Pass The Torch Please by Mark Mariscal • CPRS President In a few weeks, more than a thousand park and recreation professionals from across the great State of California plus more from other parts of the country will gather in Sacramento for our annual CPRS Conference and Expo. I sure hope to see many of you there. This annual conference will also have hundreds of vendors (see page 21) in 300 plus booths available for all of us to visit and speak with their representatives. What a great opportunity to meet with them and learn what is new in the profession. This conference is also where my last official duties take place. The most important is where I pass the torch of leadership to the current PresidentElect, Tim Barry from Livermore Area Park and Recreation District. Actually, he doesn’t get a torch, only a gavel. I do invite those of you attending the conference to consider attending the Award and Installation Dinner on the last night of the conference (Friday night) where Tim becomes the next President of our Society. Also, park and recreation agencies will receive recognition for programs or facilities during this past year. During my installation last year, I was honored to have my friend and a United States Member of Congress (Janice Hahn) be the installing officer. Although I do not know who will do the official installation duties, join me and hundreds of others to witness this important event. As this is my final article for our quarterly magazine, let me give you an update on work the board of directors has focused on this year. Mainly, to help our new Executive Director, Stephanie Stephens, fit comfortably into her new position. She has been out

to dozens of events. She has met more than a thousand professionals throughout the state and traveled over 10,000 miles to region, district and secction events. Her quick study of the state, the issues we have in the park and recreation field, and the information she has gathered from many of our members makes the Board of Directors very comfortable to know that our organization is in very able hands for years to come. This is my fifth and final year on the CPRS Board of Directors. During this time, I have shared some personal great highs and lows with the board of directors. Over the five years, the board members and CPRS staff have been very supportive of me and my family. My wife and I became grandparents during this time, we traveled to some great parts of the world and had to bury family members. For the first time in my life, I had to have surgery (if you don’t count having my tonsils removed) on my shoulder. Phone calls and cards from the staff and board always cheered me up. I mention this because it is the little things that each of us do in life that make a difference in people’s lives. In the park and recreation field, we make a difference in the communities we serve and are always proud. What words of wisdom can I share with our thousands of members while I prepare to pass the torch? 1) encourage your employees to consider becoming a member and participate in their professional organization; 2) always remember that Parks Make Life Better and find out the history of how the “brand” was created; 3) get continued on page 62

Not only do they have strong demands placed on them, they are given the tools to succeed. The most impressive thing about this program to me is that the participants recognize the opportunity to attend this type of training. Everyone who works at GE is clear on their mission for the global organization and within their department. Before any decision is made, the values are reviewed to see if it will support their mission. Chris Kearney, CEO of SPX, who worked as Senior Counsel at GE’s Plastics Business from 1988 to 1995, compares coming to GE to “the scene in The Wizard of Oz where it turns from black and white to color. Your eyes open to a totally different way of thinking and challenging yourself and the organization.” I believe the “colors” become more vibrant and clear because the leadership drives every initiative, project, and decision based on GE’s values - Imagine, Solve, Build and Lead. Those four bold verbs express what it is to be part of GE. Their action-oriented nature says something about who they are - and serves to energize each individual and team around leading change and driving performance. Does every employee know your mission and vision for your organization?

4. Leadership sets the standards of excellence by modeling the behavior they expect of their employees.

One of the shining ways that GE leadership stays on top is practicing what they preach. In May 2005 GE rolled out their “EcoImagination” initiative and they are living up to their word. There was a six page PDF document on the GE home page this morning. It summarized the articles in Fortune Magazine and why GE was recognized as the World’s Most Admired Company. As I went to print it out, I was reminded of one of the great values that GE instills in its employees. Conserve energy and resources. So not surprisingly, the PDF had special controls on it that did not allow me to print the document. What are your actions telling the front-line staff? During the past 20 years, there has been a dramatic increase in obesity in the United States and rates remain high. More than one-third of U.S. adults (34.9%) and approximately 17% (or 12.7 million) of children and adolescents aged 2-19 years are obese. A new CDC study published in November 2014 shows that close to half (40%) of the adult population of the USA are now expected to develop diabetes during their lifetime and the numbers look even worse for some ethnic minority groups. One in two Hispanic men and women and non-Hispanic black women are predicted to develop the disease. One in three children is predicted to develop Type II diabetes during their lifetime. Adolescent diabetes or prediabetes has increased from 9% in 2000 to 23% in 2008. According to the CDC, the two root causes of obesity and Type II diabetes are improper nutrition and lack of physical activity.

u Complete Park Systems The toll taken by the obesity and diabetes epidemics is well established. Obesity is behind approximately 100,000–400,000 deaths in the United States per year, exceeding healthcare costs associated with smoking or problem drinking and accounts for 6% to 12% of national health care expenditures in the United States . In California, the economic costs of overweight, obesity and physical inactivity are estimated to cost $41 billion a year . Most locally elected officials who make land use and policy decisions acknowledge the problem of overweight and obesity but often do not link the role of built environment to inactivity, obesity, diabetes, and other chronic health problems. The fact is, many communities where obesity numbers are high, residents have very limited choices regarding access to affordable healthy food and safe well-maintained places for physical activity. Studies clearly show that a community’s ethnic make-up, income and education levels, and the food and activity environments

have a direct correlation with its overweight and obesity rates.

