Dogwood Street, the busiest road in the city with the highest crash rate, may see some improvements, according to the city’s draft Master Transportation Plan. However, going back to the old traffic light system won’t be one of them. The city moved to a split threephase timing system in June 2009 to improve mobility and safety along Dogwood, particularly for cars turning left off Dogwood onto cross streets. Ron Neufeld, city manager of operations, also figures travel times have improved since the light system was tweaked in January. The Master Transportation Plan, which is being updated, does not recommend abandoning the new system. Instead, it suggests the addition of dedicated left-turn lanes at Merecroft Road, Evergreen Road, 2nd, 4th, 7th and 16th avenue intersections in order to minimize the impact of left-turning vehicles. To do so, the city would have to acquire extra property at many intersections in order to keep current lane widths to ensure consis-

tency. Left-turn lanes would fall in line with the city’s priority of improving safety on Dogwood. There has been a slight reduction in accidents on Dogwood since the introduction of the new light system. “Prior to the change in signal timing, there were 65 reported collisions between July 2008 and June 2009, compared to 62 reported collisions July 2009 and June 2010,” according to Urban Systems, which authored the transportation plan. Many of those accidents were the result of vehicles turning left either on or off Dogwood. Continued on Page A3

Dogwood: Continued from A1

Of the 76 collisions at the intersection of Evergreen and Dogwood, 49 per cent were due to a left-hand turns, while 44 per cent of the 86 accidents at 2nd Avenue and Dogwood were the result of a left turning driver, and 37 per cent of the 64 accidents in the intersection of 16th Avenue and Dogwood were left-turn collisions. Dogwood has the highest traffic volume of any city road – with the section between Merecroft Road and 9th Avenue accommodating approximately 13,000 vehicles per day – so it’s not surprising it has more accidents than any other street. Dogwood also has eight of the top 10 collision locations in the city with intersections at Merecroft, Evergreen, 2nd, 4th and 16th all seeing more than eight accidents per year. With safety in mind, the Transportation Plan also recommends accessible pedestrian signals, as well as the installation of countdown timers for users at key intersections. It also suggests altering traffic lights so that transit buses can pre-empt traffic signals, like emergency vehicles, to give them the right-ofway. The plan also examines busy Alder Street. “The lack of intersection controls, particularly between Merecroft and 9th Avenue, has been noted as contributing to the attractiveness of Alder Street as compared to Dogwood Street, which has six traffic signals over this stretch.” The consultants predict there could be significant delays in the future at the intersection of Alder and 2nd Avenue if traffic patterns remain the same and it recommends putting in traffic signals at that location as well as at the intersection of Merecroft and Alder, or possibly roundabouts. It also suggests curb extensions at all major intersections and crosswalks along Alder to shorten pedestrian crossing distances, as well as sidewalks along both sides of the entire street. Finally, it recommends signage at the Dogwood and Alder intersection to encourage the use of Dogwood Street as the primary route to downtown instead of Alder. The plan was drafted in consultation with the public with an aim of shaping transportation investment and programs over the next 25 years. It is expected to be complete by early summer.

Foundation tops $1 million mark Nine area not-for-profit organizations received a total of $22,750 from the Campbell River Community Foundation on Wednesday. The grants were handed out at the Museum at Campbell River and it was a milestone event. The foundation has now provided more than $100,000 in grants – $117,543.33 to be exact. Even better, the foundation’s holdings recently topped $1 million. “We’re really, really excited,” said outgoing chair Judy Shepley. The interest generated from the foundation’s holdings are distributed annually to non-profit organizations. Here are this year’s recipients: Accessible Wilderness Society - $3,000: The society was established to create, develop, and promote barrier-free wilderness experiences for every person to enjoy. Through a series of workshops, Beacon Club members will learn new patterns of thinking that focus their energies towards more positive and present thoughts. Head Injury Support Society - $5,500: Urban renewal in the form of a multi-purpose garden is what the Campbell River

Head Injury Support Society has planned. A commercial building on the corner of Dogwood St. and 9th Ave. is being renovated to become a housing unit, offices and meeting space. On the outside, asphalt and concrete will be removed to create a community garden to be run by the members. Volunteer Centre $1,550: Through a series of fall workshops, the Volunteer Centre will focus on strengthening and growing non-profit agencies. Women’s Centre $2,700: After conducting research on homelessness issues, the centre now wants to move towards action planning.

