NEWS & VIEWS Local Real Estate News Habitat and LEAP Partner to Reduce Heating and Cooling Costs for Southwood Mobile Home Park Residents Support from Dominion Energy, Albemarle County, and Anonymous Donor Fund Energy-Efficiency Improvements Habitat for Humanity of Greater Charlottesville and the Local Energy Alliance Program (LEAP) will launch an innovative pilot program this fall to improve the affordability, energy efficiency, safety, and comfort of 10 mobile homes in Southwood Mobile Home Park—at no cost to the homeowners. The program aims to significantly reduce the high energy bills many Southwood residents face as a result of poor insulation and inefficient HVAC systems in their homes. Habitat owns the trailer pads at Southwood, but not the trailers themselves. This program will allow Habitat to team up with LEAP to significantly improve the near-term quality of life for the most vulnerable residents of the park as the organization works side-byside with the community to convert the neighborhood into a vibrant, 800- to 1,000-unit mixed-income, mixed-use neighborhood of permanent homes, without displacing the residents. “The transformation of Southwood will take 10+ years, which means many of Southwood’s 1,500 residents will be living in aging, unsafe, energy-inefficient mobile homes for quite some time,” says Habitat President & CEO Dan Rosensweig. “This collaboration will improve the livability and affordability of Southwood homes during the ongoing redevelopment.” LEAP’s Executive Director, Chris Meyer, says his organization is excited to expand their energy-efficiency services to include mobile home residents. “Older mobile homes can be expensive to heat and cool,” Meyer says. “We often hear about $300+ heating bills for the month of February from mobile home owners, which can really blow up a tight budget.” Funding for the pilot is being provided by Dominion Energy’s weatherization program for low-income and

elderly residents, Albemarle County’s climate program, and an anonymous donor. Habitat will work with the Southwood community to select the mobile homes for the pilot program by the end of September, while LEAP will execute all of the energy-efficiency work, like: adding roof insulation, tuning up and replacing HVAC systems, and sealing air leaks around windows and doors. “This pilot program aligns with two of Albemarle County’s goals, reducing greenhouse emissions and increasing housing affordability,” says Ann Mallek, Albemarle County Board of Supervisors member. “The County is pleased to support this effort, and looks forward to learning the results.” LEAP staff are currently receiving additional training on retrofitting mobile homes, and will begin work on the first home in October. The goal is to complete work on the initial 10 homes before the end of the year to maximize energy and cost savings during the winter season. After the pilot, the partners hope to fine-tune and replicate the program. “The pilot can be a model for how partnerships like this can help tens of thousands of other mobile home dwellers in our region and across the nation,” Rosensweig says. “We look forward to learning from the pilot and hope to expand it.” Meyer also sees the program’s impact reaching beyond Southwood. “Energy efficiency and lower utility bills are important pieces of ensuring affordable housing in our community,” he says. “Collaborating with Habitat is a great way to contribute a tangible solution to the region’s affordable housing challenge.” The Local Energy Alliance Program (LEAP) is a 501(c)(3) nonprofit headquartered in Charlottesville, VA. Free Showing Of National Geographic Documentary PARIS TO PITTSBURGH The National Geographic documentary film, Paris to Pittsburgh, will be shown free of charge at Unity, 2825 Hydraulic Road in Charlottesville, on Sunday, September 15 at 1:00 p.m. The free film showing is co-sponsored by Unity, Piedmont Group of the Sierra Club, Citizens’ Climate Lobby, Virginia Interfaith Power & Light, and Wild Virginia. After the film, there will be a brief question and answer period hosted by representatives of the co-sponsoring environmental groups.

