CPRS Outlook for 2017 and beyond by James Wheeler • CPRS President

he strength of our Society is founded in the commitment of our members and our staff. For the past 30 years, I have tried to be a good member by offering to help the society whenever and however possible. I believe that it is important in life to give back to those things that help make us who we are. Without CPRS I would not have the network, knowledge and perspective I have on the profession and the essential work we do. I am truly grateful for the opportunity the membership has entrusted me with and it is a great honor to lead CPRS. I am humbled by the trust and support I have received from my peers. As I lead our organization into the next year I would like to share with you the elements of the work plan adopted at our most recent Board of Directors meeting. As a Society, we will work to support and strengthen our legislative committee so they can be effective in making sure we are heard by our elected officials. We will also work hard to make sure that our members have the knowledge and support they need to be great advocates for our profession and the communities we serve. The best way to achieve this will be to make sure that our Political Action Committee has the funds it needs to be effective in its lobbying efforts in Sacramento. This is not a short-term goal, for long-term effectiveness of these efforts we must also continue to work on the development of future leaders within the field of parks and recreation.

For the past two years, we have been working with our members and the professionals at MIG to develop an updated version of the Creating Community VIP Plan that was developed by Jane H. Adams, Karen McNamara and many other dedicated staff and members in 1999. This “VIP 2.0” has been designated the California Action Plan. We have been busy engaging CPRS leaders, members and others in developing this tool kit that will help make park and recreation professionals more effective in years to come. Along with this project we will be focusing on the young professionals within our society. It is time to recognize that the next generation of our profession is already at the table and that there is much we can learn from these amazing individuals. Because we want to focus on the young professional, it will be essential to continue the work we have begun with educators at universities and colleges across the state. If we truly want to engage the young professional, then we must make our students understand the benefit of belonging to CPRS and make sure they know that being involved will help their career and our profession. Finally, we will be focusing on making life better in our communities. Please be on the lookout for our call to action to get involved in our Inspiration Task Group. This presidential task group will be responsible for inspiring our members and our profession to further define and develop our role continued on page 78

Parks & Recreation: A Perfect Combination on Display Throughout Conference Events

e take this moment to reflect back on the many fun and exciting moments that happened at the CPRS Conference & Expo and say thank you to the many volunteers, sponsors and speakers that help create such an amazing conference. Nearly 100 educational sessions were flanked by an opening session featuring Chris Bashinelli and a closing session with four department administrators moderated like a town hall by Jessica Pettitt at the 69th Annual CPRS Conference & Expo. The education

program offered top-notch sessions for all attendees. The Expo Hall offered over 200 exhibitors who shared tips and the latest trends in the park and recreation profession. Conference attendees also had ample time during lunches and between sessions to meet and network with their peers. The conference concluded with an Awards Reception & Banquet where park and recreation agencies and professionals were recognized for their achievements in 2016.

he California Park & Recreation Society’s annual awards program recognizes the outstanding achievements by agencies in the areas of creating community through programming, park planning, facility design and marketing & communications. This year’s award winners were selected as having best exemplified the CREAM principles of Challenge, Resourcefulness, Execution, Accomplishments and Mission representing our finest professional achievements from this past year. Our Creating Community Award of Excellence recognizes outstanding initiatives by agencies that embrace the core values and mission of the profession and move their agency towards a stronger position or role in the community. Each program has been offered for a minimum of three years. The recipients of the 2016 Creating Community awards are:

Aging Well City of West Sacramento Park & Recreation Department for Generation Bridge: An Intergenerational Volunteer Program

volunteers teach classes based on their hobbies and interests). This creative program is driven by their volunteer base and programs are delivered solely by volunteers in their afterschool, early learning and summer programs. Benefits include social interaction for their Active Aging community and connection and expanded learning services for the community’s youth.

Arts and Culture Services City of Riverside Park & Recreation Department for Riverside Arts Academy

The City of Riverside recognized a need of visual and performing arts programs and opened the doors to the Riverside School of the Arts, which would later be renamed to the Riverside Arts Academy. The mission of the Academy is to provide instruction in a broad-based curriculum that focuses on improving the quality of life through dance, music, and visual arts, at a low-cost. The program teaches discipline, improves self-esteem, inspires

creativity, and helps young people reach goals. This innovative program offers performing and visual art classes for youth at four different community centers located in areas with underserved youth.

Community Health and Wellness City of Fontana Community Services Department for Let’s Move on the Trail

The City of Fontana’s Let’s Move on the Trail is free multi-departmental event that aims to educate and empower the community to make the city the ideal place to live, work and play. This year’s event provided information and resources that allowed residents to evaluate health beyond better nutrition and physical activity. The Let’s Move on the Trail event taught residents how other factors such as public safety, built environment, community design and recreational activities can have a positive and long lasting impact on their overall health.

The City of West Sacramento’s Generation Bridge Program is an intergenerational volunteer program in which seniors ages 50-and-over volunteer with the Youth of the Community offering a variety of programs including Health and Nutrition classes as well as Wisdom Workshops (in which the

CPRS Conference & Expo Environmental Stewardship Sonoma County Regional Parks for Acorns to Oaks Elementary Field Trip Program

Acorns to Oaks is a school field trip program by Sonoma County Regional Parks which engages students with the culture of local Native communities. During a hike led by interns, students explore Miwok kotchas and learn ethnobotany. Hands-on activities include bead-making, basket-weaving, and acorn-grinding. Students learn about stewardship, natural/cultural resources, and healthy recreational choices. Activities exceed the California State Standards. Field trips provide the opportunity for learning in context, showcasing the value of parks. By experiencing healthy recreation and learning to protect natural resources, students will become life-long park users and advocates. An estimated 3,000 students will attend in 2016-2017.

