Advancing Our Profession by James Wheeler • CPRS President
O
ver the past thirty years I have had the pleasure of getting to know a great many recreation and park professionals. I am not sure if we choose public service or if public service chooses us. What I do feel is extremely fortunate to work in our service driven vocation. It allows me to work with so many great people while serving a wide diversity of community members. As John F. Kennedy once said, “Let the public service be a proud and lively career.” I think we are pretty good at the whole lively thing, and I know how proud I am to be able to serve. As I finish my year as your President, I want to thank you for allowing me to lead our society. Leading has allowed me to strengthen existing relationships and forge new ones. I have been able to reach out to our leadership members and get to know them better than I ever imagined. I have also had the opportunity to sit in trainings and luncheons with fellow members and better understand them and their needs. It is our commonalities that continually rise to the top and that I notice most. As a profession we are driven to learn, while we improve our personal skills sets and the products we deliver to our communities. I am so proud to be a part of the essential community service that is parks and recreation. As we head to our annual conference in Long Beach, I look forward to the opportunity to continue to build my network and further hone my skill set. Many conference committees, their chairs and CPRS staff have worked hard this year to make sure you have an amazing conference experience. Be sure to attend the open-

ing general session where Robyn Benincasa will share with you the lessons she has learned about building world class teams through a diversity of adventurous life experiences. The opening session will also be a time to recognize our best of the best, our youngest and brightest, those that inspire and those that have gone above and beyond to make our profession better. While you are in Long Beach don’t miss out on over 100 amazing educational sessions offered over the course of four days. Finally, make sure to network, attend a breakfast, go to a social or just hang around and see whose path you cross. As state board of directors, we have had a busy year that tackled a very ambitious agenda. Your President-Elect, Henry Perezalonso, and Vice President, Lydie Gutfeld, led the charge on aligning the by-laws of 22 districts and sections with the by-laws under which the State Board operates. I want to thank each district and section for working hard to make this happen. My goal for the past year was to create “ONE CPRS.” I think this project was a huge step in that direction. I have never been prouder of the Regional Representatives and Council of Section Representatives on our Board, they handled the task with commitment and professionalism. We also worked hard to strengthen our Educators Section this year. Quarterly research articles have begun to appear in our quarterly magazine, College Row is being established in the conference expo hall and will include the latest research in our field displayed continued on page 74

What Can You Expect at Conference?
More than 40 CPRS members came together to assemble this year’s conference education offerings. With representation from every CPRS section, the Conference Education Committee solicited, evaluated and Education/Program Team Leader Darin Loughrey

ultimately selected session proposals which addressed the immediate and emerging needs of today’s park and recreation professionals.

T
he selection of sessions for conference was not easy as proposals nearly doubled the amount of sessions allocated. Furthermore, the relevance of topics, sophistication of content, and expertise of speakers left the committee with the difficult decision of what to place in the program this year and what to consider for a future conference or training event. It comes with great appreciation that so many distinguished professionals, who are doing amazing things in the profession, have taken the time, effort and dedication to submit session proposals. The committee recognizes the development of these proposals requires a significant amount of time and effort and thus applies diligence
and careful attention to the evaluation process. Upon reviewing this year’s conference program, you will notice the inclusion of new concepts such as the Emerging Professionals Development Track, Learning Communities (Software and Facility Rentals), and the California Action Plan inspired Rec Talks. These offerings integrate the concepts of “peer-to-peer learning” and utilization of technologies to extend the education process beyond conference to a continuum of learning. The Conversations that Matter (30 minute sessions) are back this year and offer an insight into cutting-edge topics which CPRS members have communicated are very important to them.
Also returning are the popular Speed Coaching session conducted by the Administrators Section and the Teen Advisor Academy, led by Leadership Concepts, LLC. In addition, the Recreation Therapy Section’s Intensive on diabetes is a can’t miss for anyone working in the health/wellness, senior services or recreation therapy sectors. While this year’s conference is expected to be the highest attended park and recreation training event offered in California, I am proud of the Conference Education Committee’s work and initiative to deliver new and unique learning experiences. Time to engage, apply oneself and learn!
Every good event has a great behind-the-scenes Logistics Team! We may not be planning the parties or hosting networking events… but we are key in making those things happen. Scheduling volunteers, making sure signs get you where you need to be, and ensuring all our speakers are heard – that’s our task this year. Thanks to my team for making the Command Center not only the heartbeat of the conference, but also a fun place to volunteer. See you in Long Beach!