Souther n Cortes Community Association - $1,500: Their grant will go to hosting a workshop on the island that will provide a basic understanding of the Society Act, common problems with bylaws, provide advice on governance issues and review of re gulatory compliance. Swift Water Flood Rescue Team (Search and Rescue) - $1,500: Search and Rescue will use their grant money to provide 10 members of their team with training or recertification in such techniques. Tidemark Theatre Society - $3,000: To provide tickets to seniors and families living on low incomes. They will receive tick-

B.C. Liberals offer to cut HST rate The B.C. government is promising to cut the harmonized sales tax rate by two percentage points over the next three years, and issue $175 rebate cheques for each child and lower-income senior this year. The program is aimed at persuading voters to keep the HST in a mailin referendum that begins in June. If the

HST survives, the first one per cent rate cut would take effect July 1, 2012. Finance Minister Kevin Falcon said the changes mean the average B.C. family will see an overall tax reduction of $120 a year when the HST rate reaches 10 per cent. The HST currently costs the statistically average household an

additional $350 a year, although there are wide variations among actual households. Falcon acknowledged that some families would continue to pay more until 2014. If a majority of voters opt to keep the HST, current low-income rebates would continue to be paid, and $175 transition cheques would go to parents for

each child under 18, and to some seniors as well. Single seniors earning up to $40,000 a year would get the entire $175, and a partial payment for incomes up to $43,500. Senior couples would receive $175 for a combined income up to $40,000 and a partial payment up to a $50,000 income.

week. “Through the building of this training house, the school district will be able to provide life skills training to special needs students,” said Tom Longridge. “We will teach skills that many take for granted and that are the hallmark of an independent life.” The facility is expected to open in early fall and though the students would not live in the house, or stay over night, groups of 20 to 25 people would spend a few hours a day in the house learning basic life skills such as cleaning, cooking, recycling and even grocery shopping and budgeting. “With an educational assistant they would do g rocery shopping and they would try to emulate what that’s really like, getting them to take a bus, making a list and buying the groceries,” said Diana Camerin, Timberline career facilitator who brought forward the concept of the life skills house. Students would also wash dishes, invite people over for coffee, learn to lock the front door and even figure out how to make a

Canada Road2X14 Safety Week 2011 Welcome to day two of Canada’s National Road Safety Week. Did you also know that we are about half way through the BC Provincial High Risk Driving Campaign? It’s also the Year of Road TYEE CHEV Safety and the Decade of Action for Road Safety. You weren’t? You’re probably not alone. What would be the best way of informing the public and encouraging participation? My guess is that we’ve all seen something about one or the other of these topics in the past week or two, but we are so inundated with information in our lives that it didn’t reach out and grab you like the Australian campaigns would. They’re up front and gory, just like real life. Real life? Well, the major cause of death for young people in our province is being involved in a collision. About 76,000 people will be injured in a crash on BC’s highways this year and about one a day will die. That’s the bloody reality of it all. Our priorities are a bit odd as the two loudest traffic related news stories of late include ICBC wanting to charge drivers more for getting traffic tickets and not being able to have a drink or two before driving home from a restaurant or social function. If you choose to follow the safety rules you won’t have to fear either one. Please, join in! The author is a retired constable with many years of traffic enforcement experience. Play with owners and with other dogs provides your dog not only with an outlet for physical exercise, but also helps to fill your dog's social needs. Insufficient exercise can contribute to problem behaviors including destructiveness (chewing and digging), investigative behavior (garbage raiding), hyperactivity, unruliness, excitability, attention-getting behaviors, and even some forms of barking. It is especially important to ensure that a dog's need for exercise and social interaction have been met prior to leaving the dog alone at home and prior to lengthy crating or confinement sessions. How much exercise and play is appropriate? Selecting an appropriate amount and type of play and exercise will depend on the type of dog. Puppies and adult dogs from breeds that have been bred for their stamina or are "working breeds" often have higher exercise requirements. For purebred dogs, consider their traditional purpose and the normal amount of energy that would be expended in that occupation when deciding the type and amount of play to provide. For example, the retrieving breeds do best with lengthy games of fetch or "Frisbee", while the sledding breeds might prefer pulling carts, or running or jogging with an active owner. Terriers may prefer sniffing and catching "prey", while herding breeds might be suited to focused training and agility. The length and type of play and exercise for your dog will depend on its behavioral requirements and health limitations. While some dogs may still be ready for more after a five-mile jog and a game of fetch, others may be tired

