This week... From the editor Driving through Woden one foggy morning, I noticed a surprising phenomenon – while the top of Mt Taylor was shrouded in fog, its slopes were basking in bright sunlight. The previous morning, we had been walking in our ‘hood as a crackle of sulphur-crested cockatoos alighted on branches of a golden tree, backlit in the sunshine like a glorious Christmas light show. Around the corner, three wallabies, one with joey on board, were grazing on the nature strip, apparently startled to see humans in the suburbs. On the home stretch, vividly coloured rosellas and parrots darted along the road dodging street trees, reminiscent of a scene from a David Attenborough documentary. Nature is astounding in her beauty, power, resilience and abundance. And fortunately for those of us who call the Canberra region home, we’re privy to such breath-taking displays on a regular basis, if we’re open to it. Rather than taking it for granted, humans have a responsibility to act as Nature’s guardians. Reasons to be grateful this past week include catching up with a friend over a nourishing lunch, a great Friday night of live music outdoors at Chant Du Vin at Lake George Winery, a family celebration of two birthdays, excellent ABC TV drama in Wakefield, and the added warmth of a cosy natural-fibre throw. ACT Government offers free registration for electric vehicles The ACT Government has thrown down the gauntlet to the rest of Australia: two years of free registration for newly purchased zero emissions vehicles (ZEVs) and second-hand ‘grey’ imports until June 2024. “It’s the right policy, the right thing to do,” ACT Chief Minister Andrew Barr said. “My challenge is to every other state and territory government to follow the ACT.” Australia is seen as a hostile market for electric vehicles; they

made up less than 1% of new vehicle sales last year. Victoria and South Australia will introduce a new tax for electric vehicles this year, while Prime Minister Scott Morrison claimed a Labor target of 50% of new electric car sales by 2030 would “end the weekend”. But electric vehicles are the future, Mr Barr believes. Over the next decade, he predicts prices will drop rapidly from more than $40,000 to an average of $20,000. Privately owned vehicles

produce 70% of the ACT’s transport emissions, said Shane Rattenbury, ACT Minister for Energy and Emissions Reduction, so improving their performance was necessary to achieve net zero emissions by 2045. There are already almost 1,000 registered electric vehicles in the ACT, while the ACT Government has the largest fleet in Australia (140 ZEVs). (It was awarded the 2021 Fleet Environment Award last month.) The ACT Government will soon set a target for electric vehicles. The ACT Greens believe it should be 90% of all new car sales – staggering, perhaps, but Mr Rattenbury expects to see price parity with petrol cars by the middle of this decade.

He said free registration would encourage more uptake, eliminating one of the two big barriers to purchase: pricing and range anxiety (distance between charging stations). Mr Barr estimated the free registration would save purchasers more than $1,000 each year. Combined with stamp duty savings, it would discount 4% to 6% of the price of a new electric vehicle. The ACT Government promised 50 more publicly accessible charging stations in this year’s budget; Mr Barr envisages “hundreds and hundreds and hundreds” of charging sites over the next five years. - Nick Fuller

Tourism resilient after difficult year Canberra’s tourism sector had rebounded from “the most disruptive events in living memory for tourism locally, nationally and internationally”, ACT Chief Minister Andrew Barr said last week. Hotels were now 73% full, well above the national average (61%); last April, they were only 14% occupied. Dr Naomi Dale, CEO of the Canberra Region Tourism Industry Council, said many tourism properties had seen “a really terrific improvement” in visitor numbers. Mr Barr said a combination of cheap, direct flights and more visitors “augured well for the coming 10

financial year for the Canberra tourism industry”. The ACT had never had a better domestic aviation network, Mr Barr stated. There were now direct flights to every capital city, and new routes to regional centres like the Sunshine Coast, Cairns and Port Macquarie. Rex’s Canberra–Melbourne price war – “magic words for consumers and for the tourism industry” – could bring large numbers of tourists here. Canberrans could also fly to New Zealand by spring. Tourist revenue peaked at $2.6 billion in 2019; the ACT Government intends to restore ACT tourist

revenue to that level by mid next year, and grow it to $3.5 billion by 2030. A new funding initiative and tourism campaign has supported more than 100 businesses and invested more than $3 million in the industry. “I was somewhat nervous about what the level of take-up would be,” Mr Barr admitted. “But they have been over-subscribed. That gives us confidence that it’s the right model, and that it’s worth investing in again in the future.” Projects funded include new shuttle bus services, a night safari at the National Zoo and Aquarium

