Lead, Inspire, Encourage and Innovate
STATEMENT OF OWNERSHIP, MANAGEMENT & CIRCULATION
by Kristi McClure Huckaby • CPRS President
O
ver the past couple of months, it has been amazing the amount of trainings offered by CPRS Districts, Regions and Sections for our members. The energy level by far is high as we continue to Lead, Inspire, Encourage and Innovate the parks and recreation profession. I had the opportunity over the last couple of months to attend the Aging & Activities Section SoCal Senior Symposium, Region 2 Meet Up (Districts 4, 5 & 6), Region 4 Mini Conference (Districts 11, 13 & 14), and CPRS Maintenance Management School in Lake Arrowhead. Each of these trainings provided networking for professionals to come together, learn from each other, learn from industry experts, share experiences and best practices. At the Aging & Activities Section SoCal Senior Symposium, I was impressed by the first speaker, Marcie Lerner. She engaged the participants from the start with her knowledge on her Older Adult Sensitivity Training. Marcie quickly led the group to participate in an activity which allowed all of us to be aware of older adult abilities. Imagine for a moment, you are a participant, you are asked to pick up two items, ear plugs (one for each ear), glasses (with various degrees of sight ailments), and/or bandages (to put your arm in a sling; wrap your hand from use, etc.). Throughout the rest of the training, for 50 minutes you were asked to keep those items on, you too would have had a better understanding of Older Adult Sensitivity. If you were unable to attend this year’s training, I would recommend going next year, not one to miss. Congratulations to
the Aging & Activities Section Board on providing a great training! On November 9th, I was invited to attend the innaugural Region 2 Meet Up (board leaders from Districts 4, 5 & 6) at the Community and Cultural Center, Morgan Hill. Traci Farris, CPRS Region 2 Representative worked with all of the District Boards to come together to take part in discussions on a variety of topics including website 101, succession planning, best practices for membership involvement, securing board members and much more. It was great to see the energy and enthusiasm in the room with everyone coming together to share information and establish new relationships. Great job Region 2! I look forward to participating in future Region 2 trainings!
The CPRS Region 4 Mini Conference (Districts 11, 13 & 14) was held at the Diamond Bar Center. The mini conference offered quality classes, experienced speakers, vendors and networking opportunities. Tom Boecking, CPRS Region 4 Representative, started off the welcome. And I was given an opportunity to speak. continued on page 54

