The troll mode is definitely not for fishing. It’s actually used when in tow mode and is just one of the “bells and whistles” on Campbell River’s new Coast Guard lifeboat, the Cape Palmerston. “I served on the Point Race in the 1980s and this is far more manoeuvrable,” says Kevin Tomsett, Coast Guard’s superintendent of small vessels, during a media tour in Discovery Passage on Thursday morning. Replacing the venerable cutter Point Race with the Cape Palmerston has been a contentious issue among mariners in the Campbell River region. Several property owners were the victim of a mix-up at City Hall involving property tax cheques earlier this week. Many residents who paid with post-dated cheques for July 4, had them cashed early after they were switched with a batch of current-

day cheques, said Laura Ciarniello, the city’s general manager of corporate services. “When people pay property taxes at City Hall, the currentdate cheques and cash are sorted separately from those post-dated to July 4,” she told city council at Tuesday’s meeting. “Late last week, two batches of cheques were mixed up, and the post-dated

batches were sent to the bank.” Frank Jamieson is one of 200 people and businesses involved in the mix-up. He was notified of the switch by the city. “I was called about two minutes after five last night by the city, saying that an error had occurred and that I should check my account,” said Jamieson. “At that point the money hadn’t been

taken out but at 7 p.m., when I checked again, it had. I asked what the city would do and they said nothing.” Jamieson, who dropped off his payment at City Hall in early June, said he was surprised to learn what happened and then became irritated. “Once again, the citizen who Continued on A3

City achieves waste reduction goals Despite initial furor from the public, the city has so far achieved what it wanted when it cut back on garbage collection. The city has reduced the amount of trash going into the landfill by 37 per cent compared to 26 per cent last year, according to

a city solid waste collection report. “It is clear that the change in service levels has been effective in encouraging residents to change their habits and has resulted in substantially less material being directed to the landfill,” Jennifer Peters, the city’s utilities manager, wrote. According to the report, the amount

of recyclables collected curbside has increased by 20 per cent, the volume of yard waste collected has gone up by 12 per cent and garbage output has been reduced 23 per cent. “I think these are the results the city was looking for with this service,” Ron Neufeld, the city’s manager of operations, told council Tuesday night. Race – Geoff Sanders wrote that the replacement vessels would result in a reduction “…in level of service in this very busy and dangerous area.” But Coast Guard stood by the decision to replace the 70-foot Pt. Race with the 47-foot Cape Palmerston which is faster and is self-righting in case of a rollover in treacherous seas. “It will take care of us. It’s one of the most capable lifeboats and self-righting is the biggest benefit,” says Sean Potter, one of the Cape Palmerston’s two officers in charge. During Thursday’s

Potter took the vessel out to the Cape Mudge Lighthouse and noted how the wake is much smaller than that of the Point Race, which is good for smaller boats passing by. As well, it can slow down much quicker, with less wake to rock a smaller boat in need of assistance. The lifeboats were designed by the U.S.

“Many callers were initially upset but once they understood why their garbage was left and why the new rules were in place, most understood and were satisfied with the explanation,” said Peters. “A few callers were aggressive and not receptive to any explanation or assistance to understanding the new rules.”

Ciarniello said as soon as staff realized its mistake, “we phoned the bank and asked them to stop processing those cheques” but it was too late. “Those batches had already been sent to the clearing house in Victoria and could not be stopped,” said Ciarniello. “We cannot be certain that the banks will catch the date mix-up, so we want to let people know that, in some cases, unfortunately, the cheques might be cashed early.” Ciarniello said the city is hoping that since “banks have a responsibility to review and verify the dates on cheques,” many will be returned to the city for processing

after July 4. “We also want to assure people, that, if the bank does catch the date mix-up and returns the cheque to us, there will be no penalty if the cheque arrives after the July 4 date as this was our mistake,” she said. In cases where a cheque has been cancelled and sent back to City Hall, the city is asking payment be re-issued by July 20. Anyone who incurs any bank charges related to the mix-up will be re-imbursed by the city said Ciarniello. But some, like Jamieson, may lose out on a few extra dollars in interest at the end of the month. “At the end of the month you collect interest on what’s left in your account,” he said. “If the bank is taking the money out before the end of the month, the interest isn’t there.” People can call the City’s Finance Department at 250-286-5719.