Neighborhood/Community Building City of Long Beach Parks, Recreation & Marine for Be S.A.F.E. Program (Summer Activities in a Friendly Environment)

The Long Beach Parks, Recreation and Marine Be S.A.F.E. (Summer Activities in a Friendly Environment)

program is reducing crime in neighborhoods by extending supervision hours at designated parks during the evening in the summer and employing neighborhood youth. BE SAFE offers recreation programs including arts and crafts, outdoor games, sports, science activities, dance programs, classes in fitness, cooking, gardening and flower arranging; and computer labs that appeal to youth and families. By keeping selected parks activated in the evening hours, families have positive and safe activities to enjoy together and social connections in the neighborhood grow stronger.

Park and Facility Maintenence City of South Pasadena for South Pasadena is First in Nation to be Certified a AGZA Green Zone City

The City of South Pasadena celebrates the City’s certification as an “AGZA Green Zone® City.” Certified by the American Green Zone Alliance, the City is the first in the nation to convert all of its park and median maintenance to 100% zero emissions and gas-free equipment. Residents and visitors will reap the benefits of not having to breathe all of the pollutants spewing from gas-powered lawn equipment. Only battery-electric lawn equipment and hand tools are used for maintenance of municipal parks and parkways.

Serving the Underserved East Bay Regional Park District for Community Outdoor Outreach Program (CO-OP)

The Community Outreach Outdoor Program (CO-OP), a collaboration between the East Bay Regional Park District and local non-profits, and supported by the Regional Parks Foundation, breaks down barriers to outdoor recreation by engaging, educating, equipping, and empowering community partners to lead their own camping and day trips to their Regional Parks. Over the course of the 3-year partnership, they work closely with community leaders to train, co-plan, co-lead, and gradually shift leadership to them. Through this innovative program, they’ve been able to help their partners build their camping and planning skills and confidence, and now they plan and lead their own trips, borrowing camping gear.

Youth Development San Francisco Recreation & Park Department for Mayor’s Teen Outdoor Experience

The Mayor’s Teen Outdoor Experience allows youth from within the probation system the opportunity to attend a four-day outdoor trip to the City’s Camp Mather located adjacent to beautiful Yosemite. Six city departments including: recreation, probation and police and many communitybased organizations come together to provide life education, outdoor experiences and ultimately jobs to the over 200 youth that have graduated from the program over the past 6 years. Hiking, paddling, riding, high ropes, mountain bikes, archery and a trip to Hetch Hetchy Reservoir, to see where their city water comes from, all highlight this great outdoor adventure.

Neighborhood, Class 1 David Evans and Associates for Memory Lane Park in the City of Santa Ana

Memory Lane Park is approximately a half-acre site located next to the Santa Ana River Bike Trail designed with native landscaping and river rock bio-swale basin to mimic the river. The park was designed to provide recreational opportunities to the area residents, general public, and bike and equestrian riders along the Santa Ana River. It includes a bike/equestrian rest stop with hitching posts and watering units for the horses, bike racks and fixit equipment for the bicyclists, picnic tables, benches, and trash receptacles. Also included is a shade structure, play equipment, exercise equipment, passive area, and decomposed granite walkways.

RHAA Landscape Architecture + Planning for Mission Bay Kids’ Park in the City of San Francisco

Centered in a new redevelopment area of San Francisco, Mission Bay Kids’ Park responds to the lack of playground space for approximately 800 children in a dense residential neighborhood. The core of the playground is a nature exploration zone with opportunities to discover, climb, roll down a hill, and follow a rock stream. Whimsical willow huts, willow arches and walls create a fanciful center maze. The programmed equipment and unprogrammed pieces allow self-directive play and recreation that facilitates social connections and lifelong learning.

Community, Class 1 Cunningham Engineering Corporation for Dunnell Nature Park and Education Center in the City of Fairfield

Dunnell Park is a milestone for our region. What was once an overgrown and inaccessible parcel, is now an active, sought-out destination for families, senior citizens, at-risk youth, nature lovers, hikers, gardeners, neighbors, and event attendees to experience nature. Solano County residents and visitors alike now have a convenient place to access nature, freely explore riparian habitats, as well as learn valuable conservation techniques which can be implemented in daily life. The community and local agencies played an active role in shepherding Dunnell’s design, which resulted in a space that truly embodies the goals of the Parks Make Life Better!® campaign.

Community, Class 2 City of San Mateo Parks & Recreation for Beresford Play Area Renovation

After eight years of planning, extensive community engagement design, and installation, Beresford Park in San Mateo opened to the public on July 23, 2016. Unique, one-of-a-kind architectural elements that make this play area so special are the three wooden towers that rise to varying heights within the playground. The towers evoke a rustic,

indigenous village and set the cultural theme for the play area. Boulders, seat walls, and the gently sloping landscape help the play environment sit naturally on the site. The one-of-a-kind play structures are surrounded by boulders and native landscaping to create a beautiful play environment.

