This week... From the editor The tragic drowning death of a mother of two attempting to save her 10-year-old son from a rip on the NSW South Coast last weekend follows the deaths of an 11-year-old girl and her father, who entered the water to rescue her, at Paddys River in Tidbinbilla last month. For most parents, the instinct to protect their offspring can be stronger than life itself. Despite this, or perhaps because of it, surf lifesaving authorities are asking would-be rescuers to ‘stop and think’ before diving in. Calling for help and grabbing some kind of floatation device, even an esky lid, could make a world of difference (see story on page 10). Of course, it’s not only parents who risk their lives to save others. NSW police officer Kelly Foster famously drowned trying to save a 24-yearold student caught in a whirlpool in the Blue Mountains in January. In Queensland last December, two men in their 30s drowned while attempting to rescue a nine-year-old boy in surf near Noosa. In the words of Arthur Ashe, true heroism is “not the urge to surpass all others at whatever cost, but the urge to serve others at whatever cost.” Reasons to be grateful this past week include three lazy beach days, reading in the shade, yoga sessions, morning walks, and fresh produce from the farmers’ markets. news ACT relaxes Northern Beaches mandatory quarantine Seventy-five people left quarantine in the ACT on Tuesday 19 February at 3pm, as restrictions ended for Sydney’s Northern Beaches. Around 560 people remained in quarantine from other Sydney Local Government Areas (LGAs). Meanwhile, the ACT Government urged more Canberrans to be tested for COVID-19 as the testing rate has fallen. A Public Health Direction remains in place for 10 LGAs in Western and South-western Sydney: Blacktown City; Burwood; Canada Bay City; Canterbury-Bankstown; Cumberland; Fairfield City; Inner West; Liverpool City; Parramatta; and Strathfield Municipality. The removal of the Northern Beaches LGA from the Public Health Direction reflected the improved situation in that area of Sydney, ACT Chief Health Officer Dr Kerryn Coleman said on Tuesday. ACT residents and non-residents who have been in the remaining 10 COVID-19 affected LGAs of Western and South-western Sydney in the previous 14 days was still required to complete their quarantine period. “These remaining LGAs of Sydney still pose a high enough risk to the ACT for us to retain our existing travel and quarantine

requirements,” ACT Chief Minister Andrew Barr said. “We continue to urge Canberrans not to travel to those LGAs.” ACT residents in the remaining LGAs are permitted to return to the ACT, but must notify ACT Health of their intention to return via an online declaration form, and then enter quarantine for 14 days. However, non-ACT residents cannot legally enter the ACT without a valid exemption. People returning from holidays – particularly from Greater Brisbane or across NSW – should get tested if they showed any symptoms of COVID-19, said ACT Minister for Health, Rachel Stephen-Smith. Ms Stephen-Smith said testing numbers have dropped off over the past week. A week ago, 1,000 people were being tested each day; that figure has fallen to 300. “Just because you’ve been tested once negative doesn’t mean that you’re not in an incubation period,” she said. “So, if you then subsequently get symptoms, you absolutely must go and get tested.” Mr Barr said the ACT Government is working with the Commonwealth and other state and territory governments for the smooth implementation of a five-phase rollout of

the COVID-19 vaccine which is to be made available in February. “We are committed to communicating openly and in a timely way about the fine detail of the vaccine rollout so Canberrans will know where they can get a vaccine, how they will get a vaccine, and what they will need to do when the time comes for them to get vaccinated,” he said. A new dedicated webpage on the COVID-19 website has been developed to provide further information about the vaccine rollout, and will be updated as further information becomes available. According to Mr Barr, some Australians returning from overseas could be quarantined in the ACT in the first week of February. On the weekend, the Federal Government announced it would provide 20 further commercial flights to bring vulnerable Australians home from regions not currently met by regular flights. Many of the returning Australians will be quarantined in the Northern Territory’s Howard Springs facility, but others will quarantine in other jurisdictions, including the ACT. Beachgoers urged to ‘stop and think’ after mother of two drowns rescuing child Surf Life Saving NSW are advising beachgoers to stop and think before running into the water to save loved ones following the tragic drowning of a 50-year-old mother of two at Congo Beach, south of Moruya on Sunday 17 January. NSW Police confirmed the woman drowned attempting to rescue one of her children. Steven Pearce, CEO of Surf Life Saving NSW, said the incident was a tragic end to what should have been a happy day on the beach for the young family. “It is a natural reaction to race into the water when we see our family and friends get into difficulty, but we’re pleading with people to stop and think for a moment before diving in and to look for a nearby rescue device, or even an esky lid or bodyboard, to use as a flotation device. It can make a huge difference to the outcome,” Mr Pearce said. NSW Police have been told a nearby surfer assisted the woman and boy back to shore, where witnesses pulled them from the water. 8

