Out with the Old and In with the New The Ports O’ Call Village was a major destination attraction in 1962 when thousands would come to the Los Angeles Harbor and visit what resembled a New England fishing village, along with a splash of Spanish Colonial and Asian themes. However, in the late 1980s, the Ports O’ Call Village started to look worn and in need of rehabilitation. Despite the nostalgic protests from some in the community, the San Pedro Fish Market was demolished in 2023 to make room for a complete makeover of the entire San Pedro waterfront complex area. A new and long-awaited dining and entertainment complex, referred to as “West Harbor,” is currently under construction. The $200 million complex broke ground in 2022 and will mirror the industrial nature of the port’s warehouse-style architecture and is slated to open to the public in 2025. The 42-acre site offers more than one mile of waterfront access. West Harbor will feature a 20,000 square foot beer garden and over 200,000 square feet of dining, entertainment, recreation, and retail establishments. Additionally, there will be several over water dining decks, a proposed 6,200 seat amphitheater, an off-leash social club for dogs, native plant gardens throughout, park areas, and 1,200 linear feet of 6

courtesy slips for private boats and water taxis. West Harbor Development Project Making Headway West Harbor has been in the planning stages for years but faced some challenges, including the pandemic, and some community objections. Today, the first 82,000 square foot prefabricated steel-framed structure, referred to as Building A is erected and sits in the middle of the construction footprint. Building B will be constructed on the northern end of the development and, together with Building A, make up around two-thirds of the entire 42-acre development site that runs south from the Los Angeles Maritime Museum at the foot of San Pedro’s historic downtown. The West Harbor development project is a joint venture between Jerico Development and The Ratkovich Company, led by Jerico Development President, Eric Johnson. Charles Youngblood oversees the on-site construction efforts and interfaces with the various sub-contractor teams daily. The general contractor on the project is Matt Construction with headquarters in Los Angeles. Matt Construction subcontracted the underground wet utility construction to Bali Construction with corporate offices in South El Monte. Nick Andrejich is the

project manager overseeing the construction of the underground wet utilities for West Harbor. “Bali Construction is performing the underground wet utilities on this project. We began our work in February 2023 and will have the majority of the work completed by December 2023,” says Andrejich. “We started the project with work on the B Permit sewer line for the Bureau of Engineering (BOE) and Bureau of Sanitation (LASAN). This is a privately funded project where the developer is constructing public infrastructure, and they will be turning over those new utilities within the easements to the City of Los Angeles for maintenance.” Andrejich says that Bali Construction’s work on the B Permit sewer for the BOE and LASAN will include the installation of 12 maintenance holes, a lift station wet well and valve vault. “We have also been working on the LADWP water lines over the past couple of months, along with work on the private side that CALCON TRAC TOR.CO M

includes on-site sewer, stormwater, firewater, domestic water, and irrigation,” says Andrejich. “Across all utilities, we will install more than 15,000 linear feet of pipe on this project. This includes 560 linear feet of 15-inch VCP (vitrified clay pipe) sewer pipe, 977 linear feet of 12-inch VCP, 420 feet of 10-inch VCP, 993 feet of 8-inch VCP, 100 feet of 6-inch VCP for the BOE/LASAN sewer line, 5,000 linear feet of 4-inch to 12-inch storm drain, 826 linear feet of 18 to 24-inch HDPE and RCP storm drain, and 1,770 linear feet of 12-inch ductile iron mainline water pipe for LADWP.” According to Andrejich, Bali Construction also recently completed the installation of an impressive 122,000-pound, 13-foot-by-13-foot, 23-foot-tall precast lift station structure from Old Castle Infrastructure. “We performed a 25-foot-deep excavation, approximately 18 feet below the water table, for the placement of the lift station that required beam and plate shoring

provided by Trench Shoring Company. Currently, we have approximately 750 linear feet of beam and plate installed for the BOE/LASAN sewer line which is, on average, 8 feet below the water table. Our crews have done an amazing job with the trench excavation coming out of the lift station and heading upstream,” says Andrejich. “The sewer tie-ins are located on the north end of the project, and we recently completed the hydrotest for the LADWP mainline with the system tie-in occurring in November. We are actively working on the storm drain, fire water, domestic water systems and the deep sewer and lift station valve vault for the City of Los Angeles.” Andrejich points out that the LADWP mainline and BOE/LASAN sewer line are being installed to the 10

