Accident response wasn’t slow, says Hydro PAUL RUDAN CAMPBELL RIVER MIRROR

Arriving at an accident scene within 25 minutes is well under the normal standard for BC Hydro, according to hydro spokesperson who took umbrage with Wednesday’s story, “Rescuers stalled by BC Hydro.” “The article likely left readers with the impression that BC Hydro was slow in responding to safety,” wrote Karla Louwers, in an e-mail. “BC Hydro, particularly crews in Campbell River, find this distressing and we appreciate the opportunity for clarification.” It’s the policy of BC Hydro to respond to downed power lines in urban areas within an hour and within two hours in rural areas. The accident on Monday, around 4:45 p.m., involved a single car slamming into a utility pole in the 600 block of Alder St. In addition to electrical and communication cables, the pole supported a 1,000 pound transformer and a street light. The force of the collision split the entire pole in at least three places and emergency responders on scene were unable to attend to the injured female driver until hydro crews arrived. Some of the first responders on scene also expressed frustration with having to wait, but they also

knew the safety of everyone was paramount, especially if the pole collapsed with live lines. “My family expects me home

tonight,” said one firefighter. And the safety is the primary concern, Louwers stressed. “The responders were not

Board moves forward with two-hospital plan The regional hospital board has reaffirmed its support for building two new hospitals to serve the North Island. During a board meeting on May 12, the Comox Strathcona Regional Hospital District reaffir med its support for the twohospital model and for the locations chosen for the delivery of future hospital services to its constituents. The board also recon-

firmed its support for having all existing services maintained at the current hospitals during the transition to the new hospitals and for a minimum of 40 “alternative level of care” beds provided prior to the construction of the new-hospitals for the long term care patients in the existing hospitals. Recently, Cumberland Mayor Fred Bates said a hospital in Courtenay near the Crown

Isle development is not the best location from a patient’s standpoint during a Cumberland council meeting. Bates also suggested a single regional hospital would be better than two new facilities in the Comox Valley and Campbell River. Bates said he hoped l o c a l g ove r n m e n t , the Vancouver Island Health Authority and the provincial government could revisit the original proposal

before the province commits to a new hospital at the top of Ryan Road. as possible due to the complexity of the accident,” she wrote. “We understand in emergency situations time is critical, but corners cannot be cut when working with electricity. Our crews minimize the risks that could have led to serious injury or fatality not just of the victim, but other responders as quickly and safely as possible.”

The first hydro truck and crewman arrived approximately 25 minutes after the accident occurred. However, after assessing the situation, the crewman waited for another boom truck to arrive in order to support the heavy transformer. When he did arrive 10 minutes later, the two worked quickly and efficiently to support the transformer on the boom. They also

ensured the 25,000 voltcircuit was de-energized – which occurred upon impact – and was also isolated. The latter is crucial, noted Louwers. “Even if the entire town was de-energized, without isolating the circuit, there would still be potential of back-feeding into the system,” she wrote. “An example would be a portable generator plugged directly into the household circuit

This is why it is important to always stay at least 10 metres away from downed lines – you don’t know if they are energized.” She also pointed out that hydro crews work normal daytime shifts and the crewman who responded to the accident were on call. They also don’t have the advantage of speeding to accident scenes using lights and sirens.

located at the corner of 2nd Avenue and Birch Street. The Comox Valley hospital will have 150 to 160 beds with some re g i o n a l s e r v i c e s, while the Campbell River hospital will have 90 to 95 beds. The estimated cost for the two hospitals is $550$600 million.

Drive Smart BC Special Trailer Tires Most of the people on my RV forum have moved away from ST tires to LT tires. They claim these tires have a higher reserve load capacity, better construction and much lower failure rate. The failure rate of ST tires appears to be substantially higher. My tire guy says if I get pulled over by traffic enforcement I will be fined for illegal tires. Have you heard of this? I have no experience using special trailer tires that I know of, but they appear to be the best choice for trailers according to my research. Radial ply tires for trailers used regularly and for long distances and bias ply tires for the utility trailer that you only use on the odd weekend. They carry more load than a comparably sized passenger or light truck tire too. The biggest plus for these tires appears to be stiff sidewalls that cut down on trailer sway and reduce the chance of a blowout. They will also track straighter. If you keep special trailer tires (or any other tire for that matter) properly inflated and make sure that they are not overloaded, they should not fail at a higher than normal rate compared to other types of tires. Finally, you won’t run into trouble from the law if you use special trailer tires on your trailer in B.C. You will have difficulties if you install them on your car or truck though as they are not meant for use on passenger vehicles. Police and dog nab suspect

In the early morning of May 14, RCMP received a report that a man was seen checking out vehicles on Cheviot Road and Fairway Drive. It was shortly after 1:20 a.m., when officers and the police responded to the area and nabbed a 50-year-old suspect. The investigation confirmed that the man was in possession of a wallet and medication that belonged to someone else. He was arrested and then advised that he had stolen the items from a vehicle on Sandtrap Drive. All the items were returned to the owner. Charges are pending. Rd. to find a male suspect fleeing from her residence. The man was described as 5’8”, medium build, dark hair, wearing a grey jacket with a red stripe. The man fled without stealing anything. Officers and a police dog conducted a search but could not find the suspect.

