This week... Language is such a powerful thing. For example, consider the difference between the three terms – feral horses, wild horses, and brumbies – to describe the same introduced species in the Australian High Country. Different words elicit very different responses in us. So, last week when Queensland Premier Annastacia Palaszczuk dubbed the ACT a COVID “hotspot” as she closed the Sunshine State’s borders to mainland Southerners, it was vexing. Applying the term to a jurisdiction that has had no new cases of COVID-19 in several weeks causes confusion and dilutes the meaning of the word. Until then, I had understood a hotspot to be a (somewhat scary) place where active cases were present. The danger is that careless or imprecise use of specific terms in a pandemic can lead to anger, bewilderment or complacency, muddling important health messages that require clarity. Plus, a long-awaited tropical holiday had to be cancelled, so I’m especially miffed because, at the time of writing, Queensland (which had had 1 new case and 11 active cases on 11 August) was more of a hotspot than the ACT. Still, I’m happy and healthy here in the Canberra bubble. Reasons to be grateful this past week include sunshine after soaking winter rains, emergency service personnel and volunteers for protecting the community, cauliflower and lentil curry, and cosy throw rugs. Daffodil Day raises hope for a cancer-free future Students at Alfred Deakin High School (including our cover stars), are gearing up for Daffodil Day (Friday 28 August) where they will be working hard to raise money for Cancer Council ACT. After a successful fundraiser in 2019, selling over 200 cupcakes, the ADVANCE (Alfred Deakin Values, Advertising, News and Current Events) student leadership group will be aiming higher this year with
another cupcake sale, the entire school dressed in yellow (or florals), and a ‘mini festival’. “Looking at last year and the amount of money that we raised … we were all over the moon at how much we ended up getting,” says Alex Scott, classroom teacher and ADVANCE coordinator at Alfred Deakin. “We haven’t got a target in mind this year, but I know the student body is behind it.
“It’s pretty mind blowing that these young people are so super involved and is really impressive to me that they’re getting behind such an important fundraiser that probably affects a huge number of the population.” Cancer Council ACT CEO Sandra Turner says it’s “really pleasing to see young people so dedicated to helping organisations like Cancer Council ACT to raise funds to help support research for cancer.” “It’s wonderful to see such a sense of responsibility and care that they have to want to help people to be able to live better lives.” The daffodil is the international symbol of hope for people affected by cancer, and money raised through the Daffodil Day Appeal goes towards funding vital research. Ms Turner says the funding provided by Cancer Council ACT allows local researchers to look at specific areas of cancer, with the hope of improving treatments or finding a cure. One such local researcher is Dr Keisuke Horikawa from the John Curtin School of Medical Research at the ANU, who received the Cancer Council ACT 2019-20 research grant to support his work in investigating Burkitt lymphoma – a form of non-
Hodgkin lymphoma. Dr Horikawa is looking at the role of MYB, a specific feature of the cancer cells thought to be involved in their growth and survival, with hopes the research could lead to more targeted and less aggressive treatments. Ms Turner says Daffodil Day will look slightly different this year due to COVID-19; you won’t be seeing volunteers selling daffodils in shopping centres around the region. Instead, the community is encouraged to send a ‘virtual daffodil’ or ‘go yellow for hope’ and host a yellow-themed fundraiser, either in person or online, anytime during August. Face masks a challenge for deaf community The deaf and hard of hearing community is reminding Canberrans to be patient when communicating, as the recommendation to wear face masks in public adds an extra challenge to their everyday life. DeafACT board member, Jacob Clarke, communicates in Auslan but said social cues such as body language and lip reading are a large part of his interactions. “Facial expressions are vital to communicate and understand each other because they contribute to how we all feel and express ourselves depending on the context,” he said. “With face masks, these are covered and it’s proven difficult to 8