and satisfied after a short walk around the block. The idea is to enrich the quality of life for your dog and yourself, not to create a canine athlete. What type of play should be avoided? Try to avoid games that pit your strength against your puppy or dog. Tugof-war games seem to be an enjoyable diversion for many puppies and dogs and they do help to direct chewing and biting toward an acceptable play object, rather than an owner's hands or clothing. On the other hand, some pets get very excited, overly stimulated and become far too aggressive during tug-of-war games. A general rule of thumb for tug-of-war (or any other game for that matter) is to avoid it, unless you are the one to initiate the game, and can stop it as soon as the need arises. Don't allow your puppy to demand or initiate tug games since this could escalate to pulling on your or your clothing or stealing towels or clothing items to try and get you to play. You should always schedule and initiate these games. Teaching the dog to "drop" on command before beginning the tug games can help to ensure that you remain in control of object play sessions such as fetch and tug-of-war. Tug toys may be made of rope, nylon, or fleece. Once you have good control of the game you can schedule regular tug games as a play exercises. However, this is not a good game for children or for family members who do not have the necessary level of control. If teeth come in contact with hands, if aggression escalates beyond play, or the dog is unwilling to give up the tug toy, the game must end immediately. Although games like chase are good exercise, they can often result in wild

Similarly games of fetch can be both a great game and learning experience, but only if your dog learns to bring back and drop the toy so that the game can continue. Again, a good rule of thumb is to only play these games if you are the one to initiate the game, and are capable of stopping the game immediately should it get out of control. If you find that your dog gets too excited, begins to nip or won't settle down while playing certain games, then you should first practice your sit, down and go to your mat training exercises. You can then use these exercises to settle the dog during or at the end of each. How can I keep my dog occupied when I am away? When you are out, or you are busy at home with other activities and responsibilities, it would be ideal for your dog to be relaxed and sleeping, but this will not always be the case. Try to follow a regular daily routine that includes walks, exercise, play time, feeding times, as well as some time that your dog spends on its own (e.g. playing with its own toys or napping in its bed). Object play and feeding toys can be used to help keep your dog occupied and stimulated at these times as well as to provide an outlet for chewing and play. If your dog does not receive sufficient stimulation to meet its physical and mental needs, he may choose to engage in other behaviors that may be undesirable to the owners. Exploring the environment, stealing food items, raiding garbage cans, chewing or digging, and attention seeking behaviors are just a few of the ways that dogs will find to keep themselves occupied. When you are confident that you have provided your dog with sufficient play and interactive exercise, and you must leave your dog alone, provide sufficient toys and distractions to keep your dog occupied and confine your pet to a safe, dog-proofed area. Pets might be kept occupied and stimulated when you are not available to supervise with chew toys, many of which can aid dental health. These products might either be edible such as rawhide, dental treats, or inedible toys made from rubber, rope or nylon. There are also a wide variety of manipulation toys that can be stuffed with food or treats. Some release food during chewing; some dispense food when rolled along the floor; others can be stuffed or coated with dog food, cheese, liver, or peanut butter. Some dogs enjoy watching pet videos and some do best when housed with another dog for play and companionship, although this can result in rowdy activity in your absence. It may also help to keep the dog away from windows where the dog might engage in territorial displays as people and cars pass by the house. Dogs should not be left outside while you are not home. Not only is your dog subjected to the elements (heat, cold, rain, snow) but there is also a risk that your dog could escape and be lost or injured. In addition they may engage in inappropriate barking and territorial behaviors that have the potential to develop into problem behavior without the benefit of owner direction and control.

