Hogan Park opened September 10th. DVD is proud to have been given the opportunity to partner with the City of Lawndale in creation of this park for itâ&#x20AC;&#x2122;s citizens to visit and enjoy. The city decided to close a public street to create space to provide land for this wonderful and unique neighborhood park. The community inspired design includes a variety of amenities for residents to enjoy including play lots and ample areas for people to rest and recreate. To the north is an open green area and to the east is a space for group picnics that include picnic tables, BBQ units, and shade structures. Play elements in the park include climbing rocks, ropes and a climbing tower. The main playground area includes music themed elements, including concrete benches with a piano key relief pattern and a musical note adorned play surface. The inspiration for the music theme came from a resident, historian and local musician who recounted the story of an old music shop that was a Lawndale landmark and was frequented by the Beach Boys.

The Answer, My Friend... by Tim Barry, CPRE, SDA • CPRS President

n this year of Disney’s resurgence of Star Wars, I really appreciate how some things in our culture really stand the test of time. Good film, good music, good architecture, good books and good ideas often last beyond their introduction and are often embraced, renewed and replicated by future generations. In explaining how he came up with a particular melody, Paul McCartney would often say he took snippets of music he heard growing up, with his father being a musician, and applied them to a new theme or combination of melodies on his mind at the time. We are the sum total of our experiences and apply them as we go through life. So, too, is our cumulative talent and knowledge as parks and recreation advocates. I think Bob Dylan (inset) was on to something when he came up with “Blowin’ in the Wind,” a war protest song he wrote in 1962. In this song, he asked nine questions and offered that the answer to all of them often eludes us and is “Blowin’ in the Wind.” Applying this concept to parks and recreation, we must never underplay how important our work is to the health of our communities. Our purpose and function have indeed stood the test of time. And the challenge we have, at times, is convincing decision makers of the same when resources are scarce. Our secret weapon in the fight for resources has always been the people we serve, who benefit from our good works every day and are willing to stand up and defend our services to elected bodies. Here is my eclectic version of the song, with my apologies to Bob Dylan!

As kids, many of us heard “Go out and play!” time and time again from weary, exasperated parents. Yet in the world which we find ourselves today, these four simple words give us pause. When was the last time you said this to your own children? If it was this afternoon, or yesterday, or even any time in the past month – good for you, but if this particular order is one you can’t ever remember uttering, you can take pale comfort in the fact that you are not alone. The sad fact of the matter is that children, by and large, do not play outside any more. It is a looming crisis that concerns not only parks and recreation professionals, but teachers, pediatricians and parents alike. WINTER 2016 • CALIFORNIA PARKS & RECREATION

oined as “Nature Deficit Disorder,” by Richard Louv in his acclaimed book “Last Child in the Woods,” there has been mounting evidence that children are spending less time outdoors than ever before, and the consequences are terrifying. The rates of childhood obesity, depression, anxiety, and a multitude of other mental and physical disorders have skyrocketed in the past few years. Both physical ability and social skills have declined at a rate that has childhood development experts seriously concerned. The number one answer, according to Louv, was fear. Stranger Danger, risk of injury, insurance and liability issues, and even more recently, Department of Health Services reporting have all fomented to surround parents in an ever-spiraling web of terror. However, cast a wider net to consult educators and you will discover that Nature Deficit Disorder is merely one front in what many are now calling the “War on Childhood.” Teachers have an even more alarming perspective as they look back on the massive and unintended consequences of the soonto-be-discarded No Child Left Behind. Federal mandates in education have led to increased – indeed, almost incessant testing – longer classroom hours and significant cuts in time for recess, play and physical activity. The result is a national education system that employs methods which now fly in the face of everything childhood development experts know about how children learn. Children are exploratory learners. Their brains are wired to learn through movement, discovery, imagination and engagement. In short, children learn through play, and the great irony of modern American education is that we have denied them the ability to learn in the name of learning. Today, ten years after Louv’s ground-breaking book, I would say the problem is even more complex than simple fear. There are also federal education standards, helicopter parents, DHS laws and the insidious infiltration of technology into every waking moment of our lives. Overcome the fear, double the recess time, ban the technology and the sad fact remains

