This week... Good news this week that South Australia has opened its borders to ACT residents who won’t have to quarantine for 14 days if they fly in (details on page 8). The wise move offers Canberrans with itchy feet some welcome relief and more options to satisfy their wanderlust. As a former Adelaide resident (200507), I can confirm the local saying “SA heaps good” rings true – think Glenelg, the Barossa, Clare Valley, Coorong, Adelaide Hills and more. There’s also plenty to see and do closer to home in Wagga Wagga, as I discovered last week when the lovely Visit Wagga team invited me to stay a few days and look around. The road trip was a pleasant, under-three-hour journey, taking us through verdant, rolling countryside. It’s a vibrant, cosmopolitan city with a population circa 66,000 on the Murrumbidgee, yet still has a lovely country town feel and a traditional main street a mile long. The South Australian Government announced this week that as from midnight on 15 September, ACT residents flying into the state will not be required to quarantine.

SA opens border to Canberrans Cries to uncouple the ACT from NSW have been heard by South Australia this week, as the state welcomes Canberra residents to enter without the 14-day quarantine period from midnight Tuesday 15 September. ACT residents travelling by air will be permitted to travel into South Australia without the mandatory quarantine period established in March. ACT Labor leader Andrew Barr commended SA Premier Steven Marshall on Tuesday’s announcement, hoping it would get

the ball rolling to ease restrictions imposed by other Australian states. “ACT has been prepared for these travel bubbles for some time now and I thank and congratulate SA for being the first to make a move on this,” Mr Barr said. “I suspect that some of the other states will watch this closely, be encouraged by South Australia’s move and be encouraged by the ACT’s pandemic management to date. “This is important to get the ball rolling on more of these arrangements.”

The announcement states that NSW residents would still be required to self-isolate when entering South Australia until further notice. South Australian Police Commissioner Grant Stevens made the announcement during a press conference on Tuesday, following advice from the state’s Chief Health Executive Officer. “They will still be required to fill in the pre-approval online as with all other safe community transmission zones, and people will have to declare that they have not been outside of the safe community transmission zone for 14 days prior to travelling to South Australia,” he said. “You can only come to SA via air because by car you would have to travel through NSW so the 14-day quarantine will apply.” Commissioner Stevens also added that those who are caught breaching these restrictions or lying on pre-approvals will be subject to a fine of up to $1,060 or a criminal prosecution. Canberra Airport welcomed the announcement on Tuesday as head

of aviation Michael Thomson said it had come at a good time ahead of the next ACT school holidays. “We welcome the news that SA will open its borders to the ACT. This is a sensible and controlled first step to the reopening of our borders and the restart of aviation in general,” he said. “We currently have three direct services to Adelaide - on Monday, Thursday and Friday. “This is welcomed news ahead of the October school holidays. Canberrans need a break, and the Adelaide Hills sounds good to me right now.” Mr Barr said his office would be working closely with Canberra Airport to establish an increase in flights between Canberra and Adelaide. “This will mean there will be quite a lot of demand for new flights between Canberra and Adelaide,” he said. “I will be on the phone to Stephen Byron momentarily to look at what we can do to accelerate the commencement of flights.” - Danielle Meddemmen

Deakin or Tuggeranong? Hydrotherapy pool promised for southside Both the Canberra Liberals and ACT Labor have promised a hydrotherapy pool for residents in Canberra’s south, if elected next month. The Canberra Liberals announced their plan on Monday 14 September and have said they will commit $5 million for a pool at a wellness centre due to be built in Deakin, in partnership with the John James Foundation and MS Australia. The Liberals say there is a “great need” for the service in Canberra’s south, ever since the closure of the Canberra Hospital hydrotherapy pool earlier this year. Liberals candidate for Murrumbidgee, Giulia Jones, said hydrotherapy is “exactly the kind of early prevention health service that we need more of”. “People suffering chronic 8

