Since 1996 Lee Construction has been owned and operated by the brother and sister team of Rick Smith and Debbie Reilly. Rick and Debbie grew up in the construction business watching their father, Ronald L. Smith, run a successful general engineering construction firm from the 1060s until the early 2000s. Lee Construction started out working primarily on site development projects. This would soon grow to include general grading and excavating work, as well as site demolition, and underground utilities such as sewer, water and storm drain. Lee Construction relies on Coastline Equipment for most of their heavy equipment needs. They most recently took delivery of a brand new John Deere 60D compact excavator purchased from Coastline Equipment’s Oxnard branch. “We bought the John Deere 60D for some long term work in an alleyway with very limited working space, said Rick Smith, owner of Lee Construction. Our new JD compact excavator equipped with a thumb allows our operators to spin 360 degrees to remove asphalt and then turn and dump into the truck directly behind them. Another great feature is the roomier cab, which is important to those taller operators. We also appreciated the power and extra reach, which equals better overall production and performance,” says Debbie Reilly. “Speaking about performance Coastline Equipment has always been there for us. Their service manager, John Mann and his entire department are always great to work with. They have helped both our company and several of our friends in the industry with things like carb sticker issues. Coastline seems to really care about more than just a sale,” says Rick Smith. “Our sales representative Julio Gomez is also there for us whenever we need him and has made our operators’ day from time to time with those coveted John Deere hats and tee shirts. chilling Paradise Corporation is a 2009 merger of two prominent Southern California contractors, Schilling Corp and Paradise Electric. Both companies have been operating since the mid-1980s. The Schilling team has been and continues to be the premier utility contractor in San Diego. The Paradise team has an equally stellar reputation having completed the electrical on more than 20,000 residential units during the past decade. Schilling Paradise Corporation can act as both a prime and subcontractor for wet and dry underground utility construction and electrical contracting services. Headquartered in El Cajon, Schilling Paradise is positioned to serve all of San Diego, Orange, 6

Riverside, Imperial and San Bernardino counties. Jeff Platt is the CEO and co-owner of Schilling Paradise Corporation. Jeff has been with the company for the past eight years, having served as the CFO for Penhall International and Nielsen Construction Company. “We have more than 185 hard working team members working throughout both divisions right now. I am very fortunate to have such great employees. But it is not by accident. We look at individual’s character and look much deeper than just their past work experience,” says Platt. “Our company grew at a rate of around 20 percent this year and we are looking at another 20 percent accrued growth in 2014.”

The Engineering division specializes in underground utilities in both commercial and residential construction. Schilling Paradise Corp’s electrical division has been setting the standard for quality service since 1987. They offer value to their builders from pre-project planning, including value engineering and code evaluation; to quality execution; and exceptional customer service after product close. Per California law, all of their electricians are certified, or are in the certification process. Further, their electricians are regularly trained in OSHA requirements, First Aid and CPR. In 2006, Schillling Paradise’s electrical division was selected as the winner of the Building Industry’s award for best Sub Contractor, attesting to their proven record for quality service. Escondido. Standard Pacific’s Harmony Grove Village Project is a new 737-home community located on 468 acres that will include 2 miles of multi-use public trails and a public equestrian facility, as well as a fire station and sewage treatment plant. Additionally, later construction will include space for retail stores to serve the community. Much thought and discussion has gone into the design and development of this development in order to preserve the community’s rural character and scenery. The construction at Harmony Grove is being done in phases, as are the wet and dry utilities. Schilling Paradise Corporation has won the majority of the wet utilities and has picked up all of the dry utilities to date. Joe Larson is the Project Manager for Schilling Paradise Corporation on the Harmony Grove project. “Harmony Grove is broken down into eleven separate phases and the portion we are working on now includes some 35,000 linear feet of 8” to 16” ductile iron, another 30,000 linear feet of 6” to 12” sewer main,” says Larson.

