F

or decades, the traditional customer/supplier or general/subcontractor business relationship has seemed to default to availability, price and convenience. Today’s economy and business environment necessitates a more novel approach to achieving quality and long-lasting business objectives. For many, the key to success is found through partnering. Partnering with other companies replaces the traditional customer-supplier approach with a collaborative methodology that focuses on a shared objective. Hod and Denise Cooper of Cooper Engineering, Inc. believe that partnering with general contractors 6

and suppliers is how successful contracting firms will continue to evolve in the future. “Our focus has been to rethink the working landscape for a subcontractor, while always being a good partner to the general contractor,” says Denise Cooper (Denise), President and CEO, Cooper Engineering, Inc. “We strive to work closely with our prime contractors and do all we can to save them time and money. We want to leave every job knowing that we performed well and will be asked back for future projects.” Hod Cooper is chief operating officer of Cooper Engineering, Inc. and he makes it clear that

his company’s business model has never been to just work for anyone and everyone and shoot a number out there in hopes of getting a job. “We want to work with and are always looking for contractors that recognize that there is value in time. That there is value in redesign, staging and constructability,” says Hod. “In C A LCO N T R AC TO R .CO M


some cases, the subcontractor has traditionally been somewhat expendable and that can be frustrating. There is so much that goes into a bid situation. We like to talk to a prime and discuss what we can do with redesign or staging or other elements that can save time and money. Some companies do not value this type of relationship. We want to work for general contractors interested in planning and working together to build each project better, faster and more cost-effective. That is what partnering is all about.” FLATIRON-SKANSKA-STACY AND WITBECK JOINT VENTURE (FSSW) Joint venture construction projects are a great example of how partnering helps with sharing both the risk and reward. Cooper Engineering, Inc. (Cooper Engineering) is on the Flatiron-Skanska-Stacy CALCON TRAC TOR.CO M

and Witbeck, a Joint Venture (FSSW) currently in Phase 1. This project is designed to construct a high occupancy vehicle (HOV) lane in each direction from Lomas Santa Fe Drive to SR 78. Additionally, this first phase will replace bridges and overcrossings, construct new access ramps, and build new soundwalls and rail lines. Cooper Engineering is a subcontractor to FSSW and they are currently finishing the installation of 80,000plus feet of barrier wall on the I-5 freeway in the Oceanside/Escondido area. “We were able to build a partnership with an extremely well managed joint venture (FSSW), from the construction management team to the owners and every stakeholder. They are all real pros who were open to hearing what we had to say and offer and treated us as partners in the project,” says Hod. “This is a design-build job where we were allowed to modify certain constructability

aspects for the project’s greater good. This included some barrier rail reinforcement details that the joint venture found acceptable to change. Our slipform and extrusion operation is sometimes limited by design and in this case, we were able to meet the requirements better with a slight modification.” Cooper Engineering is using its new Wirtgen SP 25i offset slipform paver from Nixon-Egli Equipment Co. to place the 42” high concrete barrier type 60M on the I-5 freeway for FSSW. Hod Cooper points out that the 80,000 linear feet job has drainage scuppers every 10 feet that required design modifications

to accommodate the extrusion slipform process. Cooper Engineering also utilized hand forming around the bridges on the FSSW project that started around six or seven months ago. “We are thrilled to be using our new Wirtgen (SP 25i offset slipform paver) on this design-build project,” continues Hod. “The onboard, customized, AutoPilot 2.0 technology is highly advantageous on a production job like this that demands the highest standards in quality and productivity.” PARTNERING WITH WIRTGEN AND NIXON-EGLI EQUIPMENT COMPANY Cooper Engineering has been focused on researching and investing in technology and equipment over the past 18-months. “Our research led us to the point where we began considering the addition of a Wirtgen machine or two to our fleet. We had several conversations with long time Wirtgen users, like Pavement Recycling Systems, who own cold milling machines, soil stabilizers 8

