This week... From the editor Here we are in June already with five months of 2020 (a year like no other) behind us. Phew! May we look forward to better things and look back mostly to learn lessons from the past. As a wise author once wrote: “There are no mistakes, only lessons.” And: “A lesson is repeated until it is learned.” It would appear we humans have much learning to do. Winter announced its arrival on Monday with a spattering of rain followed by a crisp frosty morning on Tuesday; so frosty I slid on the shimmering layer of ice crystals coating the back deck, my fingertips tingled during a brief burst of exercise in the early morning sunlight, and the dew drops I tried to shake from the clothesline turned out to be droplets of ice. Reasons to be grateful this week include catching up with old friends over tea for the first time since the UN declared a pandemic, a brisk Sunday walk around Lake Burley Griffin, the ACT’s Nurse-Led Walk-In Clinics (at one of which I received free, professional medical care for a minor ailment after hours), our ScreenCraft neighbours joining CW for one of our quick exercise sessions (courtesy of Dr Zach Bush MD) in the carpark, enjoying trivia quizzes on the CW website, and a spot of skygazing on a sunny Saturday afternoon.

news Statistics show women and children at highest risk of poverty pre-pandemic Findings taken before COVID-19 have shown women and children are at the highest risk of living below the poverty line in Australia, with fears these statistics will increase due to pressures faced during the pandemic. The 2020 collaborative report by the Australian Council of Social Service (ACOSS) and the University of New South Wales (UNSW) shows 18% of children are likely to live in poverty, compared to 14% of the total population. The report also shows living below the poverty line is twice as likely when women are the main income earners in households with children (23%) compared to when men are the main income earners (10%). ACT Council of Social Service (ACTCOSS) CEO, Dr Emma Campbell, said while the ACT’s poverty rate was below the national average, the Territory needed to continue to address the number of families living below the poverty line. “The poverty rate in the ACT is 8.6% which is around 30,000 people, while the rate in Australia is 13.6% so we are lower than that,” she said.
“What is really important to understand is obviously Canberra has higher averages but if you are in that 8.6%, you’re making choices between paying your energy bill and putting food on the table for your kids.” Dr Campbell said the increased pressure of COVID-19 would be concerning for those statistics going forward. “Women have been hit hardest by the impacts of the crisis; areas with job losses have been highly female dominated sectors,” she said. “They have also seen their caring obligations increase during COVID-19 – so we are going to see those numbers increase.” Children’s education charity, The Smith Family, are working hard to combat the pandemic’s impact on education for children living below the poverty line, as it launched its winter appeal on Tuesday 2 June. The Smith Family CEO Dr Lisa O’Brien said there were several factors impacting the disruption of education and feared they would heighten the risk of disengagement from already disadvantaged children.
“Since March, we have seen the biggest disruption to education ever posed to Australian children. As communities, schools and families continue to face difficult times, The Smith Family is deeply concerned that children who were already living in disadvantage before COVID-19 will face additional hardship, and risk slipping further behind in their education,” Dr O’Brien said. “Not only has their education been disrupted, but their families may not have been in the best position to support their children’s home learning. “This may be due to a lack of access to digital technology, having inadequate learning spaces at home, or parents’ own schooling experiences potentially limiting the educational support they can offer their children.” The Smith Family 2020 Winter Appeal aims to raise $4.2 million by 30 June for learning and mentoring programs for disadvantaged children, many of which would be offered remotely and estimated to reach 10,740 children. Commonwealth and ACT Governments to increase rental assistance and maintain welfare increases on the other side of the pandemic. “It’s really important we maintain the increases to welfare we saw during COVID-19 so that we don’t see such large numbers of women, children and people who are looking for work living in poverty,” she said. “As well as increasing rental assistance so that Australians have enough rental support across the country, we really need to focus on how we can achieve full employment and in jobs that support women, in particular, that can reach a flexible working arrangement for their caring responsibilities.” - Danielle Meddemmen
Petrol prices set to spike ahead of long weekend Canberrans are being encouraged to fill up their fuel tanks as soon as possible, with petrol prices expected to increase ahead of the Queen’s Birthday long weekend, 6-8 June. A report from comparethemarket. com.au has shown that while petrol prices hit decade lows during the June quarter, Canberra fuel prices have been rising since May. The report shows Canberra motorists paid the most for petrol in Australia during the quarter, with an average of 122 cents per litre (cpl). “In Canberra, the prices are higher but the price cycle seems to be a bit more stable so we don’t seem to have the huge fluctuation we can see happening in other capital cities,” said Abigail Koch from 8