Dan Shay is the Chief Estimator for the dry utilities division and he recently celebrated his 27th year with the company. “We recently installed and backfilled around 3,000 feet of mainline at Harmony Grove and have moved over to a new section where we will put in another 2,000 feet and then move on to a 1,800 linear feet mainline section,” says Shay. Schilling Paradises’ portion began back in June 2013 and they should complete this work by the end of 2014. In addition to the wet utilities, Schilling Paradise is also performing approximately 5,000 linear feet of dry utility work on Citracado Parkway and Country Club Drive where they are reworking the existing dry utilities. Sukut Construction, Inc. is performing the mass grading on the project and according to Joe Larson working around this work has been a challenge at times. “Coordinating our operations with those of the mass grading company’s has been a challenge. What is best for them is not always what is the most efficient for our working environment,” says Larson.

“However managing conflict is something that we are very good at, and our crew is doing an excellent job of managing both their time and space efficiently. They are also doing a great job remaining compliant and keeping the noise, dust and traffic under control. Schilling Paradise Corporation has a variety of Caterpillar equipment working out at the Harmony Grove project including numerous excavators ranging from Cat 320s to Cat 330s. These excavators are digging trenches up to 20 feet deep on down to just 42 inches depending on the existing grade and whether or not they are in a cut or fill area. ”Right now we are running pretty lean out there with around five Cat excavators, four Cat wheel loaders, a couple of 10-wheel dump trucks and some water trucks. We maintain a large fleet of equipment and it is all Caterpillar,” says owner, Jeff Platt. “We have been working with Hawthorne Cat for more than 20 years and they have always bent over backwards to help us in 8

good and bad times. Even though Cat is the Tiffany name out there, they have always provided us with competitive pricing. They are very much team players and we are fortunate to have them as our heavy equipment partner.” Schilling Paradise Corporation has also been busy working out on the Stanford Green Project in La Mesa on Normandy Road. This is a much smaller wet utility project in comparison to Harmony Grove, but is challenging due to the fact that Schilling is required to work under existing overhead electrical lines. “We are bringing in approximately 600 linear feet of storm drain ranging in size from 4 inch PVC to 24 inch RCP concrete pipe and C900 PVC water lines to a 6-unit subdivision. In addition we are installing seven concrete structures including curb inlets, headwalls and inlet aprons, says Larson. “We are utilizing Cat 420 backhoes where excavators would normally be the choice due to the overhead power lines. Sometimes you have to make adjustments to get the job done

and the backhoes have worked out well.” Schilling Paradise Corp is also working on several dry utility projects right now. “Schilling started out as a dry company and this has been our claim to fame for many years,” says Shay. “I worked as a foreman, a superintendent and now as chief estimator. Although dry and wet utilities are clearly two separate areas of expertise, we see a lot of overlap, particularly in the use of heavy equipment,” says Shay. “Whenever possible, we like to bid and win both the wet and dry portions of a job. The synergy that is achieved by this is good for everyone and helps prevent potential conflicts when two separate contractors are involved.” Schilling Paradise has been working for Lusardi Construction out at San Marcos High School for the past year and a half providing dry utilities for the new and existing campus. “In the summer of 2012, we put improvements in for a temporary campus so that they could move students into temporary modular www.calcontractor.com

class rooms. We put in 50,000 linear feet of pipe in just a four month time frame, says Larson. “That was Phase 1 and now we have moved on to Phase 2 where we are putting down close to 75,000 linear feet of pipe on the new main campus.” The Schilling dry utility division is also working out at the Sycuan reservation moving overhead utilities to underground. The overall job will last a year and a half and they have now been out on the job for just more than four months. “This job includes around 14,000 linear feet of trench with the added installation of vaults, transformers and individual trenching to each individual home,” says Shay. “We are putting in new cable, electric, phone and natural gas lines to 53 homes on the reservation. have a lot more work scheduled for McMillin Land Development. This is on a mixed-use facility in Chula Vista, where we will be installing all the dry utilities, new electrical vaults and basically an entirely new backbone system that will support residential homes, apartment complexes and new retail centers. This will include 12,000 feet of trenching and new natural gas lines will be installed as well.” Owner and CEO, Jeff Platt concludes, “The business model of our electrical contracting division is very different from that of the wet and dry utility divisions. Although I oversee every segment of our company, I have extremely competent teams in every area and I maintain a very inclusive management style,” says Platt.

