This week... Hello, dear readers. Just checking in again to see how you’re faring in our strange new world. As I write, the ACT has clocked up more than three weeks of no new cases of you-know-what. It appears we’ve largely dodged a bullet and done a remarkable job in managing the spread of it-that-shallnot-be-named. Well done us. Lately, there have been widespread, if tentative, sighs of relief as our community starts opening up again, step by step. Kids are back at school, remote workers are returning to workplaces, shops and businesses that were closed are reopening, the toilet paper crisis of March is a fuzzy memory … As well as physical distancing and good hygiene, some wags have been sharing other tips to help us through isolation, like this: “Please take your clothes out regularly, air them out and allow to stand in sunlight. Recent studies show that if clothes are kept in closets over lockdown, they shrink.” Mind you, I’ve heard some folk have flourished in relative isolation, having more time to spend outdoors (walking, cycling, pottering) and to prepare healthy, home-cooked meals. Let’s hope any beneficial habits nurtured during isolation continue – and any negatives are dropped like they’re hot. Reasons to be grateful this past week include homecooked meals, pottering, fresh feijoas, reconnecting with friends and legally dining out at a restaurant for 10.

news ACT’s ‘roadmap’ to ease COVID-19 restrictions released The ACT’s hospitality venues will be welcoming more customers, people will be back pumping iron in gyms, beauty salons will reopen, as will galleries and museums from Saturday 30 May. On Tuesday 26 May, the ACT Government released Canberra’s Recovery Plan, an “easing of restrictions roadmap” outlining how the Territory will move out of the COVID-19 restrictions. The plan lays out timeframes for reopening of businesses, services, and activities in the coming weeks and months. From 11.59pm this Friday 29 May, the ACT will move into Step 2.1, which will allow cafes, bars, restaurants and clubs to cater for up to 20 people in each enclosed space. If a venue has multiple enclosed spaces, they can have multiple groups of 20 patrons. Some large venues in the ACT with multiple enclosed indoor and outdoor spaces, like the Hellenic Club and Southern Cross Club, may be able to cater for 150 patrons or more under these arrangements. Beauty therapy businesses, including nail salons, tanning and waxing services, day spas (including massage) and tattoo businesses
can reopen as long as strict hand hygiene requirements are observed and physical distancing is obeyed where plausible. Indoor gyms and fitness centres will also begin gradually reopening their businesses. Small, supervised indoor group fitness sessions and classes will recommence, with a maximum of 20 people to an enclosed space or one person per four square metres. Step 2.1 will also include the reopening of galleries, museums, and cultural institutions, with no premises exceeding the one person per four square metre rule, including staff. The social gathering size limit will increase from 10 to 20 as long as physical distancing requirements are met. ACT Chief Health Officer, Dr Kerryn Coleman, said the ACT has tried to give a wide range of openings to all sectors within the community. “It comes down to a consideration of the cumulative risk across multiple different sectors and multiple different venues and how we are choosing within the ACT to deliver on that,” she said. Step 2 will be a two-step process that
will allow for larger gatherings and a reopening of a wide range of businesses and facilities including gyms, beauty and nail salons, and allow the recommencement of sport and dance activities, in particular those activities that can now take place indoors. By 19 June, if the ACT remains in a good position, the Territory will move to Step 2.2 where restrictions will ease further. “As we progress through stages, monitoring for triggers to indicate a need to slow down which would be an increase in cases in our surrounding regions, in surrounding NSW, or a significant decline in compliance and in the ability of people and businesses to implement physical distancing,” Dr Coleman said. Canberra Liberals leader Alistair Coe welcomed the ACT Government adopting a tailored reopening of Canberra’s hospitality sector, as he suggested earlier this month, but said that approach should be applied more broadly. Hughes Preschool grows community spirit
Residents of St Andrews Village can look forward to a little slice of Floriade in spring after Hughes Preschool students planted some bulbs on Tuesday 26 May.

