Fisheries vessels assigned to Campbell River BRIAN KIERAN CAMPBELL RIVER MIRROR

The Fisheries and Oceans Canada (DFO) is assigning six new vessels to monitor fish farming activity on the West Coast and five will be stationed in Campbell River. In Campbell River on Monday Fisheries Minister Keith Ashfield said the B.C.-built vessels will all be dedicated to the BC Aquaculture Regulatory Program. Three of the vessels – the Salmon Bay, the Sturgeon Bay and the Oyster Bay – will conduct fish health management inspections, sea lice audits, stream surveys, ocean floor sampling and fish farm inspections. The other three vessels – the MacLeod Bay, the Weaver Bay and the Maz Bay – will transport fisheries officers as they perform routine and surprise site inspections and enforce aquaculture regulations. The minister said, “As the majority of aquaculture operations are located along the coast of Vancouver Island and in the mainland inlets and most are inaccessible by car, ensuring DFO staff are able to move freely on Continued on A2

Derelict boat removed from estuary ALISTAIR TAYLOR CAMPBELL RIVER MIRROR

The derelict boat is gone. “We decided to get on with it and move it,” said Mike Gage of the Campbell River Salmon Foundation (CRSF). On Dec. 27, a derelict boat being towed to Cortes Island broke free and washed ashore in the mouth of Willow Creek. A subsequent washing of hands from official agencies like the Coast Guard, Fisheries and Oceans Canada

and the City of Campbell River meant the boat was going to be left to break apart on the beach in the mouth of a potential salmon creek. But on Wednesday, Mike Gage and the Campbell River Salmon Foundation secured permission from Fisheries to go in and remove the boat with an excavator. “We weren’t going to leave it there,” Gage said. “It was right in the estuary.” The CRSF took on the cost of

the operation and will try to recoup it from their fundraising efforts. Gage said it would cost under $2,000 to clean up the boat. The services of A. Wood Bulldozing were secured to remove it. Gage cleared the operation with Fisheries who said ‘go ahead as long as it doesn’t do any environmental damage.’ The City of Campbell River then gave CRSF permission to run a backhoe on the breakwater beside Ken Forde Park.

“I think the estuary will look better without it,” Gage said. Gage said the presence of the boat on the beach wasn’t sending the right message about Campbell River. If this boat was allowed to be left to fall apart there, then there’d be boats littering the beaches up and down Vancouver Island, Gage said. The CRSF’s mandate is to help streamkeeping projects from the mouth of the Oyster River north to the estuary of the Salmon River in Sayward.

the water is an important aspect of regulating the aquaculture industry in BC. “The new vessels will allow fisheries officers to respond quickly to events or public reports of potential concerns at farm sites, while staff on the aquaculture management vessels can deploy tethered underwater vehicles for site inspections and conduct and analyze benthic (ocean bottom) sampling.” T he enforcement vessels were named in honour of Ronald MacLeod, a retired DFO employee and an Officer of the Order of Canada; fisheries officer Ken Weaver who died in a plane crash in 1948; and, retired fisheries office Max Tscharre. In December 2010 DFO assumed responsibility for the regulation of B.C.’s aquaculture sector including the licensing of marine finfish, shellfish and freshwater aquaculture sites.

Ministry funds closed containment project BRIAN KIERAN CAMPBELL RIVER MIRROR

The 'Namgis First Nation has received $800,000 in federal funding to development a first-in-BC, land-based,

closed-pen aquaculture facility. The pilot project, five kilometres south of Port McNeill, will test the commercial viability of on-shore, closed containment farming.

It was announced in Campbell River Monday by Fisheries and Oceans Minister Keith Ashfield as part of a package of federal initiatives to enhance shellfish and finfish

farming on the coast. Ashfied said, “We can’t underplay the fact that we are producing salmon in our oceans and that has been the tradition thus far. But, land based?

At Robert Ostler Park, Federal Fisheries and Oceans Minister Keith Ashfield announces new enforcement vessels for the government’s aquaculture regulation responsibillities. Five of the six vessels involved will be stationed in Campbell River.

Who knows? It might work.” 'Namgis Chief Bill Cranmer says the first crop of land-locked farmed salmon will be harvested in September 2013. The Namgis state that one of the benefits of the project will be avoiding “the controversy and negative public opinion currently associated with open pen fish farms.” But, the minister said the decision to fund the 'Namgis project has nothing to do with intense pressure from the environmental lobby. “No ... it is not designed for that purpose at all. They are going to set up a closed, land-based system to see if it is successful and see if they can produce cost-effectively. “It’s a pilot project ... and this one is sound. It looks like it can work. Whether it will replace in-water (farming) who knows? I doubt it very much. But I think there is an opportunity here.” Chief Cranmer said:

“We are very anxious to prove that this is an alternative to the open net fish farms that we believe are killing our (wild) salmon. The chief said it has always been claimed that land-based closed containment fish farming is too expensive. “But when we get the pilot project in operation, after a year we will be able to say definitely that it can be profitable commercially.” Chief Cranmer says the pilot project will be developed in an enclosed building and will use brackish underground water rather than sea water. Ashfield also announced a $63,000 grant for the Fanny Bay Oyster Company to develop its shell crushing technology; a $32,000 grant to Pfizer Animal Health in Saanichton to continue its work on a sea lice vaccine; and, a $31,000 grant to Maplestar Seafood in Nanoose Bay to develop geoduck culturing.