Witnesses commenced CPR before NSW Ambulance paramedics and Westpac Lifesaver Rescue Helicopter crew arrived on the scene and took over, but the woman died a short time later. Surf Life Saving NSW believe the woman may have entered the water to assist her 10-year-old son, who was caught in a rip, but quickly got into difficulty herself. The child was subsequently assessed by paramedics and was uninjured. According to Surf Life Saving duty officers who attended, surf conditions at the time of the incident were quite large, with a 1.5 metre swell and large sets of waves hitting the beach. This is the third incident since 1 July 2020 in NSW where a bystander has drowned while attempting to rescue someone caught in a rip. Since 1 July 2020, 20 people have drowned on the NSW coastline. During the 2019/20 season, 49 people drowned on the NSW coastline. On average, there are around two bystander

drowning deaths per season which make up just over 5% of all coastal drowning deaths annually. The average age of a bystander rescue drowning victim is 42. In the lead-up to the Australia Day long weekend, surf lifesavers are urging beachgoers to swim at patrolled locations, between the red and yellow flags. news Spot check: Skin checks have never been as important New insight from the 2020 Melanoma Skin Cancer Report shows only 11% of people worldwide have their moles checked by a dermatologist at least once a year. Australasian College of Dermatologists representative Professor Stephen Shumack said that while there is no current data, dermatologists are concerned Australians are putting off skin checks due to the COVID-19 pandemic. “I know early in the COVID pandemic, I’m talking about April, May and June, there was a significant reduction in the number of people presenting for a skin check. I know a lot of colleagues and myself were cancelling non-urgent patients, including people who do annual skin checks who do not have a history of cancer,” he said. “Now, with GPs, there’s still a

reduction in the number of patients being seen on a regular basis and a feeling amongst patients themselves that they don’t want to see a doctor just for a check-up because of COVID.” According to the Melanoma Institute of Australia, Australia has the highest melanoma rates in the world, with one person diagnosed every 30 minutes and one person dying from the disease every five hours. While the pandemic has interrupted daily lives, sun safety has never been so important, especially for those with a history of skin cancer or melanoma. “The worry is not so much those without family history or personal history but more those people who would be considered high risk, including those who have had skin cancer recently, lots of skin exposure to the sun or people who might be

at high risk due to medical reasons,” Professor Shumack said. In November 2020, Cancer Australia released a report to understand where any reductions in cancer-related services may have occurred. The report found from January to September 2020 there were approximately 3,000 fewer melanoma surgeries Australia-wide compared to the same period in 2019. Statistics from Cancer Australia also show there was an estimated 16,000 new cases of melanoma of the skin diagnosed in 2020, and it is estimated that it is the third most diagnosed cancer of the year. As the temperature is predicted to reach close to 40oC in the ACT this weekend, the combination of ‘slip, slop, slap, seek and slide’ is something every Canberran should consider when venturing outside. Cancer Council ACT CEO,