Community, Class 3 David Volz Design Landscape Architects for Stanton Central Park in the City of Stanton

Stanton Central Park is Stanton’s largest recreational open space encompassing 11.5 acres, especially impressive in a municipality of only 3.2 square miles. This community park includes walking trails, a splash pad, a bandstand, ball fields, a skate park, a butterfly garden, picnic areas, playgrounds and a community center building. Numerous public design workshops garnered valuable community engagement for this “people’s park”- with over 2,000 citizens celebrated at the park’s opening day ceremony.

City of Temecula Community Services Department for Eagle Soar Inclusive and Accessible Playground and Splash Pad

The City of Temecula embarked on a special project to design a playground and splash pad to meet the unique physical, sensory and mental needs of children and families with special needs. Temecula leaders envisioned a park that would give the community an outdoor play space that would unite children of all abilities while building a common ground and allow children to play at the highest level of their ability. The playground and splash pad were built to provide a safe, integrative, and inclusive environment where children with and without disabilities can play together with ease, access, and usability.

Excellence in Design

Our Excellence in Design Awards acknowledge both facility design and park planning. The Facility Design category recognizes excellence in design of completed aquatic, recreation and/or cultural facilities intended for public use. The 18

project may be either new construction or a rehabilitation project that demonstrates high standards of planning, design, community involvement, operation and maintenance, quality of aesthetics, usability, accessibility and versatility. This award further recognizes design and construction or significant rehabilitation of buildings, structures and facilities used primarily to support park and recreation purposes. The recipients of the 2016 Facility Design awards are:

Aquatic Facility, Class 2 Truckee-Donner Recreation & Park District for Truckee Community Pool

The Truckee Community Pool is a 26,500 square foot indoor facility with two pools. An indoor ten lane 25-yard pool with diving board, basketball hoop and climbing rope. The pool is deep enough for water polo and has an electronic timing system for competitions. The warm water pool starts out at 2” deep with a maximum depth of 4’6”. It also includes splash features, current channel, two slides, basketball and volleyball, two 20-yard for lap swimming lanes. There are five roll-up doors that open to outdoor patios. Also included is a ool also includes party room, concession stand, life guard and first aid room and coordinator offices.

Community Center/Mixed Use, Class 1 City of Anaheim Community Services for Miraloma Park and Community Center

The City of Anaheim used multiple grant funding sources to build the Silver LEED-certified Miraloma Park

and Community Center in a high-poverty, high-density neighborhood that was completely lacking in recreation space. The project was designed with extensive input from the community. The result is a flexible-use space that meets the multiple recreation, exercise, social service, and education needs of a previously isolated neighborhood. Marketing Campaign, Class 2 City of Carlsbad Parks & Recreation Department for Alga Norte Community Park Marketing Campaign

The innovative campaign for Alga Norte successfully raised public awareness of the park benefits and the programs and events being offered, and created a new perception about parks and recreation and conservation. The

plan was implemented in three phases: construction, grand opening and ongoing operations. By promoting key milestones and project updates, the community learned about the new park and a buzz was created. Updates were provided to the public through social media channels, the city website, eblasts and banners/signage on site. The Alga Norte Community Park Marketing Program led to successful construction, grand opening and park operations.

This past July, the City of Sunnyvale embarked on a month-long marketing campaign to celebrate Parks and Recreation Month. Staff were looking for a fun, creative way to engage the community and showcase Sunnyvale’s award winning parks, recreation programs, health and wellness classes, and a variety of library and social services. As a result of the marketing campaign, the City of Sunnyvale saw an increase in participation and services as well as a significantly advanced awareness of its parks and recreation programs that were explicitly featured in the campaign.

Marketing Campaign, Class 4 Sacramento County Regional Parks for #LifeLooksGoodOnYou

After 11 swimmers drowned in the American and Sacramento Rivers while playing or swimming in the water in 2015, Sacramento County knew it was time to focus on recreationrelated drownings for the upcoming 2016 swimming season. The County implemented the “Life Looks Good on You” river safety campaign from MayOctober 2016 to encourage adults to wear life jackets and educate them about river safety. They also reiterated our “Kids Don’t Float” life-vest campaign. Thanks to a remarkably effective campaign and extensive outreach, there were ZERO recreation-related drownings in the rivers this summer.

Orinda Parks and Recreation published an unprecedented stand-alone Summer Camps Guide which marketed the restructuring of Orinda Summer Camps in 2016. The theme of this Summer Camps Guide is “Choose Your Own Adventure.” This twentythree page, full color guide introduces camps in a weekly matrix format which allows parents to plan their children’s summer camps at a glance. Information is presented in an easy-to-follow layout that does not overwhelm the viewer with text. Orinda’s introduction of the Summer Camps Guide was essential to the success of summer camps resulting in a 142% increase in gross revenue from 2015 to 2016.

A rigorous photography and video schedule, and an eye for candid details, yielded social media “stories” that boosted awareness and engagement among CARD patrons.

