P
rior to this year’s CPRS Conference and Expo, people had asked me several questions about the recent past Presidents’ initiatives. We had 1CPRS, the Take 5 Challenge and Know1Be1Show1. For many, it seemed like individual focuses and they wondered what I would bring next. Will it make sense, will it be connected, will we end up moving in a different direction? As I contemplated these questions, the connection among the three campaigns came down to one basic question. Why do we, as a Society, exist? The answer is simple: we exist so that members can be successful. For members of CPRS, success can be defined in three basic statements. • Members are dedicated to strengthening community • Members are supported through skills, knowledge and networks • Advocacy: telling our story

Nowhere is this more evident than in the COVID-19 pandemic. As recent as late February 2020, I was with the City of San Marcos talking about the future and brainstorming about how technology would change the way we deliver our services. Never could it be imagined that two short weeks later, we would be faced with that reality. Our parks and open spaces were inundated as people in our communities throughout the state sought relief from being “Sheltered in Place.” Our programs were canceled, and our community centers were closed, yet that didn’t deter us as professionals. We

knew that for our communities to survive, we had to push innovation and creativity. Out of that was born virtual community centers; videos with story times or bath tub swim lessons; hop scotch on your driveways; personal phones calls to our older adults; and so much more. In a recent ZOOM call, the Recreation Section members shared their concerns about our community members and of their depression. They asked, what can we do to make sure we help our residents stay strong and positive? From there ideas started to flow and excitement began to stream through the conversation. This is what we do. While our virtual reality began to evolve, we still have parks, trails and open spaces to take care of. Our operations professionals bobbed and weaved as we navigated through ever-changing directives. When a new directive came through, we put our heads together and developed a game plan. No sooner than pulling together the game plan, a new directive was issued and a new game plan had to be derived. This happened time and time again. Rather than waving the white flag, we kept our heads up and moved on to resolve the next issue. We recognized that the parks, trails and public spaces were critically important to our community’s physical and mental health and we did whatever we had to do to ensure we could keep it safe. And while some parks throughout the state had to be closed, we persevered. To that I say, thank you all for your passion! You are truly dedicated to strengthening community.

New Meaning to the Idea of Connections
C
ONNECTIONS took on an entirely new meaning at the CPRS Conference and Expo this year… Yes, we connected over shared learning in education sessions; we connected with partners and friends in the Expo Hall; we connected over shared memories and stories at socials. But the connection was even greater this year in that we came together as a PROFESSION to build each other up, share ideas and collectively prepare ourselves for the unknown that has become a world pandemic. The week began quite normally… albeit a bit less ‘touchy’ as we all worked to practice alternative greetings. Fist, elbow and even hip ‘hellos’ became the ‘norm’ despite us all being natural born huggers. Education sessions were a bit more spread out,
8
in what we now know as physical distancing practices. Sessions that were cancelled were turned into impromptu ‘create your own sessions’ and sharing opportunities. Wednesday evening found us celebrating our time together at our Welcome Reception. Laughter filled the Pacific Gallery while friends – both new and old – connected over games, dancing and tasty treats. The energy was high, with an underlying buzz of wonder about this coronavirus ‘thing’ and how it could impact the work we all do. Thursday morning, reality struck. With the Governor’s orders to shut down any gatherings over 250 people, the decision was made to close down conference early. Travel plans were reworked; hotel rooms were cancelled; bags were packed; and the energy changed. Someone along the way lik-
ened it to a ‘war room’… Staff teams huddled together, talking with their cohorts ‘back home’, asking what the latest news was. Neighboring cities came together to share resources and ideas. Friends offered shoulders, ears and essential hugs as support as we all said our goodbyes. If it was said once, it was said a hundred times… ‘if we had to be anywhere this week, I’m so glad it was here’. There were conversations, strategies created, and ideas shared that would have never happened had we all not been in that space together when the pandemic truly hit home. Our CONNECTIONS are strong CPRS… whether we are at conference or zooming in from our home offices. Thank you for connecting with us in Long Beach and we can’t wait to connect with (and hug!) you in San Diego next March.

Conference Kicks Off In Epic Fashion
D
espite the impending COVID-19 pandemic, the 2020 CPRS Conference and Expo officially opened on Wednesday, March 11. The energy level in the Terrace Theatre was quite electric. We first learned “safe” ways to greet each other while at conference. We later learned in the coming days that still wasn’t enough as the new norm was going to be one of “social distancing.” Ringmaster and 2019-20 CPRS President Lydie Gutfeld reminded us of everything that was accomplished this past year. And in true circus fashion we took a tour of California and thanked all the District and Section leaders that made the year such a success. The CPRS 2020-21 State Board of Directors was installed by Past Presi-
10
dent Mike Shellito. Current President Tara Gee then outlined where CPRS has been the last few years and just where we will be going in the coming year. Little did she know just how important those connections were going to be in the coming weeks. In usual fashion the 2019 CPRS Awards Program winners were announced through a video presentation as cheers and shouts of pride were heard throughout the theatre. The keynote speaker was Matt Iseman, perhaps best known as the host of the four-timeEmmy nominated “American Ninja Warrior” and being named the newest Celebrity Apprentice. “Life is short, do what makes you happy.” That’s the advice that Matt got from his Dad, a world renowned physician, when Matt quit medicine
to pursue stand up comedy. And those words still guide Matt today. Matt wove stories of ninjas, celebrity apprentice and life in general as he explained that laughter is the best medicine. And again with a bit of foreshadowing we weren’t sure about, it proved to be an important lesson we would all need in the coming weeks. Thank you to our generous sponsor

The California Park & Recreation Society’s annual awards program recognizes the outstanding achievements by agencies in the areas of creating community through programming, park planning, facility design, and marketing and communications. This year’s award winners were selected as having best exemplified the CREAM principles of Challenge, Resourcefulness, Execution, Accomplishments and Mission representing our finest professional achievements from this past year.