that today’s children still would not play outside. I believe this is because they simply do not know how. It seems ridiculous, and yet it is a scenario I have encountered repeatedly. Parents move to the better neighborhood with the big back yard so their children can get more outdoor time. “Go play outside!” they say, only to look outside fifteen minutes later and find their children sitting on the back deck playing a game on their phone or tablet, or even simply counting the minutes until they are allowed back to their video games – the only form of play many modern children seem to engage in. I am willing to bet that if you really think about it, someone somewhere taught you how to play. As young children, it was probably your parents, engaging you with stuffed animals, or blocks or piggy back rides. They tossed you up in the air and spun you around in all sorts of exhilarating, rough and tumble moments that felt just a little dangerous and perfectly safe at the same time. Then you got a little older, and someone else took your play to the next level. Another child, an older brother or sister perhaps, or that group of kids in the neighborhood would invite you to collect your walkie-talkies and water pistols and join them in the neighborhood war. You played army, built forts, and went on epic quests. Your world slowly expanded in an ever growing adventure beyond your playroom to your back yard to the boundaries of your neighborhood, so long as you were home for dinner. I vividly remember who taught me how to play outdoors. It was the Nemec boys, Doug and Dan, who were a good bit older than my six or seven years. It was a warm June afternoon on the edge of an Iowa cornfield bordered by a cow pasture and a creek. Our fathers were down inspecting a test plot of hybrid seed corn and we were left to our own devices in a battered pickup truck with a roll of black electricians tape and a utility knife in the glove box. In less than twenty minutes, the boys showed me how to cut green branches from a cotton wood tree, strip the bark, bend a bow, whittle some arrows and consume an entire roll of black tape

into the winding of bowstrings and the fletching of arrows. Thus began a lifelong adventure of soldiers, spies, cowboys, knights, and other fabled heroes armed with the best weapons that Dad’s plundered tool box and some electrician’s tape could provide. I never dreamed that there would come a day when children would not know how to play outdoors, or imagine their own adventure fighting the Imperial Galactic Forces in the battle of Cedar Crest Woods. I never thought of just how important it was to play in the mud, or climb a tree, or catch a frog. Doesn’t that just happen? Apparently, it does not. I have to admit, when I started programming for kids, it was largely against my will. I do not have children. Kids for me, come in two categories: house pets and short adults. They really don’t hold my interest until they are old enough to hold a conversation that ranges somewhere beyond their need for a bathroom, food and drink, or their favorite cartoon character. But once they reach that stage, I find them to be quite interesting, and I have a tendency to give them the same consideration I would anyone else. Therefore, after struggling for several years with a variety of children’s programs that drew a grand total of four participants on a good day, it seemed perfectly reasonable to pick their brains and find out what it was they actually wanted to do. Thus, after a weeklong history day camp, I sat down with my four charges and asked them the fateful question: “If you could have any kind of day camp at all, what kind of camp would it be?” The answer was resounding and unanimous: “Zombie Camp!” On that particular day we had studied Huckleberry Finn, built some small willow rafts and gone down to the river to float them. I hadn’t really paid much attention as we walked back through the woods, short of making sure no one wandered into the poison ivy. I pretty much let them explore the ponds and sand dunes and fallen logs, so long as they stayed within sight and didn’t die. I had vaguely registered that they were picking up sticks and shooting each other, staking their claim on 25

the vast territories of “Cam-land” and “Hunterdonia,” and somewhere along the swampy path they inevitably began fighting the zombie hordes that emerged from the shallow ponds of their imagination. I didn’t really give it much thought. It’s just what kids do, right? But my youthful captive focus group had requested a zombie camp, and since I tend to treat kids like everyone else, I actually looked into it. I was rather surprised at what I discovered. There was a group on the East Coast offering a week long fully immersive zombie survival experience complete with wilderness survival, weapons training and sporadic zombie attacks for the astounding price of $3,000 per person, per week. Incredibly, people were actually paying it! Maybe the kids were on to something. After a good bit of thought, a lot more research, some brainstorming with staff and a great deal of argument with management, Zombie Survival Camp was born. Offered as a week-long, half-day camp, kids have the opportunity to learn teamwork, basic disaster planning and wilderness survival skills before finishing off their week in an epic water gun battle for survival against the undead. Had you asked me five years ago, I would have insisted that the objective of the program was to teach the kids about nature and survival skills. Today, I will admit it’s really all about the zombies. The true genius of Zombie Survival Camp lies in the staff and volunteers who help me make it happen. I am fortunate enough to have staff members who are still in touch with their inner eight year old, who remember fighting storm troopers in the woods (a.k.a. Endor), and who have enough imagination and creativity to pose the question: What if zombies were real? We don’t teach kids, we play with them. We lead dangerous missions into the dark, swampy backwaters of the Cedar River, obtaining water samples to test for the zombie virus or retrieving caches of government supplies. We track the bloody trail of the zombie-mangled Agent X back to his hidden base and retrieve his mission notebook. Then we use our compasses to calculate back bearings and follow his coordinates to the fabled zombie point of origin. “Ground