he Special Events team focuses on the fun and social “stuff” at Conference. Whether you a first time attendee or a seasoned attendee there is a sampling of top-notch opportunities for you to do prior to the kickoff of conference or after a long day of educational sessions. The Special Events team has put together two, yes two, events for you to choose from prior to Conference officially starting on March 14th. Travel to some of the top notch park and recreation facilities in Orange County, aka the “OC”? Learn some behind the scenes facts about these facilities? Then this is the event for you! Join us for the Parks Make Life Better!® Tour on Tuesday, March 13th from 7:00 a.m. - 5:30 p.m. It is not to be missed! It’s back and it’s all 70’s baby! The CPRS Golf Tournament makes it triumphant return on Tuesday March 13th promptly beginning at 12:30 p.m. at the Skylinks Golf Course in Long Beach. This event cannot be missed as prizes will be awarded for best dressed 70’s Foursome and Best Dressed 70’s Individual, so get those bell bottoms out as you hit the links!
We then move to Thursday night, March 15th and oh my! It’s back and it’s been revamped. Join us for Hops, Grapes & Play! (Formerly the Mayor’s Reception) as leaders in recreation and government come together to share ideas, form alliances and increase their knowledge on the value of PLAY! The key note speaker is Fran Mainella, the 1st woman to serve as the Director of the National Park Service and the founder and co-chair of the US Play Coalition. The event kicks off at 5:30 p.m. Open to anyone interested but special invite to elected officials. RSVPs are required - please email janet@ cprs.org. We close the evening with the infamous CPRS Poker Pub Crawl. This marquee event begins at 7:00 p.m. and is sponsored by Dave Bang and Associates. Pre-registration is required. Parks, Recreation and Marine staff will lead an energetic group walk in the Downtown Marina area for those wanting to get their activity trackers going early. The 3-mile walk will end with an offering of local craft coffee. Participants should meet in front of the Hyatt Hotel and wear comfortable walking shoes. Friday, March 16 only 7:00 a.m. – 8:00 a.m. Bike-ability Long Beach Style – Former Olympian and City of Long Beach Bicycle Ambassador Tony Cruz will lead an hour long bike ride along the coastal bike path. What Do You Mean You’re Closing My Street? The feeling is a bit eerie. You look right and then you look left. You expect to see a variety of different sized vehicles driving at high speeds towards you. But all you see is a variety of people on bikes, skates, skateboards and on foot using the thoroughfare. The loudest sound at this portion of the “open street” is from the wheels of skateboards on the asphalt as a pair of teens push their boards in the middle of the street weaving around the badumpadumps (lane markers) as their own personal slalom course. u Open Streets
T
his scene plays out around the world as cities close major thoroughfares to a concept of “Open Streets” for a few hours on a weekend day. The idea got its start in the mid-60s in cities like San Francisco, Seattle and New York. Major streets were closed to cars and opened to bicycle and foot traffic only. It was a novel idea and had expanded to a few other cities worldwide. But the idea of open streets really broadened to its current incarnation in the 1990s in Bogotá, Columbia. In Bogotá, the program Ciclovia, meaning bike path in English, was created in 1976 to promote cycling as an alternative transportation mode. Large portions of city streets were closed on Sundays to automobile traffic. In the 90s, Mayor Enrique Peñalosa and the Parks Director, Gil Peñalosa (Enrique’s brother), expanded Ciclovia to include non-cycling programming. Currently, Ciclovia’s weekly event draws more than 1.5 million people throughout the city. And if you’re thinking about how you get a million people into a few miles of closed streets, you’re thinking too small. Bogotá closes approximately 70 miles of streets. Every Sunday!
your park playgrounds, the power of an Open Street event is magnified when you increase the area and number of opportunities for those personal connections to happen. A large open street provides just the right amount of area for kids to create an impromptu game of tag or kickball. A game of catch is no longer interrupted with the calls of “car,” the official signal for all the players to retreat to the sidewalk as a car approaches. The City of San Jose’s Parks, Recreation & Neighborhood Services identified four major benefits to its Open Street program called Viva CalleSJ. • Health - Open Streets programs promote healthy lifestyles by encouraging residents to explore miles of public space walking, running, or rolling! • Economy - Open Streets events draw thousands of participants and generate new foot traffic in local business districts and neighborhoods.
• Environment - Open Streets expose people to alternate modes of transportation and removing vehicles from the roads for a day. • Community - Open Streets engage residents to take ownership of their public spaces, transforming our relationships with our communities.
What is an Open Street
The scope of open street programs is far more than just a street fair, a block party or even a pop-up park. Think about one of your community events that is concentrated in a large regional park that has an entertainment stage, vendor booths, food trucks, a kids’ play area and a variety of other family-friendly activities. Now triple or quadruple it and spread it out over 5+ miles of city streets. Now you’re beginning to get the idea of an Open Street. The two most identifiable goals of open street programs are providing free, healthy activities (walking, cycling, skating in a safe environment) and promoting community connections. Now there are dozens of other benefits, but focus on those two to begin with. By taking your large community event and spreading it out, you are getting people actively moving throughout your city without a car. When you consider the personal connections that happen at one of