end of the dock area where the boathouse is located. This presented another challenge due to the active fishing operations, utility crossings, water services, and electrical service lines. “One of our many challenges included coming up with resolutions to some of the existing utilities that were either unknown or unmarked by the permitting agencies. Through the assistance of our general contractor, Matt Construction, and the permitting agencies, we were able to find solutions that allowed us to properly proceed with construction,” says Andrejich. “We are grateful for all the support provided by Matt Construction, KPFF, Jerico Development and the permitting agencies.” Self-Performing the Dewatering Lawrence Martocci is the Vice President and Director of Operations for Bali Construction, and he is helping to oversee and manage the West Harbor development project. “Dealing with the constant flow of

water on this project has been the biggest challenge. When you look at this job at face value, it looks like any other commercial project. However, this is not a commercial project in the traditional sense; it is very much an engineering-heavy civil project,” says Martocci. “Most of the pipeline on this project is being installed in deep, sandy, running soils, and all under water. This sewer lift station that we are completing is only a couple of hundred feet away from the bulkhead of the Ocean.” Martocci also says that the technicality of this project from an engineering delivery standpoint is immense, and he says that is why West Harbor is such a unique project. “There are a lot of highend retail mixed-use commercial properties that get built in Los Angeles, and not many of these are built just a stone’s throw from the ocean. The second thing I would note is the amount of coordination that this project required due to the numerous agency involvements. built wonderful working relationships with the developers and agencies like Port of Los Angeles, Bureau of Engineering, LA Department of Building and Safety, California Water Board, LA Bureau of Sanitation, and Los Angeles Department of Water & Power,” says Martocci. “So, Nick, his team and everyone at Matt Construction have done a great job communicating and working together. We have received a great deal of assistance from Matt Construction’s Project Manager, Alex Lee, Project Superintendent

Charles Strickler, and Senior Project Engineer Connor Rogers. It is surprising to see how quickly things are advancing, and it is a pleasure to watch.” Bali Construction is selfperforming the dewatering on this project, and Martocci says that is a big deal when it comes to 24/7 onsite water management. “We are self-performing the dewatering to maintain full control of the entire scope of this project. Over the last four months of operation, we dewatered a little over 55,000,000 gallons with a few hundred well

points currently installed. This helps our crews work better within the overall schedule and installations, and has proven to be a rewarding decision and experience,” continues Martocci. “We have been able to manage the water in a way that works best for the install of the sewer. The groundwater table has been at around seven feet, so our pumps are constantly operating due to the proximity to the ocean. Getting California Water Board approval is a long and complex process and requires a very robust well-point dewatering and filtration

system that allows us to discharge clean water back into the ocean.” Andrejich explains that the dewatering challenges are exacerbated by the fine, sandy, unstable soil conditions. “The Type C soils out here have made excavation difficult. We are using several shoring solutions from Trench Shoring Company such as trench shields, manhole shields, and beam and plate for the deep sewer excavations and lift station,” says Andrejich. “Safety is always first on our job sites, and our Safety Director, Rob Rodriguez, and Foreman, Pedro Mascorro, have worked together with the operators and laborers to shore up, excavate and dewater these deep sections with zero incidents. That is a tall order, especially when you consider that all crews continue to remain on track with production.” Andrejich has worked closely with Alicia Villanuava, Bali Project Engineer, to solve the underground conflicts and other challenges. “This project has had its challenges, but I am just so CALCON TRAC TOR.CO M

grateful to be a part of the Bali team on such a rewarding, high-profile job,” says Villanueva. “This is an important project that has provided me with invaluable knowledge and experience. I am honored to be a part of the Bali Construction team working for Matt Construction.” The Right People and Equipment Make a Difference Bali Construction will move approximately 17,000 tons of dirt during their underground utility installation work at West Harbor. Soils are stored on-site, with all suitable material being used for backfill, along with over one thousand cubic yards of slurry on the entire 1,500 linear feet of LADWP mainline and the sewer lift station. “Our operators, with the support of our Logistics Manager, Dalwin Fleming, and Bali Yard crew, are making use of all types of heavy construction machinery, including backhoes, excavators, wheel loaders, mini excavators, skid steer loaders, water trucks, and dump trucks,” says Andrejich.