The weather was cold and gloomy but there were plenty of reasons to smile as students from Hughes Preschool set about planting some Floriade bulbs for residents of St Andrews Village. The Preschool successfully applied for an allocation of spring annuals and bulbs to plant and grow in their local community as part of Floriade: Reimagined. Preschool teacher Susan Jones said that earlier in the year students had taken home a bulb as part of their remote learning. It was while researching how to care for bulbs to assist her students that she came across Floriade: Reimagined. She said the preschool had already planned on building a connection with St Andrews pre-COVID-19. This project provided an ideal opportunity for the preschool to reconnect with the community as well as teaching students to “think beyond themselves and do something for others”. The students filled four planter boxes on
Tuesday 26 May, as well as treated residents to a rendition of Twinkle Twinkle Little Star. For St Andrews resident Barbara Oom, it “was lovely” to see the youngsters and for them to “want to bring us flowers”. “Things have been a bit quiet here,” she said. “We definitely have had isolation and (social) distancing … so it was very nice to see the children. It’s lovely that they want to come and do this.” While Barbara said it is a pity Floriade can’t be held this year, she is looking forward to a little slice appearing at St Andrews – “as long as the tulips were planted the right way up,” she smiled. In addition to planting the bulbs at St Andrews, Hughes Preschool will also be planting at the Preschool, where staff recently planted a community orchard while students were away, and Home Ground at the Hughes shops. - Allison Turnbull

news Connect over a cuppa Cancer Council ACT is encouraging the local community to connect over a cuppa for Australia’s Biggest Morning Tea today (Thursday 28 May) and join thousands across Australia in support of those affected by cancer. Long-term cancer survivor Tahnee Bass will be celebrating her 33rd birthday on 28 May, the official date of Australia’s Biggest Morning Tea, and will be hosting her fifth consecutive morning tea at work with her colleagues. As her work eases back into having more people in the office, Ms Bass said she will host her morning tea when there will be the most staff in the office, abiding by COVID-19 restrictions, while also encouraging other staff to ‘attend’ via video link. This year, she is dedicating the event to her mother-in-law who passed away last year after a four-year battle with pancreatic cancer. She said now more than ever it is important to help find a cure. “This [COVID-19] could be what we are living with for a while,” Ms Bass said. “For those going through treatment it is a terrifying time for them.
You couldn’t leave your house without fear of what’s out there. It’s time to find a cure.” Ms Bass knows all too well the challenges and fears that come with not just one cancer diagnosis, but two. She was diagnosed with Leukaemia in 1999, when she was 11 years old, followed by a secondary cancer in her thyroid discovered in 2004. She is now cancer-free. Every year, on average 1,600 people in the ACT are diagnosed with cancer and sadly 500 people die from the disease. Every dollar raised through Australia’s Biggest Morning Tea will help fund Cancer Council ACT’s support services, prevention programs and important life-saving research. Cancer Council ACT CEO, Sandra Turner, said “while it isn’t the time to be gathering in large groups, there are still ways people can connect and make a real difference to those affected by cancer”. “Australia’s Biggest Morning Tea is a great opportunity to get innovative and find new ways to ‘come together’ as a community, even though we’re apart. news Sparrow-Folk singing song of thanks Musical comedy duo Sparrow-Folk usually play for laughs, but their latest project has a greater purpose – thanking frontline workers for their efforts during the COVID-19 pandemic. The project was completed in about three weeks. ‘Thank You’ was released on Monday 25 May alongside a video clip featuring members of the community including frontline workers and politicians from the ACT and Newcastle, where one half of Sparrow-Folk, Cathy Crowley, now lives. “We knew we weren’t the only people who wanted to do more, so we reached out to our community to contribute and were flooded with responses,” Cathy said. “I think people just wanted to do something.” The iso-filming project saw members of the community share short video clips featuring messages of thanks while frontline workers were also asked to contribute. “We wanted to be able to highlight them in our film clip,” Cathy said. “We just wanted to show how grateful we are for those frontline workers. Some are doing amazing work and they are just inspiring.”
The video clips were compiled together by the other half of Sparrow-Folk, Juliet Moody, who is still based in Canberra. Because some submissions were filmed on different devices, Cathy said “there were some thank-you’s we couldn’t use because of technical difficulties” but “we will put them up on Facebook when we have the time”. “We usually do comedy, but for this we decided to write a serious song to sincerely thank the frontline workers who are tirelessly working in our local community,” she said. The song ‘Thank You’ was inspired by Cathy’s time in isolation after she had interacted with someone who might’ve had contact with COVID-19. The experience made her think of those on the frontline. “I was desperate to do something that was more than writing a letter saying thank you,” she said. Cathy penned the song and, with Juliet, “refined it together over Zoom with wine”. “It’s had such good feedback. Lots of people are incredibly grateful and some have used it as a way to thank people they know,” Cathy said.

