Hydro expects delayed deluge of snow melt Cool weather is creating a significant delay in the snow melt and causing headaches for BC Hydro as it tries to control water levels. The snow pack historically
peaks at this time of year and then begins to slowly melt until depleted around the end of June. But with cooler temperatures this year that’s not happening. Hydro received permission in
February from the Comptroller of Water Rights to exceed its water licence, and operate the John Hart Generating Station at full capacity all summer long, to help draw the reservoir down in
anticipation of a high snow melt runoff. However, with the delay in snow melt, Hydro has been forced to decrease the power generation to about 80 per cent in consider-
ation of low reservoir levels. “An already unusual year has become more challenging as BC Hydro considers reservoir and river interests through mid-September,” said Stephen Watson, spokesperson for BC Hydro. “Upper Campbell Reservoir/ Buttle Lake is likely to remain lower than nor mal through June.” The Upper Campbell/Buttle Lake Reservoir hit a low of 213.2 metres on May 11, but since then the level has been steadily increasing and is currently at 215.1 metres. “BC Hydro operations modelling, with considerable uncertainties due to future temperatures and rain, shows the reservoir hitting ideal recreation levels of 218.5 m and above by mid-July,” said Watson. The model also shows the reservoir may hit a peak of around 220 m by late August, which is considered full. Continued on A4

Police seek man in abduction attempt Police are looking for a man suspected in an attempted abduction of a young girl. According to RCMP, a student at Pinecrest Elementary School, located at 300 S. Birch St., was outside with her
class on Wednesday, around 2:40 p.m., when she wandered away from the group. The girl reported that she was approached by a man who grabbed her arm and demanded that she go with him. She was able to break free from his grip and then reported the incident to her teacher. Police were called
and were unable to locate the suspect. School staff also made sure that all students were accounted for and were safely returned home. “Police have not received any similar reports, thus far this appears to be an isolated incident,” said Const. Keeley Deley in a news release. Anyone with information is advised to
immediately contact RCMP or Crime Stoppers. The suspect is described as a man in his 30s, with short dark hair, dark skin with facial hair, approximately 5’10” tall, with a dragon tattoo on one of his forearms. He was wearing a brown T-shirt, dark pants, black and white shoes, and a black and white cap with the logo “DC” on it.

Catching a glimpse of Campbell River’s beautiful waterfront may soon be possible without ever leaving your home. The city is looking into installing a webcam that would stream live video through the city’s website. Warren Kalyn, manager of city information services, said the camera would not only enhance the website but promote tourism. “ I t w i l l p rov i d e exposure,” Kalyn told
council Tuesday night. “Webcams provide a first impression for virtual tourists before they actually visit the municipality and are a very effective tool for tourism and cultural promotion.” The camera, which would have a hardened shell to protect it from rain and snow and have night vision capability, would cost the city a one-time fee of $2,300 for installation and purchase, and an annual fee of $900 to cover the cost of the Internet Service Provider, which would
come out of the council contingency fund. Kalyn recommended the camera, which would provide a 24/7 panoramic view of the waterfront and downtown core, be located on the roof of City Hall but Coun. Andy Adams said he would rather the city look into purchasing a webcam already mounted at the Maritime Heritage Centre not currently being used. “It may be more economical to use that one for the city,” said Adams. “It’s already set up there. It makes
sense to inquire before purchasing another camera for a different location.” The motion passed with Coun. Roy Grant opposed because of the cost.

The search for tungsten at the head of Loughborough Inlet began due to the diligence of a part-time prospector, the keen eye of a veteran geologist and a single rock sample. Whether or not the tungsten find at kilometre 11 on a logging road in the Stafford River Valley ever becomes a mine remains questionable, but the deposit is looking good. “It’s promising… we’re pleased with what we’ve done and we’re going to keep chugging along,” says engineer Robert Culbert, a consultant with Dentonia Resources Ltd. of Vancouver. The company is still in the exploration stage and core samples will be studied to determine the true potential of the deposit, but the find is exciting due to the growing demand and rising prices for tungsten. “About 85 per cent of the world’s production