Blockade threat on Cortes BRIAN KIERAN CAMPBELL RIVER MIRROR

“Island Stance,” a Cortes Island antilogging direct action group, is setting the stage for a blockade of industrial logging by Nanaimo-based Island Timberlands Ltd. Timberlands has earmarked three areas for logging and road building activities to tentatively start this month. But Cortes Islanders are up in arms and “sit-ins” and “blockades on public lands” are available tactics in the Island Stance direct action toolbox. The group is a branch of “Wildstands,” a Cortes Island community alliance. News of the proposed logging on the island of 1,000 has attracted about 6,000 signatures to an antilogging petition and planning is underway to stop Timberlands in its tracks. The petition demands that Island Timberlands retain all remnants of old growth forest, protect all watersheds and salmonid habitat, respect all the goals of the BC Sensitive Ecosystem Inventory and ban use of clearcut logging methods. Environmental bloggers have been promoting Cortes as the “birthplace of the green movement, a cradle for Greenpeace in its early days.” They are even bragging that revered Canadian poet and author Margaret Atwood and faded U.S. film noir diva Mia Farrow have “re-tweeted” news of the logging assault on Cortes. Island Stance has eve n o r g a n i z e d a protesters’ “le gal observer” workshop for this weekend. A legal observer trainer from the BC Civil Liber ties Association will offer training at the Linnaea Education Centre. A legal observer is defined as “a calm, independent, objective witness of the activities of police and security forces at a blockade or other direct action event.” Island Stance describes itself as a “community initiative to encourage civic responsibility prior to anticipated industrialscale logging by Island Timberlands on their private managed forest lands on Cortes

Island.” The group’s goal “is to prevent industrial-scale logging by Island Timberlands on Cortes Island while securing options for the purchase of those same lands for the local community.” Christine Robinson, a contributor to the island’s electronic newspaper Tideline, says Island Timberlands “is closing in on a starting date and nobody is clear on when that will be. “They certainly were here at the beginning of December and at that time they announced they expected to be here in the first part of 2012.” With regard to a potential blockade of logging operations, Robinson says “on a

public access rightof-way that’s still considered peaceful and legal.” She added that Island Stance has stated publicly that “Island Timberlands could anticipate that there would be peaceful community response should they arrive to do industrial logging. There are a lot of people beyond Cortes and perhaps even here in the community that may choose to do other actions.” All efforts to reach Island Timberlands have failed. The comp a n y ’s a u t o m a t e d switchboard does not even recognize some of the company personnel attached to the project such as Operations Planner Wayne French. Its parent

company Brookfield Asset Management (BAM) bought the land from Weyerhaeuser in 2005. The Wall Street giant says the Island Timberland endeavor “is focused on growing and harvesting high quality timber and other forest products for a broad customer base primarily located in Asia and North America.” BAM describes the property as “one of the best sources of large Douglas-fir, hemlock and cedar in North America.” It says Island Timberlands is the second largest private timberlands holding in B.C. and the second most valuable private timberland estate in Canada.”

Regional district drops court action The Strathcona Regional District (SRD) has agreed to drop a BC Supreme Court action against Sea Farms Inc. and Desolation Sound Oysters Ltd. in exchange for a little peace and quiet in Gorge Harbour on Cortes Island. The agreement is the result of a mediated settlement process commenced in early 2011. The aquaculture operators have agreed to meet or exceed the Environmental Code of Practice adopted by the BC Shell Fish Association. Specifically, they will ensure that any noise caused by harvesting operations does not exceed 65 decibels at adjacent properties and

that they will attempt to acquire a new harvesting vessel with noise level reduction capabilities. In exchange, the regional district has agreed to discontinue the court action it launched in 2009 which sought to declare the above Cortez operations in violation of local zoning bylaws. SRD Board Chair Craig Anderson said: “The regional district appreciates the willingness of the operators to find a resolution to this dispute through a mediated settlement process and to voluntarily adopt a position of being good corporate neighbours to the Gorge Harbour community.”

Topping the wish list is new seating. “The seats there are from 1947 [when the Tidemark was a Van Isle Movie Theatre]. They’re still the original seats,” Fowler said. “They were re-upholstered and updated in 1987 but they’re still the original seats and we can’t get replacement parts because they don’t make them anymore. The upkeep of seats is becoming an issue.” Fowler said the society would also like to update the lighting, as some of the light fixtures are so old that they came from Expo ’86. Also on the wish list is an in-house computerized ticketing system. “Right now the tickets are printed in Vancouver. We’d like to have an in-house system so we can capture the data to find out where our audiences are coming from, who likes what shows, more target marketing,” Kin said. “It would be overall more efficient because a ticket would only be printed when purchased. Right now we have to print every single ticket for a show, even if it’s not sold.” Fowler said the society would also like to

