Pasadena City Manager Miguel Márquez named Lola Osborne acting director of parks, recreation and community services, after Brenda Harvey-Williams was promoted to assistant city manager.
Osborne began her career with the city of Pasadena in 1986 in the planning, building and neighborhood services department. During her 36-year career with the city of Pasadena, Osborne has held the positions of city inspector, senior planner, senior project manager, northwest programs manager and deputy director. In these various positions, Osborne has acted as the city liaison with a variety of community groups, developers, youth programs and local businesses. In her current position in the parks, recreation and community services department, she oversees the community services, facilities, northwest programs and special events divisions.

Osborne will lead a team of 155 employees and the department providing recreational programs and community services, park maintenance, facility reservations, teen programs, and special and cultural events.
She lives in Los Angeles and has two adult children.
‘Father of Parks and Recreation’ recognized with lifetime achievement award
Dubbed Douglas County’s “father of Community Services and Parks and Recreation,” Community Services Director Scott Morgan received the
Nevada Recreation and Parks Society’s Lifetime Achievement Award.
Morgan is only the second person to receive the award in the organization’s 77-year history, according to the county. Named after Dundee Jones, who was the first Parks and Recreation Director for the City of Henderson, it requires a long-lasting career along with significant service contributions nationally, regionally, locally, and to the State of Nevada, the Nevada Recreation and Park Society, and the National Recreation and Park Association.
The award was presented to Morgan by Sally Jones, the widow of the award’s namesake.
“I am honored to be nominated and receive this prestigious award, and having it presented by Sally made it all the more special,” Morgan said.
Morgan celebrates 30 years with Douglas County in January. He is the only person to hold his current title.
During his tenure, he has overseen construction of four award-winning community parks, two nationally recognized community multi-generational centers, a nationally recognized skate park, disc-golf course, historic working ranch, and shooting facility.
Morgan worked with the National Parks Service on the Historic Pony Express Trail and was a founding planning member of the country’s most beautiful bike path—the Lake Tahoe Stateline to Stateline Bike Path. Morgan has over seen the completion of more than $100 million worth of public works and park projects including special event venues, trails, trailheads, and park additions.
His legislative efforts were recognized for successfully modifying the Residential Construction Tax for Parks to allow for equipment replacement in existing parks and broadening the definition of community and neighborhood parks to include amateur athletic facilities.
Morgan and Douglas County also led the charge to amend Nevada law to establish liability immunity and tort liability caps for municipalities that operate skateboard parks and immunity for private property owners who own property next to a trail or trailhead. Both of these legislative acts significantly and positively affected governmental entities’ ability to develop trails, trailheads, and skateboard parks.