u Zombie Camp Zero,” as the kids call it, is a small collection of derelict automobiles from the mid-twentieth century buried in the weeds and the river mud, not far from the mysterious ruins of a building foundation. The kids are quite sure that this is where it all started, some fifty- or sixty-odd years ago. Obviously, it was a secret government laboratory from which the zombies escaped. The old cars likely belonged to the victims of the first zombie attack. The location of “Ground Zero,” is top secret, and is one I will not willingly divulge to any other adult who does not have ZRF (Zombie Resistance Force) clearance. This is a magical, sacred space to our Zombie vets, and only a few adults need to know about. They would just ruin it anyway, cleaning it up, making it safe and easy to get to, and sucking all the fun and adventure right out of it. It is only now, looking back, with a rash of requests for interviews, magazine articles or conference sessions that I realize how special and unique this program apparently is. American children, by and large, do not play in the woods anymore. They do not imagine and pretend and star as the heroes of their own grand outdoor adventures. Within the space of a half generation, and with no one to teach them how, they have lost that ability. It now occurs to me that my small band of 8-12 year old Zombie Resistance fighters now wage a much bigger battle than the Zombie Apocalypse. They are fighting the War on Childhood. It is a war I have to fight as well. I have to research and justify and argue and write detailed policy for their right to carry and use sharp tools such as pocket knives. I must find diligent and imaginative staff with good common sense. Before every program, I explore every inch of our backyard wilderness, making sure it’s safe enough before we take the kids there. I have to talk to the parents when a child cuts their finger or twists an ankle. I incessantly count every nose on a trip through our 132 acre wooded park, making sure I come back with the same number of largely ADD kids I left with, because it is exactly those children who need this experience the most. And finally, I must reinforce time and time again to both parents and children that they need to take an active role in ensuring their own safety, (i.e. don’t do anything so stupid you die and end zombie camp forever). Looking back, I now understand that the reason Zombie Camp is so important to the children I work with is because it serves an essential need in their development that is not being met. Ellen Sandseter, a professor at Queen Maude University in Norway, has done extensive research on the physical and psychological benefits of Risky Play, identifying six categories of play essential to child development: • great heights • rapid speed • dangerous tools • dangerous elements • rough and tumble play • exploration or “getting lost” According to Sandseter, these activities help children build confidence, regulate emotions such as anger and aggression and decrease depression and anxiety. Oh No!!! A zombie attack. are a regular occurrence in my program, and much of the reason children return to it year after year. Everyone wants to know the mechanics of my Zombie Survival Camp. I don’t spend much time on it, because I really feel it is common sense stuff anyone can do. I have a 1-5 adult to child ratio. I don’t have a very large staff, so for safety and sanity, I do not take more than 30 kids per session. I will run it for one week a summer, morning and afternoon for a total of 60 kids and bring in revenue of about $6,000. It is the most inexpensive program I run. Short of the $200 we spent several years ago to buy an orienteering compass kit, my program supply expenditures are less than $75 for the week, and consist largely of some open fire cooking supplies, a couple yards of fabric for ZRF headbands with the kid’s names on them, fake blood, zombie make-up and some Hawaiian Punch for the “Z-Cure,” to heal any victims bitten by zombies in the water gun war. The activities aren’t anything you couldn’t find at the average Boy Scout Camp, and the Boy Scouts are undoubtedly more proficient instructors. I schedule two zombie attacks during the week, using real fake zombies. My zombies are now all ex-zombie camp veterans who are now too old to attend the camp as a participant, but who love it so much they want to keep coming back. The final day is, of course, dedicated entirely to the Zombie Tactical. It’s best described as organized chaos. Basically, I lead an army of 8-12 year olds armed with super soakers as they forge into zombie infested territory on what is sort of a combination orienteering race/scavenger hunt / game of tag with water guns. The rules are fluid and flexible and would probably fill three or four pages if I ever bothered to write them down. I don’t, because they will probably change next year anyway. What I readily share about Zombie Camp is the three essential requirements: You need untamed wilderness with trees to climb and water to splash in, the kind of wilderness that we frankly would avoid as adults because we know what a hassle it is to forge through grass up over our heads only to end up picking off ticks for the effort. u Zombie Camp that is creative and enthusiastic with enough imagination to still pretend and play like the children we wrangle. That staff also needs to be flexible enough to deviate from the planned activities for the day, stepping back and letting the kids play when their imagination finally kicks in and takes over. Finally, you need leadership with nerve. You need to have management that is willing to take the heat, to stand up and say the benefits of the activities are worth the risk. They need the intestinal fortitude to tell the politically correct anti-gun citizens “Of COURSE we are going to let the kids shoot zombies with water guns! They’re eight! What’s the point of a Zombie Camp if you can’t shoot zombies?” If you don’t have that kind of leadership, don’t even bother. Over the years, Zombie Camp has grown and flourished into its own unique entity. We have a drill cadence for kids to march to on campaign. We could fill a book with our own unique Zombie Camp lore of Ground Zero, Agent X, and the valuable Zombie fighting tactics such as the “Hernandez Maneuver,” (sneaking past the zombies by singing them to sleep). I have many requests for a copy of the Zombie Marching Song, or my Zombie backstory. I do not share it for two reasons. First, it is not entirely mine. It is a collaborative tale spun between our staff and the children and is unique to this place. Second, if I give it to you, you will not imagine or create your own, and your imagination is the key. You have to be able to connect with your inner eight year old. You have to remember how to pretend and imagine that you are the hero of your own adventure, and then you have to use your adult skills, knowledge and resources to make that adventure happen and take a group of kids along with you. Your inner child may have a lot of catching up to do. Mine didn’t know squat about zombies, aside from having watched one of the Bruce Campbell Evil Dead movies. And for you, the answer might not be zombies at all. Whether it is Harry Potter or the Hunger Games, it’s hard to tell what kids will want to play next. However, based upon both my successes and my failures with outdoor programming, I have learned this: To be successful, they have to be imaginative and active. At heart, every kid wishes they were an adult so that they could have adventures, too. I have tried other themed programs like Zombie Camp that weren’t nearly as successful, because they either did not have the intense active activities like orienteering and zombie patrols, and instead focused too much on sit-down-and-make-it projects or crafts, or because they did not have the immersive, imaginative storyline that Zombie camp now has. One of the occasional caveats of Zombie Camp, is that for some children, that imaginative story line can become a bit too real. Not every child who signs up to fight zombies makes Ground Zero

