The federal government’s JobKeeper package announced on Monday promises some relief for the foreseeable future (whatever that looks like – my 2020 vision is blurry). news Expectant parents face changes to maternity services

Expectant parents will have to navigate changes to maternity services that have been implemented by the ACT Government to help prevent the spread of COVID-19. ACT Minister for Health Rachel StephenSmith said “there will be many expectant parents who may be quite anxious about how these changes will affect them.” Under the changes, routine antenatal appointments will continue; however, as the situation is evolving, the ACT Government has flagged this may need to change and any impacted patients will be contacted. Antenatal classes and other group sessions will be provided in an online format. In addition, only one person will be allowed to be the support person in labour. This person will remain the designated visitor for the duration of the woman’s stay in hospital, in line with previously announced visitor restrictions. Visitor access to all Canberra Health
Services sites, including Centenary Hospital for Women and Children, has been limited to one visitor per patient allowed on site per day. Families are also being discouraged from bringing children on site, if possible. Meanwhile, Calvary stopped all general visitation in their residential aged care facilities and private hospitals from midnight 27 March. Special exceptions may apply for visitation of an obstetrics, paediatric or palliative patient or resident. Canberra Private Hospital and National Capital Private Hospital have also amended their protocols for patients and visitors. Despite the concern surrounding COVID-19 in the community, Canberra Health Services has not experienced an increase of interest at this time in home births. When it comes to birth rates, Dr Liz Allen from the Australian National University said a baby boom is unlikely to happen in the wake of
COVID-19 restrictions. She said that in pure demographic terms, “the ingredients required for births are being disrupted. Relationships are especially affected, meaning we are not going to see the formula needed to result in births”. “Research shows people are less likely to have children in a period of uncertainty and scarcity,” Dr Allen said. “After severe events, we tend to find a decline in births – we don’t see a boom. “When basic needs can’t be met by a simple visit to the supermarket, it changes the way people think about having babies. The world feels more frightening, and the prospects for children’s future gloomy.” Dr Allen said the pressure on workers to remain employed is also likely to lead to stresses on families, and possible declines in birth rates. The demographer said Australia’s population will also be forever changed by the international border lockdowns caused by coronavirus, while for families with children, the impact of coronavirus will be felt more by women. “Women, especially mothers, bear the brunt of household labour and these burdens will amplify as the lines blur between work, family and social aspects of lives.” But there is good news. Dr Allen points to community mindedness and a can-do attitude. “Australians have proven to be made of pretty tough stuff. The sense of community in Australia is still a major bond holding us together, no matter the need for physical distancing,” she said. “Families are re-inventing the notion of relationships in a time of COVID-19: video chats with relatives, online community gaming, and e-playdates with friends are now being used to build and maintain community.”
‘Rapid response’ grants unlock $500k for local charities With a recent surge in demand for community services brought on by the COVID-19 pandemic, three Canberra community foundations have teamed up with urgency to distribute a $500,000 grant round to local nonprofit organisations. The COVID-19 Rapid Response Grant Round was opened on Friday 27 March by the Chief Minister’s Charitable Fund (administered by Hands Across Canberra), 12

The Snow Foundation and the John James Foundation. These foundations are encouraging local charities to apply for small grants from $1,000 to $15,000 and medium grants up to $25,000. Chair of Hands Across Canberra and the Chief Minister’s Charitable Fund ACT, Diane Kargas Bray AM, noted how over the past two weeks, local community organisations have grappled with simultaneously adjusting
their work environments for the safety of staff and volunteers while dealing with a surge in demand for their services. She said the Grant Round will inject much needed funds into the community sector during this uncertain and turbulent time. Grant applications are open now and close midnight on Friday 10 April. news Collaboration key to business survival With many workers being made redundant due to the unfolding COVID-19 situation, Canberrabased recruitment agency Elliott Gray has implemented a cost-neutral fee based service to help people find temporary employment. “My business partner (Alex Elliott) and I have always felt a strong sense of social responsibility, so as we have seen the events unfold and the situation of those being made unemployed due to this unprecedented situation, we felt it wrong to make a profit out of these people. Instead, we wanted to use our company and networks to help in any way we could,” said Elliott Gray director, Elsa Gray-Murphy. Fellow director Alex Elliott added “I think that many other businesses are still trying to figure out how they operate in this new environment; being small and agile we have been fortunate enough to adapt quickly, I have no doubt we will start to see more and more of this level of innovation and giving-back.” The duo hope the initiative will motivate any businesses and employers who have been fighting to keep up with an increased workload to
contact them for help. According to Ms Gray-Murphy, pockets of the Canberra market, such as cyber, health, government and community-focused notfor-profits, now have an increased need for temporary staffing. “We also hope to encourage employers to think about how they can utilise a temporary workforce where they can,” she said. When it comes to job candidates, Ms GrayMurphy said the company will work as quickly as possible to register them and identify what kind of work they are willing and able to do in the short term. “We will flag this in a specially created list ready to share with employers looking for a contractor,” she said. “For employers, we will share the candidates on this list and match them as best we can to current vacancies. We will provide this service, as well as the payroll service, at a cost-neutral fee. So we are providing temporary staffing solutions to employers without making profit.” And it’s not only Elliott Gray that is working to
give back to the community. “I have seen many socially responsible organisations all trying to help in any way they can,” Ms Gray-Murphy said. “Certainly we have had many of our clients reach out to offer a hand to us as a small business. As an example, Yellow Edge, a training provider has reached out to us to offer in partnership with Elliott Gray a free ‘digital on-boarding and management’ course to employers. We are currently in talks with them to prepare the materials.” According to Yellow Edge managing director, Andrew Simon, businesses are stronger when “we act as a community”. “We work and operate in a business ecosystem and when the ecosystem is under threat, all businesses suffer. Businesses must therefore come together to explore creative ways of working together to stay in the game. It’s not about profit; it’s about being able to continue to do meaningful work and to bring value to our clients, our staff and the people that depend on us.” - Allison Turnbull