news Reconciliation Day activities Practical workshops – Caring for Country, and Understanding Bush Tucker – form part of the online engagement and family-friendly activities as part of this year’s Reconciliation Day. The ACT Reconciliation Day public holiday is held each year on the first Monday on or after the 1967 Referendum anniversary date of 27 May, which marks the start of National Reconciliation Week. While Reconciliation Day (Monday 1 June) will be different this year, ACT Minister for Aboriginal and Torres Strait Islander Affairs, Rachel Stephen-Smith, said it is still a great opportunity for Canberrans to come together in the spirit of Reconciliation. “The 2020 National Reconciliation Week theme ‘In this together’ is particularly fitting given the year we are all experiencing and the need to get through this difficult time together. “It also reflects our shared journey of Reconciliation, truth
telling and valuing Aboriginal and Torres Strait Islander cultures and histories. The ACT Government has extended financial rebate assistance for Canberrans whose vehicles were damaged in the January hailstorm until 30 October. The hail rebate assistance package offered through Access Canberra has received more than 1,500 applications, with more than $260,000 in rebates already provided to the ACT community. These rebates apply to any person who owned a privately registered ACT vehicle that was damaged in the January hailstorm. It is estimated more than 37,000 vehicles were damaged during the hailstorm. Eligible people can apply for rebates online at act.gov.au/hail or by calling 13 22 81 and do not need to attend an Access Canberra Service Centre. All rebates must be applied for by close of business 30 October.
Heritage grants open Applications for the 2020-21 ACT Heritage Grants Program, which targets projects to move Canberra’s history online during the COVID-19 pandemic, are open until Friday 12 June. ACT Minister for the Environment and Heritage Mick Gentleman encouraged Canberrans, local community groups and organisations to apply for a share of $355,000 in grants. He said this year’s program is seeking “proposals that are developed in line with current social distancing requirements”, such as “projects to bring our heritage to life in new ways like online resources and virtual visitation as well as restoration works to residential premises”. news Participation in the New York Marathon is highly unlikely for this year’s Indigenous Marathon Project (IMP) squad due to the COVID-19 pandemic; however, the positive message of healthy living is set to continue. The flagship program of the Indigenous Marathon Foundation (IMF) is now in its eleventh year but this year it comes with a difference – an intense virtual program which will include physical training, completing timed running events, and education such as a Certificate IV in Business through AFL Sports Ready. Yet it also comes with an added bonus – the ability to include more participants. IMF founder and director, Rob de Castella, said given they will not have all the travel and camps associated with the IMP program this year, “it gives us an opportunity to provide that experience to a few more participants”. Instead of the usual 12 participants, this year 16 young Indigenous men and women representing most states and territories, except the ACT and Tasmania, have been selected to participate. “Each year, we get more and more applicants,
and we see our footprint grow across the country,” de Castella said. “It’s a life-changing experience, not just for the selected few who get to participate, but for their families, friends and communities.” This year, the IMP received nearly 200 applicants, most of whom were still eager to participate with the restrictions and the new format, which humbled de Castella. He said participants told him they were not doing the IMP to run the New York Marathon but because they “want to be part of the IMP program and use that as a platform to drive change”. “It’s always exciting to meet a new squad and to listen to what they’d like to achieve once they graduate,” de Castella said. “The finish line of the marathon is just the start for our graduates. It’s what they do when they come home after IMP that really matters.” IMP head coach and graduate, Adrian DodsonShaw, said this year would prove the hardest yet for the new squad, a view shared by de Castella. “The IMP program is designed to be tough. It’s only through challenges that we can see how resilient and strong we really are,” de Castella