A Kinesiology and Public Parks Partnership to Reduce Physical Inactivity1. She also shared the VIP (Vision, Insight, Planning) Action Plan conceived in 1999. PRS is now working on a revision to the VIP Action Plan to be titled the Calfornia Action Plan. Health and wellness will remain a major component of the mission areas of the new plan. We propose our successful 3 WINS Fitness program can be a catalyzing partnership between Kinesiology departments at local California State Universities and local park and recreation agencies to jump start the transformative changes that will be envisioned in the California Action Plan. The 100 Citizens program has been re-branded to 3 WINS Fitness. 3 WINS exists in nine public parks serving hundreds of participants. Participants are improving their health and fitness. There is no cost to the participant and no external funding required to sustain the program as we enter our 6th year. What follows is background relevant to both VIP Action Plan and 3 WINS and why a partnership makes sense.
What is 3 WINS Fitness?
In a story recently reported in CSUN TODAY2, “Mary-Anne SaffonKing was involved in a car accident in 2013. The crash left her in a coma for two days and then, when she awoke, seriously limited her mobility on the right side of her body. Three years later she is exercising, dancing and smiling at the San Fernando Recreation Park three mornings a week – without any physical sign of the injuries from her accident. Saffon-King is one of the more than 250 participants (at six parks) in 3 WINS Fitness, which started as the 100 Citizens program in 2011, born from California State University, Northridge’s Department of Kinesiology — one of the nation’s largest kinesiology programs. The exercise program aimed to improve public health and fitness by offering free workout sessions to the local community at San Fernando Recreation Park.” Saffon-King, who recovered her mobility after her car accident said 3 WINS Fitness helped her to regain physical and psychological strength. “Everybody who knows me and what happened in the accident is amazed now,” she said. “These exercises help you to handle pain bet-
ter. I still feel pain, but my attitude toward it and my movements ar e better. We wake up in the morning and look forward to the session,” Saffon-King said. “If I can’t make it, I feel sad and lonely. When I’m here, I smile the whole time.” 3 WINS Fitness is an exercise program that is free (accessible), sustainable (no external funding), and scaleable. Kinesiology students who are educated and skilled in human movement lead community members in group exercise. We changed our name to 3 WINS Fitness to reflect the WINS we focus on: participant fitness, student career benefit, and community health (www.3winsfitness.com). From San Fernando in 2011, we are now in six parks in Los Angeles. We’ve expanded to parks near three of our sister CSU institutions bringing us to nine parks total with steps taken to be in over 50% of the CSU system this fall. We intend to be in California’s 21 CSU kinesiology departments statewide and eventually across the country (700+ departments). In 2012, we were recognized by First Lady Michelle Obama’s Let’s Move! campaign, which challenged community organizations to share their programs in an international video competition. We profess that a public health solution to end childhood obesity must begin with the family, and we reach children by helping adults become healthier role models. Our video submission http:// letsmovecommunities.devpost.com/ submissions/6815-100-citizens-rolemodels-for-the-future won the Popular Choice vote and we visited the White House in 2013. As part of our Clinton Global Initiative University Commitment to Action, we have raised funds to build a 3 WINS Fitness infrastructure in seven additional CSUs this fall. As with all our programs, once it’s built, there is no external funding required as the
CALIFORNIA PARKS & RECREATION • FALL 2016
program runs out of public parks with our students serving as volunteers of the parks with many receiving academic internship units.
A Game Changing Partnership
3 WINS Fitness has the capacity to improve public health, strengthen communities, and provide students with valuable career-related experiences. Research conducted with RAND Corporation3 in San Fernando concluded that creating a partnership between parks and kinesiology programs is a promising health promotion model. This is particularly important given prior research findings that parks are often underutilized for physical activity (PA), particularly in low-income communities4 and that parks’ facilities, programming, and supervised and organized activities can have a significant impact on the amount of park-based moderate to vigorous physical activity (MVPA)5. 3 WINS Fitness can be that supervised exercise park program. The evaluation found that 3 WINS Fitness (formerly 100 Citizens) attracts new park users and can yield important health dividends for participants, and, potentially, the community at large. A 3rd partner could be public health. With no state below 20% obesity6, we represent a solution that can and must happen now. In a novel approach, we have partnered with Providence Health and Services who regularly visit two of our parks with a mobile health van. At no cost, they provide basic services in addition to blood tests for HbA1C, glucose, and cholesterol testing with data to be ana9

lyzed over the next few months. The opportunity of having someone diagnosed as pre-diabetic and giving them an immediate solution is invaluable. Of course, this is also in line with the National Recreation and Park Association Park Prescription (National Parks Rx, nrpa.org) program and would represent another timely tie-in.
Our 3 WINS
Our Kinesiology students have been empowered to expand the program and partnering with the Parks and possibly Public Health throughout the state, we clearly have the potential of accomplishing the vital role identified in the 1999 VIP, “creating healthy communities, families and individuals.” This concurs with our stated 3 WINS of participants, student, and community. Participant fitness gains have been many. As mentioned in the CSUN TODAY stor y, “I didn’t exercise for three years before I joined [the program],” said Carmen Guerrero. “Now I dance Zumba and enjoy life. My kids even ask me, ‘Mom, what’s happening?’” “My cholesterol was really high, over 220,” said participant Maria Valdez. “After three months of exercising [with 3 WINS Fitness], I got it to 175.” “I feel energetic at the end of every session,” added Maria Aceves, who has participated in the program since its beginning. “I’ve lost 35 pounds already. I’ll look like 10
Jennifer Lopez soon.” Over jumping jacks and weight training, Saffon-King, Aceves and Valdez have become close with the rest of their group. The social aspect of the program is one of its highlights, many said. Students benefit at graduate and undergraduate levels. CSUN graduate students in kinesiology are spearheading the creation of the sustainable infrastructure for the 3 WINS at the seven CSU expansion campuses this fall. They have acquired experience in building the organization in the expansion from one park to six parks emanating out of Northridge and are ready to apply their newly developed skills. Over 100 interns and volunteer students service our programs, each semester, in many leadership capacities ranging from assistant instructors to program leaders honing their public speaking ability along with program delivery and personnel management skills. They talk of the rewards of touching lives in the community and of serving as mentors to new and younger students. Undergraduate Lucia Muro, now with the program for one year says, “I am learning how to properly interact with professionals and adults first hand. These things are NOT taught in books.” She adds, “… if you are having a bad week/morning, I guarantee you will be leaving with a huge smile on your face.” And the friendships formed amongst the students are those forged from a common cause which enhances their college experience. Finally, many have also acquired jobs in the parks, public health, and entrance into graduate schools as a function of their participation; that was a primary intention of the program, job creation for our many kinesiology majors (2400 at Northridge alone) which is one of the fastest growing majors in the nation. And for the community, physical inactivity is the fourth-leading cause of death7 and
leads to health issues such as diabetes, coronary artery disease and obesity. Though most people are aware they should be active, many don’t have the resources to do so in group settings, which add an important social component, and they often don’t know where to start or how to make progress. Kinesiology students are able to provide them progression and accommodations to make exercising most effective, beneficial and safe. Many who have lost weight are members of our free Healthy You program which is a diabetes prevention program providing health and nutrition education based on the CDC National Diabetes Prevention Program focusing on the reduction of weight by 5-7% resulting in a 58% reduction in diabetes risk8.
San Fernando Recreation Park
And what about the park where this all started? Ismael Aguila, the director of recreation and community services says, “With the help of 100 Citizens/3 WINS Fitness, our City has been able to maximize efforts to create a nationally recognized health and wellness program with expertise most park and recreation programs don’t have. Our partnership has provided us an “army of specialists” that the City could not afford given the internships and volunteer hours they provide. 3 WINS Fitness helped change the culture of our park with the community calling it Fitness Park. Of equal importance, it was changing how our City Council and other community leaders were viewing what we as parks and recreation do, in part because their family members’ health was improving

