This week... Flying to Cairns last week to visit family was a stark reminder of what a vast country we live in. It was a chilly, wet, late October evening when I left here shortly after 6pm, and touched down to a balmy 26oC there at 10pm local time. Cloud covered much of Southern NSW, vast tracts of Northern NSW appeared sunny and green, while South-East Queensland experienced a severe hailstorm shortly before darkness fell and our plane landed safely in BrisVegas. In Far North Queensland, it was hot and dry – the temperatures varied between 22oC and 35oC daily – and with no significant rain in the past six weeks, the usually-lush tropical landscape was tinged with brown. On arrival, significantly eased border restrictions had replaced the rigorous versions that were in force when I last visited the Sunshine State in early June – but my border pass and photo ID were still checked by officials at both Brisbane and Cairns airports. However, by the time I left Queensland on Monday, the checkpoints had been dismantled. Things change so quickly, especially postelection. Reasons to be grateful this past week include this wetter-than-average spring, freshly picked papaya, five days basking in the warmth of Cairns and my family’s love, and flying between Canberra and Cairns in an evening, rather than taking a 28-hour road-trip of 2,500km.

news Barr takes on Climate Action in new-look Cabinet ACT Chief Minister Andrew Barr will lead the flagship Climate Action portfolio, along with Treasury, Tourism, Economic Development, and a Cabinet of nine ministers – six Labor and three Greens – in a “consensus building and collaborative” Legislative Assembly. Mr Barr said “as first minister”, it was fitting he took the lead on Climate Action, as it reflected Labor’s two biggest election policies – the Big Battery, and Resilient Household Scheme. Yvette Berry remains Deputy Chief Minister and adds Youth Affairs and Education to her role. ACT Greens Leader Shane Rattenbury said he was “honoured” to take on the “significant role” of Attorney-General, where he’ll look to reduce incarceration rates, particularly those of Indigenous Australians. He said he will continue discussions about raising the age of

criminal responsibility. He will also oversee Gambling. First-time MLAs Emma Davidson and Rebecca Vassarotti join the Cabinet for the ACT Greens. Both women have their own portfolios and will assist more experienced ministers, in a feature of this parliamentary agreement – crossparty collaboration. Mr Barr said the agreement was a balance of “continuity and opportunity” and he was happy to have a “fresh set of eyes” on policies. Ms Davidson becomes Assistant Minister for Families and Community Services and Minister for Disability, Justice Health and Mental Health. Ms Vassarotti will oversee building quality reforms as Minister for the Environment and Minister for Sustainable Building and Construction. Ms Vassarotti said “climate change and climate readiness” in building quality and construction was

important to the community and she was looking forward to working with industry. “The community has been strong in their concerns about building quality and we need to adapt our buildings to deal with this.” Mick Gentleman remains Minister for Planning and Land Management, Police and Emergency Services, and gains the Corrections and Industrial Relations and Workplace Safety portfolios. Mr Barr said Mr Gentlemen’s leadership over the summer of bushfires had earned him a strong personal vote in Brindabella and his additional portfolios were a reflection of the community’s affection for him. He said Mick Gentlemen and Rebecca Vassarotti would work closely together on the planning portfolio. “It scars you for life,” Mr Barr smiled. “Everyone has views on planning.

“There is no perfect planning system that will please everyone.” Rachel Stephen-Smith and Chris Steel keep their portfolios of Health and Transport, respectively. While Suzanne Orr will not retain her portfolios, the Chief Minister said she had a long parliamentary career ahead of her and would have other opportunities to serve in the executive. Tara Cheyne has been promoted to Cabinet with the Arts, Business and Better Regulation and Human Rights portfolios. Mr Barr said he was “delighted” to draw upon the talent and experience from 16 MLAs across the two parties. And while the nine ministers will do a lot of work, there will also be a lot of committee work. “We’ll forge some new ground here. We go into this with our eyes open and knowing we have to work together,” Mr Barr said. - Cassandra Power