T he woman who helped make the Museum at Campbell River a first-class museum is retiring. Lesia Davis, executive director of the Museum at Campbell River, has announced her retirement and the search is on for a replacement. Davis, who initially moved to Campbell River for a five-year stint at the museum, is hanging up her hat after 14 years, but says she has no plans to move away the city – although a crossCanada trip is in the works. Museum board president Norm Fair credited Davis for transforming an empty shell into an award winning museum. “When Lesia arrived, the building and exhib-

its were mainly empty,” Fair said. “She rolled up her sleeves, raised the funds, acquired grants and in the ensuing years was the driving force behind the creation of a smoothrunning, award-winning, best-in-class museum.” Davis also looks fondly on the exhibits that have been completed during her tenure. “It really was an empty building,” Davis said. “It’s really gratifying to see the exhibits completed. Each piece has given me a feeling of gratification, of Campbell River history that wasn’t here before.” She is also proud of the reputation that the museum has earned. “Earning the credibility of the community and city, and our donors and members,” is a highlight of her

You want to try to find out what happened and how many people may be injured. Identify yourself and get permission Jennifer Comeau to help. If the injured person is not Branch Manager responding, call for medical help immediately. Make sure the airway is open and give CPR if the person is unconscious with no signs of life. • Keep it simple - many cats decide that their favourite toys are empty boxes, bathroom tissue tubes, empty paper bags, or crumpled bits of newspaper. • Provide variety - when a sound or motion is repeated in a predictable pattern, many cats become bored. Vary the speed at which you bounce a toy on a kitty wand, drag a toy across the carpet or wiggle a laser pointer along the floor. Swap toys occasionally to keep the game fresh. • If your cat seems to be bored with a toy, put Dr. Kevin Penner it aside for a few weeks rather than pitching Veterinarian it out. Chances are that the toy will recapture your cat’s interest when reintroduced later. • Set aside some time every day to play with your cat, especially if she is an ‘only cat’. • Don’t use your fingers or toes as ‘pounce toys’ for a kitten - although a young kitten may not be able to hurt you too much, those adult teeth and claws can be dangerous weapons that can inflict unintentional injury. • Always consider safety. Never let your cat play with yarn or string since these materials are easy to swallow and can cause a life-threatening obstruction in the stomach or intestines (called a ‘linear foreign body’ by veterinarians). • Consider purchasing automated interactive toys that your cat can play with when you’re not around. • If you get toys that are catnip impregnated, be aware that some cats do not respond to the chemicals in catnip, while others can become excessively excited.

Investment funds under the Insurance realm are called segregated funds, and yes, you can purchase Registered Retirement Savings Plans (RRSPs) from insurance companies. Although many of Darlene Garat these “seg” funds have parallel Financial Advisor mutual funds, segregated funds have guarantees – in particular maturity and death benefit, the latter often being 100% of your initial investment minus withdrawals regardless of market downturns. Some seg funds offer resets on these guarantees every few years, allowing the guarantees to increase as the market value does. There is a certain amount of security and special tax benefits in RRSPs held in segregated funds that are not available in mutual funds, stocks, GICs, and other investement vehicles.

850F 12th Ave., Campbell River 250.287.2310 My dog won’t come when I call her….help!! It’s baffling how many people assume their dog should voluntarily run to them when they’re called – even though they’ve spent zero time actually “teaching” the dog what the command means…..dogs certainly don’t arrive in our lives pre-programmed with various behaviors we want them to do. Start in the house (where your dog is safe and there are fewer distractions), call to her in an upbeat tone, using her name only……most dogs will want to come and see why you’re so happy and calling their name…..reward her with Cathy Merrithew a tasty treat. At the same time, give verbal praise, telling her how wonderful she is. Let her wander away again, then repeat and don’t forget the reward. Keep doing this randomly throughout the day, and when you’re sure your dog will respond, add the command “Here!”, and reward. It’s a good idea to change your command to a different word if you’ve already conditioned your dog that “Come” means nothing. Next move to your backyard, and do the same thing calling her and rewarding upon her arrival. Gradually keep practicing this in different locations, before you actually have to depend on it if your dog is off leash. By practicing this in situations where your dog can’t help but respond, you’re conditioning her that coming to you is the best thing in the world! Always reward with a treat, this way she will never have to think about whether or not it will pay off for her to come running in. Not all doom and gloom, but MARS needs funds MIA HEITLAND

CAMPBELL RIVER MIRROR

Despite concer ns over a funding shortage, the Mountainaire Avian Rescue Society remains committed to helping injured wildlife on the North Island. “I wish to reassure our community that we at MARS are working hard to continue to provide wildlife rescue services, thanks to the support from the local community,” said Maj Birch, manager of the centre who founded the

society 17 years ago. “I don’t want people to think we’re going to close our doors,” Birch told the Mirror. “It’s not such doom and gloom. It’s hard for all non-profits, and we just need to re-evaluate the way that we’re marketing – the way that we’re going things. We’ve had to change our thinking.” A major fall fundraiser – the Harvest Dinner and Auction – was not held this year, due to declining profits from the event, Birch said, and at the

beginning of November, MARS had enough funding to get through two months. “Now, at the beginning of January we have three months of funding,” she said. “Certainly at the beginning of the year we’re always optimistic.” In addition to tough times for all charities in the current economy, an ever-increasing workload at MARS has meant less time for fundraising and a greater demand for funds. MARS is now work-