(to be launched later this year), and an ice age exhibit at the National Dinosaur Museum. This year’s Canberra Region Tourism Awards, launched last week, also celebrate resilience after a difficult year. Nominations close on 9 July and award winners will be announced later this year. political capital ACT sidelined in euthanasia debate The national conversation – to the extent it’s not been derailed by Covid – has turned to voluntary assisted dying. And it’s a big debate, worthy of the close attention of every Australian. Parliaments across the country are voting to legalise euthanasia. The Victorian Parliament passed legislation in 2017, and WA and Tasmania have followed suit. Reform bills are expected to pass the Queensland and South Australian parliaments imminently. Only the biggest state, NSW, holds out – for now. And, of course, so do the territories. Not for any want of interest in the issue, but for want of power. More than 20 years ago, the Commonwealth Parliament used its constitutional power to rule that the territories had no business dabbling in euthanasia reform. This was despite the Northern Territory, under a Country Liberal Party chief minister, having already become the first parliament in the world to legislate on this subject. That legislation was killed off in 1997 by the Commonwealth ban. The argument driving the Federal Parliament at the time – hinted at but never explicitly stated

– was that no responsible legislature would take such a radical step as to make it legal to choose to die, and the Feds were thus “protecting” territory residents from their own wayward politicians. Today, with two-thirds of Australia’s population presently (or imminently) provided with access to voluntary assisted dying, that argument lies in tatters. The Commonwealth ban – always an exercise in short-sighted paternalism – needs to be removed. The ban needs to go not just because it is conceptually bankrupt but because it is keeping ACT citizens out of a debate in which vital choices need to be made. Because while there is a certain inevitability about making euthanasia legal in Australia, there are serious dangers if the wrong kind of euthanasia is enshrined in legislation. As the headlong rush to legislate gathers pace, some of the safeguards built into the original Victorian legislation have been let slip. The Victorian act requires a patient to initiate a discussion about assisted dying, whereas more recent bills dispense with that requirement. The WA and Queensland provisions allow

nurses to take the place of doctors in certain circumstances. And whereas earlier bills require that a patient have less than six months to live, the Queensland bill extends that period to 12 months. This may not appear to be much of a slippery slope, but in fact it is. For some, the real objective is to be able to choose to die at a time, and in the circumstances, that they decide. The problem with this model is that, inevitably, people other than the patient sit around the decision-making table. Families play a role in such decisions, and their influence may not always be motivated by the best interests of the patient. The inconveniences of problematic ageing, family conflict and inheritance issues can all skew that discussion. Considered parliamentary debate is called for. The ACT parliament is mature enough to have such a debate.

news Canberra Health Services chief resigns Canberra Health Services CEO Bernadette McDonald announced this week that she would resign to return to her family in Melbourne. Ms McDonald joined Canberra Health Services as CEO in October 2018. She will remain in the position until the end of July. An interim CEO will be announced soon. “I make this decision with a heavy heart,” Ms McDonald wrote in an email to staff on Monday 24 May. “It has been a great privilege to lead an organisation whose very existence is about delivering exceptional health care to our community. “While there are many more things I would love to achieve with you, now is the right time for me to choose to return to my family in Melbourne.” Last year, travel restrictions

and working in a risky setting kept her away from her husband and children for eight months. She now has to plan her daughter’s wedding, she said. ACT Health Minister Rachel Stephen-Smith described Ms McDonald as an outstanding leader. “Her calm and unwavering leadership of the clinical response to COVID-19 has been invaluable for staff and the entire Canberra community. “Despite the long periods of time away from her family, Bernadette worked tirelessly to lead and support more than 7,000 clinical, administrative and support staff in a time of significant stress and uncertainty.” Looking back at her time, Ms McDonald wrote: “When I arrived here in October 2018, as Canberra

Health Services became a standalone organisation, I found a health service blessed with many wonderful and talented people, but one that needed a new direction. “Together we set about building the foundations of a health service we could all be proud of.” The Minister praised Ms McDonald for leading Canberra Health Services through a significant period of transition with compassion and dedication. She was instrumental in planning the Canberra Hospital Expansion and the Digital Health Record, and in implementing the Culture Review. An ACT Government delegation is popping across the ditch to visit Wellington and Auckland this week with a focus on re-establishing aviation routes between Canberra and New Zealand. Another priority of the trip will include a discussion with the Mayor of Wellington on the upcoming fifth anniversary of Canberra’s Sister City Agreement with the New Zealand capital. Before COVID-19 hit, the ACT Government had been working to re-establish a direct air route between Canberra and New Zealand.