In spite of our best efforts, for some, the zombies are just a bit too scary, and on occasion, one or two will drop out rather than see it through to the final battle. Surprisingly, age does not seem to be the leading predictor of who will be fearful and who will not. Many an 8-year old has battled fiercely through the week, while an entire pack of 10-year olds huddle in terror. There really is no telling which side they will land on until they see their first zombie. We take extra measures to address this of course. My cell phone number is given out to all parents, and I am readily available for consultation via texting at 10:30 p.m. on a Monday night when children are too terrified to sleep alone in their rooms. When we notice anxiety overriding anticipation of the next zombie attack, we tend to sit down as a large group and have a rather frank discussion about fear. What exactly was it about the zombies that was so scary? (The answer is usually surprise, and that they were not expecting to actually see a zombie in that moment). The older zombie vets tend to chime in then, remembering how scared they were when they saw their first zombie, and how they learned to overcome it. It is in these large group therapy sessions that their teams tend to bond and develop, and they work out their strategies for protecting each other from the zombies. Those who aren’t afraid of the undead will go out and do the dangerous work. Those who are terrified of the zombies can always find a place within the safety of their zombie fort working to help their comrades. In spite of the ones who do not make it through the week, it never fails to surprise me how many of the most fearful children who make it through the week come back again and again to test themselves against the zombies. I do have programs that are not nearly as intense or imaginative as Zombie Camp that are still very popular because they have kids building a lot of cool stuff and then playing with it. – A free tip: Title something as “Dangerous” and let them play with saws and pocket knives and build bows and arrows or foam swords and they will sign up in droves. climbing and calling it good enough. Recreation is merely another word for play, and we have allowed ourselves to descend into a world where play is considered frivolous and irrelevant. This is a situation we ignore at our peril. The first generation of tightly scheduled, over-protected, play deficient children is just now entering college with terrifying results. They are less resilient, unable to deal with the challenges of every day adult life. They are unable to learn from failure, much less cope with it. They are ridden with anxiety and depression and a multitude of other paralyzing mental and emotional maladies. In our determination to protect our children, to make them smarter, stronger and more successful, it seems we have inadvertently weakened them, killing them slowly by degrees. Nature Deficit Disorder, the War on Childhood – call it what you will – is essentially a war on play and a very real threat to what we do for a living. We have a lot of potential allies if we could just come together. Teachers, child development experts, doctors, psychologists and now even college faculty recognize the enormity of the problem. Whether we are talking to the media, local politicians, cranky neighborhood associations or a worried parent, we need to be actively advocating for the importance of unstructured, creative – and yes – risky, outdoor play. And then we have to have the nerve to stick our necks out there and actually do it. I am willing to take that risk, because I have seen firsthand what happens to the children who go through my programs. They come back, either to play zombies or to try something new. They bring their families back for other events and programs, always looking for the opportunity to sneak off to play in the woods and see if their zombie fort is still there. They keep coming back because they have had grand adventures in this place; they have learned something about themselves and about how life works. They learn that it doesn’t help