Bidwell Park is one of the largest municipal parks in California, and it’s aptly nicknamed the “Jewel of Chico.” The Chico Creek Nature Center is the information center for Bidwell Park, but it offers so much more—summer camps, homeschool courses, an animal museum and more. This rich resource, though, flies under the radar. Chico Area Recreation and Park District (CARD), who manages the Nature Center, crafted a 60-second video whose treetop drone views, charming interviews and cheerful children invite locals to make a visit. 22

Since it went viral, San Elijo Lagoon and Ecological Reserve has experienced a surge in volunteers, donations and recreational trail users – not to mention a substantial decrease in crime and 911 calls. Public interest and responsibility has soared. Neighbor relations have improved, and the trail has morphed from a crime-ridden eyesore to a symbol of community and neighborhood pride.

The website for the Los Angeles County Comprehensive Parks and Recreation Needs Assessment (PRNA), www.lacountyparkneeds.org, provided a clearinghouse for meeting information, data sharing and transparency about the PRNA process. Its easilynavigated pages presented information in multiple languages and a variety of formats for users of all technical abilities, allowing residents from across the

CPRS Conference & Expo County to learn about and participate in the PRNA. The site is now maintained as a valuable resource for all County residents.

The City of San Ramon is proud to recognize Dall Barley as our Champion of the Community. Dall is a longtime volunteer for the education program at Forest Home Farms Historic Park and the San Ramon Historic Foundation. Due to City budget reductions, Dall rose to the challenge and spearheaded the Foundation’s effort to run the site’s most popular event, turning it into a fundraising opportunity which generates thousands of dollars for Forest Home Farms. Dall is an outstanding volunteer and ambassador for Forest Home Farms. His creative problem-solving and philanthropic nature makes him a true Champion of the Community.

Champions of the Community

It is our honor to recognize this year’s Champions of the Community award recipients. This statewide award recognizes individuals or organizations who have contributed significant effort to influence and improve the quality of their community through parks and recreation. Additionally, the Champion of the Community award recognizes the contributions of those who volunteer and provide support and services in their community that furthers the mission and quality delivery of park and recreation services, programs and facilities in their community. Travie Westlund

Travie’s volunteer service with the City of Davis stems primarily from his time serving on the Recreation and Park Commission for the past six years. Travie first joined the Commission in October 2010 and is currently serving as Vice Chair of the Commission. One key area that Travie has demonstrated his ongoing advocacy for the Department is in co-leadership of the “Yes on Measure D” campaign which promoted the renewal of an ongoing parks maintenance tax in June 2012. This annual Park Maintenance Tax generates approximately $1.3 million to offset ongoing maintenance operations for aquatic facilities, parks and urban forestry programs. If the measure had failed significant reductions in services and facilities would have greatly impacted the residents. Emily Griswold

Emily first joined the City of Davis Recreation & Park Commission in October 2014 and is continuing to serve her term through June 2019. She is an ISA certified arborist, a distinguished author and presenter, and has numerous publications dating from 2006 to the present. She has presented 24

numerous project proposals to the Civic Arts and Open Space & Habitat Commissions, and serves as the Project Coordinator and Chair of the Steering Committee for the Davis’ Central Park Gardens. Her diverse experience with the City and the University of California, Davis has provided her with a unique ability to provide sustainable strategies for new park and greenbelt areas, keen insights and analysis for environmental impact reviews, and for long term planning. Joan Kindle

Joan Kindle, and her late husband, Alan Kindle are true community champions for the City of Carlsbad. They founded the Friends of Carrillo Ranch, Inc., and began raising thousands of dollars to provide every Carlsbad fourth grade student the opportunity to participate in the California History & Art education program completely free of charge. At the age of 86, Joan serves faithfully as historian on the Friends of Carrillo Ranch, Inc. Board of Directors. Without Joan’s tireless advocacy, passion, and countless contributions during the past 31 years, the Ranch wouldn’t be what it is today, a thriving passive park and a historical and educational resource.

Jack Williams

Jack Williams formed the Hampton Village Landscape Committee, a group of fourteen engaged community members charged with the task of re-engaging their neighbors’ interest in restoring and sustaining their community assets. The Hampton Village community in the Cosumnes Community Services District reconnected after years of division and worked together to reach a common goal. Facilitating these connections was not easy and required nearly 1,000 hours from the volunteer committee. Jack understands the value that parks and recreation bring to our lives, our homes and our neighborhoods. Jack Williams is a true champion of our community.

Community volunteerism has played a large role in the life of Betty Peabody. Volunteering almost daily for the City of San Diego in Balboa Park for more than four decades, she is a founder of Friends of Balboa Park, a nonprofit organization, whose mission is to preserve Balboa Park’s legacy for future generations through park-wide programs and projects that connect the community to the Park. Working closely with the City of San Diego’s Park and Recreation Department and funded by private donations, the organization has invested nearly $10 million dollars in Balboa Park since its founding in 1999.

Hangtown’s Gold Bug Park and Mine Committee

Placerville’s Gold Bug Park and Mine is unique among most city parks. It is a site of historic significance. The park’s ongoing improvements and immediate maintenance requirements often exceed the financial and time constraints of normal city operations. Hangtown’s Gold Bug Park Development Committee is a non-profit group that, for more than 35 years, has partnered with the city to make improvements and provide steady growth at Gold Bug Park. Without this Committee’s vision, participation and fundraising abilities, Gold Bug Park would never have been developed into the amazing historic destination it is today!

