NEWS & VIEWS Local Real Estate News LEAP and the City of Charlottesville’s Home to Hope Program Partner Puts Time-Served City Residents Back into the Workforce Over the last couple of months, the Local Energy Alliance Program (LEAP) and the City of Charlottesville’s Home to Hope program have collaborated to place two local residents with lived criminal justice experience into new careers as Retrofit Technicians, helping to weatherize local residents’ homes. Despite COVID-19, LEAP is growing, and finding new staff through Home to Hope became instrumental to our ongoing expansion. “The building sector continues to face staffing challenges, so collaborating with Home to Hope made sense to help us source the new staff we needed. We are excited to offer these new hires a living wage of $15/hour, plus a full benefits package, to serve their fellow residents here in Charlottesville,” stated Chris Meyer, Executive Director of LEAP. The Home to Hope program helps “time-served” individuals connect with employers, housing, and other needs in order to be successful. The collaboration with LEAP is unique because of LEAP’s ability to provide temporary housing out of its office located on Ridge Street in addition to employment and on-the-job training. According to Hollie Lee, Chief of Workforce Development Strategies for the City of Charlottesville, “This partnership with LEAP has allowed us to address two of the major barriers that Home to Hope participants face upon release from incarceration—housing and employment. Not only are those selected for this opportunity provided stable housing so that they can get back on their feet, they are also given the chance to learn a new trade that will result in upward career mobility and self-sufficient wages. This collaboration has truly been life-changing for our participants.” Both LEAP and the new hires have been pleased with the collaboration. “This job with LEAP has given me a good, stable job and the boost I needed to see a positive future for myself,” stated Norman Bell, a Home to Hope participant who joined LEAP’s workforce four months ago. LEAP implements a number of programs for the City to assist low-income residents reduce their energy use. Having local residents on LEAP’s team to do the work, such as insulating attics and air sealing, only makes sense to Meyer. “We want our team to reflect the clients we are serving,” explained Meyer. As LEAP’s team members work inside clients’ homes, applicants are screened to ensure they have not had charges for past

property crimes in order to respect clients’ safety. Once selected, LEAP’s new hires start by learning on the job before being sent to formal technical training sessions and receiving certification as Retrofit Technicians. After they are certified, their pay is increased and opportunities for further training and promotions become available. LEAP prioritizes low turnover and professional development in its staff, so hiring individuals who consider this technical trade job a career is critical. “We think we can offer these individuals an interesting and stable career opportunity. Demand for our services is increasing 25 percent year-over-year, so we are going to need to hire more individuals in the next 12 months,” mentioned Meyer. LEAP and the City look forward to continued success with this initiative. Lee commented, “Again, we value this partnership with LEAP to put Home to Hope participants into transformative careers that allow them to impact the local community. In the near future, we are planning to further enhance our collaboration with LEAP by offering a GO Green workforce development training program that will provide individuals with the skills they need to also become Retrofit Technicians with LEAP and other local employer partners.”

Charlottesville Homes Can Take Control of Their Energy with New Time of Use Program Local Organizations Collaborate to Reduce Household Energy Waste, Increase Utility Savings Dominion Energy Virginia is launching a new residential tariff on January 1 known as Time-of-Use pricing that has led to a new collaboration between local Charlottesville clean technology organizations. Consisting of the Local Energy Alliance Program (LEAP), Charlottesville Renewable Energy Alliance (CvilleREA), SunDay Solar, and Lumin, the collaboration will help local Dominion Energy customers save on their electricity bills - and reduce carbon emissions - by allowing them to manipulate when they pull power from Dominion Energy’s grid. Katie VanLangen, Executive Director of CvilleREA, commented, “This is a great opportunity for Greater Charlottesville residents to utilize renewable energy and locally created technology to take control over their energy usage and carbon footprint.” How will this work? The new Time-of-Use pricing plan to be offered by Dominion Energy incentivizes its customers to reduce power consumption at higher or “peak” demand times (3-6 p.m. in the summer) and shift it to low or “off-peak” demand times (12 a.m.-5 a.m. all year round). The cost of electricity is significantly lower at the “off-