“We are also utilizing our in-house hydro-vacuum excavation truck, and our subcontractor, Zefiro Construction, is using their ABI Mobilram TM20 sheet pile driver attachment to vibrate the beams and steel plates into the ground, rather than drilling.” The equipment is, of course, useless without the amazing operators behind the wheel or levers. “We have such great people working here at Bali Construction, and I would like to take a moment to recognize some of them. I wish I could mention everyone on this job site because they are all incredibly hard working and operate well together as a team,” says Andrejich. “Our Foreman, Pedro Mascorro, has led the crews with zero personal injuries and overcoming the difficult challenges due to site conditions. Javier Ortega, Bali’s General Superintendent, works closely with Pedro and myself on the technical planning for all utilities included in our scope.” Mascorro, Bali’s Foreman points to additional individuals that have made the job go smoothly. “Jose Sepulveda, our top leadman, with the assistance of leadman, Pedro 14

Hernandez, has allowed me to focus on planning and preparation while they safely meet and exceed quality control and production goals,” says Mascorro. According to Andrejich, “We have all veteran operators on this project with decades of experience, and they include long-time employees Chris Comrie and Jerry Holman. Our pipelaying crew includes Jose Rivera, Jaime Castillo, Simon Padilla, and Jose Guillen. Additionally, Pedro Hernandez (leadman) and apprentice Christian Hernandez have done an exceptional job running installation and maintenance on the dewatering system. We have also been fortunate to have the continued daily support of our Operations Coordinator, Christine Herrera, VP and Director of Operations, Lawrence Martocci, Chief Operating Officer, Raffie Yeremian, Chief Executive Officer, Ted Polich, and Chief Estimator, Matthew Metoyer. The Bali Team has worked for years on the planning and development of this project with Jerico Development and Matt Construction and it’s so exciting to see the project come together.”

P

owerland Equipment, Inc. is a family owned and operated enterprise that first started in 1977 under the name, Smith Equipment. Founder, Malcolm Smith immigrated from the UK in 1973 and has been a member of the San Diego County community ever since. With corporate offices in Valley Center, Powerland Equipment, Inc. (Powerland) is a distributor for outdoor power equipment and currently offers John Deere CE, Bomford boom mowers, Diamond boom mowers, Stihl, Massey Ferguson, Gyro-Trac, ExMark, Honda Power and Tri-Max. Like so many other companies, Powerland was formed 36 years ago as a means to an end. Malcolm Smith was working as Superintendent for the City of Vista and was looking to purchase a new boom mower to replace an older, failing unit. Being from the UK, his father remembered that the Bomford mowers were always popular and known for their reliability. Upon contacting Bomford, he was informed that the manufacturer did not have any

distributors in California. Thinking on his feet and seeing the situation as an opportunity, Smith decided to become a distributor for Bomford and sold his first boom mower to the City of Vista. The business grew quickly and Smith resigned from the City of Vista and began taking on more product lines. In the early 1980s, Smith Equipment started receiving requests for boom mower contract work. It seemed that many contractors needed a Bomford mower, but only for two to three days at a time, so they asked Smith if he would be willing to perform the work for them. Initial work included clearing areas for proposed freeway construction for Caltrans and evolved into mowing for the county and other public works agencies. The company eventually changed its name to Powerland Equipment, Inc. (Powerland) when it incorporated in the 1990s. Smith sold Bomford boom mowers to private contractors and numerous tractor dealerships while also taking on other lines like Hesston tractors. Hesston (Fiat) made the

decision to become exclusive with New Holland distributors and that is when Powerland took on John Deere CE, selling smaller utility tractors and lawn and garden equipment. Then, an opportunity came around to purchase an existing Massey Ferguson dealership in Valley Center and Smith jumped at the chance. Powerland was growing in both the equipment and contracting divisions as Smith continued to hire quality individuals to keep up with demand. Simon Smith (Simon) began working for his father at the age of 15 during summer breaks, after school and on weekends. Before long, Simon was operating the boom mowers while also taking summer industrial classes at Palomar College for welding and diesel repair. The boom mower contracting business grew substantially in the mid 1980s with both San Diego and Los Angeles counties and numerous cities signing on with Powerland for road clearing maintenance contracts. for the contracting division of Powerland. “As our business opportunities expanded, we began hiring additional operators and purchasing tractors specifically for brush and land clearing work,” says Simon. “Today, we work throughout California for Caltrans, airports, municipalities, cities, CalFire and private contractors and developers.” According to Simon, a moderate segment of the company’s brush clearing work is for CalFire performing contracts for roadside fuel reductions and other grant wildfire projects. “Our crews perform work for CalFire such as mowing escape routes in the Crenshaw District for the City of Los Angeles. We cut the brush back in certain areas at around 20 CALCON TRAC TOR.CO M

