This week...
Thanks to friends in the Canberra Ocean Racing Club, lucky me spent last week on holidays in Tasmania, sailing along the coastline south of Hobart. There, our motley crew enjoyed visiting quaint coastal villages and relished maximums in the 20s, cool nights, fresh air and glorious rain. We were hoping the welcome raindrops were also falling at home. Alas, our experience was a far cry from those of family, friends and colleagues here in Canberra where the smokewave intermittently continues to blanket the capital, bushfires burn along the outskirts, and a freak storm with hailstones the size of golf balls cut a swathe across the city, damaging property and thousands of cars. As Dorothea Mackellar penned early last century, our wide brown land is indeed one of contrasts, of droughts and flooding rains, beauty and terror. I hope you’re managing to stay safe and to cope with the ups and downs of this extraordinary, record-breaking summer. As the ACT remains in a State of Alert, be sure to be prepared and also to take much-needed downtime when possible. Reasons to be grateful this past week include, first and foremost, the firefighters and emergency services personnel and volunteers who continue their seemingly tireless efforts to assist communities near and far, a refreshing holiday in charming Tassie, fair weather, good food, great company and new experiences. - Julie Samaras

news ACT-wide State of Alert reinstated amid weather concerns The State of Alert has been reinstated for the entirety of the ACT, with bushfires burning in the south at Namadgi National Park and to the south-east in Beard and Pialligo. Chief Minister Andrew Barr reinstated the State of Alert on Thursday 23 January, after the Beard fire reached emergency warning levels on the same day. Minister Barr confirmed the State of Alert was still in place on Tuesday 28 January, and would remain in place for the time being, while providing an update on the Orroral Valley fire burning in the Namadgi National Park, which at the time was at emergency level. “The Territory-wide State of Alert will remain in place for the coming days,” he said. “Canberrans can continue to stay up to date on the latest information from the ESA website, through ESA social media channels and through the local media
in the days ahead. “We know the next few days are going to be uncomfortable, with extreme heat [and] smoke haze from the fire continuing to impact across the Territory. Canberrans can help by looking after one another, particularly the vulnerable and elderly people in our community.” Emergency Services Agency (ESA) Commissioner Georgeina Whelan said conditions were likely to worsen in the coming days and into the weekend, which could make firefighting efforts a challenge. “We in the ACT are now experiencing what our colleagues in NSW and Victoria have been experiencing for many weeks and months: completely dry weather out there in the community, no rain and an extensive amount of dry fuel loads,” she said. “I must advise you that this

weekend (1-2 February) we expect the weather to take on more severe conditions and continue to challenge the firefighting efforts to contain [the Orroral Valley] fire. This fire may extend into several weeks. “Consequently, there is a Total Fire Ban in place, and it will remain
in place until at least midnight on Friday 31 January.” She urged people to be prepared and download their bushfire survival plans: “think about what your actions will be when warnings are issued and we give you a call to action message”.
New recreational cannabis laws explained As of 31 January, the possession, cultivation and consumption of small amounts of cannabis for recreational use by adults is legal in the ACT. This is how the new system will work. The Drugs of Dependence (Personal Cannabis Use) Amendment Bill 2018, which is in effect this week, allows anyone over the age of 18 to possess up to 50g of dried or 150g of ‘wet’ cannabis. There is a limit of a maximum of two plants per adult, with no more than four plants allowed at any one household, but it remains illegal to cultivate any cannabis hydroponically. And while cultivating plants is legal, buying cannabis seeds is not. It is also an offence where a person smokes cannabis and a child is exposed to smoke or vapour from the cannabis the person is smoking. 10
But the laws fail to mention how those wanting a toke are to acquire the drug. Buying and selling cannabis remains illegal, and under the law it cannot be gifted from one person to another. However, according to the ACT Government, the chief goal of the bill is to facilitate harm minimisation; they don’t want to “condone or encourage the recreational use of cannabis”. Rather, they want to ensure adults in possession of cannabis do not have to face a criminal penalty, and are more easily able to seek help for addiction or treatment. Improving accessibility to the drug is not in their plans. Whether or not supply becomes an issue for users, the ACT Government and law enforcement will become clear shortly once the legislation is in effect.
So why the change? The bill’s sponsor, Michael Pettersson MLA, has said a change was required because under the current model, the penalty is up to police discretion if you are caught with cannabis. “This has the potential to create unfair situations of a mixed level of enforcement for different members of the community. “It is also worth pointing out that for every one consumer … that receives a fine from the SCON (Simple Cannabis Offence Notices) program, we have three arrests,” he said. Mr Pettersson said for this reason, legalising possession of small amounts of cannabis will work as a harm minimisation policy. Shadow Attorney-General Jeremy Hanson told Canberra Weekly shortly after it had passed that the bill was “poorly devised”. “Legal experts are of the view that it may be challenged and that if
it was, the ACT law would become invalid and the Commonwealth law will take precedence.” Mr Hanson said the previous system, where cannabis was decriminalised, worked well, and provided the right balance. “A simple cannabis offence notice is like a speeding ticket, there’s no criminal penalty, just a small fine … Under federal law you potentially face a criminal conviction and up to two years in jail.” However, ACT Chief Police Officer Ray Johnson said recently the focus would remain on organised crime drug syndicates rather than the personal consumption of cannabis. “I’m not suggesting for one second that ACT Policing members are going to start a campaign of going out and charging everyone with Commonwealth offences,” he said. - Denholm Samaras