understand what they are trying to say without these expressions. “This can increase their anxiety on how they approach and communicate with (the community).” While wearing face masks is not yet mandatory in the ACT, businesses including Woolworths and Bunnings have recommended customers wear them whilst in their stores. ACT Chief Minister Andrew Barr has also previously stated that Territory residents may be required to wear face masks if cases of COVID-19 return to the Territory or the surrounding regions. Mr Clarke has advised the wider community to keep the following
tips in mind when communicating with the deaf and hard of hearing community during this time: be patient; listen when deaf people advise you how they would like to communicate; wear a clear face shield; if they use their device to communicate, use yours to respond; use paper and pen while maintaining social distance; you can remove mask to communicate where necessary as long 1.5m is maintained; use speech apps such as Google live transcribe (android), Otter (iOS); and use visual cues such as gesturing and pointing (body language). According to Mr Clarke, there have been some additional challenges for the deaf and hard of
hearing community lately, including receiving medical advice and treatment. “Some deaf people have had bad experiences when trying to communicate with nurses and doctors in full PPE kits at the COVID-19 testing clinics,” he said. “This sort of situation can cause panic or anxiety attacks … I was tested for COVID-19 at EPIC a few months ago and I was fortunate enough to be accommodated. They were able to take the mask off and maintain social distancing, and they even used hand gestures which were easy to understand.” - Danielle Meddemmen

news Canberra Airport to close on Saturdays The Canberra Airport is urging National Cabinet to implement a contingency plan within the domestic aviation industry to address its current “state of disaster”. The call comes after Canberra Airport’s announcement on Monday 10 August that it would no longer operate on Saturdays from 22 August to avoid further job losses and redundancies within the business. Canberra Airport managing director, Stephen Byron, said the domestic aviation industry had been the hardest hit during the COVID-19 pandemic. “Without dismissing the mental health challenge Victoria is facing at the moment, at least there is a plan of six weeks’ hard lockdown to then come back,” he said. “There is no plan for aviation. What’s the plan for three months or six months? That’s why we are in a state of disaster.” Canberra Airport’s decision is a result of only two to three flights operating on a Saturday. They will continue to monitor the situation for possible further closures. Mr Byron said the decision had been made to
avoid any further jobs cuts within the industry, as Qantas previously announced up to 6,000 job losses nationally at the end of June. “In reality, this closure is to save and preserve jobs before we can have that restart that other businesses have had,” he said. “This won’t cause any instant job losses because it should preserve and protect against redundancy. “Virgin and Qantas have parked up to 90% of their planes and this is our equivalent to parking the airport.” Mr Byron said without a contingency plan from National Cabinet, Australians were unable to make any travel plans as far as Christmas. “The problem is there is no outlook to see domestic aviation even open by Christmas,” he said. “As an industry, we are in more of a lockdown than Victoria. We need a national incremental plan that is going to follow the health advice and we need it so we can fly by Christmas.” The airport is still operating daily flights to Sydney and Brisbane, and three flights per week to Ballina-Byron Bay. It was announced on 10 August that the
Ballina-Byron service would be extended for a further eight weeks based on demand. Canberra Airport head of aviation, Michael Thomson, welcomed the good news during the dire time. “Many Canberrans have escaped the Canberra chill and enjoyed a break in the BallinaByron region and, vice versa, it’s been a great opportunity for visitors to fly to Canberra and enjoy all the great experiences Canberra and our region has on offer,” he said. “A further eight weeks gives Canberrans the opportunity to escape to the sunny far north NSW coast now or for the next school holidays, with the service being extended until 23 October.” There are currently no active COVID-19 cases in the Ballina region, with two active cases confirmed in Byron Bay on 25 July, both of whom had travelled from Sydney and are self-isolating. news Hospital expansion contractor confirmed, construction to start in 2021 The ACT Government has today (Tuesday 11 August) announced the next step in the expansion of Canberra Hospital, naming global construction company Multiplex as the early contractor involvement partner. The company was named as a shortlisted applicant alongside Lendlease earlier this year, to undertake the new emergency, surgical and critical healthcare building as part of the Canberra Hospital Expansion (CHE). ACT Health Minister Rachel StephenSmith said this crucial step meant the project remained on its timeline for a 2024 completion of the SPIRE project. “We have been busy preparing the hospital campus over the past 12 months to pave the way for works on a new emergency and critical care facility to start next year,” she said. “We have already opened a new building for administration of the hospital and works are well underway on a new building eight to house the sexual health centre.”
The CHE will include 60 ICU beds, four of which will be paediatric ICU beds, 22 operating theatres, 55 day surgery beds and an additional 39 emergency department treatment spaces. The ACT Government has committed $500 million to the project, which was originally set to start construction this year. ACT Chief Minister Andrew Barr said the major infrastructure project, which would create about 500 jobs during the construction phase, had been through a detailed consultation period with the public. “This is one of those exercises where we are damned if we do and damned if we don’t. If we hadn’t engaged with the community, if we hadn’t sought to alter designs to reflect the issues that were raised, we would be accused of ramming something through and not listening,” he said. “Instead we listen, we consult, we adjust, and we adapt and instead the question is that we aren’t delivering the project fast enough.”