Gaming cuts threaten festival KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

Funds earmarked for this year’s Transformations on the Shore carving competition – which began Wednesday – may not come through, organizers say. And the loss could impact the event in future years. The popular chain s aw c o m p e t i t i o n , which attracts roughly 30 carvers worldwide each year and takes place over the Canada Day weekend in Frank James Park, is celebrating its 15th anniversary this week. But Mike Wilson, president of the Shoreline Arts Society which organizes the event, says complications with grant funding have made it difficult to celebrate. The provincial gover nment recently denied the Shoreline Arts Society the balance of its three-year grant. The non-profit organization has already received $33,000 over the past two years, but Wilson has been told the government will not be distributing the remaining balance of $3,667. “Basically they indicated that they changed their funding priorities as of March 2010 and we don’t meet them,” says Wilson. “They also denied us because they figured

we’re not a festival of broad community interest, appealing to all age groups.” The society already has an application pending for funding in 2012 but Wilson is concerned that may not be approved either, potentially impacting future competitions. He figures there will still be wood carving in the park but “maybe not the same way as the society has been doing it.” The purpose of the

event is to promote local artisans in wood carving and attract tourists to the area. And the event is provided to the community free of charge. “There are no admission fees and we raise our own money and hold raffles to cover prize money,” says Wilson. “We don’t seek donations from tourists, we just want to help increase awareness of Campbell River.” He says he believes

Wilson says the timing of the decision is unfortunate. “We planned on using those funds for this year’s event,” he says. “Of course it couldn’t have come at a worse time.” He added the society is able to handle this year’s competition but it may have to be more careful in its spending. Happy Canada Day Happy Canada Day everybody. Today we celebrate our nation’s 144th birthday and Campbell River sure knows how to throw a party. We say: This The Canada Day week has is the time to become a signature event in Campbell River and word is appreciate our getting out that this is the great country place to be for this special day. Beginning Wednesday with the Transformations on the Shore carving competition and running through the Children’s

Festival and Canada Day celebrations downtown and in Willow Point, it all concludes with the Quality Foods Festival of Lights fireworks. In addition we have other associated events like the Home Hardware Beltsander Races and other events like the Dragon Boat races and, after the weekend, the Campbell River leg of the B.C. Bike Race beginning Monday. Is this the place to have a fun week or what? Add to that the traditional camping and fishing associated with any summer long weekend and you have a community that knows how great it is

to be part of this great country. We’ve become a more overtly patriotic people in recent years and it’s about time we sang our own praises – literally, of course. Sure we have problems and challenges to overcome but who would trade difficulties for anyone else’s in the world? Not many, eh? So celebrate our great country by enjoying our festive weekend and/or head off into the surrounding countryside to enjoy our natural beauty. And remember to take a moment to give thanks for the privilege of living in this great land.

Good point: Highway I cycle on the “new highway” on a regular basis and it is very dangerous for cyclists. I have been grazed by mirrors and nearly hit by wheel wells from boat trailers, boats on trailers and cube vans that nudge into the bike lane. The near misses are not due to poor drivers. The fault lies with the people who designed and built the road. Yes, the spin from the city is all standards were met. But standards are the bare minimum and that is the problem, they did the bare minimum. There is insufficient room to the left side of the road for trucks, cube vans, trucks with boat trailers, etc. when passing a cyclist in the bike lane. These poor drivers have no choice but to get into or very close to the bike lane when they pass bikes in the bike lane. If they go too far to the left there is no margin for error and they will hit the “decorative rock.” As for the road being wide enough for the fire engine to pass, why not place something that uses the road on a regular basis in our sport fishing community as opposed to a skinny city pickup truck – a truck with a large trailer and a large boat, then see if the fire truck can pass. Everyone just looks at the road and knows it’s dangerous. Not only is there a problem with emergency equipment access, it is also very dangerous for cyclists using the bike lane. I am tired of the city trying to avoid dealing with this issue. Yes, the city blew it. Get over it and just fix it. Get rid of the decorative rock and widen the road to make it safe for everyone. Pono is more than an expression, it’s a word to live by

