This week... As I write this column on Tuesday afternoon, my bags are packed ready to fly to Cairns tonight to visit my ageing parents, whom I haven’t seen since their younger son (the younger of my two older brothers) passed away on the Gold Coast in June. In the interim, my mother has undergone, and is recovering from, emergency surgery, so I’m very much looking forward to spending precious time with Mum and Dad, especially in this year that has been quite like no other I’ve known. I’m grateful domestic border restrictions are easing, at least for ACT residents, and that travel to Queensland is relatively easy now without any requirement to quarantine. Having celebrated another fiftysomething birthday last week, it’s been a time to reflect on what matters and to appreciate the many gifts that enrich my life – predominantly relationships (family, friends, colleagues, acquaintances), good health, knowledge and experiences. Birthdays are ace; I highly recommend them. Reasons to be grateful this past week include birthday celebrations with and/ or messages from loved ones and friends, vegan chocolate-blueberry birthday cake, good health, air travel, picking fresh broad beans from the garden, mowing the lawn, and a cool, wet spring, quite different to this time last year. But then, everything feels different this year. Take care,

news Eight new faces in 10th ACT Legislative Assembly Eight new faces will join the 25-member ACT Legislative Assembly following the 2020 ACT election results being finalised late on Friday 23 October after the last postal votes were counted. The ACT Greens have tripled their seat count in the Assembly, with both ACT Labor and the Canberra Liberals dropping two seats a piece. After the final distribution of preferences, the ACT Greens have claimed six seats in the tenth ACT Legislative Assembly, ACT Labor 10 and the Canberra Liberals nine. In the previous Assembly, the Greens held two seats, Labor 12 and Liberals 11. Results in Yerrabi, Murrumbidgee, and Kurrajong were known shortly after counting began when the ballots closed on 17 October, however the fifth seats in Brindabella and Kurrajong were up in the air until Electoral Commissioner, Mr Damian Cantwell AM, announced the names of the 25 successful candidates. In Brindabella, incumbent Canberra Liberals MLA Andrew Wall lost his seat to ACT Greens’ Jonathan Davis, who was in a tight tussle with ACT Labor candidate Taimus Werner-Gibbings. Mr Davis ended up 82 votes ahead of Mr Werner-Gibbings. In Ginninderra, incumbent ACT Labor MLA, former Attorney-

General Gordon Ramsay was pipped at the post by Canberra Liberals’ Peter Cain after retiring Canberra Liberals MLA Vicki Dunne’s seat went to ACT Greens’ Jo Clay. After preference votes were distributed, Mr Cain was 167 votes ahead of Mr Ramsay. Barr confirms Labor-Greens partnership In a statement issued on 24 October, ACT Chief Minister Andrew Barr confirmed he would ratify a new parliamentary agreement with ACT Greens leader Shane Rattenbury in the week ahead. “Productive discussions have already commenced with ACT Greens leader Shane Rattenbury on how our respective parties can work effectively together,” Mr Barr said. The finalisation of their agreement will provide answers to questions surrounding Greens’ representation in Cabinet, with the party seeking three ministers. “With six out of 16 positions in the two governing parties, it is three-eighths of the government, and I think it would be reasonable for the Greens to get three ministries,” Mr Rattenbury said. Mr Rattenbury also indicated he was not interested in being named Deputy Chief Minister, having earlier expressed an interest in the role.

Elizabeth Lee to lead Canberra Liberals On 27 October, the Canberra Liberals elected Elizabeth Lee as their leader and Giulia Jones as their deputy. “I am committed to making Canberra the connected capital, bringing people together, so that in 2024, we can deliver to Canberra the government it deserves,” Ms Lee said. Former Canberra Liberals leader Alistair Coe stood down from the role after his unsuccessful tilt which led to the party’s sixth consecutive ACT election loss earlier this month. Mr Coe led the party for four years following the 2016 election. Prior to their leadership appointments, Ms Lee was the party’s education and environment spokesperson, while Ms Jones was spokesperson for police and emergency services, corrections, and women.