comparethemarket.com.au. “It also comes down to supply and demand; Canberra is a smaller city so there isn’t as much competition. I will say it is really good that you have places like Costco because it is those independent retailers that drive down prices of the major competitors.” Last month, ACT Chief Minister Andrew Barr challenged Canberra petrol stations to charge fairer prices on fuel, which saw the average price fall to 101.6cpl in mid-May. On 1 June, the lowest price found in the Territory was 104cpl. Ms Koch said based on tracking the previous price cycle and with interstate travel restrictions easing for Canberrans, she expected to see prices rise gradually in the lead up to the long weekend.
“The demand will be larger due to the restrictions easing, which will probably cause prices to rise,” she said. “Based on previous price cycles we can expect them to keep increasing post long weekend but depends on the independents and how comfortable they are eating into their profit margins.” In total, Australians were paying an average of 25cpl less in the June quarter than during the first quarter of 2020. Ms Koch recommended that motorists shop around for the lowest prices before filling up ahead of the long weekend. “Most of the major retailers are matching each other between the cents but even if you are only saving a couple

Millennials’ mental health suffers during pandemic Young Australians’ mental health has taken a turn under the COVID-19 pandemic with those under 35 experiencing a spike in “severe psychological distress”, according to the Australian National University (ANU). A study from the ANU tracked 3,155 Australians before and during the pandemic, with the proportion of 18 to 24-year-olds experiencing severe psychological stress increasing from 14% in February 2017 to 22.3% in April 2020. The figures for adults between 25 and 34 increased from 11.5% to 18% in that same period. Associate Professor Ben Edwards, from the ANU Centre for Social Research and Methods, said young Australians are “significantly worse off in terms of mental health than those who are older”. He put that down to reductions in employment opportunities and the lack of the ‘financial buffer’ that older generations have had time to establish. “While the benefits of social distancing and lockdown have been large largely to do with physical health, the downside has been the impacts on young people’s mental health,” he said. “This will have a long-lasting impact on young people’s lives. We need to consider what we can do to address the needs of our youth.” The study is the first of its kind to measure mental health data before and during the COVID-19 pandemic. Canberra Weekly
has contacted youth mental organisation, headspace, for comment on the ANU’s findings and is awaiting a response. Locally, the ACT Government is looking into the issue of youth mental health more broadly. The Standing Committee on Education, Employment and Youth Affairs held its second public hearing for the Inquiry into Youth Mental Health on Tuesday 2 June. The committee chair, Michael Pettersson MLA, said the Committee has reopened the submission process until Friday 19 June, due to the “powerful evidence” received at the first hearing. “Hearing directly from individuals and families impacted by youth mental illness is invaluable to the Inquiry process,” he said. “It is these on-the-ground accounts that allow the Committee to understand the gaps and areas for potential improvement in the system.” For more information on the Inquiry or on making a submission, visit the Legislative Assembly website. opinion Canberrans have risen to the challenge This year has been a difficult one for Canberra. We began the year with smoke from the bushfires forcing us to remain indoors, and shortly afterwards the COVID-19 pandemic required us to physically distance and interrupted the patterns of our daily lives. However, the glimmer of hope through these difficult times has been the way in which the Canberrans have risen to the challenge and cared for one another. Throughout the unprecedented summer bushfires, Canberrans provided shelter and assistance to those fleeing devastation. Canberrans opened their homes and their wallets to those in need and vowed to visit fire-affected regions to assist with their economic recovery. The crisis brought out the very best in our community and we have seen this spirit again during the COVID-19 pandemic. Canberrans have been among the best in Australia at flattening the curve
of infections. The very fact that people have properly followed restrictions is itself an act of care towards those vulnerable members of our community whose health depends on us physically distancing. It has been heartening to see Canberrans paradoxically come together as a community by remaining physically distanced. In a similar vein, we have witnessed the formation of ‘mutual aid’ networks across the ACT, with community members supporting each other in times of need. These networks have facilitated acts of assistance and generosity, such as shopping for an elderly neighbour, providing food staples to those who cannot afford or access them, and even just calling up an isolated neighbour to check in on them and chat. Any talk of the great work Canberrans have done would be remiss without thanking frontline
essential workers, though. We have come to appreciate the importance of many frontline workers whose contributions have, until now, not been properly valued. These include nurses, cleaners, retail assistants, bus drivers, and many other essential occupations. I thank those Canberrans who have put their own health at risk to keep our city ticking along. As home to just under 39% of Australia’s public servants, Canberra has been uniquely placed during the COVID-19 pandemic. While some public servants, such as Centrelink workers, have been on the frontlines, many others have played important roles behind the scenes. I have also been especially proud of the willingness of nearly 6,000 public servants to move to Services Australia to help process payments for those who have lost their jobs. So, whether you have worked on the frontlines, participated in a mutual aid network, helped support the COVID-19 response in the public

