Danger risk increases at Elk Falls

BC Hydro is advising the public to stay away from the area upstream of Elk Falls due to high water volumes. The 2.1 kilometre section of the Campbell River between the John Hart Dam and the generating station is experiencing high water. The high water is a result of a spill that became necessary after one of the station’s six generating units went out of service at 1:05 a.m. Thursday morning due to equipment failure. The spill was required to bring river levels below the generating station back to normal. However, river levels between the dam and generating station will remain high until the unit (Generator six) is back in operation, which Hydro reported could have been possible by yesterday afternoon after the Mirror went to press. The water release down the Elk Falls Canyon is currently about 24 m3/s. This effectively raises the river flow by six times the normal canyon flow and it may be maintained through the day. BC Hydro has security patrolling the Elk Falls Canyon to advise the public of the dangers of the higher water flow. BC Hydro was operating four of the six generating units to

provide an output of 76 MW. BC Hydro had two of the six units down for annual maintenance. BC Hydro’s preliminary estimate is that the river flow dropped from 80 m3/s down to 64 m3/s within a very short period of time. With the two units out of service for maintenance, BC Hydro’s on-site electrician was dispatched to the dam to increase the water release from the John Hart Spillway Dam to recover river flows. Property owned by an American organization now has a new owner and will be maintained as a community park on Cortes Island. The land known as Hank’s Beach, which provides for wildlife habitat, was recently transferred to the Strathcona Regional District. The deal was more than a year in the

A Stuart Island-based firm was one of 47 companies penalized this year for unsafe work practices. D.E.R. Resorts Ltd. was fined by WorkSafe BC on March 8 for an incident that occurred in Campbell River, according to the most recent edition of WorkSafe Magazine. The family business was fined $8,540.20 after a worker sustained serious head injuries as a result of falling out of the back of a pick-up truck, said the WorkSafe report. She had been riding unrestrained in the open box.

“It’s not worth fighting, we just accepted it,” she said. “Since then we’ve updated our policies.” Ritchie said the private resort, which has a fishing lodge attached and is located on the family’s personal property, had never had any incidents before. “We never had an issue before in 25 years

Road work done ahead of schedule Road repair work at St. Ann’s and Alder and at Evergreen and Petersen were both completed faster than anticipated, and drivers will notice Alder Street between 9th Avenue and St. Ann’s is now a three-lane route with bicycle lanes for improved safety. Work at the two intersections involved lifting and grinding the existing asphalt, then re-constituting it and re-applying it on the road surface. The City had advised the public that the work was expected to take

two days at each location but in the end it only took one day. Drivers were advised to take alternative routes if possible to avoid anticipated delays during the construction. “We know that traffic delays are inconvenient for people getting around town, and the combination of good weather and crew efficiency accelerated the work at both locations,” said Drew Hadfield, the city’s transportation manager. Tayco Paving, a contractor for the city,

had completed the work at St. Ann’s and Alder by early Monday afternoon. The work at Evergreen and Petersen was completed later that day. “As predicted, there were some minor delays for drivers at these intersections on Monday, but Tayco’s efficiency gave us full access to these intersections again on Tuesday,” Hadfield said. “The city appreciates the patience and understanding of drivers that were inconvenienced with this scheduled work.”

immense both physically and politically. The crew was wrongly accused by locals of firing arrows from a helicopter at a sacred mountain. A sequence with a pig turned disputatious when the Anga asserted that while the crew had bought the pig, they had not paid for the right to film the pig. Filming was based in a town that had electricity only three days a year. Roads were appalling and they spent as much time pushing their vehicles as driving. The weather was hot and humid with regular downpours of apocalyptic proportions. The most valuable item in the camera kit was the hair dryer,

which Kerr used most mornings to defog his lenses. Despite those challenges, the film tells a story of a culture which has been all but forgotten and sheds light on the ancient practice of mummification. Ian’s films have taken him from the Ecuadorian Amazon,to the ice floes of Canada’s Arctic, to the thin air of the Argentinean Andes at 21,000 feet and beyond. Ian is also an Adjunct Professor in the Cinematography Department of the University of British Columbia and Sessional instructor at Simon Fraser University and has won a number of awards and nominations including a Gemini award in 2010.