you to worry too much, because in the end you can only deal with life one zombie at a time. They have learned that it’s ok to be afraid, because everyone is. They have learned that it’s ok to fail, because sooner or later, everyone does. Eventually, they learn that bravery doesn’t have anything to do with not being afraid, and everything to do with not giving up no matter how scared you really are. As for myself, I have learned that it is far more important to play with children than to teach them. If I can teach them how to play, they will learn how to teach themselves. Do you want to win the War on Childhood? There’s really only one way to do it: Gather up the kids, shut off your computer, put away your tablet, and set down your phone. Now, go outside and play.

VIP 2.0 u Now 15 years old, the VIP Action Plan: Creating Community in the 21st Century (VIP Plan) has guided us through some challenging times. Its vision and strategies have proven to be timeless and are still relevant today. However, our profession has grown and changed over the last 15 years. New recreation trends influence the services we provide; different organizations, partners and individuals are involved; new professionals and demographics are changing the face of the profession; and new technologies affect the way we do business. It’s time to give the VIP Plan a fresh look to see how it fits in today’s world.

VIP 2.0

A multi-year partnership is underway to update the VIP Plan. VIP 2.0 will validate relevant elements of the original VIP Plan, identify where changes are needed and define a new action plan for the future. The VIP update will address the following:

• What have we accomplished? What are the key messages, useful tools and resources that were introduced in the original VIP Plan? What successes have we celebrated in the last 15 years? • Where are we now? How did earlier resources help advance the profession to where we are today? What current opportunities and challenges do we face, and what personnel, resources and expectations do we have in moving forward? • What should we do next? How do changing trends influence our efforts to take the parks and recreation profession to the next level? What will inspire the next generation of leaders in our profession? What tools and trainings are needed to build our personal, professional and organizational competencies to best serve our communities and the entire State? These and other questions will be

addressed in a three-phased strategic planning process that will include an Environmental Scan, Strategies and Actions Update, and Strategic Plan Development. We are in the first phase of this work now.