feet in width to allow firefighters and pedestrians a path to safely escape. Additionally, we have performed a lot of CalFire work on Highway 79 from Julian to Interstate 8,” says Simon. “We are also performing an interesting job right now that is part of an executive order from Governor Newsom. Our crews are cleaning out Llagus Creek in Gilroy (Santa Clara County) in order to reestablish the lower levy roads that have been let go for the past 30 years. We have five operators and five tractors, and a skid steer onsite equipped with Gyro-Trac masticators. These machines make quick work of the thick brush and trees on the lower roads, which is good when you consider that we only have a six-month window to

clear six miles of heavily overgrown levy roads. One of the tractor units we have working on this job is a JCB Hydradig 110W wheeled excavator that is just perfect for this type of work.” Simon points out that Powerland currently owns and operates four JCB machines that they have purchased from SoCal JCB over the years. “We purchased our first JCB tractor in 1998 and it was a Fastrac 3185 tractor that can travel up to 50 miles per hour which is great for freeway work. These are incredible tractors and we are looking at adding another one through the Carl Moyer program,” continues Simon. “We also own two JCB Hydradig wheeled excavators and a JCB Robot skid steer loader. Our JCB Hydradig

wheeled excavators are typically equipped with a masticator or a rotary head. These machines can travel up to 25 miles per hour and get up and down the roadways with speed and ease. I can swing the boom to 90 degrees and drive the JCB machine while mowing without affecting the hydraulics, which is something you won’t see with other manufacturers. There is nothing like a JCB. They are unique in so many ways and dedicated specifically for the U.S. marketplace.” Powerland’s most recent purchase from SoCal JCB was just last month when they added their second JCB Hydradig 110W wheeled excavator. “We just purchased our lastest JCB Hydradig wheeled excavator last month and use both units regularly for heavy brush clearing for the U.S. Forest Service and CalFire. I told my father some time back that the JCB Hydradig was going to be the future of boom mowing. Boom mowers are heavy and cumbersome and require a heavyduty power unit that can handle the constant use and abuse. This is 18

J

ohn Bremer met his wife, Laura, while he was teaching school in the 1970s. From the couple’s first visit together to Napa Valley, Laura knew that she wanted to be a part of the wine industry one day. The two were eventually married and while living in Norco they continued to visit Napa three to four times each year. Laura’s interest turned into a passion, and the idea of purchasing an existing winery in Napa became a regular subject of conversation 20

between she and John. “We have bought and sold several pieces of real estate in Southern California and were open to purchasing a winery in Napa Valley if the right opportunity arose. When we liked a wine, we followed it back to the source of fruit. It was always Howell Mountain, so we knew that is where the winery had to be,” says Bremer. “As properties would come available, we would do our due diligence and after a few years, we found the right fit when a

vineyard and 47-acre property with historic structures came available on Howell Mountain. The Deer Park Winery was the name and after long, intense negotiations, we were able to purchase the winery in 2002. We have added 113 surrounding acres since and are in the process of planting another 23-acres of vineyard.” John and Laura spent the first few years rehabilitating the facility, bringing in new winemaker C A LCO N T R AC TO R .CO M

equipment and working on the 160-acre property to plant more grape vines and clear overgrown brush and trees. “We decided to name our new venture, ‘Bremer Family Winery,’ with an emphasis on remaining patient in order to ensure that our winemaking process provided uncompromised, premium wine,” continues Bremer. “Our next priority was to make sure that our guests enjoyed their wine tasting experience in a quaint, relaxed atmosphere. We make the wine we like to drink with almost three years of barrel aging, followed up by up to three years of bottle aging prior to release.” Now, 21 years later, the Bremer Family Winery makes and sells a variety of fine wines, including Cabernet Sauvignon, Cabernet Franc, Merlot, Claret, Chardonnay, Rose and Port. Most of their wine selections are sold to their wine club members. The boutique winery makes and sells around 4,000 cases per year. Interestingly, the Bremer’s decided to expand their barrel storage and excavated a large cave into the mountain for CALCON TRAC TOR.CO M