is in China and they keep it all,” notes Culbert. In Western Canada, tungsten concentrate is produced at the Cantung mine in the Northwest Territories. The mine had closed in October 2009 due to low prices for tungsten trioxide, US$187 per metric tonne, but reopened a year later when prices rose significantly. The price now is roughly US$463 a tonne. With Cantung profitable, Culbert can imagine the potential for the Stafford Tungsten Property, as it’s known. It’s far closer to shipping lanes, supplies and manpower than the mine in the Northwest Territories. “This is a really good location,” says Culbert.
Tungsten is also used for a lot more than making incandescent lightbulbs. Its ability to withstand high temperatures, resist corrosion and to create supper alloys is driving up demand as its also used in electronics, chemical applications, armaments, tools, halogen lamps, shotgun pellets and much more. “It’s known as a ‘strategic metal’,” says Culbert. While tungsten’s value continues to grow, no one ever knew there were deposits in the Stafford River Valley until two men started poking around the mountainous region in the mid2000s. Snow-free roof plus bud smell leads to one conclusion PAUL RUDAN CAMPBELL RIVER MIRROR
No snow on the roof provided a clue that something was going on in an outbuilding on semi-rural property in Black Creek. It was August 2008, when Comox Valley RCMP were tipped off about a possible indoor marijuana growing operation on the Lory Road property, located off Macaulay Road. The anonymous tipster told police there was never any snow on the shed during the winter months and
there was also a strong odour of fresh marijuana coming from the property. But it was several months later when Mounties were finally able to investigate, according to court records. On March 6, 2009, RCMP Const. Ryan Wilton checked out the property and used a forward looking infra red device (commonly known as FLIR) to detect a significant amount of heat escaping from the outbuilding and he also noticed the distinctive aroma
of fresh bud. That led Wilton to obtain a search warrant where 687 pot plants were found in the outbuilding along with 594 plants inside the residence. As a result, Nolan Ro s s Wi l s o n w a s arrested and charged with production of marijuana and possession for the purpose of trafficking. Wilson was tried in B.C. Supreme Court and convicted on both counts, in spite of the fact the judge ruled the search of the residence was unreasonable and
excluded all the evidence found inside the home. Last April, Wilson appealed his conviction, contending the search of the outbuilding was also unreasonable. But on May 27, the B.C. Court of Appeal upheld the convictions and dismissed Wilson’s appeal. There’s still no word on sentencing for Wilson. Also of note in the case was the statement made by police that there is a “high incidence” of marijuana grow operations in the Black Creek area.
Tungsten: Core sample encouraging Continued from A6 tor, and his partner, Dan Cardinal, a professional geologist, began prospecting the area on and off for about five years. Around 2009, Olynyk brought rock samples to Dentonia and thought they contained nickel and some copper. He was wrong as the tests came back negative. Despite the disappointing result, Culbert and Jim Turner, a veteran geologist working for Dentonia, decided to investigate further and visited the site. More samples were taken and again the results were disappointing. But then Olynyk produced another rock sample that caught Turner’s immediate
attention. “Jim Tur ner is an extraordinary geologist so he asks (Olynyk), ‘where did you get this? We need to have a better look at it’,” Culbert recalls. Closer inspection reve a l e d t u n g s t e n which prompted further exploration. They returned to take more samples, to conduct an aerial survey, and then they brought in a very small drill to take core samples. Those cores will soon be assayed to determine whether there’s enough tungsten in the skarn for Dentonia to continue moving forward. “We’re now splitting the core,” says Culbert, during a phone interview from his office in Vancouver. “So far,
it’s encouraging, but the truth comes out in
the assays – then you know.”