3 Wins u through participation in the 3 WINS Fitness program. Just three years ago, with 3 WINS volunteer assistance and encouragement, and City Council support we took a major step in becoming Healthy San Fernando with the Inaugural 5K Relay Walk or Run. We just held our 3rd event with numerous sponsors and over 1000 registrants! There is no question this partnership has improved the health and changed the lives of hundreds of citizens in our city and has the potential to do the same in cities throughout California.”
Conclusion
Parks, Kinesiology, and Public Health can and should work together to improve the health of the people in our communities. With ONLY 21% of adults meeting the minimum recommended guidelines for physical activity9, we must turn around the state of physical INactivity and with our partnership it is clearly possible. We have shown 3 WINS Fitness to be a sustainable model free to the participant. If we are going to be successful in waging a battle against physical inactivity and its related chronic diseases, we see this as one of the few
12
if not the only sustainable cost free program that educates and delivers a physically active solution. We look forward to partnering with the Parks in the neighborhoods of our new 3 WINS programs throughout California. Keep your eyes and ears open for 3 WINS coming to a CSU near your park! Let them know you want to be involved. We believe we can be a catalyst for the CPRS movement to VIP 2.0 and together we can be a model to improve the health of our nation.

his summer, thirteen exceptional youths with varying degrees of physical, developmental, and behavior needs, joined together in an inclusive camp atmosphere to make memories that would last a lifetime. Project Awareness And Special Sports (PAASS) is a Marin based nonprofit whose mission it is to teach individuals with developmental delays or learning differences the athletic skills necessary to play sports and participate in recreational activities. In February of 2015 PAASS approached Mill Valley Recreation wanting to expand the sports programming they offered to include swimming lessons. At the time they offered baseball and basketball programs for local youth with Adaptive Needs, but swimming, a lifesaving skill, was absent amongst the current offerings. PAASS met with the Aquatics & Fitness team at Mill Valley Recreation to pilot a swim program that would address the learning and fiscal challenges
that this particular community faces. Mill Valley Recreation addressed its price bracketing to make the amount of lessons required obtainable for the parents of Adaptive Needs youth. The City lowered the cost of each private lesson for individuals with an Individualized Education Program (IEP) or recommendation from PAASS. In order to educate the swim instructors on the best way to teach swim lessons, Mill Valley Recreation applied for, and received a $500 Education Program Grant through the CPRS Aquatic Section to hold an Adaptive Needs Training Seminar for Bay Area Swim Instructors. This seminar brought in five speakers from the adaptive needs and aquatics communities to give swim instructors the tools to communicate clearly, set expectations, and develop lesson plans tailored to youth with Adaptive Needs. Thirty aquatic professionals came from as far as 90 miles to participate in the training seminar. After the

instructors had received the tools to teach, and the price had been set as obtainable, the PAASS Adaptive Needs swim program at Mill Valley Recreation took off. After a year of tweaking and perfecting, the program and partnership grew to be so successful that both entities wanted to expand our horizons to offer a unique summer camp experience for the children that they had built such great relationships with. The result was Camp PAASS without Boundaries: an extraordinary partnership built and designed around the needs of our special youth community members. Camp PAASS Without Boundaries filled the Community Center with participants engaged in a wide variety of fun and enriching summer activities. This camp was held specifically for children with adaptive needs in an effort to boost community, camaraderie, companionship, and confidence amongst their peers. The youth had the opportunity to participate as a group in