Exciting time in Homalco history Leadership and members of the Homalco First Nation gathered last weekend with partners and neighbours to celebrate the grand opening of the Homalco Health Centre and to witness the signing of a new partnership agreement with Alterra Power Corporation in relation to the part of the Bute Inlet Hydroelectric Project planned

As part of the celebration, Homalco also hosted an open house to showcase the First Nation’s programs and on-going projects and unveiled 10 hand-carved signs created by local artist and Homalco Council member Bill Blaney. “This is a great day for Homalco First Nation and an exciting time in our

history,” said Chief Councillor Richard Harry. “There’s still a lot of work to do to continue to create a legacy for our young people of today and t o m o r r ow. We ’ r e wo rk i n g t ow a rd s increasing programs and services for our members at the Health Centre and also seeing our members becoming trained and employed through economic ini-

Two sides of the HST Sales taxes brought in more than $5 billion, with $4.176 billion coming from the HST, which went into effect on July 1, 2010. Finance Minister Kevin Falcon said that it will cost the province about $3 billion if the HST is rejected by voters. Only some of that number can be quantified — the only known figure is the $1.6 billion transition payment from Ottawa which will almost certainly have to be paid back. It is obvious, but remains unsaid,

This is due partially to strong economic growth and additional tax revenue, but it is also due to a large payment from Ottawa of $769 million. This payment is related to the decision to implement the HST, which has yet to be ratified by voters. If it is turned down, that money will have to be paid back.

It’s been some twenty years or more since I went sport fishing. Back then, you could still use barbed hooks. That’s right, when you hooked into a fish with your 15-20 pound test line, you stopped the boat and played the fish, sometimes for up to 45 minutes. I recently went to Port Alberni (the real fishing capital) to try my hand at getting some sockeye. On the way out at 5 a.m. I watched the “commercial sportfishing fleet” head out. I made the comment to my buddy that he had forgotten his landing net. “We don’t use a net,” he says, “we don’t even take the boat out of gear when we get a fish on the line. We use 40 pound test line, wind like hell till it’s up to the boat, grab the flasher and flip it into the boat.” “Whoa, wait a minute, am I missing something? Where’s the sport in that?” “With a barbless hook you can’t give them any slack or they’ll fall off,” he continues. Then he proceeds to tell me he lost 13 the day before – “probably ripped the mouths off them,” he says. That’s when I realized we weren’t sport fishing – we were meat hunting. Well, we never caught any fish because the seiners and gillnetters were out the day before I got there. If this is what we call sportfishing you can have it. Last year, I made a trip to Southern Ontario and had the opportunity to go fishing. We drove to the lake with boat in tow and I could not believe my eyes – a parking lot for your truck and trailer that we can only dream about. A boat launch where you can put in 4-5 boats at once. An L-shaped breakwater with a huge L-shaped dock to pull your boat to after you have launched it. If you happened to be the poor sucker who had to park at the far end of the lot, there is a man with a golf cart to pick you up and give you a ride to your boat. You can catch salmon, lake trout, pickerel and perch. The best part is that you can use a barbed hook! That’s right, when the fish are biting you only use half the fuel so your carbon footprint is cut in half because you can keep the fish on the line. This little town doesn’t boast to be the fishing capital of anywhere but could show Campbell River a thing or two about fishing facilities. I know the ramps are free but the parking lots are full of potholes, you need a four-wheel-drive if it’s low tide (including McIvor Lake) and, usually, there’s nowhere to park. I have had better skid roads and log dumps in my day. If you want to be the salmon capital of the world, at the very least supply a decent boat launch and parking area. You would think it would be embarrassing to show this to tourists. You wouldn’t go skiing at Mount Washington if they didn’t have a proper ski lift would you? Mike Richmond

Forest industry sends its best; wish you were here

Seeing the forest for the trees... Saw news items the other day extolling the returning health of the forest industry. Nice to hear. It’s a little late for us in Campbell River after we’ve lost the TimberWest sawmill and the Elk Falls paper mill. Over the last couple of years I wrote editorials castigating the provincial government (and the feds too for good measure) for not taking any concrete measures to keep the mills alive. The government didn’t listen to me. Fancy that. Now things seem to be ticking along in the forest industry but we’re no longer part of it. That may be a good thing, who knows? In a related topic, I received a press

release from Elk Falls Mill owners Catalyst Ltd. trumpeting their designation by someone as one of Canada’s best corporate citizens. I guffawed out loudly when I read that and said to the empty room, “Not here they aren’t.” The paper giant couldn’t come up with a deal to convince unionized workers to sign on and get the mothballed mill up and running. Now, many will be inclined to say the union shot themselves in the foot but it could also be said the Catalyst offer was disingenuous and was doomed to be rejected from the start. It was merely a hollow gesture for appearances. A mill re-start just couldn’t be done without a pay cut by the workers. Just couldn’t. There was no other way to do it.