capital hill Choking on political incompetence anberrans welcomed in the new year choking on acrid smoke in the worst air quality of any major world city. Memories of the 2003 disaster that saw four people killed, 430 injured and 500 homes destroyed added to the level of anxiety. So far, the national capital has been spared a repeat of that disaster. But we are only half way through the bushfire season now officially designated running from the beginning of October until the end of March. If it is any consolation, the government of the Australian Capital Territory, unlike the government of the nation, was not taken by surprise. Back in September, Emergency Services Minister, Mick Gentleman warned “bushfire seasons are expected to become longer and more dangerous into the future as the
effects of climate change are felt across Australia”. Unlike the Prime Minister and some of his senior colleagues, there was no shirking from the facts the CSIRO, weather bureau and scientists worldwide point to with increasing alarm. Much has been learned and implemented after the inquiries 17 years ago found the Territory then ill-prepared and far more vulnerable than should have been the case. Reforms have been introduced and, under the leadership of Commissioner Georgeina Whelan, the Emergency Services Agency is alert, alarmed and better resourced. The New York Times has likened Australia’s catastrophic summer fires to the canary in the coal mine: a deadly warning sign of lethal danger ahead in a dangerously warming world. Here, the ACT is both a model of response and a
victim of others failures. A model in that this year it has a policy of 100% renewable energy for the Territory – no mean contribution to reducing emissions. However, vehicles account for 60% of overall pollution and Australia has the weakest emission standards of the developed world. It is a complete laggard in encouraging electric cars. The Territory alone cannot remedy this, nor can it compensate for the federal government joining major polluters in world forums to stall a really significant global response. With the Doomsday Clock set at 100 seconds to midnight thanks to rising international tensions and the failure to address climate change, we are all at the mercy of political incompetence at home and abroad. Leadership is being sacrificed on the altar of short-sighted vested interest

and misplaced denial. Even if all of that changed tomorrow, it will take decades for remedial action to deliver a discernible improvement. That’s where the campaign of the United Firefighters Union (UFU) comes in. The firies in Canberra have rejected a 10% pay rise over and above other public servants; instead they are calling for at least $45 million to be invested over the next four years for more personnel and resources to cope with the threat of summers worse than this one. UFU branch secretary Greg McConville says what we are experiencing is not the new normal; we face an escalating fire danger.