regular camp activities such as games, sports, and art. Mill Valley Recreation brought their expertise and finesse in providing unique camp staples. They booked special sessions with their talented bunch of Recreation Specialists including:
16
• Martial Arts with Al • Cooking with Derek • Expressive Dance with Tom • The Explorer’s Nature Walk with Lisa • Music with Dan.
In martial arts the kids developed their physical motor skills with some simple sparring and got to throw some well-intended punches at Coach Al. In the dance studio, Tom taught expressive dance where the campers could get in touch with their creative side and release some energy. Ms. Lisa led the kids through the beautiful community garden on a nature scavenger hunt, and then during lunch the kids made creative meals such as Hawaiian Chicken Luau Salad with Chef Derek. For arts and crafts they built pet rocks and birds nests, combining art with nature. Then, for some traditional camp physical activity, they engaged in games with every child’s favorite, the infamous parachute and of course, the always popular kickball. In the afternoons the campers headed off to swim with the lifeguards from the Aquatics and Fitness Center. At the end of the week, the kids were ecstatic to see the special animal show “Furs, Scales, and Tales” which
FALL 2016 • CALIFORNIA PARKS & RECREATION
u P A A SS included many different animals for the youth to experience, like baby chickens, rabbits, spiders, scorpions, turtles, and their favorite, the 10 foot long albino boa constrictor. The kids even got to work as a team to hold the boa constrictor up in the air! “It’s made us as her parents excited to see possibilities and opportunities for her that we weren’t sure she would be able to have” said Stacey, one of the camper’s parents. Developing the program structure and activities offered for this program had some initial challenges. Staff had to think of ways to modify or adapt activities in a way that creates an inclusive environment and experience for all the children. “We always had to have an alternate activity for the staff to switch gears to if it wasn’t capturing the attention of the campers. Having an extra wide array of activities meant that everyone was having fun the whole day, and that there was always something new to try,” says one of the
camp’s developers, Recreation Supervisor Kat Reisinger. The camp also incorporated a quiet room, which was always available for over stimulated campers to retreat to, should they need a little down time. Campers could visit this room, curl up with a book, and get some separate space and calmness. The management staff also created an intake form for parents to help gather useful information on each child. The intake form asked about each camper’s strengths and interests so that everyone would be able to feel successful. It also requested information on what tasks campers would need assistance with, what “triggers” may cause specific behaviors, and tactics on how to calm each camper. The form also went as far as to get specific pertinent information such as “if my child needs to use the restroom he/she will…” and “I know my child needs a break when…” It was having specific details like this that enabled counsel-
ors to make sure that everyone was a happy camper. Overall the camp was a glowing success. All spots filled, and thanks to the dedication and time commitment of parents, volunteers, and staff, all students who were on the waitlist were accepted into the camp. No one felt left out. “It is our goal to use this summer’s success to help build a template for, and to educate other cities and municipalities about how to offer an adaptive needs camp for an often underserved population,” says Reisinger. “It was absolutely heartwarming and reminded me of why I wanted to work in recreation in the first place.” For more information on how you can include an adaptive needs program at your facility contact Kathryn Reisinger at kreisinger@cityofmillvalley.org or Steven Cortes at scortes@ cityofmillvalley.org

by gnomes or fairies, at least I don’t think so. More than likely the new palm-sized painted rocks are part of a treasure hunt movement catching on across the country: painted rock groups. The idea started in 2013 and was born from a very tragic event.