According to Ed Solis, Recreation Superintendent at the City of San Jose’s Parks, Recreation & Neighborhood Services, “The Viva CalleSJ program aligns perfectly with our department’s goals and mission.” Which is: To be a National leader of Parks and Recreation in cultivating healthy communities through quality programs and dynamic public spaces. Viva Calle SJ started in 2015 with a six-mile route. Initial expectations of participants were set at 10,000. However, estimated number of par-
ticipants in the first year ranged from a low of 35,000 to a high of 50,000. The most recent Viva CalleSJ was held September 17, 2017. The route was 7.3 miles and conservative estimates on attendance was at 130,000. According to the Open Streets Project Website (http://openstreetsproject.org), there are 13 Open Street programs in California and quadruple that across the United States. However this is a worldwide phenomenon. Worldwide, there are programs in large cities throughout South America, Europe and Asia.
Communication Is Key Want to have a successful event and minimize community angst? Then communicate with your community early and often. • Host community meetings where you cover subjects like: family-friendly activities, business opportunities, street closures and volunteer opportunities. • Create a toolkit for all businesses along the route and distribute to them early. Include information about potential increases in store traffic. Encourage them to liven up their storefronts or bring merchandise outside. Ask them to help promote the event. • Create a flyer for people who live along the route. Provide them with all the rules that will occur on the event day. Don’t forget to ask them to participate in the event. • Invite community partners to participate in the event as an exhibitor, on-stage demos, on-street performances or programmed activities. • Invite your subcontractors that use your facilities to be an activity host.

In order to create an Open Street program for your city, you will have some major hurdles to overcome. First and foremost, when you talk about closing streets, everyone will give you a dozen reasons why you can’t do it. Other government departments, business districts, home owners, churches, you name it. No one wants you to shut down the street in front of their premises. Ed Solis agrees and it’s why he recommends that you do an incredible amount of public outreach to everyone involved long before the event. “I had to have an answer for every potential question long before the question came up. I did receive lots and lots of calls and complaints before an event. The funny thing is I received lots and lots of calls after the event apologizing for the earlier complaints and then asking us to route the event in front of their location again the next year.” Second, you have to create a partnership with public safety. If you don’t have their buy-in, your program will never get off the ground. You need to show how an Open Street program is a benefit to the community and is not a magnet for crime. One year, San Jose routed Viva CalleSJ through an at-risk area of the city. There was some trepidation on organizer’s minds about that portion of the route. However, to the surprise of some of the organizers, there were zero reports of crime along the route that day. The additional police presence along the route is a great deterrent for criminal activity. The third hurdle is to create a sustainability model that works for your agency. The sticker shock of creating an event for the first time may be a bit overwhelming. You may have to shorten the route or find more sponsors and partners to accomplish the event. Think back to other community events that you host in your communities. What was the initial investment in the event and what is the current level? You may expect to find similar levels of investment or you might find it even easier to find partners and sponsors for future events. Solis is most proud of the partnerships he formed with Viva CalleSJ.