Creating Community Award of Excellence
Our Creating Community Award of Excellence recognizes outstanding initiatives by agencies that embrace the core values and mission of the profession and that move their agency towards a stronger position or role in the community. Each program has been offered for a minimum of three years. The recipients of the 2019 Creating Community awards are: Aging Well City of Carson Intergenerational Program: Bridging the Gap Between Generations This program is a collaboration between the city’s senior community and high school seniors from Rancho Dominguez Preparatory Academy, with the intention of helping bridge the gap between the two distinctly diverse generations. Bonds are created between the senior citizens, who become role models to their younger counterparts through their knowledge, advice, and experiences, and the high school seniors, help keep the senior citizens young, active and on track with today’s fast-moving trends and technology. Arts & Cultural Services City of Monterey Park Cherry Blossom Festival The Cherry Blossom Festival is held every Spring in April, to coincide with the National Cherry Blossom Festival commemorating the 1912 gift of 3,000 cherry trees from Mayor Ozaki of Tokyo to the city of Washington, DC. This two-day regional Festival attracts over 8,000 attendees each year. The Festival is a showcase of a wide array of traditional and contemporary Japanese arts encouraging cultural exchange and appreciation. Community Health & Wellness City of Perris Grow Perris This initiative aims to improve health outcomes by expanding health equity through urban farming by achieving the following goals: reducing the risk of chronic diseases; increasing
accessibility and affordability of healthy foods; developing at least 31 food gardens and the creation of platforms to promote healthy behaviors through education. Grow Perris has cultivated a unique community in Perris that has supported efforts to create and sustain a healthy and thriving community. Environmental Stewardship City of Santa Clarita The Annual River Rally and Environmental Expo The River Rally & Environmental Expo is an opportunity for residents and community groups to remove trash and debris from one of the last natural rivers in Southern California. With the focus geared toward the City’s youth, the event enables residents of all ages to connect with the environment while learning about environmental stewardship and conservation efforts that protect the Santa Clara River. attendees can strengthen their understanding of Santa Clarita’s distinct environment as well as the resources and tools available to residents and businesses throughout the City. Environmental Stewardship City of Moreno Valley The Expanded Learning Program The City of Moreno Valley’s partnership with Think Together, Inc., Moreno Valley Unified and Val Verde Unified School Districts has grown to serve over 4,000 students in the afterschool expanded learning program. Providing a fun, safe environment to support students academically and broaden their horizons through enrichment activities; all geared toward preparing them for college and career, and creating successful adults. Social Equity City of Carson Alexey Steele’s “Love My Neighbor” Public Art Project Alexey Steele’s “Love My Neighbor” public art project captures local heroes who command universal love and admiration, even within the most difficult neighborhoods. In Carson, that neighborhood is called Scottsdale. Alexey earned the trust of Scottsdale residents, even bringing Bank of Amer-

ica “Better Money Habits” volunteers into the community. Alexey’s public art project opened the lines of communication between the City of Carson and this long-underserved community. Youth Development Los Angeles County Department of Parks and Recreation ESTEAM PROGAM. ESTEAM stands for Environment, Science, Technology, Engineering, Arts & Math camp. The Department reimagined the County’s school-age summer camp to feature arts and outdoor science focus in partnership with the Los Angeles County Museum of Natural History. ESTEAM embodies the values that youth are the future.

Excellence in Design Awards acknowledge both Facility Design and Park Planning.
FACILTY DESIGN
Facility Design category recognizes excellence in design of completed aquatic, recreation and/or cultural facilities intended for public use. The project may be either new construction or a rehabilitation project that demonstrates high standards of planning, design, community involvement, operation and maintenance, quality of aesthetics, usability, accessibility and versatility. This award further recognizes design and construction or significant rehabilitation of buildings, structures and facilities used primarily to support park and recreation purposes. The recipients of the 2019 Facility Design awards are: Aquatic Facility City of Elk Grove Elk Grove Aquatics Center the Elk Grove Aquatics Center (EGAC), is a state-of-the-art, fullservice water recreation facility. The facility features a 50-meter competition pool, a 25-yard instructional pool, and a recreational pool with two 30-foot slides, a lazy river, and zero entry. The facility will benefit the Elk Grove community for generations to come. 15
Community Center/Mixed Use Facility City of Lakewood Burns Community Center The City of Lakewood refurbished the aging Burns Community Center, creating a beautiful, functional, ADA accessible space to serve the needs of the entire community, especially its aging population. Since project completion, the activity room has seen a 90% increase in use and attendance for recreation classes for older adults has increased by 80%. The Burns Community Center serves as the primary hub for Lakewood’s human service outreach programs. City of Mountain View Mountain View Community Center Renovation Project The City of Mountain View transformed a Community Center built in the 1960’s that had become sterile, outdated and unattractive into a stateof-the-art, beautiful gathering space that residents can be proud of. The new facility boasts four multi-purpose rooms, two dance and fitness rooms, the City’s preschool program, and a large, elegant banquet hall. The new facility now highlights architectural character, added functionality, and is truly a jewel for the Mountain View community. City of Pasadena Robinson Park Recreation Center In January 2019, the newly renovated state-of-the-art Robinson Park Recreation Center opened to the public. Named after Pasadena native sons Jackie and Mack Robinson, the Center is a community benefit to the Northwest community, a part of town that benefits most from opportunities to improve wellbeing and enjoy a better quality of life. The Center contains a multi-purpose room and kitchen, which can be rented by residents to celebrate life events, a fitness room, a dance room, offices and a gymnasium.