om and Susan Robinson lost their two daughters, Anna and Abby, to a hit and run accident in front of their house. According to Susan Robinson from her blog, “We decided shortly after the girls went to Heaven that we were not going to allow the tragedy of one night to define our girls’ lives here on earth and the life they were now living in Heaven. Their legacy would not be this tragedy but rather the love and joy that they poured out to everyone who knew them and hopefully everyone who would hear their story.” The Robinsons decided to repeat a creative idea they used at their wedding where they decorated rocks to give to their guests and also providing rocks that the guests wrote messages on to the newly married couple. To honor Anna and Abby, the Robinsons decorated rocks with hearts and placed them throughout their community in Oregon. They simply asked that the people who found the rocks share pictures of the found rocks on the “Love Rocks” Facebook page. According to Robinson, “There have been so many stories of how these little rocks with fabric hearts have found their rightful owner just when they needed it most. They have warmed hearts and brought so much Love and Joy to this world.” Love Rocks have been photographed on every continent and at many historical landmarks.
The Movement Spreads
The idea is so novel and yet so easy: decorate a rock and place it where anyone can find it. Such a simple gesture can have an incredible impact on another person. Many people began copying the Love Rocks and placing them in their communities. As the movement started to spread to other communities and states, other Facebook groups were formed changing the idea from heart decorated rocks to rocks painted with messages and other decorations. During my research of painted rock Facebook posts, I was impressed by the number of posts I saw that stated in some form or another about how the discovery of a painted rock had made someone’s day just when they needed it most. One story related how a man was going to have a heart check-up to see if his heart was healthy enough to start his chemotherapy for cancer. On his way to the hospital he found a rock painted with a heart. He picked it up and took it with him to his appointment. After receiving the report that his heart was okay to start his chemo, he decided to take the rock with him to all his chemo appointments. I found another stor y about a man battling drug addiction. On one particular dark day, he felt down on his luck and depressed. While walking across a bridge, he came across a painted rock sitting in a pile of plain rocks. He bent down to pick it up and
discovered the message “Be Strong.” He couldn’t believe it. He felt as if the rock was left right there for him to find. He now keeps the rock with him everywhere he goes.
How It Works
Most of the painted rock groups have three simple rules: Create and leave a rock: Decorate a rock with an inspirational message or any design that meets your creative abilities. Place the rock in a public place that is respectful to other people or businesses. State and National Park systems have requested that painted rocks not be placed in their parks, trails or facilities. Find a rock: If you find a rock from a facebook group you are invited to keep the rock if you really like it, you can leave it for someone else to find, or you can pick up the rock and re-hide it somewhere else. Share your find: Take a photo of the found rock and share the photo on the group’s Facebook page. Some Facebook groups augment these rules, but these three are pretty common for most groups. There are some common sense rules that go along with the three main ones: • Keep the images PG – remember most rock hunters are kids. Don’t use offensive words, messages or images. • Place the rocks in safe areas – don’t endanger anyone or property. Most rocks are placed in plain sight so that they are easily found and picked up. Also don’t place in grass where mowers or other equipment can cause injury or property damage. • Don’t be upset if your rock is found but not shared on your group’s Facebook page. Be content in the idea that your rock was found and enjoyed by someone who really needed it at that moment. The last one seems to be the mantra for many of the rock artists. They paint rocks with the belief that their rocks bring smiles to people’s faces and that these little random acts of kindness are making their communities better places to live.

Painted Rocks u Variations on the Painted Rock Groups

The painted rocks trend has inspired another movement: the Kindness Rocks Project. This Facebook group is not just satisfied with painted rocks. Their call to action: “Please join our kindness rocks project and write inspirational random act of kindness messages to others on rocks, on cups, with sidewalk chalk, post it notes, restaurant bills, in lunch boxes....spread kindness to others!” (https://www.facebook. com/TheKindnessRocksProject/) Another variation on the painted rock trend was an art project by Aaron Zenz of Grand Rapids, Michigan. Zenz and his six kids painted 1000 rocks in matching pairs. The original 500 are part of an art display at the Grand Rapids Children’s Museum. The matching 500 were then hid all over Grand Rapids. Rock hunters were asked to photograph the rocks and post the photos on social media sites with the #RockAroundGR, but not to remove the rocks from their original placements. Taking the painted rock idea one step further, seven-year old Aliah of San Francisco has created the Rainbow Rock Project. She decorates rocks with her favorite image, a rainbow, and the message, “Here’s a rock from me to you that grants wishes and happiness too!” She then drops them all around
22
her community on beaches, parks and trails. But she wasn’t just content to spread smiles through found rocks, she wanted to help people in her community that were in real need. Aliah and her mom came up with any idea that could make any even greater effect. For a $1 donation, Aliah would place the rock in a special place and all proceeds are donated to the Bay Area Rescue Mission. (http://www.littlethings. com/rainbow-rock-project/)
Why It Works
I think the interest in painted rocks is fourfold: • The Find • Creating • Sharing • Viewing all the other examples I probably read hundreds of posts while researching this article. It seemed pretty even the amount of posts from parents about their rock finds and the amount of posts/pictures from the artists of the rocks they are about to place in their communities. A large number of the posts about rock finds are usually along the same theme: “Wow, just found this really (insert just about any interesting adjective) rock. What a great idea! My family is buying supplies this weekend and we are going to create our own rocks to hide.”
Can you see using this idea in your recreation programming? I think the painted rock idea is receptive to all generations. Whether you program for pre-school, after-school, teens, or even seniors, a painted rock project could be a great addition to your community building goals. While describing this article to my wife and 17-year old daughter, my daughter exclaimed “Hey, what a great idea! Can we do it?” For parents of a teenager who thinks they are too cool for most family activities, they will instantly grab on to this and run with it. I will be visiting my local art store this weekend! Admittedly, I probably spent way too much time enjoying looking at all the creative ways to decorate a rock. I was fascinated by seeing someone take an unusually shaped rock and being able to see a face, historic landmark, a car, a shoe or even a cartoon character in its shape.
Can You Do It?
How about introducing the craft idea at one of your major community events? You just need a few pre-painted rocks in bright colors. Then let your artists add their own messages, funny faces, designs, or characters. Rock painting parties can also be holiday or season oriented/themed. How about a “Parks Make Life Better!®” themed rock painting party? The ideas are endless! But your first step needs to be the creation of a painted rock group in your community. Start with a Facebook, Instagram or other social media group. Make it open to the public where anyone in the group can post photos. You will need to monitor it to keep out some scammers, but this is a really small task. Have a rock painting party, either as a community event or even a staffbuilding project. Start with around 100 or more rocks. Be sure to print on the back of the rocks for the finder to post photos of found rocks on your social media site. Take pictures of a group of rocks and post on your site that these rocks will be placed/dropped/hidden/ scattered in your community and that
FALL 2016 • CALIFORNIA PARKS & RECREATION
u Painted Rocks they are available to be found, kept or re-hid. Make it known on your group page that the community is invited to decorate their own rocks and place them around the community. Schedule a couple of drops a month at different parks, trails, facilities to continue the chances of the public finding the rocks. Hopefully after a few months, your community will pick up on the idea and take on the commitment to keeping the movement alive. Next time you are out and about in your community and you see an unusually bright rock in front of you, you can smile that you know what’s going on, you can pick it up and add it to your collection, or you can pick it up and move it further on its trail for someone else to discover. I end with this quote from the “Kindness Rocks Project” Facebook group. It best describes the feeling of those that participate in rock painting. “Each morning I walk on the beach and fill my pockets with kindness rocks to drop along the way...it makes me happy. But when I come accross rocks created by other’s I feel true joy and connection with someone whom I have never met...it’s truly magical! #bekindtooneanother #thekindnessrocksproject.”