news Hospitality industry adapts to COVID-19 restrictions It’s a potential David versus Goliath battle as a new local web-based food delivery platform, Canberra Eats, takes on the multinational platforms – paying workers more and charging eateries less. Canberra Eats founder, Chris Hansen told Canberra Weekly he established the site after his hospitality recruitment business “came to a grinding halt” about two weeks ago due to the COVID-19 restrictions. Speaking on Canberra Eats’ second day of operations (Tuesday 31 March), Mr Hansen told Canberra Weekly his new platform was fully established in just a week. “It was 18-hour days, haven’t slept much or seen my kids; I’ve seen my wife once,” he said. The platform operates by requiring orders in by 5pm, with a $55 minimum order, and $10 delivery fee to customers. Deliveries then go out from 6pm. Currently, 12 restaurants are on board servicing 26 suburbs in the Inner North and Inner South, with plans to expand over the coming weeks. Canberra Eats is only employing hospitality

workers as drivers, paying them what equates to about $30 per hour, which Mr Hansen estimated is roughly twice what multinational food delivery service drivers are paid. He also estimated they’re charging restaurants half what the multinationals charge. Mr Hansen said the support he’s already received from the public and the industry has been exceptional. “There’s been a lot of interest,” he said. “People are really happy to support their local restaurants.” It’s one of many examples of how the hospitality industry has been forced to think and adapt quickly in response to the COVID-19 restrictions that have limited cafes, bars and restaurants to serving takeaway only. Mark Webber was in town last month to officially re-open the upgraded Circuit Mark Webber. The Canberra Kart Racing Club’s track at Fairbairn Park has been extended to 1.1km and will be able to host national and international events. The ACT Government provided a $200,000 investment towards the improvements.
South Canberra’s rowing community recently celebrated the re-opening of Lake Tuggeranong Rowing Club’s storage shed. The facility underwent extensive renovations in recent months including: new showers and toilets; change room facilities; improved storage areas for the club and school; and building improvements to ensure compliance with the Building Code and Territory regulations. The ACT Government provided $200,000 for this initiative in the 2018-19 Budget, which was bolstered by an additional $125,000 through the Sport and Recreation Grants Program in 2018.

Dish up some fish Feelin’ like some fish? Food writer Libby Kimber has sourced some seafood recipes that are simple, nutritious and delicious.

To make the salsa, combine all the ingredients in a bowl.
750g white fish fillets (such as ling or flathead)
Cut the fish into thin 8cm long strips. Sprinkle the seasoning over the fish, turning to coat. Rinse the broccolini, with the water clinging, place into a snap lock bag. Microwave for 1.5-2 minutes on high, until bright green and just tender. Drain. Cut each broccolini stem in half lengthways. Keep warm.
40g sachet fajita seasoning 1 bunch broccolini Vegetable oil 10 mini flour tortillas, warmed to serve 1/4 cup chipotle mayonnaise Lime wedges, to serve Salsa 4 baby cucumbers, diced 1 large avocado, diced 2 truss tomatoes, quartered, seeds removed, diced 2 Tbsp sliced jalapenos, drained, chopped 1 lime, juiced

Heat enough oil to cover the base of a large, non-stick frying pan over a mediumhigh heat. Cook the fish in batches, turning occasionally, for 3 minutes, or until the fish is cooked through. To serve, spread tortillas with mayonnaise. Top with broccolini, fish and salsa. Serve with lime.