Rush hour traffic between Campbell River and Alberta... Meanwhile, Campbell River chugs along as a bedroom community for Fort MacMurray, Alberta and the rest of the Alberta oil patch. Another friend of mine is off to northern Alberta to work in a pattern familiar to many Campbell Riverites now – a few weeks in, a few weeks out. It’s testament to how nice it is here in Campbell River that many displaced workers are opting to keep their residences and families here and “commuting” to Alberta. I was talking on the phone to somone the other day who after a couple of decades at the mill is forced to take unskilled jobs at low wages because he never knew anything

else but working in the mill. I’m sure it’s probably not an uncommon situation. Old Island Highway revisited...I have to give props to fellow Mirror staffer Paul Rudan for a recent zinger. We were debating a recent column in which I supported changing the name of the Old Island Highway. I said, I don’t really mind the name Old Island Highway but I did acknowledge that it would be really hard to find a good replacement name. To which Rudan – who’s dead set against changing the name – tossed out in mocking tones, “Salish Sea Way!” Precisely what we don’t want. Maybe Old Island Highway ain’t so bad.

We live in a beautiful neighborhood in Willow Point in half-million-dollar homes and up here in paradise and not in a garbage dump. Please clean up your mess and give our beautiful neighborhood a break. Thank You. – From a Happy Neighbor HEROES – In March of this year, Campbell River’s two dragon boat teams, the BraveHearts and River Spirit, collaborated with an idea...to hold our own Dragon Boat Festival, like so many other communities do on Vancouver Island. The idea of the 2011 Race the River Dragon Boat Regatta was born, but it was going to take a lot of work and a lot of people to make it happen. Between both teams there were approximately 75 Cancer survivors and their supporters willing to work hard, but we needed more...Once again, the community of Campbell River rose to the challenge and on July 3, the idea became a reality when over 300 dragon boat competitors and as many spectators from all over Vancouver Island converged on the Tyee Spit for dragon boat racing! The resounding response from all of the visiting teams was that this was one of the best dragon boat festivals they had ever been to and they will be sure to spread the word and will be coming back again next year! The BraveHearts Dragon Boat Team and Team River Spirit would like to send a very big thank you to the following people and

Having survived the surgery, the intern students and volunteers hand fed the owlet and began gentle exercising of the leg, the owlet also had a visit from a physiotherapist and several laser treatments to help with pain management and the healing process. One of our students designed a special harness that resembles a baby’s “jolly jumper”; suspending the owlet in the harness allowed it to exercise its wings and at the same time taking some pressure off the injured leg. The owlet will be reassessed in a few more weeks and hopefully the pins will be removed, physiotherapy will be continued. Although the long term prognosis is not great, we are trying to do what we can to see if this owl can live a somewhat normal life. Barred owls are one of the most prolific owls that we have in our local area and are the most common owl species rehabilitated at our center. At present we have four adult and two owlets recovering from a variety of injuries. These owls are one of the largest species of local owls standing between 16 and 24 inches tall and they have a wing span ranging between 38 and 50 inches. Due to their predominately nocturnal hunting practices, the barred owls are often hit by cars as they come down on to the road to capture a rodent or rabbit, due to their wide wingspan they cannot get airborne in time to avoid a fast moving vehicle. ●●●● Update on some of the recent cases featured in MARS Moments: We have relocated eight of the 11 fawns which are now feeding on vegetation and will be integrated back into the local herd. The three red squirrels are racing around learning how to hang

upside down and nimbly running across branches. They have figured out how to open and then hide nuts, and are well on their way to passing their release requirements. For information on other patients please check our web site. ●●●●

For the last few summers MARS has been asked by the Loggers Sports and Salmon Festival to volunteer as “timekeepers” at their event in Campbell River. This year the event runs on August 5-7, and MARS receives a donation for fulfilling this task which is a

fter two successful weeks in Castlegar, the roadshow is heading to Campbell River ! During our show in Cochrane, a woman came in with a jewelry box that she had just inherited from her late aunt. “I don’t wear jewelry,� explained Cheryl Barnes, “so it was an easy decision to come down to the Roadshow to sell it�. She was very excited when she was able to walk away with a cheque for over $2,100 for jewelry she was never going to wear anyways.