Lessons from the California Legends
We park and recreation professionals are passionate about making life better for residents of our communities, and it is understandable that we are preoccupied with the here and now. But it is important to remember that today’s successes are built on a foundation provided by those who came before us.

he American Academy for Park and Recreation Administration (AAPRA) recognizes the importance of our professional heritage, and it has recorded the thoughts and deeds of more than 100 Legends in the field in videotaped interviews to help guide present and future park and recreation professionals in doing an even better job of serving our constituencies. Among those Legends are 16 Californians and in this article we highlight the thoughts and deeds of four of them: David Gray, a highly regarded educator; Jane H. Adams, a highly regarded executive, Chris Jarvi, a highly regarded administrator, and Pete Dangermond, a highly regarded land manager.
David Gray – Equity and Values
David Gray was known for his introspective character and the quality of his thinking. Born early in the 20th century, he witnessed the rapid expansion and growth of America, especially its cities. His formative years in southern California were influenced by the Depression and World War II, and he eventually settled into an academic life at California State University, Long Beach, where he established the Department of Recreation and Leisure Studies and then rose through the ranks to become the University’s Vice President for Administration. All the while, Dr. Gray thought and wrote about the issues confronting the park and recreation profession as well as the profession’s role in solving social and environmental problems. He believed our profession could serve an important social service function as our recreation departments are intertwined with the fabric of community life. During the troubled 1960s, he promoted parks and recreation as a tool for reducing social tensions, compensating for daily life struggles, and bringing community members together. He championed equity and fairness in the delivery of leisure services, and he emphasized our particular obligaCALIFORNIA PARKS & RECREATION • FALL 2016

