The city will consider its involvement in a risky business within two weeks. A committee tasked by the city to analyze the forest industry in Campbell River presented council Tuesday night with a recommendation to apply for a community forest. Nigel Ross, chair of the Future Forestry Task Force, said a community forest can be a viable business but warned there is also the potential to lose money. “Community Forests can offer many benefits to a town but there are risks involved in running any business,” Ross said. A dog breeder had her world turned upside down last week when SPCA officials seized 71 dogs from her Merville property. It’s as if the plague swept through Green
Acres Kennels, says Nancy Kitching, who now has just six dogs and eight puppies. “If I had 71 dogs that weren’t healthy, well, I’d be a monkey’s uncle,” she said. “I’m open to the public. I collect taxes, and try and be a good citizen.” She said she was told her dogs were seized
because they were stressed, hyper and needed vet care, among other reasons. “They are going to paint it all different ways,” Kitching said. The SPCA said the seized animals met the definition of distress under the Prevention Continued on Page A3

It also said the dogs had difficulty breathing through their noses due to a lack of ventilation. “All of the dogs met the definition of distress and were removed from the property and provided with treatment,” said Marcie Moriarty, the BCSPCA’s general manager of cruelty investigations. “There were significant concerns. We don’t seize for the heck of it.” Kitching said local SPCA officials seemed satisfied on previous visits. Last week, however, an SPCA special constable and RCMP attended. She said a recent incident in Whistler where sled dogs were put down triggered a new animal cruelty law penned by the vet association. “Dogs have evolved higher than people,” Kitching said, noting teeth-cleaning expenses and vet checks. “So I have to spend megamoney at the vet now.” Kitching’s stock included Eng-
lish and French bulldogs, each worth thousands of dollars. She figures she lost at least $50,000 worth of dogs but would have to spend even more on lawyers and boarding fees to get them back. So all she can do is cut her losses. “It’s pretty corrupt,” said Kitching, who gradually built up her business while raising two children after moving to the property 24 years ago. “It’s like my whole life I’ve worked up to this point.” For the time being, her main source of income is a widow’s pension. “This isn’t a puppy mill. We’re devastated.” The SPCA will adopt out the dogs. “We always give the animal owner an opportunity, and that was done in this case,” said Moriarty, noting one puppy will be in a cast for several months due to deformity. “Unfortunately, these animals continued to suffer and thus were seized under the Act ... definitely a sad case of these puppies and dogs being exploited.”
Continued from A1 Community Forests are located on provincial land and are leased by a community for terms of 25 years, with a renewable option every 10 years. The lessee decides when, where and what to log and who to sell the logs to but does not necessarily choose where the community forest may be located. “Typically it’s areabased and there’s a map and inside the lines is your licence area, your forest to manage,” Ross said. He added the city and the Ministry of Forest would discuss together where to have the community forest should the city apply for one. Ross said the geography of the forest is one of the biggest factors in whether or not the community forest would be profitable.
“The profitability is directly linked to the location,” Ross said. “A good location with high quality timber means there’s a better chance for profit.” He said the return on a community forest would depend on the city’s objectives. “You have to decide why you want it,” Ross told council. “Maybe it’s to make a maximum profit or if it’s in the community watershed, maybe the objective is to protect the water.”
Coun. Claire Moglove said it seemed premature to apply for a community forest now when the city has not yet laid out any objectives, or a budget. “There’s no business plan or budget yet, wouldn’t that come first?” Moglove asked. “To me it’s almost a catch-22. As a councillor, I’d only want the community forest for its profitability but we can’t know if that would be the case until after we’ve prepared a budget and then
hear what the location would be.” Coun. Andy Adams said he was also “struggling to support” the recommendation without having a preliminary plan. “We don’t know what the objective is and it sounds like we’re putting the cart before the horse,” Adams said. Bryan Mills, who also spoke as a member of the Future Forestry Task Force, said he could have a budget back to council within one week.