Spotlighting the cities, states, businesses and citizens taking action, Paris to Pittsburgh explores the very real social and economic impacts of climate change-fueled disasters, from America’s heartland to the nation’s coastlines. The film features voices from local leaders as well as everyday Americans presenting the stories behind climate-related recovery and resilience, as well as tireless innovative efforts to reduce carbon emissions, including boomtowns formerly reliant on coal such as Pittsburgh. “Climate change is an undeniable existential threat to our planet and to all living beings,” said Rev. Don Lansky, co-minister of Unity. “This makes the discussion about climate change not only a political debate, but a moral and ethical one as well.” Paris to Pittsburgh brings to life the impassioned efforts of individuals who are battling the most severe threats of

climate change in their own backyards. Set against the national debate over the United States’ energy future—and the current administration’s decision to exit the Paris Climate Agreement. Hope’s Legacy Equine Rescue Wins ASPCA Help a Horse Home Challenge Prize for their Efforts to Find More Homes for Horses More than 1,500 horses adopted across the country during the annual #HelpAHorse Challenge Hope’s Legacy Equine Rescue, Inc. has been awarded a $10,000 prize from the ASPCA® (The American Society for the Prevention of Cruelty to Animals®) as part of its annual Help a Horse Home ChallengeSM. The nationwide competition for equine rescues, shelters and sanctuaries is designed to increase adoptions of equines around the country. Hope’s Legacy’s prize was awarded based on their increase in adoptions from April 26 to June 30, compared to last year. More than 170 groups across the country participated, with a total of 13 prizes awarded nationwide. “The ASPCA Help a Horse Home Challenge is a wonderful opportunity for Hope’s Legacy to raise awareness about the horses we have available for adoption and place them in good homes,” said Maya Proulx, Executive Director of Hope’s Legacy. “We are thrilled to receive this award from the ASPCA to support our commitment to providing care for horses in need. The true winners are the horses, miniatures and donkeys who were adopted into new loving homes during the contest period, and the Hope’s Legacy residents who will benefit from the contest money.” Hope’s Legacy adopted out 19 equines during the contest’s twomonth period. Included in this group of equines were two horses who had been at Hope’s Legacy since the Peaceable Farm seizure in late 2015. Hallowheels is coming to Charlottesville! Bennett’s Village, in partnership with Virginia CATS (Children’s Assistive Technology Service) will be bringing Hallowheels to the Charlottesville area this fall! Hallowheels is a program started by CATS that builds fantastic Halloween costumes around kids’ wheelchairs, changing something that may be a boundary to social interactions into something that helps kids feel cool and special. This year, with the help of UVA’s Drama Department and members of our community, we hope to make costumes for 4-5 lucky kids. To make this happen, we need your support. He describes the town as a place with a “wonderful mix of people from all walks of life.” However, it was the warm community welcome he and his wife received when they first moved in that made them realize they had made the right choice. Debi Dotson with Real Estate III, another transplant, moved to Scottsville 25 years ago. She describes her hometown as a place that is vibrant and friendly and attracts people who like art and music. And one of the things she loves the most about her Scottsville lifestyle is how very safe she feels. She also loves the sense of community and the willingness of local folks to pitch in and help each other out. One example is the annual Scottsville Clean-up Day when residents pitch in to clean up and straighten up the town. They also gather to help after events such as the 4th of July festivities. Miles describes a similar community effort to raise money for Little Learners, a local non-profit organization that offers “early childhood education based on developmental needs,” and helps meet the urgent need for affordable and quality child care. Scottsville home buyers can choose from the school systems and lifestyles of three different counties. Albemarle is close-in to Charlottesville while Buckingham offers attractive home prices and noticeably lower taxes. Buyers who enjoy close contact with their neighbors may opt for living in Fluvanna County where they can choose from a variety of homes built in neighborhoods on smaller lots. Scottsville has a “strong market that is very, very active,” Dotson says. Statistics from the real estate website, Trulia show a 21.5 percent year-overyear increase in the median sales price for local homes as of July 31 indicating strong demand for housing. And as is

the case elsewhere in our region, agents describe a shortage of inventory, especially at the low end of the market. Home prices range from $150 thousand to over $1 million with offerings to suit a wide range of buyers. If its priced under $250 thousand, Dotson says, it will sell quickly. Ward agrees citing a couple of recent listings that sold in less than 30 days. He enjoys working with first time buyers many of whom grew up in the area and want to live near family. However, he encourages newcomers to come down and be amazed. He also works with move-up buyers and downsizing retirees relocating from out of town. With so many people shopping for homes online these days, Ward expresses surprise at the number of buyers who come to Scottsville for recreation, or to visit relatives and wander into his office with questions about moving there permanently. “It’s not unusual” he says for someone to walk in on a Saturday morning out of curiosity and end up buying a home. They come from all over, Dotson says citing examples of buyers from Florida and the Midwest as recent examples. They often comment on the mild climate, and the location that is not as far south as Florida making it easier to visit relatives and friends back home. The river is “a big draw,” Miles says. He recently sold a riverfront lot and has three similar parcels under contract. Buyers include retirees who are downsizing as well as a young couple who will be commuting to Charlottesville to work at the Medical Center. For homebuyers who want to build on a large parcel, one option is a development called Rock Castle Creek on Route 6 west of town. So far four lucky families have built homes on 21 acre lots there, Miles says. While the whole area is seeing activity, there appears to be a noticeable uptick in sales in Buckingham County, which is “doing well,” Miles says.