I learned a new word Tuesday: Pono. It’s an indigenous Hawaiian term that translates, more or less, to “righteousness.” The woman who educated me was among the many volunteers who rescued four dolphins stranded on the Oyster Bay mudflats. “It means, do the right thing,” she told me after the dolphins were safely back out to sea. The spirit of pono is alive and well in Campbell River as it has always been. Sometimes the news of the day distracts us with incessant whining and finger-pointing, but that’s not really who we are. This is community of people who regularly do the right thing by help-

ing others, giving freely of our time, and donating the few spare bucks we have in our pockets to people who need them far more than we do. That’s the Campbell River I know and love. And most of this generosity goes unnoticed and unreported, because we don’t do it for the glory or accolades. We do it because, simply, it’s the right thing to do. It’s the reason why we donated approximately $20,000 to Justin Webb, a young man battling brain cancer. (Justin, by the way, is making good progress and is now back at Campbell River hospital after spending the first half of the year in Victoria. Make sure to stop by and see him in room 307.)

Six other young friends also did the right thing last month after a neartragic tubing accident on the Campbell River when they were swept under a fallen tree. They returned just five days later, along with other volunteers, to remove the tree from the river, in order to make it safer for others. And on Tuesday, several dozen people stopped what they were doing to help rescue four stranded whitesided dolphins. Oyster Bay resident Bob Solc was the first to notice the dolphins. When he saw they were trapped on the mud, he called another neighbour, Al Hilbrecht, who then called me. I was on my way to work when my wife, Colleen, called. When I arrived around 7:45 p.m.,

Colleen and Bob were the only people on scene. They had already managed to lift the smallest of the dolphins into a shallow stream and then poured water over the dolphins to keep them hydrated. When Al and I finally arrived (quite the sight to see two big guys, slogging knee-deep through muck), we managed to lift and slide the other three dolphins into the stream, along with the help of two other young men who were driving by, noticed something unusual, and immediately hiked out to help. But, at that point, I knew there wasn’t much more we could do without help. That’s when I called my great friend Steve Ring who works at The River and he spread the word Continued on A9

Banner program, memorial benches fall victim to grass cutting funding decision KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A program that helps beautify downtown and one that supports memorial benches will take a hit in order to finance grass cutting in neighbourhood parks. Cuts to the city’s Banner Program and the Legacy Landmark Program were made by council Tuesday night to free up $20,000 in the parks and recreation budget for lawn mowing. Council’s decision in March to reduce grass cutting in 10 neighbourhood parks and tot lots to two times per season, in an effort

to save $26,000, was reversed a few weeks ago after the public complained grass was growing nearly a foot long in some parks. Re-instating grass cutting to once every two weeks, meant council had to come up with $20,000 to replace what council had cut out of the budget. Ro s s M i l n t h o r p, the city’s manager of parks, recreation and culture, recommended council cut $10,000 each from the Banner Program and the Legacy Landmark Program, which council chose to do. Through the Banner Program, about 100 banners in the down-

town core, Pier Street area, foreshore, Dogwood Street, Dick Murphy Park and Willow Point business area are put up twice annually. The banners are a combination of city banners, area businesses and Arts Council banners. Cutting out $10,000 from the pro g ram would not mean the elimination of those banners. “The reduction would mean that city banners that were worn out or damaged would not be replaced,” said Milnthorp. “We would continue to use the city banners and other organizations’ banners currently in place.”

But Coun. Andy Adams didn’t agree with the recommendation, and was the only councillor opposed to the reductions. “I take a lot of pride in having the banners around town,” said Adams at Tuesday’s meeting. “I would prefer to have a number of options for council to choose from rather than what’s before us in an all or nothing format. I would have liked to see more creativity from staff.” Taking out $10,000 from the Legacy Landmark Program would mean the city would eliminate its budget for installing memorial items.