DUSTIN SMITH EQUIPMENT (DSE) Exceptional Customer Service Is Key When Renting or Purchasing Heavy Equipment Written By: Brian Hoover

Dustin Smith made a good living for several years working as a skip loader operator for Larry Jacinto Construction, Inc. During this time Dustin’s grandfather, Ken Smith was in the process of winding down his construction business and by the time he was ready to retire, he was left with one John Deere 210 skip loader and a dump truck. In 2006, Dustin and his grandfather struck up a deal where Dustin would finance the skip and dump from him and begin building a business of his own, while still working for Larry Jacinto on a part time basis. “I worked as an 10

operated equipment rental company for around three years, doing whatever I was asked to do. A few of my friends were willing to help out working for wages and before long, I established myself as a competitive and reliable company,” says Smith. “I got my contractors license in 2008 and Larry signed off for me. I can’t say enough about Larry Jacinto and really want to thank him for helping me get started in this business.” Dustin began bidding on small school district jobs and grew one step at a time from there. Dustin Smith Equipment (DSE) went

from one skip loader in 2006 to a 13-machine fleet in 2013. He has 7 to 10 operators working for him at any given time and three hard working office employees. “My brother Tom owns a few machines and we rent from him when we get busy,” says Dustin. “He pretty much works for DSE every day either with his own machine or running one of our tractors.” DSE is currently working on one of their largest projects to date for the San Bernardino School District. A new middle school is being built in Devore and DSE is over-excavating and www.calcontractor.com

screening all of the soil in order to separate the abundance of rock from the soil. Working as a subcontractor to Angeles Construction, DSE has been hired to process around 30,000 cubic yards of dirt and then put it back down according to the proposed elevations. The site is a little more than 7-acres and approximately 30 to 40 percent of the ground is made up of rock. “The school district wanted the rock removed in order to achieve better compaction, plus rocks and children on school ground don’t always work out that well, says Smith. “We hauled the rock material to Roberson’s Ready Mix, where it will be crushed and recycled.” In order to process the soil efficiently, DSE rented a McCloskey International 5’ x 14’ S130 High Energy Vibrating Screener and Stacker from Heavy Equipment Rentals (HER) out of Corona. www.calcontractor.com

“HER is a dealer for McClusky International and we were lucky enough to be the first to use the McCloskey screener and stacker and it is processing flawlessly. We are also renting a Cat D6 and D8 dozer for HER, continues Smith. “The dozers are setup for GPS and are at the highest levels of carb compliance. We simply took our Trimble GPS systems and plugged their directly into the HER Cat dozers. It was as simple as that.” According to Smith, the Trimble GPS systems greatly simplified the work at the Devore school job where one side of the job has 10 foot of fill and the other side has 11 foot of cut. “Will Didia from SITECH Pacific came out and helped us set up the site and get the GPS operational,” says Smith. I purchased some of the GPS equipment from Will and then rented the second unit. We

appreciate the convenience and courtesy HER provided us by having their dozers wired and ready for our GPS systems.” DSE’s portion of work at the Devore job came in at just under $600,000. The job began Oct. 27 and the initial rough grade was completed on Dec. 28. The screen was setup in the middle of the project so that the 11-foot of cut could be excavated and pushed to the screen and then placed in the fill areas after being screened and discharged. Not far away from the Devore job, DSE is also working on a project at the OmniTrans Bus facility. The facility is being upgraded in order to accommodate new, larger, articulating busses. DSE has been hired to demo a large portion of the existing facility, as well as performing the necessary earthwork necessary for the new building construction.

“We are demoing two pretty good sized mason block buildings, one being close to 20,000 square feet. We had to dismantle a fully automated bus wash facility, as well as a lubing bay before bringing down the building and demoing the slab and parts of the parking lot,” says Smith. “We rented excavators and attachments once again from HER on this job that is being done in phases. It is still and active bus station,” says Smith. We demo’ed a certain portion and then relocated natural gas lines. We came back later and to take down 12

another area and remove diesel fuel tanks. It is an ongoing project and we like being able to rent the excavators and attachments from HER when we need them.” DSE is also contracted by Dynamic Development to perform grading work prior to the construction of new Dollar General stores in Southern California. “As the economy continues to grow, we would like to perform more private work and get heavier into mass grading in the private sector,” says Smith. “We have also added an erosion control division to our company

over the last few years. Providing services like driveway plates, gravel bags, erosion bales and entrenched plastic linings seems to go hand in hand with our grading and excavating business.” DSE continues to offer operated equipment rental services, as well as full contracting services. “We have had opportunities to grow faster, but I want our growth to be controlled and responsible,” says Dustin. “I am very proud of our very competent crews and office staff including Mark, our chief estimator and Jasmine, our office administrator. www.calcontractor.com