One concern raised for the construction process is availability of parking at Canberra Hospital for staff and visitors, which Ms StephenSmith said they had planned for carefully. “Parking is always an issue at Canberra Hospital as it is for many hospitals around the country. We have, of course, just released the request for tender for the development of the new temporary carpark at the former CIT site in Woden,” she said. “That will deliver 1,100 staff parking spaces and also enables some work for parking during the construction phase for the CHE so where people need to stage those construction vehicles, that will also be able to occur on that site.” - Danielle Meddemmen

news Acton waterfront makeover detailed in new Place Plan A ferry service, fine dining, a major playground, swimming beach, an over 40,000 square metre lakeside public park and a boardwalk extending from Henry Rolland Park to the National Museum of Australia, are outlined in the City Renewal Authority’s (CRA) Acton Waterfront Place Plan. Released on 11 August, the plan outlines how the West Basin waterfront’s public spaces will be developed and will influence designs for future stages of work undertaken in the next three to four years. Four ‘key’ destinations along the Acton Waterfront are outlined: the existing Henry Rolland Park; The Heart (to be built where Acton Park is currently), which will be the “intergenerational” focal point of the waterfront featuring green space, the major playground, foreshore dining, event space, and more; Cultural Landscape (the western foreshore
between the National Museum and Edinburgh Avenue), which will feature a swimming beach, kayak launching ramp, a small-scale natural play area and more; and Streets and Lanes, which comprises the street network connecting and running through the “sociable, activated and green” precinct. CRA chief executive Malcolm Snow said the Place Plan puts forward an “unmatched opportunity to give Canberra safe and attractive connections between its city centre and the lake”. With Parkes Way dividing the Acton Waterfront from the City, the Place Plan outlines a number of ways in which the lake will be made more accessible. Light rail stage 2A, which will extend the service from Civic to Commonwealth Park and is due to be operational by
2024, will drive foot traffic there. Further works include a “legible network of streets, cycle paths and pedestrian paths [that] enhances connectivity and accessibility to the lake from the city”. This will include a direct cycle connection to Marcus Clarke Street, a pedestrian and cycle connection to New Acton via a shared path bridge over Parkes Way, and a ferry connection to the National Museum. “The creation of an attractive and accessible new public space at the Acton Waterfront is critical to addressing the missing connections between the city centre, the lake and the national institutions on the Acton Peninsula,” said director of the National Museum of Australia, Dr Mathew Trinca AM. The Place Plan was informed by almost two decades of planning and consultations as well as a new
community engagement process. The next stage of the Acton Waterfront boardwalk, due to commence this year and take two years to complete, will add an additional 500 metres and two new public jetties. Beyond the work outlined in the Place Plan, further stages will include low-rise, mixed use precinct of small-scale commercial, cultural and residential buildings, built in accordance with National Capital Plan requirements. In a statement issued on 11 August, the Lake Burley Griffin Guardians were critical of the fact the Place Plan “does not show how much of our existing park is to be taken by apartments”. “It can be assumed the apartments are still to fill up Acton Park and block vistas across the lake,” they said. - Denholm Samaras