On May 10, at 2:41 a.m., a 41-year-old woman reported that her 24-year-old son and his friend took her vehicle without consent and that he had no driver’s licence. Investigating officers followed up and discovered that the pair had used the vehicle to transport a stolen ATV. The two suspects then returned to the complainant’s residence with a stolen 2009 Honda Quad. Both males fled when they saw police. The stolen quad was seized and two are facing charges.

Tip-off On May 9, RCMP received a report that two people were going to rob the Save on Gas Bar on Dogwood St. Officers arrived and monitored the station until closing, but the would-be thieves never arrived.

New police board for B.C. A new civilian office will investigate serious misconduct claims against RCMP officers in the province. The new office follows the recommendations of the inquiry into the death of Polish immigrant Robert Dziekanski at Vancouver International Airport in 2007. A special prosecutor announced last week that the four RCMP officers involved in the arrest and Tasering of Dzie-

kanski have been charged with perjury in relation to their testimony at the inquiry. The new police oversight office will work alongside the existing B.C. Police Complaint Commissioner, who investigates complaints about conduct of municipal police officers. He has had inquiries from people as far away as Portugal and Ireland who are interested in building similar facilities. And a tourism company in Germany already has a group that would like to come. “We’re going to end up bringing hundreds, if not thousands, of visitors to Campbell River that wouldn’t normally come here,” said Bauer. “The biggest thing is everybody’s welcome, we’re not going to chase anybody away.”

The resort would be the first of its kind in the province. “This would be the first one, the prototype. We’d be blazing an original trail,” said Bauer. “It’s unique because

it’s using universal design, everything is accessible.” Meaning the resort would be built as barrier free as possible and be a place for “every body,” said Bauer.“Nobody has to stay home. This way, a family can stay together for the summer and enjoy the out-

Twenty-five years ago, while in rehab after a bad car wreck, Dan Bauer overheard a father tell his family to sell their fishing boat after an accident left him a quadriplegic. Upset over the man’s fate, Bauer decided right then and there he would design a place where physical disabilities would not interfere with enjoying the outdoors. “The concept behind the resort is no dad will have to tell their kids they can’t take them fishing, they can do that here,” said Bauer, who lives in Campbell River. He formed the Accessible Wilderness Society along with his wife Judy, and the organization is in the final stages of securing 28 acres of lakefront property at Roberts Lake, about 25 minutes north of the city. It’s there they want to build a resort that will be accessible to everybody so not only able-bodied people can enjoy it, but those with physical disabilities and seniors.

The resort would include a lodge with 16 rooms and a campsite with 14 stalls. The parking spaces would be a little wider than a typical spot and all bedrooms and washroom facilities would be wheelchair accessible. Bauer, who is in a wheelchair himself and a paraplegic since 1985 after suffering a spinal cord injury in a car accident, knows how important this type of facility is. “Often I’ll go to a hotel that’s accessible for me but once I’m there, I think ‘great, now what can I do,’” he said. The Accessible Wild e r n e s s S o c i e t y ’s resor t would have plenty of options, from kayaking to fishing to hiking. Bauer said the hiking trails would be able to accommodate a wheelchair but don’t expect any concrete. “We really want to promote the wilderness so the trail would definitely not be paved but it would be hardpacked and as level as possible, with debris removed,” said Bauer. ICBC should stick to the ‘fine’ print ICBC’s doomed proposal to jack drivers’ insurance rates up whether they have one speeding ticket or multiple was misguided at best. After all, a corporation awash in cash shouldn’t need the extra revenue that would have been generated by raising the rates for one-ticket drivers. Initially, the idea smacked of government interference and money We say: Good grabbing, despite Highways Minister on the minister Shirley Bond’s insistence later that for saying ‘no’ to she knew nothing of the plan. We applaud her effort to force the Crown insurance corp corporation she oversees to reverse its plan to revise its strategy for