Dale Unick has a smile on his face and a glow about him that his neighbours haven’t seen since a cycling accident last December left him in severe pain. T hat’s because, thanks to the generosity of a woman who saw an article about Unick in the Mirror last week, he now has a much-needed scooter to get himself downtown and back to his home in the Little Rock RV Park. Je a n B owe r m a n , U n i ck ’s n e x t - d o o r neighbour, saw the pain Unick was in everytime he tried to ride his bike, his only form of transportation, downtown to get groceries and couldn’t bear to watch anymore. She, along with Kathy Fairclough, RV park manager, began fundraising to buy Unick a scooter. The campaign came to an abrupt end last Thursday when Lil-

lian Beaumont sent an e-mail to Bowerman saying she had a scooter she would like to give Unick. The scooter belonged to her husband and after he died, there
was no need for it anymore. “Originally I tried to sell it, but it wasn’t selling and it was just sitting in my shed,” said Beaumont. “When that story came out in
the paper it just hit me between the eyes, that ‘hey that’s who that scooter should go to.’” Beaumont refused to take any money for the scooter. “I just want to help somebody and I hope someday when I need it, someone will help me,” she said. Unick is thrilled with the scooter and has already taken a handful of trips downtown. “It brightened his eyes right up when he got the scooter and I see him out a lot more now,” said Fairclough. And when he does goes out he’s not bed ridden for two to three days afterwards like he was when he rode his bike. “It’s helped me 100 per cent. I can sit up longer now and I’m not in as much pain,” said Unick. “I wish there were more people in the world like her (Beaumont).” In Campbell River at least, it seems there is a tremendous amount of generosity. Bowerman says since

She’s also been offered seven different scooters. “It’s just been unreal. There’s so many people out there with a kind heart,” said Bowerman. “We’ve received an awful lot of well wishes and we just want to thank everybody for their assistance.” Many people have left money for Unick, a low-income senior, even after hearing he had already received a scooter. Bowerman said the plan is to put the money towards a canopy or a rain cover for Unick’s scooter. Bowerman said the biggest reward for all her efforts is simply seeing how much happier her neighbour is. “We like to watch Dale go out on his scooter and having a life again,” she said.

Old Island Highway re-opened ahead of schedule The upgraded section of the Old Island Highway was re-opened to traffic two days ahead of schedule. The final stage of paving on the highway, between Hilchey and Rockland roads was completed on Wednesday, after the city originally targeted Friday as the re-opening date. After some early delays due to wet weather, crews were able to complete the majority of the paving last weekend. The balance of paving on Simms Road was completed early
this week. Acting Mayor and Coun. Mary Storry said the project has been a big benefit for the city. “It’s an important final milestone for the Highway 19A Upgrade Project,� said Acting Mayor Councillor Mary Storry. “We broke ground in March of last year and the final lift of asphalt has now successfully been applied. This project has created numerous local jobs, delivered important new water and sewer infrastructure, and added great
value to the entrance to our City. I invite everyone down to see this work, if you haven’t already.� Tayco Paving and Uplands Excavating were the contractors responsible for the paving and the finishing work. They successfully completed the paving work and reopened the road early. There will still be some minor traffic impact while line painting is be completed but motorists will not experience any stoppages in either direction.
Funding for this $13.5 million project has been provided by the federal and provincial governments through the Infrastr ucture Stimulus Fund (part of Canada’s Economic Action Plan) and the Building Canada Fund, and by city reserves. BC Hydro also contributed through their beautification fund. Drive Smart BC Passing a Cyclist Safely