Sandra Turner said it is important for people to keep check on their skin, especially as it heats up in the capital. “In the ACT there are only two months, June and July, when ultraviolet levels are below three. For the other 10 months, when people are exposed to the sun, they need to protect themselves,” Ms Turner said. “It’s still important in this COVID environment to protect our skin, like when you’re exercising outside, because it doesn’t matter what age you are, you’re still able to protect yourself in the future by covering up now.” Ms Turner’s advice for those who are still hesitant is to watch their skin, see their doctor and not wait. “Know your skin.” - Erin Cross



news Old Clem Cummings bus shelters take a ride to next stop Residents in some of Canberra’s newer, and more established, suburbs may have seen one of 11 freshly painted iconic Clem Cummings bus shelters pop up in their neighborhood recently. Those shelters found new homes late last year as part of a Transport Canberra program that started 12 months ago to relocate shelters from redundant sites into more suitable locations. They popped up along Opperman Avenue in Wright, Crackajack Way in Moncrieff, Handbury Way in Forde, Roden Cutler Drive in Bonner, Box Hill Avenue in Conder, Bandjalong Cresent in Aranda, Launceston Street in Phillip, Tharwa Drive in Gordon and Baldwin Drive in Kaleen. Carl Pillig, Transport Canberra assistant director of network planning, told Canberra Weekly the new sites were decided based on several factors, including community feedback, open areas near parklands that required shade, and spreading them out amongst new and developing suburbs. “Things like patronage as well,” he said. “It’s

not always about patronage but if there’s an area with good high demand for bus stops, we look at that as well.” Mr Pillig, who has worked in public transport for 30 years, has been involved in relocating Canberra’s bus shelters for the past decade. He said the relocation process for the shelters has been going on since they were first installed across town in the 1970s. “Where we can we certainly reuse the shelters,” he said. “When people see one disappear, they think it’s gone from the Canberra landscape when in fact it’s moved to a new home and is being used by the new networks that come online. “It’s very rare we lose one from the network.” Given the concrete shelters themselves weigh approximately nine tonnes each, Mr Pillig said the process of relocating them was quite labourintensive. “It takes a team of people; it starts with design, and then the drawings, all the traffic

management; the move involves breaking out existing concrete from the base of shelter,” he said. A specific type of crane is then brought in to lift the structure, which is done by running a sling through the shelter’s windows. It’s then picked up, loaded onto a truck, and moved to its new home. sport Giants unveil new-look jersey The GWS Giants are celebrating their 10th season in the AFL with a bold new jersey design that is aiming to represent their entire fan base. Having previously worn a specific Canberra designed jersey for their games in the ACT, 2021 will be the fi rst time the Giants play in the same jumper for all home games across Canberra and Sydney. The Giants decided to forge ahead with one jersey design as part of their evolution as a relatively new side in the competition, saying they are one club across two important markets and felt the time was right to unify all fans. The club said the designer of their original Canberra jersey, member John Gerrard, was fully

supportive of the move. Despite the capital no longer having its own strip, ‘Canberra’ will still feature on the back of Giants jerseys for all games. Cavalry to continue season in Lismore The Canberra Cavalry will resume their Australian Baseball League (ABL) season against the Sydney Blue Sox in Lismore later this week after the NSW Government came to the rescue. The Blue Sox will

host the Cavalry in four games at Lismore’s Albert Park Baseball Complex from Friday under a partnership announced by Deputy Premier John Barilaro on 19 January. The series will run from Friday 22 to Sunday 24 January and be free to attend for fans. Habibat Ogunbanwo is training eight times a week to get ready to compete on the world stage.

Canberra swimmer races to Russia on the road to Tokyo 2021 Before travelling nearly 14,000km from Canberra to Kazan in Russia next month, future Olympic swimmer Habibat Ogunbanwo is enjoying laps at her local, Stromlo Leisure Centre, and spending time with her family.

The 16-year-old St Clare’s College student qualified to swim for Nigeria at the postponed 2020 Tokyo Olympics and recently won a scholarship from the International Swimming Federation (FINA) to

attend an elite training camp in the lead up to the rescheduled event. The camp in Kazan is designed to prepare young athletes for their Olympic debut, and Ogunbanwo said she saw it as an opportunity to “isolate and get my head straight”. Not knowing whether the Olympics will go ahead in 2021, Ogunbanwo said all she can do is train and hope for the best. “Everything I’m doing now is for Tokyo,” she said. Swimming has taken Ogunbanwo around the world already; since age 14 she has competed in China, South Korea and Morocco. “I’m not driven by the results, I’m driven by the process, and that really helps me when I’m behind the blocks.” Ogunbanwo was one of six awarded an Audrey Fagan Young Women’s Enrichment Grant by the ACT Government this month, which she will put towards expenses overseas. Being of Muslim faith and the