The Van Clief natural area, a 63-acre park right in the center of town, features Scottsville Lake that is stocked with trout by the Virginia Department of Game and Inland Fisheries and open to the public. Plans for the area include hiking trails and a dock to be developed with the help of volunteers, yet another way this community comes together for a common project. The river is the scene of one of Scottsville’s most famous outdoor events, the James River Batteau Festival, celebrated every year in June. Batteaux are flat bottomed boats that hauled people and goods to Richmond via Scottsville before railroads and interstates. Participants build their own batteaux and recreate part of this journey dressed in period costumes.

Or experience life as it once was by taking a ride on the Hatton Ferry. On weekends between April and October, visitors can ride across the river between Albemarle and Buckingham Counties just west of Scottsville on what is the last poled ferry in the United States. And coming this Saturday, September 14, Scottsville presents Rivertown Fest from 9 a.m. to 9 p.m. Enjoy family friendly activities such as the farmers market, free health screenings, face painting, a petting zoo, vendors, food and drink and free music. Food and Drink Another high point for Scottsvillers is the local restaurants, which attract their share of visitors. Barnett, who has lived in Scottsville for years and knows everyone in town, says it is not unusu-

al to walk into a packed restaurant for Sunday brunch and see many more tables of visitors than locals. One popular activity occurs every week at Tavern on the James, a place that Miles says “has done a great job over the last eight years.” Called Party on the Patio the Thursday event from 6:00 to 8:00 p.m. features Ward accompanied on keyboards by Ethan Hamburg who formerly toured with Merle Haggard. Regulars enjoy being greeted by the Scottettes, a group of eight fans who have a special table and love to encourage tourists to get up and dance to the music. For those who want a place to read, talk or just hang out, Scottsville has its own coffee and book store, Baines Scottsville that is doing “wonderful things,” Ward says. Baines features espresso drinks and food such as baked goods, quiches and salads and is known as a great place to relax and surf the net while you catch up on local gossip. Other Scottsville favorites include Barefoot Country Store, a general store “with excellent food,” Miles says. Barefoot features burgers on Fridays (including veggie burgers) and cinnamon rolls every Saturday morning. Or check out James River Brewery that features Community Tap Nights—a way to give back to local non-profits—and special events such as Trivia Night, and Thirsty Tuesday.

Scottsville’s Rich History When the river was essential for commerce, Scottsville’s location made

it an important commercial center. It also served as the Albemarle County seat from 1744 until 1761. As a drop-off point for agricultural goods moving from Staunton to Richmond, the town became one of the largest grain markets in the state and home to many wealthy families. Today you can see “well-preserved Greek Revival, Colonial and Craftsman stores, churches and homes [that] earned the town a place on the National Register of Historic Places as the ‘Scottsville Historic District,’” according to the town’s website. Scottsville was home to an ammunition storehouse during the Revolutionary War and during the Civil War served the Confederate cause by transporting supplies to the battlefields and providing a hospital for soldiers. During that conflict, Union troops did major damage to the canal in an effort to cut Confederate supply lines diminishing Scottsville’s importance. By the late 1800s, when river traffic gave way to rail, the town lost what remained of its prominence. Today Scottsville is popular once again, and known as a quaint, artsy and thriving community next door to Charlottesville. Call your REALTOR® today for more information. It’s almost like a miles-per-gallon rating for a vehicle. This remarkable procedure involves a special “door” mounted on one of your exterior doors. The blower then measures the airtightness of your home. The test results can indicate the location of air leakages and just how large they are, resulting in recommendations of steps to take to fix them.
