on-time graduation rate of 92.7 percent was the ninth consecutive year that it surpassed 90 percent and the 11th in which it exceeded Virginia’s statewide rate. It also exceeded the national average by nearly 10 points. Measured against the most rigorous academic standard, 63 percent of the county’s graduating seniors earned an Advanced Studies Diploma, 11 percentage points better than their Commonwealth peers. Notably, more than 400 county high school graduates earned Advanced Placement test scores of three or higher on a scale of five, which positioned them to receive college credit for their high school class. students who received a score of three or greater in the county was 50 percent higher than the average for all Virginia graduates and nearly twice the national average. Results from the College Board’s Scholastic Aptitude Test (SAT) reaf-
firmed the strength of these numbers. Reading and Writing test results for students in the county’s four high schools were 29 points higher than the statewide average and 63 points above their national peers. Similarly, math test scores exceeded statewide and na-
tional averages by 36 points and 63 points respectively. The College Board also evaluated students based on a college readiness score that projects a 65 percent likelihood that a student will achieve a grade point average of B or higher during

In accordance with the state’s Profile of a Virginia Graduate, the division is working to provide as many as 1,000 work-based experiences each year for high school students.

their first year of college. Sixty-seven percent of our high school students met this standard, surpassing state and national averages by 13 and 23 points. State Awards for Four Elementary Schools During the most recent school year, four elementary schools—Hollymead, Meriwether Lewis, Murray and Stone-Robinson—received Virginia Index of Performance Awards based upon the academic performance of their students. The 2018-19 school year also represented a giant step forward in the school division’s continuing commitment to diversify the high school learning experience. The Charlottesville Albemarle Technical Education Center (CATEC) increased its connections to local employers, taking advantage of the robust economy to expand apprenticeship opportunities for students in the building trades. A new state grant funded a pre-apprenticeship program that will enable students to become full apprentices as early as their 20th birthday, compared to age 28, the statewide average. Many building trades classes are dual enrolled, meaning students earn both high school and college credits. This past year, 161 CATEC students earned more than 1,800 college credits during their studies. This past year also marked the debut of the county’s first student center located in an industrial business park on Route 29. Center students have greater flexibility to work with teachers in designing their curriculum and grading standards and often work across disciplines as did one who combined her interest in art and science to produce a book for patients at UVA’s Children’s Hospital. She later was awarded a presidential scholarship to the Rochester Institute
of Technology and credited her experiences at the student center for making that possible. Next year, the center will expand from 21 students to as many as 60 and eventually will accommodate up to 150. As part of the model, the center is located adjacent to businesses to increase school-community partnerships around internship, mentoring and job shadowing opportunities for high school students. The county is designing a second center, for 400 students, scheduled to open in 2021. Students from throughout the county are eligible to attend a center. Dr. Haas’ Listening Tour Superintendent Dr. Matthew Haas pointed out that the high school centers fulfill one of the findings in his 100-day report to the School Board. Dr. Haas conducted a series of listening tours with teachers, students, parents and community leaders during his first 100 days as the school division’s 20th superintendent. Among the recommendations from those conversations was the value of challenging students in ways that increase their engagement with their own learning and enhance their academic performance. Other improvements identified by Dr. Haas were: • Improvements in the division’s process for evaluating teacher performance to make it simpler, easier to understand, and more relevant for teachers. • Expansion of instructional programs that promote the development of skills for students in four areas: critical thinking, communication, collaboration and creativity. • Broadening opportunities for all students to provide feedback to teachers on classroom learning experiences. • A reform of the current grading system, now almost exclusively based
New Online System Matches Volunteers with Student Needs A catalyst for creating those experiences, Dr. Haas said, is the school division’s new online system for matching volunteers with specific needs at division schools. Called Community Connect it offers a wide range of service opportunities for volunteers at each school. Anti-Racism Policy Among the significant achievements of 2018-19 offering the highest potential for long-term success was the School Board’s adoption of an anti-racism policy, addressing another priority identified in the superintendent’s listening tour—the removal of learning barriers among all students. The policy, one of the first of its kind among K-12 school divisions in Virginia, will be implemented during the 2019-20 school year. It follows a directive from Dr. Haas in February of 2018, and supported by the School Board, that prohibits the wearing of clothing in schools if that clothing contains symbols, lettering or insignia of organizations or groups associated with white supremacy, racial hatred or violence. The 2019-20 school year promises to continue the school division’s strong upward path, building upon an ontime graduation rate that is among the very best in the state; drop-out rates much lower than state and national
averages; improvements in student suspension rates, student attendance records more favorable than state averages and school learning climate reports that continue to be more positive than many of the reports from school divisions across Virginia.
Augusta County Public Schools Augusta County Public Schools educates more than 10,300 students in 20 schools. Charlottesville City Schools is known for its commitment to the fine arts. CHS has earned 11 state-wide Blue Ribbons in recognition of excellence in band, choir, and orchestra. Schools For nearly two decades, student enrollment has hovered around 1,700 students in four schools: Madison Primary School (PK-2), Waverly Yowell Elementary School (3-5), William H. LCPS CTE continues to expand, and the program now partners with more than 50 local businesses to introduce student apprentices into the workforce. In May 2019, a total of 319 graduates received their diplomas at the high school’s 79th annual commencement service. Of those graduates, 56 percent received an Advanced Studies Diploma, and 55 percent earned a CTE Seal. Research from the Virginia Department of Education indicates that nearly 74 percent of Louisa County High School graduates are offered admission to the college or university of their choice, a rate that is second in the entire region!