tion to serve the disadvantaged. “We should be proud … of the service we offer,” he proclaimed. “We should be more aggressive about promoting it. We should be more articulate about its value, and we should be more sensitive in the way we apply it. We should commit ourselves, I think, to social relevance.”
Jane H. Adams – Networking and Collaboration
Jane H. Adams, the former Executive Director of the California Park & Recreation Society (CPRS), developed the profession’s first statewide strategic plan, Creating Community in the 21st Century, and was instrumental in the plan’s implementation. Adams’ love of parks and recreation began in her childhood on the playgrounds of Southern Illinois. After graduating from South Illinois University, she traveled overseas to work in the U.S. Army’s Morale, Welfare, and Recreation program. She returned to the United States, working in Missouri and Wisconsin before finally landing in California. Her love of travel and meeting new people served her well in her work in California. As the Executive Director of CPRS, Adams came to realize the importance of networking and collaboration to get the job done. Networking, she explained, is a path to learning from others, exposure to new ideas, broadening one’s perspective, and meeting future collaborators. “Because of my network of individuals all around the country… I have been given the opportunity to see recreation and parks from a much broader perspective than I would have if I had just stayed in (one) city. I think having that network and having those wider perspectives has allowed me to really get … a deeper understanding of what parks and recreation can bring to an individual, to a family, and to a community.”
Chris Jarvi – Passion
Chris Jarvi, former Director of Anaheim’s Department of Community Services, expressed his passion for parks and recreation thusly: “Do what you love and the rest will come easily. Start with who you are and be true to yourself.” Jarvi grew up in southern California, and attended Cal Poly Pomona planning to study business. But after realizing that what really mattered to him in life were people, the outdoors, public service, and integrity, he studied Horticulture and Park Administration, and then earned a Master’s degree in Environmental Horticulture from the University of California, Davis.
FALL 2016 • CALIFORNIA PARKS & RECREATION
u Legends Throughout his career, Jar vi shared his passion for the field with others. He perfected communitybuilding and collaboration skills, both of which he believed reflected park and recreation’s unique contribution to society. “We’re not a service,” he insisted. “What we are about is building the social fabric of the community. It’s about social infrastructure, it’s about the degree to which people work together for the common good. You can do magical things just by pulling people together.” Jarvi “walked the talk,” as he liked to say. In 22 years as Anaheim’s Director of Community Services, he improved services at 43 parks, six libraries, three swimming pools, two golf courses, two senior citizen centers, as well as planting 74,000 street trees. “If you like people, you like collaboration, and you like innovation,” he said, “get into parks and recreation.” Jarvi believed that serving and helping people, fortified by a public service ethic, was one of the finest callings an individual could have.
Pete Dangermond – Vision
Exceptional leaders have a vision for the future of their profession. Legend Pete Dangermond, former Director of California’s State Parks, expressed the importance of vision this way: “What does your community stand for? How do you affix that community’s signature to a park and provide greater service and more programming in a way that makes the community a better place? ... No matter what challenges get in your way, keep going after it. If you keep moving, doors will open. If it’s a worthwhile thing, one way or another, you’re going to get it done.” Dangermond began his career in southern California as a planner for San Bernardino County. Then, in 1965, he was transferred to the regional park department, where he served as Deputy in charge of acquisition and planning. In 1969, he was promoted to Director of Riverside County’s Park and Recreation Department.

The City of Oceanside’s Parks and Recreation Director, Eileen Lohner-Turk received the 2016 Helen I. Pontius National Award of Merit in Chicago from the National Board of Women in Leisure Services, Chi Kappa Rho, Inc. The Helen I. Pontius National Award of Merit has been presented to an extraordinary Chi Kappa Rho member since 1966. The Helen I. Pontius (HIP) Awards Committee, comprised of former HIP award recipients, recognizes Eileen as a member who has made significant contributions to the organization; has created a foundation for members to share ideas, broaden their interests, and sharpen their professional skills; and has demonstrated a high standard of involvement and achievement in her community. “I am blessed to do what I love for a career and I am humbled to be recognized.” said Eileen before leaving for Chicago 52
to accept the award. The HIP award is the single most prestigious recognition awarded by the organization. On an annual basis, chapters can nominate one member for the award. The Delta Chapter nominated Eileen for her successive leadership within the organization, the mentorship and friendship she has provided to colleagues in the recreation field, and for her volunteer service and love for the greater community of Oceanside, California. Eileen is currently the Parks and Recreation Division Manager for the City of Oceanside. Some would argue that her career in the field began at birth. Her father, Paul Lohner, was a 30-year parks and recreation professional. Eileen seamlessly followed in her dad’s footsteps. His love and passion for work was infectious and no desk job would satisfy Eileen’s