ANU experts: bushfire recommendations must be implemented Several ANU academics have endorsed the final report from the Royal Commission into Natural Disaster Arrangements and its recommendations for better bushfire preparation and recovery, but noted its success lies within its implementation. The 80 recommendations across climate change, air quality, wildlife, and health were widely endorsed by political leaders and experts as comprehensive and credible, with diverse sources of evidence. ANU Senior Lecturer of Marketing Dr Stephen Dann said all recommendations should be implemented, with “national communication synchronisation” the top priority. “A shared message, common equipment, and inter-operability will be increasingly important as new fire seasons will need to rotate crews across the country,” Dr Dann said. He said he would’ve liked the report to address community training and 10

personal certification in regional areas for people who must decide between evacuating or staying and defending. “Even an environmental first aid course could make a difference. It could improve the pool of community fire fighters and help people to decide if they can actually defend their property well in advance, based on practice and experience.” Director of ANU National Bushfire Initiative, Dr Marta Yebra, was “pleased” the report “clearly recognised” the role of climate change, but said if, like previous enquiries, the recommendations were not implemented, it was “a waste of time and resources”. “This time implementing the recommendations will require a substantial change in the way we manage natural disasters. “I am pleased to see recommendations of a natural disaster management agency, a national aerial firefighting fleet, nationally consistent

warnings, and acknowledgement of the role of Indigenous fire managers in mitigating bushfire risks.” ANU Director of the Menzies Centre for Health Governance, Professor Sharon Friel, said while the report should be commended, it could have gone further. “We need to disrupt the policies and processes fuelling unhealthy and environmentally destructive production and consumption,” Professor Friel said. “Disrupting the exploitation of natural resources including extracting, burning, and investing in oil, coal, gas, and other fossil fuels would help address health inequities in Australia. “Sadly, the report did not call for this. “Climate-change induced bushfires have resulted in deaths, tens of thousands displaced from their homes, up to 1.25 billion animals dead, and pristine landscapes destroyed. “While everyone will be affected

by climate change, they will not be affected equally. “Affluent people can afford to live in insulated buildings with air conditioning and air purifiers. “The poor, older people, people with disabilities, and those with preexisting health conditions are the least able to adapt to the changing climate, unable to escape the fires and heat, and live in dwellings and environments that amplify its effects. “This exacerbates inequities for those with more financial and social capital and adds to existing disease burdens and premature mortality, which are already unequally distributed. “Heart attacks, strokes, and respiratory failure, resulting from the exposure to extreme heat, fires and smoke, and the mental health aftermath is likely to overwhelm an unprepared health system.” - Cassandra Power

Jump on board this McHappy Day Charmain Habjan and her partner Sean Amos could never have imagined spending 122 days at Ronald McDonald House Canberra with their daughter, Gabriella. Unfortunately, that was their reality after their baby girl decided to join the world 14 weeks early. The pair, originally from Goulburn, said having a place to stay close to Gabriella, the support of the staff and the many community donations got them through. “We just couldn’t have done it. They made it so we could stay here and don’t have to commute back and forth from where we are from and worry about fuel and just that stress,” Sean said. “At the start when she was in a humidicrib, I wanted to be there right on the hour every hour, and I wouldn’t have been able to do that if we were at home,” Charmain added. “Not knowing anyone in Canberra would have made that even harder because I would have been coming back and forth with nowhere to stay.” During their long and difficult stay in the house, Gabriella was also diagnosed with Chronic Lung Disease caused by prematurity. However, with little Gabriella in arms and four months to the day after she was born, the family was discharged from Ronald McDonald House and ready to return home to Goulburn on 23 October. While Gabriella is making improvements every day, Charmain admits she wasn’t feeling so sure for a long time. “It was only in the last six weeks that I started feeling like ‘I am going home with my baby girl’,” she said. Charmain, Sean and Gabriella are just one of the many families helped by Ronald McDonald House Charities (RMHC) each year and, in turn, supported by the upcoming McHappy Day on 14 November. Running for nearly three