The program, which has a substantial waiting list, enables citizens to memorialize loved ones by purchasing a park bench or picnic table in their name. The cost of purchasing the item is the responsibility of the customer but the city pays for the installation. Milnthorp said the program is currently under review and substantial changes are expected later this year. With the reduction, there is $3,000 remaining in the budget to cover maintenance and repair of memorials currently in place, he added.

blue tarp and returned to see that several more volunteers had arrived after hearing the call for help over the airwaves and online. Working together for the very first time, the lead dolphin was carefully lifted onto the

tarp and within half an hour, was carried back to the sea. By 10 a.m., more volunteers had arrived to spell off the weary, and the other three dolphins were successfully transferred back to the Strait of Georgia

where they swam off, hopefully for deeper waters. It was thrilling, rewarding and exhausting – a once-ina-lifetime opportunity to help fellow creatures which we love to see “dance” in the water.

The Irish Rovers who have been based on Vancouver Island for the past 20 years won Song of the Year, and Island Classic awards at the 2011 Vancouver Island Music Awards held at the Sid Williams Theatre. Among an audience of young rockers, music veterans John Reynolds of Campbell River and George Millar of Nanoose, accepted awards for The Irish Rovers at the Vancouver Island Music Awards held June 23, at Sid Williams Theatre in Courtenay. Although pleased at receiving the Song of the Year Award for his song, Gracehill Fair, Millar later said that he didn’t like to take an award that he feels should go to the younger musicians. Later, VIMA producer, James Kasper introduced a special segment of the evening in which a short film depicting some highlights of The Irish Rovers long career was shown. After the film, Kasper

sible for a crew of workers and keeping them as safe as possible. “It’s a very dangerous job, you have to be very mentally and physically prepared,” says Marsh. “There’s definitely been times where I’ve been nervous, but not so much now. I’ve been a faller for 14 years. The first few years were challenging, when I was still learning the job.” Marsh has been fortunate he has never suffered any serious injuries throughout his career but has twisted his knee, which required surgery. ogging is in Dennis Marsh’s blood. So it was no surprise that, fresh out of high school, a young Marsh took up work in the back country. “I started in the woods in 1988 as a chokerman, at the bottom,” says Marsh. “I worked my way to yarding and loading of timber.” For 10 years he worked on steel spars, grapple yarders, skyline yarders and ran machinery. In 1997 he was trained as a faller, a job he had wanted from a young age. “It’s something that’s hard to get into,

wanted to follow in his father’s footsteps. His dad started in the forest industry in 1965, working in MacMillan Bloedel Camp at Menzie’s Bay with close to 500 men. Before that, his grandfather was a faller. His uncle, a logloader operator, is still at it at the age of 61. “He tried to retire a couple of times but he can’t do it because he loves the job so much,” says Marsh, who understands the feeling. “I love the physical aspect of the job but more than anything I love being with a crew of guys,” says Marsh. As a faller with Blue Thunder Contracting, Marsh is out in the woods for six and a half hours a day, cutting timber. The chain saws he uses are powerful enough that a tree trunk three feet in diameter can be cut down in about one minute. Once the tree is on the ground, the log is cut to the length the purchasing company requires. As a working supervisor, Marsh is respon-

worse. Back when his grandfather was logging, the chain saws were so heavy it took two men to pack and carry them. “They used chain

saws in the ’40s and ’50s but they were very heavy back then,” says Marsh. “They didn’t have the technology we have now and they didn’t

realize you could get a lot of horse power out of a small machine. “Logging now is a lot more faster and efficient.” It’s also safer.

“Safety is the most important part of logging now,” says Marsh. “Before, the important thing was getting the wood onto the beach.” He is also fortunate that he doesn’t have to spend a lot of time away from home. For the past two years he hasn’t had to go away to camp, instead working close to town. Before that he spent a lot of time outside of Port Hardy or Tofino, away from home for 10 days at a time. Still, for Marsh the sacrifices are worth the reward as he is continues on in an industry that has meant so much to his family.

