Board dissatisfied with waste system KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A separate solid waste system is not necessary, the regional district says. That’s despite regional board members’ dissatisfaction with the current system, shared with the Comox Valley. The regional district’s solid waste, or landfill, services are currently administered by the joint Comox-Strathcona Regional Solid Waste Service. But recently the Strathcona Regional District, which serves the Campbell River area, looked into the feasibility of pulling out of the existing service which is administered by the Comox Valley Regional District. A report to the regional district’s Committee of the Whole on June 23, notes the regional district board’s concern about the current arrangement raised at a Nov. 25 meeting held in-camera, where media and the public are not allowed to attend. Brian Reardon, the regional district’s chief administrative officer, wrote in his report that the board asked staff to look into the feasibility of creating a separate solid waste function, based on a number of concerns from the board about the ComoxStrathcona Regional Solid Waste Service. “Everything from a lack of information on the budget process, to key staff members not Continued on A3
During the summer months most pets would prefer to stay home in a cool place rather than walk on hot city pavement or sit in a parked car.
The temperature in a parked car, even in the shade with the windows partly open, can rapidly reach a level that will seriously harm or even kill your pet. Dogs cool themselves by panting and by releasing heat through their paws. On summer days the air and upholstery in your vehicle can heat up to high temperatures that make it impossible for pets to cool themselves. Your dog will be more comfortable if left at home. If you see a dog languishing in a hot car, call the BC SPCA in your area or local police.

The cyclists will meet children with cancer and people wanting to donate. Brigham is planning to shave her head during the ride to show solidarity with young cancer patients who have lost their hair through treatment. “It’s going to be emotional,” the military police officer said of the journey her team has been preparing for since March. “Regardless of all the training we’re doing, it doesn’t compare to what these (kids) are going through with their chemotherapy and recovering,” said Brigham, whose goal is to raise $5,000.

The 22-member Tour de Rock team is preparing to ride in support of pediatric cancer research and a summer camp for kids whose lives have been touched by the disease. Among those riding are Oak Bay reserve Const. Jarrod Christison, left, Victoria police constables Mike Massine and Alvin Deo, and CFB Esquimalt military police officer Cpl. Mary Brigham. “It’ll be a real mix of emotions,” said VicPD’s Massine of the upcoming ride. “I’m not above crying.” Massine’s desire to participate dates back to 1998 when he was a Saanich cop and his police colleague Const. Martin Pepper initiated the first Tour de Rock. Massine is also inspired by his 19-year-old stepdaughter who has a rare syndrome for which she requires constant care. “It’s opened my eyes to the needs parents have when they do have kids who are sick in one way or another,” said Massine, who hopes to fund raise $25,000. It was only natural for Deo to help kids
in need since, as a youth investigator, he spends most of his day doing just that. He is also a father to three young children. “I have kids of my own and just the thought of them suffering from cancer is pretty terrifying,” said Deo, who aspires to raise $15,000. “Realizing there are other families out there that are going through this right now, I just wanted to do whatever I could to help out.” Tour de Rock happens Sept. 24 to Oct. 7. Chicken debate returns to roost KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
The debate about whether or not people should be allowed to raise chickens in their backyards may return to City Hall in the next few weeks. Peter Woods, chair of the city’s Environmental Advisory Commission, wants the city to change its ways and allow urban chickens. In January 2010, city council refused to take the commission’s suggestion to hold an open house to gauge the public’s interest in the idea and instead chose to wait until the city’s agriculture plan was complete to make
any decisions. Woods says the plan is scheduled to be presented to the public tomorrow at City Hall and if there is no recommendation to allow backyard hens, the committee could bring the issue to council once again. “We will be deciding what to do next after we hear the results of the agriculture plan on Thursday,” Woods says. “I hope to bring changes to the livestock bylaw so that citizens can legally and safely have hens in their own yards.” He argues that backyard egg production is a step towards a sustainable Campbell River.
“Purchasing e ggs from a supermarket that ships the eggs from places as far away as Toronto just doesn’t make ecological or economical sense,” Woods says. “The carbon footprint of transporting food is much greater than if you were to use your own land for such purposes.” But council has voiced concerns over staff time including rescue associations and animal welfare agencies, impacts on neighbours and animal welfare. The advisory commission recognizes those concerns but also feels that backyard hens support the city’s green strategy.
Waste: Creating system would be difficult Continued from A1 being available to board members, to a lack of openness and transparency, and to a perception of a Comox Valley-centric service with respect to advertising and publications,” Reardon wrote. But Campbell River city councillor Roy Grant, who also sits on the regional district board, said he wasn’t aware of those concerns and stressed that too much shouldn’t be read into the regional district’s actions. He said the district was just trying to be thorough and looking for potential cost savings. “We’re looking at it on the mild side,” said Grant. “We felt it was incumbent on us to at least check if it would be more cost efficient if we operated a solid waste site on our own. I think it’s our respon-
sibility, if there’s any cost savings to pass on to the taxpayer, to at least research those.” Grant said he doesn’t believe the regional district will take any further action on pursuing its own solid waste service. The board’s only resolution was to receive Reardon’s report which said withdrawing from the current solid waste structure and creating its own, would be difficult for the Strathcona Regional District as well as a time-consuming and costly process. “ I t w i l l i nvo l ve extensive negotiations with the other service participants, acquiring a new landfill site, undertaking and receiving Ministry of Environment approval of a new solid waste mana g ement plan, and finally incurring the start-up costs for new machinery, hiring
personnel, and acquiring systems,” Reardon said, adding the justification to the province for such an undertaking would have to be substantial. When the for mer Comox-Strathcona Regional District was dissolved in Feb. 2008, the province’s rationale for creating an extra-territorial solid waste management service was to minimize disruption and keep costs down. Reardon added the board’s concer ns “seem to be administrative in nature and could be and should be addressed under the current structure by the combined (ComoxStrathcona Regional Solid Waste Management) board.” Calls to the ComoxStrathcona Solid Waste Management were not returned before the Mirror went to press.