news Religious exemptions to helmet laws Changes to the ACT’s road rules are now in effect, providing an exemption to mandatory helmet laws on religious grounds. The exemption, which commenced in December 2019, was sparked by correspondence from a member of the public, Jagdeep Singh, who wrote to Road Safety Minister Shane Rattenbury to request the law be amended so those from the Sikh community could ride bikes in the ACT. “Canberra is a community where everyone should feel included. The Territory supports individuals practising their religion or belief and this regulation ensures that sections of the community are not excluded from active forms of transport,” Minister Rattenbury said. “The change responds to an issue raised by the community, identifying this as a barrier to cycling. As an example, it is important to Sikh members of our community to wear religious headwear, and this can mean they can’t wear a bicycle helmet.” The exemptions will apply to people who: are members

of a religious group; wear a type of headdress customarily worn by members of the group; wear headdress that makes it impractical for them to wear an approved bicycle helmet. “The changes bring the ACT into line with Queensland, Victoria, WA and SA which already have similar exemptions in place. Helmet laws will remain in place for all other cyclists and there is no exemption for motorcycle riders,” Minister Rattenbury said.
Outdoor dining permit trial In a bid to support the local tourism and hospitality industry, the ACT Government will allow businesses to trial outdoor dining for free, with no upfront cost for a permit for 12 months. Fees for existing and ongoing permits will be reduced by 50%. The announcement comes after
a recent tourism and hospitality industry roundtable, hosted by the Government, to support businesses during a “difficult period” for the local tourism industry. From 1 February, applicants for outdoor dining permits will receive a 12-month free trial.

CTP changes for the ACT
At a glance
Compulsory Third Party (CTP) insurance is changing in the ACT from Saturday 1 February with the introduction of a new Motor Accident Injuries Scheme. According to ACT Chief Minister Andrew Barr, under the new scheme Canberrans will receive “fairer, faster and more comprehensive support”. Mr Barr said the new scheme should also provide savings to motorists through reduced premiums. “Since the ACT Government began reforming the CTP Insurance Scheme to allow competition in 2013, premiums have been steadily falling for ACT motorists,” Mr Barr said. “With the introduction of the new scheme, premiums will be on average $60 less than what they were on 1 February 2019.” Premiums set by the private
sector insurers have been as high as $644 for the average passenger vehicle in today’s dollars. With the new scheme, the average passenger vehicle premiums will be $458. Under the new scheme, everyone who is injured in a motor vehicle accident from 1 February will be entitled to receive treatment, care and lost income benefits up to five years, no matter who was at fault. People who are more seriously injured will continue to be able to make a claim for further compensation through common law. The new scheme replaces the existing CTP insurance scheme. The old CTP insurance scheme will continue to apply to people injured in a motor vehicle accident before 1 February 2020. Sweet potato waffles with eggs and avocado Recipe courtesy of Australian Eggs australianeggs.org.au Serves: 4 Prep: 25 mins Cook: 10 mins 1 1/2 cups firmly packed grated sweet potato 1 cup milk 1 1/2 cups wholemeal self-raising flour 2 eggs, separated 50g fetta, crumbled 2 tsp extra virgin olive oil 4 extra eggs 1 cup baby spinach leaves 1 avocado 1/4 cup toasted pepitas Harissa yoghurt 1/2 cup Greek yoghurt 1 Tbsp lemon juice 2 tsp harissa paste

Place sweet potato and 1/2 cup of milk in a large microwave safe bowl. Cover tightly with plastic wrap and microwave on high for 6 minutes, or until soft. Roughly mash with a fork. Whisk in remaining milk and egg yolks. Place flour into a large bowl. Stir in sweet potato mixture to a make a thick batter. Add the fetta and season to taste. Whisk egg whites in a large clean bowl to soft peaks. Fold into batter. Working in batches, pour about 2/3 cups of batter (depending on size of waffle maker) onto a preheated non-stick round waffle maker. Cook until golden brown until waffle iron stops steaming, about 5 minutes.
Recipe by author of Wild Adventure Cookbook, Sarah Glover. 1 loaf crusty bread Extra virgin olive oil 3 Tbsp sesame seeds (preferably a mix of black and white) 3 Tbsp pepitas and sunflower seeds 1/2 cup honey 250g fresh ricotta 3 Tbsp fig jam 6 fresh figs, sliced Heat a Traeger Ranger portable pellet grill to 160°C as per the instructions.
Meanwhile, heat the olive oil in a large non-stick frying pan over medium high. Crack eggs one at a time into hot pan. Cook for 2-3 minutes, until whites set and are crispy around the edges, but yolk is still runny.
Cut the bread into thick slices and drizzle over a little extra virgin olive oil. Place on the grill and let it toast and get some smoked goodness into it. Remove and set aside.
To make harissa yoghurt, stir yoghurt and lemon juice together and season to taste. Swirl in the harissa.
Meanwhile, put the seeds in a bowl, drizzle the honey over the top and mix them all together.
Top waffles with spinach leaves, sliced avocado and fried eggs. Dollop over the harissa yoghurt and sprinkle with pepitas.
Scoop the ricotta onto a plate and arrange the jam and figs on and around it. Drizzle the honey seeds over the top and serve with the hot toast.