But after its success, everyone wants to be part of future events.” Park and recreation professionals have always been great facilitators. Your facilitation skills will need to be at their peak in order to pull off a very successful Open Street program. You will need to partner with police, fire, public transportation, business districts, the mayor’s office, non-profits, and a slew of other groups. The Route
When it comes to planning your route, there are a few things to consider. First off don’t think of it as a beginning and an end. People will enter the Open Streets from all points along the route. And you want to encourage people to do this instead of a large amount of people driving to one end or the other. Remember, one of the goals is to promote healthy activities. Bicycling to the event is a much better alternative than driving to the event. A report by the Mineta Transportation Institute (MTI) found that 45% of the participants bicycled to the 2015 Viva CalleSJ program. Sixteen percent walked or jogged to the event. Bicycling was also the more popular mode of transportation at the 2015 Viva CalleSJ. MTI reported that 62% of respondents bicycled the route and 39% walked. In 2016, the number of people bicycling to the event increased from 45% to 51% and the number of people bicycling the route increased from 62% to 65%. Which leads to a very important programming and sponsorship opportunity: free bicycle repair. For many participants your event may be the very first time they pull their bike out of the garage. The interesting thing about Sunday Streets SF is the way they organize their events/hubs. They include: • Health & Fitness Track – blood pressure screenings, fitness demos, health service agencies, health care companies and farmers market • Kids & Youth Park – mobile recreation, mobile library, face painting, arts and crafts, youth service agencies, youth groups and familyfriendly activities chains along the route. Plan for it and you will make a good memory rather than a bad memory for some participants. Another programming note is to include a bike rodeo for the little ones. Be sure to space out your activity hubs appropriately. Too much space between hubs and you will have some vulnerable groups (seniors and little children) bored or too tired to make

it to the next activity. Too close and your event begins to look like a very long street fair. Minimally your hub should have food and water, first aid, bathrooms and some local activities.

In San Francisco, the non-profit Livable City runs the Sunday Streets SF program on eight different Sun-

u Open Streets • Education and Professional Development – includes adult education information, public libraries, community colleges, job fairs • Arts & Culture Connection – includes interactive art projects, performances by local dance groups, live music, poetry readings • Bike Rack – bike repairs, bike tracks and rodeos, free bike rentals Plan your route wisely. In its first year, San Jose picked the 3rd most trafficked road in the city. While there was much push back, it ended up being a very good choice. You should also consider a route that goes through the most park poor areas in your city. The increase in recreation activities in those areas are much needed. It also gives people a chance to look differently at how to use their outside spaces. Include a business district in your route. Again, you will receive some push back from businesses that their customers have to be able to drive to their shop/office/store. While you
may be depriving them of use of a parking lot or a few parking spots up front, there are many creative ways to work around nearly every situation. For most businesses, patrons will only have to walk an extra block to get to the front door. In San Jose, most stores that were worried about decreases in sales, often found that they either ran out of items or found it difficult to

keep up with the demand because the number of people walking/biking past their location far exceeded the number of patrons that would normally stop by.
Economic Impact
When it comes to spending money, the 2015 MTI report found that only 10% of the people spent nothing at the event. Thirty-five percent spent