The Park Planning category recognizes excellence in design of completed park facilities intended for public use. The project may be either new construction or a rehabilitation project 16
that demonstrates high standards of planning, design, community involvement, operation and maintenance, quality of aesthetics, usability, accessibility and versatility. The recipients of the 2019 Park Planning awards are: Community City of Fontana Dodgers Dreamfield #51 at Jack Bulik Park Dodgers Dreamfield #51 at Jack Bulik Park in Fontana is the first Fully Accessible Sports Field in the Inland Empire region. The Dreamfield allows individuals with physical and intellectual disabilities the opportunity for healthy sports participation through the latest innovations in design and construction. In addition to specialized surfaces, modifications to the dugouts ensure a safe and comfortable space for athletes; and a new Dodger-replica scoreboard adds the excitement of a professional sport experience for athletes and their families. City of Newark Mel Nunes Sportsfield Park Synthetic Turf and Skate Park The Mel Nunes Sportsfield Park Synthetic Turf and Skate Park project, opened in late summer, 2019. In addition to the new turf fields and skate park, the 30-acre park features natural turf multi-purpose fields, 300 foot fenced softball field with lights, two practice backstops, outdoor restroom and walking paths. The park was recently renamed in honor of Mel Nunes, Newark’s first Recreation Director. City of San Diego and Schmidt Design Group Pacific Highlands Ranch Community Park This park delivers highly anticipated park space to the Pacific Highlands Ranch community. Developed through an inclusive community- design process, the 13-acre park facilitates active and passive recreation, encourages social interaction, and offers a diverse blend of recreational amenities. Pacific Highlands Ranch Park is a testament to the impact of successful community engagement.
Neighborhood City of El Cerrito Centennial Park Improvement Project Phase I Centennial Park, renamed after El Cerrito’s 100th anniversary in 2017, was a diamond in the rough that decreased in size by a third when the nearby school enclosed its portion of the park for its overcrowded campus. Identified as a high priority in the City’s Urban Greening Plan, the park’s renovation incorporated original beloved features and uses with the current and future needs of a children’s play area, gathering spaces and enhanced accessibility. City of Rialto Joe Sampson Park Joe Sampson Park transformed a vacant City-owned lot into a safe place for all members of the adjacent neighborhoods to enjoy life. A blend of traditional and creative park amenities provide passive and active recreation for all stages of life, regardless of the varying ability levels of each park patron. The sustainable ways in which these amenities were implemented make Joe Sampson Park not just a typical neighborhood park, but rather an interactive testament to the best aspects of the City of Rialto’s past, present and future. Regional County of San Diego San Diguito ADA Playground Standard equipment, mixed with specialty apparatus, was built on rubberized surfaces and ramps, inviting kids of all ages and abilities to explore the creative play space. Sensory components like musical instruments and texture exercises – along with challenges that involve hanging, swinging & sliding sit below newly planted trees. This inclusive amenity is bringing more kids to the park, and they’re staying longer – proof that renovations are enhancing park experiences while meeting real community needs. Specialty City of Anaheim Anaheim Coves The Anaheim Coves project converted an underutilized urban space into a

highly-used nature park and multi-use trail along the Santa Ana River. the site now offers a total of 23-acres of nature, recreation, and fitness opportunities. The project includes 2.5 miles of accessible multi-use trail system, native landscaping for wildlife habitat, fitness zones, educational amenities, and interactive nature play areas with an archeological dig, zipline, and tree house. City of Roseville Downtown Roseville Bridges The Downtown Roseville Bridges project is the culmination of a plan to connect people with public spaces, bring more activity to the Downtown, attract businesses and create an interwoven series of spaces that are valued by the community. The project includes, 1) refurbishment of an historic bridge connecting bike trails from the east to the downtown; 2) a pedestrian bridge, wide enough to be an iconic venue for special events, 3) a new bridge to replace one damaged during a storm connecting the Downtown Library with the park. Hayward Area Recreation & Park District Hayward Community Gardens Conceived with community input and built to serve one of the most diverse, densely populated and socio-economically challenged areas in Northern California, the Hayward Community Garden allows people of all abilities and backgrounds to come together to plant, learn, grow, socialize and play. Over 70 garden plots ranging from 100 to 400 square feet allow those with little or no green space to plant and harvest their own fruits and vegetables.
Marketing & Communications
The Marketing & Communications category recognizes excellence in print, audio visual or electronic communications that (1) externally promote the agency’s public parks, facilities, recreation or leisure services programs and have successfully demonstrated an increased level of public awareness or (2) are used to enhance 18
the agency’s internal communications to staff, policy makers or current program participants. The recipients of the 2019 Marketing & Communications awards are: Digital Media - Video City of Norwalk We Have Project The We Have Project was organized and developed by a team of front-line Norwalk employees that recognized a need to provide local teenagers with positive mentorship and resources. There had been a steady incline in the number of teens confiding in them with struggles related to bullying, mental health issues and other challenges, and, after losing a friend of the Teen Center to suicide, staff decided that immediate action needed to be taken. A video was created that offered support, a forum for dealing with issues and professional resources for Norwalk youth battling internal struggles every day. City of Roseville The Roseville Aquatics Recruitment Video As a means to attract more interest in our summer jobs, the City of Roseville created an aquatics recruitment video to increase visibility to a wider group of potential applicants. This video was posted through social media and played in movie theaters throughout the City. While the interviews were unscripted, the end result said it all.