decades, the fundraiser sees $2 from every Big Mac sale on the day add to the $51 million total raised for RMHC over that time. Reflecting on their time in the house, Charmain and Sean said while knowing of the charity and McHappy Day, they couldn’t have imagined the extent of support offered to families like themselves. “Something like this comes out of nowhere and you don’t realise the support and help you get from places like this,” Sean said. “This is one charity I have always been 100% supportive of knowing that it’s a good one, but 100 times more now,” Charmain said. Jumping on board the worthy charity as an ambassador since 2017 is local Cooma boy and popular Canberra Raiders player, Sam Williams. Sam said his decision to work with the charity was “a no-brainer” after seeing the impact they have had in the local region. “It’s one of those charities that directly influences this region; the money you give directly helps the people to stay here and I think at some point in our lives, we will all know someone who needs it,” he said. “I think often we get pats on the back for helping these sorts of charities, but I can honestly tell you we get way more out of it than what any charity does. “We come in here after a loss and we see a family who is really doing it tough with a young one who is in hospital for six to 12 months and it just puts so much perspective into what we do.” You can join Sam in showing your support for Ronald McDonald House Charities by purchasing a pair of $5 Silly Socks from your local McDonalds (until sold out) or buying a Big Mac on Saturday 14 November. - Danielle Meddemmen

Canberra, meet your newest MLAs The 2020 ACT Election has seen eight new MLAs elected to the ACT Legislative Assembly for the first time: five Greens – Rebecca Vassarotti, Emma Davidson, Jo Clay, Jonathan Davis, Andrew Braddock; two Liberals – Leanne Castley, Peter Cain; and one Labor – Marisa Paterson. Canberra Weekly has been catching up with these newly elected members to find out what issues they’ll be bringing to the 10th Assembly. Two of the Greens’ first-time MLAs, Rebecca Vassarotti and Emma Davidson, have also been tasked with ministerial portfolios as part of the Labor-Greens Parliamentary Agreement, and you can read some of what they had to say below.

Having worked across the community sector, health, social services, and prior to that in the ACT Government, new Greens MLA Rebecca Vassarotti said “it was time” to take the step into politics. “It became evident to me that we needed people who were deeply involved in community issues to get involved in political process,” she told Canberra Weekly. “People with experience of the issues that are really happening on the ground; it was really important to have that voice in political decision making.” Joining party leader Shane Rattenbury as the second ACT Greens MLA in Canberra’s “lentil belt” electorate of Kurrajong, Ms Vassarotti said a key focus for her going into this next term was the issues of homelessness and housing affordability. The Greens are looking to play a “significant role” in this next term with six MLAs in the Assembly and Ms Vassarotti says they have proven they are a “constructive part of government”.

Professor Brendan Murphy named 2021 ACT Australian of the Year Recognised for his management of the COVID-19 pandemic, Professor Brendan Murphy has been named 2021 ACT Australian of the Year at the ACT awards announcement on Monday 2 November at the National Gallery of Australia. The other three recipients of 2021 ACT Australian of the Year awards are: ACT Senior Australian of the Year, Patricia Anderson AO; ACT Young Australian of the Year, Tara McClelland; and ACT Local Hero, Timothy Miller. Australia’s former Chief Medical Officer, Professor Murphy was acknowledged due to his provision of expert advice to the Federal Government to close the international borders before the spread of COVID-19. His leadership contributed to Australia’s capacity to prevent the first wave of COVID-19 taking hold across Australia back in March. As chair of the Australian Health Principal Protection Committee (AHPPC), Professor Murphy was chiefly responsible for introducing physical distancing measures in the early stages

of the pandemic response. The AHPPC oversaw physical distancing implementation in Australia before WHO advice and in advance of most other developed countries. The 2021 ACT Senior Australian of the Year, Ms Anderson, is an Alyawarre woman, writer and advocate for the health of Australia’s First Peoples. She has enjoyed an extensive career spanning community development, policy formation, and research ethics. The 2021 ACT Young Australian of the Year, Ms McClelland, is an advocate for the rights and mental health of young people. In her professional role with the Salvation Army, she works with 16-25-year-olds experiencing, or at risk of experiencing, homelessness. The 2021 ACT Local Hero, Mr Miller, is the founder of Lids4Kids, a national organisation which encourages households, schools, businesses and organisations to collect plastic lids to be recycled into sustainable products for children. The four ACT recipients will join those from the other states and territories for the national awards to be announced on 25 January 2021.