Maple syrup or honey to serve To make the chicken, cut each chicken breast in half lengthwise to make 2 long chicken tenders. Whisk together the flour, salt, and cayenne pepper on a large plate. Beat the egg with the buttermilk and hot sauce in a large, shallow bowl. Place the panko in a separate shallow bowl or pie plate. Dredge the chicken tenders in the flour, shaking off any excess, then dip them in the egg mixture. Dredge the chicken tenders in the panko, making sure to coat them completely. Shake off any excess panko. Place the battered chicken tenders on a plate. Preheat the air fryer to 190°C. Spray the basket lightly with oil. Arrange half the chicken tenders in the basket of the air fryer and spray the tops with oil. Cook at 190°C until the top side of the tenders is browned and crispy, 8 to 10 minutes. Flip the tenders and spray the second side with oil. Cook until the second side is browned and crispy and the internal temperature reaches 71°C, another 8 to 10 minutes. Remove the first batch of tenders and keep it warm. Cook the second batch in the same manner. While the tenders are cooking, make the waffles. In a large bowl, whisk together the flour, baking powder, sugar, baking soda, and salt. In a separate bowl, whisk together the buttermilk, eggs, and melted butter, reserving a small amount of butter to brush on the waffle iron. Add the wet ingredients to the dry ingredients and stir with a fork until just combined. Allow the batter to rest for at least 5 minutes. Brush the waffle iron with reserved melted butter and preheat according to the manufacturer’s instructions. Scoop 1/3 to 1/2 cup of batter into each grid of the waffle iron and cook according to your waffle iron’s instructions. (You should be able to make 8 waffles.) To serve, place 2 chicken tenders on top of 1 or 2 waffles, depending on the person’s appetite. Serve with maple syrup or honey and additional hot sauce.