peak” times—90 percent cheaper in some cases—while the cost at “peak” demand time would be around double the current normal rate. Customers who can shift demand by doing laundry at nighttime or cooling their homes earlier in the day can end up saving substantially on their electricity bills. The program also creates an opportunity for utilizing a large home battery system to arbitrage the different rates, while adding safe and clean back-up power to residents’ homes. A home battery that pays for itself? Yes, a home battery would eventually pay for itself by pulling and storing power from the grid during off-peak pricing and then either utilizing it for your home during peak times or sending it back to the grid. Lumin offers a special panel with technology that controls the battery and the on/off circuits to electric appliances in your home, which allows for the programming of the battery and appliances to maximize the potential of the rate arbitrage. SunDay Solar, an experienced residential solar installer, also installs home batteries and is familiar with pairing the Lumin panels with batteries. Jon Proffitt, Director of Applications Engineering at Lumin, is looking forward to getting started, “Lumin is excited that its technology can finally be utilized to a much greater potential now in our home here in Charlottesville.” Why here in Charlottesville? Statewide, not all Dominion Energy customers will be able to participate in the new Time-of-Use program because it requires a smart-meter. Luckily, these have already been deployed to most of Charlottesville’s residences. Also unique to Charlottesville is the combining of this program with Lumin’s technology and the implementation expertise of SunDay Solar, notes LEAP’s Executive Director Chris Meyer. “Nowhere else is putting this opportunity together yet for Dominion Energy customers to save on their utility bills while also reducing their carbon footprints. I’m happy LEAP catalyzed this collaboration to help this community continue to both be at the forefront of fighting climate change and also lower their electricity bills,” stated Meyer. Center for Nonprofit Excellence Celebrates Emerging Nonprofit Leaders Emerging Leaders Circle graduating class, largest, most diverse in program’s history Eight-month program prepares next generation of nonprofit leaders through self-reflection, peer-learning, and one-on-one coaching. The Center for Nonprofit Excellence will celebrate its Emerging Leaders Circle 2020 graduates. The graduating class, the largest in the program’s history, includes participants from 14 different nonprofit organizations from the Charlottesville area. “Not only did we double the number of participants this year, but the racial and ethnic diversity of this year’s graduating class speaks to a growing investment by nonprofits in developing a wider range of employees for leadership roles,” says CNE Executive Director Cristine Nardi. “A lack of diversity in nonprofit leadership is a national problem. Seeing local organizations supporting young leaders of color suggests a concrete change is underway.” Begun in 2012, the Emerging Leaders Circle consists of facilitated, small group sessions of six to eight participants as well as one-on-one coaching sessions. Specially designed activities develop participants sense of themselves as a leader and help them create a concrete plan for further development. Expert facilitators ensure sessions provide generous time for individual sharing and troubleshooting, while one-on-one sessions with professional coaches increase the individual nature of participants’ learning experiences. To date, 55 participants from 39 different organizations have passed through the program. CNE is currently accepting applications for Emerging Leaders Circle 2021, which will run from March to October. Applications are due January 31, 2021. If you think that’s hard to find, just head 12 miles west of Charlottesville and 21 miles east of Staunton to the historic but growing community of Crozet and look around. “There is a tremendous sense of community here,” says Kathryn Hall Bentley, REALTOR® with RE/MAX Crozet, born and bred here and a happy resident still. “People will go the extra mile. They will do whatever it takes to help their neighbor.” Or as another lifelong area resident, REALTOR® Ross Stevens of Stevens Company, puts it, “It’s a kind of a village setting that we have here, a very casual kind of a town feeling.” Stevens maintains an office on the Square downtown, across the tracks from the old 19th century railroad depot, in recent memory the library, and now a community arts center. He prizes the settled feel of the immediate area, the longtime locally-owned businesses like Crozet Hardware Store and Parkway Pharmacy, and the lovely older streets like Hill Top and Blue Ridge Avenue, not to mention the antique stores that “dot the town.”

The current Crozet branch of the Jefferson-Madison Regional Library opened around the corner in 2013. Patrons browse its 75,000 volumes at tables and chairs, or in comfortable armchairs and rocking chairs, all with city and mountain views. Across the street—on Library Avenue, naturally—is Piedmont Place, full of shops, restaurants, a bookstore, and a sky bar, plus luxury apartments rentable for extended and short-term stays. Having grown up in the vicinity, Stevens is familiar with its agri-business roots. “Crozet was founded on peaches and apples,” he is happy to tell you. “They were ideal for the topography of this land and to the foothills of the Blue Ridge Mountains, which lend themselves to any fruit-growing. It’s also ideal for grapes.” Nowadays, “you can hop in the car and go to wineries, breweries and peach orchards. In the summer at Chiles Peach Orchard and Farm Market at the base of the mountain you can get a slushy or a cinnamon donut.” Country day trippers on the 151 Trail have their choice of six wineries, four breweries, two cideries and one distillery.