Direct flights to Tasmania brought forward The Tasmanian border officially reopened to ACT residents on Monday 26 October, but Canberrans will have to wait until Thursday 5 November to fly direct to the island state. Tasmania is now open to residents of all states except NSW (opening 6 November) and Victoria, allowing travellers from other jurisdictions to enter without a quarantine period. Australian carrier Link Airways previously announced it would offer four direct services from Canberra to Hobart weekly from 3 December but 8

has since brought forward the start date to 5 November. Canberra Airport head of aviation Michael Thompson said the route had seen a lot of interest since it was first announced in September. “This service has been really well received since its launch four weeks ago, with several flights booked out,” he said. “The demand is strong leading up to Christmas, and Link Airways will continue to add services where there is demand and have already added

additional services to the schedule.” The Tasmanian Government has stated it will allow travellers from low-risk areas, such as the ACT, to travel through NSW (until 6 November) and Victoria on their way to Tasmania, but they are only able to stop for petrol in those states. All travellers are required to register their travel and contact details online via the Tas e-Travel website before entering Tasmania. The Link Airways service will offer four weekly return services

between 5 November and the end of the year, with a plan to grow to 11 return flights per week in 2021. Further flights to other domestic destinations are set to take off from the Canberra Airport in coming weeks, including Fly Pelican’s new direct route to Port Macquarie twice a week from 1 November. news Local bus companies protesting for help While it might feel like the worst of the pandemic has passed in Canberra, Don McDougall has had eight days’ work in the past eight months. As the owner of DM Charters in Queanbeyan, he joined other desperate small bus company owners at Parliament House in Canberra on Monday 26 October to rally for his industry. “We are an industry that’s been forgotten, where there are a lot of operators about to go to the wall,” he said. “Pre-COVID, a lot of my work was rail replacement services, airport transfers, inter-airport transfers, school excursions and interstate school camps. “Post-COVID, I have none of that; I have had eight days’ work in eight months.” Australian Family Owned Bus

Companies met with Shadow Tourism Minister, Senator Don Farrell, in Parliament on Monday 26 October, pleading for help for their members and workers. Due to current COVID-19 restrictions, much of the industry’s previous work has been put on hold and, with financial repayment pauses coming to an end in September, the future is looking bleak. Mr McDougall also said the small amount of work available through government contracts has been unfairly distributed to larger companies. “From where we are sitting, there are three or four operators that have all the government contracts. What we are asking for is a fair go and fair share,” he said. “What we are asking is they have one central government department dealing with those contracts and

anyone wanting work be on the list and be notified to put our hands up.” Mr McDougall said the industry needs a commitment from the Federal Government for both financial support and a small business strategy going forward. “The government needs to step up to the financial industry and say extend the repayment pause where it’s needed,” he said. “We have premiers making up a new set of rules each day with no consistency so small business can see how close we are going to get out of it.” Operators are forced to choose between de-registering their vehicles to save costs, and risk not being able to pick up work if it comes up. According to Mr McDougall, the financial pressures within the industry were having a huge impact

news What is mental health first aid? Mental health first aid is being highlighted during Veterans’ Health Week (24 October-1 November), with members of the ex-service community encouraged to undergo training to become a mental health first aider. Veterans’ Affairs Minister Darren Chester said the training offers veterans and those who support them the tools to identify changes in someone and to respond appropriately. “Family members, friends and colleagues are often the first to notice subtle changes in someone’s behaviour, and training in mental health first aid or suicide intervention equips them with the skills and confidence to identify signs, start a conversation and encourage them to seek professional help.” National manager of Open Arms: Veterans and Families Counselling, Dr Stephanie Hodson, says mental

health first aid is an opportunity to learn about how to recognise common mental health issues in family members, friends or work colleagues. Dr Hodson says mental health first aid training includes an understanding of what can cause mental health conditions and how these might be identified, as well as learning to identify if you or someone around you might be in need of assistance. “What to do, how to have a conservation with that person and then how to help them get a referral [for further support]. “I think that because military service does have unique challenges … as people come back from doing an operational deployment or maybe doing a bushfire recovery type activity, it’s really good for their community to recognise when