John Degenfelder

The County of San Diego Parks and Recreation Department is proud to recognize John Degenfelder as Champion of the Community to celebrate his efforts to make sure Parks Make Life Better!® for the citizens of San Diego County. Mr. Degenfelder has served the community for 30 years as a volunteer and a community group leader that includes everything from volunteer trail patrol to group leadership to establish trails and open space in the County of San Diego. Mr. Degenfelder has received many awards including the Lifetime Achievement Award from the California Trails and Greenway Foundation.

Colette Lee

The Riverside Arts Academy was in danger of its funding being eliminated from the Riverside budget. Collette Lee stepped in to ensure awareness was being spread about the program and getting the recognition it deserved. Collette rallied the Community Board and ensured City officials understood the importance of visual and performing art classes at a young age and the endless amount of benefits that children receive. With the amount of support, integrity and passion that she has shown, we can truly say the Riverside Arts Academy is in a much better place because of Collette Lee.

Outstanding Research

The Outstanding Research Award honors and recognizes individuals who have contributed significantly to CPRS and the profession by engaging in all aspects of applied research. The nominee must demonstrate a record of dissemination of research over a period of at least five years that reaches professionals in the field via publications, technical reports, and/ or presentations at the district, state, or national levels. This statewide award recognizes the research contributions of those who advance the profession and who strengthen and support CPRS as a professional organization. Dr. Keith Fulthorp, CSU Long Beach

Dr. Keith Fulthorp has demonstrated a sustained effort in developing and completing applied research projects that directly benefits the municipal parks and recreation profession, and more specifically the members of CPRS. He has served as both a reviewer for the CPRS Leisure Research Symposium (LRS), and as coordinator of the LRS expanding its focus to include more applied research topics. In addition to presenting research sessions at the LRS, he has presented evidencebased sessions at CPRS for the past 12 years, providing our members with practical skills that can be immediately implemented upon returning to work. Dr. Emilyn Sheffield, CSU Chico

For nearly three decades, Dr. Emilyn Sheffield has contributed applied research that has furthered the park and recreation profession in California. Her work has, in particular, had an impact on the management of public lands for agencies including the National Park Service, California State Parks, the Bureau of Land Management, Save the Redwoods, and the U.S. Forest Service. She is a leading expert in California and the Western United States for research projects that entail community outreach, scenic byways, visitor services, historic trails, and recreation research strategy. She has literally set the standard for universityagency research partnerships. 25

CPRS Honors Assemblyman Eduardo Garcia as Legislator of the Year Assemblyman Eduardo Garcia was elected to the Assembly in 2014 and, as a former Mayor of Coachella, witnessed first-hand the transformative effects parks had on his community. Since his brief tenure in the Legislature, Mr. Garcia has been an unwavering champion of CPRS, introducing and working closely with our advocate on last year’s AB 2444, a $3.5 billion park bond that nearly made it to the Governor’s desk. Mr. Garcia viewed this modest set back as an opportunity, now as Chair of the Assembly Water, Parks & Wildlife Committee, he has reintroduced a bond measure in AB 18. Aside from his passion for parks, Mr. Garcia is viewed as a true rising star in his caucus having authored one of the two most significant climate bills on record last year. He has an active interest in enhancing the condition of the Salton Sea and is also working on legislation to create an Office of Outdoor Recreation.

Mackay Park, City of Cypress, California At Last, the City of Cypress is developing a new State of the Art neighborhood park for the first time in 20+ years.....

Mackay Park will be developed on a 2.9-acre portion of the former Mackay Elementary School property. The remaining portion of the school site has been redeveloped and features a new residential community. The park design was derived through community meetings conducted by HAI with area residents, and meeting with City staff, Park Commission and City Council. The new park will feature both active and passive recreation, user-friendly activities and utilize sustainable materials and technology. All products and materials will be recyclable, irrigation system will be State of the Art conforming to the Landscape Ordinance (AB1881), native plantings in all non activity areas, lawn areas to be less than 30% of the project area for water conservation, solar lighting for the walkways and park lighting to reduce power consumption, stabilized DG walking paths and exercise station to promote heart healthy actives, universally accessible children play areas, half court basketball for active recreation, small restroom building, group and individual picnic facilities to promote family activities, public art area, small parking lot, and a aesthetically pleasing streambed (bio filtration system) that will capture all storm water run-off allowing water infiltration in to the subterranean surface of the park. Park construction will begin in January 2017 and completion is expected in the summer of 2017

strategies on all its municipal properties. Turning to electric powered machines and tools has been a long ardous task, but the results have been worth every bit of effort.

he City of South Pasadena is the first AGZA Green Zone® City in the United States. The American Green Zone Alliance (AGZA) officially certified the city’s municipal-wide transition to green groundskeeping operations at a public ceremony on September 9, 2016, in the city’s beautiful Arroyo Park. AGZA Green Zone City certification ensures that grounds maintenance on all municipal properties — mowing, hedging, edging, trimming, sawing and blowing — are serviced exclusively with lownoise zero-emission battery-electric machinery and manual hand tools. The results are astounding. The city’s 13 properties and medians span 41 acres, with 20 acres of mowing, 15 acres of blowing hardscapes, an acre of hedge surface trimming, and over seven miles of edging. The transition from antiquated gas to cutting-edge electric instantly eliminated all of the hazardous emissions created by internal combustion engines: Carbon Dioxide (CO2), Carbon Monoxide

(CO), Nitrogen Oxides (NOx), Volatile Organic Compounds (VOCs) and Particulate Matter (PM 10 and PM 2.5). AGZA has calculated that South Pasadena’s new electric equipment is preventing the creation of 31 tons of airborne pollutants into the local community every year. In recognition of their groundbreaking sustainability efforts, South Pasadena has been awarded the 2016 CPRS Creating Community Award of Excellence for Park and Facility Maintenance Management.