City of Irvine Orange County Great Park Website & Social Media The Orange County Great Park is a growing park project that added more than 200 acres in 2019. The revamped site and social media outreach reflects an innovative public area with athletic fields, trails, playgrounds, state and national sports tournaments, art exhibitions, and family activities. City of Long Beach Agents of Discovery Augmented Reality App for Park Exploration The launch of “Agents of Discovery,” a free, educational smartphone app to get youth active and learning about the world around them. The app allows users to become secret agents on a mission to discover the unique features of two wetland areas in the City. Plant and animal life, and the environmental and historical features of the land are discovered as players enjoy nature and the outdoors. City of Roseville Celebrate Downtown Marketing Campaign The Marketing Campaign for the Celebrate Downtown event commemorating the opening of three new bridges connecting one of the city’s oldest and most popular parks to the downtown corridor over Dry Creek. The celebration combined a number of planned events into one day-long family-oriented experience. By featuring local influencer Tonya Strickland with her two children on the cover of the guide and additional marketing materials, the campaign greatly increased awareness for the numerous recreation classes and events offered through Paso Robles Recreation Services. City of Burbank “Pop Ups in the Park” experiential marketing campaign. The City of Burbank Parks and Recreation successfully executed a marketing campaign to enhance customer engagement. Through a series of “Pop Ups in the Park” events and a finale “Party in the Park” event celebrating July is Park and Recreation Month, this marketing campaign demonstrated innovative techniques that go beyond traditional marketing strategies. Print Publication or Materials City of Cotati Explore Cotati Activity Guide Cotati’s Recreation Department started in 2015. The first years focused on connecting with the community, assessing needs, and offering programs. After gaining traction, focus was turned to spreading awareness that recreation is here and to join the fun! “Explore Cotati” now hits all city mailboxes and is the go-to for finding out what recreation opportunities we provide. City of Pico Rivera Nostalgic Parks & Recreation Guide Summer 2019 The Guide provides information on classes, programs, trips and tours, and upcoming City events for residents of all ages - The Summer 2019 issue highlighted the seasonal aquatic programs with its cover and layout. The Guide is the resource that brings neighbors together and defines what it means to be Pico Rivera.

This Rising Professional Award honors and recognizes individuals who have contributed significantly to CPRS through service on State, Region, Section or District Boards or committees, or through service to CPRS at events, programs or conferences for five years or less of service. This statewide award is designed to recognize the contributions of those who work on behalf of CPRS to advance the profession and who strengthen and support CPRS as a professional organization. Colin Smith Sunrise Recreation & Park District Let me tell you a little bit why Colin was selected. The next time you see a swim instructor doing a “Whale Bob” - think of Colin Smith. Colin splashes into everything with the gusto of a giant splash, and he convinces others to do the same. He brings fun to all aspects of his job as Sr. Recreation Coordinator for Sunrise Recreation and Park District, where he works in aquatics, active adults, and youth programs. Colin supports the CPRS community through event planning, leadership, and presentations. More importantly, Colin inspires the CPRS community through reliable hard work paired with unabashed passion.
Outstanding Research Award
The Outstanding Research Award honors and recognizes individuals who have contributed significantly to CPRS and the profession by engaging in all aspects of applied research. The nominee must demonstrate a record of dissemination of research over a period of at least 5 years that reaches professionals in the field via publications, technical reports, and/or presentations at the district, state (CPRS), or national (NRPA Conference) levels. This statewide award is designed to recognize the research contributions of those who advance the profession and who strengthen and support CPRS as a professional organization. Dr. Terry Robertson California State University, Long Beach Dr. Terry Robertson is a wellrespected leader, scholar, and colleague because of his devotion to parks and recreation and service to individuals with disabilities. His research is always applied in nature, helping to solve issues and improve methods of serving individuals, communities, and society. He is truly the epitome of an individual who easily bridges the gap between educators and professionals and his contributions to the profession have not only influenced parks and recreation in general, they have led to advancements in recreation therapy that have benefitted countless individuals with disabilities in the United States and across the globe.

his statewide award recognizes individuals or organizations who have contributed significant effort to influence and improve the quality of their community through parks and recreation. Additionally, the Champion of the Community award recognizes the contributions of those who volunteer and provide support and services in their community that furthers the mission and quality delivery of park and recreation services, programs and facilities in their community. Donn Clickard City of Atascadero Donn Clickard started working for Atascadero School District in 1970 after a career in Parks & Recreation. Donn had an extensive and dedicated career with the School District until he retired in 2004. However, upon retirement, he continued to work as a volunteer to benefit his community, and most specifically the youth of his community. Donn wore many hats over his career including bus driver, teacher and Atascadero High School Athletic Director. However, it is his dedication to his community that shines brightest, proven by his many volunteer hours devoted to various Atascadero groups and organizations. Jill Jones Cosumnes Community Services District When Jill Jones’ neighborhood park was built in 1997, half was left unfinished due to budget constraints. For 20 years, the unbuilt portion of the park sat vacant while the existing portion began to deteriorate due to insufficient maintenance funding. Ms. Jones organized a campaign to educate
her neighbors about park funding and garnered the support necessary to pass a Proposition 218 ballot to complete the park and restore maintenance services. Within two years, the new and improved park will provide a beautiful gathering place for the community. Ms. Jones’ contributions will continue to make lives better for future generations. City of Perris Youth Advisory Committee The City of Perris Youth Advisory Committee (YAC) is a professional youth leadership and mentor-ship organization focused on civic engagement and community service. Sworn members join forces with the City, aspiring individuals, and community organizations to empower the youth through various initiatives focusing on education, recreation, social and environmental issues, and health. Members participate and coordinate various informational, educational and engaging youth inspired activities that promote, empower, and improve the lives of youth. Additionally, it provides a platform for members to network with youth groups, collaborate on regional leadership summits, and engage in various professional development workshops. Denny Weisgerber The City of Milpitas Denny was a Community Champion for his nearly 60 years of service. After three terms as Mayor, during which he led the City to pass a $1.25 million parks bond and open four parks, he served as chair the Senior Advisory Committee for 20 years and Veteran’s Advisory Committee for