Serves: 2 1 small bulb fennel, trimmed and cut into 6 pieces 2 x 160g pieces salmon 150g cherry tomatoes, halved 1/4 cup mixed olives 1 small (120g) red onion, peeled and cut into 6 pieces Extra virgin olive oil 2 Tbsp pesto Sea salt and black pepper To serve Pumpkin mash, if desired Rocket salad
Heat oven to 200°C. Lay 2 large pieces of baking paper on a tray to lay ingredients into as the steaming parcel. Start with the fennel pieces to create the base, then add salmon, arrange cherry tomatoes and olives around the fish, top with red onion pieces, drizzle with extra virgin olive oil, and season with sea salt and black pepper. Wrap the ends in and fold over to create a parcel and place in oven to bake for 20 minutes. Once cooked, transfer to plate with a dollop of pumpkin mash if desired. Drizzle pesto around the edges, garnish with herbs or the tops of the fennel if handy, and serve.

What does that mean for Mallaluka? This means my brother is coming up from Melbourne at the end of the year to help us grow. It’s his fault that I feel pressured to get out into the public more, so we can increase production just a smidge, so he too can have an income ... selfish really, haha!
Samuel Leyshon is a winemaker and part owner of Canberra District Mallaluka Wines in Yass, and was recently named in the top 50 of Australian young wine labels and winemakers by Young Gun of Wine.

How does it feel to be named amongst the top 50 ‘young guns’ of wine? I don’t really enter many competitions or do many trade tastings, to be honest. Nor do I send my wines to be critiqued. I like to fly under the radar a little. But I guess I just lacked the confidence to really put myself out there. With a gentle push from someone I trusted, I gave it a go. Top 50 is a fantastic accolade from such an organisation such as Young Guns of Wine, and this is enough for me. I hope this can encourage and inspire some young (or old) winemakers to try and get themselves into the local industry. C’mon, we need you!

How did you/your family get into winemaking? How was Mallaluka born? John Leyshon (my dad) has made wine for many, many years and has always had an interest in it. He planted vines in 2004 on this property, making wine with his three other close friends. They ran a small and humble operation that came to an end, amicably, after nearly 20 years. In 2015 we decided to give it a crack ourselves to see what might happen. A lot has happened. It has certainly given me an opportunity to let my artisanal and creative side run wild.

If you have a young child in the house, it’s fair to say you have likely heard of Bluey – the Australian animated series created by Joe Brumm that’s become a smash hit for families. Bluey has spawned an online community of fans sharing artwork, craft and baking projects in appreciation of the show, as well as books, clothing and more. But when it comes to children’s television, it’s well worth putting at the top of your list. For those unfamiliar with the program, it’s centred on six-year-old Blue Heeler Bluey and her family – younger sister Bingo, parents Bandit and Chilli – and their friends as they play, explore and learn. One of the great positives of the show is the hands-on parenting on display. For parents, it’s a wonderful resource for imaginative play that you can incorporate into your own lives – maybe with less whacky outcomes. The show, with its distinct Aussie flavour, has just returned with new episodes and they’re an absolute delight for the young and young at heart. And for those with littlies who like to watch shows endlessly on repeat, most of the episodes easily hold up to multiple viewings. With a snappy seven-minute runtime the episodes are packed with humour, heart and the occasional life lesson. If you’re looking for a great entry episode, Grannies was voted as the top Bluey episode in December 2019. The troubled Norval Greenwood (Elijah Wood), follows a map to a secluded cabin overlooking the ocean, to meet his estranged father for the first time in decades. Soon, their relationship becomes very strained to say the least! Wood is best known for his role as Frodo in Peter Jackson’s Lord of the Rings trilogy. Since then, he has had an eclectic career, both as actor and producer. Wearing a John Waters pencil moustache, skivvy and all-black outfit, Norval looks odd from the get-go. We see that he is worlds apart from his grouchy old father, a man who has chosen to leave Norval and Norval’s mother to live his own life far away from the reaches of society. Wanting to gain his father’s approval, Norval colours his own life with elements of success, thus starting a match of wills that inevitably disappoints both players. Usual producer Ant Timpson, in his directorial debut, based this story on his experience at the week-long wake of his father, where unknown people shared stories of a man that did not seem like his father to him. Timpson mixes the macabre with elements of dark comedy, exploring themes of the relationship between father and son: rivalries and rites of passage to manhood and familial love. Verdict: A gory, off-beat thriller which keeps you on your toes. A great directorial debut! 4 stars. Serial killers are often thought to be a relatively recent phenomenon, but Tanya Bretherton makes a strong case that a serial killer was at work in Sydney in the 1930s and ‘40s, preying on young women and killing them in public places. Eric Craig was arrested for some of the killings on scant evidence and, after drawn-out legal proceedings, was sent to prison. However, the killings did not stop, and he was eventually released. In her fascinating account, Bretherton casts fresh light on Craig and these forgotten murders and provides an interesting insight into the period. A lucid and engaging read.