Nigerian diaspora, Ogunbanwo said there weren’t a lot of athletes, especially swimmers, raised in the same background as her when began swimming competitively at age 11. “So I definitely want to be that role model for young African Muslims in Australia,” she said. “When I actually started swimming, a lot of Muslim people would come up to my dad and say ‘Oh, I don’t think she should swim, it doesn’t really align with our faith that much’. “So that’s definitely something that I had to overcome throughout the years and take the leap.” Within the Canberran swimming community, onlookers encouraged Ogunbanwo to keep going. “My dad would always tell me that a lot of people came up to him and said, ‘This girl has a lot of talent, she can go far in swimming,’ and that motivated me to continue,” she said. - Rosa Ritchie

Looking for some inspiration for back-to-school or even back-to-work lunches? Our food writer Libby Kimber has you covered with some delicious, nutritious and simple ideas to try as we jump into 2021. Plan It can be hard to keep lunchtime fresh, exciting and interesting – especially if you’re making lunches for the kids at school. George Georgievski – or ‘Lunchbox Dad’ as he is known through his Instagram @ schoollunchbox – has shared a few tips for creating lunches and snacks the kids will love. George suggests starting to use the lunchbox before the term starts, especially if your little ones are going to school for the fi rst time: “there are too many daunting new things at school, and you don’t want their lunchbox to be one of those.” When it comes to preparing for their lunches, take the kids grocery shopping, where they can choose the fruits and vegetables they’d like to eat for the week. “Let them see what’s on offer to spark their curiosity about food and eagerness to try new things,” says George. “It also teaches them respect for fresh produce.”

Prepare If you can, it could also be fun to try and grow your own produce such as tomatoes to include in the kids’ lunches. “Teach them early just how long it takes to grow fresh produce, they’ll appreciate them much more!” says George. He also recommends using familiar favourites like two-minute noodles: “I like

to wrap them around baked veggies for a delicious crunchy delight!” George uses the two-minute wholegrain noodles from Maggi to ensure the kids are getting some fi bre. In terms of ‘fun’ foods, try to keep away from things like chocolate bars and chips. Instead, give low-salt popcorn or pretzels a try, or even fruits like passionfruit. George says he often bakes some treats to include in his kids’ lunchboxes, because “the best school lunches are ones made with love!”

Pack Remember the number five – pack three types of veg and two types of fruit in the lunchbox each day, keeping it simple with things like carrot sticks, mini cucumbers and cherry tomatoes. “This will ensure they get their nutrients and vitamins for the day,” George says. “Make a rainbow – incorporate colour into the kids’ lunchboxes that will entice them, as kids eat with their eyes – think bright fresh produce (not snack wrappers).” Sandwiches are, of course, a great option too, and you can defi nitely get a bit creative! George sometimes makes little sandwiches in the shape of spring rolls, dumplings and ravioli with different fi llings. It can also be a good idea to pack lunch in a cooler bag with an ice pack to keep everything cool and fresh, especially in the warmer months.

Campbell’s latest offering is anything but ‘normal’, and that’s exactly the point. Paranormal Wines, a bottle shop-meets-‘drinkery’ with a sleek, industrial fit out is now open in the Campbell 5 precinct, offering Canberrans a chance to try natural wines, either in-house with a snack or at home. Owners Max Walker and Georgia Hobbs created the space inspired by venues they’d visited in Europe. A hospitality veteran, Max wants to bring his love of natural wine to the people of Canberra, to prove it’s not just the “crazy, weird cloudy thing that the cool kids drink”. “There’s a lot of pretty left-field wine [here]. We’re called Paranormal Wines for a reason!” “I always found wine a bit too, too challenging and too big a subject and a bit scary and intimidating,” Max says, having learnt the ins and outs of wine through the natural drops. While natural wine has a bit of a reputation – “it gets very complicated very quickly with definitions and terminology” – he says Paranormal’s range, although a little left-of-centre, is still very drinkable and accessible for any wine-lover’s palate.