HMS Pinafore to dock at The Q Widely regarded as one of the precursors of modern musical theatre, an acclaimed production of Gilbert & Sullivan’s HMS Pinafore is coming to Queanbeyan’s The Q in February. The Hayes Theatre Company are touring their production of the classic comic operetta throughout regional NSW on the back of a critical and commercial hit run in Sydney late last year. “What was really exciting was the range of people who came to see the show and enjoyed it … we had everyone from newcomers to aficionados, and they all enjoyed it,” director Kate Gaul says. “It’s very exciting to be there in Queanbeyan for the whole week; it’s a very beautiful theatre and the production will sit very nicely in that space.” HMS Pinafore’s humour focuses on love between members of different social classes and pokes unashamed fun at society’s obsession with social 28
status, patriotism, party politics and the rise of unqualified people to positions of authority. Gaul says the work resonates widely, partly due to the simple fact that it’s “a really fun time”. “The music is so catchy, the language dialogue is so witty, and the satire is timeless … The business of satire is serious, but it should never be taken seriously. “The more serious storylines might pull at your heartstrings; it’s a really great antidote to the woes of the world, sit back and be entertained. “It looks beautiful, sounds gorgeous, the text challenges you in your notions of equality, and social hierarchy,” she says. Gaul says one of the aims of the production has been to re-imagine a work that premiered in 1878 through a 21st century lens; performing a traditional piece with a contemporary wink and a nod.
“It’s the clash of the 19th and 21st centuries coming together. “We haven’t changed any of the words or the language, but we can tell a very powerful story about love, and equality between the sexes, and I think that’s what really surprises people, the way the work resonates with people today.” With this particular production being described as gender-bending, subversive and hilarious, one of the ways in which they’ve modernised ‘Pinafore’ thematically is via cross-casting. “The cross-casting isn’t particularly revolutionary, but it always gives us pause to think about relationships,” Gaul says. “They aren’t referred to on stage as same-sex, but there is an examination of same-sex coupledom without referring to it directly.” The cast also deliver their legendary lines in Australian accents, we get an on-stage orchestra, and there’s a distinct aesthetic brought to the production that injects colour and energy into the work. “We start off and the set, costumes and production design all reference Victorian-era paper theatres, but there’s a point in Act 1 where the captain suggests extra grog be served to celebrate the arrival of Joseph Porter. “We play it as if there’s a great party going on, there’s a great explosion of colour and it’s as if we’re in the middle of a Mardi Gras parade. That points toward us having a discussion about equality.” Gaul’s particularly fond of the balance of youth and experience within the cast, which includes Canberra opera legend, Tobias Cole. “We’ve got some beautiful young artists, and a balance of emerging through to successful and respected artists. “The great thing about having more experienced people on stage is they get to share their knowledge, but younger people come in with a different point of view, and that creates a really vibrant energy. “It’s a different perspective, but still a lot of skill on stage, and the two are always in conversation, which is great,” Gaul says. time out That’s arts & entertainment A year of Solastalgia Tuggeranong Arts Centre’s (TAC) creative theme for 2020 – Solastalgia – has striking new relevance as communities across the country come together to support one another in the face of destruction and dislocation. TAC CEO Rauny Worm says their theme, a term coined by Australian environmental philosopher Dr Glenn Albrecht in 2005, describes the sense of loss or nostalgia we feel when our homes or environments change irreconcilably in the face of climate change or natural disaster. The first exhibitions for 2020 will open as part of the arts centre’s official program launch event on Saturday 8 February. to the promise of a new life in California. They will take the stage from 14 to 29 February at the Canberra REP Theatre, Acton. It’s the local company’s first production for 2020. This will mark Baldock’s fifth directorial role with REP. He is an award-winning Canberra director and actor, and operates the Mockingbird Theatrics Acting Company. The Joad family are heading west in their own starving nation, but being treated at every moment like non-resident aliens. A great 20th century story, the themes of this work are as relevant as ever today. 2020 vision Drawing together 16 artists, PhotoAccess’ Huw Davies Gallery’s
first exhibition for this year, VIEW2020, presents challenging and diverse new work in analogue and digital photography, alternative processes, video and experimental photo-media. As their annual emerging artists showcase, it features the best and brightest upcoming ACT and surrounding region’s photographers. The 16 featured artists are all within the first three years of their practice, or within three years of returning to their practice after a break. Together, they explore a wide range of photo-media and address questions of contemporary identity, the meaning of family, environmental degradation, the possibilities of public space and the challenges of negotiating a digital world. The Pleasure Trap: mastering weight loss, health and happiness Join one of the world’s leading evolutionary psychologists this February for a talk shedding light on the hidden force undermining our health and happiness.
A
ccording to preeminent evolutionary psychologist Dr Doug Lisle, it’s both the number one personal goal and the biggest single cause of psychological angst amongst those living in the developed world. Every day, people are sold solutions to it that harbour little to no results or temporary solutions – be they fad diets, cleanses or ‘fat-shredding’ exercise programs. “People certainly want to make more money, and want their kids to be successful, but the most common, most pervasive goal of people today in the first world is to lose weight,” says Dr Lisle. A thought leader in evolutionary theory and human psychology, Dr Lisle says the root cause of weight gain and other self-destructive behaviours can be attributed to a psychological phenomenon known as ‘the pleasure trap’. “It’s really the key to understanding basically all addiction processes,” he says. “It also helps us to understand why it’s difficult to do some other things that might be very good for us to do, like get in better physical condition, or get our lives organised in certain ways.” He says the pleasure trap exists due to the fact our deep innate biology was designed for an environment of scarcity. “We’re now facing an environment of not only abundance, but what we’re going to call supernormal food, or supernormal stimuli,” Dr Lisle continues. “Because of that situation, we naturally will walk into this trap because our instincts will fool us, and that will cause people to be very puzzled as to why they’re behaving in a self-destructive way. “The first step to actually extricating yourself from the trap is to understand the trap a little more deeply.” Dr Lisle will extensively cover this phenomenon
at an upcoming talk in Canberra this February called The Pleasure Trap - Mastering the Hidden Force that Undermines Health and Happiness. “The ideas that I’m going to be talking about are very sensible; they’re straight forward although they are counter-intuitive in some ways. “The less baggage that a person brings to understanding this, the better … If you don’t have a degree in social science you’re probably better off.” Since completing his Ph.D. in clinical psychology at the University of Virginia, Dr Lisle’s decorated career has seen him work as a lecturer in psychology at Stanford University, and as a forensic psychologist in both the Texas and California criminal justice systems. Today, Dr Lisle is the psychologist for the McDougall Wellness Program in Santa Rosa, California. Deeply dedicated to exploring the mysteries of human behaviour from fresh, uncharted waters, Dr Lisle’s research in evolutionary psychology and its impact on health, happiness and the pursuit of pleasure has generated critical acclaim for many years. In 2003, Dr Lisle co-authored a book on the phenomenon he’ll be discussing in Canberra titled The Pleasure Trap, and has subsequently lectured across the world to swathes of health professionals on the topic. He says this talk will greatly benefit people who’ve had the common experience of struggling with weight gain, experiencing short-term successes only by methods requiring semi-starvation. “If these people talk to a psychologist about it or take in any mainstream media they’ll be told they’ve got underlying emotional dynamics: they had a rough childhood, they were comforted at their grandmother’s house with chocolate cookies and