New RTPM system for ACT

A new real-time prescription monitoring (RTPM) system will be rolled out in the ACT next year. ACT Health Minister Rachel Stephen-Smith this week announced ‘Canberra Script’ would replace the Gateway in the ACT current prescription monitoring system implemented in 2019, with select pilot sites to be given access later this year. RTPM provides information to doctors and pharmacists about a patient’s history and use of controlled medicines. It is designed

to identify patients exhibiting drug seeking behaviour or who are ‘doctor shopping’. Canberra Script is the ACT’s version of the national RTPM system, where each state and territory will implement their own system compatible with the national database. The use of the system will initially be voluntary for practitioners, with the ACT Government to evaluate whether to mandate its use after the rollout.

Her GP journey began in the rural town of Young NSW in 2017. “I was lucky,” she says,” I had lovely mentors and instantly fell in love with general practice.” “We see patients through thick and thin, and support them when they are vulnerable.” Dr Lanani reports having supported domestic violence

victims, victims of sexual abuse, and people from culturally and linguistically diverse backgrounds. “The continuity of care and the trust they have in their GP is very rewarding,” she says. This relationship of trust created a safe place for a teenage patient to share some information with Dr Lalani which they had not shared with an adult. “What they told me indicated that they needed urgent help. I made sure they were safe and supported them and advocated for them through their challenging circumstances.” “When I saw the same person years later, I realized early interventions do make a massive difference, and that was very satisfying.” With a busy work and family life, Dr Lalani says she understands the challenges facing young families. “When I’m not working, I love to spend time with my daughter, swimming and making good coffee.”

Help for troubled guts With qualifications including a Masters of Nutrition and Dietetics, Jacqui Bampton has a special interest in gut health. She particularly enjoys women’s health and helping people with IBS (irritable bowel syndrome) achieve better health. “People can be very limited by their symptoms – even afraid to leave home unless they know exactly where to find a toilet. That can have a big impact on quality of life, especially if they want to travel or go away for a weekend!” Jacqui helps patients identify the foods that trigger their symptoms via a carefully managed elimination diet, ensuring they continue to eat a balanced, quality diet throughout the process.

She chose the Casey practice for its family focus: “My first shift was full of kids, which was just lovely.” As a GP, she has seen highs and lows. “One patient stands out as both the most rewarding and the most challenging experience,” she says. “She was a new patient, referred by an existing patient for a second opinion on an abnormal urine test

result. The results were concerning, so I arranged for her to see a specialist.” Dr Wijemanna also noted cervical screening had been missed for many years; she did the test, which was abnormal. These investigations revealed an advanced cancer. Within a few weeks, the patient was having surgery and seeing an oncologist, but unfortunately, the cancer was too advanced. “It was a challenging experience as a GP,” says Dr Wijemanna. “But I was able to help the patient through the whole treatment process to palliative treatment, including advance care planning. During this process, I met her family members and provided medical support to go through the difficult period.” Dr Wijemanna has always emphasised the importance of keeping on top of routine tests with her patients, and this sobering experience strengthened her resolve.

She generally finds that two to four sessions can yield good results. While patients can book directly, many choose to discuss their symptoms with their doctor first (and may benefit from a Medicare rebate if referred as part of a GP management plan). Trained in Colombo, Dr Shiromi Lyanage moved to Australia in 2013, working as a GP in Canberra then Yass. “I learnt a lot from rural work,” she says. “It’s quite different from Canberra. There aren’t as many doctors, and it’s harder to follow up.” She also saw many patients with skin cancers, leading her to undertake additional training, first in skin cancer medicine and then skin cancer surgery. “When you diagnose and treat skin cancers and other conditions early, the risk of complications can be greatly reduced. There’s a huge satisfaction in diagnosing something with potentially bad effects that can be avoided.” In an extreme example of this, Dr Lyanage once diagnosed a teenage girl with slipped capital femoral epiphysis, a condition where the head of the femur slips away from the rest of the bone. “I remember diagnosing her on a

Friday afternoon after she had come in with a limp and a sore hip. I sent her to get an X-ray immediately, and her case was found to be so urgent, she had surgery on the Sunday!” “She came back so happy as she had been told that if we had left her condition even a day longer, the head of her femur could have necrosed [died], causing life-long disability. I’m pleased to say she has now made a full recovery.” Away from work, Dr Liyanage loves to travel and garden. “I grow veggies and flowers when I have time! Anything that is in season.”