As domestic border restrictions continue to ease, more flights and destinations continue to open up from the Canberra Airport in time for the warmer months. A brand-new double destination route took off from the national capital to the Sunshine Coast, and then onto Cairns on 23 October following the Queensland border opening to ACT residents on 25 September. A direct route to Port Macquarie with Fly Pelican commenced from 1 November, marking the start of two direct flights weekly to the Northern NSW coastal town. Those looking to enter Tasmania direct from Canberra can do so from today (5 November), as the new Link Airways non-stop service to Hobart takes off. Canberrans will also be able to fly direct to Perth from 14 November, as Qantas begins operating five flights to the WA destination per week. If you’re looking to duck off elsewhere in time for summer, Canberra Airport continues to offer direct flights travelling to Ballina/ Byron Bay, Brisbane and Adelaide.

news New online platform unites ‘bike-minded’ people An online platform looking to reunite stolen bikes and their owners in the national capital has launched, thanks to a partnership between Crime Stoppers and ACT Policing. Bikelinc hopes to address the 25% increase in bike thefts in the ACT since 2017, by allowing the public to create a free profile on the website while linking their bike to it. Crime Stoppers ACT chair Diana Forrester said the website would not only help police reunite lost bikes with their owners but instil confidence in the public when purchasing one second hand. “Bikelinc will be a game changer for the reduction of bike theft in the ACT, allowing a community of bikeminded people and ACT Policing to make a significant difference in tackling this problem,” she said. “We have a large and enthusiastic biking community in Canberra, many

with very sophisticated, expensive bikes which will be safer if they are registered with Bikelinc. “Anyone purchasing a bike will be able to use Bikelinc to review thousands of records in real-time by simply entering a serial number to determine if a bike has been reported lost or stolen.” The platform is also open to retailers who can transfer bikes straight to the customer at the time of purchase. Pushys bike store owner, Shane Wolki, shared his support for the website, describing it as a fantastic idea for the Canberra region. “So many bikes look the same it’s hard to make a distinction, but they have a unique serial number,” he said. “It doesn’t help us hugely, but it definitely adds value to the customer. It would maybe help us if we were broken into and had bikes stolen

which probably happens once a year.” Mr Wolki said it was something Pushys would look to promote to their customers as bikes were being purchased. “[Bike theft] is a big issue, we get asked by customers around 100200 times a year if we have a serial number for a bike they have brought from us previously after it has been stolen,” he said. The platform first launched in WA late last year, with 1,200 bike users and more than 15,000 bikes listed on the site. More than 30 bikes have been reunited with their owners since the launch. During 2019 in the ACT, 787 bikes were reported stolen with ACT Policing’s Officer in Charge of Community Safety, Detective Inspector Mark Rowswell, saying the force was successful in locating stolen bikes but struggled to find

their owners. “Stolen bikes we have recovered often fail to make their way back to the original owner because they cannot be accurately identified,” he said. “In the past 12 months, only 18 of the 204 bikes in the ACT Policing Exhibit Management Centre have been returned to their rightful owner, with another 24 returned to the person who found the bike. sport At a glance Powerchair team gains new wheels Canberra United’s Powerchair football team has received nine new sets of wheels for the modified version of soccer. The sport lends itself to electric wheelchair users, including those with quadriplegia, multiple sclerosis, muscular dystrophy, or cerebral palsy. The new sets of wheels are thanks to fundraising efforts from Rotary and replace current generic electric wheelchairs with homemade modified bumpers. The team of eight will now be able to compete in the Australian Powerchair Football National Championship competition against five Australian

Hockey ACT finals wrap Hockey ACT has wrapped up its COVID-19 modified 16-week season in both the men’s and women’s leagues. The Capital League One Women’s Hockey grand final saw the ANU Women’s Hockey Club defeat the Tuggeranong Vikings in a penalty shootout. Tuggeranong took the first-half lead 1-0, but ANU squared up the scores during the third quarter to finish the match tied. In the men’s grand final, Wests secured their third premiership, also going to a sudden death shootout. Central looked to have lost the game before squaring the score 3-3 with a minute left on the clock, which took the teams to the penalty shootout.