Morgan served as the Society’s President and was a committee chair for the National Association. He has been married to wife Kristi for 38 years. The couple has two sons, Jordan, a missionary in Thailand, and Hunter who works for a private college in Sterling, Kan., and three grandchildren.
Mead B. Jackson, CTRS, RRTC, RRC, CPRP has retired
After over 62 years of military and public services, Mead Jackson retired on June 30, 2022. Mr. Jackson received his Bachelor’s Degree from Southern University, Baton Rouge, Louisiana in June 1959. His first professional job was a junior high school teacher in 1959. At the end of his first year as a teacher, he was drafted into the army in 1960. He was one of the eight (8) military personnel with a college degree selected for the Post Graduate Physical Medicine Program at the Army Valley Forge Medical Center, Phoenixville, Pennsylvania. Upon completing the academic phase of the program, he completed an internship in the psychiatric unit at Valley Forge General Hospital. He was assigned to the Activity Therapy Department at Brooke General Psychiatric Hospital, Fort Sam Houston, Texas. He completed his military tour of duty with a Letter of Commendation for “Outstanding Contributions to The Activity Therapy Department, Brooke General Hospital and The United States Army Medical Service” in 1963.
When Mr. Jackson arrived in Los Angeles, California in the Fall of 1963, Los Angeles County did not have a recreation therapist in the County System. He met with Elizabeth Austin M.D., Chairperson of Physical Medicine, University of Southern California School of Medicine and Los Angeles County + University of Southern California Medical Center (LAC+USC Medical Center). After the review of his credentials, he was hired as a Physical Medicine Specialist and assigned to John Ray, M.D., Chairman of Psychiatric Services on November 18, 1963. This marked the beginning of Mr. Jackson providing over 58 years of dedicated rehabilitation therapy services at LAC+USC Medical Center and making numerous contributions to the Rehabilitation Therapy Profession at the local, state, national and international levels.
Mr. Jackson worked very diligently with Los Angeles County Department of Human Resources to establish the standards in the Recreation Therapy Series. As the result of his work in this area, recre- ation therapy personnel were assigned to all DHS hospitals and DMH delivery system. In addition, Los County Department of Parks and Recreation, Los Angeles City Department of Parks and Recreation and private hospitals hired recreation therapy personnel.
Mr. Jackson contributions to the Department of Psychiatry at LAC+USC were numerous. Over the years, he served on the Psychiatric Services Executive Committee; Professional Advancement Committee; In-service Training Committee; Volunteer Advisory Committee; and the Department of Psychiatry Clinical Council. In addition to his role as a therapist, he also served as a Faculty Member, First Year Resident Training Program, Graduate Education Division, LAC+USC Healthcare Network. He wrote the Recreation Therapy Policy and Procedure Manuel that was the first policy and procedure manual in the Department of Psychiatry at LAC+USC. As part of the manual, the Recreation Therapy Treatment Program included specialized evaluations, treatment modalities and procedures that helped the client achieved medical/rehabilitative goals related to illness, disability, or special social/leisure problems. He established a referral system for the doctor to refer the patient for recreation therapy treatment. He also established the standards for the Rehabilitation Therapy Training Programs and worked with DHS Office of Contracts and Grants to establish affiliation agreement between DHS and the college/university for the training of rehab therapy students/interns. He served as the agency advisor for rehab therapy students/interns and the faculty advisors for 34 colleges and universities. When the Occupational Therapy Division and Recreation Therapy Division were administratively consolidated to create the Division of Psychiatric Rehabilitation Therapy Services, Mr. Jackson was appointed the Director of Psychiatric Rehabilitation Therapy Services, October 18, 1995.
Mr. Jackson joined the California Park & Recreation Society in 1966, and became an active member of the (Medical Section) currently the Recreation Therapy Section. He held key positions on the Recreation Therapy Board of Directors. He served on the Ad-Hoc Committee that established the standards for the “Registration for Recreation Therapy/ Therapeutic Recreation Personnel” approved by the California Board of Recreation and Park Certification. He served on the California Board of Recreation and Park Certification for eight (8) years, the last four (4) years as Vice Chairperson. As the Chairperson of the Professional Standards Committee, he established the standards for the agency supervisor and university faculty advisor to supervise recreation therapy interns.
He joined the National Therapeutic Recreation Society (NTRS) when the National Recreation and Park Association (NRPA) approved the Charter for NTRS in 1966. He served on numerous committees and held key positions on the Executive Committee of NTRS Board of Directors. He served on the NRPA Pacific Southwest Council for four (4) years. He also served as the Chairperson of NTRS Certification Review Board that established the certification standards used by NRPA to establish the National Council for Therapeutic Recreation Certification (NCTRC) as an independent credentialing agency.
Mead Jackson is a recreation therapy/rehabilitation therapy legend. As a part time faculty, he taught graduate classes in recreation therapy/ therapeutic recreation at California State University Los Angeles. He served on the Advisory Board for the Recreation and Leisure Studies Department at California State University Long Beach. He served as guest lecturer at several universities and as a speaker at numerous conferences, workshops, etc. He published articles in professional journals and magazines. He served as special consultant to the California State Department of Health Services, The Joint Commission on Accreditation of Healthcare Agencies and several health and allied healthcare agencies regarding rehabilitation therapy matters. He received numerous special awards, honors, recognitions and distinctions that included but limited to the following:
• Outstanding Therapist of the Year, California Park and Recreation Society, 1974
• Pacific Southwest Professional of the Year, National Recreation and Park Association, 1984
• Distinguished Service Award, National Therapeutic Recreation Society, 1989
• Lifetime Achievement Award, California Therapeutic Recreation Section, 1998.
• Recognition for Outstanding Contributions as a Pioneer in the Origin and Development of National Therapeutic Recreation Society, NTRS National Congress, 2006
• Recognition as an Exemplary Professional Representing the History of Therapeutic Recreation in the Second Edition of the Foundations of Therapeutic Recreation
• Retirement Certificate, the Board of Supervisors of Los Angeles County hereby publicly acknowledges and expresses appreciation for the long, faithful and excellent service rendered to the people of Los Angeles County, 2022.
Mr. Jackson viewed his job as a passion. He enjoyed interacting with medical and allied health personnel on a daily basis. He also enjoyed serving on boards and committees that have a positive impact on the Rehabilitation Therapy Profession and the Health Care Delivery System at local, state and national levels. He successfully accomplished his mission to leave the Rehabilitation Therapy Profession and the Health Care Delivery System better than he found them.

I will leave you with a simple question: What if? What if you volunteered for a CPRS committee? What if you ran for a board position? What if you reached out and encouraged others to do the same? I was emailing with Erica Halberg from Seal Beach and thanking her for her commitment to CPRS as the Chair of the District 10 Programs Committee. She said “Of course, it is my pleasure. Best decision I have made is to get involved with CPRS.” So if you are serving or have served on a CPRS board or committee I want you to say THANK YOU! We are only as strong as our members and together we can accomplish anything. So, don’t be afraid to step out of your comfort zone. I answered that question, listened to the encouragement from my colleagues, stepped out of my comfort zone and have the absolute privilege of serving as your president thanks to the love and support from so many of you.