and other Wirtgen equipment. They had nothing but great things to say about both Wirtgen and Nixon-Egli Equipment Company, which led us to give them a call,” says Denise Cooper. “Hod is very innovative and is always looking for ways to be more productive to save both time and money for every stakeholder. Wirtgen and Nixon-Egli have partnered with us to make that possible.” Cooper Engineering purchased two Wirtgen SP 25i offset slipform pavers from Nixon-Egli Equipment Co. in 2019. They are currently using these machines to place everything from curb and gutter and sidewalks to small concrete paving jobs and large barrier rail projects. “I have to tell you that I am very impressed with that group of people at Wirtgen and Nixon-Egli. The working relationship we have with them is a match made in heaven. We share the same work ethic and partnering ideas, and they have been there for us every step of the way. They want a partnership, and they are genuinely interested in our success,” continues Denise. “We

are a big picture company, and we are here for the long haul to help the general contractor get the most out of our services. Wirtgen and Nixon-Egli have our back and are there to help make sure that we get this accomplished.” Hod Cooper also appreciates their relationship with Wirtgen and Nixon-Egli Equipment Company. “The amazing thing about Wirtgen is that they welcomed our ideas on redesigning some of the physical and software machine aspects of the equipment to better meet our specific needs. That is just unheard of in our industry,” says Hod. “We were on a job and explained to Nixon-Egli what we were trying to accomplish. They immediately sent out a demo model paver and a barrier rail machine to both of our job sites. Both performed beautifully, but we pointed out that the wireless technology needed to do more for us than what was currently being offered. for proprietary reasons, but their updates and redesigns have given us a decisive advantage. They take pride in improvement and are just so sophisticated in their personal approach to doing business. It has been an amazing change for us, and their partnership is greatly appreciated.” Hod Cooper offers an example of a request that he presented to Wirtgen and Nixon-Egli Equipment Company and their representative, Jay Rosa. “I had the front of one of our two SP 25i slipform pavers modified to increase productivity. Wirtgen engineered the modifications and did an incredible job meeting our request. Slight changes followed and we ended up finishing the modification and then shared that with Wirtgen. They were genuinely excited about our efforts and the fact that we could collaborate on moving our industry forward in such a way,” says Hod. “Technology is sometimes lagging in the field of construction as far 10

as I am concerned. Wirtgen is interested in our specific technological needs and willing to engineer whatever we need to make our company more productive and profitable.” Hod points out that Wirtgen sent out individuals from the Wirtgen America Group headquarters in Nashville and a few engineers from Germany. “They wanted to get a look at what we were doing and modifying. Having this much interest and care in how our company operates and what can be done to help us succeed is rare in today’s business world,” says Hod. “This sentiment was also provided to us from Nixon-Egli Equipment and their representative, Jay Rosa. Jay is not just a great guy; he is also the only one in our industry that I have witnessed that can get up on a machine and show you exactly how every function works. I’m talking about a sales guy. Unbelievable. I can call him anytime, and he will be there for us.”

WBE AND DBE BUSINESS ENTERPRISE Cooper Engineering is a Woman-Owned Business Enterprise (WBE), as well as a Disadvantaged Business Enterprise (DBE). Denise Cooper is the president and CEO and owns 100% of the shares. Denise is also the current president of the Southern California Contractors Association (SCCA). She has served on the Board for several years and was an officer for four years before becoming president. She is only the second female president in the associations 26-year history. “I strongly believe that our involvement in the SCCA has been invaluable. SCCA has helped guide our business through everything from labor relations and legislative issues to knowing exactly what is going on with Caltrans and other agencies,” says Denise. “I would never want to be involved in a business such as ours without the support of an association like SCCA. top of local legislation and looking out for their members to make sure that things like SB1 are being managed properly.” BUILDING A LEGACY – FAMILY FIRST – THE FAMILY BUSINESS -VS- THE BUSINESS OF FAMILY Cooper Engineering is a true family-owned and operated company led by husband and wife team, Hod and Denise Cooper. Their three children, Mitchell, Chance and Jacqueline have all helped out and worked for the company during summers and weekends. The youngest, Jacqueline, decided to pursue a different career path in Colorado, while the boys eventually found themselves wanting to make their mark in the family business. “We didn’t know if our children would want to follow in our footsteps after discussing the good, bad and ugly of our business with them at the dinner table each night. Our son Mitchell started out working in finance after graduating from college but decided a couple of years ago that he wanted to join us. He now works closely with Hod and has taken the lead in our estimating department, overseeing the daily bid process and building bidding relationships,” continues Denise. “Our other son, Chance, is our machine control specialist overseeing dual platform software systems. He is kept very busy as he develops machine technology improvements with regards to CEI current and future needs. Our family’s success is the most important thing, which is evident in the fact that we have many immediate and extended family members working here. My sister, Lane, has been with us through our ups and downs and has supported the growth of CEI for many years. My nephew, Paul Loll Jr. and his father Paul Loll Sr., both operators, have helped us become a leader in innovation and partnering. Most of our crew has been with us for many CALCON TRAC TOR.CO M