rewarding squeaky-clean drivers. Attempting to look at the situation from an insurer’s point of view, who makes it less safe to drive on the roads every day? Is it the habitual amber light runner, the driver that consistently risks the safety of other drivers and vehicle passengers? Sure. The most serious injury crashes take place in intersections. What about the impatient driver who rides the rear end of vehicles in front of them, thinking such a tactic will somehow get them to their destination faster? Most definitely, given ICBC’s own rear-end crash statistics. ICBC issues penalty points for dozens of violations,

all of which have a fine attached to them. The majority are worth either two or three points, with the exception of driving without due care and driving without consideration (see amber light runner above), worth six points each and fines of $368 and $196, respectively. Perusing the fines list alone might scare some people into driving more safely and within the rules. For others, one speeding ticket could convince them to perhaps leave for their destination a little earlier. The bottom line is ICBC shouldn’t need to target low-risk drivers for higher premiums, not when other people’s driving records show a consistent pattern of disobeying the law.

Good point: Water IQ On May 14, I joined 12 other Campbell River residents on Luisa Richardson’s Water Conservation Tour. We travelled from John Hart Lake following the flow that the water from the lakes takes to provide water and power to Campbell River. Along the way we learned the how and why the city is investing in water conservation and what we can do to assure that we keep enjoying abundant and clean drinking water. Despite the city’s efforts and the signs posted around the lake clearly stating no swimming, no boating, no dogs and no dumping, some residents don’t seem to be getting the message. We walked through the forest surrounding John Hart Lake and Roy Meyers of the Simms Creek Stewards showed us a shocking amount of garbage that has been dumped right next to the drinking water supply. Whatever leaches out of these garbage piles drains right down into the lake and makes the task of Jen Brunn and the city water management staff tougher, and the potential cost to water treatment for the community higher. We also toured the Norm Wood sewage treatment plant where Graham Stewart explained how our waste water is treated. He encouraged all of us to be very careful about the amount of grease and oil that we rinse down the sink as this clogs pipes and stresses the waste water purification system. Continued on Page 11

Stick man and the straw man and the HST campaign

By now you’ve probably seen part of the B.C. government’s “stick man” ad campaign to raise awareness of the harmonized sales tax. Stick men, or rather stick persons, sort out conflicting claims about the tax by going to the B.C. government’s website to get an accurate summary of what is and isn’t costing them more. Later versions will no doubt feature stick persons checking their mail for brochures offering arguments for and against the HST, and of course, those all-important mail-in ballots that will arrive in June. This is an urgent pre-requisite to an informed vote. Anyone who listens in to a telephone town hall or phone-in show, or gets reader feedback such as I receive, knows that the basic facts

are still widely misunderstood. So what does the NDP opposition focus on? The ads cost $5 million, grumbles NDP finance critic Bruce Ralston. Add that to town halls and mailers and the referendum funding boils down to $7 million for pro-HST and a mere $250,000 for the FightHST effort. This is a classic “straw man” argument, where one sets up a false premise and then knocks it down. The ads do not advocate, they merely inform. Stikine MLA Doug Donaldson propped up the NDP’s oldest scarecrow, that big “Liberal donor corporations” are the main beneficiaries of the HST. This is a vital point for rural B.C., which depends on resource industries with huge machinery

investments, and he has it exactly wrong. In fact the entire “big business benefits most from HST” narrative is false. Vancouver tax lawyer David Robertson points out that this is one of the “myths and misrepresentations” propagated by Bill Vander Zalm, who has effectively set NDP tax policy since their limping retreat on the carbon tax. In 24 pages, Robertson has written the clearest analysis I’ve seen so far, including a thorough demolition of Vander Zalm’s crude scare campaign known as FightHST, which has singled out banks and large resource companies. Robertson notes that banks are actually worse off.

“…unlike most businesses, banks, financial institutions and insurance companies cannot recover GST/HST they pay on expenses,” he writes. They actually pay more under HST than they did under the old provincial sales tax (PST). As for FightHST’s other specified villains, “large corporations” and “large resource companies,” their machinery and production equipment were long ago exempted from sales tax. No change there. “What the PST legislation did not contain were PST exemptions aimed specifically at small, independent businesses,” Robertson writes. “So construction workers like welders, plumbers, electricians and Continued on Page 11

Therefore the NDP must also “fight” HST. I’ve mentioned before that the NDP-Vander Zalm axis of nonsense wants to deprive the poor of a modest tax shift in their favour, paid for by voluntary purchases of more

The structure dominated the horizon, visible for many kilometres as we approached; it was one of the most magnificent things I have ever seen. first Allied victory of the First World War was truly incredible. We stood there on Canadian soil so far from home and silently thanked the fallen. Once we were in Normandy, we walked along Gold and Juno Beach, where the Allies suffered 120,000 casualties in just a month. Walking in the footsteps of so many soldiers who lost their lives on that very sand was tremendously powerful. The next day, the Canadian Battlefields portion of our trip was over and we were in Paris. We boated the Seine River by night, toured the city by bus, saw as much of the Louvre as possible in two-and-a-half hours, and of course, went up the Eiffel Tower. O u r 1 0 d ay s i n Europe were more amazing than I ever could have imagined. We embraced our red jackets and were proud to be Canadian.