Trio of productions to be shot here this summer KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
Three different film crews are scheduled to come to the Campbell River area this summer to take advantage of our fishing and beautiful landscapes. Productions include a British fishing show, an Australian salmon documentary and a we l l - k n ow n N o r t h American action flick. Robson Green, a well-known actor and celebrity in Britain, will bring his show Extreme Fishing with Robson Green to the River City in early August. In Green’s latest series of around-theworld adventures, the avid fisherman will embark on an epic journey through the Americas, from Alaska to Brazil. The series, which airs in a prime time slot on a major network in the UK travels to Campbell River on July 31, with filming slated for August 3 and 4. “They’re coming here to do a story on tyee fishing and they will be staying in Campbell River and going out to the tyee pool,” says Tanya Price, the manager of location and special programs with InFilm. Coun. Roy Grant will row the cast and crew out to the tyee pool, an

area just in front of the Tyee Club in Dick Murphy Park where electric boat motors are not allowed. “T hat’s why it’s unique and that’s why they chose Campbell River,” Price says. The Campbell River episode will not only feature Green fishing for tyees but will also include back stories that will feature the community and its history. “For British television we get to play Campbell River,” says Joan Miller, regional film commissioner with InFilm. “Campbell River is going to be profiled to thousands and thousands of people when it airs. We couldn’t afford to buy that kind of advertising for our community. It’s going to be a huge economic boost.” Also in August, a film crew from Australia will feature Campbell River in a wild salmon documentary, yet to be named. “A production crew from Australia has already been here to
do a pre-scout and they said they would come back to do some filming,” Price says. Di Bain, who will be shooting the documentary, has filmed in locations all over the world and, while in Campbell River, he will look for ways to educate people about salmon and the human footprint. Price says she is not sure of the crew’s agenda just yet but figures it may do some filming at AgriMarine’s new closed-containment chinook farm just north of the city. A third production crew will be in the Campbell River area the last three weeks of July. Unlike the other two productions, this one will not be based in the city. A second unit crew will film a scene for Paramount Pictures’ G.I. Joe 2 at the very head of Bute Inlet. “A team will be filming stunts on the rock face of Bute Mountain for the final week,” Price says. “They’ll fly out there, getting a lot of different supplies from Campbell River. They’ve hired local operators to help out with flights, boats and accommodations.” The crew plans to stay on-site at Homathko logging camp. Bute Inlet is a long, deep fjord located 50 kilometres north of Campbell River.

False: Restrictions keep people from using sprinklers during the hottest times of the day when up to 50% of the water is lost to evaporation. 2) The heavy snowpack in the mountains this year means water conservation is not necessary. T or F? False: Only true if the snowpack is directly on your lawn. Water conservation is necessary to reduce excessive demand on infrastructure during peak periods (7 to 11 p.m. and 5 to 7 a.m.). 3) The City should improve water system infrastructure to allow for unlimited sprinkling. T or F? False: At a cost of millions of taxpayer dollars to accommodate over- use during two months of the year, it is smarter to stop over-watering lawns. A challenging year for BC Hydro, trying to manage reservoir levels in the Campbell River area, is improving. But river currents will be higher than usual this summer. Hydro has struggled to operate with delayed snow melt and filling of the system reservoirs but Stephen Watson, spokesperson for BC Hydo, says reservoir recreation levels are approaching ideal targets. “From our June 1 update, BC Hydro’s operational decisions are tracking as forecasted,” Watson said. “The slow melting of the near-record mountain snow pack has been occurring.” But even with the recent warm temperatures, the snow pack may still last well into August before being depleted, he added. The current snow
pack level measured at the Wolf River U p p e r s n ow p i l low station recently moved below the average annual amount this region normally receives. And to make matters worse, Watson said there’s still a lot of water yet to come down. “The average peak snow to water equivalent, reached in early May, is about 1,450 millimetres,” Watson said. “It is about 1,200 mm as of today. Given the delayed snow melt from the cool weather and the time of year, the snow pack is currently about 480 per cent of normal.” Typically, the snow pack is almost gone by this time of year. With the delayed snow melt, the Upper Campbell/Buttle Lake reservoir is now at 218.6 metres high, and has moved within levels that are
good for summer lake recreation. Ideal recreation levels are around 219.5 m, and BC Hydro forecasts the reservoir will hit that level somewhere between late July and late September. BC Hydro is also forecasting the reservoir to hit a summer high of just over 220 m by the end of August. There are potential shoreline erosion concerns at elevations above 220 m, Watson says. To prepare for the pink salmon fishing season, BC Hydro has been discharging higher than normal river flows through the spring and early summer in order to balance reservoir and river water use interests. “Downstream and below the John Hart Generating Station, river recreation will be increasing to a

