Program Objectives
The creative São Cristóvão program aims to foster the occupation, by the creative industry, of buildings in the old industrial district of São Cristóvão, Rio de Janeiro. As noted in several locations around the world, there is a beneficial relationship between the presence of the creative sector in areas previously occupied by traditional industry and the urban space. Stigmatized regions began to attract looks and interests translated into investment and therefore regional development. Rio de Janeiro city hall together with Rio world heritage institute and FIRJAN created a special commission to promote the creative industry , whose mission , in addition to support and foster this important sector of the economy , is to use the program as a urban revitalization device.
Tax breaks
The district of São Cristóvão along its urban evolution, has transformed from a prime residential neighborhood into a high concentration of shops and services and later became an industrial district. Huge road infrastructure constructions in the city resulted in the output of these industries to other parts of the city and since then various sectors of the creative industry settled in the neighborhood in search of low prices and spaces of generous dimensions.
Infrastructure OWNERS
Nowadays, despite large investments in the port area and several other projects adjacent to the neighborhood, São Cristóvão remains a stigmatized area of the city. Aiming that future occupations by the creative sector became beneficial to the urban environment in which they are inserted, the program has created guidelines to be met by the owners or investors and counterparts offered by the city hall in favor of an urban regeneration of the area.

Scoring System
Creative São Cristóvão seeks the benefit of both parties, but especially the property owners and / or investors. Upon qualification for participation in the program and following approval by the special jury, the project automatically becomes part of a cycle of incubation at FIRJAN lasting 3 years. With the purpose of creating a feasible and progressive processing scheme, a scoring system was developed based on the guidelines of the owners/ investors and counterparts of the city hall, illustrated in this handbook, the tax benefits is the main counterpart offered by the city hall in exchange with the compulsory policy to be followed by the owner to participate in the program: the offer of the area for public use. Candidature
The creative São Cristóvão program has a partnership with FIRJAN, currently responsible for the most important existing studies on the creative economy in Brazil. So are classified as occupants of candidates buildings the following segments (considered creative according to FIRJAN):

Regarding the buildings, any edification located within the perimeter of São Cristóvão district (map 1) and has the possibility to adapt to the compulsory guideline (area for public use) is abble to apply to the program. If eligible for the program , the registration form is attached and can be completed and sent to the same sender’s address found on the posting of this handbook.

a.1 Area for Public Use *
Every building willing to join the program must allocate a fraction of its grand floor area to a space for public use following the pre-established types: crossing, extension of the street or Inner Square. This guideline aims to position the buildings in relation to the urban environment in which they are inserted, and ensure a synergy with the neighborhood.

Allocate at least 20 % of the total constructed area for residential use, aiming to keep the characteristic of mixed use seen in the neighborhood (commerce on the ground floor and residences in the 1ยบ floor), preserving the traditional occupation typologies still remaining. This guideline also aims to stimulate residential use in the district and ensure heterogeneous urban life, through the diversification of uses

Allocate at least 50 % of the ground floor area for commercial use, aiming to keep the street level a live place, of constant flow of people and services. This guideline contributes to the safety of the neighborhood and decentralizes the commercial area of SĂŁo CristĂłvĂŁo for beyond the surroundings of the cultural center (main shopping zone at the moment) and the main avenues.

Ensure shading area to corresponding to 30 % of the area for public use , either through urban furniture and / or afforestation (appropriate to the microclimate / local biome) .

Occupations located on the ground floor adjacent to the sidewalk should have direct individual access to street, reinforcing the integration between private space - public space and preventing the implementation of lobbies , walls or other devices that generate excessive control (baffling the free access feature) and large circulations composed of walls or railings.

a.7 Constructive Elements
Occupy the building according to the proposed constructive and occupation system. In order to not generate high costs and a rapid return to the owners of buildings, as well as a building system able to adapt to several spatial needs of the creative industry and allow constant expansion or contraction as demand for space, the system suggested by the program It aims a fast and flexible construction. As so, a dry construction method was chosen, using precast elements, mostly metallic, ordered by demand and assembled on site. Considering the necessity for a minimal intervention, taking full advantage of the existing structure and enough so that the building can to be occupied by the creative industry, it is suggested that only essential infrastructure elements are used for the operation of activities to be developed, thus avoiding a high initial investment cost. Such elements, sometimes, may develop more than one function, like a circulation axis with passages for installations, closing tools also as installations axes, strategically located.

Adopt architectural solutions that can minimize the impact of construction on the environment in order to preserve as much natural resources for future generations . In order to provide a financial stimulus to those who wish to participate in creative SĂŁo CristĂłvĂŁo program , the city created a mechanism to offer tax incentives to participants who are willing to follow the compulsory guideline and therefore achieve the minimum required score: the vacancy of the area for public use . The incentives are based on the square footage of buildings and period for which they will be valid. That is, the bigger the building , the longer tax incentives.

b.2 Sanitation
The creative SĂŁo CristĂłvĂŁo program aims to, besides stimulating the creative industry, provoke an urban revitalization of the neighborhood. Therefore, it uses the counterparts offered by the city hall to do so. One of the fundamental components of any urban structure is the basic sanitation infrastructure, which must be in perfect working order and maintenance. This compensation ensures that the sanitation infrastructure in a radius of 150 meters from the occupied building is kept in perfect working order.

b.3 Instalations
The basic infrastructure of communication such as telephone and internet , are indispensable for the vast majority of the activities developed by the creative industry. This counterpart ensures that in a radius of 150 meters from the building that accumulate the minimum required score , communication and energy infrastructure is maintained in perfect working order or the installation of the same in case of absence.

b.4 Paving
The urban regeneration of the district of SĂŁo CristĂłvĂŁo counts on the good paving conditions of its roads and sidewlaks. This counterpart ensures that in a radius of 150 meters from the building that accumulate the minimum required points, paving infrastructure is maintained in perfect condition , considering the minimum dimensios shown in the illustration for tree planting , lighting and street furniture.

b.5 Cycling Infrastructure
Aiming to encourage the use of bicycles as a means of transportation, this counterpart offers the installation of a shared bicycle station in a radius of 400 meters from the building and the deployment of 3 km of cycle lanes (objecting to result in a cycling mesh in São Cristóvão) 2.00 meters wide in the roads of at least 6:00 meters bearing box (one-way) and 10:00 meters of bearing box (two-ways) . If the street does not have sufficient dimensions to accommodate a bike lane, it proposes to establish shared lanes, with appropriate signs.