that’s why that’s comfort food for them, and that means love, and food means love, and they were short of love … there’s no end to these discussions, and they’re all 100% wrong. “Science has clearly spoken on this issue, and that perspective, emotional eating, is a total red herring. “It’s one that makes some degree of institutive sense because people are so puzzled as to why it is that they continue to behave essentially indulgently and self-destructively, and that’s what the pleasure trap is about,” Dr Lisle says.

Now showing Underwater (M) A mining company attempts to drill seven miles to the bottom of the Mariana Trench, the deepest trench in the world. A mysterious, large earthquake suddenly hits, causing catastrophic damage to the station. Mechanical engineer Norah Price (Kristen Stewart) kicks into gear, rounding up her fellow employees to get off the rig. Alien was an instant classic thanks to the B-movie script from Dan O’Bannon, A-list director Ridley Scott and the terrifying bio-mechanical creature and set designs of HR Giger. HP Lovecraft’s Cthulhu mythology was also heavily referenced: themes of cosmic horror including existential dread and nihilistic terror in the vastness, and darkness, of space. Where Scott dropped the ball in his
revisit to the Alien franchise, there is still much to be mined in regards to the origins of the species. 2017’s Life was a remake of Alien in a contemporary and realistic fashion, and Underwater is a reimagining: stripping away the franchise trappings and getting back to the original source material. The mining architecture, bulky deep-sea diving suits and even Stewart’s haircut is straight from a Moebius French graphic novel. Our underwater creatures harken back to Lovecraft’s ‘oldones’. However, with all the action unfolding at breakneck pace, there is no time to consider the morality of our miners’ actions or the ‘cosmic terror’ that they find themselves in. Verdict: A good looking, but vapid, creature-feature that ignores the deeper philosophy of a Lovecraft tale. 3 stars. - Luke McWilliams