T

en years after competing in her first dragon boat festival, Nancy Bryson will see her “dream come true� when Campbell River hosts its first regatta this weekend. Bryson, the president and coach of Campbell River’s BraveHearts team, has paddled in competitions across B.C. and Alberta but this time around she’ll be on the home side. “Having a dragon boat festival in our lovely community of Campbell River is a dream come true for me, and one that I am sure is shared by every member of both the BraveHearts Dragon Boat Team and Team River Spirit,� says Bryson, who was one of the original organizers of both local teams. “Almost every community in British Columbia now holds annual dragon boat festivals, so it is with great pride that Campbell River can now be included in offering this event, which can attract many competitors from outside our community.� On Sunday, 13 teams from Vancouver Island and the Sunshine Coast will descend on Dick Murphy Park at the Tyee Spit and race the 350metre course through

the estuary. Races begin at 9 a.m. and continue throughout the day until approximately 4 p.m, after which, awards will be presented. Dragon boating traces its roots back to China when ancient Chinese statesman Qu Yuan was banished from his state by the emperor. While in exile, Yuan learned of an impending invasion of his former hometown and, wading into the Miluo River, committed ritual suicide as a protest. Common folks, wanting to save Yuan, rushed out in fishing

boats and in despair, beat drums and splashed the water with their paddles. Year after year, to remember Yuan, the Chinese would hold boat races on the day of his death in long, narrow, canoe-style vessels, adorned with carved ornamental heads and tails of dragons, believed to be rulers of rivers and seas. Today, dragon boating involves 48-foot long boats, weighing 75 pounds, that hold 22 people. Drums keep all the paddlers in synchronization as each team fights to be first

across the finish line. In Campbell River, both dragon boat teams are more than just competitive – they are a support system. “For most of us, our involvement in dragon boat racing came as a result of our having had cancer and then finding a venue that would allow us to live the rest of our lives to the fullest,� says Bryson. “Being involved in something that not only is a healthy lifestyle, but one that is in a supportive environment with others who have suffered through this disease and its treatments, is a true

testament that there is life after cancer.� The BraveHearts is Canada’s first co-ed team for people who have survived all types of cancer while River Spirit is a women’s breast cancer survivor team. Sunday’s Race the River Dragon Boat Regatta is a joint effort between the two teams who have been working together tirelessly for months to organize and which Bryson says she hopes will be an annual event. Midway through the event, a special ceremony will pay tribute

to those affected by cancer. “As is customary at all dragon boat festivals, there will be a special Carnation Ceremony at 12:30 p.m.,� says Bryson. “This ceremony always tugs at the hearts of those witnessing the event where the cancer survivors fill the boats at the shoreline with the spectators looking on and everyone shares in the throwing of flowers to the waters to think of friends and family who have lost their battle with cancer, while recognizing the courage and spirit of those who have sur-

vived.� Food and refreshments will also be available at the event. Serious Coffee will provide drinks and treats and Marine Harvest will present a salmon barbecue. Local entertainers Peterout, Tintown, and Eric Benson and Gord Reimer will provide musical entertainment. Members of both local dragon boat teams will be at Spirit Square on July 1, with a dragon boat, to answer questions about the event, dragon boating and how to join a Campbell River team.

There’s still time to register for lessons and camps at the Centennial outdoor pool. The pool is located at 4th Avenue and Alder Street, and it’s heated, with the main pool at 25 to 26 C and the wading pool at a comfortable 30 C. The first session of swim lessons start Monday, July 4 and run for two weeks, Monday to Thursday. The pool offers all levels of Red Cross lessons from Duck (mom and tot class for two to three-year-olds) to level 10. Or sign up for swim camps, where the kids will learn a lot about water safety and have a lot of fun and games. The