“[All] wine has this reputation for being like, super elitist and super kind of pretentious,” he says. “There’s these pretend rules… but you know, there’s not actually any rules. “You just drink what you want, when you want!” Paranormal’s selection includes a few local Canberra District drops, think Mada, Ravensworth and Mallaluka, as well as a wide range of other “uncommon varieties”, both Australian and international. Mallaluka winemaker Sam Leyshon has also created Paranormal’s house rosé – “a little bit avant-garde; it’s a little bit cloudy”. “It’s such a cool thing to have your own wine,” Max says. If you’re looking to get into natural wine but don’t know where to start, Max says he’s happy to point you in the right direction. “The most rewarding part of selling wine is finding the right wine for the right person,” he says. Lunch box snack: berry banana crumble muesli bars Wet ingredients

Preheat oven to 180°C and line a large baking dish (20cm x 20cm) with greaseproof paper.

1 egg 1/3 cup honey or maple syrup 100ml extra virgin olive oil or butter Dry ingredients 3/4 cup (110g) mixed seeds such as linseeds, sunflower seeds and sesame

In a mixing bowl combine all wet ingredients and whisk well. In another large bowl combine all dry ingredients, mix, then add wet ingredients to dry ingredients and mix again.

1 cup (86g) quinoa flakes

Pour half the mix into the baking dish, press out evenly using your hands then place in the oven to cook for 10 minutes.

1 cup (52g) flaked coconut

Whilst cooking, mix together ingredients for filling.

1/2 cup (52g) desiccated coconut

Once base is cooked, pour in the filling and then top with remainder of muesli mix. Move around a little so some berries poke through if you wish, then place in oven to cook for a further 30 minutes.

1 cup (160g) gluten free or wholemeal plain flour

1 Tbsp ground cinnamon Filling 1 cup berries, fresh or frozen and defrosted 1 banana, sliced

Allow to cool completely in tin, before slicing and serving. Store in the fridge up to 5 days.

time out Pet project raising funds A new fundraising book project will get tails wagging as a local photographer calls the capital’s beloved canines to put their best paw forward. Pet photographer Ina Jalil, of Ina J Photography, launched registration for her fundraising book project, Tails of Canberra, from 15 January for two weeks. The limited-edition coffee table book will showcase Canberra dogs photographed in various locations around the ACT. Tails of Canberra is raising awareness for rescue dogs, with 50% of the funds being donated directly to ACT Rescue and Foster. Jalil is no stranger to volunteer work; in 2020 she raised nearly $11,000 for ACT Pet Crisis Support through her Canberra Paws 2021 pet calendar contest. “I would love to get as many as 50 dogs in the book. If I could do

My Salinger Year (M) In 1995, Joanna Rakoff (Margaret Qualley), quits her college and leaves Berkeley, California, along with her boyfriend for NYC to pursue her dream of becoming a poet and writer. Looking for work in her field, Joanna takes a job at one of New York’s oldest literary agencies run by the stern and professional Margaret (Sigourney Weaver), whose most famous client is reclusive writer J.D. Salinger. Based on the memoir of author Rakoff, the movie dances between the grungy but kinetic streets of NYC and the nostalgic, tech-free office where Joanna spends her days reading Salinger’s fan-mail before shredding them and sending impersonal standard replies. The office is warm and inviting to Joanna, so too is the lifestyle: martini lunches, rubbing shoulders with famous writers and finding a mentor in Margaret.

Fighting against the pull to become a literary agent herself, Joanna struggles also to find her own literary voice, while her new boyfriend spends his time writing. It is the disembodied voice of Salinger, however, that encourages Joanna to write at least 15 minutes every day and provides an anchor for her dreams. Pleasantly meandering and beautifully shot, the movie invokes a comforting nostalgic feeling of idealistic professional hopes and dreams. The story has young Joanna exploring the contrary aspects of NYC and her own inner wants for her personal and professional lives. Verdict: Less obvious than The Devil Wears Prada. Story time with Canberra’s newest children’s author Amelia McInerney Recently returned Canberra resident Amelia McInerney has a scientific mind, but these days the prolific children’s book author spends most of her time dreaming up rhymes. A humorous wordsmith, the mother-of-three has two publications under her belt and another five titles on the way – four this year and one in 2022. Next in line is My Bird, Bertie, illustrated by Shane McG, which is set to launch on Saturday 30 January at Canberra’s newest independent bookshop, The Book Cow in Kingston. McInerney’s first career was in the medical field performing ultrasounds, but these days she finds it hard to believe there was ever a time when she wasn’t a writer.