ing with more than 50 injured eagles each year, as well as rehabilitating other birds, and helping other injured wildlife. In addition, they spend a great deal of time on educational presentations and have an in-demand internship program. Birch stressed the importance of the work done by the society. “We are more than a band-aid solution for wildlife,” she said. “Our volunteers commit hours of their time to educate through the schools, on site with

work experience programs, and at various community events. We participate in wildlife studies and promote conservation and habitat protection through participation on various community committees and efforts.” MARS volunteers have been actively fundraising over the last two months, and are promoting a number of items available for sale through their online gift store. “We are planning more upcoming events and raffles to fund-

raise in order to keep our operations going,” Birch said. “While we depend upon the generosity of folks who find wildlife, those who love to see them wild and free, we must continue to keep working hard to secure funds for our operations.” The upcoming seventh annual Eaglefest in Campbell River is a major fundraiser for the society. It takes place in February. MARS relies on fundraising, donations and grants to keep its programs running. In-

kind donations, such as veterinary care and a donated vehicle, allow them to provide many of their animal care services. The society welcomes anyone who would like to help, to join them in their fundraising efforts. “We feel that it is everyone’s responsibility to care for the environment in which we live,” she said. Campbell River jobs forum to go ahead The provincial government has confirmed that Minister of Jobs, Tourism and Innovation Pat Bell will host a regional economic investment pilot project forum in Campbell River on Monday, Jan. 30. Managing 4x10 Your Money RRSP facts – basics you need to know to save Preparing for retirement should start early with a savings strategy that will make it possible for you to accumulate the most wealth for use (and enjoyment!) through all your retirement years. The best retirement savings strategy for most Canadians is a Registered Retirement Savings Plan (RRSP) because your contributions and all the income that accumulates in your plan are tax deferred until you start using that money in retirement. Add in the fact that your contributions can be used to reduce taxes and the magic of compounding that enhances RRSP growth over time, and it’s easy to see why a registered plan makes such good ¿nancial sense. Here are some basic facts that will help you get the most into and out of your RRSP. • Be deadline driven This year, the contribution deadline for RRSPs is February 29, 2012 – don’t miss it! • Be a maximizer Always make your maximum contribution each year – you’ll get the most in immediate tax savings and in long-term growth. How much you can personally contribute can be found on your most recent notice of

assessment from the Canada Revenue Agency (CRA). • Play catch up Fill up unused contribution room fast. You can do that in a single year or over a number of years until you reach age 71 – but quicker is better. • Match savings to income As you make more money, make larger contributions to your RRSP and you’ll have more income in retirement. • Consider borrowing to save An RRSP loan can be a good thing to maximize this year’s contribution or catch up on past contributions – but only if you can get one at a low interest rate and pay it back as quickly as possible. Even better: use your RRSP tax savings to help pay off the loan. • Choose a bene¿ciary Designate a bene¿ciary for your RRSP (in Québec, this must be done through a will). Generally, RRSP

assets do not form part of your estate and do not attract probate fees. If your bene¿ciary is your spouse/ partner or a disabled child/ grandchild, your RRSP can be transferred tax-deferred to your bene¿ciary’s registered plan. Contributing to your RRSP is an important way to save for retirement – but it’s just one part of a solid retirement plan. More help for Haiti Two years ago this week, a devastating earthquake hit the Caribbean nation of Haiti, killing a huge number of people. The Haitian government claims that 316,000 died, while other estimates place the death toll at We say: There is between 46,000 and 92,000. quake also displaced another still a willingness 1.5The million, and many of them to contribute remain homeless. It was one of the biggest natural disasters in history. more While aid flowed in from around the world much remains to be done. The country still remains devastated, and it needs ongoing help on many fronts. The challenge is how best to provide

that help. A great deal of money has flowed into the country, and much good has been done. But because so many projects have been spearheaded by wellmeaning non-governmental organizations, there has been a lack of co-ordination. In addition, some aid money doesn’t seem to have arrived yet, even though it has been promised. The United Nations special envoy for Haiti says that only about half of the $4.5 billion in aid promised by world leaders has actually been disbursed thus far. Canada has disbursed 90 per cent of the money it has pledged. The Canadian International Development Agency has approved projects worth $232 million in Haiti. These projects have helped in areas such as providing clean water,

providing medical aid, training police and rebuilding infrastructure. Canada remains committed to helping in Haiti, and many Canadians want to see the country rebuild. They may find it difficult to know what projects to support and how best to get help to the country. Perhaps the best approach is to get information firsthand from people who have been to Haiti and are familiar with its current needs. In the age of the Internet, getting such information is not difficult. Canadians showed two years ago that they have a willigness to help people in other parts of the world. That generosity remains, but it is important to know how best to provide assistance. – Black Press

Food Bank says thanks Campbell River...you’ve done it again! Just when we think this community has done all it can, you astound us once more. With the assistance of Dave Reynolds and his team of volunteers and “The River” staff, you filled three 54-foot trailers with food for the Campbell River Food Bank this Christmas season...and you did it all in just over 10 days. Not only that, but your cash donations brought in over $8,000 as well with that effort. Your remarkable help will carry us through, in large part, until Easter. We are providing food packages to upwards of 1900 folks every month, of which about 40 per cent are children. With your help, the quality of those packages increases as significant donations arrive. Personally, I have been involved with our Food Bank for over 25 years. I have never seen your generosity demonstrated so keenly as this year...and in a year where everyonE is feeling the pinch acutely. Progress Board served British Columbia well