targeted at around 32 m3/s. Earlier this year BC Hydro received a water license variance, with government agency support, from the Comptroller of Water Rights through September 15. BC Hydro received the variance to help draw the reservoir down in anticipation of the high snow melt runoff. BC Hydro has been running the John Hart Generating Station at full capacity to achieve that goal. On May 10, Hydro decreased the power generation to about 80 per cent in consideration of the low reservoir levels and the delayed snow melt. With river flow currents higher than normal this summer, BC Hydro advises the public to be cautious and safe around the Campbell River.

Eventually all six units will rotate out of service during the maintenance cycle. The operating plan is for Campbell River flows to decrease, starting in mid-July from the current flow of 85 m3/s, down to 50 m3/s by August 1. BC Hydro may hold at that level through mid-September, but if water inflows are higher, there is a possibility river flows may be slightly increased in midAugust, according to Watson. HEROES – It was great to see so many people at the Canada Day Parade. I had a really good time and unfortunately ran out of candies to share far too soon. Congratulations to all the participants and organizers. – Claire Trevena, MLA (North Island) HEROES – City of Campbell River for its foresight, support and involvement in the restoration of the Sybil Andrews Cottage. In particular, thanks to Lynn Wark (Parks Supervisor) for going through all the correct procedures to create a heritage property, and to Jason Hartley (Capital Works Manager) for managing its restoration and stretching the dollars to cover more than we thought possible. In addition to being Campbell River’s first heritage site, the restoration means the property will be a focal point in the future parks plan, as an arts and culture centre for the whole community. For this, the city is to be commended. – The Sybil Andrews Heritage Society HERO – The unknown good Samaritan who must have seen my glasses on the road, picked them up and placed them on the hood of my car. This happened in the 200 block of S. McCarthy St. one Sunday evening. You saved me many hours of hunting and grief. Your act of kindness is very much appreciated. – A grateful senior. ZEROS – The people at the Farmers Market that had the Salvation Road Dog Rescue banned from advertising their adoptable dogs at their fair. Why? Well, it seems...dogs bark. Visitors to the market seem to think it’s funny to walk their personal dog into the area where the rescues are held causing them to bark. In turn, fellow vendors have complained that the noise disturbs them. Now the sad part. These dogs need exposure to ever have a hope of getting adopted. The solution was to not allow the rescue dogs at the market. Yet anyone else can wander their dog through I am disgusted that instead of implementing rules about people bringing their pets in (which could be a danger), they decide to ban the penned-up puppies looking for homes. She was always going that “extra mile” to accommodate us and we so appreciated it. Thank you. – R. Gurney HEROES – All the vendors at the Sunday Farmers’ Market who donated to the awesome basket that I won on the Fathers’ Day draw, which was filled with beautiful items, tasty treats, gift cards and much more. It was quite a welcome surprise that I will certainly enjoy. Thanks again to you all. – Ed Jarvis
HEROES – Members and friends of Campbell River’s Beautification Committee for organizing and participating in a Campbellton Cleanup session June 18. Of the 21 volunteers who showed up, six of the team took on the job of clearing the scrub and creating an attractive berm on the Campbell River bridge heading north. Other members collected street debris and bashed broom. Residents from Discovery Passage, 4th Ave. Willow Point and Rockland Ridge including a mother and four children arrived at the pocket park beside the bridge eager to join up with Campbellton people in the annual clean up brigade. Thanks to Perks and MacDonald’s for the delicious donuts, Thrifty’s for the bottled water and N.I. Safety Net. – Campbell River Beautification Committee HEROES – The City of Campbell River Recreation & Culture Department, the Communities in Bloom Committee and the Adopt the Patio Committee would like to say thank you to Alison Kilby from Pioneer Home Hardware for the donation of the beautiful flower pots and also to Paul Skuse from Sticks and Stones Nursery for the donation of the potting soil to our ‘Adopt the Patio’ project at the Community Centre. We are also
very grateful to Mary Teer and the amazing group of ladies from the Driftwood Artists who came and transformed our plain plastic furniture into awesome pieces of art. They are almost too beautiful to sit on. The Community Centre patio is being rejuvenated one project at a time and it is looking wonderful. Come and check it out, you won’t want to leave without enjoying a cup of coffee. – The Community Centre ‘Adopt the Patio’ Committee.

