Do you know what it takes to be a good mayor? A group of Campbell River businesspeople believe they do; so much so, they’ve developed a job description they hope people will consider when they vote in this fall’s municipal election. “A few people have met over the summer to see if we could develop a profile description for the role of mayor in Campbell River,” said lawyer Brian Stamp. The group noted that provincial legislation, the Community Charter, sets out that the mayor is the head and chief executive officer (CEO) of the municipality. The role of mayor is key in setting the community agenda and gaining the support of council to move the agenda forward. It is also important that the mayor, like a CEO, is able to monitor how effectively and efficiently the city administration implements the direction provided by council, Stamp said. An election is really a recruiting and hiring process for the public to select the leaders for the
advancement of their community, Stamp said. They depend on these leaders to know the major opportunities and challenges that lie ahead and to plan the community’s future in a way that ensures the community is vibrant and sustainable. “It occurs to us that voters may not know what to look for in a mayor to meet this expectation,” Stamp said. “Using our own resources and some basic research, we established what we believe is a profile of desired traits for the role. “As well, we hope that people who have some of the characteristics of this caliber of leader might identify with the role and step forward as candidates.” Stamp’s group includes former Evergreen Savings Credit Union manager Garth Sheane as well as Sandra Parks, Dave Chilton, Doug Lang, Dan Sampson and Dean Boates. They met every Friday morning to draft up their job description for the benefit of the community. “This is non-partisan effort,” Stamp said. “There’s no criticism of anybody (on the current Continued on A2

HUNDREDS CROSS THE PASSAGE The annual Discovery Passage Passage went off without a hitch on Saturday morning as 151 paddlers in canoes, kayaks, rowboats and even dragonboats re-enacted the historical method of crossing to Cape Mudge Village. Paddlers set off from the Campbell River harbour and made their way across Discovery Passage to arrive to a traditional welcome from the people of Cape Mudge. Much of Vancouver Island is in the same boat and Campbell River will have to compete with other Island communities for the same opportunities.
“We have to look for new ways to go forward,” he said. Sheane and Stamp said they don’t see any problem with an ad hoc group drafting up a job description for the mayor. They’re not putting forward any candidate of their choosing, they just want to start a dialogue in the community so that voters make the best choice. They said they’re willing to hear other people’s input and ideas. Utilizing his past management and
b o a rd e x p e r i e n c e, Sheane learned that when you ask for someone to come forward, you don’t often get very many candidates. But when you describe the job more precisely, people have a clearer view of the task at hand and that tends to encourage people to step forward because they see they have the skills to do that job. Stamp’s group hopes to present their job description to any interested group in the community. They
hope to approach the Rotary Clubs as well as the Chamber of Commerce and Rivercorp for forums to present their ideas. The Friends of Strathcona Park (FOSP) recently completed more work on the Bedwell Centennial Trail in an effort to attract attention to a controversial issue. This trail, which runs 28 kilometres from Bedwell Lake in the alpine to the head of Bedwell Inlet on the West Coast, has been closed to the public for the last three years because of deteriorating conditions, and FOSP has been clearing sections of the trail since 2009 in an effort to re-open it. In August of 2010, they cleared an alternate route at the start of the trail on the west side of the Island for political reasons. Clayoquat Wilderness Adventures (CWR), a resort located on the West Coast in the Bedwell Valley, has offered to fix the original part of the trail – which starts near the resort and follows old logging roads – as well as provide ongoing maintenance to this section in return for a permit allowing horse use on the trail. FOSP are opposed to CWR being permitted to use horses in Strathcona Park, so it decided to brush out the alter nate route in an effort to show B.C. Parks that they do not need the resort to repair the original trail. But B.C. Parks still plans to grant the permit in exchange for the trail repairs. “It demonstrates viable public alternatives that are being rejected by the government in favour of private commercial interests,” said FOSP director Kel Kelly. “It’s setting a precedent for the privatization of B.C.’s public park land.” T h i s ye a r F O S P received approval from B.C. Parks to clear the easterly section from Bedwell Lake to Ashwood Creek, however, they did not receive approval to clear a section of about 5 kilometres between Sam Craig and Ashwood Creeks in the middle of the trail; finishing this section would mean the trail was fully brushed out. According to Kelly, this section of trail is where the original route divides from the
alternate one FOSP created in 2010, and he believes B.C. Parks d i d n’ t g ive F O S P approval to brush out this section because it wants the resort to fix the original trail. Don Cadden, Regional Manager for BC Parks
for West Coast Region, said the alternative trail has not been assessed for use. “There’s the political opposition to this and then there’s the practical operational side of this trail,” said Cadden.
“The alternate route was just a kind of primitive trail that they had brushed out; it’s not a trail that’s been created up to BC Park trail standards.” The section of trail the resort has offered to fix would be expen-
sive as a number of bridges are located along it, and the resort would cover all of the costs, according to Cadden. Cadden, whose office is making the decision on the park use permit Continued on Page 7