10. He volunteered at numerous City events as an individual and with Milpitas Rotary. Denny’s support of and enthusiasm for Parks and Recreation programs rippled far beyond Milpitas, touching many lives, including his grandson, Livermore Area Park and Recreation District Supervisor David Weisgerber. Sadly Denny passed away in January, but members of his family received the award on his behalf. Ernie Sheldon City of Folsom Ernie Sheldon is truly the champion of the community of Folsom in which he loves to serve. He has spent thousands of volunteer hours in numerous capacities amongst the cities treasured organizations and partners. Ernie’s passion to provide Parks and Recreation programs and facilities for all ages is unparalleled. His ability to find creative ways to support and raise money has commanded a significant economic impact. Ernie is a respected and beloved member of the city of Folsom. Gary Alpert City of San Ramon In every community, there are individuals who are essential behind the scenes champions of their community. In the City of San Ramon, they are very grateful to have, Gary Alpert, who works hard to support the arts and education programs. He has dedicated his retired life to serving his community and through his talents in has helped bring stability and a solid foundation to the San Ramon Arts Foundation, Education Foundation. Gary Alpert is a true Champion of the Community. 21

munity. They bring greenspace to our built-out cities. They support our health, fitness and wellbeing. Some even memorialize the challenges we have overcome, and the values we still work to achieve. This is true of the City of Westminster’s Mendez Tribute Monument Park and the Mendez Freedom Trail, being built to honor Gonzalo and Felicitas Mendez in their fight for civil rights.

“As a child, Sylvia Mendez thought her parents’ court case was all about a playground. That’s because in 1944, the school bus would drop her off at the white school, which had ‘manicured lawns’ and a ‘beautiful playground,’ but she wasn’t allowed there. Instead, she would have to keep walking down the street to the Mexican school — two wooden shacks on a dirt lot next to a cow pasture. . . . But it wasn’t a playground that Mendez’s parents, Gonzalo and Felicitas, were fighting for. It was racial equality.” (C.Y. Kandil, The Daily Pilot, April 2016). Many people know that Thurgood Marshall, in 1954, successfully argued before the U.S. Supreme Court that racial segregation in public schools violated the U.S. Constitution. However, few people know that seven years before Brown v. Board of Education, two parents from Westminster, California, helped establish a legal precedent for that case.
In 1943, when Sylvia Mendez was in the third grade, she was not allowed to attend Westminster’s 17th Street School. She, her siblings and friends were turned away and told to go to Hoover Elementary, a segregated school for students of Mexican heritage. Her parents, Gonzalo and Felicitas Mendez, thought there had been a mistake, especially since Sylvia’s fair-skinned cousins were accepted. Sylvia’s father talked to the school principal and superintendent, who eventually agreed to admit Sylvia and her brothers. That wasn’t good enough for Gonzalo, however. Sylvia clearly remembers her father’s response: “No. I’m not fighting just for my children. I’m fighting for all the children.” Mr. Mendez recruited four other families and filed suit. According to Sylvia, the idea came from an L.A. Times article about park segregation. A local lawyer had recently won an antidiscrimination case in Riverside, where Latinos were not allowed in parks. “He

was so smart,” she said, speaking of the lawyer. “He had a Latino businessman, a professional and a priest try to enter the park, and he took photos when they were turned away. They were all citizens, professionals born in California, and they weren’t allowed to use the park! My dad read the article and said, ‘Go get that lawyer!’” The 1947 victory of Gonzalo and Felicitas in Mendez v. Westminster marked a pivotal point in California’s history, eventually leading to the integration of public schools across the State.

Now almost 75 years since that victory, the City of Westminster is developing a tribute park, monument and trail honoring Gonzalo and Felicitas Mendez, plaintiffs in the historic Mendez v. Westminster civil rights case. Development of the Freedom Trail was made possible through a $2.3 million

Mendez u grant from the California Natural Resources Agency Urban Greening program. In addition, California State Parks recently awarded a $1.29 million grant to the City for the design and construction of the monument and park. The 0.2 acre site will feature sculptures and art pieces created by artist Ignacio Gomez, a park plaza with seating, and an interactive station with interpretive panels and augmented reality features to share the Mendez story to visitors. The park, designed by MIG, Inc., has been a collaborative effort between the artist, the City of Westminster, Orange County Department of Education (OCDE) and the community. The design incorporates recycled materials for the site furniture, drought tolerant plantings, accent and security lighting, water-saving irrigation technology, as well as a dry creek bed and depressed planting areas used to capture on-site stormwater. “Growing up in Westminster my whole life, I never heard about the Mendez case until I was in college,”
The most recent $1.29 million grant is part of the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (Proposition 68), which directed $254.9 million to State Parks for competitive grants to create new parks and enhance recreational opportunities for all Californians. City of Westminster Transportation Manager/City Traffic Engineer Adolfo Ozaeta served as the grant writer and applicant for the project. Including the State grant and donations, a total of $1.64 million has been raised for the park portion of the Mendez Freedom Trail and Tribute Monument, with fundraising continuing to support the educational components. noted Sergio Contreras, founder of the Westminster Heritage Memorial Committee and a member of the Westminster City Council. “The park will bring this case to life and immerse students in the experience of learning about the Mendez family.” The site will include life-like statues of both Mr. and Mrs. Mendez looking towards “two students that are marching towards equality.” The students, a young boy and a girl, could be anyone. That’s intentional, explains Sylvia Mendez. “That way, when people see the monument, they’ll know it wasn’t just Latinos that
were fighting for equality and inclusion. It was everybody joining in.” Together, the Mendez Tribute Monument Park and Freedom Trail will include five interactive stations spanning the path along Hoover Street, near the site of the former Hoover Elementary. These stations will honor a variety of leaders who have fought for social justice, including Martin Luther King, Cesar Chavez, Abraham Lincoln, and Gonzalo and Felicitas Mendez. As part of the partnership, OCDE is creating content and curriculum for the park and the trail. OCDE envisions an immersive