When they are overtaken by a motor vehicle, it is the driver’s responsibility to pass the cyclist tyee safely.chev It is not the cyclists responsibility to get out of the way of the driver if the cyclist is legally occupying the lane. When you approach a cyclist and prepare to overtake, slow down, just as you would any other vehicle on the road. You need to survey the situation and make sure that it is safe to pass. If it would not be safe to pass another vehicle at that spot, it is probably not safe to pass the cyclist either. If you have to wait for a gap in traffic to pass, remember to leave a reasonable following distance between your vehicle and the cycle. This will give you more time to be aware and react if the cyclist needs to move left to avoid an obstacle as you follow them. Leave at least one meter of space between you and the cyclist as you pass by, more if possible. If it is multi-laned highway, change lanes. Remember that if you have a right side mirror that extends a significant distance that the space must be measured from the outside edge of your mirror, not the side of the vehicle. Finally, you always have a duty of care as a driver. If in doubt, put yourself in the saddle and pass you would wish to be passed if you were cycling. Yucalta client worried over staff KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
Denise Glover suffers from multiple sclerosis and, with her body shutting down, lives full-time at Yucalta Lodge, where she says she is not getting the services she needs. Glover, 52, is in a wheelchair, can’t sit up on her own and is often paralyzed by body spasms. A few months ago she moved to Yucalta, a residential care facility, after the crippling disease progressed to the point where her family could no longer take care of her on their own. As part of Glover’s care at Yucalta, she is supposed to receive physiotherapy to help with her condition but now nearly three months into her stay, Glover said she has yet to receive any such service. “I was told they have physio here but I haven’t received any,” said Glover. “When my body’s in spasms I can’t move so it’s time
consuming for the care attendants and they don’t have a lot of time because there’s not enough staff on the floor.” Glover figures every shift could benefit from just one extra staff person. She says just to move her alone takes two people. “VIHA (Vancouver Island Health Authority) needs to put more money into the system for more care workers,” said Glover. Val Wilson, spokesperson for VIHA, which operates Yucalta, said there is no need for extra staff, and the amount of workers at Yucalta is sufficient. “There are no staffing shortages at Yucalta,” said Wilson. “The residential staffing model at Yucalta is consistent with all VIHA-funded residential care sites and is guided by the provincial community care licensing branch.” As well, both physiotherapy and occupational therapy services are available at
Yucalta. Wilson said residents are assessed and provided with those services based on need. Each resident also has a care plan that is updated as necessary to ensure the resident is receiving the appropriate care. “We are aware that this individual has voiced concerns to care staff and care staff is working with the resident to ensure concerns are addressed,” said Wilson. Glover admits she has inquired about physio and said the nurses have been working on a plan for her. Glover is hopeful she will see some progress soon, but in the meantime wants to let others know what it’s like in a care facility. “I want to bring awareness to the community of what kind of things you’ll be dealing with when you need care,” she said. Sometimes it can be very lonely and Glover said she’ll turn the TV on in her room so it
sounds like there are other people around. She often is alone at mealtimes because she is afraid of catching the flu from other residents if she eats in the cafeteria. Glover was first diagnosed with MS at the age of 28 after complaining of blackouts and double vision. When she was still healthy, she put in countless hours of volunteer work with the MS Society of Canada, helped with Access Awareness Day events and attended meetings at City Hall. Three years ago, when her family could no longer provide the care she needed, Glover ended up in hospital in Victoria before being brought back to Campbell River. She was originally transferred to New Horizons, where Glover said she was happy. “I wanted to be at New Horizons because I could get downtown and have a life again,” said Glover. “I could go to Ricky’s for breakfast

After the accident, she was moved to Yucalta. Glover said she enjoys the people at Yucalta and feels safe there but is tired of waiting for the help she so badly wants. Wilson said VIHA takes complaints like Glover’s “very seriously” and nurses at Yucalta will be addressing Glover’s situation.