This one day will help up to 30,000 children get off the sidelines and into the game this summer. Renowned B.C. artists will gather at Painter’s

From May 27-29, more than 30 of B.C.’s most renowned artists will gather at Painter’s Lodge near Campbell River to mark the 17th annual Painters at Painter’s event. Raymond Chow, Robert Genn, Ted Harrison, Keith Hiscock, Kiff Holland, Alyn Wylie and Chief Tony Hunt are some of the artists-in-residence this weekend during the annual Painters at Painter’s. Throughout the weekend, visitors will interact with artists as they host demonstrations, participate in panel discussions and create works at the resort. “Throughout the years, some of B.C.’s most prominent artists have joined us at Painters at Painter’s, creating a brain trust of art and creativity unparalleled in Canadian art today,” says Christine Fleming, general manager of Painter’s Lodge. “One of the largest artist gatherings to take place nationally each year, it’s an incredible opportunity for art enthusiasts to celebrate and learn from some of B.C.’s best, in one of the province’s most beautiful settings.” More than 90 pieces of original art from the 33 artists will be displayed in a unique collection over the weekend. In addition, permanent exhibits at Painter’s feature prints and giclées of the artists’ original work in many of the guestrooms. Various visitor packages are available, including Saturday and Sunday day passes, walk-in passes and a weekend package. Help support Child Run Seven years ago, Campbell River’s Mark Anthony Roberts was diagnosed with nonhodgkins lymphoma cancer when he was just four-and-a-half years old and received treatments for threeand-a-half gruelling years. Now healthy, Roberts

runs to support the people who helped save his life. Since 2006, he has taken part in the Child Run in Vancouver which raises money for the oncology department at B.C. Children’s Hospital to help children suffering from cancer.

This year, a piece of the Child Run will be coming to Campbell River. “He would like to represent our town which has been there for all the children who have been or still are doing treatments. We always receive g reat support from everyone in Campbell River,” says

Treating alcoholism as a disease There’s a joke about an alcoholic who read about the evils of drinking. It affected him so much he gave up reading. pays for doctors to take extra time to root out the reasons behind someone’s problem drinking before their condition worsens. The hope is that doing so will lessen the billions of dollars that alcohol currently costs B.C.’s health care system. However, there are also benefits to be had from booze, not the least of which is the billions in revenue generated by liquor sales. And with evidence suggesting our smartest people are drawn to drink, there is little prospect of trying to regulate how much people consume. Alcohol is woven into the fabric of our society, but that doesn’t mean there aren’t ways to ease its harm.

What we need to do, as individuals and through our governments, is make sure the culture of drinking and how it’s shared between generations is brought out from the shadows. British Columbia’s decision to effectively side with those who want alcoholism listed as a disease is a good start. By recognizing that there are no simple solutions for the bigger problem – but that there are remedies on an individual scale – we can begin to address the burden that excessive and inappropriate drinking places on all our lives. – Victoria News/Black Press

Good point: Highway In case you missed it in the paper, our illustrious city councillors must have run out of important things to do. They are proposing that the highway adjacent to the shoreline get a new name. They are even asking for name suggestions and will give out prizes. In a recent edition of the Mirror, an online poll shows that 75 per cent of respondents are NOT in favour of a name change. Can you imagine all the ramifications of an address change? All your personal cheques, notifying everybody you know, subscriptions, health care facilities, entities that send out regular billing, like Hydro, Telus, Shaw…the list goes on. And, of course, there will be some that you forget, and next thing you know, you will be charged for late payments, or you will miss receiving something that could be very important to you personally. And that is just us poor folks living here. Imagine the costs to all the businesses along the highway? Elections Canada already have problems with our address. For some unknown reason, most of the people living on the highway are on the voters list twice, once on Highway 19A, and once on South Island Hwy. Does this mean we might be on there three times if the road name change is approved? How many received two copies of the census? I love this job not just because of what I do, but because of the people I meet. Most teach me new things, make me understand the world and our community a little better, and offer wisdom which I hope to carry with me until my time is up. Two men I knew through my work died last Friday and I will miss them both. One of my first memories of Russell Kwakseestahla was at the grand opening of the new Museum of Campbell River, back in the 1994. It was wonderful occasion and the place was packed with dignitaries and the local who’s who. Everyone was seated, when Russell walked in, dressed in all the regalia bestowed on him as a hereditary First Nations Chief.