“All of a sudden I had this idea to write picture books when my six-year-old was born, and it just used a totally different part of my brain,” she said. Every new story begins with a brainwave, an exciting new idea to be brought to life. “I just get this feeling that I can’t describe, that I know I can turn this into a really good and unique book. I won’t even start writing unless I’ve got that feeling to start with.” McInerney doesn’t plan her stories, she takes them one line at a time. “I sort of feel like I’m almost channeling a story that already exists but it’s not in the world yet, and I just have to keep sitting with it and keep letting it slowly come

through. “It’s this really weird thing for a scientific person to do, but it’s what I do!” Despite the allure of screen time, McInerney believes picture books will never go out of fashion. “There’s just something tactile and real about it, that they can touch it, they own it, they turn the pages, they can pore over it at their own pace.” - Rosa Ritchie

In the garden this week • Remove spent flowers to extend the show and prevent self-seeding of prolific crops. • Liquid fertilise productive and ornamental flowering crops every two weeks or so to keep them at their best. Organic products are preferable as they promote more resilient plants and feed the soil. Worm tea is one of the richest organic fertilisers and is a hit in the veg patch. You can even make a fertiliser tea out of herbaceous weeds such as dandelions or grass – remove any seed heads, submerge in a tub of water until they decompose after a month or so, then strain, dilute to the consistency of weak black tea, and use on all plants in the garden. • Harvest produce daily and when at its peak, to ensure optimum flavour, encourage future production, and prevent perished fruit causing pest and disease problems. But if you plan on saving seed, ensure you leave some of the best to mature. • Seeds to sow now: Beetroot, broccoli, carrots, cauliflower, brussels sprouts, silver beet, Chinese cabbage, potatoes. Keep bird, bee and reptile baths clean and topped up. Locate them adjacent to plants and with good visibility to keep wildlife safe. Check irrigation systems for leaks and blockages – flush out every few months.

Weekly market wrap Demand outstripping supply in the capital

Canberra is positioned for a critical shortage of housing as the number of properties listed for sale plummets. CoreLogic reported as of 10 January 2021 there was a 39.5% year-on-year reduction in total listings. This was the second highest capital city decrease nationally trailing only Darwin on 42.8%. Interestingly, CoreLogic’s Monthly Home Value Index showed Darwin was the only capital city to outperform Canberra achieving a 9% increase in dwelling values compared to 7.5% over the 12 months to December 2020. Market dynamics in Canberra have demand considerably outstripping supply. Unfortunately for would be buyers frustrated with missing out on properties because another purchaser saw greater value, the market will likely get more competitive in 2021, seeing prices continue to increase, adding to what are already record high property values. CoreLogic data shows the middle band of the market is seeing values increase the fastest achieving 8.4% growth in 2020. This was followed

by 7.2% for properties ranked in the top band and 5.7% for the most affordable part of the market. This is good news for those seeking to start their journey into property ownership as gains in the most affordable part of the market slightly lag the other parts. It does, however, show those looking to upgrade or downsize into the middle of the market face the most competitive conditions. Gains of any description in 2020 seemed impossible for property analysts to comprehend back in March. As explained in this column repeatedly, Canberra has historically proven exceptionally resilient to adverse market forces due to our superior economic composition to other jurisdictions. COVID-19 was unlike other times of adversity, however, property owners in Canberra saw values increase by 5.8% from March to December.

Historically low interest rates, rising rents further improving already strong rental yields, rising property values and low vacancy rates enhance the attractiveness of residential property investment. As this year progresses, I anticipate investors chasing yield, especially those residing interstate who will reassert themselves into the market, creating significant competition across the most affordable dwelling types.