Fairness in Ottawa One of the most annoying inequities in federal politics, other than the Senate, may soon be corrected. The Conservative government, freshly-elected with a majority of seats, plans to bring in to give B.C., Alberta and We say: Increase legislation Ontario the actual number of Comin seats for B.C., mons seats those fast-growing provinces deserve. It’s long overdue. Alberta and While many people think that the Ontario House of Commons is a “rep by pop” institution, that is not the case. There are certain constitutional guarantees that keep some parts of Canada vastly over-represented. While each province or territory should have at least one seat, Prince Edward Island, for example, has four
MPs for its 136,000 residents. Residents there have almost four times as many MPs as Langley, which has a population of about 125,000. In other words, votes of PEI residents are four times more powerful than those of Langley residents. Unfortunately, because of these guarantees, including one that says Quebec must have 75 seats, the only way to properly represent Canada’s growing population in the House of Commons is by adding seats. At present, there are 308 MPs. It could be argued that is perhaps 50 too many. However, it is better to have too many MPs than to have some fast-growing areas of the country, like B.C.’s Lower Mainland, severely underrepresented in Ottawa. Under-representation of B.C. and Alberta is perhaps
the most glaring problem (the proposal would see B.C. get seven more seats and Alberta five), because both provinces rarely get the attention in Ottawa that Ontario does. Ontario, because of its large and fastgrowing population, and its geographic location close to Ottawa, never has any trouble getting attention. The same cannot be said for Western Canada, even though a large proportion of economic and population growth in Canada now comes from the four western provinces. Fairness is fundamental to a healthy democracy. If this proposal comes to pass, Canada’s population will be more fairly represented in Parliament. – Black Press
Good point: Taxes When I recently opened up my annual property tax notice, I was prepared for the worst. After all, when millions of dollars in tax revenue from our mill evaporated, I would have expected to be personally picking up the slack. Well, what a nice surprise. Only a few dollars increased and that’s really a wash considering the province has also increased the homeowner grant as well. It seems as though our city Council and staff have worked very hard to cut costs and keep the impact of lower tax revenue to a minimum. Yes, there will be some displeased with cost cutting measures. But just think, the uncut grass in our parks might actually increase oxygen output and could actually be good for the environment. Heck, long grass will also cover up the tonnes of dog poop that is a favourite complaint of many residents, thus reducing the number of letters to the editor and thereby saving trees and ink! So, thanks to our city staff, Mayor and Councillors for doing a good job balancing the books. It is very much appreciated by me, the environment and my two dogs. Ian Roberts Campbell River
Make it easy to move through the landscape

It helps to have a wall of snowy mountains stretched across the horizon dominating views from every angle. Large, wild animals strolling across the landscape doesn’t hurt either. Throw in some dinosaur bones and even some ancient petroglyphs set in beautiful but mysterious rock canyons and you have the makings of can’t-miss tourist destinations. During a tour of the U.S. states of Washington, Utah, Wyoming, Montana and a corner of Oregon, I kept my eye on what makes these places so cool to visit. These vacations often come after I’ve just wrapped up the Mirror’s annual visitor’s guide Great Things to Do and so my mind is usually already thinking about tourism pro-
motion. Some places are just lucky, of course. If your settlement happened to grow up right next door to the world’s first national park – Yellowstone – well, you just can’t miss, right? We made our fourth visit to Yellowstone in the last week of May and even though the weather was not particularly good (snow flurries, for example), it’s still such a fascinating place to visit that the weather doesn’t matter. Then there was the dusty northeastern Utah town of Vernal. Nothing particularly spectacular about that arid landscape until people started digging into the hillsides nearby and found fossilized dinosaur bones. Right there in the hillside. Well, set up a national monument, hire some
rangers and watch the visitors flock. Doesn’t hurt either to have picturesque red-rock canyons that people of the Fremont culture happened to peck human and animal figures into. Hundreds of them. You have to give credit to U.S. federal and state officials who recognize that tourism is a significant economic generator and so pour significant resources into making a visit through the countryside an experience in itself. Outside Vernal, there are interpretive signs describing the rock formations the highway passes through and lists the time period the rocks were formed and what kind of fossils you would find there. A highway trip becomes an educational experience. Brilliant. So, it becomes an exercise in com-
parison. What do they have that we don’t? Well many things if you think specifically but generally we have spectacular mountains, beautiful forests, stunning seascapes and we do some promotion but do we really make it an experience for the casual visitor? I think we could do more. Our national parks certainly make a visit an educational experience and some of our provincial parks do. They certainly used to do more. Premier Christy Clark is showing signs of understanding the value of our provincial parks. Let’s hope she can spur a renaissance in our forlorn and forgotten park system. Campbell River needs to get on the bandwagon too. For example, how many of you are Continued on A13

we don’t have people tromping all over the living organisms that make the reef so cool. But is it so hard to put up a few signs explaining what’s there? Maybe a protective walkway (that would be able to withstand the twice-daily inundation of the tide)?
We all know that this area has many spectacular natural attractions – big and small – and we need to take the lead of our American neighbours and add a few features that allow people to understand and appreciate what’s around them. It doesn’t take much: a few signs,
a few pamphlets. If it doesn’t cost an arm and a leg to have someone guide you through an area, you’ll make visiting this area so much more accessible. Make it easy to move through the landscape and gain a greater understanding of the
place. That will bring people back again and again. That’s what does it for my family. I bet it would do it for others.