The great outdoors It’s time to take your meals outside and ramp up the alfresco dining in time for summer. MasterChef alumna and chef Laura Sharrad created these recipes for Early Settler which celebrate the warmer months and enjoying a meal under the stars.

Paccheri pasta with eggplant, tomato and burrata Serves 4 1 long red chilli, diced 500g paccheri pasta

2 tins diced tomatoes

6 Tbsp extra virgin olive oil

Salt flakes

2 large eggplant, cubed into 2cm pieces

Black pepper

1 brown onion, diced

1 large burrata mozzarella

3 cloves garlic, diced

1 Tbsp nigella seeds

¼ bunch basil leaves

Cook pasta to the packet’s instructions, strain and cool with cold water. Set aside. Meanwhile, heat a few tablespoons of oil in a frying pan and cook the eggplant until golden and tender. Set aside to be incorporated later. In the used frying pan, add the onion, garlic and chilli with a few more tablespoons of oil and begin to fry off. Pour in the tinned tomatoes and cook on a medium heat for 20 minutes or until reduced and a deep red colour.

Garnish Heat BBQ or griddle pan to high. Lightly oil the cut side of your peaches and grill until dark and caramelised. Cool and cut in half again. Arrange the rocket, lettuce and radicchio in a bowl, with the peaches and prosciutto slices on top.

Orange twist Shake the Campari and vermouth over a heap of ice in a cocktail shaker for about 2 minutes to ensure it gets cold and aerated.

Dress with olive oil and the glaze.

Pour through a cocktail strainer into two chilled glasses and enjoy with a twist of orange.

Top with the burrata, salt flakes and chilli flakes.

Note: can be substituted with Aperol or a sweet red vermouth.

That’s arts and entertainment 2020 Craft ACT members exhibition now open

Continuing until 12 December, the 2020 Craft ACT members exhibition is now open, and will run throughout this month’s 2020 DESIGN Canberra Festival. Craft ACT CEO and artistic director Rachael Coghlan said the theme of this year’s DESIGN Canberra explores care. “The 2020 Craft ACT members exhibition celebrates and explores the ways that care and caring is valuable and vital for contemporary craft practitioners, artists, designers and makers,” she said. “In 2020, the value of care is more important than ever: for community, for creativity, for craft and for our world.” A Craft ACT curated exhibition, current Craft ACT Accredited Professional Members and Associate Members were invited to submit proposed works for inclusion. This year, proposals were received from 75 artists and over 80 works were selected that are shaping and securing the future of craft and design. Highlights from the exhibition include 2020 DESIGN Canberra signature artwork, designerin-residence Kirstie Rea’s With Care, and a wide variety of works including innovative, highly textured textile works, beautiful furniture pieces, wood carvings, jewellery and more. In response to the theme of care, artists have created works that: forge new relationships to materials; invest time to learn and develop techniques, skills and be 36

proactive; pay respect to craft’s tradition of exchange, mentoring and collaborations; and nourish and sustain collective wellbeing. Floor talks will also be presented by participating artists throughout the exhibition.

Bell Debate in Canberra

The National Portrait Gallery will provide a stunning backdrop to Canberra’s live Bell Debate, to be held 12 November, as a line-up of prominent Canberrans debate a distinguished Shakespeare quote. Bruce Meagher and Minister for the Arts, the Honourable Paul Fletcher MP, who participated in the original Bell Debate series in the 1990s, will take the stage alongside Virginia Haussegger AM, Amy Remeikis, Phyllida Behm and Mark Kenny. Up for discussion will be the pertinent and timely line: “The fault is not in our stars, but in ourselves” from Julius Caesar. For the Canberra event, two teams of three will debate for and against, providing a forum to demonstrate the enduring relevance of Shakespeare’s ideas and his unique ability to provoke thought and discussion about the human experience. The Bell Debate series brings together high-profile Australians from a range of industries to debate direct quotes from Shakespeare to celebrate the company’s 30th anniversary year, addressing and tackling ideas from his plays in the context of our modern world. The event will be moderated by Bell Shakespeare board member, Lachlan Edwards, and hosted by artistic director, Peter Evans.