between $1-$10 and 53% of participants spent more than $10 at the event. The 2016 MTI report adjusted its survey question to include larger dollar amounts. It found that at the time of the participants being surveyed that 39% had spent more than $20 and that 30% had spent $11-$20 and that 24% had spent $1-$10. The survey did note that some participants had not yet made a purchase, but would be doing so later in the day. More than 50% of the purchases were made at food trucks or restaurants along the route.
Creative Solutions
Be creative when it comes to programming your event and solving community needs. Solis recounted two stories in this area. The first was the interest of a brew bike company that wanted to participate in Villa CalleSJ. The event is an alcohol-free event, so the brew bike could not participate with beer. However, Solis suggested that the brew bike operate as a sag wagon for senior participants and families with really young kids that were having issues making it
Some Interesting Research Numbers from Viva CalleSJ The following information was from the Mineta Transportation Institute Survey Report covering the 2016 Viva CalleSJ Event. • Eighty-four percent of respondents lived in the City of San Jose. Fifteen percent came from 26 other San Francisco Bay Area cities and 1% were from outside the Bay Area. • Seven percent reported that they were physically active less than 30 minutes; 20% were active 30-60 minutes; and 72% were active more than 60 minutes. • When asked about the activities respondents participated in, 65% watched entertainment; 54% visited a resource table at an Activity Hub; 25% participated in organized physical activity (yoga, hula hoops, zumba, etc.); and only 11% did not participate in any of these activities. • When asked about how they heard about Viva CalleSJ, 41% of respondents stated word of mouth; 33% said on social media; 20% said a flyer/ poster; 13% said an e-newsletter or e-mail; 10% said the newspaper.

between hubs. The company gladly accepted and extra service was much appreciated by this group of patrons. A second creative solution involved a church. The church was very concerned about the disruption to its Sunday service. When notified the number of people that would be walking/biking by the church on that one Sunday, church officials decided to move its annual rummage sale to that Sunday and then moved its Sunday service to the previous Saturday night. Emergency averted and participants of the event had another place to stop along the route. This article is not meant to answer all your questions about an Open Street program. It is only meant to give you an introduction to an Open Street concept. Look more into the idea of adding a signature event like an Open Street project to your agency’s list of events. It doesn’t matter if you are a large, middle or small city. There are many examples of successful agencies of all sizes running an Open Street program. Do a Google search and you will find dozens upon dozens of events throughout the US. Find an agency with a similar size to yours and call them to learn more about their approach to the project. Solis had one more point to add: “Open Streets make your city cool. It expands the wow factor 100 fold. It gives people something to rally around. It takes over 250 volunteers from the local colleges, non-profits, business communities, and multiple government agencies to put on such an event. People tend to take an ownership and pride in their city with such an event. That is extremely cool!”

California Action Plan: Guiding the Park & Recreation Profession into the Future! In 1999, the California Park & Recreation Society released the VIP Action Plan: Creating Community in the 21st Century. It was innovative for its time, setting a statewide vision and mission for the parks and recreation profession and creating an action plan to demonstrate our essential role in supporting communities. This plan has guided us through some challenging times. It helped us develop the tools and skills we needed to be successful and mold ourselves into a more cohesive professional group. Guidance for our Profession
Many elements of the VIP Action Plan have proven to be timeless and are still relevant today. However, our profession is changing and is more strongly aligned with other fields, including health and wellness, sports and tourism, entertainment, education, ecology and community services. Thanks to a strong outreach process in early 2016, we’ve determined the core values that are driving our profession today. We’ve also come to understand what trends are most influential in the work you do. The California Action Plan: Guiding the Park and Recreation Profession (CAP) will carry forward elements from the VIP Plan that are still relevant today, yet refresh core strategies based on new trends and best practices. It will be more inclusive, based on a broader understanding of who we are as a profession and how we work individually and collectively to achieve common goals. The plan will also be implementation-oriented, providing priority tools to advance profession goals over the next 5-10 years.
A three-phased process was introduced to develop the CAP.
Phase1included an Environmental Scan to assess priorities, values, trends and challenges affecting our professional environment. Multi-faceted outreach collected responses

from more than 1,060 participants via an online questionnaire, Think Tank, VIP Roundtable, Administrator’s Section presentation, CPRS 2016 Conference session (X-treme Professionalism), Board/Section Summit, and Executive Team Meeting. In Phase 2, the results were used to refresh the VIP Action Planning Framework. New core values, vision, mission, competencies, and goals were identified and tested with the Project Steering Committee. This group helped refine the CAP Framework and identify new tools for potential development. Their insights were shared with all CPRS members to further test the CAP vision and mission and identify four priority tools for development. Phase 2 ended with four Action Team Work Sessions and an interactive pop-up station at CPRS 2017 Conference to begin to define four priority tools for development. With Phase 3 well underway, we want to introduce you to our four priority areas and the work our team is doing in each. Stay tuned for a full launch at the 2018 CPRS Conference & Expo… and many, many more additions to these tool kits to come. We hope you find this refresh a great place to reimagine what parks and recreation can be in the future.