arthritis, muscular or skeletal pain or recovering from injury have been left in the lurch with few alternative solutions since the Canberra Hospital pool closed,” she said. ACT Labor announced their policy on Tuesday 15 September and said they would build a hydrotherapy pool in Tuggeranong if re-elected in October. While Lakeside Leisure Centre in Tuggeranong is the preferred location for the new pool, Labor has said it would also look at Erindale Pool as an option. “The construction of a public hydrotherapy pool on the southside of Canberra will complement public hydrotherapy sessions currently run at the University of Canberra Hospital,” said Labor’s health spokesperson Rachel Stephen-Smith. “We recognise the importance

of accessible healthcare, and of hydrotherapy as an ongoing therapeutic activity for many people with chronic illness to maintain their mobility, manage their pain and gain important mental health benefits,” she said. The issue of a public hydrotherapy pool for the residents of Canberra’s south has long been an issue, with the Canberra Liberals tabling a petition last year that called on the Government to keep the Canberra Hospital pool open until a new hydrotherapy pool was built. The Canberra Hospital pool was closed in February this year. Arthritis ACT, which offered hydrotherapy services from the Canberra Hospital, has been providing services at Aqua Harmony in Kambah since March, after the ACT Government

Fourteen impaired drivers caught in one night

A total of 802 drug or drink driving offences were recorded in the ACT from April to August 2019 compared to 776 in the same period this year.

Earlier this month, nine drug drivers and five drunk drivers were caught and taken off the road in one night, despite overall drink and drug driving charges remaining steady in 2020 yearon-year. Six of the drivers caught driving drunk or under the influence of drugs on the night of Thursday 3 September were doing so either unlicensed or on a suspended licence. “It’s incredibly frustrating to see people continuing to take such reckless risks on the road,” said ACT Policing Officer in Charge of Road Policing, Detective Inspector Marcus Boorman. “Driving under the influence of alcohol or any other substance is dangerous. It can cause death or injury, and we will continue to detect and put before the courts those who choose to drink drive or drug drive.” Despite this one remarkably busy night for local police officers, data from ACT Policing shows there has been no noticeable increase in impaired driving in the ACT during the COVID period. Drink and drug driving offences have remained mostly flat throughout COVID when compared to the same period last year. The number of drink driving

charges issued in the ACT from April to August 2019 totalled 436, while for the same time period this year there have been 378 arrests, which equates to a 13% drop. However, drug driving charges are up 9% year-on-year, from 366 in April to August 2019 to 398 over the same time frame in 2020. There was a total of 802 drug or drink driving offences from April to August in 2019 compared to 776 from April to August in 2020, a 3% drop overall. Detective Inspector Boorman said ACT Policing use a targeted, intelligence-led approach to deter, detect and remove impaired drivers from our roads. “This approach has continued during the response to COVID-19,” he said. “The public should continue to expect that roadside alcohol or drug testing can happen anywhere, any time, on any road by police in marked and unmarked police vehicles.” This comes after numerous reports from ACT Policing of an abnormally high number of speed-related offences committed on Canberra’s roads throughout the pandemic. ACT Policing issued 601 infringements for speed-related offences on Canberra’s roads in July 2020 alone. “There were plenty of motorists treating the road as their personal speedway, and on average, every 74 minutes in July someone was detected speeding by police in Canberra,” Detective Inspector Boorman said at the start of August. “If the current trend continues, we will surpass the number of infringements issued for the whole of 2019 in the next few weeks.” - Denholm Samaras

The popular tourist attraction at Sutton launched the first of five digital videos featuring tours, time-lapse photography and drone footage, after deciding not to open to the public this season due to COVID restrictions. Marketing and administration manager, Molly Rhodin, said it was a package to be enjoyed by people in the Canberra region and around Australia or the world. “In all honesty, it’s only $20 for a digital season pass so you can sit and have a cup of tea or a glass of wine and enjoy it,” she said. “It’s such easy access they can watch over and over. You are a button press away from watching

It’s perfect and beautiful.” The family-owned and run venue decided to go digital after being told only 20 people would be permitted at the venue at any one time due to COVID-19 restrictions. A Facebook post asking their followers if they would engage with a digital experience then received over 900 comments of support. The Gardens have teamed up with local Canberra business, Sanguineti Media, to deliver a fivepart digital experience to guests. “I think it’s a great opportunity for Canberrans to support a local media company and tourist attraction and enjoy the best of spring,” Ms Rhodin said. “There is beauty out there in the community and we need to take a second to slow down and