Action urged on threatened wildlife A task force report that calls on B.C. to bolster its protection of species at risk doesn’t go far enough, environmental groups say. Critics call the 16 recommendations vague and lacking teeth. The Species At Risk Task Force report concludes the extremely large number of species assessed at risk – 1,900 and rising – means B.C. should shift from a focus on individual species to a broader ecosystem-based approach. It warns the species-by-species approach “is leading us down a path of increasing complexity, overlapping initiatives and unsupportable costs even as the numbers of at-risk species continues to grow.” It does not propose a provincial
B.C. Briefs endangered species law equivalent to the federal Species At Risk Act – a tougher legislative approach that conservation groups prefer. “We are disappointed that instead of calling for a law they recommend tinkering with B.C.’s antiquated patchwork of existing regulations,” Wilderness Committee policy director Gwen Barlee said. Threats to wildlife highlighted in the report include climate change, degraded ecosystems and challenges in protecting species on private land. Species at risk in B.C. include grizzly bears, spotted owls, phantom orchids, Vancouver Island marmots and killer whales.
Law-makers eye pesticide ban A provincial committee has convened to consider a possible blanket ban on home use of pesticides for cosmetic purposes throughout B.C. Liberal MLA Dr. Margaret MacDiarmid, a cancer survivor, heads the bipartisan special committee now weighing the potential to outlaw the sale of pesticides and the possible impact on farmers and forestry. Dozens of B.C. cities already have local bans on residential use but MacDiarmid said the ability to buy a herbicide or insecticide in one area and use it in another means there are grounds to consider a B.C. standard. “There’s a real patchwork around the province,” she said. Retailers currently sell pesticides even in
cities where their use is banned. The Canadian Cancer Society argues longterm exposure to residential pesticides poses a cancer threat to children. NDP leader Adrian Dix this spring proposed a ban on the sale of high-risk pesticides, leaving residents only able to use lower risk alternatives.
to any person. The BCTF also wants wage parity with other provinces, although it hasn’t yet tabled an exact pay hike demand. Teachers salaries range from around $47,000 to over $75,000 a year. Salary parity would mean a 21 per cent raise for most teachers to match levels in Alberta and cost an estimated $618 million, according to the BC Public School Employers Association (BCPSEA). Other top cost drivers in the proposals include extra prep time at $417 million and $445 million for a retirement bonus that would give departing teachers an extra five per cent payout for every year they’ve worked in the school system. The proposals leave a wide gulf between the teachers’ federation and the BCPSEA, which aims to keep overall teacher costs frozen.
Teachers demand extra leave Public school employers say contract demands tabled by the B.C. Teachers Federation (BCTF) would cost the system nearly $2.2 billion more each year. The demands include doubling bereavement leave pay to 10 days paid. The union also wants teachers to be able to take 26 weeks off each year as a fully paid leave of absence to provide compassionate care

Father and daughters spend a night in the bush A father and his two daughters spent a night lost in the woods. July 6 Campbell River Search and Rescue and RCMP were dispatched after receiving a report
POLICE BEAT of overdue persons. Preliminary reports indicated that a family from the Comox Valley had departed for a day trip and were then overdue. The father and his two daughters had spent the day exploring country in the area of Blue Grouse Lake departing for home at about 6 p.m. Later that night the father texted his wife advising that they were lost, contact was then broken off. Campbell River RCMP, Police Air Services and Campbell River Search and Rescue mustered and began an area search. At approximately 9 a.m. the trio was found safe in the
back area of the Oyster River.
Thefts and break-ins downtown Campbell River RCMP responded to a number of property related offences in the downtown area on July 10. Shortly after 8 a.m., a property owner in the 1100 block of Fir Street discovered a blue Jeep parked at their residence that did not belong to them. While police were investigating this incident, they received a report of a theft of a jeep from Hidden Harbor and a second report of attempted theft of vehicle from the same location. At approximately 10 a.m., officers received report of a commercial break and enter in the 1300 Block of Cedar

Managing Your Money Summer job money – a great time for life lessons in income management Your teen has their ¿rst ever summer job – and an income! Part of your teen’s work experience will likely include on-thejob instruction and part of their summer experience should de¿nitely include on-the-money instruction. Money management is an important life lesson everybody needs to learn and, with your teen about to enjoy a regular payday for the ¿rst time, you have the perfect window of opportunity to pass along some good information that will put them on the fast track to future ¿nancial success. Here are some on-the-money tips to pass along. The early bird builds a bigger nest egg. How your teen handles money as an adult will depend largely on the habits they learn growing up. Be a good money role model and motivate your teen to be a regular saver and investor from day one. Money manage for advantage. Peer pressure and relentless youth-oriented advertising have escalated teen overspending into an expensive – and potentially lifelong – epidemic. Effective money management is the cure. Explain to your teen the value of always controlling expenses so they don’t exceed income. Work with them to create a realistic

budget with measurable and attainable goals – and be their guide along the way. File today for better returns tomorrow. Your teen should ¿le an income tax return to report the earnings from his or her summer job. Your teen’s income may be below taxable levels right now but they will start accumulating RRSP contribution room that can be carried forward inde¿nitely. When your teen reaches age 19, they should also apply for the GST/HST credit on each year’s tax return. Based on net income, your teen will likely be eligible to receive quarterly GST/HST cheques. Be a ten-percenter today for a richer tomorrow. Early savings take full advantage of the miracle of compound interest – so encourage your teen to save at least 10% of their take-home pay by using this dramatic example: Invest $1 a day
for 40 years at an interest rate of 5% and you’ll have about $44,000!!1 You know the lifelong importance of saving, investing and money management and you want your teen to know all about it, as well – and to follow your teachings to a comfortable ¿nancial future. But sometimes teens develop selective hearing loss – especially when it comes to accepting advice from their parents. An external informed opinion can make the difference – so why not give your professional advisor a call for some additional help? 1 The rate of return is used only to illustrate the effects of the compound growth rate and is not intended to reÀect future values or returns on investment.