A thousand young people and their supporters marched through Civic last Friday 21 May, brandishing placards, chanting slogans, and calling on the Federal Government to act on climate change before it was too late. Canberra students, like their peers across the country, were taking part in the first national climate school strike since the pandemic began. “I shouldn’t have to be here,” Rosie Brady, one of the organisers, told the crowd gathered in Glebe Park. “I’m a teenager. We have people who lead our towns, states, and countries – they are leading us down a path of irreversible destruction… “We are not going to let that happen. … We are here to demand that our government fund our future, not gas. We are here to demand climate justice.” Striding through Civic shouting ‘F… you, Scomo!’ or telephoning the Prime Minister’s office to chant slogans at him may not seem the height of reasoned political debate. But the organisers were furious and frightened that they may not have a future, and they believed their passion and anger would make them heard. The Federal Government was in the pockets of the fossil fuel

industry, protesters claimed. The Federal Budget committed $58.6 million to expand the gas industry. Adani donated $200,000 to the Liberal and National parties when they approved the Carmichael coal mine. Over 2018-19, fossil fuel companies donated almost $1.9 million to the Liberal, Labor, and National parties. Lobbyists for the coal and gas industry are active in politics, including the Prime Minister’s chief of staff, John Kunkel. “People who work for fossil fuel companies walk into the offices of the Prime Minister and senior ministers, and ministers walk out of politics into jobs in the fossil fuels sector,” Rosie and fellow organiser Jimmy Hollo said. New safety campaign for e-scooters Two-thirds of Canberrans support the e-scooter scheme, run by Beam and Neuron Mobility, and want it expanded to other parts of the ACT but others are concerned about safety, an ACT Government survey has found. In response, ACT Minister for Transport, Chris Steel this week launched a safety campaign targeting 16- to 34-year-olds, who make up almost half of e-scooter users. The campaign will ensure they obey the road rules, park e-scooters appropriately, and do not drink while riding.

“We expect that e-scooters will remain on our roads, footpaths, and public spaces in the ACT,” Mr Steel said. “But we want to make sure that they’re properly regulated and that people are using them responsibly.” ACT Police issued more than 35 traffic infringement notices and 18 cautions between November and February. Many of these infringements were committed by people using their own personal mobility devices, not users of the e-scooter share scheme, Mr Steel noted.

Vet creating brighter future for disadvantaged pet owners During the first three months of working as veterinarian in Canberra, founder of ACT Pet Crisis Support, Dr Eloise Bright, had several animals surrendered to her care simply because people couldn’t afford the vet bills. She founded ACT Pet Crisis Support in 2019 after recognising that adopting every sick animal wasn’t a sustainable solution. The volunteer-run charity provides subsidised veterinary care for disadvantaged, low-income pet owners, and is dedicated to avoiding euthanasia on economic grounds by providing alternative options for the animal’s care. A recent patient was a cat that had been stuck in a roller door. The owner was unemployed and couldn’t afford the vet bill. “The owner couldn’t even afford to put petrol in his car, so he had to put the cat in a wheelbarrow and wheel it to the vet,” Dr Bright said. “The cat survived and did really well, but it needed $900 worth of treatment, but it was way out of reach, so it was really great to be able to help. “He really loved this cat; to lose this cat as well as everything else would have been devastating”. Dr Bright is also the president of Pets and Positive Ageing (PAPA), an advocacy group to help older pet owners. 20

“It’s an issue that’s close to my heart because I think there is a lot of old people who are lonely, and they’re putting off having a pet, or they can’t afford to care for the pet they have,” she said. “What we’re working on at the moment is a solution for people who go into hospital who need emergency boarding or foster care of their pets.” Dr Bright said there isn’t a system currently in place that can alert people if there is a pet at home when someone is taken to hospital. If there is no family around, then there’s no one to arrange pet care. Alongside Dr Bright’s charity work, she also works one day a week at the RSPCA, and at Belconnen Animal Hospital, while raising her family of two young boys. “All of my passions are with the charity and Pets and Positive Ageing. It’s my hobby and my downtime,” she said. Dr Bright’s top piece of advice to any pet owner who can afford $50 a month is to purchase pet insurance. “With pet insurance you will use it, you will need it, and it will pay for itself as soon as you need to do anything,” she said. - Jamila Toderas Visit canberraweekly.com.au for an extended version of this story.