He added, “The Roadshow is great because it puts money in people’s pockets, especially during such hard times. She was ecstatic to learn she had coins dating back to the late 1800’s, some of which were extremely rare. Roadshow consultant Raymond Flack explains “We had uncovered an 1871 Queen Victoria 50 Cent piece, valued at over $2,000!! She also had a nice assortment of coins that were not rare dates, but she was able to sell them for their silver contentâ€?. All in all, Roadshow customer Linda Donaldson was able to cash in with $4,500! “I’m so happy, “Linda explains, “I never would have thought WKDW P\ ROG WLQ RI FRLQV ZDV ZRUWK VR PXFK , FDQ ÂżQDOO\ afford to renovate my kitchen.â€? Raymond Flack continued, “Canadian coins prior to 1967, and American coins prior to 1964 are all made with silver, and we have noticed a large increase of customers coming to the Roadshow with coins and cashing them in for their silver value.â€?

Thank you Campbell River,� was the first thing that Arelene Leduc had to say when asked about her trip to Malawi Africa. “The $800 donation by the community made the world of difference as I was able to buy 50 pairs of shoes which meant that 50 more children where able to attend school.� When Leduc first

arrived at the Agape Earth Angels Orphanage she was shocked by what she saw. “Only four children had shoes so the orphans would take turns leaving their shoes at the front door, rotating and sharing their footwear so that they could go to school that day.� She already had one pair to bring with her, Morgan Hayward’s. Hayward is 11 years old and after hearing about Arelene’s trip to Africa he decided to donate his best school shoes to the cause. “It was really hard to pick one boy who would be so lucky to have Morgan’s shoes. I remember the look in Reese’s eyes when I brought them out of the suitcase, never had I experienced someone so thankful for something, it truly warmed my heart to know that one boy had Morgan’s special shoes!� Malawi is the poorest country in Africa located in the southeast portion of

Robert Spencer Early, age 84. He leaves behind his wife of 27 years, Gwen. He is survived by five children: Lindy, Rob, Reed, Erin and Vic from his first wife, Els, and by grandchildren Jesse, Brie, Leif, Shana and Emily. He is also survived by his step-children Tracy, Mike, Linda and Matthew. His accomplishments were many; a great athlete, he played pro-football for Calgary and Regina. He was a geologist and a Professional Engineer and at the age of 40 he became a pilot and flew his Stinson for 30 years. In 1972 Bob and family moved from Calgary to Quadra Island. He made many friends with his fabulous homemade bread, scalloped potatoes, wine and beer (Bob’s Better Brew). He was a kind and gentle man and will be remembered for his sense of humour, strong hugs and handshakes. Bob passed quietly July 9 at Campbell River Hospital with Gwen by his side. A Celebration of his life will be held on Quadra Island on Wednesday, August 10, 2011 from 2-4pm at Rebecca Spit. Please bring stories and photos to share.

It is with deep sadness we announce the passing of our mother Grace Charest. Mom was a gentle, caring and loving soul who was always willing to help wherever needed. She was a devoted wife, mother, grandmother, aunt, sister and friend. Mom spent most of her life in Campbell River, with the exception of a few years in Chilliwack, and will be greatly missed by all of her family and friends. Mom was always happiest when she was spending time with her family and friends and anytime she could go out for lunch with one or more of her Grandchildren was an especially good day. Predeceased by her husband Wilf, her parents Francis and Margaret Drake, her brothers Henry, Francis, Douglas and Allan, her sisters Margaret and Vera. She is survived by her five children, Bob Pollard (Susie), Marilyn Dwornik (Glen), Debra Wolfe (Lyle), Donna Stirling, Wilfrid Charest (Sue). Her six grandchildren, Robert Pollard, Shane Pollard, Chelsea Dwornik, Mike Dwornik, Jessie Stirling, Jack Stirling. Her sister Barbara Drake and brother Charlie Drake and many nieces and nephews. The family would like to express their appreciation to Dr. John Penhall for all of your support and caring. You took such good care of our special lady. To all of the staff of 3 North we cannot thank you enough for all that you did. You treated Mom with such kindness and respect and made us feel like we really weren’t in your way. Thank you. To all of our family and friends who have helped us through these trying times we are very grateful. A funeral service will be held on Thursday July 21, 2011 at the Thunderbird Hall in Campbell River at 1:00 pm. “So if tomorrow starts without me, don’t think we’re far apart, for every time you think of me, please know I’m in your heart.”