they’re not doing so well,” she says. The training isn’t just for exservice men and women or those who support them. Dr Hodson says anyone can benefit from the training, which is currently offered in partnership with the Returned Services League (RSL) and ex-service organisations around the country. Lifeline Canberra CEO, Carrie Leeson, says “when it comes to mental illness, no one is immune”. “Now more than ever we are seeing heightened anxiety and uncertainty in the community. Whether in our own lives, or through osmosis, this anxiety is creating a mental health challenge we’ve never before seen.” Training courses are offered by a number of organisations around the country, including Lifeline. Ms Leeson says mental health training, first aid or awareness

training, much like in a physical first aid training course, provides individuals with the skills and the confidence to assist in a crisis, until the crisis resolves or the appropriate professional help is received. She says there is “real benefit” in having these skills out there in the community with heightened and widespread anxiety due to COVID-19, made more complex by this year’s smoke, storms and bushfires. “Everyone would benefit from education in mental health awareness and mental health first aid. news Due to the additional stresses of COVID and the Black Summer bushfires, mental health awareness has been raised in 2020. As October – ACT Mental Health Month – draws to close, the founder of Canberra’s only Borderline Personality Disorder (BPD) specific treatment provider, Nat Malcolmson, is changing the narrative and breaking down stigma surrounding the condition. For most Canberrans, Black Summer was intense and stressful, but for the estimated two to five percent of ACT residents with BPD, it was a triggering event. Nat recognised “her tribe” was stressed by the fires and smoke and welcomed them to her Belconnen home. “I kept hearing from people in the group about how anxious they all were,” Nat said. “They just wanted to do something but didn’t know what. They

were beating themselves up.” To ease their distress, Nat created a self-sensory kit making workshop that married two therapeutic skills: distress tolerance – the act of distracting yourself from your emotional state by helping other people; and sensory selfsoothing – appeasing the five senses to prevent overwhelming stress. Self-sensory kits can be made up of almost anything; examples are fluffy toys or stress balls for touch, a colouring book for mindfulness, calming essential oils to smell, a teabag or chocolate to taste, glitter jars or pictures of a loved one to look at, and meditation apps to listen to. The group walked around Nat’s home in circles, putting together bundles and coupling them with a personalised card. Nat also used her connections within the NDIS network to distribute kits to the NSW South Coast.

The circle was complete when one of Nat’s coastal-based participants received a package. More common than schizophrenia and bipolar, Nat said BPD is not well known or understood, and statistics show it is one of the most stigmatised mental health conditions, with people with BPD often described as “manipulative”. Caused by an invalidating early childhood and genetic predisposition to emotional sensitivity, there are around 256 different combinations of BPD traits. Among them: a real or perceived fear of abandonment, paranoia, suicidal thoughts or attempts, black and white thinking, impulsivity, and a pattern of intense, unstable relationships. On average, it takes eight years of symptoms for a diagnosis. According to Nat, an estimated 10% of people with BPD die by suicide, a rate 50 times higher than the general population. But she said it doesn’t have to be that way. BPD is extremely treatable; so treatable she wants to know why it isn’t handed out at Belconnen Mall. Dialectical Behaviour Therapy Created by Dr Marsha Linehan in the 1980s to treat BPD, Dialectical Behaviour Therapy (DBT) is a mix of mindfulness and cognitive behavioural therapy, delivered in four modules: Mindfulness, Interpersonal Effectiveness, Distress Tolerance and Emotional Regulation. Foundational to treating BPD, patients must be both validated and challenged at the same time; they must believe they are enough and loveable just as they are, and they will be happier and healthier with behavioural change. Her program is so effective that after five years, 85% of participants no longer meet the BPD criteria. In 2014, Nat took a redundancy