DSE’s equipment fleet is made up of (2) wheel loaders, (4) scrapers, (2) skip loaders, (4) skid steer loaders and (1) 30,000 lb. excavator. The rest of their equipment needs are satisfied through Heavy Equipment Rentals. “Buck Schott is our HER representative and does an excellent job taking care of our rental needs,” says Smith. “We had been renting a Cat 938 wheel loader from HER and used it so much that we decided to purchase it out of their rental fleet.” 14

As a small construction business, DSE makes it a point to rent and purchase from companies that they know will provide excellent customer service. “When I went to pick up the Cat 938 that we purchased from HER, the battery in the wheel loader was dead. A gentleman in a collared shirt came out of the office and asked if everything was OK. After explaining my situation, the man went to the shop and came back with all brand new batteries for the wheel loader and installed them for me,” says Dustin. “He

introduced himself as Kent and we shook hands and I went on my way. Only later did I find out that I was dealing with the owner of HER. A month later I called the office about a rental and Kent picked up the phone and asked me how my 938 was working out. The recollection Kent had for me and the service he personally provided will not be forgotten. I am just a small contractor and HER has treated me like I was their best customer. Toll Brothers began construction on their master-planned community earlier last year, where they partnered with homebuilder Shea Homes to construct more than 2,000 new homes. The development is a mix of single-family homes and rental apartments that spans more than 40-acres and will include a central park, walkways and bike paths. Kana Pipeline is doing the water pipeline as well as the sewer system and flood control work on the first phase of this project. Kana Pipeline’s portion of the project began in May and the remainder will be completed in sequential phases that Kana Pipeline will continue to bid. Kana Pipeline will place approximately 2,500 linear feet of 8-inch water main and 18

another 2,500 linear feet of clay sewer main, along with a variety of flood control pipe by the end of the summer of 2014. Kana Pipeline is also currently working at the Huntington Library, a 450-acre preserve property in San Marino. The Huntington Foundation oversees a variety of museums and educational centers and many of the buildings are going through some modernizations and building additions right now. They are moving and creating new roadways and park areas, as well as relocating trees and planting new trees and greenscaping. Kana Pipeline was the contractor chosen to install the wet utility pipeline. This $900,000 plus job for Kana Pipeline includes the installation of sewer, domestic water pipeline,

potholing and a unique storm drainage system that was installed at the entrance of the Huntington Library complex. The storm drainage system construction included more than 4,000 linear feet (LF) of 4” to 15” PVC SDR 35 and more than 1,800 LF of 18” to 30” RCP pipe, as well as APWA manholes, curb inlets, catch basins, drain boxes, junction structures, filter inserts, area drains and trench drains. A unique feature of this project includes a 71” x 47” pipe arch (“squash pipe”) perforated retention system. The sewer system work consisted of more than 2,000 LF of 4” to 8” PVC SDR 35 pipe, sewer manholes, sewer cleanouts, various connections to existing sewer, manholes and laterals, www.calcontractor.com

a concrete encasement, sawcut removal and replacement of asphalt and other pavement. The fireline pipeline installation work consisted of more than 2,300 LF of 6” to 10” PVC C-900 Class 150 pipe, 2-way Fire Department Connection, sprinkler risers, post indicator valves, fire hydrant assemblies and fire hydrant relocations. The domestic water pipeline construction included the installation of more than 1,000 LF of 4” PVC C-900 Class 150 pipe, and all related fittings and thrust blocks. Vacuum utility potholing was completed in preparation for water, sewer and storm drain demolition and for verifying existing utility connections. just recently completed. Some final completion work will be done in the new year and Kana Pipeline will continue to follow and bid on future phases. Kana Pipeline has many ongoing jobs throughout Southern California. Presently, they have a wide variety of private residential, commercial/ industrial, and public works project types. The type of work fluctuates depending on the availability of work that is out there to bid. “It’s cyclical,” says Locke. It is necessary for Kana Pipeline to maintain a good handle on their heavy equipment usage, especially with so many projects going on at the same time. Peter Smith is the Equipment Manager for Kana Pipeline, Inc. and he has his hands