Our Water Garbage Central turns into Picnic Central Anthropologists study middens (ancient garbage piles) to reconstruct cultures whose stories have long disappeared. On Saturday, Aug 27, volunteers scoured Luisa Richardson modern, unofficial middens in the Campbell River watershed, collecting modern garbage whose stories we may never know. Why did that construction waste end up in the small stream running into John Hart Lake? Was it a despairing gardener or nursery who dumped the pots, perlite and dead cedar trees in the same area? Who dumped the hand-made plate with the word “MOM” on it, or the “Mommy loves you” board book? The mind fills with stories, but we will never know what led to these acts of ecological vandalism. The third annual watershed clean-up day dragged 2, 4701 kilograms (5,434pounds) of garbage out of the John Hart Lake watershed and surrounding areas after 6 hours of efforts by volunteers. The garbage included yard, construction, household and restaurant waste. “Garbage Central” – formerly a disgusting place to visit – now looks like a nice spot to go for a walk and have a picnic, thanks to volunteers from the public, BC Parks, Vancouver Island Mines, Vancouver Island Health Authority, Water-wise team, City of Campbell River employees, local businesses and the Comox-Strathcona Waste Management Services. Of course, the people who clean up are not the people who pollute, and so, in partnership with the Ministry of Forests, surveillance cameras will be set up in several areas to document and fine those who use the forests as their personal dumping grounds. Thank you to all of the people and businesses who participated in watershed protection this summer through private actions, attending a Powerful Water Tour, responding to campground surveys, and participating at Waterfest and the watershed clean-up. for CWR, said it will be granted in the foreseeable future, pending approval of language in the permit draft. “I let them know that I was prepared to approve a permit based on agreement of the final permit conditions,” said Cadden. According to Cadden, B.C. Parks has now approved the draft on its side, and has sent it to CWR to approve. Then the draft will go to the Strathcona Park Public Advisory Committee (SPPAC) for recommendations, however SPPAC doesn’t need to actually approve the draft for the permit to go through, as they aren’t a decision making body. FOSP has legal representation ready to fight the permit if it’s approved. “We believe we have a very strong legal case that we could quash any park use permit that was granted by this government,” said Kelly. If granted, the permit will allow CWR to build tent platforms, and toilet facilities along the trail, as well as let its clients use horses on the trail. While anyone from

Also, one of the conditions set out in the permit will be for horses to eat sterilized feed to prevent non-native plants from spreading, and droppings would need to be collected, which Kelly said could be hard for the average rider. Kelly is concerned that this part of Strathcona Park will become less public, and he also worries that CWR will hold more sway over the area in future years. Cadden said this is not a possibility. “That’s completely
unfounded and not something that we would consider,” said Cadden. “Clayoquot Wilderness Resort has no priority for that trail at all.” However, he also said that while the tent platforms will be open to the public, some of them will be designated for resort use only while its horses are on the trail. Kelly said FOSP will continue trying to get B.C. Parks approval to finish the mid-section of the trail so its alternate route will be connected to the rest of the trail. “We will continue to negotiate and we hope that we will receive Parks approval to turn that into the official trail because it best