Tom Fletcher B.C. Views

How is B.C.’s economy doing? This question occupies a great deal of time in our political debate. But since that debate is mostly an exercise in selecting facts and passing blame back and forth, it’s difficult to tell. Former premier Gordon Campbell set out to change that in 2001 with the establishment of the B.C. Progress Board. Independent directors established six “core targets,” environmental, health and social indicators as well as economic measures, and tracked them annually with comparisons to other provinces. This created a 10-year database that doesn’t exist anywhere else. But it hasn’t exactly been flattering, a sign

that it has been kept free of political interference. Premier Christy Clark’s recent decision to replace the Progress Board has sparked another round of political blame-storming. The NDP opposition was accustomed to jumping on the annual rankings and trumpeting the ones that cast the B.C. Liberals in a bad light. Predictably, they portrayed the remake of the board as an effort to sweep embarrassing results under the rug. Media often focus on the political horse race rather than details of dull old policy. When the board’s annual reports came out, they typically covered the political fight and glossed over the findings.

The key flaw with the Progress Board turned out to be its emphasis on provincial rankings. B.C. ranked first for the entire 10 years in health and environmental conditions, and near the bottom in a complex measure of “social condition” that was often oversimplified as poverty. In most measures, including economic ones, the rankings barely changed in a decade. In his final report, board chair Gerry Martin noted that B.C.’s improvements in economic output and income were significant, but didn’t move them up the rankings because other provinces had similar success. Big recoveries in Saskatchewan and Newfoundland meant that

B.C. sometimes slipped in the relative rankings despite major gains. Martin noted that on crime, “initial performance was so poor that B.C.’s best-in-country improvements over several years were needed just to move B.C. to about average.” (There’s an example of how independent this board has been.) Crime is part of the board’s “Social Condition Index,” along with lowbirth-weight babies and long-term unemployment. This has been a favourite of opposition critics, because B.C. started low and slipped lower. But they won’t tell you the whole story, through the NDP 1990s as well Continued on A11

Conservatives dispel rumours John Duncan unfit to continue

Food bank... Continued from A10 pinch, continue to contribute substantially to the Food Bank operation. Clubs, societies, groups, the schools and just ordinary folk like yourselves make it all “work.” Each contribution, no matter how small it may be, combines with others to pay the bills and buy food. Once again, thank you and may this year 2012 be healthy, safe and hopeful for us all. Lynn Nash, Campbell River Food Bank

Conservatives on Capital Hill in Ottawa are spreading the word that Aboriginal Affairs Minister John Duncan is fit to continue serving in his controversial portfolio. Duncan, the Tory MP for Vancouver Island North, was hospitalized recently to deal with complications from heart valve surgery in late 2010. That surgery had caused him to take a temporary leave from his duties. The National Post reported

last week that “whispers in the salons of Ottawa suggest that John Duncan ... is facing health issues and may have to be relieved.” H oweve r, C o n s e r vat ive sources are saying he has made a “full recovery” and is not on the verge of stepping down. Duncan’s director of communications Michelle Yao has told reporters her boss isn’t going half-speed. “He is fully engaged on his

files and continues to advance priorities of the gover nment.” Yao added that Duncan is looking forward to participating in the Crown-First Nations summit later this month involving Prime Minister Stephen Harper and Assembly of First Nations National Chief Shawn Atleo. Duncan has recently come under firing for his handling of the Attawapiskat housing crisis.

Fletcher: Board offered policy suggestions too Continued from A10 as the B.C. Liberal 2000s: “B.C. ranked sixth in the Social Condition Index in 1990, improved to third in 1993, but deteriorated through the rest of the 1990s and into the next decade such that it sank to last place for 2001 and 2002,” the

final report says. “Improvements between 2002 and 2007 saw B.C. reach fifth place in 2006 and 2007, but rank changes on low birth weights and long-term unemployment brought B.C. to seventh in 2008 and ninth in 2009.” Does this mean the NDP government of

the 1990s did a bad job, or that the B.C. Liberals did better and then screwed up? It could be spun that way, but there are external factors involved. The B.C. Progress Board didn’t just do rankings. Its policy suggestions were implemented in regulatory reform, energy

self-sufficiency, creating community courts and UBC Okanagan, and proceeding with the Site C dam. Martin notes that the successor organization, the Jobs and Investment Board, will carry on the performance monitoring and “hold gover nment’s feet to the fire,” in par-

ticular on its ability to attract investment. It’s time to stop arguing about the level of poverty and find new ways to alleviate it. Tom Fletcher is legislative reporter and columnist for Black Press and BCLcalnews.com tfletcher@blackpress. ca