charities. It will be headed by former Kwantlen University president Skip Triplett. Many groups were outraged in 2009 when the province cut grants to community groups from $156 million to $120 million a year. That was raised to $135 million this spring after Clark took office. Susan Marsden, president of the B.C. Association for Charitable Gaming, characterized the raid two years ago as an attack on non-profits, particularly those in arts and culture. “They decided they were going to cut out arts and culture entirely, cut environmental groups entirely, cut other groups by 50 per cent and give 100 per cent to their favourite charities,” she said. Rich Coleman, the for mer minister in charge of gaming, had defended the cuts as necessary to shore up B.C.’s budget amid
a deepening global recession and said the reallocations were geared to protect youth groups at the expense of organizations serving adults. Marsden accused Coleman of putting his personal anti-arts stamp on the decision and said she hopes the review ensures nothing similar can happen again. “We need to get government at arm’s length from this,” she said. “In the short term, we need to get all of the charities funded again to the levels they were in 2008. In the long term, we need to look at stability, at legislation that enshrines the funding formula.” Marsden praised Clark for delivering on her pledge of a review and said the terms of reference are acceptable – except that Triplett won’t report until the end of October. “I don’t know if there will be any charities left to fund once they

funding, $82 million shared with cities that host casinos or community gaming centres and the rest is shared with community groups. Charities have often been enlisted to voice their support for gaming when new casinos or slot machine venues have been proposed. The review is to collect input from charities, community members, industry reps and local government. “This review is not just about how much money we can share,” said Ida Chong, minister of Community, Sport and Cultural Development. “It’s about the process we use to decide together who should have access to this funding, what we can do with it and how we are accountable for it.” For more information, including upcoming community forums, see www.communitygaminggrantreview.gov. bc.ca.

Our View
Military’s role will change July 5 isn’t likely to leave a lasting mark on history. However, the end of Canada’s mission in Afghanistan is a historic moment for our nation. The book is closed on our decadelong involvement and it will take at We say: End least as much time before we’ll truly understand what our soldiers were of mission in able to achieve. Afghanistan is a In 2007, Master-Cpl. Colin Bason of Abbotsford was killed by a roadside historic moment bomb in Afghanistan. Other local soldiers, many who served with the Abbotsford Airfield Engineers, were part of the effort there.
The question now is what’s next for Canada’s military? After spending so much time and resources in Afghanistan the culture of our forces has been indelibly shaped by this experience. Some of the attention is now focused on Libya and its ongoing civil war. But this does not appear to be the kind of endless conflict that was Afghanistan. And then there are plans for a ramped-up military presence in the Arctic. This will also take tremendous resources but will be an entirely different kind of mission. The war in Afghanistan cost Canadians more than $11 billion, a number that could double as we
deal with the legacy of returning veterans. Despite our departure, the work continues, including by a contingent of Canadians tasked with training Afghans to take charge of their own security. Elsewhere in the world we can only guess where the next trouble spot will be. We might not make a big deal come next July 5, but Canadians can take pride in the work done by our military personnel over the last decade and feel confident that whatever comes next, they’ll make a difference on the world stage. – Black Press
Good point: Dragons I, personally, would like to send a huge thank you to the organizers and volunteers who made Race the River Dragon Boat Regatta possible. This was a first for Campbell River, and the Dragon Boat races were a huge success, thoroughly enjoyed by the teams themselves and all of our spectators. To team River Spirit, who’s fanciful musings last fall, about how great it would be if we could host a festival here in Campbell River become an actuality. Upon receiving positive feedback from tentative enquiries made to city council, and realizing that such a huge endeavor needed the organizational skills of both Campbell River’s Dragon Boat teams, they invited BraveHearts to co-host this event. Nancy and her team eagerly accepted this challenge, and a committee from both teams was formed early this year. This committee is to be applauded for creating what is hopefully the first of many Dragon Boat regattas in our city. To the City of Campbell River for all of your help and assistance, your enthusiasm for this event was encouraging and uplifting. To the many, many volunteers who worked so hard making sure everything ran smoothly. Many roses to you all. To Search and Rescue and St. John’s Ambulance, on hand as always to ensure a safe event. To the generous sponsors of both teams, without whom the paddlers would be unable to continue in their mission to bring awareness of breast and other cancers to our community. Continued on A13
That’s the Prince and Duchess of Cambridge to you NEIL GODBOUT BLACK PRESS
It was hard not to be excited while Will and Kate were here, wasn’t it? The Duchess is stunning, there’s no doubt about that, and the Prince’s smile, bright eyes and steady voice are captivating. They are beautiful together, both of them not yet 30, as they travelled our country, mingling with the common folk. It’s important to remember they are far more than handsome Will and gorgeous Kate. The anti-royalists can complain all they want about the fuss, turning their nose up and saying they are immune to this fixation with celebrity and beauty. The Royal Couple represent far more than those petty trivialities and to ignore their true significance is to ignore our country’s
history. For starters, they are not Will and Kate. We should be offended when our American cousins refer to them so lowly. To all Canadians, they are Prince William and Catherine, the Duchess of Cambridge. Our respect of their positions is not optional. This may be our country because we live in it but it’s actually their country. Queen Elizabeth is the ultimate ruler of this nation and her grandson William is second in line to the throne, behind his tediously dull dad. The true leader of these lands has been the British sovereign since 1763. If you must be technical, the British seized Quebec at the Plains of Abraham in 1759. Queen Victoria proclaimed the British North America Act in the spring of 1867, allowing Ontario, Quebec, Nova Scotia and New Brunswick to form Canada on
July 1 of that year. Within four years, Canada stretched to the Pacific when British Columbia joined Confederation. As a member of the Commonwealth, Canada entered both World Wars the moment Great Britain declared war. Queen Elizabeth signed the Constitution in 1982 and the impact from the contents of that document continue to be felt (that’s the subject for another column next year for its 30th anniversary). Our elected provincial and federal leaders require approval from the Queen’s representatives – the Lieutenant-Governor (and that’s left-tenant, not loo-tenant) in Victoria and the provincial capitals and the governor-general in Ottawa – to call elections and open and close sessions of Parliament and the legislatures. These are not just mere technicalities or
obedience to fussy old traditions. When Prime Minister Stephen Harper went to Michaelle Jean , the GovernorGeneral at the time, asking her to suspend Parliament (the official term is prorogue), she had the authority to deny his request and ask Michael Ignatieff to form government. Hello, constitutional crisis, if she had said no, but that, also, is the subject of another column. Prince William and the woman whose official title will be Queen Consort when her husband becomes King are no mere celebrities. They are the living connection to our past and we cannot be proud of our nation and its history without being proud of them, too. They are His Royal Highness and Her Royal Highness to us. Nothing less will do.