cool, moist wine storage. Sadly, the Bremer’s lost their home during the Glass Fire in 2020 that burned 67,484 acres and destroyed 1,555 structures. A wine making business and surrounding 160 acres requires the use of heavy machinery to keep everything tidy and moving smoothly. “We lost our home in the Glass Fire in 2020, and had a lot of clearing to do that included cutting burnt trees into lumber. We are using this lumber from our property and from neighbors to build a new home, another barn, and cabinets and beams for our house that will be like a log home with concrete foundation and walls. We are working to be a sustainable business and understand the need to reduce our carbon foot print. With this goal in mind, we have been in the process of going all electric with our equipment that we use on the farm and winery,” says Bremer. “I remember that I was at a dinner meeting with other grape growers and the subject of electric equipment was raised and it peaked my attention. I began

looking at electric farm equipment like Monarch and Solectrac electric tractors and researched deeper into electric wheel loaders. This is when I found out about the new Volvo L25 compact electric wheel loaders from Volvo Construction Equipment & Services (VCES).” Bremer is all about doing his research and after reading brochures and studying the Volvo L25 electric compact wheel loader, he called VCES to put in a purchase order. “I discovered the CORE program (Clean Off-Road Equipment Voucher Incentive Project) and filed for grants. The process took a little more than a year, and on the second go around, I received the grant for the Volvo L25 electric wheel loader,” says Bremer. “I was familiar with the spec sheets and after talking to the great people at Volvo and receiving the grant, I was comfortable with making the purchase. I have to tell you that this Volvo L25 electric

wheel loader runs extremely well. Our employees and operators were all very impressed and after only owning this machine for two weeks, we have put more than 30 hours on it.” According to Bremer, the Bremer Family Winery vineyards are primarily located on hills with very narrow areas to work within. “The size and scale of this Volvo electric wheel loader just fits our operation perfectly. I will be cutting lumber for another two years and we are using the Volvo L25 electric wheel loader as a forklift to load the mill and move lumber around. This Volvo is better than any forklift for off road use and we also use it for winery prep operations, spreading base material on roads, moving compost in and around the vineyard and so much more. We ended up 22

purchasing both Monarch and Solectrac electric tractors and we will soon be all electric in our vineyard farming operation.” John Bremer is no stranger to heavy equipment. In addition to buying and selling properties over the years, he also owns and operates an aggregate mining facility and continues to own and operate Rentrac, a heavy equipment rental company that rents machines primarily to large earthmoving contractors. Rentrac is located in Corona and has a large fleet of dozers, scrapers, wheel dozers, water pulls and other heavy machines to help large earthmoving contractors. “There is a lot of rock in our area and on our property, and I have made use of our Cat D10T2 and other dozers to cut into these areas. We are

also using Volvo articulated rock trucks from our fleet to remove and relocate material within our property,” says Bremer. “We have a lot of use for our larger machines, but even more need for our compact machines like our new Volvo L25 electric wheel loader. I have told many of our local growers about the Volvo electric machines that have been so much more valuable than I originally anticipated. SOCAL JCB ATTENDS 2023 LANDSCAPE EXPO AT ANAHEIM CONVENTION CENTER

SoCal JCB was represented well at the 2023 Landscape Expo in Anaheim with their entire sales staff and four team members from their corporate office in Santa Monica.

The Landscape Expo is an educational trade show for landscape professionals that has been held annually for the past 60 years. This year’s expo was held on September 20 and 21 at the Anaheim Convention Center. The show featured hundreds of exhibitors and thousands of attendees eager to participate in the premier event for landscape professionals in the western United States. SoCal JCB exhibited at the 2023 Landscape Expo for the very first time. Caleb Wright is the Dealer Principal at SoCal JCB, overseeing all operations for the company covering all of Southern California at both the Fontana and La Mirada facility locations. “Landscape Construction is one of the three largest markets for us in southern California. Our product line fits so nicely with our landscape customers and we have several 24
