This week... Were you among the thousands who turned up for the Skywhales: Every heart sings event near the National Gallery in Parkes on Sunday morning? It was to be the first ever (non-test) flight of Patricia Piccinini’s new Skywhalepapa and her earlier creation Skywhale together. Arriving in the dark at 4.45am for a media briefing, the site was already abuzz with organisers and ground crew, 2,000 complimentary Skywhale croissants, and hordes of eager whale watchers (inside and outside the fence). Which side of the fence are you on? I’ve been in the “love it” camp since first seeing Skywhale launch during the Canberra Centenary celebrations in 2013. She had me at lift-off. Because these aren’t your garden variety hot air balloons, weather conditions on Sunday had to be perfect for these astonishing artworks to take flight; they weren’t, so they didn’t. The Skywhales were fully inflated and tethered to create an uplifting experience, even if they didn’t lift off. I was also buoyed by the sight of five little girls joyously dancing as Jess Green’s We are the Skywhales song played, finding friends there and a lovely former colleague I hadn’t seen in years. Reasons to be grateful this past week include Skywhales, Canberra’s community spirit, and the OutsideIn | InsideOut exhibition launch at Belconnen Arts Centre followed by spontaneous dinner nearby. news ACT Budget: ‘Driving Canberra’s recovery’ from global pandemic “Driving Canberra’s Recovery” following COVID-19 – the greatest economic and health challenge the ACT has faced since self-government – is the theme of this year’s ACT Government Budget, handed down on Tuesday 9 February. “This is a defining moment in the ACT’s history,” Chief Minister and Treasurer Andrew Barr said. “Our actions now will determine the speed and confidence of our recovery from this global pandemic.” The ACT is in a stronger position than other Australian jurisdictions. It has avoided the national recession, the Budget Outlook states; economic activity did not fall as far as feared, and recovery has been faster than anticipated. The ACT has one of the highest rates of economic growth in Australia, forecast to grow at an average of 2.7% over the next four years. The fiscal position has improved by $500 million over the next four years, including a $300 million improvement this fiscal year. However, international border closures and a record low rate of population growth (0.25% over the next two years) will limit that economic growth to less than $300,000 p.a. over the next four years. Economic growth is expected to gradually increase to 3% in 2023–24, as tourism and education recover. Although more than 10,000 jobs were lost at the start of the pandemic – particularly in hospitality, tourism and higher education – most of those Canberrans are now working again. The ACT has maintained the lowest rates of unemployment (3.7%) and underemployment (6.0%) in Australia, and the second highest participation rate (72.2%). Employment is expected to grow by an average of 1.7% – more than was expected. But the Budget Outlook states that an effective public health response to the pandemic, support for the general economy, and assistance to those sectors and businesses most affected by the pandemic are necessary for the 6

ACT’s good economic performance to continue. The provision of health and economic support has affected public finances, the Budget Outlook stated. Coupled with a weaker market and reduced collections of own-source revenue (including property tax, user charges, fees, fines), the return to surplus will be a prolonged process. “The expectation would be that by the end of calendar year 2021, with a successful vaccine rollout, the economy will have returned to its preCOVID set of operating parameters,” Mr Barr said. How the budget money will be spent Through the Budget, Mr Barr said the ACT Government would create more jobs; invest in health, transport, education, and training; rollout the coronavirus vaccine; build new schools and walk-in health centres; and make Canberra “the renewables capital of Australia”. Health receives the biggest slice of the budget pie this financial year: 31% or $2 billion. Unsurprising, given we are in the middle of a pandemic. The ACT Government will continue its COVID-19 response over the next year at a cost of $15.7 million, costs shared with the Commonwealth. COVID-19 vaccines will be rolled out from February – a major logistical and operational exercise, Mr Barr said, in partnership with the Commonwealth. The vaccination

program will cost $12.75 million. Other health portfolio measures include: • Funding for acute medical services, birthing, and non-elective surgery at Calvary Public Hospital ($6.5 million). • More spending on mental health services ($1.95 million). • Expanding the Police, Ambulance and Clinician Early Response (PACER) service to respond to Canberrans in mental health crisis ($14.1 million). Education receives almost a quarter (23%) of the budget, $1.4 billion. Priorities include new public schools and scholarships for teachers to become qualified teacher librarians, policies Labor took the 2020 election. • $27.4 million has been allocated for new and expanded schools in the ACT’s North. • Three-year-olds will have two more months of early childhood learning. • Ten Master of Education (teacherlibrarian) students will receive scholarships each year for the next five years ($888,000). Infrastructure The ACT Government will undertake its largest ever infrastructure investment program, budgeting $914 million this year and $4.3 billion over the next four years. This includes: • Extending the light-rail from Civic to Commonwealth Avenue ($2.1 million), including raising London Circuit.