Campbell River processed development applications faster than 11 other similarsized communities in each of the last four years. City staff was consistently faster than the average time of the other communities in processing subdivision, zoning/rezoning, and development permit applications, according to a study conducted by consulting firm Acton. The city’s best performance was in processing development permits. In 2009 it took city planning staff 48 days to process applications, while the average was 100 days. With subdivision approval, it took 52 days in Campbell River when the average was 125 days in the same year. Zoning/rezoning applications took 170 days in Campbell River while the average was about 190 days. “Our stats are absolutely fantastic news,” Ross Blackwell, the city’s land use manager, said. “Application processing times are very important in attracting investment and development. If a community is perceived as having problems in terms of the amount of time it takes to process an application, that acts as a bit of a barrier to development.” Blackwell said the statistics also reveal the value of the planning department. He was particularly impressed by last year’s numbers – a year when the department was short on resources. Development permit processing times were on average 50 days per full time employee last year, while the average was about 80 days. Subdivision approvals went through in about 90 days in Campbell River when the

However, while this has been somewhat true, there has also been an evolution in how people think about their drink. Whether switching from boozy beverages to mocktails or planning an alternative way to get home, the general public appears to have adapted to the new reality. Part of this can be attributed to fear of getting caught, but hopefully it also signals a sea change in society. Younger generations have grown up being told about the dangers of drunk driving and their
education has rubbed off on older citizens. The glory days of gas guzzlers are long gone and city planners are more and more looking at ways to keep people out of their vehicles. Driving and drinking, once far too common, is also a relic of an past era. Taxis, bus service and even courtesy rides from good Samaratin organizations are now readily available for people who want to go out for a drink and get home without driving. The message is clear: There are options to avoid hitting the road hammered. The law works and it’s time for all B.C. drivers to work with it. – Black Press
Good point: The Queen I would like to correct a serious error in Neil Godbout’s article “That’s the Prince and Duchess of Cambridge to you.” He states, “This may be our country because we live in it but it’s actually their country. Queen Elizabeth is the ultimate ruler of this nation...” and “The true leader of these lands has been the British sovereign since 1763.” The truth is that, in 1867 when Canada was created, the nation gained control over its internal affairs. In 1931, by the Statute of Westminster, along with the other dominions, Canada became a totally sovereign, independent nation. The statute states that the dominions are “autonomous communities with the British Empire, equal in status, in no way subordinate to one another in any aspect of their domestic or external affairs, though united by common allegiance to the Crown and freely associated as members of the British Commonwealth of Nations.” In 1982, when Prime Minister Trudeau brought the Constitution home, the last ties to the British Parliament were severed. Like many former dominions, Canada decided to keep the Crown. The monarchy of each country is legally distinct. Thus, Elizabeth II is designated the Queen of Canada and her role in Canada is spelled out by us in our constitution. She is the only member of the royal family with a constitutional role in Canada. Vancouver has a tradition of taking it to the streets