In The Beginning

The first time is always the hardest, and being the first municipality to transition its entire grounds maintenance operations from gas to electric required strong leaders, proactive partners and deep commitment. This achievement caps more than three years of collaboration between AGZA, the city, and the grounds maintenance service provider Landcare (formerly TruGreen Landcare). This endeavor

also benefited from key alignment at City Council, and support from the SCAQMD (South Coast Air Quality Management District). Among the most important allies within the City were Mayor Michael Cacciotti, City Manager Sergio Gonzales, Public Works Director Paul Toor, P.E., and Community Services Director Sheila Pautsch. Sheila inherited the project mid-development, became a true believer, and championed the initiative across the finish line for the city. South Pasadena’s AGZA Green Zone initiative got its start in a series of equipment demonstrations by AGZA and their partner, The Greenstation, a Los Angeles based electric equipment dealer. AGZA introduced the city, the SCAQMD and Landcare’s branch manager, Joe Espinoza, to the latest cordless electric equipment from Mean Green Machines and Stihl, showcasing the technology, features, and performance, as well as the potential health and environmental benefits. The cutting-edge electric tools and the

promise of quieter, zero-emission land care were compelling, but of course the city and Landcare needed proof. So with SCAQMD’s support, AGZA and The Greenstation pulled together a commercial-grade electric fleet for a trial at Garfield Park. Over the course of six months, AGZA and Landcare compared gas powered equipment against comparable batter-powered equipment. AGZA closely monitored the crew’s operations — from charging and battery management, to on-the-ground tool efficiencies and run times — and the results were inspiring. Some elec-

tric hand tools, like hedgers, show virtually zero change in work production rates from gas. Others, like string trimmers and push mowers revealed a 5% - 15% reduction in performance and require slight adjustments to operational planning. With AGZA’s training, Espinoza’s crew reported that work production rates for the large electric riding mower rose to as high as 98% of their historical gas operations. On the other hand, workers who were not properly trained could have issues with charging procedures, trouble shooting and operation. AGZA helped navigate these details to allow for a streamlined and effective electric crew.

The First AGZA Green Zone

Satisfied with proof-of-concept, South Pasadena approved the development of the nation’s first municipal AGZA Green Zone at Garfield Park, a pristine seven acre public property nestled in a quiet upscale neighborhood. Based on the equipment trial, AGZA suggested a few operational changes and submitted recommendations for final equipment purchases that would allow Landcare to perform all routine maintenance with 100% electric equipment. AGZA also consulted with the city to update their RFP for the grounds maintenance contract. For the first time the city would require that all bidding service providers use only

zero-emission battery electric equipment and hand tools on all routine maintenance. In specific cases where no commercially-capable electric equipment existed, as with dethatching and aeration, exceptions were allowed for the use of gas equipment two or three times a year. The new RFP meant that if Landcare wanted to renew their contract at South Pasadena, they’d need to invest in an electric fleet. Despite having just proven the performance and benefits of electric to themselves in Garfield Park, Landcare’s corporate leadership was conspicuously resistant to greening their services in South Pasadena. Presumably, with a very large investment in gas fleets across the country, they were reluctant to engage in the coming electric revolution. Whatever the reason, Landcare chose not to heed AGZA’s full recommended equipment list or formalized AGZA Service Provider Accreditation, and predictably, the under-equipped and partially trained crew found it challenging to keep the equipment running efficiently and to maintain production rates. To ensure the nascent project was still a success, AGZA and The Greenstation shouldered additional crew monitoring, field maintenance and technical support. With dogged commitment and managerial suppor t from Mayor Cacciotti and Community Services

u Green Zone Director Pautsch, AGZA was able to demonstrate that Garfield Park could be maintained entirely with batteryelectric equipment and a crew trained to optimize those tools. The transition from internal combustion gas engines to electric motors instantly eliminated all hazardous emissions during operations. The health and environmental hazards that are prevented for the workers and community are hard to overstate: stress and aggravation, hearing loss and tinnitus, asthma, bronchitis, lung disease, hypertension, vibration syndrome, cancer, toxic chemicals leeching in the soil and water, smog, greenhouse gases and climate change. In February 2016, The City of South Pasadena and AGZA hosted a public celebration and media event to celebrate the certification of the nation’s first zero-emission AGZA Green Zone Park. The city and AGZA each received a Congressional Recognition for their initiative. Representatives from the city, state, and environmental organizations praised the model program and encouraged the efforts be expanded to cover the entire city. city leadership already had their eyes on the prize.

Scaling Success

Over the following year, all concerned groups continued the planning to take the test site’s success city-wide. Challenges were discovered and overcome, lessons were learned, and understanding was refined. Feedback from the workers was collected and shared with the city and with the equipment manufacturers. The Landcare crew developed the capacity to service the city’s entire municipal properties. In the end AGZA monitored all crew operations and equipment runtimes with electric equipment on each of the city’s 13 properties and 65 planted medians. Data was merged with proprietary satellite mapping and meticulous EPA tables of small engine emissions to document just how much of a difference was being made for the community. AGZA calculated that South Pasadena’s city-wide Green Zone is eliminating the emission of 31 tons of airborne pollutants at every park,

To raise awareness of the greener land care and increase sustainable thinking throughout the community, the city posted informational markers at each property. Further, prominent signs of the city’s leadership status are displayed at the major entrances to the city.