Transform Parenting advertising moment
Canberra’s face of childbirth education starts personal venture ‘Transform Parenting’ Tracey Anderson Askew has been helping Canberra’s pregnant women get excited about giving birth for 16 years. In that time, Tracey has worked with over 3,000 couples preparing them for birth and transforming their fear into more useful feelings like excitement, confidence and calmness. “If you were to ask 100 people what they think of, when hearing the word childbirth – they would say PAIN. That says a lot about how we think about birth, and how we think about birth, influences how we give birth,” she says. “When we approach birth mindfully, understanding the process and what we need to do to work with it, not against it – then birth becomes a very different experience.” Tracey brought a program called calmbirth to Canberra 14 years ago, and has evolved her work to include more current research and evidence around the mind/body sciences and continues to refi ne her methodology. Her course is now called ‘Transform Your Birth.’
Over the past 16 years, Tracey Anderson Askew has worked with more than 3,000 couples preparing them for birth and helping them to feel excited, confident and calm.
“We have great support from health professionals – as they see the difference in the couples when they come in to have their baby,” she says. “What we are doing is unique, in that it isn’t just good information, but a training process that changes the way they respond in labour. By learning to work with their stress response, and train themselves to move into deeper states of relaxation – they don’t resist birth.” Tracey’s aim for Transform Parenting has been to unlock the potential of parents in both the birthing process and the early stages of raising their children. “Knowledge is power, but it is the knowledge around how our bodies and minds work that empowers couples for birth and beyond.” Tracey now runs an Education Centre called Transform Parenting, which encapsulates mind/body sciences in relation to birth and parenting through a variety of programs including Transform Your Birth courses, Parenting Young Children courses, Rapid Transformational Therapy, Tuning Into Kids courses, Parent Groups, and courses for health professionals. Most recently, Tracey has developed a number of campaigns to help parents through the COVID-19 crisis which includes free zoom sessions every Tuesday, free parent mentoring and free relaxation audios. She also offers a variety of payment options so she can provide services to families from all circumstances. One of the biggest themes of feedback Tracey gets from both health professionals and new mothers alike is “this just makes

sense.” The teachings aren’t based around any one opinion of the best way to give birth but rather how the body functions and what a labouring mother can do to optimise that response. The message is clear, succinct and incredibly powerful. Deep dish caramel apple pie Recipe courtesy of Panaceas Pantry for Kanzi Apple Australia kanziapple.com/au 8 Kanzi apples 1/2 cup (110g) vegan butter (can substitute any other butter) 1 Tbsp tapioca flour 1 cup (180g) coconut sugar (or brown sugar) 1/4 cup (60ml) water 1 tsp (5ml) vanilla extract 1/2 tsp ground cinnamon 3 sheets puff pastry 1/3 cup (40g) almond meal Milk, for brushing Raw sugar, for sprinkling (optional)

Peel the apples, then cut in half and core. Cut the apples into 4mm slices and set aside. Heat a large pot over a medium flame then add the butter. Cook for a few minutes, until the butter is melted and becomes frothy. Add tapioca flour and stir to form a paste. Immediately add sugar, water, spices and sliced apples and cook for 5-7 minutes, or until the apples begin to soften and the mix becomes fragrant. Ensure you stir regularly. Turn off heat and allow to cool completely, around 45 minutes. Preheat oven to 220°C. Line the bottom and sides of a deep-dish pie pan with pastry. Pour the almond meal into the base and spread evenly, then top with the cooled apple mixture. Cover the pie with the remaining pastry, in a lattice decoration or, if you prefer, just solid pastry (make three cuts in the top if you do this). Crimp the sides of the pie, then brush the top with milk and sprinkle with raw sugar (optional). Bake for 15 minutes, then turn the oven down and bake for a further 40-45 minutes (the pie will brown on top, so if you prefer to avoid this, bake covered with foil for the first 30 minutes). The pie is done when the filling begins to bubble through the lattice. Serve while hot with vanilla ice-cream.