from the public service to care for her husband Todd, who has a lived experience of BPD. Before his diagnosis, Todd had been engaged in the mental health system for 15 years. Nat said he had been written off by the system as an alcoholic. Their relationship was rocky, and they attended marriage counselling. Nat said the cruellest thing about BPD is the way it affects and destroys relationships. But Nat and Todd bucked that trend; rather than running from the difficulties of caring, Nat fully immersed herself in the Borderline world. She found a Facebook support group for the families of loved ones with BPD and before long, Nat was a volunteer leader of a program helping families understand BPD behaviour. Nat took her leadership further and spent her last $2,000 on a clinician’s training course that required four trips to Melbourne. While she could afford to fly to the first session, by the fourth, she was on a bus and staying at a backpackers’ hostel. Nat then developed a peersupport model of DBT and began holding two group therapy classes with 10 people. Four years later, Nat convenes three groups of 20 people and turns away five people a week. Nat said it’s the incremental change in her participants that she most loves. “By week six, they come up to me and say ‘Nat, I’m starting to change’,” she said. - Cassandra Power

news ‘Very different’ bushfire season ACT emergency services are preparing for a “very different” bushfire season than the previous two. By early August, the ACT had received sufficient rainfall to remove the “residual drought” posing a forest fire threat when Bushfire season officially kicks off this Sunday, 1 November. Significant rainfall is expected to continue throughout spring; with a La Niña alert in place, emergency services are anticipating forest flammability will remain low over the coming months. The Bureau of Meteorology

Climate Outlook Review has stated that October to December are very likely to be warmer than average across most of Australia. Much of the eastern two-thirds of the country are likely to see above average rainfall for the remainder of the year. But the warmer weather and potential for strong winds will place the ACT at a higher risk for grass fires. ACT Rural Fire Service said they have been working alongside rural land holders to conduct hazard reduction burns and mitigate the spread of bushfire into the urban fringe.

Drivers well behaved on grand final weekend ACT drivers were well behaved over the grand final weekend (23-25 October) as ACT Policing’s Road Policing unit conducted 1,292 breath tests with only one driver caught in excess of the legal limit. Officer in Charge, Road Policing Detective Inspector Marcus Boorman congratulated the ACT community for the positive result on what is typically one of the busiest weekends of the year for police targeting drink drivers. “To record just one positive breath test from more than a thousand is an outstanding outcome and something we haven’t seen for quite some time,” Detective Inspector Boorman said.

“With the added danger from wet and slippery conditions over the weekend, it was most encouraging to see drivers taking the risks of driving under the influence of alcohol seriously.” Last Thursday (22 October) ACT Policing warned that they would have a visible presence targeting drink driving over the grand final weekend. Unfortunately, one driver failed to get the message and was stopped at a roadside breath testing station in Deakin at 8.30am on Sunday where they recorded a blood alcohol content of 0.063. They will appear before the ACT Magistrates Court at a later date.

Denman Village Community Centre unveiled Construction has begun on the Denman Village Community Centre in Denman Prospect, with the design for the centre unveiled and the sod turned on Tuesday 27 October. The purpose-built centre will be managed and occupied by Communities@Work and available for use by community groups, while the adjoining early learning centre will cater for children aged between

six months and six years old. Capital Estate Developments (CED) managing director, Stephen Byron, said the building would be a contemporary design, in keeping with the Denman Village shops. The foyer of the centre will include a gallery with the opportunity for public exhibitions and displays. Both the community centre and the childcare are expected to open in early 2022.


sport At a glance Four Raiders to feature in State of Origin Four Canberra Raiders’ players will go head to head as they feature in the upcoming State of Origin battle between NSW and Queensland. Jack Wighton and Nick Cotric will represent the NSW side, facing Josh Papalii and Dunamis Lui playing for Queensland. It will be the second year sporting the blue jersey for both Wighton and Cotric, despite Cotric being ruled out after last year’s first game with an ankle injury. Lui will make his debut in maroon, after an 11-year career. Canberra United ready for pre-season Canberra United has pencilled in Monday 16 November as the start of the Westfield W-League pre-season, and added two more players to its growing squad. With 11 players already confirmed, head coach Vicki Linton is expected to solidify the side in the next few weeks. The revised 2020/21 season is set for the same start date as the A-League, kicking off on 27 December. At this stage, the club is preparing for a normal travelling season, with a full schedule expected for release in early November.