Campbell River teen has been hailed as possibly the next Steven Spielberg by a local film commission. At the age of 15 and about to enter Grade 10 at Carihi, Michael Stevantoni already has seven films under his belt, with an eighth about to be released to the public this fall. INFilm (Vancouver Island North Film Commission) staff, which worked with the young director on his latest film is so impressed by Stevantoni they have compared him to one of North America’s best-

known directors. “Last summer we had the pleasure of working with this young talent as he produced his first feature short film, Cipher,” Joan Miller, INFilm commissioner, wrote in a report. Cipher wrapped at the end of May and Stevantoni plans to hold a community screening sometime in the fall. The 18-minute long short film took him seven days to film but the production was a year-long project that was not without its share of hiccups. “There were times it seemed insurmountable,” said Diane Stevan, Stevantoni’s grandmother who

helped with the production of Cipher. “I’m pleased he didn’t give up.” Editing was when Stevantoni ran into the biggest hurdles. Colour correction was a chore as was the audio. “When we filmed in front of City Hall there was a guy cutting the hedges and the mic kept picking it up. It sounded terrible and you couldn’t hear the actor very well,” Stevantoni said. “I had to get the actor, who was working on a film in Edmonton, to re-do the lines for me and then I had to dub them in.” In a scene filmed in the dark under an Continued on A28

Drive Smart BC Have You Been Directly Affected by a Collision 2X14 Lately? I often ask if anyone has been directly affected by a collision in the past year when I am making a presentation to a group. I can see people thinking about it and then a few hands may tentatively rise. My answer usually surprises them and it may surprise you as well. About 80% of the premiums that ICBC collects each year are paid out again to settle collision claims. If you are like me, we pay just over $500 per year for our basic insurance. That means we have paid at least $400 per year directly out of our pockets for collisions whether we were in one or not! Recently ICBC announced plans to increase the penalties for drivers who do not follow the traffic laws. This idea was immediately met with howls of protest that were loud enough to cause our government to tell ICBC that it wasn’t acceptable. Does this mean that the drivers who are more than likely going to place us all at increased risk of collision should feel a little bit of pain but not enough potential pain to cause them to think twice beforehand? The surest way to avoid the costs associated with collisions is not to have them in the first place. Yes, we all make mistakes, but let’s not practice the behaviours that encourage mistakes and let’s make it more difficult for those that do. But with the help of Shannon Hagen, the media teacher at Timberline, Stevantoni was able to take out any unwanted noise. Stevan said she is impressed with the final product and thrilled for her grandson, who has so much passion for film making. She said Stevantoni became hooked after a trip to Universal Studios when he was 11. “There was a huge bronze sculpture of a guy with a movie camera and Michael looked up at it and said ‘that’s what I want to do when I grow up.’ So my husband and I bought him a camera for Christmas that year,” Stevan said. But that wasn’t his first time working with film.

vantoni was one of 10 filmmakers selected to show his work at the Vermont Green Mountain Film Festival in the United States. His entry, A Splitting Image, was inspired by the Stephen King novels he was reading at the time. “That’s when I was starting to get more professional but it was still just my friends in the film,” Stevantoni said. “But I got a composer to do the music and got a special effects guy from Vancouver.” Then came Cipher, Stevantoni’s first film with adult actors, courtesy of Rivercity Players. The thriller follows a detective, played by actor and city councillor Ryan Mennie, who is trying to decipher a cryptic message left by a serial bomber, played by actor Andy Peterson. The detective soon realizes the message spells out the name of the bomber’s next victim.

Stevantoni first got his hands on a video camera when he was three-years-old. “I’ve been into this for a really long time,” Stevantoni said. “I used to take shots of me playing with toys set to music playing in the background. Or I would make short films using Lego.” After his grandparents’ Christmas present, Stevantoni shot his first film, Indianna Jeff, when he was 11. The film involved he and a friend hunting for treasure – gold coins courtesy of Dollarama – in his backyard. Then came the second instalment, Indianna Jeff and the Mayan Crystal, for which he won an award at the Campbell River Film Festival in 2008. The Subway PeeWee B Ravens went to Vernon for the BC Provincial Championships July 7-10 and came back with more than just Okanagan cherries and sunburn…they struck silver in them thar hills! The Ravens opened the round-robin segment with a nail-biting 7-6 win over Semiahmoo. Semiahmoo was also effective at the late change, floating players behind the Ravens’ defence but the players were up to the task and they prevailed in

the end. Each game included most valuable player awards selected by the opposition coaches, with Captain Nolan Fair winning the award for the first game. The second game was played at the old Civic Centre against Shuswap. Both teams were scrambling to adjust to the slippery floor conditions.