I was impressed, but his arrival was met by an audible groan from several others. Unbeknownst to me at the time was that Russell had a history of “disrupting” various events, followed by historical-themed filibusters that would put a long-winded politician to shame. While some simply dismissed Russell as “trouble,” I tried to listen closely while he spoke. While he did have a tendency to speak in riddles, he usually had a good point – a different point of view – which was valid. I admired Russell for speaking his mind, for standing up for what he thought was right, and trying to make life better for aboriginal people. He also had a terrific sense of humour. A couple of years ago I saw him at the hospital where he was

recuperating following surgery. He smiled as he told me of all the chiefs who had visited the previous night to pay their last respects. “Fooled them!” he laughed. Jim Dubois was a very different man than Russell Kwakseestahla. At first I only knew him through the wonderful wildlife photographs he provided to Christine Scott to illustrate her Island Wild column. He later told me of how he would spend hours and hours by Oyster Bay – often in freezing, wet weather – trying to capture a bird at the perfect time and in the perfect light. Sometimes those vigils would come up with nothing, in spite of him shooting hundreds of images. But his diligence was often rewarded with stunning images.

I got to know Jim a little better over the years and how he survived a lung transplant operation. During a recent interview – on him making homes for Mason bees – he hinted that his time here was short. He knew it, but the rest of us hoped it wasn’t so. I was even counting on him visiting our new home. Despite the fact Jim didn’t have much money, he was extremely generous. When he learned I was helping to organize a fundraiser for a young man battling cancer, he donated a framed print of a blue heron. I liked it so much I bid high and “won” it. My wife and I hung the gorgeous print and awaited his visit. But last Friday Jim’s lungs finally gave out. He’s not coming now, but a little bit of his spirit will always be with me.

If on retirement you are resident in Canada you will find you will be discriminated against by having your pension frozen at the amount of your first payment. ICBC gives a break to golf carts Golf course owners will no longer be required to register, license or insure their golf carts and utility vehicles through ICBC to operate in parking lots or cross public roads. Merely driving a cart across a road from one side of the golf course to the other required insurance and a licence plate. An amendment to the Motor Vehicle Act means that golf carts owned

by golf courses will be exempt from those requirements for use in golf course parking lots, driveways and crossing roads. Exemptions will also be made to a range of industrial utility vehicles for use in parking lots and driveways, and for certain incidental highway use. Scissor lifts and powered wheel barrows will be defined as “mobile equipment” and will also be exempted.

Riders wanted for the Big Bike It takes a big heart to ride a big bike, and this month dozens of residents from Campbell River showed they have just that as they raise funds for leading heart and stroke research, by participating in the Heart and Stroke Big Bike Campaign. Last year, more than 40,000 riders, in more than 200 communities, helped to raise more than $7 million for research. This year’s goal is to raise $1.6 million in B.C. The Big Bike seats are filling up quickly on the bicycle built for 30. “Last year, Campbell

River residents raised $18,000. This year we are hoping to increase that goal to $20,000,” says Stephanie Crabtree, special events co-ordinator for the foundation. Money raised will help support community prog rams such as the Sip Smart Program, Vancouver Island’s Stroke Rapid Assessment Research, and help certify local teachers as HeartSmart Instructors. Jesse Young is still in high school but he’s getting a college-level education. Young, a Grade 12 student at Carihi, is one of 21 students from Timberline and Carihi secondary schools studying residential carpentry through a joint program offered by School District 72 and North Island College. “I could build my own house,” says Young, because of the skills he has gained. Amazingly, he had no prior experience going into the course but now he could not only build a house but also plan and design it.

“I’ve learned everything from how to hammer a nail, surveying, stair calculations, just everything,” he says. “The course really covers the whole building process, including laying a foundation.” The dual credit, AceIt Carpentry course, has existed for four years and allows students in Grades 11 and 12 to take Level One Technical Training for one semester each year at Carihi, free of cost. That’s followed up with a 10-week program at North Island College the summer after Grade 12. By the time the students have graduated from high school, they have already completed one-quarter of

The program is supported by Seymour Pacific Developments, a local construction company operated by Kris Mailman, which provides free lumber and other construction materials as well as safety training and relevant, practical work experience. The supplies are used to construct a series of small houses, which can be easily taken down and the materials re-used. Right now, the class is working on three small ranchers from plans they drafted themselves. Lontayao says by the end of the course the students will be ready and trained for any builder who wants qualified and well-trained apprentices.