Climate emergencies and health crises This summer’s extensive and ongoing bushfires have thrust climate change back into the forefront of community concern as well as the political conversation. Whilst we’ve all heard the warnings about carbon emissions and irrevocable ecological tipping points, it seems that all the scientific reports in the world are not as persuasive as seeing homes lost, habitats destroyed, and the sky filled with smoke. You could say we’re an “I’ll believe it when I see it” kind of society. There can be a similarity in the disconnect when it comes to our attitudes to health. We know well enough what we ‘should’ do: eat more wholefoods, get regular exercise, drink more water and less coffee, get off our screens and out into nature. However, it’s often the case that it takes a health scare to spur us into taking action. Sometimes the delay in acting means that irrevocable damage is done, like a smoker who ignores their chronic cough and waits for the emphysema or cancer diagnosis before deciding to quit.
It usually takes many years for a disease process to develop. At the early stage of a disease progression your body will typically give you clear warning signs. There are two potential narratives that can unfold at this point. In the first you ignore the warning signs, continue to wear down your body’s resilience and wind up in the GP or specialist’s office with the grim news and unpalatable options being presented to you. In the alternative narrative you recognise that symptoms are your body’s way of telling you that something is not right, and you get advice and make changes. It’s fair to say standard medicine can be guilty of the “I’ll believe it when I see it” mentality, too. It’s not until the pathology result comes back positive that the medication is prescribed, or the surgery booked. So much subtle information that the body is providing well before the disease process has a foothold is dismissed. Complementary medicine is more naturally attuned to listening to the subtle signs of imbalance as well as better suited to handling

Australian houses are shrinking, according to CommSec data released in November last year, with the steady decrease in property sizes often translating into backyard and entertaining areas that are smaller. Luckily, whatever sized space you have to work with, from vertical gardens to built-in furniture and water features, there are countless ways to create an exceptional outdoor room to entertain, relax and spend time with the family. Her top three tips for making the most of a small space are: Maximise usable space: The previous courtyard had awkward and overgrown garden beds that limited the ability to have outdoor seating. By removing these and installing a new, level floor surface, we increased the usable space which enabled us to create both an outdoor dining and outdoor lounge area. Create the illusion of space: Bulky and heavy furniture has a visual weight that can make spaces look and feel smaller than they are. We opted for stylish furniture pieces from Early Settler with slim legs that allow you to see more floor area and trick the eye into feeling like the space is larger. Utilise vertical space: We often just think about what’s happening on the floor level but there’s a lot of vertical space you can take advantage of to create your outdoor oasis. Tall plants or hanging planters introduce greenery at eye level, and a mirror or wall art can also add interest to the space. DIY landscaper and Adbri Masonry ambassador, Jason Hodges also suggests choosing space-savvy furnishings and clever storage solutions to form a practical outdoor space. that will suit how you will most often use the space. If that’s entertaining four people, pick a four person setting – too often people ‘go big’ to accommodate the two or three times a year they have guests over and lose that precious space during the remainder of the year.
The other key idea for outdoor settings is looking for opportunities to create “build in furniture”. For example, a garden wall with capping stones which also serves as a seating wall or consider opportunities to add storage under or behind your pieces when you’re designing.
TOP TIP: Gina says it always pays to invest in the fixed materials, such as your flooring and fence, and the larger furniture items as these are the things that need to have longevity. You can have fun with smaller decorative elements like festoon lighting and outdoor cushions and accessories to continually give the space a new feel. 41

Botanical nirvana in suburbia Terry and Mia’s beautifully landscaped property has everything you could ever dream of – one could easily be mistaken for thinking you are entering a lush getaway resort and not a suburban Canberra block. The garden was established in 2002. Unlike the gardens that their business (Foxy’s Landscapes) creates, it evolved spontaneously and
without a formal design. Both Terry, a horticulturist and landscaper, and Mia, a landscape architect, love plants and are especially inspired by texture – subsequently this element features strongly. There are an astonishing range of plant types throughout, many of which are used to create overtly different garden styles. And it works,
splendidly! Repetition of some species and thoughtful matching of leaf shapes, plant colours and shapes, have made it possible to grow subtropical, formal, informal, native and exotic plants in the one space. Further adding to this harmony are the complementary soft and hard landscaping features. Terry said he loves the fact that the exclusivity of the garden cocoons its inhabitants from the outside world. The unobtrusive boundary fences are open chain link, giving the feeling that you are visiting a 2-hectare property and not a 1,500sqm one. Adjacent properties include species of the same structural trees, further adding to this illusion. Light has been cleverly used to bring the garden to life at night. One of the pieces, a conch shell, is made from upcycled motorbike spokes. The inside of the shell has a light which illuminates the beautiful hardwood slatted timber fence behind it. The front yard has Teucrium fruticans (Germander) and Acca sellowiana (Pineapple guava) hedges, both attractive and dry hardy plants. Nandina domestica cultivars are planted as foreground plantings to good effect. There are also several large and very beautiful Eucalypts, which give the area structure and add to the illusion that the house is part of the surrounding landscape. The modest front lawn has both in-ground dripper and traditional pop-up spray systems. The dripper system is used when conditions are dry, especially when there are