‘Most businesses’ comply ACT Policing have forced the closure of a basement bar in Civic and fined two restaurants for COVID-19 non-compliance, whilst praising “most businesses” for their adherence to the rules, in a week that saw an announcement of further easing of restrictions. Subject to a successful COVID Safe Check Point assessment by the Chief Health Officer today (Thursday 17 September), the ACT will ease to level 3.1 restrictions from Friday 18 September, meaning small venues can increase their capacity to 25 people. ACT Policing, Access Canberra and ACT Health have collaborated to conduct COVID-19 compliance patrols and ACT Policing have also conducted 774 quarantine checks, bringing the total number of checks to more than 11,000 to date. The closure of the Civic bar adds to six criminal infringements (three business and three individuals), 15 cautions and one arrest for breaches of COVID-19 Public Health Directions. Inspector Rachel Hutka

from ACT Policing’s COVID-19 Taskforce said most businesses were keen to work with authorities to do the right thing. “We have generally found businesses keen to cooperate with us if there are any concerns regarding compliance with health directions,” Inspector Hutka said. “Businesses want to keep their staff and customers safe, and the best way to guarantee that is by working with authorities.” Inspector Hutka encouraged businesses and patrons to use the Check In CBR app. “The new app will make it easier for businesses to meet contact tracing obligations under the Public Health Directions, which benefits everyone,” she said. “It is also important to continue the collection of contact details of visitors and patrons to ensure we are in a particularly strong position to contact trace if need be. “Customers and groups in smaller venues will still need to physically distance from each other wherever possible, practise good hand and respiratory hygiene and stay home if unwell.”

news CWB launch awards Last week’s launch of the 2020 Canberra Women in Business (CWB) Awards brought together a room full of laughter, glamorous work suits and individual reflections of ambition and survival, in a year like no other. The awards’ major sponsor Rubik3 chief operating officer Nadia Pessarossi launched the awards by urging women to fight their instinct to be humble and instead put themselves forward. “From bushfires to COVID, working from home and teaching from home, we’ll look back at all the things we’ve done and think, how did I manage that?” Ms Pessarossi said. 2019 Businesswoman of the Year, Christine Marr, CEO of payroll service Bookssorted, said the award increased her personal confidence.

Canberrans to have say on fossil emblem The ACT already has floral, faunal and mammal emblems – and now all Canberrans are being invited to have their say about the first ever ACT fossil emblem. Joining the party along with WA, SA and NSW, the ACT will be the fourth jurisdiction nationally to boast its own fossil emblem. The collaboration between Geological Society of Australia, the Australian Marine Sciences Association, Geoscience Australia, and the ACT Government is asking residents to place their vote on one of five finalists. Geoscience Australia Chief Scientist Dr Steve Hill said putting the ACT fossil emblem to a public vote would instil a sense pride and curiosity in Canberra citizens. “It creates a connection to our place, and it celebrates that. It says ‘hey, we are not just living on the surface of the Canberra district; we are developing an intimate understanding of it’,” he said. “The main reason we put it out to Canberrans is they did a similar thing in South Australia and got a huge response. “It awakened the inner beast in everyone who hadn’t thought about fossils in this way.”

A group of geoscientists, palaeontologists, and science communicators chose the five fossil finalists up for vote, each coming with an artist’s impression of the emblem. Each finalist is based on a fossil around 430 million years old, and all have a running theme of marine invertebrates. Dr Hill said voting had already begun and was receiving a good response. “Voting is open until 13 October and that corresponds with Earth Science Week (11-17 October). We opened it as early as we did so we didn’t rush it through and people had time to have a look and pick their favourite,” he said. “It opened on Monday (7 September) and we checked it on Tuesday morning to see we had about 100 votes already. We are expecting it to keep ramping up.” Everyone in the ACT is invited to take part in the online vote, with the winning emblem set to be announced on 15 October. Child care centre embraces Floriade: Reimagined