service, or simply followed physical distancing restrictions, I want to say a heartfelt thank you. Thank you for caring for your fellow Canberrans and making Canberra the amazing community to live in that it is. We must remember that we are not through this crisis yet, though. As restrictions begin to gradually ease let’s keep up the good work by keeping a physical distance of 1.5 metres and practising proper hand hygiene. Be fire ready this winter Canberrans are being urged to be fire ready for winter, with ACT Fire & Rescue (ACTF&R) asking people to be prepared and aware of the common causes of home fires. “As we see the temperature drop, our heaters and clothes dryers turn on. Canberrans are inviting friends and family to gather around fire pits or to cook meals. While we want people to enjoy themselves, there’s simple things to keep in mind to keep themselves safe”, said ACTF&R acting chief officer, Chris Zeitlhofer.

Restoring habitat
Charity partner for Australia’s National Parks, the Foundation for National Parks & Wildlife (FNPW), and global reforestation not-for-profit, One Tree Planted, have announced a five-year project to plant up to one million trees in Bushfire Recovery Nurseries around Australia. FNPW is working with governments and community partners to assess priority areas in NSW, ACT, Victoria and SA, with a focus on rebuilding habitats for affected species. Trees from the Bushfire Recovery Nurseries will be planted in national parks across Australia, as well as other public and private lands that have been affected by bushfires.

Preheat oven to 225°C. Line two baking sheets with baking paper.
1/2 cup cream
To make the scones, beat together the eggs, cream, milk and sugar until frothy. Fold in the sifted flour and mix to combine.

Cucumber and salmon sandwiches
Turn the dough out onto a floured surface and knead gently until smooth. Flatten the dough to a thickness of 2-2.5cm. Using a floured cookie cutter (or a drinking glass), cut out the scone shapes and place them on the baking trays. Bake in the oven for five minutes, or until light brown. Serve warm with jam and whipped cream.

Using a small drinking glass, cut out two rounds from each slice of bread. Spread butter and mayonnaise thickly on each piece. Slice the cucumber into thin rounds, then in half again. Top half the slices of bread with the cucumber followed by the salmon and a pinch of salt and pepper. Spread Sriracha on the remaining slices and use them to top off the sandwiches. Serve and eat immediately.

Brew for 2-3 minutes with water at 80-100°C. Add a slice of fresh lemon and a small dollop of honey once brewed for a tea that will warm you inside and out.

3/4 cup McKenzie's shredded coconut
Grease and line a 3cm-deep, 15.5cm x 25cm slab pan with 3cm overhang Place condensed milk and butter in a small saucepan over medium heat. Cook, stirring for 4 to 5 minutes or until butter melts. Place biscuits in a food processor and process to fine crumbs. Combine crumbs, coconut, lemon rind and lemon juice in a bowl. Add hot butter mixture. Stir until well combined. Press biscuit mixture into prepared pan. Refrigerate for 1.5 hours or until firm. To make lemon icing, place icing sugar, butter and lemon juice in a bowl. Beat with a wooden spoon until smooth. Spread icing over slice. Top with coconut. Refrigerate for a further 30 minutes or until icing has set. Cut into pieces. Serve.

Katherine Firkin joins the growing band of Australian journalists making recent successful crime fiction debuts with Sticks and Bones. Set in Melbourne, it follows a rich array of characters caught up in the disappearance and potential murder of two young women. Leading the investigation is Detective Emmett Corban, who must balance the demands of his home life with the pursuit of a possible serial killer. The story moves along reasonably well, and Firkin does a good job in keeping the reader guessing as to who the killer might be. A strong debut that marks Firkin as a writer to watch out for.
A juror on a high-profile drug trafficking trial faces a terrible dilemma in Find Them Dead, Peter James’ latest novel about Brighton detective Roy Grace. If she cannot convince the rest of the jury to find the accused gangster innocent, her daughter will be killed. Meanwhile, Grace is called in to investigate a murder that has potential links to the trial. James’ skilfully manipulates the two storylines to produce a well-paced crime novel that provides plenty of tension and personal drama. It quickly grabs the reader’s attention and James delivers some good shocks along the way to the satisfying ending.