• Extending John Gorton Drive ($176 million, jointly funded by the Commonwealth Government). • Constructing a CIT campus and new interchange at Woden ($240 million over four years). Climate Climate action is also a priority for the Government. “The ACT will continue to be the renewable energy capital of the nation,” Mr Barr said. Expenditure includes: • The Sustainable Household Scheme ($150 million) will provide zero interest loans for rooftop solar panels, household battery storage, zero emissions vehicles, and energy efficient electric appliances. • The Vulnerable Household Energy Support scheme ($50 million fiveyear program). • The Big Canberra Battery, one of the biggest renewable battery storage systems in Australia. The Government will spend $1.8 million to design the system; construction is expected to begin in 2022/23. Housing and homelessness are also addressed in the Budget. The Government has promised to renew and build new social housing; improve housing affordability; increase emergency accommodation; continue funding three homelessness services; and look to establish an Indigenous controlled housing organisation. - Nick Fuller Find more details online at canberraweekly.com.au



news Canberra Liberals: Budget will lead to higher rates, failing services This week’s ACT Budget does not outline a clear vision for our future, Canberra Liberals leader Elizabeth Lee said, instead the Labor-Greens Government has delivered more broken promises, more rates and tax increases, and more health and education failures. “This Budget again ensures Canberrans pay some of the highest rates and taxes in the country, while delivering a continuing decline in key health, education and transport services not just today, but well into the future,” Ms Lee said. “This Budget has ambitious growth projections, while delivering four years of deficits that could see Canberra not returning to surplus for more than a decade. “While Canberra has performed well during the COVID-19 pandemic, compared to other states and territories, many families and small businesses are still struggling. Slugging them with tax increases in four months’ time will make matters worse.” Chief Minister Andrew Barr announced a temporary residential rate freeze and a rebate of $150 to all residential properties in the ACT from

1 July last year. “Despite promising a rates reprieve, 60,000 Canberrans were hit with rates rises last year, and now they want to increase rates again,” Ms Lee said. “Commercial rates will likely continue growing with double-digit increases in 2021–22.” Rates are expected to rise 3.75% from 1 July, Mr Barr said, as part of the ACT Government’s 20-year plan to modernise the Territory’s taxation system, abolishing inefficient and unfair taxes; the rates increase has replaced insurance taxes and stamp duty. Mr Barr said the Government would continue its hardship concession program, and that it may apply a further rebate for the coming fiscal year 2021–22. “We will make an assessment based on the state of the economy at the decision-making point, which would be the middle of the year.” Ms Lee continued: “Despite promising to fix waiting times within nine months, this Budget embeds the current problems and sees more delays to our hospital infrastructure continue, with the Canberra Hospital Expansion running years behind schedule.

“Approximately 70 schools plagued with hazardous materials continue to be neglected by Labor and the Greens, once again failing to take immediate action to ensure the safety of children and staff in our schools. Instead, there is $17 million for more demountables. “Despite Labor and the Greens’ commitments to deliver more affordable housing, the Budget does not provide any new funding for the 400 affordable houses promised. Further, due to a shortage of land for new homes in the coming years, the government land supply dividend will go from $289 million this year to just $14 million in 2022–23. As a result of this, we will see housing and rental affordability further slip away.” The Liberals offered their solutions to the housing crisis earlier this week (details online at canberraweekly.com.au). “Canberrans deserve much better than what they are getting from this Government, and it is clear from the Budget handed down today (9 February) they will continue to get below par government services, broken promises, and delays,” Ms Lee said.



news Canberra’s most accident-prone zones for cyclists The Inner North is the most accident-prone area for cyclists on ACT roads, and the morning commute is the most dangerous time, with close to 40% of crashes occurring between 7am and 9am, according to ACT Government data. Over 1,700 bicycle accidents have been reported to ACT Policing since 2012, and the most frequently reported accident sites are in Civic, Braddon, Turner, Ainslie and Dickson. Of those, one in five incidents occurred between 8am and 9am.