The BC Teachers’ Federation and the BC Public School Employers’ Association have an opportunity to create a teachable moment for thousands of B.C. students by engaging in respectful negotiations. No doubt there are extreme challenges facing both sides in this dispute because the teachers are expected to live within the same “zero net” deal accepted by other public sector unions. With an arbitrator ruling that issues traditionally discussed at the provincial table should remain there, and class size and composition regulations left out of the discussion for now (the province has until next
April to contemplate the implications of a Supreme Court ruling that struck down class size and composition regulations), both sides in the dispute have a very narrow range of concerns to deal with. As frustrating as it is for teachers to not be able to deal with their most pressing issues — parity with other provinces on wages and benefits, class size and composition — and with a provincial election still a long way off, the road is clear for some hard bargaining on the narrow range of contract items still open for discussion. It’s time for some serious bargaining. But, please, let’s do it quietly. – Black Press
Good point: Rivercorp It has been over a month since I began my new role as CEO of Rivercorp and I would like to express my sincere appreciation to everyone for the warm welcome I have received. I would also like to commend the efforts of the Rivercorp staff and Board (past and present), City of Campbell River leadership, as well as community and business leaders who have put their time and effort into creating a solid economic development foundation in Campbell River. Since my arrival people have been very open about their expectations for Rivercorp. Accordingly, Rivercorp will strive to create stronger linkages with its stakeholders, focus community economic development on sustainable principles, create a culture of entrepreneurship within the region, and nurture regional pride. It is also important to note that while confidentiality is a fundamental requirement of economic development work, communication with stakeholders is critical, so Rivercorp is developing new communications policies and procedures that will enable Rivercorp to share messages in a more open and transparent way. Recently, Rivercorp has been pleased to work on a number of tourism and business initiatives with the Campbell River Creative Industries Council (CRCIC), Chamber of Commerce and INfilm. Tough sales tax choices remain for B.C.

Bill Vander Zalm’s most fantastic claim after the defeat of the harmonized sales tax was that B.C. could go back to the old provincial sales tax in six weeks if the government wanted to. Remember, this is the guy who once figured he could run an election campaign out of his car. He also promised to cut the price of beer, and then once elected, brought in a property purchase tax instead, without consultation. But I digress. Vander Zalm’s typically simplistic analysis soon gave rise to another conspiracy theory. That’s the one that holds that the B.C. Liberals are dragging their feet on reinstating the old provincial sales tax so they can
rake in added revenue for another 18 months. That would help repay the federal government $1.6 billion for the transition fund that helped B.C. institute the HST. The finance ministry provided some details to get a better sense of the task ahead. First, there are 70,000 businesses in B.C. that switched their accounting and point-of-sale systems to the HST. It’s not likely that they kept notes, hardware and software on hand in anticipation of having to switch back. Then there are the roughly 1,000 businesses that start up each month in B.C. Assuming most of that continues, by the time the federal and provincial governments undo the HST in
March 2013, there will be thousands of businesses that have no experience dealing with the PST. They’re in for an unpleasant surprise. Here’s one example. Smart Tax Alliance co-chair Mike Jagger got involved in the effort to defend the HST because of his experience running a security company in Vancouver. Due to the ambiguous nature of the PST rules, he got expert advice on how to pay the tax. Three different experts gave him three different answers. You have probably heard by now that after the rejection of the HST by 55 per cent of voters, the PST is to be reinstated as it was before July 2010. Finance Minister Kevin Falcon
vowed, “I can assure British Columbians PST will not be applied to such items as restaurant meals, bikes and gym memberships – just as it was before the HST was introduced in B.C.” That sounds pretty definitive. But I’ve learned in the last two years that there is seldom a simple answer with sales taxes. For instance, should B.C. reduce tobacco taxes by seven per cent? Unless you’re a smoker, you probably didn’t notice that the HST raised the price of cigarettes by that amount. Tobacco was PST exempt, with the province historically having chosen to impose a separate “sin tax” Continued on A9

ince still in deficit. • A correction to last week’s column: I referred to a PST reduction for Toyota Prius hybrids, suggesting it would be restored. In fact this tax break had a sunset clause, and would have expired in March 2011 in any case.
B.C.’s 2008 “green budget” brought in a series of PST incentives for fuel-efficient vehicles, from $1,000 to $2,000 depending on how carbon-efficient they were. PST exemptions were also extended to Energy Star appliances.

Imagine an even better community. Launched by the John Howard Society of the North Island along with many other local social service a g e n c i e s, I m a g i n e Campbell River: Growing Better Together, is an initiative designed to increase a sense of community in Campbell River. The initiative focusses on resiliency training, which means training people to deal with stressful issues in their lives in a positive way and passing resiliency onto others in the community to improve mental health overall. Project coordinator Erin Dusdal said prolonging first time substance use for youths is one of the aims of the initiative, but it’s really about mental health in the community for people of all ages. “When you’re looking at mental health it’s on a huge spectrum,”
explained Dusdal. “It’s not just the diagnosis of depression or the medication people are on or anything like that, it’s how people cope with stress in their everyday life.” T he project also focusses on long term prevention rather than treatment. “It takes time but I really believe in prevention, and I really feel passionately that that’s the key,” said Dusdal. “You start implementing strate gies and let people do it for themselves.” The project received $178,394 from the Community Action Initiative (CAI), and Campbell River was one out of seven communities in the province to receive funding, while nearly 100 applied. Althoug- many local social service agencies, like Campbell River Family Services, Aboriginal Child and Youth Mental Health, and Reaching In Reaching Out, are already involved, Dusdal will present the initiative