u Mendez learning experience for those who walk or bike the 2.5 miles along Hoover Avenue onto Westminster Avenue toward the monument. People will be able to read the interpretive panels, see themes captured on banners hung from light poles, read messages embedded in the sidewalks, and access audio and internet content on their smartphones. Groundbreaking is scheduled for this spring.
Equity in Parks and Recreation
While the landmark case Mendez v. Westminster was about equal access to education, it’s interesting that what Sylvia Mendez remembers, what all kids would likely remember, is wanting a great playground. “Sitting in court, I just kept dreaming about swinging on those swings and going up and down on the teeter totter,” she said. Fittingly, the Mendez Tribute Monument Park and Freedom Trail remind us that we all deserve great schools, great parks and playgrounds, and great public spaces that are inclusive and accessible to all. These are the things we value. In these unprecedented times where parks and recreation are recognized as vital to our communities and critical to our health, it will be important to remember what we value. Why? Because these next few years will be challenging for park and recreation agencies. Professionals and residents across California are ready to take on this challenge, fighting for great parks and convincing city and State leaders to prioritize this investment. “It is so important to remind people that the pursuit of equality does not always come easily, but it is essential to building a society where people can succeed based on their merits and character, not their skin tone or country of origin,” said Councilmember Contreras. That’s an important message not only for Westminster’s newest park and trail, but for the City’s entire park system and the entire State. The City of Westminster just adopted their first Parks and Recreation Facilities Master Plan. As documented through a comprehensive needs assessment conducted by MIG, the City has less park space per capita (1.1 acres per
1,000 residents) than most cities in Orange County, Southern California and the nation. Sixteen neighborhoods—approximately one-third of city residents—do not have access to a park within a 10-minute walk, a national guideline for public park access championed by the National Recreation and Park Association (NRPA) and Trust for Public Land (TPL). Few trails exist, making it difficult to walk or bike to parks, schools and community destinations. There are many opportunities to better meet the needs of a multicultural community that is 48% Vietnamese and 24% Latino. However, the City of Westminster has a long history of overcoming challenges. The new Master Plan, Mendez Tribute Monument Park and the Freedom Trail together remind us that we must be strategic, passionate and committed to our efforts to ensure that all residents have access to welcoming and inclusive parks and facilities now and for years to come. The actions of Gonzalo and Felicitas Mendez, who in 1946 challenged

To Retain Your Talent, Use Stay Interviews

I am an administrative services director in a mid-sized urban county. We have already experienced a “retirement wave” and have been hiring a good number of younger, talented professionals. Generally, these employees are hungry to learn and grow, want to be challenged, and are eager to advance and make a bigger contribution. The big problem is that we cannot keep the talented employees. If they don’t move up quickly enough, they get antsy and jump to another organization. There are only so many promotional opportunities in our organization, and we are constrained in offering more compensation. The churn in my department and throughout the county organization is killing us. How do we retain our talent? SPRING 2020 • CALIFORNIA PARKS & RECREATION

he scenario above was recently presented to me on the ICMA Coaching Website. Here was my answer. Your talent crisis is not unique. Local government is in a war for talent. . . and we’re losing the war. Talent is mobile and can move anywhere. Gallup’s most recent State of the Workforce report found that 63% of American employees are confident that they can find a job as good as the one they currently have (up from 42% in 2010.) Moreover, 51% are actively looking for or are open to a new job. (Lisa Brown Alexander, “Help Desk: How Stay Interviews Can Help Retain Top Talent,” Baltimore Business Journal, Dec. 6, 2019.) To exacerbate the challenge, local governments can no longer “poach” seasoned talent from other agencies. You must grow your own . . .and then keep them. Therefore, the challenge is how do you create organizational “stickiness.” (See Frank Benest,
“Growing and Retaining Talent— Strategies to Create Organizational Stickiness,” PM magazine, Oct 2008.) As you suggest, you cannot retain talent based on compensation. First, some other public agency or private company will out-pay you. Second, a public agency’s ability to significantly increase compensation is constrained by taxpayer sentiment about significantly raising public employee salaries and benefits. Most importantly, once an agency pays more or less competitively, culture trumps compensation. Workplace culture will help or hinder your efforts to retain talent.
How Do We Find Out What Employees Want?
When we are trying to encourage talent to join us, we typically lavish attention on them. We take them to lunch or dinner and talk about what a great organization we have and the opportunities that we offer. Once we

actually hire them, we forget about them until they leave. We then do an “exit interview” and ask them why they are leaving. Of course, by then, it is too late and we have lost them. To find out what employees value and want in terms of their work experience, we need to ask them.
What Is a “Stay Interview”?
Very few local governments consistently use a stay interview as a talent retention tool. These conversations are a powerful way to connect with employees and “re-recruit” talent. A stay interview is a one-on-one interview between a manager and a valued employee. The purpose of the interview is to learn what will keep the employee working with you and elicit what would entice the employee to leave you. Each employee is different, so the information can help you make adjustments that would further energize the employee. What Do You Do With the Information?
You must act upon the information! Stay interviews are powerful because they provide actionable feedback on how to enhance the employee’s workplace experience. As opposed to employee surveys, you get information that is directly tied to the needs and wants of the valued employee. Just conducting the interview is entirely insufficient. You must demonstrate that you heard what the employee had to say and that you are willing to modify a few things as part of your commitment to the employee. Often enhancements (such as social events to connect employers, some telework or more appreciation events) also enrich the organizational culture. For instance, as a result of the conversation, you may give the person a working title that better reflects the employee’s actual duties and will support her efforts to advance. Or, you may provide a flex schedule so the employee can take some classes for their certification or attend his daughter’s soccer games. In making modifications, you want your direct reports at a minimum to love more than 20% of their total work load activities and hate less than 20% of their work activities. By taking action in those areas where you have latitude, you demonstrate that