We see Hal in the early stages of his metamorphosis to heroking; his coronation and entry into war. Unlike other similar historical war epics, the battles here are few and far between, which enhances
the development of our characters and distils the visceral and dramatic effect of such battles when they do occur. Based on Shakespeare’s ‘Henriad’ plays, themselves rife with dramatic licence, fans of accurate historical dramas may be left fuming: dates, environments, characters and the characterisation of Hal himself are treated fast and loose. What are varicose veins? “Varicose veins are caused when your vein valves aren’t functioning properly,” explains the Vein Institute’s medical director, Dr Zil Yassine. “Weak or faulty one-way valves allow blood to flow backwards and collect in your vein, eventually leading to the swollen, twisted veins known as varicose veins.” He says some people may experience no symptoms at all, while others may experience some or all of the following: pain, itching or heaviness in the legs; burning, throbbing or cramping; pain that intensifies after prolonged sitting or standing; and chronic swelling in the lower legs or ankles. “In general, vein pain is considered vague and dull rather
than sharp or immediate. If you raise your legs and the pain goes away, this is an indication your pain is vein related,” Dr Yassine says. It is important to seek treatment for your varicose veins, as Dr Yassine explains: “Our veins are an integral part of our circulation system, acting as a roadway which drives de-oxygenated blood back to our hearts”. Therefore, vein conditions should always be considered serious. “Issues with your veins are likely linked to poor blood circulation and could therefore lead to health concerns related to your heart and lungs. Each individual is different; however, there are some cases where, over time, circulation may become worse and cause changes
in the colour and texture of the legs,” he says. If left untreated, the skin may start to turn “brown in colour” and become brittle and fragile and more susceptible to injury. He says minor cuts and scrapes could turn into venous ulcers: bleeding sores that do not respond to topical treatments and refuse to heal. “Around 70% of all venous ulcers are due to varicose veins, caused by a kind of ‘domino effect’: the varicose veins lead to reflux, which leads to venous hypertension, and impaired microcirculation. This then leads to tissue responses as the skin covering the veins can stop them getting the oxygen they need, and the result in some cases is a venous ulcer,” Dr Yassine says.
What treatment is available? The good news is that varicose veins are treatable. Dr Yassine and his experienced team at The Vein Institute have improved varicose vein treatment in Australia, using the latest laser technology to treat varicose veins with no surgery, which means minimal downtime. “We use the latest technology from Europe and the USA to provide the most advanced, nonsurgical options in the treatment of varicose veins,” Dr Yassine says.