New transfer station underway KRISTEN DOUGLAS

CAMPBELL RIVER MIRROR

Construction is underway at the local landfill so it can continue to be used as a temporary dumpsite. A facility, akin to a short-ter m holding pen, is under construction to deal with a landfill that is estimated to be at capacity by the end of this year. Crews are building a temporary transfer station, which will allow residents to dump their garbage. But instead of the waste remaining at the dump, it will be trucked to the Pigeon Lake landfill in Cumberland. Construction began Nov. 28, and is expected to continue until the spring when the transfer station should be operational. “The first phase of the project has been completed which is the new recycling tipping wall,” said Jesse Lee, assistant manager of the Strathcona Waste Service branch. “The transfer station building is the next phase.” Lee said during construction, “delays to visitors will be minimal, potentially a little extra wait time going through the scale.” Once the transfer station is up and running, people using the dump can expect little change. Ian Buck, the city’s

planner, told council in November that the public, “will not see much change in how they use the site.” The biggest difference will be that once the transfer station is up and running, the public will dispose of its waste on the floor of the new building. The transfer station will be 988 square metres and 11 metres high. It’s expected Campbell River’s trash will be transported to Cumberland by either April or May, for at least one year. Leigh Carter, general manager of public affairs for the Comox Valley Regional District, which is responsible for the Campbell River landfill, said during that time it’s expected two to four

trailers of waste will be transferred to Cumberland daily. Carter said that process could be in effect for less than a year but the transfer station will have a lifespan of more than 10 years, so it can be used until a construction project to extend the life of the Campbell River landfill is complete. That project is expected to include

a mechanical stabilization of the steep earthern wall along Argonaut Road which may create the capacity needed to add five to seven years of life to the landfill. The Comox Strathcona Solid Waste Management Board has been looking at several options for dealing with the region’s waste and a near-capacity Campbell River land-

fill. A solid waste plan, drawn up by a consulting firm, has four options shortlisted: an expanded landfill in the Comox Valley; an expanded landfill in Campbell River; two landfills, one in the Comox Valley and one in Campbell River; or a waste-to-energy facility with location to be determined. Koreen Gurak, manager of communications for the Comox Valley Regional District, said before the board makes a decision it will seek input from the public. “We hope to start the public consultation meetings in March because there’s 14 meetings being scheduled within the region, plus there’s other opportunities to do presentations with councils,” Gurak said. “Once that’s done it will go back to the board for a final review of the public consultation process.” kristend@campbellrivermirror.com

Students spreading the Net A

group of Carihi secondary school students are continuing their fundraising efforts for Rick Mercer’s Spread the Net Challenge by hosting a concert at the Tidemark Theatre. The Jan. 21 event, organized by Grade 11 student Emily Koopman, will feature singer Brock Zanrosso as the headliner, along with special guest Kate Morgan. Gig Morton will host the evening’s events. “I’ve been in touch with Brock and his mom, Leslie, shortly after Brock appeared on the YTV reality show The Next Star,” said Koopman. “I mentioned it to Leslie back in October she said she thought it could work. “I also know Brock’s creative director, Josh Parsons who has been really helpful to me during this whole process.” Singer Kate Morgan is another rising star, originally from Kamloops, who has worked with big name talent. “They agreed right away to do the show, which is pretty amazing considering she has played with the likes of Sarah McLachlan and Sheryl Crow,” Koopman said. Next up, Koopman, who admits to being extremely shy, needed a host for the show. “That’s when I thought of Gig,” she said. “Gig is from Comox and he currently co-stars on YTV and Disney XD’s Mr. Young. We talked about what exactly Gig was going to do at the show and decided that he would host and tap dance.” Koopman has a history of fundraising for a variety of charitable causes from a very young age. “I’ve always loved to help and do things for others,” she said. “It first started when I was in grade one and I organized a bake sale for the Vancouver Island marmots. I’ve been supporting Ronald McDonald House B.C. with autographed photos, DVDs, and CDs. “I have many connections to the entertainment world and I

Tickets are $25 and are available at the Tidemark Theatre box office and website. The evening will also include fabulous prizes, a 50/50 draw and an autograph signing after the show. For those who can’t attend the concert but would like to donate directly, visit www. spreadthenet.org and follow the links to donate on Carihi’s behalf. Donations can also be dropped off at the school office.

thought, ‘why not use them to do some good, y’know?’” Carihi teacher Maureen Desrochers, who has spearheaded the school’s Spread the Net campaign had high praise for Koopman’s energy. “I am very impressed with all of her efforts, all that she is doing for this cause.” she said. “She has literally organized it all and I am amazed. She is a real organizational powerhouse.” Spread the Net is a campaign to end

malaria in Africa by donating mosquito nets, and in the Student Challenge, schools that raise the most money are featured on Canadian comedy icon Mercer’s show, and receive a visit from the host. Students have until Feb. 29 to raise funds, and this is Carihi’s first year participating in the challenge. Desrochers’ French immersion social studies class, as well as a leadership class and other students from the school

(Spread the Net Committee) are involved in this project. To start the new year, the group had raised about $700. According to the Spread the Net website, a child dies from malaria every 45 seconds. It’s the single biggest killer of children under the age of five, and accounts for one in five of all childhood deaths in Africa. Children who sleep under the nets, which are treated with a long lasting insecticide, reduce their chances