I’ve refrained from commenting on the Vancouver riot because it was a disappointing and disturbing event that I actually thought would have been prevented. No, more than that, I didn’t think it would even occur, precluding the need for preventative measures. It appears I wasn’t alone because the City of Vancouver did disgracefully little to really prepare for a repeat of the 1994 riots. But that’s fodder for another cannon. Not long after the event, I tried to wrap my head around why this occurred. I don’t know if I’ve come up with the right perspective but I did hit on an idea that resonates with me. The focus for me is why such an ugly demonstration in the streets? It was then I reflected that Vancouver
has a tradition of public demonstrations in the streets. Good and bad. I myself joined 100,000 other British Columbians on the streets of Vancouver one summer afternoon in 1983 to protest nuclear arms. Refuse the Cruise and No to Star Wars were the chants, reflecting the critical issues facing world peace at the time – cruise missile testing in Canada and Ronald Reagan’s proposal to weaponize space. Of course, one of my witty friends had to tag on to the end of the “No to Star Wars” chant with “Are Alike.” Thank goodness it was a peace march. The early eighties (my university days living in the Vancouver area) were a time of protests in the street. Remember the Solidarity movement that rallied the labour movement and
community organizations? Patterned after Poland’s Solidarnosc (Solidarity) movement led by Lech Walesa, B.C.’s unionized workforce likened their struggle against bearing the burden of economic restraint to the struggle against communist oppression. I’m not sure I was ever comfortable with the connection but there’s no doubt it got people out onto the streets of Vancouver. Thousands strolled past the tony Hotel Vancouver chanting “Fight! Fight! General Strike!” as the conservative Social Credit Party met inside. But these were social movements with, regardless of your point of view, a valid agenda that was demonstrated peacefully. Other clashes on the streets of Van-
couver were more violent. Bloody Sunday in British Columbia refers to the communist-led occupation of the Hastings Street Post Office in 1938 by unemployed men. On the heels of the On To Ottawa Trek by train from Vancouver to the national capital, unemployed and unionized workers battled capitalists from one end of the country to the other, culminating in a mounted police charge down the streets. In 1935, the battle of Ballantyne Pier pitted about 1,000 longshoremen against mounted Vancouver police in a running street fight that lasted three hours. Other incidents involve disappointed rock fans after a Guns ’n’ Roses concert was cancelled and I seem to remember Rolling Stones Continued on A9

They all resulted in clashes on the streets of Vancouver. The labour clashes occurred in a time of society change and unrest and can almost be understood. What reason hockey fans in 1994 and 2011 have to vent their anger in such a way is impossible to figure out. One Vancouver reporter told of a Russian reporter wondering what reason these young people, living in one of the richest societies in -the world had to be so angry about? There isn’t -any real answer to that, is there? Justified or not, the streets of Vancouver ehave never been a stranger to expressed anger. hDrunken hockey fans were following the pattern eestablished in other cities around the developed nworld where sports fans have behaved badly. It’s almost like the feeling is that this is what you’re supposed to do. It has been commented that these weren’t hockey fans but, sorry, that’s just not true eand it’s been said that Vancouver needs to grow up but I contest that it’s more indicative of large -cities than smaller ones. When the Canucks lost hin the Stanley Cup final of 1982 there was no eriot. The city has grown in size and stature since lthen. e So, Vancouver has seen its share of people takhing it to the streets peacefully but has just as often seen violence flare. Workers covered up a Campbell River landmark wall mural this week to end leaking during winter southeaster storms. “Southeasters just drive the rain right through,” said Sid
Shook, a partner in the law firm Shook, Wickham, Bishop and Fields which owns the building at 906 Island Highway. “We basically had no choice but to clad the wall,” Shook said. The orca scene, a popular landmark in the community, was
painted on the two-storey south wall of the law offices and was a dramatic scene as you entered downtown Campbell River. It was painted 15 years ago but the lawyers felt they had no other choice after the stucco eventually wore out in the face
of years of southeast storms. Blue steel siding covered the wall up and Shook said they will consider repainting it sometime but there’s no plan to do it now. “It’s certainly with regret that we take the mural down,” Shook said.

Council turned down a subdivision propsal Tuesday night that residents said would alter their neighbourhood. Project developer Howe Sound Forest Products intended to rezone property at 241 Jacqueline Road. The proper ty cur rently allows for minimum lot sizes of 1,000 square metres but the developers hoped to re-zone it in order to build a subdivision on minimum lot sizes of 450 square metres. Many area neighbours opposed the development which they said would take away from the semirural feel. “The Quinsam Heights area is attractive to families wanting a rural lifestyle while at the same time it’s close to shopping and amenities,” Michelle White, who established a blueberry farm on the corner of Evergreen and
Petersen roads a year ago, told council two weeks ago. Coun. Claire Moglove ag reed with White and others who spoke against the subdivision at a public hearing June 28. “I think it’s imperative to take into consideration the views of the neighbours,” Moglove said at Tuesday’s council meeting. “People purchased, in good faith, these residential lots that are 1,000 square metres and the effect of this re-zoning – to have these lots right next door cut in half – completely changes their neighbourhood.” Coun. Ziggy Stewart said as it stands, Quinsam Heights already has a mix of housing. Legacy Estates, a similar type of subdivision, already exists just west of the proposed Jacqueline Road development. “Sprawl is currently happening,” Stewart said. “People can choose to do what they want