Local photographer snaps up three spots in The Percivals Canberra photographer Eva Schroeder recently had three works unveiled as finalists in the City of Townsville’s biennial Percival Photographic Portrait Prize. An acclaimed Prize that receives submissions from across Australia, the Percival Photographic Portrait Prize was started in 2014 to coincide with the nationally renowned Percival Portrait Painting Prize. While her photographs failed to take out the top gong, Schroeder said she was “thrilled to bits” upon receiving the news that three of her works had qualified. “Then the reality of what was actually required practicality-wise set in,” she said. “I had to have the images professionally printed, framed, and then source a specialised Art Transport Company to ship the images to Townsville.” Schroeder’s three selected works: Dropsheet Aristocrat, Acting: a real Rush, and Mum & Pap – 60 Years of Loving were all taken in Canberra
and feature local subjects. Schroeder said that instead of contacting her subjects to capture their portrait for the Prize, as many artists do, in this case all three came her way. “Every time I work with someone, or am hired to take a portrait, I seek to capture that potential ‘magical’ moment that takes my breath away. “That particular ‘magic’ doesn’t happen very often, but when it does, I like to ask the subject permission to enter their portrait into an award/ prize,” she said. Dropsheet Aristocrat was initially conceived during a professionally booked photoshoot where local artist, model and businesswoman, Karen Green, had booked Eva with the intention of using the images to break back into the modelling scene ‘silver haired’ after a hiatus of over 20 years. “As the photoshoot was taking place, I became aware of Karen’s current artwork sitting hidden on an easel - her paints, brushes and a dropsheet folded to one side.
“After the ‘professional’ component of the photoshoot was over, I asked if we could try something a little different and Karen was most obliging. Dropsheet Aristocrat is the result of that experimentation,” Schroeder said. Acting: a real Rush, is the portrait of Canberra based actor Jonathan Rush, in character as Charles Guiteau - an American writer/lawyer who assassinated US President James A. Garfield in July 1881. It was initially captured during a photoshoot Schroeder did for Everyman Theatre Company’s 2019 production of Assassins. While Mum & Pap – 60 Years of Loving features Schroeder’s parents, Hart and Inge Schroeder, photographed the day after celebrating their 60th wedding anniversary. “I guess the consistent characteristic across all three of my portraits is that the subjects appear to be interacting with the viewer, rather than just sitting passively within the confines of their immediate environment and the limitations of the frame,” Schroeder said. Currently the Percival Photographic Portrait Prize 2020 is set up within Townsville’s Perc Tucker Regional Gallery as though there are no restrictions. However, because of COVID-19, the gallery has also contracted a company to map out and create a virtual tour of the entire exhibition. As the exhibition will be on show until 16 July, there is hope that the restrictions will eventually ease and the public will be able to view all finalists in-situ. Tanya Heaslip had a childhood that was vastly different from that experienced by most Australians. As she recounts in An Alice Girl, Tanya grew up in the late 1960s and early 1970s on a large cattle property just north of Alice Springs. Her parents were pioneers who established

It was an early childhood full of new experiences and, as they grew older, Tanya and her siblings learnt to help around the property, including working the mobs of cattle with the stockmen. Often their schooling would be interrupted, especially during mustering time, when their father would come up to the school door and order them out if he needed help. With the constant turnover of stockmen, the children became ‘the core’ of his workforce. Unlike her siblings, Tanya was a keen student and reader, and she enjoyed the lessons
provided by the School of the Air. When she turned 12, it was with mixed emotions that she went away to boarding school and, eventually, university to study law. Tanya tells the story of her life before boarding school with a refreshing honesty and humour, recalling the harsh times of bushfires and sheep mustering with heatstroke, as well as the good times and the friendships she forged. As she notes, the 1960s and ‘70s in the bush were a vastly different time, with different attitudes to how hard children should work, physical punishment and the rights of women. In many ways, it was a tough childhood, but Tanya looks back on it with much affection and love. A fascinating and moving story of an unusual childhood.

