Local Real Estate News CAAR Members Continue Home Ownership & Property Rights Discussions with Key Legislators Congressman Denver Riggleman addressed local REALTOR® community on January 23 Over 15 members of the Charlottesville Area Association of REALTORS® (CAAR) attended a CAAR Day on the Hill on Thursday, January 16, 2020 in Richmond, Virginia. The CAAR Day on the Hill gave members the opportunity to represent their industry, Association and clients, and influence Virginia housing policy in-person. They met with key legislators and their staff including Creigh Deeds, Rob Bell, Sally Hudson, Emmet Hanger, and Chris Runion. During these important meetings, CAAR members asked Senate and House members for their support on the Virginia REALTORS® 2020 Legislative Agenda and other bills affecting home ownership and property rights. On Thursday, January 23, Congressman Denver Riggleman spoke to the local REALTOR® community. Congressman Riggleman reflected on his first year in Washington and discussed Federal legislation and the impact it has had on home ownership and the real estate industry. and the counties of Albemarle, Fluvanna, Greene, Louisa, and Nelson. Michael Guthrie’s End of 2019 Market Report “I feel confident that the 2nd quarter will show a much more robust real estate market. There are several reasons for my optimism. 1) The spring market is here and with it comes increased activity. More homes come on the market which gives those who are looking more to choose from. 2) The weather is better, which brings more traffic to existing homes and new home communities. 3) The biggest reason is, interest rates remain low when all predictions indicated they would go up. A weird reason for this is the US-China tariff battle. Its negative impact on the stock market and the economy
puts downward pressure on mortgage rates. Some might not like the increase in tariffs, but it is a good thing for home buyers.” Sound familiar? In many ways, nothing has changed over the last nine months. It was a robust spring market as anticipated but activity slowed down quite a bit in the late summer/early fall. Thankfully, buyers re-engaged late in the year causing an almost five percent increase in real estate transactions year-over-year. Also, the median sales price dropped from almost $300,000 to a little over $290,000. This can be explained when you see how new construction continues to impact the overall market. Compared to the five percent increase in numbers of homes sold, new home sales increased by 12 percent (749 to 837). At the same time, the new home median sold price decreased from $429,900 in 2018 to $362,000 in 2019. This is due to high demand for lower priced homes that has increased sales in counties like Greene and Fluvanna. This trend is also reflected in a static market in homes sold in the over $500,000 price range (766 in 2019 vs 759 in 2018) and in those in the over $1,000,000 price range (120 in 2018 vs 137 in 2019). Hopefully middle-east tensions will not increase gas prices too much as this could dampen people’s desire to move farther out. High priced rentals ($1,400-$1,700) continue to be built and leased in and around Charlottesville and the urban core of Albemarle County. It makes you wonder why, until you realize there is a significant shortage of homes for sale in close proximity to the city. Currently, there are 58 total listings of which just 25 are detached homes. Only 15 of these are new construction. This, along with the misconception that you need a big down payment to
buy, keeps people renting instead of purchasing their first home. There have been an increased number of showings over these first couple weeks of 2020 and loan officer Jay Domenic with Movement Mortgage says there is an uptick of folks wanting to get pre-qualified due to interest rates predicted to remain low. I will end this article with another quote from the April 2019 blog post. “Even though things are looking up, Sellers need to continue to price their home smartly and have it in good condition. Purchasers should definitely know what they are looking for and what they are qualified to buy. That way, when the right home comes on the market, they can react quickly.” All of this remains true today.
Habitat for Humanity Celebrates Family’s Purchase of Rehabilitated Home Recently, Habitat for Humanity of Greater Charlottesville hosted a home dedication honoring new homeowner LaTita Talbert and her children Anthony, Arianna, Catherine, Isabelle, Ricardo, and Rondell. The dedication celebrates the culmination of LaTita’s hard work and determination during her home buying journey. A single mother, LaTita works as a bus driver for the City of Charlottesville, and is known in the community as an advocate for low-income residents. By partnering with Habitat, LaTita has been able to achieve financial self-sufficiency and purchase her own home after years of living in public housing and Section 8 rentals. “There’s absolutely no reason to fail at becoming a homeowner unless you have put yourself in a position to fail at it,” she says. “Habitat offers everything that you need. It’s wonderful.” Habitat purchased the home on

A 2014 Google study found that women are more likely to pursue computer science if they are given the opportunity to explore it in high school. St. Anne’s-Belfield School is a co-educational Pre-School – Grade 12 day school of nearly 900 students, with an international boarding program in Grades 9 - 12. Albemarle County History Located in the Piedmont area of the Commonwealth, Albemarle County was established in 1744 from the Western portion of Goochland County. Over time, areas of Albemarle were then carved out to create other counties. The county is named in honor of Willem Anne van Keppel, 2nd Earl of Albemarle and titular Governor of Virginia at the time of its inception. Well known for its association with President and Founding Father, Thomas Jefferson—who was born in the neighboring county of Shadwell (present-day Goochland)—Albemarle’s county seat is Charlottesville.