Rory Clark had been a logger for 32 years when he hurt his back and was out of work. “I had a lack of
money and I fell into a system of suffering – my father also passed away,” Clark says. He ended up homeless and stayed at the Salvation Army shelter and used the soup kitchen for meals. “I didn’t think I would have to go to the Salvation Army to sleep or eat and I really appreciate what they did for me,” Clark says. “Everyone always thinks ‘that won’t happen to me’ and I thought it
wouldn’t happen to me, but it did.” Clark says now he’s “on the straight and narrow” and he shares a place with his son. He still stops by the soup kitchen at the Salvation Army Lighthouse Centre and one day, while talking to a volunteer, he asked if there was any work that needed to be done. “With all the stuff they’ve done for me, I wanted to give back,” Clark says. “So I come here and pick up garbage around here,” he says as he points out the clean sidewalks around the Lighthouse Centre and Rexall-North Island Pharmacy beside JJ’s
Pub. “I hope if I do, others will too and make it nice around here.” Clark has certainly done his part to make the Cedar Street area nice. Over the past three months, he has pulled weeds that grow along the cracks in the sidewalks and in the parking lot behind the pharmacy. He has also yanked out the weeds and towering grass from the flower beds surrounding the Lighthouse Centre and Rexall. And he has pruned the bushes and small trees that were growing in the garden beds, he says as he points out a neatly trimmed tree that Continued on Page A13

Warren Peterson will likely be remembered best as an ardent angler and a generous host. As co-owner of April Point Lodge, the longest operating, familyowned ďŹ shing lodge on the BC coast, Warren was instrumental in its success. He guided guests from all over the world for 43 summers, starting in 1964 when he joined his parents at April Point, until the winter of 2007 when his boat was lost to a snowloaded boathouse.

Warren served in the US Navy for 20 years, from the end of World War II through the Korean war, as a medical corpsman. Every summer, his 30 day leave was spent ďŹ shing and working at April Point. He retired from the Navy as a decorated Chief Petty OfďŹ cer at the age of 35, and moved his family home to April Point in 1964.