Sisterhood bucks up to support education is still strong today. The PEO (Philanthropic Educational Organization) Sisterhood helps women across North America with the costs of attending post secondary school. The Campbell River chapter of the Sisterhood, which was established in 1977, presented Debra Fontaine, a tourism management student at North Island College, with a $2,000 grant. Melissa Galloway Galloway, Melissa, Grace: Passed away peacefully on January 4th, 2012 at age 22. Melissa entered into our lives challenged in so many ways. Being fully disabled didn’t stop her from enjoying life to the fullest of her capability. Melissa had beautiful blue eyes, a fantastic smile and a charming infectious giggle. Melissa used these to her advantage as she drew people into her life. Those who knew her best and gave from the heart were truly rewarded with her charm and grace. Smiles and giggles were frequently received by friends, family and caregivers who quickly learned Melissa’s preferences. Despite being an outdoor girl trapped in an indoor body, she made frequent trips to various Regional Parks including memorable jaunts to Long Beach, Battleship Lake and Village Bay Lake as well as walks around the Campbell River loop. Melissa enjoyed the wind or rain and even snow on her face and any tree branch within reach provided her with endless enjoyment. In later years, Melissa moved to Apple Gate Care Home and she fully embraced the love, support and care provided by Rebecca and her fantastic staff. She became part of an extended family and was treated as such by her caregivers. Melissa faced many challenges and in 2005 she received life-altering spinal fusion surgery at Shriners hospital in Portland, Oregon. After untold delays in receiving this surgery closer to home, this very successful treatment greatly increased her quality of life. Sadly after a wonderful Christmas, Melissa mounted a short but hard fought ďŹ ght with pneumonia. Melissa passed away surrounded by the love of her family (Murray, Paula Courtney, Auntie Heather and Uncle Barry) and extended family of Apple Gate staff. The hole in our hearts is still being ripped asunder by our loss. Melissa was truly one of a kind; she will be missed dearly by all those who came in contact with her. We extend our gratitude to the physicians and other professionals who advocated over the years guiding Melissa through her tumultuous journey of life. A special thanks to Dr. Douglas for his compassion and support of Melissa. Finally accolades galore to the nursing team of 2 south at CR Hospital who tirelessly did all they could to assist Melissa in her ďŹ nal ďŹ ght. We couldn’t have asked for a more empathetic or professional team. A small private service and celebration of life will be held in the near future. In lieu of owers, please donate in memory of Melissa Galloway to: The Gizeh Shriners of BC 3550 Wayburne Drive Burnaby BC, V5G 3K9 Please include a note that funds are to be directed the Patient Transportation Fund. This keeps all funds in BC for use in transport of children to various hospitals including return trips back home.

Eiva Noble

January 3, 1925 – January 12, 2011

CLASS 1 Too fast has the year gone by Since the day fate plucked you from our lives. Husband, Father, Grandfather. To bare such loss, we've clung together. Your will to stay was ever strong. Alas, even strength can only battle so long. In the story our paths were to part. Memories of you live glowing in our hearts. Where you lead, we cannot follow. Know the love we shared was never hollow. To touch your hand, to kiss your face. Always welcome, returned, warmth and embrace. May the joy of your life bring light to our tears. As we continue to love you throughout the years. Farewell and good bye are not the end. You are treasured within until we meet again.

December 3, 1911 – January 8, 2012 Eiva is predeceased by her son Gerald (1943), brother Elmer (1944), father Olaf Oswald (1954), mother Beda Oswald (1979), husband, Harold (1984) and son Pat (1992). She will always be remembered as a wonderful mother to Marilyn, Helen and Jack; grandmother to seven grandchildren; great grandmother to ďŹ fteen great grandchildren and great great grandmother to eleven great great grandchildren. A Memorial Service will be held at Yucalta Lodge, 555-2nd Ave, Campbell River, BC on Saturday, January 14, 2012 at 1:30 pm. Quadra Cat Rescue finds homes for hard-luck kittens Thanks to a new partnership between Quadra Cat Rescue and Dogwood Veterinary Hospital, two hard-luck kittens have found new homes. Jesse and his sister Willow came into the care of Quadra Cat Rescue volunteers when they were weeks old. Their foster home socialized them, and

they went through the process of vet checks, shots and were fixed to ready them for adoption. “Dr. Gjertsen generously offered to display them at Dogwood Veterinary Hospital, where more people would see them – and both of these kittens were adopted because people came into the

clinic and fell in love w i t h t h e m , s ay s Valerie Van Veen of Quadra Cat Rescue. Willow found a home in early December, and in another month, Jesse was adopted. “Dr. Gjertsen and his staff have always been so supportive of our group’s efforts to try reduce the number of unwanted cats on

Quadra, and we want to thank them for this additional help – talking about these kittens and refer ring interested people to us when they have more questions – because we really needed to let people know they were ready for adoption, Van Veen adds. “It makes a huge difference to the volunteers,

especially the people fostering kittens, to see them find good homes. Quadra Cat Rescue welcomes volunteers, particularly people interested in trapping, transporting and fostering cats and kittens. For more information: 250-285-CATS (2287) or by email at quadracatrescue@yahoo.com.