Races....
Continued from A12 To Marine Harvest, who hosted a magnificent Salmon BBQ, the proceeds of which was given back to River Spirit and BraveHearts, to be donated to a charity of their choosing. To Serious Coffee, for providing hot and cold drinks throughout the day, and delicious goodies too. Also for organizing our music and entertainment, they were terrific. To every single person who put time and effort into making this a success, thank you. Roses to all of you! To the members of BraveHearts and River Spirit who worked untiringly to bring this event to us. And finally, to the dragon boat racers themselves, your skills at paddling were a joy to watch, and the excitement was almost uunbearable as those boats came flying tacross the finish line. aWell done. Hopefully we will see you all again next year. Valerie Larson, n Campbell River
More rioters step forward Thirty-four people have now turned themselves in to the Vancouver Police Department (VPD) in connection with their roles in the June 15 Stanley Cup riot. The 50-member Integrated Riot Investigation Team continues to pore over thousands of photos and videos – sometimes working frame-byframe to capture the clearest image of a face or an identifying article of clothing. And they’re now encouraging more photos, tips and information about riot suspects to be sent to a new email address: riot@vpd. ca. More than 600 GB of data is being reviewed, including 15,000 images and more than 3,000 video files equating to more than 1,200 hours of video. Those who’ve turned themselves in have not yet been charged. About 100 people arrested the night
B.C. BRIEFS of the riot were previously charged. ICBC had offered to let police to use its driver licence photo database and facial recognition software to detect matches with photos of riot suspects – to the alarm of privacy watchdogs. But ICBC officials said the VPD has so far made no such request.
of trust and fraud against him are being dropped. The eHealth initiative aimed to digitize and share health records across the province. But it toppled into scandal when criminal charges
were laid based on allegations a health technology contractor who wanted Danderfer to approve contracts for his firm offered him various income and benefits, as well as employment or trips for family.

Guilty plea in eHealth corruption

An ex-provincial bureaucrat who led B.C.’s troubled eHealth program has pleaded guilty to one charge of breach of trust. Ron Danderfer, a former assistant deputy minister of health, faces a sentencing hearing July 14 for accepting benefits beyond what is permitted by government policy. Three other charges of breach

Hearing loss can cause tension and frustration in relationships. Many times a loved one with hearing loss claims to hear fine - it’s YOU who mumbles! Sound Martin & Jana Jurek Hearing Instrument familiar? Situations like these Practitioners are often due to hearing loss. If undiagnosed and untreated, stress created from hearing loss can have negative effects on the physical and emotional health of all persons involved. On (Debbie) average, an individual takes seven years to accept hearing loss and do something about it. That’s a long time to stress over constant “mumbling” or for others, not to be properly heard! If you think you or a loved one has hearing loss, consider a hearing evaluation. If hearing loss is present, perhaps consider a hearing aid fitting and rehabilitation. Our next article will give tips on how to communicate effectively with a person suffering from hearing loss.