In that time, Tracey has worked with over 3,000 couples preparing them for birth and transforming their fear into more useful feelings like excitement, confidence and calmness. Tracey brought a program called calmbirth to Canberra in 2006. Since then, her business has evolved into an Education Centre called Transform Parenting, which encapsulates mind/body sciences in relation to birth and parenting through a variety of programs. A new play by former ABC Canberra broadcaster Melanie Tait will grace The Playhouse stage early next month. Inspired by real life events, The Appleton Ladies Potato Race follows the story of Appleton, a fictitious small country town being forced to confront change. The acclaimed playwright conceived the work after her own experience in 2018 when she ‘upset the potato cart’ in her hometown, Robertson, NSW upon learning the women’s winner of their annual potato race received less prize money than the men. Director Priscilla Jackman and lead actor Sharon Millerchip have both been involved in the project since the early stages of creative development. Millerchip said the work cleverly explores all the nuances of the topic in a very humorous, “Australian” way. “There are some big issues discussed; there’s racism, homophobia, there’s feminism and all of its guises, they’re big subjects,” she said, “when you wrap that up in a comedic context, they’re so much more palatable.” For Jackman, it’s been “a wonderful ride to get on board from the nucleus of the idea” and collectively build the work as a creative team. A long-time friend of Tait, Jackman remembers phone calls during the period the writer was living out the real-life experience that inspired the play. “When this series of events started to happen back in 2018, I was there for moral support, I suppose, watching the whole thing unfold,” Jackman said. “I said to Mel ‘why are you putting yourself through it’ and she told me ‘actually I think my next play is in this’.”

Having spent much of her career performing musical theatre where shows arrive “written, perfected, and performed on Broadway”, Millerchip found the chance to help shape her character of Penny a creatively fulfilling pursuit. “To be part of a process where you take a seedling of an idea and develop it into a stage production is very exciting,” Millerchip said. “We know the characters more organically than say if we were just learning them from the page.” See The Appleton Ladies Potato Race at The Playhouse, Canberra Theatre Centre, 3-5 June; canberratheatrecentre.com.au - Denholm Samaras

According to the popular saying, ‘If you remember the Sixties, you weren’t there’. Meredith Burgmann and Nadia Wheatley, however, have successfully debunked that myth by interviewing some 20 people, including themselves, who were actually there in the 1960s and can remember what it was like to be involved in the social movements that transformed Australia. Radicals is a highly readable account of protest and change, and how an eclectic group of people rebelled against their primarily conservative childhoods and became leading radicals. Initially triggered by the Vietnam War and the introduction of conscription in 1965, the Australian protest movement quickly escalated to include Aboriginal Land Rights, Women’s Liberation, Gay Rights and anti-Apartheid demonstrations. Many of the people interviewed for this book, including Geoffrey Robertson, Margaret Roadknight and David Marr, played key roles in these protests and were often vilified by mainstream Australia for their actions. The various reflections gathered here paint a mesmerising picture of what Australia was like during the period 1965 to 1975, on both the personal and societal levels. Radicals successfully juxtaposes the individual stories of the interviewees with the broader unfolding of the protest movement, especially during those dark years when Australia was successively led at the Prime Ministerial level by “a man who disappeared at sea, a man who drank too much, and a man whose main distinction seemed to be his overly large ears”. The progression of the various social protests is interesting, but I found the personal anecdotes to be more fascinating, including Nadia Wheatley’s brush with infamy when she accidently hit Sir Roden Cutler with a tomato. Although much of the focus is on Sydney and Melbourne, Canberra readers will enjoy references to the National Capital, particularly through the hazy recollections of Robbie Swan, including his memories of renowned local journalist Jack Waterford. A captivating book, regardless of whether you remember the Sixties, or not.

At a Berlin high school’s annual entry exams, highly-strung violin teacher Anna Bronsky (Nina Hoss) advocates the admission of young Alexander (Ilja Monti) against the advice of her colleagues. Neglecting both her son Jonas (Serafin Mishiev) and husband Philippe (Simon Abkarian), Anna chooses to cast her intense focus onto Alexander instead. The Berlin setting and atmosphere, like Anna, is extremely cold. Void of warmth or care, Anna is a ferociously focused and intense individual. Her son longs for her attention, and her husband suspects she is having an affair with their mutual acquaintance, Christian, who wants Anna to join his quartet. No longer able to perform at her peak, Anna channels her energy into her young student to prepare him for the end-of-year exam to achieve musical heights vicariously. While Anna seems obsessively single-minded, stressed and unlikable, it becomes possible to empathise with her once we see her stern father using the same authoritarian parenting styles on Jonas. While Anna’s life is bare and grim, like Whiplash, it seems to be all in service of musical

For some, strong auction clearance rates and the current growth cycle is putting their dream of owning a property further and further out of reach.