Guidance for our Profession

As a reflection of the California parks and recreation profession, VIP 2.0 will incorporate the insights of CPRS members and non-members, all levels of parks and recreation staff, allied professionals and educators, current and future leaders, baby boomers and millennials, and anyone who knows what is needed to make our profession great. A variety of outreach activities are occurring in Phase 1 to collect this feedback. Many are occurring at the CPRS Conference & Expo, where we will discuss the tools and resources needed to take our profession to the next level. VIP 2.0 activities include:

In the Conference Expo Hall, a think tank of professionals will convene to brainstorm strategies, identify best practices and make a list of the tools that will be needed to advance our profession. What’s new since 1999 Just how much has the world changed in the last 15 years? The VIP Action Plan: Creating Community in the 21st Century (VIP Plan) was introduced just over 15 years ago. Many portions of the VIP Plan are still relevant today. However, there have been some significant changes in local economies, political landscapes and other demographic changes that neccessitate a look at the plan. To give an idea on just how much things have changed, we present a list of eight things that were invented or have had major affects on society as a whole since the launch of the VIP Action Plan.

Bluetooth (1999)

Bluetooth technology debuted in 1999 and adopted into mobile phones and computers soon after. Now the technology is prevelent in a multitude of electronic products. It is nearly impossible to go an entire day without using a product that requires Bluetooth Technology.

Apple iPod (2001)

Apple’s portable MP3 player was introduced in 2001 and soon meant the death to cassette tapes and CDs. The iPod wasn’t the first MP3 player, but it definitely took them to a completely new level.

Skype (2003)

Skype allowed people to communicate in more ways than just by phone. But it’s strength was that it connected people inexpensively through the internet. Suddenly video chatting was available for the masses.

Facebook (2004)

Can you name another social media channel (or anything else for that matter) that has changed the way people communicate/connect with friends, family and customers from the past 50 years like Facebook has?

YouTube (2005)

Made video sharing easy for everyone.

Nintendo Wii (2006)

Changed the way people perceived video games and made it easy for people of all ages to play.

Apple iPhone (2007)

The iPhone dramatically changed the cell phone market by integrating its use into people’s everyday lives by offering a variety of applications that can be easily downloaded.

Google Driverless Car (2012)

It’s still up in the air just when the driverless car will be available to the public and just how long afterwards it will become mainstream, but it’s still something we thought should be on this list.

Parks and Recreation in the 21st Century: a New Action Plan

VIP 2.0 should involve as many people as possible to ensure that the resulting action plan represents the entire parks and recreation profession and carries us forward another 15-20 years. Insights, ideas and comments from Phase 1 outreach activities will be summarized and shared with CPRS Board Members and District and Section leaders in late spring 2016 to incorporate their direction before updating strategies and drafting new actions to achieve our vision for the future. CPRS is proud to enter into this multiyear project with MIG with the goal to create another groundbreaking program for California park and recreation agencies to continue to position themselves as essential community services.

City of Tracy Names New Parks and Community Services Director

The City of Tracy is pleased to announce the appointment of André Pichly as its new Parks and Community Services Director. Pichly comes from the City of West Sacramento where he has worked for the agency’s Parks and Recreation Department since 1996, and served as the Recreation Superintendent since 2000. “We are very excited to have André as our new Parks and Community Services Director,”stated Tracy City Manager, Troy Brown. “He brings to our community a wealth of knowledge and expertise in the field of Parks and Community Services, as well as innovative ideas 64

that will add to the richness of our programs.” Pichly has over 25 years of experience working in recreation in the public sector. During his tenure he provided oversight on two major public projects: the 36,000 square-foot West Sacramento Recreation Center and the 21,000 square-foot West Sacramento Community Center. He has taught part-time in the Recreation, Parks and Tourism Department at Sacramento State University, and is a certified Park and Recreation Professional. “I’m so excited to be joining the staff at the City of Tracy. I see a lot of opportunities to develop new parks, while continuing to deliver quality programs. I’m really looking forward to developing the department that will deliver these facilities and provide these programs to help make Tracy a better place for its residents,”stated André Pichly. Pichly’s professional involvement includes serving as a site visitor for the Commission for Accreditation of Parks and Recreation Agencies (CAPRA), and for the Council on Accreditation of Parks, Recreation, and Tourism (COAPRT). He has also been involved in the California Park & Recreation

Society as a district and state board member. He speaks at state and national conferences on the subjects of branding, customer service, social media, professional certification, program facilitation, and strategic planning for the parks and recreation profession. Pichly holds a Bachelors and Masters Degree in Recreation Administration from Sacramento State University. He lives in Sacramento with his wife, Alene. They have three adult children: Andy, Alexa, and Alyse. Pichly began his duties as Parks and Community Services Director on January 25, 2016.