When the organisers of Floriade: Reimagined put the call out in May for community groups to apply to plant their own gardens of flowers, Woden Valley Child Care Centre nature pedagogist Gabby Millgate knew her team of little gardeners would be more than up to the task. “The selection criteria said you needed to have experience planting to a timetable,” she said. “I sent them the video of the children planting and looking after and harvesting our corn crop in summer to show that the children were really capable.” Other criteria stated the garden needed to be near a public place, which the Centre ticked off given it is located beside Canberra Hospital. “We thought it would bring the people visiting Canberra Hospital a lot of joy … It might just bring a smile to their face seeing the children out working on the garden or waking the flowers up because it’s springtime,” she said. “Those little moments of beauty and joy are a really nice way to connect with the community.” Once the 200 bulbs and 400 seedlings arrived, “Ms Gabby” as she’s known by the children, scheduled time with every age group at the centre to ensure they could all play their part in the planting process. “We’ve since just been visiting the garden and watering it and then on 1 September at the start of spring we did a little ‘wake up flowers, it’s springtime!’. “(The children) were giving the garden their well wishes and instructions that it was time to start blooming and it worked! So there’s a method nobody talked about on Better Homes and Gardens,” Ms Millgate smiled. The flowerbed outside the front gate of the centre is just one of the many ways the children at the Centre engage with nature. Since joining the Woden Valley

Childcare Centre in 2017, Ms Millgate has utilised the Centre’s outdoor spaces by planting and nurturing an abundance of flowers, plants and crops, plus introducing a few animals. Seasonal flowers welcome everyone on approach with false sarsaparilla currently in bloom, succulents, pansies and pink native daisies lining the path to the front door. The Narragunnawali garden – Ngunnawal for alive, wellbeing, coming together and peace - is home to mum-to-be duck Muriel, Daddy Duck, Lord Cluckingham the rooster and a few hens known as ‘the Bronwyns’. The top yard is where summer crops of corn and cosmos flowers, beans, peas and Jerusalem artichokes are grown. “I knew I was inheriting a fantastic space that had been created by my predecessor,” Ms Millgate said. “I suppose I filled those structures that he created with the living plants … It’s been learning on the go and learning about how capable children are.” If the children at the Centre so wish, they can be involved in composting and preparing garden beds, helping to look after the animals, or tending to the plants. “There’s a ritual that goes along with responsibility and children want to show you they are capable of doing something that benefits the land, the animals and each other,” Ms Millgate said. “As adults, we control children’s access to nature, and I’m sure there’s learning that’s occurring that I’m not even aware of yet. “That is what’s exciting about this job. I’m constantly thrilled and amazed at how children’s interaction with nature builds their confidence and I suppose it makes me feel good about the future of the environment.” - Denholm Samaras

news September is National Desexing Month and RSPCA ACT is reminding all pet owners about the importance of desexing their pets. RSPCA ACT CEO Michelle Robertson said that desexing plays a crucial part in managing unwanted litters and could reduce numbers of unwanted animals that end up at local RSPCA’s and other rescue groups around the country every year. In the 2018-19 financial year, RSPCA shelters across Australia took in nearly 125,000 animals. “Desexing can play a crucial part in managing unwanted litters, which is a global problem,” Ms Robertson said, describing the rates of desexing across the ACT as a “mixed bag”. “There’s a lot of people who do the right thing,” she said.

“On average, more than half the animals that come into the shelter still aren’t desexed, so there’s a large number of people who still aren’t doing it.” Desexing decreases the risks of various health and behavioural problems for domesticated animals. Alongside reducing risks for diseases such as mammary and testicular cancer as well as uterine infections, desexing can also help decrease fighting in male cats, and with it, their exposure to blood and saliva borne diseases such as Feline AIDS (FIV). a much larger than average number of kittens handed in for rehoming. That was met by a “massive spike” in adoption uptake in March-April this year as COVID restrictions came into effect. “It was about three times on average what we adopt out per week for a few months there … that’s since levelled and what we’ve seen since year-on-year is a drop in adoption rates and animals coming in,” Ms Robertson said. - Denholm Samaras