Desert Recreation District Receives Urban Greening Grant of $3,086,000
The California Natural Resources Agency, through the state’s Urban Greening Program, has awarded Desert Recreation District $3,086,000 for the North Shore Community Park project. The Urban Greening Program is funded by Cap-andTrade revenues, which

awards grants to support projects that aim to reduce greenhouse gases by sequestering carbon, decreasing energy consumption, and reducing vehicle miles traveled. The projects also convert built environments into green spaces that improve air and water quality, and provide opportunities for walking, biking, and recreation. The North Shore Community Park is a five-acre site designed by local residents with the assistance of
Desert Recreation District and Kounkuey Design Initiative (KDI). It will be the first and only active greenspace in the community of North Shore. Desert Recreation District’s General Manger, Kevin Kalman, said “we are thrilled that the park project was selected for funding and we are grateful to all of our partners for their hard work to make our application competitive.” Kalman went on to say, “currently under construction, the additional funding will allow for elements of the park, previously scaled back for budgetary reasons, to be included thereby further enhancing the health and environmental benefits of the project.” The Agency noted that ninety-two percent of the funding they awarded through the Urban Greening Program was awarded to projects in disadvantaged communities as defined by SB 535 of 2012. An advocate of the North Shore Community Park project, Assemblymember Eduardo Garcia stated, “This year, we were able to level the playing field so that disadvantaged areas not only become competitive but ensure that they are prioritized for funding.” Garcia further said, “It is no secret that parks are a particular passion of mine. I couldn’t be happier to see these Capand-Trade dollars at work improving air quality and providing much needed park access where there was none.” The North Shore Community Park is the first of three planned parks in the Eastern Coachella Valley

Public servants who quietly serve their community with a professional, efficient and friendly approach are often overlooked. Paul Cardoza is one of those, and the Los Banos’s Parks and Recreation Manager should be acknowledged. Cardoza, who has worked in the city’s Public Services Department for a quarter-century, retired in December 2017. During his tenure, Cardoza has earned the admiration and respect of the people he has worked for and with. “I first met Paul when he was hired as a maintenance person for the Parks and Recreation Department,” said Rick Dahlgren. “This was more years ago than I can count, but at the time I was Director of Parks and Recreation and Joe Sousa was serving as assistant director.” “When an employee progresses through the ranks in a city department to become the operations manager of that department, you know they have a great work ethic,” added Dahlgren. “I have only heard positive comments about Paul’s ability to work with people to get the job done.” Sousa became Parks and Recreation Director after Dahlgren retired and

worked with Cardoza for 15 years. He called Cardoza “the best hire I ever made. He’s the most honest and reliable person I know. He’s dedicated and hardworking. And when he says he’s going to do something, he does it.” “I’m honored to be not only his colleague but his friend,” said Souza. “He’s a guy I can always count on.” Sharon Hogan, who worked with Cardoza for many years, calls him “one in a million.” She remembers Paul as “the first one to volunteer, a person who goes out of his way to help. “Los Banos is lucky to have had someone who has worked so well with the community,” Hogan added. “He is definitely a people person, who enjoys helping others.” Cardoza says he’s simply doing his job, which is to serve the city and its residents. He doesn’t seek recognition and usually deflects praise toward others. Like many others, I wish Cardoza the best in retirement. District hires new Assistant General Manager
The Livermore Area Recreation and Park District has a new Assistant General Manager. Patricia Lord, who joined LARPD as Recreation Department Manager in November 2015, started the new position Monday, Dec. 4. Her background both with LARPD and prior to joining the District helped make her the successful candidate. She led the LARPD Recreation Department for two years and has been alternating serving as Acting Assistant General Manager since John Lawrence retired in August. Lord has a master’s degree in Public Administration and a bachelor’s degree in Recreation Administration from San Jose State University. Prior to coming to LARPD, she was Recreation Division Manager for the City of Santa Clara. She also served several positions for the City of Sunnyvale including Recreation Manager, Management Analyst and Community Resources Manager. Lord also worked in several recreation supervisory and