For 24 years, his work has helped Vista play By Teri Figueroa For nearly a quarter century, Bill Fortmueller’s work has helped Vista play. Wearing several hats over the years in the city’s parks department, Formueller helped bring a disc golf course to Brengle Terrace Park, and pushed forward the city’s public arts program, including the whimsical “Kites Over Vista” pieces in the city’s historic downtown core. He’s overseen the still-inthe-works development of two new skate parks, and he brought ghost-hunting tours to Rancho Buena Vista Adobe. Fortmueller, 63, is retired in December as director of Vista’s Recreation and Community Services Department, where he oversees not just Vista’s

13 parks and recreational programs, but facilities including the Wave Waterpark and the Moonlight Amphitheater. The growth of Vista’s public arts program is likely to be his most visible legacy. “Under Bill’s direction, Vistans experienced the creation and flourishing of the arts program to what we now know,” City Manager Patrick Johnson said. He added that Fortmueller “should be very proud of his accomplishments.” Notable projects that took flight over the past several years include the Kites over Vista program, which helps bring new sculptures to the city’s downtown core every 18 months or so. The “kites” — made out of materials like steel, wood or other durable materials — hover perhaps 10 feet off the ground atop a pole. Although the idea for the sculpture program wasn’t Fortmueller’s, the implentation was. In addition, 22 of 32 colorful murals adorning public spaces in Vista were commissioned under Fortmueller. The same is true for 34 of the 48 public art sculptures that have been installed around the city He said one of his favorite places in town is the Rancho Buena Vista Adobe, which the city owns and his department runs. He’s particularly thrilled with the venue’s new ghost-hunting tours — an after-hours specter search with lights off and spirit-sensitive equipment on. Fortmeuller said he’s had experiences at the adobe that “make your hair kind of stand up.”

u Buyer’s Guide The tours are among many things that have changed since Fortmueller first came to the city in 1991 as a parks superintendent. After 16 years, he was tapped as the department’s second in command in 2007. Two years later, with the economy flagging, the previous park director departed and Fortmueller took the helm, though technically he was still the assistant director. The city was struggling amid the Great Recession and was forced to make steep cuts in nearly all areas of government, including the recreation department, which had to lay off staff and dramatically scale back its programs. Fortmueller said those were the darkest days in the years that he worked at City Hall. In 2013, with the economy on the upswing, Vista officially bumped him to the top recreation job. Since then, the economy has begun to recover and the department has been able to revive a few of the recreation programs that had been cut. “We are slowly trying to bring them back,” Fortmueller said. He said he hopes that in the years to come, Vista will continue to bring its recreation programs back to pre-recession levels. He’d also like to see more opportunities for underprivileged kids in the community. the ROMEOs, or “retired old men eating out,” a breakfast club made up of his buddies. And there’s another luxury he’s eager to enjoy: “If I feel like taking a nap, I’ll take a nap.”

District Names Track for ‘Grandpa’ By Kevin James Keckeisen Chino Champion Newspaper The track at Chino High School will be named after Ray “Grandpa” Ortiz, a volunteer coach of more than 40 years. The Chino Valley school board approved the name at its Dec. 10 meeting. Mr. Ortiz, a former Chino resident, volunteered 46 years to coach youth track and football to thousands of students, his son Richard said at the Oct. 15 school board meeting. The naming of the track for Mr. Ortiz’s name was presented as an information-only item at the request of Chino High sports booster and former teacher Ruben Chamorro. It was also supported by a District Citizen’s Advisory Committee. A sign will be attached to the support beams under the stadium scoreboard and lettered on the track in front of the home side bleachers, according to a report provided to the school board in October. At that meeting eight people spoke in favor of naming the track after Mr. Ortiz, including Chino High principal Felix

Melendez, athletic director Michael Hinkle and student athletes. All costs associated with the request will be covered by the Ortiz family and Mr. Chamorro, according to the school district. Mr. Ortiz, a longtime Chino resident who had coached youth track and field since 1954, died Jan. 13, 2015. He was a charter member and organizer of the Pumas, a Chino youth track team founded in 1978. He was involved in Chino Pop Warner and Chino Youth Sports Foundation. In 1998 he was named Chino Sports Legend, an honor presented by the City of Chino to recognize contributions to the local sports community. In 2006 he was named California Park and Recreation Society District XI Layman of the Year, and inducted into the U.S. Track and Field Southern California Association Hall of Fame.