More specifically, this initiative actively prevents the annual creation of 26 tons of Carbon Dioxide (CO2), 7.5 tons of Carbon Monoxide (CO), 911 lbs of hydrocarbons (HC), 137 lbs of particulate matter (PM 2.5 and PM 10), 124 lbs of Nitrogen Oxides (NOx), 194 lbs of toxic waste, and 140 lbs of solid waste — all while being 40% to 70% quieter throughout the city. South Pasadena’s families, schools, and businesses will enjoy more peaceful public spaces and city grounds maintenance will no longer contribute to asthma-inducing air pollutants, local smog or climate change. The city’s grounds crews won’t be exposed to hazardous noise levels, toxic fuel, carcinogenic fumes, or hand-numbing vibrations. The local water and soil will no longer absorb fuel and oil spills. And spent air and oil filters, spark plugs, and leaking cans of cleaning solvents will no longer pollute the landfill.

Said Michael Cacciotti, Mayor of the City of South Pasadena, “In keeping with our pledge to become a more sustainable city, South Pasadena worked with AGZA to transition municipal grounds maintenance from fossil fuel based operations to advanced cordless battery equipment, manual tools, and ecologically friendly landscape practices. Despite its achievements, South Pasadena isn’t resting on its laurels. Community Services Director Pautsch continues to lead the city in partnership with AGZA. For the past year they have been applying the Green Zone model to bring quieter, cleaner grounds maintenance to the fairways and greens of the city’s own Arroyo Seco Golf Course. In collaboration with Donovan Bros., LLC, the course managers and grounds crew, AGZA and the city have tested specialized equipment, monitored crews and collected feedback. A formal ribbon-cutting ceremony at the nation’s first AGZA Green Zone Golf Course should take place this Spring. The future of landcare certainly looks quieter, cleaner, and greener.

and to take your family to. Imagine a life where recreation was not present. What do you feel?

u Essential Service I feel immense sadness. I feel loneliness. I see darkness. I hear Simon & Garfunkel’s song “My Little Town” playing softly in the background. “And after it rains there’s a rainbow And all of the colors are black It’s not that the colors aren’t there It’s just imagination they lack Everything’s the same back in my little town” Think about it. In every great community where the quality of life is high, you will find that parks and recreation is valued by the agency and its community. When you think about being essential, what does that mean? If we look up the word “essential,” it can be defined as “absolutely necessary” or “extremely important.” Add the word “service” or a system providing a public need, we find that we can define parks and recreation as an absolutely necessary system in providing for a public need. How can parks and recreation, sometimes called “the Department of Fun and Games,” be essential? Now go back to your real childhood memories. As children, we enjoyed being outdoors, we played ball, we rode bikes and some of us were told by our parents to “go outside and play. Don’t come back until the street lights come on.” Some of my most cherished childhood memories involved my whole family packing up a picnic basket along with our bicycles every Sunday, going to Golden Gate Park, having lunch, riding our bikes, meeting my aunts/uncles/ cousins, feeding the ducks and visiting the Exploratorium. I was “forced” to play softball at eight years old. It grew into a sport that my sister and I played through our high school years, teaching us to love the sport, how to be part of a team, to exercise our competitive nature, and to foster life-long friendships. When I met my husband, he wanted to do something active together, so he learned how to play volleyball, and for our first decade and a half together we spent evenings and weekends playing volleyball with friends at our local parks. When we had children, they too played in the parks while we played in the park. I enrolled my son in recreation programs, where he met new friends, learned to share, be a part of a team and how to be social. As I think back on all of those memories, I wonder how my life would have been different without those experiences. What would have replaced my childhood and early adulthood memories and how the lack of those experiences may have shifted what I do now? people, our Legislative Committee, working alongside our legislative advocate to track proposed bills that affect how we provide services to our constituents. The Legislative Committee determines which bills to support, oppose or simply watch. The committee then works to get the word out to CPRS members and the public to rally around or against a bill. Great kudos to this group as they work tirelessly and do an excellent job on our community’s behalf. But their work means nothing without the help of CPRS members, who need to write letters or make calls to their elected officials campaigning on behalf of the society. To become viewed as essential, we need to go beyond our profession because all of us already know how we positively impact our communities. How do we garner more support outside of our parks and recreation field? How do we influence our communities to articulate that what we do is essential? We tell them how we impact quality of life through physical, mental, social and economic well-being. By doing so, legislation in support of parks and recreation, demand for more budgetary dollars towards parks and recreation and increased understanding of the community value would skyrocket. So the next question is: how do we do it? We need to be better story tellers. The irony of the situation is that we have the best stories to tell, yet we are the worst story telers. It is imperative that we tell our story to our legislators, stake holders, as well as our communities so that they have a better picture of all that we do and how we impact our communities.