Monticello Located just outside of the city of Charlottesville, Monticello was the primary estate and plantation of Thomas
Jefferson—Founding Father and third President of the United States. Built in 1772, the home originally sat on 5,000 acres of land, which were given to Jefferson by his father. Spectacularly situated on the summit of an 850-foot high peak in the Southwest Mountains, Monticello (Italian for “little mountain”) was designed by Jefferson—a self-taught architect. He employed neoclassical architectural principles gleaned from the works of Italian Renaissance architect, Andrea Palladio, in his design. When Jefferson died in 1826, he was buried—per his wishes—on the grounds of Monticello in an area now known as Monticello Cemetery. Due to its historical and architectural significance, Monticello has been designated a National Historic Landmark. And, in 1987, it became the only private home in the United States to be added to the list of UNESCO World Heritage Sites, which means it is legal-

There are activities available for every type of outdoor enthusiast from watersports, hiking and fishing to equestrian sports, to name just a few. popular trails include the 3.9-mile, dog-friendly Rivanna Trail, as well as the 7-mile Ragged Mountain Natural Area Trail, which features lake views and varying levels of incline and decline along the route.
Watersports and Fishing: The Rivanna River Named for Queen Anne of England, the tranquil Rivanna River flows through Albemarle and Fluvanna counties, as well as the city of Charlottesville. It is home to several species of birds, fish, turtles, and other wildlife, and is an ideal spot to canoe, fish, swim, or boat. The river is considered safe for canoers in winter, spring and early summer—there are even some non-hazardous Class I rapids along the way. On particularly hot summer days, the river is an ideal spot to float, and stay cool.
Equestrian Events and Horseracing There are a host of events and clubs in Albemarle that cater to equestrians. The Keswick Hunt Club—founded in 1896—promotes the sport of fox hunting with group, organized hunts from September through March. Albemarle’s topography is ideal for winemaking. The mountainous terrain around Charlottesville, along with its undulating hills, is perfect for creating complex wines due to its slight variations in altitude, the quality of its soil, and the area’s brilliant light. Pippin Hill in North Garden, Veritas Vineyard in Afton, and King Family Vineyard in Crozet are among the 35 wineries located within a 30-mile radius of Charlottesville itself, collectively known as the Monticello Wine Trail.
Real Estate Market According to 2018 estimates, Albemarle County boasts a population of 108,718 residents. Debi Dotson—REALTOR® with Real Estate III—finds that there are varied reasons why people choose to move to the county. “People in the area are polite, it’s quiet, and laid back,” she explains. “The scenery is beautiful. There’s so much to do outdoors—there are abundant hiking trails, there’s the James River. Plus, there’s so much history here!” Dotson sees a significant number of people relocating from Northern Virginia for all of these reasons. Additionally, Dotson finds that a big draw for prospective homeowners is UVA, which is the largest employer in the county.
She explains that, “First time home buyers—including families—find Albemarle County appealing because the area schools are excellent [and] the taxes are less than in places like Fluvanna County.” In addition, “they enjoy the proximity to work and school for picking up their kids.” There are also a number of pricepoints available; homes closer to Charlottesville are—not surprisingly— significantly more expensive than those further from the city. “For instance, a moderately sized home further from the city can range from $250 to $350 thousand” says Dotson, “but closer to town, a similar home can command a price of $350 to $450 thousand.” Merrick has recently seen an uptick in retirees looking to relocate to Albemarle, many of whom are from Northern Virginia. She finds they are looking for a slower pace and a better quality of life that is not necessarily afforded them up north. She has also assisted out-of-state retirees, who are looking to find homes closer to their children who live and work in and around D.C., but who don’t want to live in D.C. themselves. She finds that Albemarle is ideal for these clients, as they are in close proximity to Northern Virginia, yet are far enough away to enjoy some tranquility.
Larger plots of land at an affordable price are also a big draw for some of Merrick’s out-of-state clients. “I recently helped a client who rescues Mustang horses to find an appropriately sized parcel of land for her rescue operation at a significantly lower price than she would have been able to afford in the area around Chicago where she lived.” She adds, “Similarly, recent clients from Bedford, New York—which is horse country—were looking for an appropriate and more affordable place to
relocate their horse farm. The taxes and regulations in New York were killing them. I was able to find them just what they were looking for in Albemarle!” Replete with places of historical and cultural significance—as well as an array of opportunities to commune with nature—Central Virginia’s Albemarle County is not only an exceptional place to live, but a “must see” for tourists and travelers of all ages. I first became a believer in reverse mortgages almost 20 years ago...