In Memoriam By Ron Agostini Modesto Bee Longtime USC football fans remember the northwest corner of the Los Angeles Memorial Coliseum and the name attached to that spot. It was called “Sam’s Corner” for Sam Dickerson, who dashed there to make arguably the most famous and controversial touchdown catch in the history of the USC-UCLA rivalry. Dickerson also was known locally for his 33 years of work as an upbeat and likeable recreation supervisor for the City of Modesto Parks, Recreation and Neighborhoods Department.

Spotlight u Dickerson fought cancer for nine years until he died on Dec. 23 at his Modesto home. He was 66. “He was very much a standup guy and always had your back. If you did something wrong, he’d let you know and say, “Let’s go on from here,’” recreation coordinator Sandy Wolfe said. “You knew you meant something to Sam.” Raised in the Fair Oaks area of east Stockton, Dickerson – 6-foot-2 and 194 pounds – was blessed with 9.7-second speed in the 100-yard dash and excelled in all sports. The Franklin High graduate turned to football at USC to make his name. He caught 13 touchdown passes in his career for the Trojans, four of them in his corner and none more memorable than the November night in 1969. Both USC and UCLA were unbeaten and the Bruins led late in the game when Dickerson impacted everything on back-to-back plays. He drew a pass interference penalty on fourth down – UCLA argued that the pass was overthrown – to keep USC alive. On the next snap, Dickerson ran a curl-post pattern to the corner and somehow stayed inbounds to make a sliding catch of the 32-yard pass from Jimmy Jones for the winning touchdown with 1:32 left. The Trojans won 14-12 and advanced to the Rose Bowl for the then-record fourth-straight year. “The ball seemed to stay up there forever,” Dickerson told the Los Angeles Times in 2009. “There was a brick wall 66

five or six yards behind the end zone and I rolled into that. I looked up and the ref was signaling touchdown and our guys were running at me.” Dickerson appeared in two Rose Bowls, was an honorable-mention All-American and finished fifth in career receptions at USC. His proudest achievement, however, was his participation in the 1970 USC game at Alabama. USC, which won that night, was the first fully integrated team to play in Alabama. Dickerson was selected by San Francisco in the third round of the 1971 draft but injuries stalled his pro career. He eventually played briefly for the Green Bay Packers and finished with the Portland Storm of the WFL in 1974. In 2012, he was inducted to the Stockton Athletic Hall of Fame. He’s also a member of the African American Athletes Hall of Fame of Stockton. Dickerson remained loyal to USC over the years and often was seen on the sidelines at the Coliseum. Last month at the USC-UCLA game, Dickerson was honored and his famous catch was shown on the Coliseum screen. “He had a great life and he wants people to celebrate and not to mourn. He wants smiles and laughter,” said TaMiya Dickerson-Stallworth, the oldest of Dickerson’s three children.

Thanks go to those professionals and CPRS staff who helped me pick up the mantle and run with that priority this year! The annual CPRS Conference in Long Beach is just ahead, so be sure you’re planning to attend, learn new things, network with fellow professionals, compare best practices, visit the beach and take a break from your routine back at home! As a Long Beach native, I’m particularly psyched to return to the place of my formative years, growing up in Naples, attending the local college and university, working for Cypress Recreation and Park District as well as the parks and recreation departments in Long Beach, Torrance, Buena Park, and Anaheim before heading up to Northern Cal. What a ride it’s been! Don’t forget to enjoy Thursday night’s Poker Pub Crawl, too, and enjoy downtown Long Beach’s colorful hospitality! As my Presidential year comes to a close all too quickly, I’m inspired by the many talented and passionate people I’ve met on the state board the past three years and those serving you well in our Districts and Sections across the state. You’re in good hands with the newly elected state board and incoming President Kristi McClure Huckaby. I’m confident of a strong future for CPRS, from the creative and smart leadership of our Executive Director, Stephanie Stephens, to the passion of our seasoned professional staff, to our legislative advocacy team led by chair Pilar Alcivar-McCoy and our Legislative Advocate Doug Houston, to the emerging leadership and intelligence of our younger professionals holding important positions on our District and Section boards up and down the state.