Endings, Beginnings (MA15+) Reeling from a recent break-up, young Daphne (Shailene Woodley) moves into her pregnant sister’s pool house. Daphne’s plans of swearing off drinking and dating come to naught when she attends her sister’s party and meets the bookish Jack (Jamie Dornan) and bad boy Frank (Sebastian Stan). Drake Doremus’ movies (Equals, Newness and Zoe), while having scripts, are largely improvised. Good improvisation, with good actors, should be undetectable. Classic lines such as Jack Nicholson’s “Here’s Johnny” in The Shining, Harrison Ford’s “I know” in The Empire Strikes Back and Robert De Niro’s “You talkin’ to me?” speech in Taxi Driver strike as believable as the characters are present, emoting within their environments. Bad improvisation is easy to spot, as it seems as though the actors are only concentrating on their own needs.
The improvisation here is particularly weak as the story is tepid, and the ‘love triangle’ that eventuates is sordid. Escaping from her past love life and job, Daphne is simply having an inconsequential, shallow experience; absentmindedly seeing where life takes her. By the time we learn more of the tragedy that kicked off her flight, we are no longer invested in our protagonist nor her casual ‘love’ interests. The story only comes to a form of a shape due to an outcome of Daphne’s recent lifestyle in a very cheap, stereotypical fashion worthy of a soap opera. Running may seem simple and easy, but if you are just starting out, it can be overwhelming. And if you have been in self-isolation or quarantining, you may not have been out walking or running much lately.

Walk before you run: start off with easy training and refrain from racing off at 100 miles an hour – your body will not be used to the high intensity right away. Stay within a comfortable heart rate limit and don’t overdo it.

While you’re starting out, run on grass if possible.
•
Have comfortable clothes to train in. Consider a set of Skins or running leggings to stop any chaffing, and invest in some safe and comfortable running shoes.
•
Set achievable and realistic goals. Running is a long game, so plan gradual increases to your sessions.
•
Stick with your program. Even when you’re feeling great and want to push yourself, stick to your plan to avoid injury and fatigue.
•
Make sure you warm up and cool down with stretching before and after every run. Treat yourself to an occasional massage to look after those muscles.
•
As with every form of exercise, it’s important to stay hydrated.
•
A running buddy is always a good idea; it can even be something you and the kids do together!

Laundry is a year-round chore but in the cold, wet winter months it can be a challenge getting your items dry. While sunlight is your best friend to help dry your washing outside, you can also opt for compact, indoor solutions that are easy to set up, durable, and will help avoid high electricity bills. Natasha D’Cruz, home living category manager at AMES Australasia, shares flexible ways to do your laundry that won’t put your home style on the line. Use the elements Whether you hang your clothes on a line or an airer, always consider two important elements: airflow and heat. In small houses, it’s especially important to give your laundry space to dry to avoid damp. Spreading clothes out across a few extra racks will help air pass between items and carry away evaporated moisture, reducing drying times. Any heat will encourage evaporation, but that doesn’t have to mean putting on the heater. Try lining up an airer next to an oven, or hot water system (if it is easily accessible inside). Alternatively, try under central heating vents, every little bit helps. Design for damp Heated towel rails are ideal for drying clothes, especially overnight to take advantage of
off-peak electricity pricing. This gives you the added advantage of having moisture in a room designed for damp. However, wherever you choose to dry your clothes, make sure air is circulating to avoid mould. Squash into small wet areas Placing an airer in the bath or a large shower unit will avoid clothes dripping on the floor, perfect for handwashed laundry which tends to be more waterlogged. You could also consider retractable lines over baths or in shower units to stop messy puddles from forming. Keep your clothes on the go There’s no rule that says you have to hang your clothes in the same space. Mobile airers allow you to move your drying around the home. Better yet, the unit can be put on a balcony by day and quickly wheeled in if it starts to rain. Quick wash drying If you do a small amount of laundry very frequently, such as gym wear or school uniforms, consider using compact retractable lines in alfresco areas, balconies or over kitchen sinks. Weekly market wrap Impending housing undersupply The Housing Industry Association (HIA) recently released figures forecasting sharp declines in residential building activity during 2020/21 due to COVID-19. The pandemic may have accelerated falls in construction activity; however, Australian Bureau of Statistics (ABS) data shows construction activity had been declining throughout 2019. Activity peaked at 8,286 dwellings under construction in December 2018, reducing by 13.67% Year on Year (YoY) to December 2019. “HIA has revised its forecasts for the housing industry in light of the COVID-19 pandemic and now expects housing starts in the ACT to be down by 28.4% in this financial year and to decline by a further 29.4% in 2020/21,” said HIA’s regional director, Greg Weller. It has been obvious for some time construction activity in Canberra was trending downward and would hit a period of sharp decline without any external downward pressure. ABS data reports the various stages of the construction pipeline, providing figures for total number of new dwellings approved, new dwelling commencements, dwellings under construction and completions.
Looking at the very start of the supply chain, the ACT Government has had a high failure rate selling multi-unit development sites for the last 24 months. Sites failing to sell at the most recent Suburban Land Agency auction have potential yields of up to 1,540 dwellings. In the Gungahlin suburb of Taylor, nine sites with a maximum potential yield of 371 dwellings are set to be auctioned for a second time, having previously passed in or developers failing to settle on their purchase. The sites in Taylor have a mandatory requirement to deliver 57 affordable homes, illustrating the unintended consequence of failing to adjust reserve prices to meet market conditions. Total number of dwelling approvals and new dwelling commencements are the next stages of the supply chain. In the March quarter 2020, there were 965 new dwellings approved in the ACT, which was the first time since the December quarter 2017 that there were fewer than 1,000 new dwellings approved. The total number of new dwellings approved was down 26.47% YoY to March 2020. Dwelling commencements have