Now that the weather is becoming nicer and people are spending more time outdoors, sunburns are a common problem for many people. Sunburns can range in severity from those that are mildly uncomfortable to those that are serious and cover a large portion of the body. For minor sunburns, give first aid as follows: • Get the person out of the sun and gently Jennifer Comeau sponge the area with cool water or cover Branch Manager with a wet towel to relieve the pain. Repeat these steps as needed to relieve the pain. • Pat the skin dry and put on a medicated sunburn ointment or lotion. Apply the lotion according to the directions on the package and be aware that these lotions can cause an allergic reaction in some people. • Protect burned areas from further exposure to the sun. • If blisters are preset, do not break them as doing so may promote infection. • If large areas of the skin begin to blister, seek medical help. • Infants and the elderly should seek medical attention even for minor burns as there may be complications. Depending on your age, overall health, and occasionally destination, you should be able to get travel insurance. However, the older you Darlene Garat are, the higher the cost, and a preexisting health condition may disqualify Financial Advisor you – unless it is under control. There are travel insurance products that specialize in the senior market, and because of this are more apt to cover you if you have a pre-existing health condition. A typical Travel Insurance application asks a short, very specific list of health questions that could disqualify you from coverage. A few plans will “underwrite” you when you apply so you know when a pre-existing condition (such as well controlled hypertension or diabetes) will be covered and may just increase the cost to reflect the risk rather than reject your application. The plans that specialize in the seniors market are your best bet for coverage after retirement.

It is common practice to set up bills for automatic deduction from bank accounts because we know they must be paid. And we accept this and allow for it each month – often to the point Peter Garat of forgetting the income going to make these payments even Certified Financial Planner exists. Retirement savings can be grown the same way. By setting up an automatic RRSP purchase each month you minimize market volatility through “dollar cost averaging”, and put money away for your future over time. You can increase or decrease the monthly amount as needed, but because it is invested in an RRSP you are less likely to spend these savings. If you receive a tax refund (with this additional tax deduction) you can use this to further accelerate your retirement savings.
Yes! In the Western World we don’t generally think about the spine much until it is the source of pain or discomfort. In Bikram Yoga class the health of the spine is of primary concern. You will increase the back’s capacity to heal and decrease Mimosa Palmberg, Yoga Instructor the risk of injury by stretching and strengthening the muscles that support your spine. You will also increase circulation to the intervertebral discs, ultimately decreasing nerve pain. Many people who experience debilitating back pain for years before practicing Bikram Yoga notice a difference after the first couple of classes, and are often able to decrease or stop taking pain medication all together. As Bikram Choudhury says, “A strong healthy spine equals a strong healthy life.”
Type II diabetes, heart disease and arthritis are the most common weight-related disorders. Diet and weight reduction are key things you can control to help your pet live as long and healthy a life as possible • Take a look at your pet – is it overweight? RIBS - Difficult to feel under fat cover TAIL BASE - Thickened and difficult to feel under a layer of fat. SIDE VIEW - Fat hangs down from the Dr. Kevin Penner abdomen and there is no waist. OVERHEAD VIEW – No hourglass figure. Veterinarian • Obesity often develops insidiously. We think we are feeding our pets only small quantities of food, but tend to forget the treats and table foods. These treats add calories and result in weight gain. A few extra calories a day can add up over time. With today’s advances in nutrition, weight loss has never been easier. Your veterinarian will design a safe and effective weight loss program to meet your pet’s lifestyle. To help your pet burn more calories, take the dog on a brisk, thirty-minute walk twice daily, and make your cat hunt for its food dish or chase a string. Discontinue feeding table foods and treats. Instead, offer carrots, broccoli or veterinary-approved low-calorie treats. Most pets can lose weight if you adhere to these recommendations. The great news is that weight reduction is about 60% diet and 40% exercise. Weight loss is often a matter of diligence and persistence. Remember that the reason you are doing this is to help your pet live as long and healthy a life as possible. Full Service Hospital, Dog Grooming & Boarding Kennel

Your bathroom sink is very small due to a narrow 18’’ wide Evelyn M counter, and too low due to Interior Designer the floor being raised 1” by the installation of a heated tile floor. By changing to a vessel sink with a separate tap located at either the 10 or 2 o’clock position you can get a full sized 16” sink on an 18” counter. The vessel sink also raises the height of the sink to compensate for the low counter. By changing your cupboards to custom 18” deep units you can get a 42” vanity counter, a 24” full height storage cabinet and then a 36” storage bench with a seat with space for a towel rack above the bench.

Whether propagating seeds or cuttings, a good start is to consider the environment for your plants. It will depend on the specific requirements of your species. Wheatgrass, for example, is easily started in trays, or flats, on bottom heat, using T5 HO fluorescent lighting. I would suggest an electric heat mat, with an ambient temperature of approximately 80 F. After soaking the seeds overnight, spread them evenly on a few Christa Fernau inches of sterile potting substrate. Coco Coir is ideal as a medium. A high output T5 fluorescent tube at close proximity to the soil surface is ideal. It usually is only a day or two before the seeds are sprouted. Once they are, I suggest a feeding of good quality Fulvic Acid, such as Gold Storm, by Innovating Plant Products. Fulvic Acid is a key element for all plant growth, and if the plant lacks this element it will not be healthy. Seaweed is another popular food, though in very light doses, as the wheatgrass will be ready to harvest in as fast as four days. The same idea goes for cuttings, though usually you will want a humidity dome. The trick is to keep high humidity, but not too high. By slowly venting the dome, you are hardening off the cuttings as they root, and preventing Damping Off disease. You are welcome to come in to our shop, and we’d be happy to help you with more specific questions, and to show you our selection of propagation supplies.