It was a demanding task and, as Canberran Hazel makes clear, it was also a dangerous undertaking. Despite the threats and the physical demands, Hazel and his team pushed through and paved the way for independence in East Timor. This is a fascinating and wellpresented account of an under-reported episode in Australia’s involvement in the region and a fitting tribute to Hazel’s team.

Smooth over dents and deep scratches with timber filler, and leave to dry. Use the 120-grit sandpaper and sanding block to remove chipped paint or flaking varnish, dirt and scratches, then repeat with the 180-grit for a silky finish. Wipe surfaces with a clean, slightly damp cloth to remove dust and ensure paint adheres evenly.

To cover the tabletop, take the adhesive film and pull the backing away by about 50mm from the front edge of the table top, checking it’s straight on both sides. Gradually pull the backing paper from underneath the film while pushing from the top with a plastic scraper. Use the scraper to tuck film under the tabletop and trim away excess with a utility knife. For the drawer, tuck the underneath edge into the joint to ensure the drawer opens smoothly. Fold corners in the same way you’d wrap a gift, pushing one side flat then folding the top section over adhesive side down.
Wipe over the film to remove any dust. Shake the can of varnish. Hold it about 250mm away from the console, then apply a light, even coat. Let it dry before you apply a second coat. Varnish helps to seal the join and protect against moisture damage.

Follow grid marks on the backing paper to cut each piece for your console – how many pieces you will need will depend on the size of the console. Mark the orientation on the back of the adhesive film so you know exactly where to position each piece you’ve cut. To cover the drawer face, position the piece so it folds into the drawer at the front and wraps around either side of the drawer by at least 25mm.
Brush three-in-one primer over all surfaces of the old timber console that need to be painted – don’t forget the inside of the drawer. Leave to dry. Give the paint a good stir to distribute heavy particles, then pour into tray. Use
To attach the handles, measure halfway down the drawer front and 150mm from either side, then use the drill with the 4.5mm bit to make the holes. Mark the screw length, snap to size, then attach the handles, tightening with a screwdriver.
PRO TIP: Used on furniture, adhesive film is here for a good time, not a long time. Fit a glass top if the table will see heavy traffic. Touch up corners with glue to help it last.

Weekly market wrap Government restrictions to stop the spread of COVID-19 have been very confronting for the community. Unlike during the GFC, which reduced consumers’ super balances, share portfolios and ability to access credit, this environment has also created a fundamental concern the person next to them could be carrying coronavirus. This has impacted every facet of our lives, including how we shop, work, socialise and engage in recreational activities. In the short term, our environment has created a challenging set of working conditions which property market participants have quickly adapted to. When market conditions become more favourable, these new processes will provide exceptional
consumer convenience as I expect consumers, like with other online experiences, will see value engaging on their own terms. The Canberra market is performing well. In the space of only days since banning public auctions, agents were hosting auctions online. The weekend of Saturday 28 March was the first opportunity to see how the market would react, which turned out to be positive as the preliminary auction clearance rate determined by CoreLogic was 64.7%. This included 20 results not captured by Domain. While auctions are conducted online, there will be a higher proportion of properties reported as withdrawn from sale. To accurately compare conditions to previous
periods, it is important to add the number of properties passed in and withdrawn together to calculate the total number of properties which failed to sell. It is easier to find historical results using Domain’s data, which showed 27 failed to sell both over the weekend and the same weekend last year. Comparing conditions to this time last year, buyers who want to own property have access to credit and lenders with an appetite to lend. The Reserve Bank of Australia has lowered the cash rate by 1.25% to a historically low 0.25%. Lenders are offering low one-, two- and three-year fixed rates, which provide repayment certainty and significantly increase a borrower’s capacity. To help property owners

As we adapt to what will become the new normal in the property market and world around us, taking into account all of the factors put in place to mitigate potential mortgage stress and keep people employed, buyer sentiment will shift, resulting in increased demand. When this happens, those who didn’t make a decision to buy earlier often have regret they didn’t capitalise on the opportunities they had.
Curtin sale shows strong demand The recent sale of a home in Curtin for more than $25,000 above reserve shows strong demand for Canberra’s established suburbs. 9 Verran Place sold under the hammer for $1,006,000 on Saturday 21 March, before rules banning public auctions were announced. Senior sales consultant at Michael Potter Real Estate, Alisa Lawrence, said all three registered bidders participated healthily, with one dropping out around the 980,000 mark, leaving the remaining two
to battle it out. She said the sale price is a reflection of how prices in established, sought-after suburbs such as Curtin remain strong. “Buyers are more likely to wait for the right home in their chosen suburbs to become available rather than compromising the location. “We are now entering some uncertainty in the market; however, there are still going to be many buyers who already have finance and don’t need to sell an existing property who are still keen to buy.”