full assuring that his crews are equipped with the right machine for each individual application. “We rent nearly as much as we own, although we have expanded our fleet of heavy equipment and trucks substantially in 2013,” says Smith. “It is our intentions to expand our fleet as least as much as we did in 2013 and possibly more if we continue to grow at the same rate.” Kana Pipeline, Inc. currently has (13) backhoes, (4) wheel loaders and (7) excavators in their fleet. Kana Pipeline added a new manufacturer to their fleet in 2013 after renting them first for more than 30 months. “LiuGong is still a relatively new player in the California construction market and they are beginning to make

CALTRANS HIGHLIGHTS KEY INFRASTRUCTURE PROJECTS OF 2013 SACRAMENTO – As 2013 ends and 2014 begins, Caltrans takes you back to a few transportation infrastructure projects completed this year to help improve mobility, safety and sustainability throughout California’s transportation system. Caltrans made nearly $2.5 billion of improvements to the state highway system through 542 completed contracts in 2013 while also awarding 433 major highway construction contracts with a value of more than $2.7 billion. Caltrans also continued to restore, upgrade and protect infrastructure statewide, including more than 88,000 miles of striping on state highways and 155,000 cubic yards of litter and debris removal. Thirteen of the notable 2013 transportation infrastructure projects in California, organized by region, included: SAN DIEGO Otay Mesa East Port of Entry: Caltrans and its partners recently broke ground on the first of three segments of the $717 million State Route 11/ Otay Mesa East Port of Entry (POE) Project. Once completed, the four-lane highway will connect about 2.5 miles from SR-905 south to the proposed Otay Mesa East POE at the U.S.-Mexico border. The new freeway will reduce the frequent wait times for commercial trucks at the Otay Mesa POE and for vehicles at the San Ysidro POE.

LOS ANGELES Interstate 5/State Route 14 Carpool Connector: Caltrans broke ground on four major highway widening projects on Interstate 5 in 2013 as part of a $1.8 billion effort that will expand this crucial California commerce corridor from six to ten lanes, including a carpool lane in each direction. The new I-5/SR-14 carpool connector reduced travel time for Los Angeles area motorists who can now 22

transition between I-5 and SR-14 without leaving the carpool lane.

Interstate 5/State Route 2 Tanker Fire Repair: Caltrans worked around the clock to shore up the tunnel at the Interstate 5/State Route 2 interchange in July after a tanker fire caused extensive damage to pavement, walls, support columns, drainage and lighting. Caltrans proceeded with $16.5 million worth of repairs and improvements to fix the damage and increase safety while improving visibility with bright paint and LED lights.

INLAND EMPIRE Colton Crossing Project: Caltrans and its partners delivered this rail improvement in Colton south of Interstate 10 eight months earlier than its scheduled 2014 completion and $109 million below the estimated $202 million cost. The concrete overpass speeds up cargo and cuts diesel emissions from waiting trains. The project will save $241 million in travel time and reduce greenhouse gas emissions by 34,000 tons of CO2 equivalent annually. www.calcontractor.com

Rim Fire Repairs to State Route 120: Caltrans employees worked around the clock to reopen State Route 120 into Yosemite National Park after the Rim Fire burned approximately 257,000 acres in late summer. In just 18 days, crews removed more than 1,800 damaged trees, repaired almost 800 guardrail posts and replaced numerous signs to reconnect visitors with this vital link to Yosemite National Park.

NORTHERN CALIFORNIA Interstate 80 Improvement from Auburn to Nevada: In October, Caltrans finished rebuilding 90 miles of Interstate 80 between Auburn and the Nevada state line. Infrastructure improvements also included rebuilding seven bridges, improving lighting and drainage and adding new traffic monitoring systems. One of California’s critical economic arteries as well as one of the nation’s three continuous coast-to-coast highways, this interstate moves $4.7 million worth of commerce closer to its destination every hour.