Parks are a solution

Parks, recreation and open spaces are natural antidotes to today’s obesity and diabetes epidemics. They provide a potent strategy for the treatment and prevention of weight-gain, obesity, type-2 diabetes, and various chronic health problems. When parks are present, safe, accessible, clean, friendly, and inviting, people use them! High quality parks, open spaces, biking and walking trails and recreation programming are important elements that potential homebuyers and renters seek when they are looking for a place to settle their families. Parks, recreation and open spaces have great potential to be the engines of economic development. Unfortunately, during the Great Recession, local agencies saw their parks, recreation and community services departments as “non-essential” services and used them to bear the brunt of necessary budget cuts. As the economy

started recovering, many agencies have begun to reinvest in their parks. However, overall investment lags behind what it was in the early 2000’s. Given that parks and open space can help fight chronic health problems and serve as an economic engine, there is a discernable need to reintroduce the benefits of park systems to the local policy makers.

In the early months of 2014, Healthy Eating Active Living (HEAL) Cities Campaign convened two statewide brainstorming sessions looking at parks’ contributions and how they are perceived by locally elected officials.

Complete Park Systems u The group formulated a policy matrix to guide the development of park infrastructure, services and financing, just as a General Plan sets out the blueprint for a city’s land use, real estate and economic development.

Next Steps

Discussions centered on finding a way to place the benefits of parks, recreation, and community services firmly in the minds of the local policy makers. Session participants developed a new concept, “Complete Park Systems.” A Complete Park System would be an essential service, “a fully funded, sustainable facilitator of conjoined services that serve the diverse needs of the population, including the social, physical and mental health of individuals living in the community, and which reach across socio-economic levels and cultural backgrounds.”

The HEAL Cities Campaign in partnership with the ChangeLab Solutions, and the CPRS leadership –funded by Kaiser Permanente-- will continue to engage park and recreation professionals, local policy makers, and community residents in a dialogue about complete parks through four listening sessions in 2015-16. Later this year, a white paper on “how to finance complete park projects” and a “policy playbook” will be published and be available for communities and agencies who are interested in implanting the program. The first two listening sessions will be held in the City of Perris (February 25), and the City of Stockton (March 4). Stay tuned to hear how other agencies will embrace the project or to have your agency get involved with it.

Funded by Kaiser Permanente, a partnership of the League of California Cities and the California Center for Public Health Advocacy (CCPHA), since 2008, HEAL has been supporting cities in their efforts to improve the physical environment and give residents more opportunities to be physically active and eat healthful foods. Initiated by the League of California Cities’ Community Services Policy Committee in 2006 with a vision to fight obesity at the local level through policies, the program today serves over 175 cities providing technical assistance and training to elected officials and staff. It builds awareness among city officials about the role of the physical environment in promoting healthy habits and provides them with an array of practical support in adopting and implementing city policies that make it easier for residents to engage in healthy behaviors.

CPRS HQ Landscape is Changing – Literally!

It’s been in the works for a number of years now but construction on the new Cosumnes River Boulevard, a new exit off I-5, is just about complete. This four-lane road is just outside our front door and will bring in both residential and commercial construction over the next five years. It’s been interesting watching the road being constructed, and we’re all anxious to see the impacts it may (or may not) have on our property. The next time you come to Sacramento, take the new exit and come see us!

by Gennady Sheyner Palo Alto Weekly After a varied three-decade career that took him from a teenaged volunteer at Palo Alto’s animal shelter to the director of the city’s Community Services Department, Greg Betts is preparing for the next phase. Betts, long known around City Hall for his genial manner and passion for enhancing the city’s recreational programs and open-space preserves, earned a standing ovation and a resolution of appreciation from the City Council on Monday night after he concluded a 31year career in city government. The resolution, which was passed unanimously, lauds Betts for his service as an “innovative, compassionate and customerfocused leader who has developed successful programs, fostered strategic partnerships, enhanced community assets and achieved measurable cus-

tomer satisfaction.” In 1996, he joined the Community Services Department and after a few years as interim director he was hired for the permanent position in 2009. He has championed and overseen numerous park-improvement projects, including the renovation of Lytton Plaza, creation of the Heritage Park playground and the soon-to-be-completed completion of the Magical Bridge playground at Mitchell Park. City Manager James Keene praised Betts for his contributions to the city’s executive team, a group of department heads that meets regularly. “Greg has been a pioneer in building bridges across the organization, whether it’s with public safety, Public Works staff, our office or whatever,” Keene said. “He made a lot of contributions outside the realm of being a CSD director.” After receiving several plaques of appreciation and a huge round of applause, Betts thanked staff and the council for the opportunity to serve and said he felt extremely grateful for his career in public service. When asked what he plans to do next, Betts indicated that he plans to

Spotlight u remain heavily involved in community events, though now once again as a volunteer. “I’m definitely looking forward to retreating to my volunteer roots,” Betts told the Weekly. “Whether it’s at the Palo Alto Art Center or the Nature Interpretive Center, I haven’t yet decided. But I’ll definitely be a judge at the chili cook-off.”

My next volunteer title (after conference) will be CPRS Past President, and I will join a group of more than 25 living legends of our Society. I get to join a great group of people who have led this organization over the years. This group of leaders has no official role with the Board but each person makes themselves available for consultation when called upon. During my year, I probably spoke with and asked advice from at least 10 past presidents. These individuals contribute annually to our Society’s Annual Scholarship Fund administered by the State Organization. I have given annually to support scholarships in different districts and sections. I am now looking forward to adding another opportunity to share my personal funds via the Past Presidents Scholarship awarded annually at the CPRS Conference Scholarship Breakfast.