The benefits of cold therapy In Poland, a man sits meditating on Mount Sn žka at approximately 5,300ft, the pinnacle of the Silesian mountain range. The temperature is minus ten degrees Celsius and he is wearing only shorts; his name is Wim Hof. The re-emergence of cold therapy is mostly due to Hof, who has trailblazed its popularisation, as well as the research into the health benefits of cold exposure. You only have to hold some ice cubes in your hand for a few seconds to register discomfort, yet, learn to master the body’s response to cold and you may be able to unlock some surprising benefits. Cold therapy, or cryotherapy, is an ancient practice – Egyptians used it as far back as 2,500 BCE – that has found its way to contemporary prominence. And with the onset of winter in Canberra, what better time to explore its potential benefits. First, a caveat: don’t go jumping into Canberra’s lakes or waterways. Aids fat burning Being cold forces the body to work harder to stay warm. Studies have shown that cold exposure increases the body’s stores of naturally occurring brown fat tissue (brown adipose tissue, or BAT) which, unlike white fat tissue, is active in burning calories and using energy. Cold exposure increases BAT activity and results in increased calorie expenditure; in other words, BAT essentially turn calories from food into heat. Fights inflammation Studies have shown exposure to cold temperatures raises levels of a protein called adiponectin that is linked to reducing inflammation. Hof advocates a method of combining cold exposure with breathing techniques in order to influence both the sympathetic nervous system and the immune system. Results have been impressive showing increased production of anti-inflammatory mediators and a subduing of the pro-inflammatory cytokine response which suggest promise for utilising these methods to combat conditions like auto-immune disease. To try cold therapy for yourself, try finishing your morning shower with a blast of cold water for a few seconds. At the very least, it’s a good way of training your willpower and you’ll no doubt feel wide awake afterwards. Build your garden from the ground up using sheet mulching Sheet mulching is a form of no-dig gardening, which allows you to build up your soil without hours of backbreaking labour. It consists of Carbon and Nitrogen rich organic materials being stacked on top of the existing soil. Sheet mulching is designed to replicate the natural soil profile. In essence, you are composting in situ, taking full advantage of the rich soil life beneath and saving precious time not having to turn or move it. Once decomposed, sheet mulched beds provide ideal growing conditions for many plants, especially veggies and fruiting plants. There are countless advantages to sheet mulching, including: • Using low- or no-cost resources such as cardboard, newspaper, straw, animal manures, compost, and deciduous leaves.
• Preserving the existing soil structure by not having to dig into or overwork it. • Sheet mulching smothers out weeds, eliminating the need to apply herbicides or hand weeding. • Sheet mulched beds are raised and therefore have excellent drainage and air-filled porosity. • The rich organic layers provide excellent nutrition and moisture retention. What you will need: • Nitrogen and Carbon rich ingredients. Nitrogen ingredients are commonly known as greens and are things such as compost and aged manures; Carbon ingredients are commonly known as browns and are things such as straw and deciduous leaves (larger leaves need mulching beforehand).
• Garden lime or preferably Dolomite lime, for sprinkling on top of the Nitrogen layer. Lime assists with reducing acidity and the decomposition of the layers. • Blood and bone or other high Nitrogen ingredients such as a rich slurry of worm tea. This is for the base layer to aid the decomposition of any weeds and grasses. • Water to encourage decomposition of the layers and to support essential soil life. • A sturdy garden fork for aerating the ground and building the bed. • Building your sheet-mulched bed: • Mark out the bed using stringline, pegs and marker paint. • Sprinkle the surface with blood and bone and Dolomite lime. Water in well.

• Aerate the bed with a garden fork, to help activate soil life and help prevent water runoff. • Apply an overlapping layer of cardboard or newspapers. Weekly market wrap Canberra’s property market continues to defy analysts’ forecasts as values increased during May, according to CoreLogic’s Monthly Home Value Index results. Property values increased by 0.5% for the month and are up 1.2% over the quarter – pretty impressive considering how many forecasters incorrectly predicted property values would fall between 10-30%. In this column on 14 May, I wrote “the best time to buy a property in 2020 was three weeks ago. The next best time is the six weeks ahead as normality (potentially) restores to the market”. Not only has some normality restored as restrictions have relaxed to permit on-site auctions and open homes, buyer sentiment has significantly improved. Those hoping the market would fall are facing the prospect of financial penalty from delaying their decision as values rise. The number of established
properties advertised on Allhomes each week has fallen from 167 during the week to 27 March to only 105 in the week to 29 May. On Saturday 30 May, Domain reported the preliminary auction clearance rate was 73%. The auction market has had low stock volumes since the clearance rate bottomed out at 39% on 4 April. In the time since, the auction clearance rate has exceeded 50% for each of the last six weeks of reported results. At the time of writing (2 June), the Federal Government had indicated a likelihood they will commence providing grants of $20,000 or more to encourage people to buy new properties. This is an incredible injection of stimulus into Canberra’s new development market which is performing well without intervention. The Allhomes ACT Real Estate Market Trends Report states the median price for multi-unit dwellings
in Canberra is $472,000. On the basis of a stimulus package providing a grant of $20,000, the Federal Government would effectively be paying 4.24% of the median price of multi-unit dwellings. This reduces the amount of cash or equity a buyer would typically contribute to avoid paying mortgage insurance. Stimulus with high perceived value brings forward future demand and places upward pressure on values. People who delayed purchasing decisions in March are now entering an environment where property values have increased and buyer sentiment has improved, prior to what happens upon commencement of government stimulus. It will be interesting to see how long it takes before developers start to incrementally increase pricing in line with increased buyer demand. I have already seen evidence of this

as developers who had solid sales months in May are now comfortable with their level of pre-sales. Small price adjustments would unlikely be noticed by buyers, especially those qualifying to receive stimulus but could improve developer returns significantly. This may allow some developers to test the market with sites they previously failed to have the confidence the market would absorb. Throughout COVID-19, the Government has repeatedly proven highly effective in supporting the parts of the economy it seeks to intervene with. Now it appears to have housing in its sights; only the foolhardy would bet against it.