It would be nice if the NDP-Fight HST crowd were concerned about the wave of retiring baby boomers that is starting to wash across the country. But they’re not. There are changes happening now in the B.C. economy that 1960s socialism and 1980s populism are not equipped to handle. The living standard of our children is going to be determined by how we deal with our aging, globalizing population, and this is one reason to understand a shift to consumption taxes. Four teen months ago I wrote that more U.S. states are joining Washington, Hawaii and others with sales taxes on services as well as goods. Robert Kleine, treasurer for Michigan, explained it this way: “The basic thing is that we need to update our tax structure. We’ve got a 20thcentury tax structure based on a dif ferent sort of economy. Greenways Land Trust to benefit from Kayak Demo Day G re e n w ay s L a n d Trust is a local non profit conservation organization that works to enhance recreational and ecological greenways for people and wildlife. The work is accomplished by volunteers who participate in: stewardship, public education, and community events. Greenways works towards increasing public education of the environment by planning events aimed at getting people outside
of protecting and preserving valued green spaces such as the Campbell River estuary. The kayak demo days will not only share the recreational activity of kayaking, but also enhance an awareness and appreciation of the accomplished works of organizations such as Greenways Land Trust. On June 5 and 18 you can support Greenways, and at the same
time try out one of the variety of kayaks on display. On June 11 Greenways Land Trust will be helping the Campbell River estuary by hosting the annual Broom Bash by removing this invasive species along the Myrt Thompson trail. he target for the Greenways Land Trust Broom Bash is Scotch Broom. Scotch Broom, cytisus scoparius, is native to the Mediterranean areas of Europe. It was intentionally introduced to B.C. in 1850 by Captain Walter Grant who planted broom at his farm on Vancouver Island in 1850. Few people realized the invasiveness of this perennial as it quickly spread up the east coast of Vancouver Island before invading the Gulf Islands and mainland. Humans encouraged its continued spread as highways departments planted Scotch broom as a bank sta-
bilizer because of its deep root structure and rapid growth. Nowadays, Scotch broom can be spotted with its brilliant yellow flowers in open areas such as roadsides, power lines, and natural meadows. Scotch Broom competes with native species for available light, moisture and nutrients, especially on disturbed sites. It alters ecosystems in such a way as to prohibit other plants from taking to land post-disruption, in return reducing biodiversity and dominating the landscape. Often found roadside or in open meadows, a single plant can produce 3,500 pods, within which there are 5-12 seeds, eas-
ily forming dense thickets of yellow that obstruct mobility and increase wildfire intensity. So far, there are no known natural predators for this weed, therefore allowing it to spread throughout southern B.C. and other parts of North America. It does particularly well in recently disturbed areas, and for this reason it continues to increase in areas of Vancouver Island and the Lower Mainland where land development is intensive. Greenways Land Trust, an environmental non-profit organization, has been battling this fast growing, noxious weed throughout the Camp-
bell River area for 11 years through their annual Broom Bash. Now in their 12th year, the volunteer event will be held at the Myrt Thompson Trail in the Campbell River estuary. It is located at the end of Maple Street (behind the Quinsam Hotel). Tim Hortons has partnered in this project, providing assistance to Greenways, plus tools, t-shirts, and Timbits to the volunteers. Everyone is welcome to join in the ripping and clipping of Broom on June 11 from 10 a.m. – 2 p.m. along the estuary. It only contained two black garbage bags. But to our surprise we got tagged for too much garbage. Second zero.... for not up keeping Nunns Creek ball park. My husband and I coach a tadpole team and we were disappointed when we went for our Saturday game, to see the new field flooded and unusable. Canadian champ Dusty Klatt of Campbell River begins his quest for a second straight title this weekend.