Trust for Public Land. Each park, playground, or public space The Trust for Public land creates is an open invitation for everyone to explore, wonder, discover, and play. That’s why partnering with PlayCore has been such a perfect fit for both organizations. PlayCore is a leader in developing programs and education resources, and strives to enrich communities by advancing play through research, education, and partnerships. Under Mr. Farnsworth’s guidance, PlayCore has grown to become not only the largest provider of play and recreation equipment in the US, but a trusted partner for communities to find up-to-date research on play best practices, sourced through PlayCore’s extensive network of universities, scholars, and experts. “PlayCore is committed to helping communities infuse play and recreation opportunities into the lives of people,” said Mr. Farnsworth. “Play is key to life, at all stages of life, and we help communities build meaningful play experiences through the combination of scholarly research, best practice programming, and innovative recreation products.” While both The Trust for Public Land and PlayCore have a large, nationwide presence, each group has a clear passion for creating parks and fostering access to places to play throughout Chattanooga. The County of Los Angeles Department of Parks and Recreation – East Agency focuses on enhancing the physical, emotional, social and mental well-being of all its youth sports participants. So, regardless of which sport children are involved in – and there are plenty to choose from – they’re assured of having a positive and well-rounded experience. It’s one of the many reasons that the department is a recipient of the prestigious Excellence in Youth Sports Award this year. The Excellence Awards, created by Athletic Business and the National Alliance for Youth Sports, recognize programs for conducting diverse activities that focus on providing safe and positive experiences for all participants. “The East Agency has a commitment to the community to ensure that the facilities and programs we provide enrich people’s lives,” says Anthony Montanez, regional recreational director. “The program
structure differs from facility to facility, but the vision and goals of each facility are the same.” Along with providing opportunities to play traditional team sports like baseball, softball, basketball, soccer and volleyball, children can also pick from an interesting menu of sports that aren’t available in many communities, such as water polo, synchronized swimming, diving, tennis and martial arts. “We are literally changing and shaping young lives through sports,” says Montanez. “We offer many sports in various disciplines and we can assure that children’s futures will be brighter because they have been exposed to sports mainly through us.” The East Agency staff goes to great lengths to ensure that children are exposed to new opportunities that they will remember for a lifetime. A perfect example is its new girls lacrosse program. Kids who showed an interest in trying the sport got to participate in special lacrosse clinics conducted by experienced players, and they attended several games at the University of Southern California to get a first-hand glimpse of how the sport is played. Gradually, the players gained skills and confidence and were soon playing against teams from other parks. It’s just one of many success stories from a dedicated department that operates its programs under the National Alliance for Youth Sports’ philosophy of “Better Sports for Kids/ Better Kids for Life!”

“By participating in youth sports, kids will have the opportunity to develop their physical, emotional, social and educational well-being,” says Montanez. “And adult volunteers relish the opportunity to spend quality time with their kids. Many coaches have built stronger family ties because of coaching.” The County of Los Angeles Department of Parks and Recreation – East Agency received the Excellence in Youth Sports Award on Nov. 18 in Orlando, Fla., during the annual Youth Sports Congress that is held in conjunction with the Athletic Business Show.

President’s Message, continued from page 6 I was so impressed by the attendance; there was not an empty seat in house. Many agencies brought their teams, co-workers and invited guests who were not yet members of CPRS. As I started to talk about the connections and benefits of CPRS, I took the opportunity to engage those in the audience who were not members of CPRS. I personally, offered a CPRS membership to Glyn Owens, Pool Manager with the City of El Monte. Welcome Glyn to CPRS! And hats off to CPRS Region 4 for an outstanding and standing room only mini conference! I had the opportunity to spend a couple of days at the CPRS Maintenance Management School in Lake Arrowhead. If you are unfamiliar with this school, I would highly recommend looking into it or talk to someone who has attended. The time and effort put into the curriculum of this school by the CPRS 2016 Board of Regents (Kyla Brown, Chair; Derek Neumann, Chair Elect; Brian Beach, 1st Year Lead; Sue Stoffel, 1st Year; Cassidy Skelton, 1st Year; Tammy Rominger, 1st Year; Craig Bronzan, 2nd Year Lead; Dennis Churchill, 2nd Year; Tara Gee (Regent Emeritus), Grad Forum Lead; Patrick Vaughn, Grad Forum; and Leslie Fritz, CPRP, CPRS Director of Education) is outstanding!
The keynote speaker was Henry Perezalonso, CPRE, Recreation, Arts & Community Services Manager and CPRS Vice President. Henr y has completed his 2nd Year of Maintenance Management School and delivered an amazing keynote on “Steps for Building Trust: Give Trust, Communicate, Show Up.” I learned that leaders who build trust operate with three basic principles: they give trust first, they effectively communicate, and they authentically show up. Lead, Inspire, Encourage and Innovate… that is what park and recreation professionals do and go above and beyond! I have learned the language of the park and recreation profession through CPRS. My involvement with CPRS has provided and continues to provide me with education, networking, and resources. Keep in mind; you to will have an upcoming opportunity for training and development with the 2017 CPRS Conference and Expo - February 28 – March 3, with more than 100 education sessions with creative ideas and new tools.