to city council on Sept. 13 to see if the City will come on board as well. The 18-month project, which ends in Dec. 2012, starts with an awareness campaign using things like local radio stations, events, and social media to spread the word about what the project is, and teaching people simple resiliency skills. According to Dusdal, these skills can be as straight forward as sincerely asking a neighbour how their day was, or chatting to a stranger when out and about. The next phase of the project is an ambassador program, which starts in October. It’s a “train the trainer” program called ‘seeds of resilience,’ where social service providers will be trained so they can pass the knowledge along to others in the community, according to Dusdal. “What we’re trying to do is spread this message about resiliency, and get into these people that are already doing good work and
have them implement it,” said Dusdal. “That way it spreads out much further than just this project.” School District 72 is also involved, and grade 11 students from Carihi and Timberline Secondary Schools, will participate in a workshop, then use what they learnt to train grade eight and nine students from Ecole Phoenix and Southgate Middle Schools. Resiliency training will also be provided to volunteers in the community later on the project, which Dusdal estimates will be in about six months. According to Dusdal, people already have resiliency skills; the project will just help strengthen and spread them. “It’s not about looking at weaknesses or difficulties, it’s really about focussing on the future and building the strengths that people already have,” said Dusdal. Gerry Currie Mar. 29, 1936 - Aug. 28, 2011 Gerry passed away at Campbell River and District Hospital after a short but courageous battle with cancer. He was born at New Waterford, Nova Scotia. He worked at the mill in Ocean Falls for a few years, then he moved to Campbell River and worked at the Govt. Liquor Store. He was active with the Lions. He was pre-deceased by his wife Marlene and son Darren. He is survived by his son Brian, sister-inlaw Denise Dionne, nieces Dawn, Kari & Danielle Ladret, Libby & Debbie Dionne, nephew David Dionne, cousin Russ, Joe and Frank Boutilier. The family would like to thank Joe Daly & Agnes Meyer for all the help and comfort they gave Gerry and the family through this difďŹ cult time. No service by request.

Dianne was President of Qualicumâ&#x20AC;&#x2122;s Sunrise Rotary Club and volunteered at the Visitorâ&#x20AC;&#x2122;s Bureau. In 2010, Dianne moved to Campbell River to be closer to her family where she still found time to volunteer for the Campbell River Hospital Thrift Shop and the Tourist Bureau. Dianne was a lady who believed that a day was worth living if you had a good laugh, in remembering Dianne, have a good laugh everyday. Always a lady of great style with a zest for life. Dianne will be truly missed by everyone who knew her. The family would like to thank all of the staff at the Campbell River Hospital who were exceptional. A Celebration of Life for Dianne will be at the Coast Discovery Inn, (the DI) on Sunday, September 11, 2011 from 2:00pm â&#x20AC;&#x201C; 4:00pm. Electronics thieves tracked to house and busted

Campbell River RCMP received a report of a theft of electronics from Walmart at 8:20 p.m. on Sept. 1. Investigators followed leads, which took them to a residence on Elkhorn Road. There, they found a 39-year-old man and a 28-year-old woman, as well as a number of stolen items which were recovered. The two were taken into custody, and theft charges are being recommended.

Doing donuts at London Drugs parking lot Campbell River RCMP responded to a report that a vehicle was doing donuts in the parking lot of London Drugs at 2:20 a.m. on Sept. 5. Officers located the vehicle, which was being operated by a 22-year-old man. He was arrested and transported to the Campbell River RCMP detachment to provide breath samples. RCMP are recommending charges of impaired driving and driving while prohibited.

Playing the name game in Campbell River’s rock and roll history Campbell River’s rock and roll pedigree resulted in a mistaken billing in the recreation guide. Reunion is the band who will play at the Museum’s fundraiser dance on Oct. 22, not The Rogues. The two bands however, do have a connection. The Rogues were a local Campbell River high school band that formed in 1962. They were one of the top amateur bands of the time, and participated in a provincial competition of 130 bands where they came in third. Norm Fair says that they “came within inches of getting a recording contract.” The Rogues members separated, then regrouped after a few years under the name Reunion, and their music reflects the style of a decade or so later. Kings on the weekend. The Storm beat the Glacier Kings 6-5 on Saturday in Comox and then returned to
the friendly confines of Rod Brind’Amour Arena on Sunday to take it to the Kings 7-4. The Storm held a
tailgate party in the Strathcona Gardens parking lot to benefit Cameryn’s Cause and the goodwill spilled
over into the arena as Campbell River stormed to an early lead and held on for the victory. Sunny skies
didn’t seem to hamper the ticket sales as a three-quarters-full house enjoyed a flurry of goals.