NAIDOC in the North

NAIDOC in the North returns this month, running 8-15 November, albeit somewhat differently than usual as has been the case with many events this year. For the 2020 iteration, the whole of Canberra is invited to join in this celebration of Aboriginal and Torres Strait Islander culture through story, song, art dance and ceremony, from the comfort of their own loungeroom (or classroom). A range of online performances from some of Canberra’s most accomplished Aboriginal and Torres Strait Islander artists will be released online throughout the week from the Belco Arts website: belcoarts.com.au/naidoc. There will also be intimate inperson experiences to complement the online program, including bush tucker and weaving demonstrations on 13 November and a cultural

showcase on 14 November in West Belconnen. However, a huge part of NAIDOC in the North is the experience of community coming together. To keep this feeling alive, an important part of the festival this year is the ‘Share your NAIDOC’ competition. Schools, early childhood centres and after school care programs are invited to create a short video sharing the ways they are celebrating NAIDOC Week in their classrooms. Each submission will be featured online through the NAIDOC in the North Facebook event and website, and the most creative and passionate entry will win $500 to put towards new Indigenous resources for their organisation. - Denholm Samaras

A remake of the critically acclaimed 2015 Icelandic drama by Grímur Hákonarson, Rams puts country Australia, and its people, front and centre. In this beautiful, but harsh, environment live farmers who love the lifestyle, the community and, of course, the sheep. Colin declares his adoration of his sheep, specially breed through a prized bloodline; the one thing that connects him with his estranged, troubled older brother. Both are single, childless

and live alone in a sense of arrested development, living solely for their sheep. Both resent the other: Les of his family-favoured brother, and Colin of Les’ prize-winning sheep. It is only when a mysterious virus impacts the entire community’s way of life that there comes a semblance of an olive branch between the two to somehow ensure the continuity of the family line. A government representative is painted as a complete outsider, ignorant of the importance of the farmers’ stock. While cash compensation is considered a reasonable solution, it is the community’s lack of purpose and identity that serves as its main obstacle. Verdict: A strong character-driven sociological study of a rural town facing contemporary Australian environmental issues. wellbeing How worried should you be about EMF exposure? It’s a fact of modern life that our exposure to electromagnetic fields (EMF) and electromagnetic radiation (EMR) is now greater than it’s ever been and still on the rise. The World Health Organization’s (WHO) position is that no adverse effects of exposure to low level radiofrequency fields has yet been proven, however WHO’s own International Agency for Research on Cancer (IARC) also declared, back in 2011, that EMF’s are possibly carcinogenic to humans. EMR is unusually divided into two categories, high level or ionising radiation, including ultra violet rays from the sun as well as x-rays from medical imaging machines which are considered harmful in high doses. In contrast, low level or non-ionising has historically been considered safe and which includes the radiation produced by microwave ovens, mobile phones, wi-fi routers, powerlines, and MRI’s. More recent concerns about EMR are particularly focused on long-term exposure to the previously considered safe low-level radiation. It’s fair to say that we do not know the effects of accumulated exposure to the now ubiquitous low level EMR. Throughout evolution, humans have been

subject to the effects of natural EMFs in the Earth’s environment. However, whilst natural sources of EMR are typically non-polarised, human made EMR is polarised. The significance of which is that polarised EMR is more active biologically than natural non-ionising EMR. In other words, manmade EMR has a more disruptive impact on human cell function. Whilst there are adaptive mechanisms that can cope with disruption to cell function, these mechanisms may not always be totally effective, and it is speculated that in times of stress, sickness, in childhood development or in old age, polarised EMR may initiate adverse health effects. I have some clients who do report sensitivity to EMFs and I have no reason to disbelieve them. There are a number of symptoms that are reputed to be connected to EMF exposure including insomnia, headaches, depression, fatigue, poor concentration, dizziness, irritability, nausea and skin irritation. Viewed holistically, it would consider EMR as a potential irritant to healthy cell function just as some people are sensitive to pollens in spring, or dust mites in the home. Personally, I feel it’s sensible, in light of the