As well as guiding every day, Warren managed the ďŹ shing end of the business. At its peak, April Point had a eet of 55 Boston Whalers and employed as many ďŹ shing guides. It was a time to remember. Guests came from all over the world to ďŹ sh, dine, relax and enjoy the hospitality offered by the Peterson family, the great guides and wonderful staff, many of whom returned as faithfully as the guests and the salmon, year after year. Until recent years, Warren’s winter holidays always involved ďŹ shing. An avid photographer and a great sport, his wife Sherry accompanied him to Chile and Argentina, camping, ďŹ shing and adventuring their way from one river to the next. Fishing trips to New Zealand, Christmas Island and Belize in search of trout, permit and boneďŹ sh followed. Warren was honoured to serve for many years on the Minister of Fisheries Advisory Council, the PaciďŹ c Salmon Commission and was a life member of the Campbell River Guides Association. He was also instrumental in the start-up of the Quadra Island Salmon Enhancement Society and the twinning of Campbell River with her Japanese sister city, Ishikari. Warren passed away peacefully at 2am on Friday, July 8th in the Campbell River Hospital as the result of complications from a blood cancer that he had lived with for 9 years. He is survived by his beloved wife, Sherry, daughter Karen, (Angela), daughter Heidi, (Evan, Alaina), son Carl (Tannis, Amber), and son Mark (Karly, Katelyn.) A Celebration of Life will be held at April Point Lodge on Sunday, July 31st at 3pm. THE POSITION: WFP is currently seeking an Area Planner to join our Holberg Forest Operation located approximately 45 minutes west of Port Hardy. Visitors win aquaculture tourney Mountain Po s i t ive A q u a culture Awareness hosted its 15th annual Aquaculture Slo-Pitch Tournament at Willow Point Park last weekend. Twelve teams from Port Hardy, Campbell River, Comox and Tofino competed in this year’s exciting tournament. All teams and players participating in the tournament have ties with the aquaculture industry. “The slo-pitch tournament is another g re at eve n t t h at brings our entire industry, including both salmon farming companies and suppliers, to one venue for a fun-filled weekend,� said Cory Percevault, President of Positive Aquaculture Awareness. Round robin play finished on Saturday with single knockouts taking place on Sunday. The Division A trophy, after spending the past year with Tofino’s Creative Salmon team, is now spending the year in Port Hardy with the Marine Harvest Canada sponsored team, the Stray Katz. The Stray Katz were awarded the trophy after a very competitive final game with Mainstream Canada’s team, Slammin’.

The B division trophy is also heading to Port Hardy after being in Campbell River with Grieg Seafoods this past year. The Salmon Kings’ MVP awards were presented to players Dan Christianson and Rosie Dugas. opening bike trails After receiving the most snowfall in resort history last winter, Mount Washington is finally winning the battle for dirt. The resort will open bike park trails today to commence the much-anticipated summer riding season. “We’ve cleared a lot of snow off the trails over the last couple of months,� says James Clarke, Slopes Supervisor. “We’re seeing more dirt on the ground every day as the snow recedes with the recent warmer weather, which is great news.� To put the snow depths into perspective, it was only a month ago when crews were digging down through 15 feet of snow to hit the top of the Big Brother trail. Mount Washington will open the brand new Green Line trail and Big Brother on opening day this Friday. The two trails will be open from top to bottom. Mountain crews are working hard to get sections of other bike trails ready for opening day so check out the online bike park report for the latest trail information. The addition of the new Green Line is the highlight of the mountain’s trail development for this summer. Green Line offers beginners the chance to ride an easy top to bottom trail that is truly forgiving. Mount Washington has also made mountain biking a more economical venture. New for this summer is an affordable two-hour bike rental which can be combined with the addition of a bike park lift ticket. “You can head up to the park and ride for two hours with a top of the line Rocky Mountain rental bike for less than $65,� says Mike Manara, Bike Park manager. Opening weekend kicks off with Rocky Mountain Demo Days. Head up to the park to try Rocky’s latest Gravity and Freeride Series bikes this Saturday and Sunday.

Drive Smart BC Funeral Processions This is a column on etiquette and consideration for others that has little to do with safety, and everything to do with respect. I was asked to write on the subject of funeral processions by the friend of a family whose members were upset at the lack of thought shown by other drivers entering and leaving the procession to the cemetery. The Motor Vehicle Act grants the power to a municipality to regulate and control processions on highways within the municipality. A check with the municipalities near where I live revealed no rules in their current traffic by-laws regarding a funeral procession. Further, the Motor Vehicle Act exempts the driver of a motor vehicle in a funeral procession from the requirement to leave sufficient space between his or her vehicle and another vehicle to enable a vehicle to enter and occupy that space without danger. In past, the line of slow moving traffic with headlights on was readily identifiable, even if you didn’t see the hearse or family limousine. Today daytime running lights make it more difficult to recognize a funeral procession. A driver may have to watch and consider a bit more than usual, then politely wait a few moments while the procession passes by. It’s a small price to pay for the same consideration if you ever find yourself in the family limousine one day. The author is a retired constable with many years of traffic enforcement experience.