Don’t let that pay cheque vanish The number one secret about money is ...it’s only information. And it can be learned. There is a real scarcity these days in having real clear, valuebased priorities. If it’s only money, why do we have so much trouble with it? In decades past, women weren’t empowered or educated with the knowledge, confidence and acceptance to allow them to make the kinds of choices

that lead to financial independence and to winning the money game. Even today, too many women want to avoid managing money for reasons ingrained into society. It’s that time of year when we make our resolutions to change our habits and thought patterns. It’s also the time we are reviewing our year end pay stubs, bank and investment statements, and soon

to be received T4s. There is no better time to re-think your financial situation and challenge yourself to stop being oblivious to where your money is, what it is doing, and how much is disappearing pay cheque to pay cheque. At the Jan. 24, meeting of the Campbell River Business and Professional Women’s Network, Shari Molchan of Money Momentum will reveal

the top three reasons why women struggle with money. Make a commitment to yourself to take charge of your financial well-being. To reserve for Royal Coachman Carriage House contact Tucker at RSVP@bpwn.org by Jan. 19. You can now pay in advance at www. bpwn.org by clicking on the “Book On Line Button.” Tickets are $35 for members and $45 for guests.

A Campbell River man is training for a run that will take him from Cape Scott Provincial Park to Victoria this April, to help children at risk. Terry Kratzmann will run the 600 km from tip to tip on Vancouver Island to raise money for the KidStart mentoring program, which helps at-risk youth aged 6-18 in Campbell River, the Comox Valley and Victoria. “It’s me paying ahead or paying back,” says Kratzmann, who was a KidStart mentor for more than three years. “If we can save one young person from falling through the cracks, 600 kilometres doesn’t seem like much.” Kratzmann, who will be 65 when he does the run this April is fairly new to distance running, having completed his first halfmarathon when he was 60. He is currently running about 100 km a week, working up to 210 km by the end of March. He will run 30 km a day to complete the run in April. To start 2012, the Campbell River KidStart program has 53 children waiting TRYCINDA HARTLING/THE MIRROR to be matched with Terry Kratzmann is running the length of Vancouver Island to help children at risk. volunteers. Sisters is that the child is missing an adult in their life,” Jordan said, whereas children can be referred to KidStart even if both parents are still involved, or for example, a female child who lives with their mother can still be mentored through KidStart. It focuses on preventative mentoring – helping children vulnerable to crime, addiction, abuse or family crisis, before the problems begin. “Through role modeling and encouraging kids to participate in activities that build their confidence, mentors help children and youth become more resilient and successful in the face of numerous challenges in their lives,” said Tanya Storr of the John Howard Society of the North Island, which administers the program in Campbell River and the Comox Valley. The one-on-one time between adult and child that KidStart provides can make all the difference in the life of the participants. “The benefit to the child, when they have some of that one-on-one time – the undivided attention to focus on their skills, their successes, and someone to say good job,” Jordan said. “It’s that pat on the back they don’t always get.” And being a mentor is a surprisingly easy and rewarding process.

“The message of how fun this is is often lost on people,” Jordan said. “They’re just a child waiting there with a big smile on their face. People often focus on the vulnerable part, but they’re just a child who wants to walk your dog, or go for a hike, or cook dinner with you once a week.” Adult mentors are required to commit to a minimum of three hours a week for the duration of the match, and training is provided. In the past year, 50 children and youth were matched with mentors who volunteered 7,488 hours in the Campbell River and the Comox Valley. Adults interested in applying to mentor are encouraged to visit the Campbell River volunteer centre in the basement of City Hall to start the process. Those individuals or groups wanting to support the program financially, can sponsor a child’s participation through the KidStart Champion campaign, which provides monthly donations to cover the program costs. For more information on volunteering or donating, contact Jordan at the John Howard Society of the North Island, in Campbell River at (250) 286-3650. More information about how to support Kratzmann’s run will be available through the John Howard Society website at www.jhsni.bc.ca

Tyees comeback buries Bulldogs

victory over the beleaguered Port Alberni Bulldogs Saturday afternoon at Rod Brind’Amour Arena. Captain Gavin Rauser ignited the comeback, scoring on a wrist shot from the slot with just under twelve minutes remaining. Rookie defenceman Brendan Hoff then took the spotlight, setting up Cole Rennie for the tying goal and then blasting home the eventual game winner two minutes later. Rauser and Josh Coblenz led the way with two goals apiece. Austin

Simper, Darian Swift, and Kurtis Scriba rounded out the scoring. Grady McInnes contributed four assists, while defencemen Andy Stevens and Nick Klein-Beekman each had a pair. The victory completed a two game sweep for the Tyees, who bombed the Bulldogs 9-1 three weeks ago in Port Alberni. “We anticipated Port Alberni would give us a better game today and they did,” said Tyees head coach Peter Martin, “Injuries and other circumstances gave us the opportunity to call up four players

from the B team and they all had strong games for us, most notably Brendan Hoff.” The Tyees were without five regulars including defencemen Devyn Grant, Bryce Eppler and Joe Gage, along with forwards Tyson Goebel and Travis Goodwin. All the changes may have contributed to a sluggish start and forced Martin to do some line juggling that paid off in the final frame. “We switched Coblenz and Scriba in the third and Josh tipped in a point shot for one goal and Kurtis scored a nice

one a few minutes later,” he said, “We (the coaches) were pleased with the effort and give the boys credit for sticking with it, even when we fell behind.” After an 0-3 start, the Tyees have now won five of their past six league games and are above the .500 mark for the first time this season with a record of five wins and four losses. They play their final VIAHA regular season game this weekend in Victoria against the Juan de Fuca Grizzlies. Game time is 3 p.m. Saturday afternoon at Bear Mountain Arena.