years, and we consider them family as well.” Hod Cooper shares his wife’s sentiments on the importance of family. “If we can’t sit down and have family dinners together, we are just not doing it right. We hired an executive coach a while back and everyone in our family meets with him weekly,” says Hod. “We all work on how we can self-improve and how we can work best together. We look at each of our talents and the challenges or misunderstanding we all have from time to time. Every personality is different and everyone brings value. We want to keep our family together, and if we do this right, we can bless many generations in the future.” CONCLUSION Cooper Engineering is signatory to the union in five trades, and they work throughout Southern California. I had worked with in the past. There was nothing much going on, but I began estimating and bidding work, and to all of our surprise, we were awarded three big jobs amounting to more than $33 million.” Hamilton was then asked to lead the South Coast Region concrete division, as he and concrete superintendent, Sam Martinez, went to work to rebuild the program. Nathan Jacobs was then recruited to manage the portable concrete plants. The success is in part attributed to the strategic planning afforded by south coast regional vice president, John Boies, area manager, Brian Fortier and Jon Hamilton, concrete paving 14

manager, who together set one year, two year and up to five-year milestone projections. Granite quickly began updating their equipment and crews with the new contracts firmly under their belt. Hamilton explains that after extended hours of work with several dedicated individuals from Granite, they established a 100,000 cubic yard backlog. They recruited and in-house trained operators, laborers, and masons from the hall as apprentices and built it all from that point forward. “Our superintendent, Sam Martinez, has done a remarkable job, along with his foremen, Mark Rogers, Jose Veloz and Adam Covarrubias,” says

Hamilton. “We are now involved with four great concrete projects in Southern California with more being bid and added to the books monthly.” Hamilton points out that he came on board as a 5,000 cubic yard job was finishing up at Edwards Air Force Base. “We paved some access roads out at the Edwards Air Force Base with our existing GOMACO Commander III four-track paving machine. We also owned a Guntert & Zimmerman S850 midsized slipform paver that was in need of a good upgrade and repair. Instead of putting the money into this older machine, I proposed that we purchase a new mainline C A LCO N T R AC TO R .CO M

paver that would be versatile enough to handle all sized jobs and complexities, says Hamilton. “Due to our recent bidding success, it was decided that we would sell the Guntert & Zimmerman and become one of the first in California to own a new GOMACO GP4 slipform paver from Terry Equipment.” F-35B VERTICAL LANDING PADS AND TAXIWAY AT MARINE CORPS AIR STATION MIRAMAR The first job that Granite would utilize their new GOMACO GP4 paver on would be for the Marine Corps Air Station in Miramar. This $10.1 million contract was awarded to Granite to build and pave new vertical landing pads and a taxiway for the F-35B Lightning II Joint Strike Fighters. The $10.1 million project was awarded by the Naval Facilities Engineering Command, Southwest (NAVFAC), and the Army Corps of Engineers to construct high-temperature vertical landing pads and taxiway segments that connected to existing runways. Work began in spring 2019 and is scheduled to be completed by Sept. 2020. “We paved the 200-foot x 200-foot pads with special fiberreinforced high-strength concrete overlays to handle the extreme thermal conditions,” says Hamilton. “These sections had to be paved CALCON TRAC TOR.CO M