potential for EMR to adversely affect wellbeing, to reduce exposure where possible. Simple changes like turning off your wi-fi router overnight, turning off your mobile phone or at least switch it to airplane mode at night, or even better don’t leave your phone, tablets or computers in your bedroom. There are devices that reputedly neutralise the harmful effects of EMR, so you might wish to explore these further if you’re concerned. As far as building resilience goes, there is no secret that the principles of getting adequate rest, regular exercise, eating a diet rich in nutrient-dense foods and drinking pure water still hold true; along with finding meaning and purpose in your day and cultivating close loving relationships with friends and family. If you take some measures to reduce your EMF exposure where you can and otherwise focus on building your resilience, you’re going to minimise any adverse impact from EMF exposure.

Weekly market wrap Canberra’s property market turns up the heat Market conditions are exceptional for prospective vendors, however, are proving challenging for buyers. Low stock volumes, high auction clearance rates and significant buyer demand across the market, fuelled by high rates of employment and low borrowing costs, have turned up the heat on Canberra’s property market. Evidenced by CoreLogic reporting, house values increased by 1.1% and unit values by 0.73% during October. An interesting dynamic has emerged; even though values of houses increased by more than units in October, their growth rate of 1.8% in comparison to 2.4% for units remains far lower over a quarter. Purchasers face a conundrum of determining value in a market which is accelerating away from them. Waiting just one month to eventually purchase at the median value would require paying an extra $8,117.30 for a house or $3,375.28 for a unit based on figures for October. Domain data showed the average auction clearance rate in October exceeded 80%. Agents have regularly been reporting sale prices exceeding reserves by significant margins. Even vendors with ambitious expectations are finding buyers, although post auction negotiations may be required. Those finding the market for established properties too hot are finding similarly competitive conditions in new developments. Stock able to settle in a similar timeframe to established properties is generating significant enquiry volumes. A great example of this are two townhouses in a project I am selling. Within 24 hours of advertising, instructions were issued on both, and they generated over 100 new enquiries last week. Time to secure the Federal Government’s

As I explained in this column last week, allow time for contracts to exchange prior to the holiday season; the deadline for making decisions is around 1 December. Those anticipating better buying opportunities and a falling market once the HomeBuilder Scheme has expired are set to be disappointed. Federal and ACT Government stimulus policies had a critical overlap where once $25,000 cash grants ceased, opportunities remain for buyers of new properties to secure no, or discounted stamp duty. In practice, ACT Government stimulus had a far broader application encompassing a cohort of buyers who

could not wait for construction timeframes, or do not meet means testing requirements. Saving post-tax dollars would take many singles earning up to $125,000 and couples earning up to $200,000 per annum a significant amount of time to save the equivalent to $25,000, even longer once compounding property value growth is accounted for, therefore increasing the importance of acting quickly to secure government incentives and getting a foothold into the property market.

PA looks to rental issues The Labor-Greens Parliamentary Agreement, announced on Monday 2 November, included measures to enact minimum energy efficiency standards for rental properties and end ‘no cause’ evictions. Renting advocacy group Better Renting has welcomed the plans for minimum standards. Executive director Joel Dignam said it would make a positive difference, particularly for those on low incomes. “Minimum standards will help people who rent to stay healthier and to stay on top of their household budget, while also reducing climate pollution.” Mr Dignam said plans in the agreement to end ‘no cause’ evictions was “long overdue”. As well, the agreement outlines a commitment to improve and grow social

housing and improve housing affordability, as well as to simplify the ACT’s planning system. The ACT Council of Social Service (ACTCOSS) also welcomed the announcement of the agreement and the commitment for additional public housing units, but CEO Emma Campbell said “more ambitious targets” needed to be set to address Canberra’s housing crisis. Dr Campbell said “community housing needs to be a strong focus if we are to meet the current shortfall of 3,000 social houses in the ACT”. “We also call on the new government to enact a Right to Housing in the ACT Human Rights Act.” Read more on the Parliamentary Agreement at canberraweekly.com.au