ACT women join East Coast rugby The East Coast will boast a new women’s rugby schedule starting next month, with the Canberra Women’s Presidents XVs joining the mix. The ACT side will compete against Sydney Gold, Sydney Blue and NSW Country

Bushfire recovery grants Broulee Netball Club and Batemans Bay Australian Rules Sport and Youth Club are among seven recipients of the Confident Girls Foundation Bushfire Recovery Grants, established by Netball Australia. Broulee will receive $1,500 while the Bateman’s Bay club has been awarded $2,800. Grants can be used to deliver programs and clinics, rebuild infrastructure, replace equipment and cover membership costs. One thing that has always brought them together has been time spent on the water, paddling their double canoe which was lost to the Black Summer bushfire. They used to paddle on the Clyde River and collect litter left by humans along the way. Spooky sweets This week, food writer Libby Kimber brings you these recipes from McKenzie’s Foods, for spooky-but-sweet treats to get you into the Halloween spirit.

Prep: 25 mins

Pumpkin monster cupcakes

1 cup butter, softened

Cook: 8-10 mins Serves 36

2 cups caster sugar

Prep: 15 mins

1 Tbsp grated orange zest

2 tsp vanilla extract

Cook: 20 mins

Few drops orange food colour

2 large eggs

Serves 12

Orange frosting

2 1/4 cups plain flour

125g unsalted butter, softened

3/4 cup cocoa powder

Cupcakes

2 cups icing sugar

1 tsp McKenzie’s bi-carb soda

1 1/2 cups plain flour

3/4 tsp orange essence or vanilla extract

1 tsp salt

2 tsp McKenzie's baking powder

2-3 Tbsp orange juice

2 cups chocolate chips

1/4 tsp McKenzie's bi-carb soda

1 tsp grated orange zest

To decorate

2 eggs, whisked

2-3 drops orange food colour

72 candy eyes

1 cup icing sugar

To decorate

Extra chocolate chips

1/2 cup vegetable oil

6 chocolate coated finger biscuits, halved

100 (approx.) Smarties or M&Ms

1 tsp orange essence (optional)

30 Tic Tacs

3/4 cup orange juice, with pulp

Pre heat oven to 180°C and place patty pans into 2 x 12-hole pans. In a medium bowl, sift the flour, baking powder and bi-carb soda. In a separate bowl, combine eggs, icing sugar, oil, orange essence and food colour. Mix well. Add the dry ingredients to wet ingredients in two batches, mixing well in between. Add the orange juice and the zest. Mix well by hand. Fill patty pans to 1/2 – 3/4 full and bake for 20 minutes. Let cool on a wire rack. To make the frosting: In a small mixing bowl, cream the butter until light and fluffy. Beat in the icing sugar, orange zest and extract. Add enough orange juice to achieve a frosting consistency (a little on the firm side so that it holds the weight of another cupcake when assembling your monsters). Spread frosting on top of cupcake and then top with another upside-down cupcake. Add the tic tacs for teeth and candy eyes, using a little extra frosting as glue if required. Insert chocolate stick through the top cupcake. 20

Pre heat oven to 175°C and line 3 baking trays with baking paper. Cream together butter and sugar with an electric mixer until smooth, then add vanilla extract and eggs. Continue mixing until well combined. Add flour, cocoa powder, bi-carb soda and salt. Beat until a dough forms. Stir in choc chips for an even distribution through the mixture. Roll a tablespoon full of dough into balls and spread 12 balls evenly onto each prepared baking tray. Bake for 8-10 minutes until they are set. Allow to cool for 2-4 minutes before inserting the candy eyes, extra choc chips and Smarties/M&Ms as desired. Cool completely on a wire rack before serving.