The National Parks & Recreation Association recently rolled out the 2015 survey results collected and analyzed by Penn State. Their report, “American’s Passion for Local Parks,” provides many positive, data-driven results. These include: • 80% of non-park users believe their community benefits from local parks • 7 out of 10 Americans go to their local parks • 83% of Americans personally benefit from local parks • 92% of Americans believe their community as a whole benefits “a great deal” from local parks • 4 out of 5 American’s are willing to pay for local government recreation and park services through tax support

Oakland: Parks champion Anne Woodell recalled as beloved friend, mentor

Woodell embodied the value of community service. For sure, Woodell got involved in many organizations and activities. These included the Hillside Gardeners of Montclair, Oakland Women’s Rowing Club and the Alameda County Historical Society. A founding member of the Oakland Arts Council, Woodell is best known for

her work with the Oakland Parks and Recreation, particularly as a founder of Friends of Oakland Parks and Recreation. Dubbed the “mother” of Oakland Parks and Recreation by some, the “first lady” of the same by others, and as the “savior” of such local institutions as the Oakland Municipal Band on yet another website, Woodell died Jan. 25. She was 80. Woodell’s death comes little more than six months after that of former Oakland Parks and Recreation Foundation board president Barry Weiss, who died July 2 at 67. In addition to her long and energetic involvement, those who knew Woodell recalled her as both friend and mentor to many. “I (first) met Anne through the California Park & Recreation Society, where she had a role of teaching professionals how to lobby on Capitol Hill, create advisory boards and hold commissions accountable,” said Audree Jones-Taylor, who recently retired as director of Oakland Parks and Recreation and had known Woodell for more than 30 years. “Our friendship,

her guidance and mentorship started for me when I worked in Southern California as a center director, then becoming a senior supervisor and onward to a superintendent in Recreation and Parks.” Born Margaret Anne Morrow to Jon and Dorothy Morrow of Ann Arbor, Michigan on Nov. 5, 1936, Woodell’s call to community service began at an early age while growing up in Ann Arbor. A 1954 graduate of Ann Arbor High School, Woodell proved indispensable in helping organize future class reunions. Staying close to home, Woodell went on to the University of Michigan, from which she graduated in 1958 and where she became actively involved in the Alpha Gamma Delta sorority. She maintained ties to the sorority for the rest of her life. After marrying Bill Woodell in July 1959, the couple moved to California, eventually settled in Montclair and raised two sons. Anne Woodell went to work in 1961 for the UC Berkeley student housing office, serving until the birth of her son, Tom, in 1963. Fully embracing her role as a parent, Woodell became involved in her sons’ education at Montclair and Thornhill elementary schools, Zion Lutheran Church and Zion Lutheran School and Bishop O’Dowd High School. By 1966, Woodell also had become heavily involved in both local and national politics, and in 1974, then-Mayor John

u Spotlight Reading appointed her as the second woman ever to serve as a member of the Parks and Recreation Advisory Commission. She ultimately served that body for 27 years, 20 years as chairwoman. Woodell’s service to the parks inspired her to begin the Friends of Oakland Parks and Recreation in 1981 with the aim of renovating facilities and developing new parks. She also served as a longtime board member of the Oakland Parks Coalition, which merged with the Friends in early 2015 to form the Oakland Parks and Recreation Foundation. In addition to these, Woodell served on the board of trustees for both Children’s Fairyland and the Dunsmuir House and Gardens, as well as on the Oakland Municipal Band Committee. Other organizations with Woodell’s imprint included the Oakland Museum Landscape Council, Oakland-East Bay Garden Center, City Stables Advisory Council, Metropolitan Equestrian Preservation Society and the Oakland Public Schools Budget Advisory Committee. In terms of honors, the New Oakland Committee named Woodell its Citizen of the Year in 2009 and Oakland Parks and Recreation awarded her as Mother of the Year in 2009. And in January 2016, the Oakland Garden Club dedicated a statue and plaque in her honor. “Anne Woodell was not only a fierce advocate for the parks, bands, arts, and gardens of Oakland,

but for the people of Oakland,” read an online obituary. “I’ve never met a more fierce and knowledgeable advocate for Oakland’s parks and park programs,” Oakland Parks and Recreation Foundation board president John Bliss said in a statement appearing on the organization’s website. “Anne Woodell will be forever loved and missed,” Jones-Taylor said. “She is right up there in terms of my professional female mentors that have left an imprint on my life.” Woodell’s family asks that those wishing to make gifts in her memory send checks to the UCSF Foundation, Attn: HemOncFellows, P.O. We must make a real commitment to utilizing our facilities and resources to improve health and decrease the societal burdens associated with poor health in our communities. Equitable access to all for our programs and services must be a priority for our agencies. All people within our communities need to feel safe and welcome at our facilities and in our programs. This can only be achieved by identifying barriers to access that our underserved and marginalized communities face and then removing these obstacles. Lastly, we need to make nature a part of all the facilities and spaces that we design and all programs and services we provide.

The health of our children, adults and communities depends on making sure we expose as many people as possible to the benefits of nature while preserving our precious environmental resources for future generations. CPRS exists for the success of our members. As a profession, we are united in our commitment to improving people’s lives. Staff and leaders of the society work hard to make sure we have the skills, knowledge and network we need to be successful in our profession. If we do this right, policy makers will vote with the premise that parks and recreation is an essential service. Sound familiar? It should, these are the “Ends” to which our staff and leaders strive for and that the Society exists to provide.

As we move forward into a year full of opportunity, I promise I will work hard to be sure that anyone can be at the table with our staff and leadership and that your voice will be heard.