We firmly believe that children who don’t read just haven’t found the right book yet. I would suggest bringing your son in to the store and Erika let one of our staff talk to him and find out what he might be interested in. Every child is different, and our staff can quickly and easily find books that may appeal to your child. He can then tell us if we are on track or not! If he is very reluctant to read, something like Jeff Kinney’s Diary of a Wimpy Kid books can be a great start because they are funny and have comics drawn on almost every page. Having some pictures and jokes along the way can make books less intimidating for kids, but these books still have enough text to make parents feel confident that their child is actually reading a novel.

Join the Campbell River Library branch of the Vancouver Island Re g i o n a l L i b r a r y (VIRL) on Monday, July 18 at 2:30 p.m. for Glenn Kachmar’s Whiz Bang Show. In the Whiz Bang Show, things implode and explode. Occasionally they explode first and then implode, disappear, spin around (including the audience), shoot up into the air, fly through the room (including raw eggs), support much more weight than seems likely and occasionally crash (harmlessly) into the audience. This free show is for elementary school-aged children, and is part of the VIRL’s exciting Summer Reading Club. The theme this year is “Savour Each Word” and they have a summer full of reading and fun planned for independent readers. There is also a Read to Me Club for preschoolers. For more information on the Whiz Bang Show and other Summer Reading Club a c t iv i t i e s , p l e a s e phone 250-287-3655 or visit www.virl.bc.ca. The library is located at 1240 Shoppers Row, Campbell River.

Wearable art show at gallery July 23 Show. Be amazed at art created for the human body at the Wearable Art Fashion Show, set for Saturday, July 23
Excitement is building at the Campbell River Art Gallery as preparations continue for the Second Annual Wearable Art Fashion
(not July 26 as previously reported) at 7 p.m. at the Gallery. Wearable ar t is a huge cultural trend in recent years, and the Gallery has had a great response from artists in the local area, and from further afield, who have created pieces for the upcoming show. Campbell River Art G a l l e r y E xe c u t ive
Director Jeanette Taylor said the first show last year was a success, and this year will be even better. “We held our first test run of a wearable art show last summer and the response was incredible,” Taylor said. At the Wearable Art Show, sponsored by Walcan Seafood, art pieces are presented
with music in the Main Gallery, with dancers and models in wearable art moving along a meandering cabaret-style walkway through the audience. Your $30 ticket for the Wearable Art Fashion Show includes hors d’oeuvres and a nohost bar. Tickets are available at the Campbell River Art Gallery Gift Shop.

Midget Ravens are going to provincials BLACK PRESS The Save On Foods Midget B Ravens lacrosse team are going to the provincials after winning the final game in its best-of-three series that went down to the wire. After splitting its first two semi-final games with the Nanaimo Timbermen, the Campbell River Ravens found themselves in a winner take all situation at Rod Brind’Amour Arena Friday night. In front of a loud, boisterous crowd, the Ravens netted three goals in the first five minutes of play to jump out to an early 3-0 lead. The Timber men scored their first goal of the game mid-way through the first and had several good chances for a second on a four-onthree advantage but couldn’t capitalize.
In the second, the Ravens and Timbermen traded goals to make the score 4-2 going into the third. After a five minute break, the Nanaimo Timber men came back strong and scored their third of the game less than a minute into the third period, taking advantage on the powerplay. With Nanaimo down by just one, the third period had many nervous moments for Ravens fans but two quick goals mid-way through the third to put Campbell River up 6-3 eased the tension. Nanaimo, however, did not go away quietly and scored its last goal of the game with 51 seconds left. With a 6-4 victory, the Ravens are now off to the midget KRISTEN DOUGLAS/THE MIRROR lacrosse provincials next week on the The Campbell River Ravens Midget B lacrosse team took down the Nanaimo Timbermen in their final game of a best-of-three series Friday night in Campbell River. Monster trucks will be returning Continued from Page A34 and Buchanan led all eight laps to take the win in the Roadrunner heat. Ted Dimitrov took the lead in the B main on lap 13 and never looked back from there, picking up his second B main win of the season. Brad Dimitrov finished second, and Hay finished third. In the A main, Daryl Cahill took the lead on lap eight and managed to hold off the field from there, taking the win. After some disqualifications, Lawrenuk finished second, and Cahill was third. Buchanan once again took home the win in the Roadrunner main, winning his fifth main event in a row. Travis Stevenson once again dominated the field to pick up the win in the Crash to Pass main event. Dan Kemp finished second, and Tom Dunn finished third. N e x t S a t u r d ay night the ASA BC Late models will be in town for the Thrifty Foods 150 lap race, with no pit stops. In years past, this series was known as the Katana Sportsman series, but over the offseason, the ownership was sold to John Ross, who races the #2 late model. The series then decided to join up with the American Speed Association, a n o r g a n i z at i o n based out of Florida. All of the rules have stayed the same from previous years, but the racing has developed tremendously. Tom Berrow, who won the series last season, holds onto the points lead after one race event, holding a six point lead over Geof f Morris. The Island stock cars and the Bomber cars will fill out the racing card next weekend. The Monster trucks will be returning on July
30, and 31, when four monster trucks will take to the track. This night also marks the mid-season championship for the Hornet cars, and the Bomber cars.