CENTRAL VALLEY Philip S. Raine Safety Roadside Rest Area: As part of its effort to reduce greenhouse gas emissions and save taxpayer money, Caltrans received Leadership in Energy and Environmental Design (LEED) Platinum certification—the highest possible environmental rating—by the U.S. Green Building Council (USGBC) for the Philip S. Raine Roadside Rest Area on State Route 99 in Tulare County. The Raine facility, one of 233 buildings in California to achieve this milestone, is one hour south of Fresno near Tipton and serves more than four million visitors annually. Caltrans has previously earned LEED Gold certification for its Los Angeles office and LEED Silver certification for the district office in Marysville.

State Route 99 Elverta Road: In the Sacramento area, Caltrans and the County of Sacramento constructed a new interchange at State Route 99 and Elverta Road, which optimized traffic flow and safety for motorists by eliminating one of the last traffic signals along the 40-mile route between Yuba City and Sacramento.

State Route 99 Madera Rehabilitation: Among the 26 Proposition 1B projects in the State Route 99 Corridor Program, this was Caltrans’ first to use of the “design build” project delivery method that combined design and construction into one contract. Opened on time and on budget, the $37 million project was funded entirely by Proposition 1B and benefits 65,000 commuters, tourists and truckers daily in this critical corridor. www.calcontractor.com

CENTRAL COAST State Route 1 Pitkins Curve Bridge and Rockshed Project: In December, a $39 million a permanent slide repair project on State Route 1 along the Big Sur coast in Monterey County was completed to install a bridge and rock shed at Pitkins curve, one of the toughest highway maintenance challenges along California’s central coast. Extensive landslides had occurred on the route, often severing travel on the highway for weeks at a time.

BAY AREA Devil’s Slide Tunnels Construction: In March, Caltrans opened the first new highway tunnels in California in nearly 50 years when it cut the ribbon on the Tom Lantos Tunnels, popularly known as the Devil’s Slide Project, which are now the longest tunnels in California. The $439 million project features two 4,200-foot-long tunnels, 32 jet-powered fans for ventilation and 10 fireproof shelters between the tunnels to protect the public. San Francisco-Oakland Bay Bridge: In September, Caltrans opened the new San-Francisco-Oakland Bay Bridge, which is designed to withstand the strongest earthquake estimated by seismologists to occur over a 1,500-year period. The new span also includes a bike and pedestrian path that will be extended onto Treasure Island after the old eastern span is removed.

Fourth Bore of the Caldecott Tunnel: In November, Caltrans opened the new fourth bore of the worldclass Caldecott Tunnel on State Route 24, providing two dedicated tunnels in each direction to aid more than 160,000 commuters daily and ending the 50-year-old process of manually reversing the flow of traffic twice per day along the middle bore. The fourth bore has been designated as a regional lifeline structure and is designed to reopen to emergency traffic within 72 hours of a major earthquake.

In addition to these regional achievements, Caltrans reported a decade-high 84 percent pavement health rating in 2013, out of the 50,000 lane miles it maintains. While Caltrans typically receives just 17 percent of the funding needed to keep pavement in good condition, one-time contributions from the voter-approved 2006 Proposition 1B transportation bond and the 2009 Recovery Act made more projects possible. Caltrans also sold nearly $22 million worth of excess property originally acquired for transportation projects, which was more than $4 million higher than the properties’ estimated market value. This year, Caltrans also furthered its goal of building a more sustainable transportation system. During the 2012-13 fiscal year, ridership rose to a record 5.6 million passengers on three intercity passenger rail lines funded by the state, and over the past ten years ticket revenues from the three lines have skyrocketed from $44 million to $102 million. Caltrans also released the California State Rail Plan, which lays out a long-term vision for freight and passenger rail. In 2014, Caltrans will build on this momentum by implementing the new Active Transportation Program to fund humanpowered transportation projects and programs. New John Deere Mid-Frame E-Series Skid Steer Loaders and Compact Track Loaders Feature Optimized Boom for Improved Performance John Deere’s newest additions to the E-Series line of skid steer loaders and compact track loaders (CTLs) feature design and performance enhancements based on on customer feedback. Two skid steer models (318E, 320E) and two compact track loader models (319E, 323E) join their large-frame brethren introduced earlier this year. The machines include upgraded boom performance, auxiliary lines that are integrated through the boom for improved visibility and added protection, and cab improvements aimed at improving operator and machine productivity, uptime, and lower daily operating costs.