In a youth detention centre, young Daniel (Bartosz Bielenia) experiences a spiritual awakening. Knowing full well his own need for redemption, Daniel recognises the deep divide in the village; a result of a tragic loss due to a car crash. He takes it upon himself then to not

only perform the role of the local vicar for the village using his fresh, unorthodox methods, but also to attempt to heal the community by controversially finding justice for the one perceived to be at fault. Shot like a thriller with a saturated palette under mood lighting, Daniel’s character shifts between convict and saviour, with the question of redemption and forgiveness ever present. The village’s tragedy is a metaphor for the senseless and devastating 2010 Smolensk disaster which left a country reeling. fitness Spring into body weight training Everyone loves this time of year; the weather is starting to warm up (some days) and we can get outside and enjoy the sunshine and fresh air. I also look at this time of year as a health and fitness re-boot, so this week let’s focus on body weight training, eating fresh and nourishing foods and making sure we get enough rest. Try and eat a clean meal every day – stick to fresh seasonal fruit and vegetables, this will help your overall health and load up your body with fibre and nutrients. You can also try to get out for a quick walk during your lunch break/downtime to enjoy the fresh air. For the exercises, I’ve selected a few areas to focus on: lower body, core, upper body and cardio. To start, combine one exercise from each area for an awesome workout. Paint the letters of your scary message in your chosen colours, giving them two coats for the best finish. Step 5. Once the paint has dried, apply lettering using all-purpose glue. Weekly market wrap Window closing for HomeBuilder grants Time is rapidly evaporating for those looking to secure their $25,000 HomeBuilder Grant and the window of opportunity is closing faster than you may think. An element of naivety exists where buyers are focused on the grant expiry date rather than the practicalities of exchanging contracts late in the year. This has created a perception of having far more time to make decisions than is effectively available, without significantly increasing the risk of missing out on the grant. In 2020, Christmas Day falls on a Friday, so there will be some solicitors/conveyancers working up until Christmas Eve. There are firms who promote their ability to transact 365 days per year, however, this is only useful if the vendor’s solicitor is also available. On the basis all parties are available until 24 December, a purchaser perceiving they have until 31 December to exchange contracts to secure their $25,000 HomeBuilder Grant has lost a week of opportunity to transact without realising it.

Purchasers of new properties will find different sale processes exist within the market. Some developers instruct their agents to exchange contracts at the point of sale subject to a five business day cooling off period. Others prefer sales instructions to be issued to solicitors/conveyancers which takes longer; however, once contracts exchange, they are exchanged unconditionally. Regardless of the vendors’ chosen transaction method, prospective purchasers should seek independent legal advice prior to exchange, which may become difficult for purchasers who make decisions too late in the year. To avoid potential disappointment and pressure attempting to meet time-critical deadlines, from the date of publication (29 October), purchasers seeking to secure their $25,000 HomeBuilder Grant realistically have 32 days to find their property. This timeframe provides a small buffer in the event things do

not run exactly to plan. Most importantly, it reflects timeframes to exchange which average 24 days across the apartment and townhouse projects in my portfolio. Vendors causing delays may surprise some purchasers. For example, contract amendment requests take time for the vendors’ solicitors/ conveyancers to seek instructions, draft a response and reply. It is not uncommon for several days to pass prior to purchasers receiving responses. Instructions for vendors’ solicitors to execute a contract under power of attorney can cause another delay at a point when purchasers are ready to exchange. The range of factors outside of purchasers’ control increase the importance of choosing a property and starting the process to own sooner rather than later to avoid missing out on the $25,000 HomeBuilder Grant.

A spokesperson for the township, Penny Forrest, said the display village would have “something for everyone”. “[Display villages] provide inspiration for future homes, allow buyers to connect with potential builders, and give people a feel for what they want in a home.

“Googong is experiencing record interest and sales because of the better value on offer for buyers and the lifestyle benefits available within the community. Given the current interest in moving to Googong, the timing of the new display village couldn’t be better,” she said.