Master Builders Australia (MBA) is calling on the National Cabinet to implement $13.2 billion in economic stimulus for the building and construction industry. MBA CEO Denita Wawn said MBA is seeking “stimulus not subsidies” and is calling on the National Cabinet to implement their “independently modelled” stimulus package. “Building and construction is shaping up to be one of the industries worst hit in the long term by the COVID-19 economic crisis. We know from previous downturns that it takes four times 32

longer for our industry to recover than the rest of the economy,” Ms Wawn said. She said work for builders and tradies in the 2020/21 financial year is “fast evaporating” with indications 2021/22 “will not be much better”. MBA commissioned EY to prepare modelling for the stimulus package that includes $40,000 uncapped new home-building grants; resilience renovation program to fund renovations that make homes more accessible or resilient to natural disasters; and a 10% drop in developer charges for some commercial programs, such as those including funding for cladding/asbestos rectification and a 5% increase in government spending in health, defence and education. Ms Wawn said MBA would also want to see a “dedicated building and construction industry taskforce” to oversee the implementation of such a plan. “For stimulus to occur building activity needs to commence,” she said. “We have seen that governments can fasttrack construction activity in response to natural disasters and COVID-19 is shaping up as an economic disaster.”

reduced significantly, falling from 6,409 during 2018 to 4,315 during 2019. This shows that from site acquisition through to commencing a project, there is a significant drop in potential supply. Dwelling units completed increased from 2,652 during 2018 to 4,260 during 2019. Upward trending completions show projects are finishing; however, downward trending commencements and total number of dwellings under construction show an overall decline in activity. Canberra has been a standout performer globally, rapidly squashing the COVID-19 transmission curve. It would appear likely this would enhance our liveability credentials to people in cities who have had high infection and death rates or enacted more drastic measures of containment. This may accelerate relocation plans once global travel resumes and accelerate our trajectory toward a critical undersupply of new housing stock.
REIA eyes forecasts with suspicion The Real Estate Institute of Australia (REIA) has warned forecasts of major housing price drops are “highly questionable”. REIA president Adrian Kelly said suggestions of forecasts with “any acceptable degree of probability” are “highly fanciful”. “We can only look at what is happening in the marketplace at the moment as well as in previous times of high unemployment to provide pointers to likely outcomes,” he said. “Currently we have a situation where listings are decreasing yet the enquiry level from prospective buyers is increasing. It is simple economics that when supply decreases and demand remains that prices edge upwards. They certainly don’t drop.” Mr Kelly said recent forecasts would suggest the supply of new housing will be severely constrained over the coming year. “The Housing Industry Association is expecting building of new dwellings to fall by almost 50% over the rest of 2020 and into 2021.This does not suggest a scenario of supply exceeding demand – a prerequisite for falling prices,” he said.

A formidable talent, Maggie, who played for the Belconnen Magpies locally, claimed the Bainrot Medal in 2019 as AFL Canberra’s Best and Fairest. She also finished equal fifth in the 2018 Bainrot Medal count in a year that saw her play in the 2018 AFL NSW/ACT team at the Under-18s Championships alongside Alyce Parker and be named in the 2018 NAB AFL Women’s Academy.