water restrictions in place and there isn’t much water around. The lines, which are designed to keep plant roots out, are buried 15cm below ground to prevent damage during routine lawn maintenance. The soil topdressing has a relatively high proportion of sand so that grass roots can penetrate more easily and access the water. The back yard canopy includes 19 established gum trees, including Eucalyptus mannifera and E. rossii; six 20-year-old Brachychiton rupestris (Queensland Bottle Tree); multiple specimens of the local Brachychiton populneus (Kurrajong Tree); several species of palms including Trachycarpus fortunei (Chinese Windmill Palm), Gingko biloba (Maidenhair Tree), and more. The Brachychiton rupestris were planted 20 years ago as 140mm specimens. These stunners have it all – what surely must be the most architecturally inspired trunks of the plant world, shapely leaves, timely flame red flowers during the festive season, and year-round interest. Terry said they can be frost sensitive when young or when grown in an exposed position, but they are more than happy in a protected garden once established.

Office market looks strong for 2020 Colliers International has predicted 2020 to be a strong year for the ACT’s office market, with Canberra “one of the most highly sought after office markets in the country”. “As we usher in the New Year, we are forecasting exceptionally strong demand during 2020, building on the significant sales achieved in 2019,” said Colliers International director capital markets and investment services, Matthew Winter. “There is a huge amount of capital searching the globe for investments with yield and income
growth potential. Canberra’s strong economic conditions are attracting investors to the Territory and we expect this will positively influence competition for assets and potential sale prices.” He said office vacancy rates are already low in Canberra’s CBD and the Parliamentary precinct, with these expected to tighten further across the city this year: “there is an estimated 160,000sqm of new office accommodation requirements currently in the market”. Mr Winter said during 2019, middle market sales (those
between $10 million and $100 million) totalled $468,020,000. “For the total market, there were 11 major sales amounting to
$724 million – well ahead of the nine sales in 2018 amounting to $272.5 million. This upward trend is forecast to continue.”

Calls for ‘simpler’ share house system ACT renting advocacy group, Better Renting, have called on the ACT Government to “do more” for those renting in share houses. Providing feedback on proposed changes to legislation, as outlined in the Residential Tenancies Amendment Bill 2019, Better Renting’s executive director Joel Dignam said the changes need “further work”. The changes will aim to make it clear whether an agreement for accommodation is a residential tenancy agreement or an occupancy agreement, and would make it easier for tenants to move in or out of share
houses without having to create a new lease. However, Better Renting has expressed concerns regarding the timeframes; the tenant would be required to provide 21 days’ notice of their intent to vacate the home, but no requirement has been set out for a response from the lessor or cotenants in that 21 days, with the bill in its current form allowing lessors and co-tenants to refuse consent for the leaving co-tenant if the proposed leaving day is during the term of a fixed-term agreement. “A lot of vulnerable renters live in share housing, and we’re glad to see an effort to make things simpler for
these people,” Dignam said. “However, the timeframes need work. 21 days may seem like a reasonable notice period before a share house tenant moves out. But currently there is no requirement for the landlord to respond in that time. This means that someone who wants to move out of a share house might have to wait 21 days before they even know whether they can move or not.” Better Renting have called on the ACT Government to, amongst other recommendations: ensure the bill stipulates that a co-tenant not be unreasonably refused an exit from
the tenancy; and alter the timeframe for response from the lessor and cotenants to seven days. “While 21 days seems like a reasonable notice period before moving out, we believe the lessor should be required to respond within 7 days so that people don’t have to put their life on hold while they wait three weeks for a response.” The bill also puts forward changes to occupancy agreement laws. Consultation on the proposed changes closed on Friday 24 January, with the final version of the bill to be introduced later this year.