BlazeAid Braidwood getting the job done Under the leadership of Dennis and Carol McGrath, Braidwood BlazeAid has rebuilt 167km of fencing for bushfire affected farmers in Braidwood. They’ve done so with the help of 405 volunteers who have lived together at the Braidwood
Showgrounds where they’ve prepared and eaten 20,000 meals since the camp was established on 3 January. The past 12 months have decimated Braidwood’s farming and tourism industries – the extended drought led to devastating bushfires, followed by floods and now coronavirus.
As the nation’s focus drifts away from the devastation of last summer’s bushfires, Braidwood continues to rebuild – with the help of BlazeAid. The charity began in Victoria in 2009 when a group of local farmers helped each other rebuild farming infrastructure after the Black Saturday fires. It has now grown to embrace thousands of volunteers living in camps around the country, rebuilding communities affected by bushfires, floods and cyclones. Despite the trauma of the constant threats faced by the Braidwood community, they found the time to welcome Dennis and Carol and support BlazeAid. “The community has been wonderful,” Carol said. “We haven’t had to buy water until the last two weeks.” As much as the town supports BlazeAid, BlazeAid also supports the town; the charity has spent nearly $400,000 locally. Fencing materials are sourced
locally where possible and the camp spends around $1,000 a week at both the IGA and the butcher. “And the grog shop gets a big donation,” Carol smiled. The latest statistics from the camp are broadcast on community radio during Dennis’ regular appearance. “People hang out to hear the BlazeAid stats,” Carol said. Not even COVID has stopped the Braidwood crew, who have formed a close bond since the restrictions forced them to spend even more time together. In a fortunate marrying of needs, there are 14 displaced international travellers volunteering at the camp. As they rebuild part of Australia’s infrastructure, their food and accommodation are taken care of and, after 88 days, they will qualify for a visa extension. SPARK, in partnership with Quality Training in Construction, Skills Canberra and the ACT Training Fund Authority, will deliver another Certificate II Construction Program for the Ginninderry development in 2020. The 2020 Ginninderry Construction Program will be delivered at a larger venue in Fyshwick to be able to implement social distancing requirements and follow the ACT Government COVID-19 Canberra Recovery Plan. The program will again focus on skills development, work experience and employment pathways within the construction sector and provide participants with a Certificate II in Construction (CPC20112) upon completion. This program will commence Tuesday 8 September and run four days a week (Tues-Fri, 28 hours per week) for 12 weeks. The program will be a combination of theory, practical hands-on learning and industry work placement. Eligibility criteria apply. An information session will be held on Wednesday 19 August 1pm; it is mandatory that anyone seeking to be on the program attend this session. Apple pie mug cake 1/2 green apple, peeled and grated Pinch ground cinnamon Pinch mixed spice Pinch ground ginger 3 Tbsp almond flour or almond meal 1 Tbsp inulin powder 1 egg ½ tsp baking powder 1/2 tsp pure vanilla extract Place the grated apple, cinnamon, mixed spice and ground ginger into a large mug or ramekin, then microwave on high for 1 minute. Stir in the remaining ingredients, return the mug to the microwave and cook on high for a further 2 minutes. Allow the cake to sit for 1 minute before turning out onto a little plate. Top with a spoon of coconut yoghurt and a few pan-fried apples.