to specific and exact surface lines and grade, as did the two 700-foot taxiways that led up to these pads. We utilized approximately 12,000 cubic yards of concrete on this unique and important project.” GRANITE AWARDED $14 MILLION MULTIPLE TASK CONTRACT AT NAVAL BASE CORONADO Naval Facilities Engineering Command, Southwest, San Diego, recently awarded a $14 million contract to Granite to repair Taxiway India at Naval Base Coronado. The job began in Jan. with Granite serving as the prime contractor and is expected to be complete by early 2021. The contract calls for Granite to replace existing deteriorated concrete on Taxiway India with new compliant airfield pavement. In addition to the taxiway reconstruction, Granite also performed demolition and earthwork, as well as replacement of base material and cement stabilization work. They are also performing work on the shoulders, putting down striping, replacing a waterline, and doing associated electrical and other incidental work. “This job is being performed in multiple stages and phases. We are using our new GOMACO GP4 paver to put down approximately 20,000 cubic yards of concrete on 3,000

foot, 112-feet wide Taxiway India,” says Hamilton. “The GP4 allowed Granite to pave the taxiway in three passes at 37.5’ wide. We placed base material and put down around 10,000 cubic yards of cementtreated base that we mixed on-site with our Wemco central-mix plant. Our new GOMACO GP4 has allowed us to easily pave around 2,400 cubic yards per paving day, and we still have about 12,000 yards left to do.” GRANITE SERVES AS CRCP SUBCONTRACTOR TO PAPICH CONSTRUCTION ON HIGHWAY 101 REHABILITATION PROJECT SAN LUCAS Before taking delivery of their new GOMACO GP4 slipform paver, Granite was awarded and began working on a job for Papich Construction to place continuously reinforced concrete pavement (CRCP) on the Highway 101 rehabilitation project. “We started in Sept. 2019, putting down CRCP on Highway 101 between Paris Valley Road and Lockwood San Lucas Road. We didn’t have our GOMACO GP4 yet, so Terry Equipment delivered a GOMACO 2800 two-track loaner paver to the job site, and we put down one of the smoothest surfaces I have ever paved,” says Hamilton. “We used

the GOMACO 2800 for the first phase and then moved to our Commander III on the second phase. There were some very tight 13-foot areas with only a few inches of clearance where we had to pave a single lane, so we utilized our CMI PS-350 placer spreader. It is like using a tiny paver in front of a paver with a conveyor belt that can swing out 90 degrees down perpendicular. The trucks would drive under the unit, and the belt would drop down flat. The truck would then dump the concrete into the hopper, and the entire process was repeated.” Granite crews put down approximately 36,000 cubic yards of concrete for the new two-lane road project with concrete shoulders and new concrete ramps. Granite also had their new Erie Strayer MG-12 mobile gravity 12-cubic yard central mix batch plant on-site. NEW AND UPCOMING PROJECTS Granite is also the concrete subcontractor to Skanska on the New Otay Mesa I-905, Route 11, SR 125 Interchange Project in San Diego. Additionally, they are the construction manager/general contractor (CMGC) for the overall Highway 101 Carpinteria to Santa Barbara project estimated at $400 million. 101. “We are all coming together in a seamless operation on this Carpinteria to Santa Barbara project that started in late 2018. Our South Coast Region concrete crews will place more than 200,000 cubic yards before the entire job is complete in 2025,” continues Hamilton. “We will be using our GOMACO GP4 and our newly ordered GOMACO GP-2400 slipform paver to place CRCP on this 101 widening and renovation project.” GRANITE SOUTH COAST REGION CONCRETE EQUIPMENT LINEUP Granite’s South Coast Region has worked hard to put together an extended fleet of equipment for its concrete division. We have quarries and aggregate plants and facilities up and down this state, which is a real advantage in this competitive business. Continues Their Remarkable Growth with Purchase of New Wirtgen SP 15i Compact Offset Slipform Paver and New LeeBoy 8520 Paver By Ian Hoover, Editor

W

hen we last touched base with Moreno Valley Construction in 2019, they were in the fledging stages of forming their new asphalt construction division. One year later, Moreno Valley Construction has not only successfully launched this new division but has also more than doubled its business overall. Zach Zuppardo is the vice president overseeing daily business activities and field operations, along with his father and partner, Jay Zuppardo, who serves as the company president. “A little after the first of the year, we started bidding asphalt paving projects in the San Francisco Bay Area and have been awarded more than $8 million in road work to date,” says Zuppardo. “We are currently looking for a permanent location in the Bay Area right now and even have a spot in mind. We will offer all of our full civil general engineering services while focusing on roadwork for the cities, counties, Caltrans and other agencies.” Zuppardo explains that one of the roadwork projects in northern California is a $2 million-plus job for the City of Albany. “This is a full 18

remove and replace project where we are placing new asphalt on city streets, pouring new sidewalks, placing new curb and gutter and replacing underground utilities,” says Zuppardo. “Additionally, we are paving around 3 miles of asphalt trails for the City of Tiberon, along with other asphalt jobs at several other northern California locations.” With a new asphalt division, comes the equipment that is needed to support the work. Moreno Valley Construction has over 70 machines in their heavy equipment fleet that consists of primarily Cat equipment. “Our equipment fleet has also more than doubled over the past year.