Picking Fruit Chiles Peach Orchard and Farm Market dates back to 1912, when the Chiles family planted its first peach trees and began shipping the crop all over the country for commercial production. In 1974, when a bad freeze left them with so little fruit the usual picking and packing routine wasn’t worth its while, they put

an ad in the paper, set up a card table, scales and a cigar box and hoped for the best. They sold out. Local pickers have been welcomed since, April through November. Today they find peaches, strawberries, sweet cherries, pumpkins and seventeen varieties of apples, and numerous enticing fruit products like peach chutney and strawberry vinaigrette. Kids and grownups love the peach frozen yogurt and milkshakes sold in season. Another old Crozet family, the Henleys, founded its orchard back in 1932, when Joseph T. Henley, Sr., the Commonwealth of Virginia’s first fruit inspector, purchased five acres of land and planted apple trees. As Henley expanded his property, he added nectarine and peach trees. Henley’s has been in the family for four generations now, offering its fruit from mid-June till the end of October. Lateseason apples are kept in cold storage and sold throughout the winter until April.

Doing the Tunnel Another cool reminder of local history is the newly re-opened Claudius Crozet Blue Ridge Tunnel, now repurposed as a walking and biking trail. Built to be a railroad tunnel, it was designed by Claudius Crozet, a French-born civil engineer and West Point instructor who resided in the town (then called Wayland’s Crossing) during its construction between 1850 and 1858. “It’s a fabulous resource.” Stevens says. “They’ve really done a nice job converting it into a public trail through the mountain. From Crozet it goes through Afton Mountain on the east slope into the Waynesboro side in Nelson County.” The city itself “has a lot of nice trails in and throughout,” he adds, “which give the children an opportunity to venture safely to other neighborhoods.”

Playing “Everything is centered on outdoor activity now,” Bentley says. “Our favorite thing to do right now is go to Pro Re Nata.” (Originally a Latin term, the term

is now a fancy medical way of saying “take as needed.”) Pro Re Nata Brewing Co. “has a nice open space with outdoor fire pit, and a playground so the children can play. We can sit outside, have lunch, have an adult beverage if we choose to do so, and listen to music. They bring in good musical acts.” For family outings and play dates right in town there is twenty-two-acre Claudius Crozet Park, community-owned and operated since its inception in 1958, with a “Wow, what-should-we-do-first?” abundance of baseball and soccer fields, tennis courts, walking trails, a pool open year-round, and a new dog park. Crozet’s Piedmont Family YMCA makes its home there, as do the Peachtree Baseball program and the award winning, 300-or-so member Gators Swim Team. During the park’s annual Arts and Crafts Festival each fall over 120 jury-selected fine art and craft exhibitors sell their work. Nearby Mint Springs Valley Park’s 520 acres include two of sandy beach and eight of water, plus playgrounds and grill-equipped picnic shelters. U.S. Coast Guard-approved boats with electric motors are welcome on the lake, which is stocked with largemouth bass, sunfish and channel catfish. (More good fishing can be found at 104-acre Beaver Creek Lake.) The park has 1.8 miles of trails and hosts the Crozet Running Trail 5K each May. Hilly, 115-acre Beaver Creek Reservoir Park provides great views of the sun setting over the Blue Ridge Mountains. Its 104-acre lake draws kayakers, canoers and paddle boarders. Anglers come for the largemouth bass, channel catfish and sunfish. Small boats with electric engines are welcome and can be launched from the park’s concrete boat launch.

Crozet’s mix of old and new neighborhoods provides a wide variety of housing options, from the highly prized historic houses downtown to newly built townhomes, villas, and single family detached homes, and even rural properties. New construction goes from the mid-$500 thousands and up. “A lot of retirees are moving here,” Bentley says. “They want to be closer to their children and grandchildren, or to be in a place that’s not so congested, to get away from city life.” Many settle in Old Trail Village (actually four interconnecting villages) that enjoys sweeping mountain views and miles of walking trails, a golf course, restaurants, swimming pool, garden, and more. Opened in 2005, Old Trail is built along New Urbanism lines, with 500some families living in single family homes, townhouses and apartments surrounding an active Village Center featuring locally owned shops, restaurants, an ACAC Fitness and Wellness

Old Trail has brought some money to our area. It helped our restaurants, it helped our grocery stores, the doctor and dentist offices, and the businesses.” Nowadays Bentley and her husband live in Laurel Hills, a neighborhood whose homes, mostly ranch-style, date to the 1960s. “Four years ago we bought an older home here and totally gutted and remodeled it. This is a community with nice big yards, and houses not right on top of each other.” Better yet, because most Laurel Hill homes, which average about 3,000 square feet, have not been renovated, their prices are remarkably low, usually somewhere around $300,000 she says. “The quality of life in a tightknit, small community that everyone values is what Crozet has to offer,” Stevens says. “It’s a small town feeling that’s very much appreciated by everyone who lives here.”