Junior Waterfront camp for seven to nine-year-olds runs from July 18 to 21 or August 8 to 11. Both camps run from 10:30 a.m. 12:30 p.m. each day and cost $55. For the first time two French immersion swim camps are offered, a great chance for children to keep up their French skills and have fun in the water. Les Cadets de L’eau is for five and six-year-olds and runs July 4 to 7 from 11 a.m. to noon each day. From July 11 to 14, we are offering the French equivalent of the Junior Lifeguard camp (for seven to nine-year-olds). Both camps will be taught by Andrea Baikie. Museum launches summer historic boat tours The Museum at Campbell River’s Summer Historic Boat Tours is about to set sail for another season. The first two trips in the series begin on Sunday, July 10, and then again on Sunday, July 17. On July

10, from 9:30 a.m. to 1:30 p.m., the series kicks off with a tour through Desolation Sound. This waterway has to be on everyone’s ‘bucket list,’ though it didn’t impress Captain Georg e Vancouver who said “Our residence here was truly

forlorn…” Today Desolation Sound is considered one of the premier cruising destinations on the Northwest Coast. The trip will swing by Mitlenatch Island, travel through Desolation Sound, then head up Waddington Chan-

nel between East and West Rodonda Island. From there, the boat will pass by Toba Inlet, continue on through Pryce Channel to Sutil Channel, following along the shores of Read and Cortes Island before rounding Cape Mudge and returning

to Campbell River. The cost for this tour is $125 and includes on-board historic interpretation and a light picnic lunch. The trip on July 17, from 9:30 a.m. to 2:30 p.m., heads to the waters surrounding beautiful Sonora Island

and includes a lunch at the fabulous Dent Island Lodge. This historic tour will progress north from Campbell River through Discovery Passage and the infamous Ripple Rock and continue on through Nodales Channel between Sonora and

Drive Smart BC Employee Safe Driving Policy I was listening to the investigation of a driving complaint unfold the other day. A member of the public had complained about the way a business vehicle was being driven and the constable had asked the dispatcher to inquire about the driver with the business. “He’s a pretty bad driver” the dispatcher relayed from the business owner, “he should probably get a ticket.” My first reaction on hearing this was if that’s the case, why was the business owner allowing the employee to drive? He clearly knew that his employee was either lacking in driving skill or had personal difficulties with the driving rules. Why take the risk? The employer could be held liable both criminally and civilly if this employee were to cause a collision. Anyone who employs a driver, large business or small, should have a safe driving policy in effect that employees must signify that they are aware of and are expected to adhere to at all times while operating a business vehicle, whether for work purposes or not. Further, this policy should be even more comprehensive if the employee uses their personal vehicle for work purposes. A safe driving policy will protect the employee as well. It can spell out when a vehicle is unsafe for work, how it is to be reported, who is expected to repair it and when an employee may acceptably refuse to operate the vehicle. Hundreds of cyclists coming to town The 2011 BC Bike Race will visit Campbell River on Monday in the second stage of the seven-day mountain bike race. An international field of 500 riders will experience the world class trails of the Snowden Forest and the beauty of the City of Campbell River. The race starts at 9 a.m. in Robert Ostler Park and the riders will make their way out to the Snowden Forest trails returning anywhere from two and a half to seven hours later to finish on Shoppers Row in front of the Tidemark Theatre and the Spirit Square. The race will include such inter national stars such as France’s

T homas Dietsche, Italy’s Mario Daho, defending champion Chris Sheppard and our very own 1996 Olympic team member, Victoria’s Andreas Hestler. This confused some Ravens’ parents as their jubilation after Quin Nelson scored was short-lived. Raven Zach Lontayao put their minds at ease when he ripped a shot into the Westshore net to make the final score 6-4 for the Ravens. After an hour and a half break, the teams got ready for the second game. The Ravens had “Old Mo” on their side from the overtime victory and made sure he kept his Raven uniform on. Quinn Nelson, Fair and Bryce Turko got the Ravens out to an early 3-1 lead. Fair had three goals for the Ravens in the second along with singles by Liam Rivett and Will McLean to stake the Ravens to an 8-3 lead after two periods. The Ravens added three more goals in the third period to make the final 11-5 and a clean sweep of the playoff series. “We’ve qualified for provincials with this series win but we cannot be complacent. We have a very tough series ahead of us for the Vancouver Island championships and we are focusing on that goal,” said Coach Fair.