specialty equipment like our new LeeBoy 8520 paving machine and our new Wirtgen SP 15i compact offset paver for monolithic profiles and narrow paths.” Moreno Valley Construction already had a paver in their fleet, but they were looking for a new machine to handle all of the roadwork they have coming up. “We are currently purchasing a brand-new LeeBoy 8520B paver from Nixon-Egli Equipment,” continues Zuppardo. “We did our due diligence and decided that the LeeBoy was the perfect, dependable production machine for our type of work. We have a heavy backlog of asphalt road paving jobs on the books right now throughout California and we are excited about getting our new LeeBoy out on the job CALCON TRAC TOR.CO M

site as soon as possible.” Moreno Valley Construction also recently added a new half-million-dollar slurry seal truck, along with several rollers to their asphalt equipment fleet. “We offer full-service asphalt construction services, complete with paving, grading, striping, and sealing crews,” says Zuppardo. “To round out our fleet, we are looking at adding a new Wirtgen milling machine very soon. We recently bid a $6.5 million roadway expansion project in Perris and other large projects where we were up against some pretty big players. We have consistently been coming in as one of the top three bidders. Moreno Valley Construction has at least a few thousand feet of curb and gutter and sidewalk work on almost every project. In the past, they did it all by hand, but the new Wirtgen SP 15i has expedited the workload and projects.

Moreno Valley Construction is working on many school jobs right now in Southern California. They have a project at Valley View High School in Moreno Valley, where they are paving 325,000 square feet of new parking lots. They are also paving around 19 miles of asphalt biking and pedestrian trails for the City of Cucamonga. Additionally, the company is busy doing what may be considered their bread and butter type work, concrete 20

construction. This work includes the $6.2 million job they recently completed for Riverside Poly High School, where they removed and replaced nearly all of the concrete to bring the facility up to all ADA compliance requirements. “We have over $20 million worth of work in progress at Antelope Valley College and Edwards Air Force Base combined. This includes a $5.5 million, a $4.8 million and a $5.2 million project that is mostly

concrete work at Antelope Valley College and a $5.2 million job at Edwards Air Force Base,” says Zuppardo. “We are performing around 350,000 square feet of concrete work at the new elementary school that is being constructed at Edwards Air Force Base. This project includes around 9,000 linear feet of curb and gutter and is one of many reasons we decided to purchase our new Wirtgen SP 15i slipform paver.” Zuppardo points out that they also performed around 4,500 linear feet of curb and gutter on the Valley View High School project in Moreno Valley. “It seems like we have at least a few thousand feet of curb and gutter and sidewalk work on almost every project. paver. We have so much sidewalk and curb and gutter work either going on or coming up, we decided that it just made good business sense to own this machine. It was an easy decision, but deciding on what machine to purchase required a little more effort.” Zuppardo says that they were initially thinking about going with another brand but changed their minds when they met the folks from Nixon-Egli Equipment Co. at the World of Concrete in Las Vegas. “We went to the World of Concrete this past February, and we liked what we saw and heard at the Wirtgen exhibit. We were able to see firsthand the quality of the Wirtgen SP 15i compact slipform paving machine, and to say that we were impressed would be an understatement,” says Zuppardo. “Jay Rosa and the people from 22

Zuppardo makes it clear that although they are swamped right now in northern and southern California, they know and remember how fast things can change. “We are excited about our growth but remain poised and prepared for any downturn,” says Zuppardo. “We have around 270 employees working out in the field right now on everything from school district work to large asphalt paving projects. We have a long list of $3 to $6 million projects on the books and have more than doubled our business from the $30 million we did last year. Our biggest challenge is keeping up with this growth, and we are taking nothing for granted.