u Spotlight management positions in the cities of Menlo Park, San Jose, Santa Clara and Campbell. She served on the San Jose Arena Authority Board of Directors overseeing the San Jose Arena as well as on the Friends of Parks and Community Services Foundation Board in the City of Tracy. Lord, a Tracy resident, will cover both the new position and former position during the recruitment and selection process for the Department Manager vacancy. The District plans to begin recruitment after the first of the year. “I look forward to the challenges ahead and the opportunity to serve as Assistant General Manager with such an outstanding organization,” Lord said. Commercial Pool Industry Veteran Bill Hird Retires from Lincoln Aquatics Concord, CA – Lincoln Aquatics announces the retirement of industry veteran Bill Hird after 35 years with the company. Bill began his long career in swimming working as a swim coach with industry legends including former five-time Olympic Coach George Haines at Santa Clara Swim Club and Jack Crogan of Fremont Swim and Aquatics. Bill also led his own swim team at San Jose Aquatics. In 1983, Bill was hired by Lincoln Aquatics founder William Luecker as a part-time Sales Representative – eventually becoming a Regional Sales Manager for the company. Dana P. Vaughan, resident of Canyon Lake for more than 24 years, passed away on December 31, 2017, at the age of 91. He is survived by his loving wife of 35 years, Carol; His brother, Alden Vaughan; Children, Lori Logan, John Vaughan and Juliet Vaughan; Step-Children, David and Robert Fernquist; Grandchildren, Megan Fisher, Geoffery, Joshua, Nathan, Cole and Grace Fernquist; and, Great Grandchildren, Henry, Nora and Charlotte Fisher. Dana was born in Philadelphia, Pennsylvania, on October 29, 1926, to Muriel and Dana P. Vaughan Sr. His early years were spent in

The California Action Plan will be released at the conference, this update of the original VIP plan will include a new document that will help professionals understand our important role in creating community and developing professional competencies. The plan also includes four tool kit areas that will provide resources for professionals to help them better advocate, communicate, evaluate and innovate. Web availability of these resources will help give professionals the tools they need to succeed. We spent time this year focusing on our foundation, the California Foundation for Parks and Recreation. With updated bylaws, newly elected trustees and a plan to increase the role the foundation plays in improving parks and recreation statewide, it is an exciting
time to make this push. The foundation exists to provide scholarships for professional education, most notably to date, the annual scholarships for our students. But the foundation was originally set-up with a larger mission to touch other areas that can include: funding research, raising public awareness and providing educational grants. I feel our greatest accomplishment of the past year was our support and assistance in the movement of SB 5 from its inception, through the Governor and on to the June ballot. For the first time in 15 years we have a bond measure that includes per capita funding and even more competitive funding for our communities. We should be very clear here, having the initiative on the ballot versus it being passed are two very different things. Now is the time for all our members to begin advocating for people to support the
Clean Water, Natural Resources, and Parks initiative on the June ballot. Tell your family, tell your friends, but tell someone that their support of this ballot measure has far reaching affects that will make our state better for so many Californians. It has been my pleasure to serve as your President for the past year. I am proud to be associated with such an amazing society with so many caring and dedicated members. Providence, Rhode Island. After graduating in 1943 from Hackley School, in Tarrytown, New York, Dana enlisted and served in the U.S. Navy Air Corps from 1944 to 1946. Upon his discharge, Dana continued his education at Boston University where he earned a Bachelor’s Degree in Education and at Teachers’ College, Columbia University, where he graduated with a Master’s Degree in Physical Education. After teaching Social Studies at a private school, Dana realized his calling was to Parks and Recreation. He was hired by the City of Santa Clara, served with the City of Turlock, then on to Los Angeles County and finished out his years of devoted service in the City of Whittier. Among the many organizations he served with distinction was the California National Parks and Recreation Society of which he was President in 1971. Dana retired in 1990 and spent his retirement years travelling, golfing, and enjoying time with family and friends.