Inclusion wins WOW honour The Campbell River band Inclusion has won at Community Living BC WOW 2011 Recognition Award. Community Living is a provincial agency which offers support and services to adults with developmental disabilities and their families. WOW stands for “Widening our World” and the award honours contributions made towards ensuring community inclusion for individuals with developmental disabilities. Inclusion was presented their award in Parksville on May 5, where they were also invited to play. A video of the band will be featured soon on www. wowclbc.ca Inclusion is a group of musicians, who have been playing together for six years. What makes this group unique is that three of its musicians have developmental disabilities. The band members

include Justin Fong (Q-chord), Andrew Wilkes (keyboard), Dwayne Bryant (percussion), John Hollywood (guitar), Kim Thyne (vocals) and Gail McIntosh (vocals). Ed Leo helps with the band’s equipment. The band members met through their affiliation with the Campbell River and District Association for Community Living. They began to meet, after hours, and developed a re per toire that has made them a familiar voice in the Campbell River music scene. The group released their first CD in 2008 and is planning another CD in the near future. Inclusion will be playing at the MCC World Relief Fair in Black Creek on on Saturday at 11 a.m., and will be hosting an evening of entertainment at the Campbell River Community Centre on June 4, from 7-9 p.m.

items such as deck furniture, play houses or planters. The building starts Saturday, June 4 and finishes up on June 5. Projects remain on public display at Robert Ostler Park for a week and will be sold by live auction – prices starting from $1,000 – on June 1. encouraged to add improvements such as windows to personalize and enhance the value of their shed. Evelyn was born in Sudbury, Ontario, and enjoyed a long career as secretary with Falconbridge Metallurgical Laboratories, in Thornhill. Mom moved to Banff, Alberta in 1985 and then to Vancouver Island to be with her family. We would like to thank the staff at the Campbell River Hospital for their compassionate care during this difficult time. No service by request. It is with heavy hearts that the family of Randy Malbon announce his sudden passing on May 14, 2011 at the age of 32. Randy was predeceased by his grandparents Ed and Daisy Williams, Clyde and Jean Malbon, and his older brother Lawrence. Randy graduated from Carihi in 1998. After working for several years at Funtasia and in the mechanical ¿eld, he received his certi¿cation as an Aircraft Structures Technician from N.I.C in 2008. He then worked for Sealand Aviation and most recently Mount Washington. Randy's passions included building and repairing aircraft, computer technology, and sustainable energy, especially wind and solar power. He will be greatly remembered by his family and large circle of friends for his warmth, gentleness and giving spirit. A memorial service will be held on Saturday, May 28, 2011 at 2:30 p.m. at the Kingdom Hall of Jehovah's Witnesses, 1935 Evergreen Road. Refreshments will follow the service. March 11, 1947 - May 11, 2011 Glen Westover passed away peacefully at home with his loving family at his side on May 11, 2011 after a courageous battle with cancer. He leaves behind his loving wife of 46 years Dale, daughters Dawne (Clint), Rhonda (Steve) and Candace, grandchildren Alysha, Cody, Cory, Milan, Kyle, Danielle and Colton, brother Charles (Chuck) Westover, and sisters Beverly (Dickie) Cairns and Lois (Penny) Porter. The family wishes to thank the amazing nurses at Campbell River Home Care, Dr. Prinsloo, Dr. Friderichs and Dr. Latham for their support with Glen’s care so he was able to stay at home with his family. The Kwakseestahla/Quocksister family lost a cherished father, son, brother and uncle on May 20, 2011 in Vancouver, B.C. when Chief Russell Kwakseestahla succumbed to many health challenges after a long and valiant struggle. “Russell” was born on August 14, 1951 in Campbell River, B.C., to Hereditary Chief/Captain George and Elizabeth (Glendale) Quocksister, of the Laichkwiltach Nation, Ahwahoo Tribe. He lived in Campbell River most of his life. He was a logger and commercial fisherman, but was widely known because of his passion for political activism regarding First Nations’ issues and his extensive cultural knowledge. The Union of B.C. Indian Chiefs ‘tweeted’ that Russell’s, “...strong passion for title & rights is legendary.” We take comfort in knowing Russell joins