Two-day demo derby goes to the Yanks After two days of demolition racing, the American team managed to defeat the hometown Canadians by a final points total of 521-424. The Canadian-American challenge ran three events on Saturday. The Americans won the dash. The Americans also won the tire change, beating the Canadian team by 20 seconds. The Canadian team dominated the 20 minute race, managing to tally 244 laps, compared to the American team who only managed to tally 100 laps. After Saturday night, the Canadian team held the points lead by 26 points. The Canadian-American challenge ran three events again on Sunday. The Canadians won the dash, and the Canadians won the smoke show, giving them a 70 point lead
over the Americans going into the total demolition derby. The Derby started with a big rollover after Vince Bird drove his way onto another competitors car. The American team dominated from there, eventually having a fourcar-to-one advantage. After all was said and done, the American team had two cars left to Canadaâ&#x20AC;&#x2122;s zero, giving the Americans the overall points win. In other racing... The Hornet cars made their third to last appearance on Saturday. David Cates won the C Dash, Cameron Phillips won the B, and Jason Fraser won the A. Stewar t Manning won his first ever race on his first ever appearance at Saratoga Speedway, taking the win in the C heat. Kyle Fallowfield won the B heat, with the A
heat win going to Daryl Cahill. The 30-lap B main saw Fallowfield take the early and he never looked back from there, winning his first main of the season. The 25-lap A main saw Jason Fraser also take the lead early. Fraser was chased by his brother Gord the whole race but managed to hold him off. The Roadrunners made their second to last appearance. Unfortunately, due to some teching issues, all of the races from Saturday and Sunday are still under review. Fourteen Crash to Pass cars qualified on Saturday with fast time going to Travis Stevenson, setting a time of 18.886. Cory Rouser won the B dash, with the A dash win going to Greg Sagmoen. Tom Dunn won the B heat, and Brad Kotscherofski won the A.
Stevenson dominated the 20-lap main, leading all but four laps. Sunday nightâ&#x20AC;&#x2122;s racing featured a great 40 lap Hornet main. Stewart Manning won the C Dash, Daryn Cahill won the B dash, and Kevin Lawreniuk won the A. Tom Dunnâ&#x20AC;&#x2122;s Crash to Pass car blew up on Saturday, so Tom decided to run a Hornet car on Sunday and he managed to win the C heat in his first time in the car. Cameron Phillips won the B heat, and William Boyes won the A. All 23 cars ran a 40-lap main event on Sunday. Justin McHale held the lead for the first six laps, until William Boyes took over the lead. Boyes held this lead until lap 17 when Brandon Phillips passed him through lap traffic to take the lead. Phillips, Daryl Cahill, and Kevin Law-
reniuk battled the rest of the way, but on lap 38, Cahill finally made his move around Phillips, but later on that lap, Cahill lost control going into turn four and gave the lead back to Phillips and he held it from there. Lawreniuk finished second, and Cahill finished third. Some of our Hornet cars decided to run two figure eight races on Sunday. Cindy Kennedy won the Heat and the main event. After a rough night on Saturday, Jamie Pinto fixed everything and managed to win the B Dash in the Crash to Pass division on Sunday. Greg Sagmoen once again won the A dash. Pinto led every lap of the eight-lap B heat to win his second race of the evening. Greg Sagmoen also won his second race of the evening, winning the A heat.

Though the riders continue to work hard training three times a week – the team trains for hills, speed and endurance to be able to tackle everything Island roads can throw at them – fundraising is becoming critical with just weeks to go before the official start of the journey. “The fundraising is going well, but it can be exhausting with so many events to attend. It makes the riding look like the easy part,” she said. “I’m just really looking forward to starting the Tour, visiting all of the communities and the people, and holding those big cheques in our hands. I want to get there and start the ride.” Tour de Rock starts on Sept. 24, when it begins the 1,000kilometre journey in Port Alice before swinging north to visit Port Hardy on Sept. 25. The riders will visit communities along the east coast of northern Vancouver Island before cutting across and visiting Tofino and Ucluelet on Oct. 1. They arrive in Nanaimo Oct. 2 and finish in Victoria on Oct. 7. Last year the effort raised $1.4 million.