area of interest or meaning for the employee, or a team leadership opportunity, or some flexibility in scheduling to get a certification, or the opportunity to use a talent or skill (social media or training skills). Second, the conversation will generate information on what may entice an employee to leave. For instance, the employee may feel the need to leave in order to supervise other staff, lead a team, or learn new technologies. Third, you can generate some key intelligence about the organization and its culture and some indication about how to enhance the workplace. Finally, the interview demonstrates that the employee is valued and you care about the person. According to Gallup, “someone at work cares about me” is one of the most powerful factors in engaging and thus retaining talent.

What If an Employee Wants Something You Can’t Provide?
There are obviously some limits to what a manager can do in terms of compensation, benefits, perhaps even assignments and scheduling. Most employees recognize these limits or constraints. In fact, most people are rather timid in asking for new stretch assignments or new learning or leadership opportunities. In reality, most enhancements are small actions that are within the control of the manager. Stay Interviews u achievements, provide some flexibility in scheduling, engage the person in a new team project, or offer a learning opportunity. For the employee, these relatively small actions within the control of the manager have a big impact. You might not be able to make all the changes desired by the staff person. What you can do is listen, validate what the person is feeling, express your support for the employee, and assure the person that you will explore options in those areas where there may be flexibility. As stated by Marnie Green, “focus on what you can do.” (Painless Performance Conversations: A Practical Approach to Critical Day-to-Day Workplace Discussions, 2013).
What Are Tips for Conducting Powerful Stay Interviews? 1. State your intent Let all your staff know that you will conduct stay interviews on an annual or biannual basis in order to enhance the employee experience, generate information on how to improve the organization, and of course retain talent. By publicly stating your intent, you create a state of readiness so employees feel more comfortable in responding to you. 2. Schedule the time I have a colleague who schedules on her calendar at the beginning of the year all her stay interviews with employees on their anniversary dates with the agency. And she refuses to let other obligations interfere with the annual schedule of interviews. 3. Start by sharing your appreciation You certainly want to recognize the good work of the staff person. (According to Gallup, “I have received recognition in the last seven days” is another key factor fostering employee engagement.) In addition to recognition for the work of the person, show appreciation for the person (i.e., express gratitude for their humor, optimism, persistence, team spirit). We value the person, not just their work. (Mike Robbins, “Why Employees Need Both Recognition 44
and Appreciation,” hbr.org, Nov 12, 2019.) 4. Get away from the office You want to get away from the formality of your office. If you do conduct the interview in your office, certainly don’t have a desk separating both of you. Better yet, I suggest that you have the conversation at a cafe or take a walk with the person. 5. Make it an informal conversation While you have a list of interview questions, you want to make the interview an informal conversation. 6. Be curious Approach the conversation with a curious mind. For example, when the employee shares that she’d like a new title, say: “Tell me more. What benefit would a new title provide you and the organization?” 7. Focus on new learning and challenge for the employee Learning is the new “social glue.” As long as employees are learning, growing, and being challenged, they tend to stay with an organization. Therefore, spend some time in asking the person about what he or she wants to learn. 8. Summarize what you heard At the end of the conversation, summarize some key information about what would keep the employee with you, what would entice the person away, what talents are going unused, and/or what they want to learn. 9. Follow up with employee Based on the conversation, you might not be able to do everything desired by the employee, but you can do something. Let the employee know how you can respond and make the person’s experience at work even better. Schedule a time with the employee for a follow-up conversation.
Talented employees want to: • Find meaning and purpose in the work. • Learn and grow. • Use their strengths and talents. • Feel that they are valued by the organization. • Have their opinions count. • Experience a sense of belonging and community at work. Local government officials used to believe that talent development and retention were nice discretionary activities. Talent development is now a key business imperative. If you conduct stay interviews and act upon the information, you can enhance your culture and most importantly retain your talent. In Memoriam We remember… Long-time Recreation Director Melvin E. Nunes January 13, 1925 January 8, 2020 Beloved father and wellrespected retired Newark Recreation Director Melvin (Mel) Nunes, a lifetime resident of Centerville and Newark, passed away peacefully, surrounded by his loving daughters. Mel was a proud graduate of Washington High School, class of 1942, where he excelled as an athlete. Post high school led him to his first career, eleven years as a professional baseball player. He played in the Milwaukee Braves and Brooklyn Dodgers farm systems. The highlight of his professional baseball career was winning the 1945 Pacific Coast League Championship as a second baseman on the Portland Beavers, where he led the league in fielding and was a six-time All Star. After the 1953 baseball season, he traded in his spikes for a career in city government. In 1956 he became first Director of Recreation for the Newark Park, Recreation and Parkway District. One of his first tasks was managing the District’s 9-12 and 13-15 year-old baseball

teams, who went on to become champions of the Washington Township Baseball League. Mel was instrumental in developing the City of Newark’s first neighborhood and community park system. The crowning moment of his career was the development and completion of the Newark Community Center. Mel’s incredible career spanned 5 decades and 38 years. Some other career highlights were starting Music at the Grove, one of the Bay Area’s first free summer concert series in the park; founding the first city operated, state licensed, child care center in California (still serving families today). One of his last contributions was being part of a team that in 1985, developing a master plan to build the 26-acre Sportsfield Park Most recently, the City honored Mel by renaming it’s largest sports park in Mel’s name. History Happened Here... CSD folks making history
by Elizabeth Pinkerton This is the first of several stories about the people that work at the CSD. Today’s story is about Kelly Gonzalez, the director of business and public affairs. When Kelly was 13, the Hoskins family moved from south Sacramento to Elk Grove. This is what Kelly tells us: “Most of my life revolved around family, friends and athletics. My mom spent her time running my brother and me all around town from football, to basketball, to softball and soccer. Most of my memories of growing up in Elk Grove revolve around my dad coaching at the local high school. “In 2000, after working as a recreation therapist, I decided to take an additional job at Elk Grove Community Services District, now called,