(before I was in the industry) when my parents first considered doing a reverse mortgage themselves. My Mom asked me to help her do some research and that’s what started me on my path of wanting to eventually be the expert on the subject. It’s amazing to me today that I still hear the same false rumors from people sometimes that I heard two decades ago. The mortgage company does not take title to your home and yes the heirs still inherit the home upon the borrower’s passing. Those are the two most misunderstood topics. And yes the money you receive is not income so it is not taxed as some people think. Also, Medicare and Social Security are not effected by the proceeds that you receive from a reverse mortgage. And yes it’s true that you are not required to ever make a payment for as long as you live in the home. I am very patient when I speak to clients and take my time explaining everything face to face with absolutely no pressure to move forward because I remember how much my parents appreciated it when the person that they worked with showed them the same respect. I have never experienced the Sunday night blues of knowing that you are going back to work the next day as some people talk about. My job is a career that I never plan on retiring from because I genuinely enjoy working with my clients and seeing how their lives are benefitting from eliminating debt and by opening up a line of credit that can be used to help them for the rest of their lives. Every client’s story is a little bit different but they are all hoping to achieve a better life and I enjoy being a small part in that story.

Smart Homes Smarter Are Getting

“I
t’s important to understand that ‘smart’ technology is big business,” declares REALTOR® Darian Cochran of Charlottesville’s Avenue Realty. “The marketplace is so powerful that product developers are developing all sort of interfaces.” In fact, “smart” homes are already here and getting smarter at an amazing rate. The main reasons are convenience, energy savings, and security. New wrinkles in smart-ology—some just novelties and others both clever and useful— appear seemingly daily. Motion detectors know you’ve come home and turn on the lights for you. Technology can brew your morning coffee, tell you the weather forecast, and perform any number of other tasks. With a Google or Amazon smart hub, you can connect to just about anything in your home. In fact, you can connect to just about anything in the world.
Convenience You can now set up a home system which provides voice control for lights, fans, and other devices. You can release your smart door lock remotely to allow a known person access to your home. You can upgrade light switches to be able to shut off all your lights with a single command. You can start your day by asking Siri about the weather and traffic reports, for example. Or tell Alexa it’s time for bed and she’ll be sure the downstairs lights are off, the doors are locked and the heat adjusted to the temperature you’ve told her.
Some of these conveniences are more entertaining than functional, but part of the benefit of a smart house is that it’s handy and fun. For example, users can ask their smart phones to tell them the safe internal temperature of cooked pork or when the Hoos play their next game. They can even ask for a joke. Parent alert: We’ve heard of kids enlisting the smart hub for homework assistance. Is this creative thinking or relying on digital help to do their work for them?
Energy Savings Energy monitors display your home’s energy usage in real time, showing just how much energy (and money) a specific appliance or device is using. You can program your smart thermostat to turn down the heat (or let the house be warmer in the summer), then adjust to your preferred temperature before you return home. On the other hand, pre-programming the thermostat doesn’t work for Val Semer, a nurse who works ever-changing shifts at UVA hospital. Instead, she uses her phone to notify her smart heating/cooling system she’s on the way home so it’s up to speed when she arrives. Smart blinds can be programmed to open to receive the sun in the winter and to close to block it in the summer. Or you could activate them remotely making a substantial difference in your energy consumption.
Security “All this technology is very important for security,” adds REALTOR®
Cochran. For example, smart doorbells can include an image of who’s at your door and alert your smart phone as well. Some smart devices include facial recognition, so a surveillance system won’t be triggered by people you know. “What’s most important to me is the security,” agrees a Charlottesville man who prefers—for security reasons—to not disclose his name. He has both his business and his home protected with cameras linked to his smart phone. “I use inexpensive motion-activated cameras,” he explains. “I’ve set the level of sensitivity and the size of the figure for alerts so our dogs don’t set off the home alarm.” If there’s activity when there shouldn’t be, the system sends an audible alert to his phone. Another interesting safety app automatically releases smart locks if a smoke alarm is triggered or a 9-1-1 call is made. This allows responders immediate access to the home.
Be Careful “Product integration is important,” points out Cochran. “One of the down sides is there are so many platforms.” Not all smart devices and apps are smart choices. Many are not only expensive, but are becoming more complicated for un-tech-savvy consumers to use. Another complication arises when people end up with incompatible devices. This means they must also have a variety of apps to control everything. In addition, many smart devices place significant demands on existing Wi-Fi setups. Ideally, people should
plan ahead to have a control platform compatible with their needs, network, and existing system. And last (but definitely not least), home systems can be vulnerable to hacking. Right now, the smart world is a Wild West of streaming data with a definite potential for abuse. It’s absolutely essential to have firewalls and other shielding technology protecting you. Bottom line? Consult a professional if you aren’t technically skilled. This is the best way to establish a compatible and secure smart system for your home.
What’s Next? Increasingly we are living in a wireless world with people—and their homes—adopting this “smart” lifestyle. Smart home technology offers an edge for home sellers, especially when appealing to Millennial buyers. “Artificial intelligence will be integrated more and more into homes,” predicts Cochran. “It sounds crazy, but one of these days your fridge will ‘see’ what’s running low and order your groceries delivered to your door.” In the coming years, a home’s “smartness” will become an expected amenity. Especially with new home construction, it will be standard to have the infrastructure to handle the connectivity and power load of being smart.