We laughed, cried, learned, and got lost on a train. I will carry those 10 days with me for the rest of my life, and be forever grateful for this experience. We had some help from local organizations and businesses. Thanks to the Noonday Rotary Club and the Campbell River Branch of the Royal Canadian Legion for financial assistance. It’s like a homecoming to revisit places like the Surge Narrows post office.� The tour starts in Campbell River and makes a circuitous route through the islands, including the bird sanctuary at Mitlenatch Island, Desolation Sound Marine Park, Read, Maurelle and Sonora Islands, Bute Inlet and Explore a little known part of the B.C. coast aboard the historic Columbia III to see the many islands and inlets between Desolation Sound and Bute Inlet. Your guides, historian Jeanette Taylor and the crew of Mothership Adventures, will take you into a wild and beautiful seascape with a storied past. The four-day tour, offered by the Museum at Campbell River, runs from the evening of June 3 to the afternoon of June 7. Lace up those runners for the Great Strides walk Cystic fibrosis (CF) is a fatal disease that fills the lungs with fluid; it’s like drowning on the inside. Each week in Canada, one person dies from CF – the most common fatal genetic disease that affects Canadian children and young adults. There is no cure. This May, volunteers from CF Canada, Campbell River Chapter are asking residents to learn more about CF and to help Canadian families affected by this life-altering disease. Sylvanna Denroche must consume a large number of enzymes, over 20 pills each day, to help absorb nutrients from food, and follow a demanding daily routine of physical and inhalation therapy to keep her lungs free of infections. Have a safe weekend in the backcountry Spring has finally arrived – just in time for the long weekend. Whether your family adventure is camping under the stars, fishing in a remote mountain lake or exploring a hidden glacier, there’s never been a better time to find your B.C. backcountry playground. For those looking to get off the beaten path this weekend, B.C. offers more than 1,300 recreation sites and 800 trails to enjoy. Re c r e a t i o n s i t e s provide rustic camping experiences with basic facilities and are generally located in remote areas accessed by gravel roads. Recreation sites and

trails offer a number of activities including hiking, swimming, h o r s e b a ck r i d i n g , mountain biking, dirt biking and fishing. Recreational users are encouraged to respect the environment and practice “notrace” camping. Tips for no-trace camping:

■ Pack-in, pack-out what you bring in to a site should be taken home afterwards. ■ Stay on authorized roads, trails, and designated motoriz ed vehicle areas. ■ Limit your stay to no more than 14 consecutive days. ■ Respect the peace and quiet of others.

Designated quiet times are 11 p.m. to 7 a.m. ■ Keep campfires within the fire rings provided. Extinguish campfires thoroughly before you leave. “I encourage everyone to play safe this weekend,” said Steve Thomson, Minister of Forests, Lands and N a t u r a l Re s o u r c e Operations. “The backcountry is exciting, but it can be dangerous for those that aren’t prepared or fail to follow the regulations. Using native plants, the project creates connectivity to existing riparian forest habitats on Baike

Third time lucky for Marine Harvest Marine Harvest, Campbell River Youth Soccer Association U18 Boys enjoyed a “three peat” last weekend as they claimed their third backto-back Island Cup Championship with a commanding victory over Gorge FC of Victoria. This season the victory was much more emphatic than any other year as the boys won 7-0. The boys put together a commanding performance, a fitting final performance on Island soil for the boys before they head to the Provincial Championships in Penticton in July. Shane Dumanoir

led the way with an MVP perfor mance upfront alongside the ever energetic and tricky Michael Park. The central midfield duo of Zach Hamilton and Wyatt Bryce simply overpowered the Gorge and wide midfield players Nicholas Javervall, Samuel Jepson and Kyle Fawkes were a constant threat on the flanks. Defensively the partnership of Eric Christensson and Neil Pomeroy was solid and full backs Malcolm Maundrell and Justin Gjerde was strong in the tackle. some great success over their youth soccer tenure and this will be their fifth trip to the “Show.” It

would cap quite the era if the team could finish their youth soccer years with a Provincial Gold.