Cosumnes Community Services District. I was hired to assist in running summer camps and plan enrichment activities for after school sites at the elementary schools. After a year, I was promoted to a full-time position as recreation coordinator for youth and adult sports. This was an amazing experience as I had the opportunity to create programs and build relationships that were so much a part of my childhood. “A few years later, I was promoted to recreation supervisor and then as a recreation manager overseeing sports and aquatics programming. After three years as a recreation manager, I was promoted to a budget and special project analyst. I was later promoted to recreation and community services superintendent. I have had the pleasure of working with a passionate team that is dedicated to creating recreational experiences in the community. “I am currently the director of business and public affairs. This includes responsibilities for the team of staff that operate a wide variety of services that connect the community and build relationships. Our team is responsible for facility operations, customer service, sponsorships, contracted classes, budget, in-kind grant programs for special events, community partnerships, and communications and marketing. I get to highlight the incredible fire and emergency response, and parks and recreation services we offer in the community.

Members are Supported through Skills, Knowledge and Networks
The second statement is “members are supported through skills, knowledge and networks”. Member surveys show us that the networks created through CPRS and the on-going education offered through the Districts and Sections and at Conference are vitally important. This was very evident this past year when nearly all CPRS training and networking events had record numbers of attendance. But it was most evident in the recently created CPRS Zoom Chats. Five CPRS Sections are hosting Zoom Chats on how agencies are handling the COVID-19 pandemic and sharing their ideas and resources. The chat rooms quickly filled to capacity the first week. Capacity was increased to 300 participants and the rooms were consistently seeing as few as a dozen and as many as 250 attendees. Recently, CPRS re-looked at the Vision Insight Planning project (VIP). From that review came the California Action Plan (CAP). The CAP created five “tool boxes” of overarching topics. • Advocate • Collaborate • Communicate • Evaluate • Innovate Have you opened a tool box lately? Do you know what resources are in them? There is useful information, examples, templates and more that can help you and your agency. We continue to add to these tool boxes so if you have best practices in any of these categories, please share them. This is how we provide one another with the tools and support to be successful.
Advocacy: Telling Our Story
The third statement is “advocacy”. I ask of you, who is telling our story? Advocacy is not just about our legislators, it’s also about helping key decision-makers understand why Parks & Recreation is a vital community service. I can tell you my story, and you 62
can tell me yours. Doesn’t it seem like “preaching to the choir”? If we can seek allied partners to tell our story for us, wouldn’t that be much more powerful? Look at Behr paint. They came up with a new color called “Back to Nature”. It’s a light green. Their description is “embracing the outdoors as a time-honored method to balance and rejuvenate the spirit”. Wow, do we need this more than ever! COVID-19 brought along with it, the now ugly word “essential.” For most of us, we believe we are an essential part of the quality of life in our communities. You would be right, however, there are those pragmatists, who believe that only police, fire, and utilities are essential. They would be right too. So how can we help our decision-makers connect the dots to better understand how invaluable Parks & Recreation is to a community? What if we don’t define our profession by using the word “essential” but instead prove? Tell them, show them and share with them how Parks & Recreation is an integral part of a community’s quality of life. We are community problemsolvers. We are key partners for: • health and wellness, • social equity, • fitness, • diversity and inclusion, • economic development, and • crime prevention Parks and recreation is truly the fabric of a community and a vital community service. And during this pandemic, our communities need us more than ever. Some of us have found ways to reach our communities virtually to provide mental stimulation and alleviate stress. Even when we are closed, we remain vital community services. And yet despite the closures, public leaders are still suggesting that people stay healthy by taking a walk or bike ride on our trails and in our parks (but always practicing physical distancing). History has shown that in times of trouble, people have turned to parks as harbors of normalcy. Your agency leaders are seeing this first-hand. Help them see how vital our profession is to our community’s health and welfare.
Member Success – We are Better Together
In summary, this year is about member success because that is why CPRS exists. We will seek allied partners to “tell our story” and why being partners is better together than doing it alone. We will make a state-wide push towards innovation by using and promoting the tools we each have created for agency success, especially as we recover from the COVID-19 pandemic. We will focus on a formal linkage plan that identifies what members needs are and how we would provide for those needs. With every success, we strengthen community and position parks & recreation as a vital service within our communities that is recognized by our decision-makers. Through those efforts, we are better together. Lastly, we will ensure continual learning, no matter where you are in your career. We each have something to learn from one another and if we don’t reach out and connect, share and support, we will not move forward. For that, we are better together. As professionals, we can all find success in varying ways. If CPRS did not exist, we would find our way, but we would be finding it alone and without a state-wide network. Our passion would not be fed in the way it is now. Whenever we are together, we inspire one another and become family. We would not be moving the profession forward in a cohesive and collaborative way, if not for CPRS. We would not have a network of support and knowledge sharing that reaches far beyond our individual communities and our community’s borders. The normalcy of everyday life was flipped in a matter of days. Each and every one of you have shown your resilience, your passion, your innovation and willingness to share so that not only you and your agency can find success, but how the entire state can be better together. In the END, CPRS exists for the success of our members. In the END, we are BETTER TOGETHER! I am humbled to be your President this year. Thank you for the honor.