ACT Labor commits to older Canberrans ACT Labor has released plans to establish a refurbished $13.6 million medical ward for older Canberrans within Calvary Hospital if re-elected next month. The Centre for Excellence in Caring for Older People at Calvary Hospital is set to expand inpatient capacity in addition to outreach programs. ACT Labor health spokesperson Rachel Stephen-Smith said COVID-19 had shown the need for adequate strategies and infrastructure for older Australians. “While the ACT Government has no direct oversight over aged care, we can do more to ensure our public health facilities are better prepared for older Canberrans when they need support from our health system,” she said. Ms Stephen-Smith also detailed ACT Labor’s plan to establish a respite hub in palliative care. 18

125g unsalted butter, softened, plus extra for brushing

Zest of 1/2 lemon

1 tsp sugar

315g apricot jam

1 egg

1 egg yolk, for glazing

250g plain flour

Preheat the oven to 180°C. In a bowl cream the butter and sugar until light and fluffy using an electric mixer. Crack in the egg and continue beating. Mixing with a wooden spoon, add the lemon zest, 1 tablespoon water and the flour a little at a time until a dough forms. Place on a floured surface and knead gently until it is smooth – don’t overknead it as it will become tough. Allow to rest for half an hour. Brush a 28cm tart tin with a little melted butter. Cut a quarter of the dough and set aside. Roll out the larger piece of dough on a floured surface until it’s a little larger than the size of the tart tin. Place it in the tin carefully. If it breaks, simply press it back into place. Spread the apricot jam over the dough evenly. Roll out the smaller piece of dough into a rectangle and cut into 2cm wide strips. Position these strips over the jam, making a lattice pattern, and press down at the edges to secure. Brush the pastry with the egg yolk and bake for 30 minutes or until golden brown. Serve at room temperature. 28

500g sweetened chestnut purée 75g ground almonds 40g cocoa powder Leaves from 4 rosemary sprigs, plus extra sprigs for the top Icing sugar, to dust Heat the oven to 180˚C/fan 160˚C. Butter a 20cm round cake tin and line with baking parchment. Pour the chestnut purée into a large mixing bowl. Separate the eggs and lightly beat the yolks with a fork, then add them to the purée. Pour in the ground almonds, add the cocoa and mix well. Roughly chop the rosemary leaves and add them to the batter, then stir until well combined. In a second bowl, whisk the egg whites until stiff, then fold into the chocolate mix. Pour into the tin and sprinkle on a few rosemary sprigs. Bake for 40-45 minutes until a skewer comes out clean. Leave to cool in the tin, then turn out. The cake will keep nicely for 2-3 days.

Re-energise and recharge Emotional energy

The last 12 months have been tough to say the least, and Canberrans have had it all, with smoke, fires, hailstorms and then COVID-19. So, it’s understandable to have lost a little bit of energy. Mental energy In these hard times it’s important to be aware of your mental, emotional and psychological health, as well as your social wellbeing. Make time to re-engage with your social network, family and friends: find time to get out and play a social game of footy or tennis, this could help with stress levels and re-energise you physically and mentally – fresh air is amazing! Staying healthy and focused on your general health can only help you with strong mental health and energy.

Physical energy If you don’t get out and go for a ride, run or walk regularly, your body will be slowing down – it’s important to keep active to kickstart your metabolism and to feel re-energised. Get out there and get into it; start with a walk and your body will love you for it! Just doing something every day for

10 minutes is a great start – you could start with some body weight exercises and set yourself some introductory goals.

Food Eating processed foods is not ideal for good energy levels. Try to stay away from soft drinks, energy drinks and instant sugar hits. Look to introduce fresh fruits and vegetables into your daily eating plan and replace sugary drinks with water. Both these changes to your daily routine can help you to feel healthier and increase your energy.

Smart recycling with Send and Shred "Most people don't realise home shredding creates waste," said Send and Shred CEO, Jo Clay. "If you put shredded paper in your household recycling bin, it goes to landfill. That's because the Materials Recovery Facility can't process shredded paper. They call it 'dreaded paper'. It tangles up their equipment and ends up as contamination. "This is a terrible waste of trees. It also wrecks the climate. Paper in landfill breaks down and generates the greenhouse gas, methane. "The shredders are also a problem. When they break, they become Ewaste. We estimate 1.5 million shredders are sent to