Coconut choc mousse 400ml can coconut cream 2–3 Tbsp inulin powder 2 Tbsp raw cacao powder, sifted 2 Tbsp grated vegan chocolate (optional) Leave the can of coconut cream undisturbed in the fridge overnight. The next day, without shaking the can, carefully open it. Using a tablespoon, extract the solid cream at the top of the can without disturbing the watery liquid at the bottom. Remove as much as you can, putting the collected cream into a mixing bowl. Sprinkle over the inulin powder and, using an electric whisk, whisk for 2 minutes or until thick and creamy. Sprinkle over half the cacao powder and whisk into the mixture. Taste for flavour, adding more cacao or a bit more inulin powder if you desire a richer, more chocolatey taste. To serve, spoon into glasses and sprinkle with sugar-free grated chocolate (if using).

Book talk Jeff Popple reviews the latest excellent novel by John Connolly. More of Jeff’s reviews can be found on his blog: murdermayhemandlongdogs.com After several delays due to COVID-19, John Connolly’s The Dirty South is finally being released. Set back in 1997, it is a prequel to Connolly’s highly successful series about private eye Charlie Parker and, unlike the other books in the series, it does not feature any supernatural overtones. The Dirty South opens with the traumatised former New York police detective in a small, rundown town in Arkansas hunting down a lead
on the killer who recently brutally murdered his wife and child. Someone has been slaughtering young black women in Burdon County, although no one wants to admit that it is happening, and Parker thinks that there might be a link to the slaying of his family. He quickly realises that there is no connection and, after a night in jail, he is happy to leave the town, until he is persuaded by the desperate local sheriff to stay and help with the investigation there. CSO continues online Australian Miniseries this month
Unhinged (MA15+) Tom Cooper (Russell Crowe) parks his silver 4WD and enters a home at night, setting it on fire. After a montage showing the stresses of everyday American life, struggling Rachel (Caren Pistorius) runs late getting her 15-yearold son to school. After being fired for missing her appointment due to a traffic jam, Rachel angrily honks at an idle, silver 4WD. Unhinged is a morality play, tapping into the modern zeitgeist of high tension and selfishness. Like William Foster in Falling Down, Cooper is a man beyond the edge. Whereas Foster’s frustration is born out of his disillusion with American life, Cooper’s is pure rage. Having seemingly lost everything, Cooper is content to burn the world around him to go down in its flames. Rachel must elude Cooper’s murderous 4WD on highways, urban roads and side alleys; the car carnage spliced brilliantly by Ford vs Ferrari’s editor. Screenwriter Carl Ellsworth extends his concept by using his Red Eye script, with Cooper using Rachel’s mobile to endanger her and her family’s lives. Cooper has little backstory, allowing the audience to subjectively fill in the gaps that have led him to become a powder keg representative of modern-day frustrations. It is a pity then that Unhinged is happy to stick with its B-movie murder24

which will have violent repercussions for a lot of people. This is a big, beautifully written novel that keenly held my attention from the beginning to the surprising conclusion. Connolly’s mastery of language is only matched by a handful of other crime writers and he can vividly capture a scene and describe a setting with a few telling phases. As always, the breadth and intricacy of his plotting is superb, and the book moves through several good twists and turns before arriving at the suspenseful climax. The characterisations are rich and fulsome and there is a rich tapestry of ideas and detail in The Dirty South. None of these elements, however, slow the book’s pace or stop it from being a very exciting read. Along with Michael Robotham’s When She Was Good, this is one of my favourite reads of 2020. Its release may have been very delayed, but the wait has been worth it. Highly recommended.