his mother Elizabeth; grandparents Chief John and Susan (Assu) Quocksister, George Glendale and Katherine (Henderson) Ferry/Adams; niece Angela Wilson; sister-in-law Audrey Quocksister and brothers-in-law John Bear, Richard White, Donald White, Charles (Derek) Wilson and Bruce Serhan. Thanking the Creator for having had Russell in their lives is his son Capt. Negeh Kwakseestahla (his mother Deborah), father Captain George (Candy-Lea) Quocksister, brothers George Quocksister Jr., Rock Quocksister and Ritchie Quocksister, sisters Carol Bear, Maria White, Ida (James) Johnny, Lizabeth Wilson, Louella Serhan and Alana (Greg) Anderson. His numerous nephews and nieces, hundreds of cousins, extended family and friends will forever preserve their memories of this charismatic elder statesman. MENTAL HEALTH & Addiction Opportunities Kwakiutl District Council Location: Campbell River The Kwakiutl District Council (“KDC”) is a not-for-profit society whose clients consist of 10 First Nations located primarily in the northeast region of Vancouver Island representing an on-reserve population of approximately 2500 living in remote, rural and urban environments. The KDC provides government funded programs and services with an annual budget of +/- $2.5 million and 40+ staff. Therapist One (1) Year Term Position, 4 days per week Reporting to the Mental Health & Addictions Program Manager, the Therapist is a professionally-accredited position. The role of the Therapist is to provide counselling to individuals, families and youth, across all KDC Health sites. The position applies knowledge and experience in providing therapy for a range of individual and family situations. The incumbent operates at a high level of analytical, information processing and human interaction. The duties of this position include providing counselling services to an active caseload of individuals, youth and families, coordinating therapy with other service providers and participating as part of the KDC Health team to create and follow through on care plans for children and families. Qualifications: - Masters level degree in an allied health discipline including supervised practicum from an approved post-secondary institution. - Registered member in good standing with the BC Association of Clinical Counsellors or the BC College of Psychologists. - Minimum of eight (8) years as a Therapist with a minimum of one (1) year in a community setting. Familiarity with Clinical supervision and generally accepted practices required. Critical Response Coordinator One (1) Year Term Position, Full time Reporting to the MHA Manager, this position acts as the Critical Response Coordinator for all sites and Community Wellness Worker for the Quinsam/Cape Mudge sites. As the Critical Response Coordinator, the position 1) spearheads design and implementation of Critical Response programs and specifically the suicide prevention program in all KDC Health Sites including start up procemandates, policies, dures and protocols; 2) delivers suicide prevention workshops etc. using methods that capture community engagement - especially youth and; 3) carries cell phone during working hours, to provide immediate crisis intervention counseling and coordination of support services for co-workers who are dealing with critical incidences and suicide attempts on the front line. In the Community Wellness Worker (CWW) role, the incumbent 1) works under clinical supervision of the MHA Manager to coordinate client-focused treatment/rehabilitation plans (advocacy, education & referrals); 2) develops and delivers addictions & mental health awareness activities (e.g. group sessions, support sessions, psycho-educational sessions). Qualifications: - Bachelor’s degree from a recognized institution humanities, psychology or related discipline. Level C First Aid and Current CPR certification. - Two (2) years’ directly-related experience in critical response coordination, knowledge of suicide prevention programs and processes, knowledge of suicide and critical incidences, the ability to organize community groups/programs, and knowledge of mental health resources. Both positions must have the ability to work flexible hours including evenings and weekends as required. In addition both required: - Possession of a valid B.C. driver’s license and reliable vehicle. Vulnerable criminal records check and driver’s abstract. Ability to travel to northern island locations and stay overnight as needed. - Salaries as per KDC Pay Equity Program. - Previous experience working in a First Nations Community is preferred.