Australian landfills each year." Co-founders Jo Clay and Graham Mannall both come from the recycling sector. They were horrified to learn about the home shredder problem and came up with a solution. They took it to local recycling network, The Green Shed, and launched Send and Shred. Two years later, Send and Shred is a local success story. They've won an ICON grant, an iAward and a lot of happy customers. They also donate 50c from each bag to the RSPCA. "Our service works because it's so simple," Jo said. "Buy online. We deliver. Jobs for the garden this spring With recent winter rains and favourable weather, this spring is leaping into action, and along with it, us garden folk! Spring is one of the most motivating and busy times in the garden – with soil to dig, plants to nurture, so many green thumbed things to see and do. Here’s a few to get you started: Carry out maintenance pruning. This includes: • The three ‘Ds’ – removing any dead, diseased or dying wood. • Remove any crossing or congested branches to prevent rubbing and improve air circulation, flowering, and fruiting. • Tip prune flowering shrubs after flowering has finished, to encourage bushy growth and maintain shape. While you’re at it, give screening and hedging plants an all-over haircut. Planting out new plants – spring is one of the main growing seasons in our climate, due to the favourable weather and warmer soils. When planting out potted plants, carry out the following: • Acclimatise new purchases if they have soft new growth to prevent added stress and damaging growing tips. You are essentially getting them ready for local growing conditions.

• Plant when there are several days of pleasant weather forecast; mild temperatures with low or no wind is the ideal. • Water both the plant and the planting site the day before. • Dig a hole slightly deeper and at least twice as wide as the root ball of the plant. Rough up hole edges. If planting into unimproved soil, incorporate approximately one-third organic matter with the existing soil. This is important as simply backfilling with the organic matter by itself could burn plant roots and cause waterlogging. If your soil is a heavy clay, you may want to incorporate gypsum at this point to help improve structure and drainage. • Remove your plant from its pot by squeezing the pot edges and tapping the top. Gently tease out any congested roots. If significantly pot bound, shear off edges with a hand saw or old serrated bread knife. • Place your plant in the planting hole and backfill with the mixed soil. The planting level needs to be the same as when the plant was in the pot – if you make it higher you will expose surface roots but

lower will potentially rot the stem. Gently tamp down the soil to remove large air pockets. Add a 5cm-10cm layer of mulch, avoiding the stem. • Water in well; adding soil conditioner such as seaweed extract can help reduce transplant stress and activate beneficial soil life. Maintain reliable moisture for at least the first growing season, especially during hot weather. Lawncare: • Core, de-thatch and top dress/fertilise your lawn. Coring and de-thatching helps improve aeration and water/nutrient absorption. Electric corers and de-thatchers are available for hire or you can purchase hand tools to do the job. Giving your lawn a one-off close mow is also helpful at removing the thatch layer. Consider using organic fertilisers as they help improve the soil and soil life, which means a more resilient and dry-tolerant lawn in the long run.

Weekly market wrap The deal with developments

One of the interesting parts of property development is seeing community responses to development applications, especially those seeking ambitious design outcomes. Change can evoke passionate responses, often from a single point of view, without considering the broader needs of the community. Increasing the difficulty to secure or even stifling new development reduces the diversity of the housing market, making it especially difficult for those seeking to downsize or wanting to start their journey into property ownership. I have recently noticed a significant increase in the amount of comments on social media advertising complaining about lack of affordability or suitable low-maintenance options. Without property owners being willing to sell their homes at significant discounts to market value (seems very unlikely), a solution would be to assess development applications rigorously on their individual merits, rather than by a prescriptive planning scheme, to encourage developers to invest in more innovation and providing a broader range of housing choices. Community education is a big part of the solution. Higher density can provide housing choices in areas including town centres or inner suburbs, allowing residents to enjoy convenience and connectivity. Those seeking single-level homes with lots of outdoor space may be surprised to find there are apartments in some areas with significantly larger courtyards or balconies (100-300sqm) than would typically be found in townhouses or even houses in similar areas. Choosing a single-level apartment increases the amount of living areas and useable space by eliminating what can be multiple flights of stairs found in some townhouses. Parking is another

consideration. Is it more desirable to have a tandem garage, or two or three side-by-side parking spaces plus storage? Progressive developers are providing opportunities for purchasers to combine multiple apartments to create bespoke homes.