Throughout August, the Canberra Symphony Orchestra (CSO) has been premiering short solo works by four Australian composers as they continue their online commissioning, Australian Miniseries. The Miniseries, which commenced in July, sees 15 established and emerging Australian composers produce short new works for solo instruments. Broadcast on the CSO YouTube page and on Facebook, the works have all been performed by CSO musicians. The series has been co-curated by Professor Matthew Hindson AM and Jessica Cottis and produced by the ANU School of Music. The first performance featured David Flynn on double bass playing Trussed, composed by Luke Styles. It was broadcast on Friday 7 August and was proudly presented by Canberra Weekly, Singapore Airlines, and Shell Australia. On 14 August at 6.45pm, violinist Lucy Macourt will perform Or, Maybe, Yesterday, composed by Cyrus Meurant. On 21 August at 6.45pm, principal French horn Dianna Gaetjens will perform Dianna; and on 28 August at 6.45pm, flutist Kiri Sollis will perform Hairyworm Hobble, composed by Canberra-based composer Michael Sollis. Can you boost your immune system? Given we’re currently living under a cloud of a global pandemic, it’s not surprising that we’re seeing a debate about ways to boost your immune system, or whether you even can. Some even completely reject the notion that boosting the immune system is possible or even desirable given that in reality a ‘hyped up’ immune system is not sustainable. Consider that how you feel when you have a cold is a taste of what it’s like to have your immune response in full flight – sinuses streaming, sneezing, aches, and so on. Obviously, it’s not
how we want to feel from day to day. But really, it’s just semantics. What you’re actually aiming to do is to optimise your immune function or, to put it differently, rather than trying to boost it, the aim is to remove any obstacles to your immune system responding effectively. We are constantly exposed to pathogens and an immune system at the top of its game can and does handle them with aplomb. So, what’s important to focus on is removing the things that can act like handbrakes on your immune system.

Keep your main paint colour simple Creating a base that will stand the test of time is the easiest way to give your child’s newly decorated space longevity. Weekly market wrap Canberra in a fortunate position Last week I wrote about how our local property market had decoupled itself from the challenges faced by other capital cities nationally. As some jurisdictions tighten restrictions to combat community transmission of COVID-19, the ACT has been moving toward relaxing restrictions after not recording any news cases for over a month. Relaxing of restrictions demonstrates how successful ACT residents have been in managing the pandemic. Market sentiment can be a key indicator of where values are potentially heading. High auction clearance rates, increasing stock levels and strong sales results indicate both buyers and sellers are comfortable with the short-term outlook and engaging in property transactions. CoreLogic recently shared research and analysis on each capital city property market nationally, and explained our market conditions: “ACT has seen property value increases of 1.3% since March. While the performance of the ACT market may seem like an anomaly, the ACT dwelling market is one of the few markets performing as may be expected amid the record low cash rate setting. RBA research has noted that reductions in the cash rate typically increase property values over time, because debt becomes cheaper and purchasing capacity increases.” Turbo charging cash rate decreases are changes to how borrowers’ serviceability is calculated, exponentially increasing borrowing capacity in this low rate environment. ACT has the highest median household income nationally further increasing potential benefit these changes have on our property market.
Corelogic also shared some interesting insights into the labour market in the ACT: “ABS payroll data shows the number of jobs across the financial and insurance industry in the ACT has actually increased 0.7% since the start of the pandemic”. “A ‘two tiered’ state of the labour market is highlighted by the fact the ACT accommodation and food services sector has seen the largest rate of decline of the states and territories. This industry is more likely to be comprised of renters, and rental values have fallen half a percent across the ACT since March, with larger falls across the unit sector (-1.0%). “It is also worth noting that while cumulative price changes show four of the eight capital city markets have not declined in value since March, almost all markets are showing a slowdown in growth rates. This suggests that, as with past downturns, most housing markets will be subject to a downswing phase.”

Increasing jobs for workers in finance and insurance provides a larger pool of people on higher incomes with the capacity to own property. Reported decreases in employment for food services and accommodation sectors means in the short term there may be fewer tenants seeking lower priced properties. However, as trade restrictions relax further over the medium to long term, there will likely be increasing employment of these workers, potentially creating upward pressure on rents at the lower end of the market. This data further demonstrates our property market has decoupled itself from the challenges faced in other capital cities. A very fortunate position for property owners to be in.
Googong releases large, single-dwelling blocks The NSW township of Googong has released two large residential blocks, each over 15,000sqm in size.