About 40% of all bicycle crashes caused an injury, and the remaining 60% caused property damage without physical harm to those involved. This information comes as no surprise to Canberra’s peak cycling body, Pedal Power ACT. “There are high volumes of cars and bicycles in these areas at peak commuting times,” a spokesperson said. “Drivers and riders can be so focussed on getting to work or home at peak periods that they take risks they may not take at other times, like speeding and cutting in and out.” Of the top 12 accident locations over almost a decade, 50% were along Northbourne Avenue and the majority were caused by a vehicle travelling in the same direction as the cyclist sideswiping the bike. Just over 30% of all accidents were a rightangle ‘T-bone’ collision and there have been five cyclist fatalities on ACT roads since 2012. Two intersections tied in top place as the most frequently reported cyclist accident sites in the ACT, with 24 incident reports each to date.

One is the intersection of Barry Drive, Cooyong Street and Northbourne Avenue in Braddon and the other is the zebra crossing where the bike path intersects Challis Street in Dickson. These figures may be the tip of the iceberg, according to a Pedal Power spokesperson who said not all cyclist accidents were reported. Cyclists involved in a crash with another vehicle in the ACT should report the incident to police within 24 hours. Last year there were 100 fewer crashes reported than in 2019, which may be attributed to lighter traffic during peak hours with many Canberrans working from home. According to the Pedal Power ACT spokesperson, separation from other vehicles is the key to cycling safety, preferably via a separated cycleway network. In the short term, Pedal Power would like to see the removal of slip lanes in high traffic areas and a commitment not to build any more. At the end of her five years of study at ANU, the 23-year-old from the NSW Central Coast couldn’t take part in any official celebrations. “It was a bit strange,” Paige said. “Covid took away that finishing feeling. “There was no closure, no end of chapter. “You know, the end of high school is a big day. There was none of that.” On Monday 8 February, Paige was given the opportunity to right that wrong – albeit in an altered COVID-safe fashion – with the ANU’s first in-person graduation event since 2019. Due to the COVID-19 pandemic, 1,722 ANU students graduated in absentia in July 2020 and 4,378 in December. With a combination of inperson and virtual celebrations, linking the ANU Village with

live crosses to receptions in Perth, Sydney, Melbourne, Brisbane, Shanghai and Beijing, Monday’s event celebrated their achievement of completing their studies in the middle of a global pandemic. Despite the ‘grand graduation’ missing a couple of traditional elements, importantly it has given students like Paige a reflection point. During the pandemic, Paige fought through losing her fulltime job as a venue manager and found a silver lining with the flexibility it brought to her final year of studies. “I picked myself up and got on with it,” Paige said. “Now I feel done. I’ve accomplished a lot. I’ve finished two degrees and completed five years of really hard work.” Paige is now reflecting upon her five years of good memories and preparing to transition to a post-university lifestyle that she hopes will take her to the UK or to Melbourne, with her time in ‘COVID class’ finally behind her. - Cassandra Power

news Canberra lions emerge from hibernation to dance again After going to ground when COVID-19 hit, the Prosperous Mountain Dragon and Lion Dance (PMDLD) troupe will invigorate Canberra with a roar at Lunar New Year celebrations over the next fortnight. PMDLD founder David Wong says the nonprofit, volunteer, community-focused collective is more like a family than anything else. In a normal year, PMDLD would meet every Sunday to practise, and after a “very quiet and long winter”, the troupe has been catching up on lost time since spring arrived.

“To not train for about six months, it was very, very difficult to get the cold engine started again,” Mr Wong says. “It was very unnerving for me; we were about nine months behind in terms of performance standard and stamina.” The engine quickly warmed up, and PMDLD will be full throttle with about 40 performances on this month’s agenda. Mr Wong says not every troupe member needs incredible stamina or agility, and PMDLD welcomes performers of all ages. Each training session begins with a group run around the block, then stretches, before the Head, Tail and other parts of the lion peel off to do more intensive exercises and Kung Fu-based stances. The lion costumes are entirely handmade; each lion is a two-week job involving a ‘skeleton’ of bamboo rattan covered in hand-painted papiermâché. “They’re so beautifully made; we keep them in bags and shelved nicely. We brush their fur to remove grass and debris. “We also care for them by airing them out, and

since COVID has hit we use a lot of Glen 20 on the inside.” Part of the fun is designing colour schemes for new lions, a task Mr Wong happily obsesses over. “That’s my little bit of a contribution, we get to choose the fur, sequins, the body, we have our team name on the lion’s head and collar. “The kids love talking about it.” The troupe has a range of dances in its repertoire, each suited to different settings. One favourite is a PMDLD original called New Friends, which tells the story of two lions who live on opposite sides of a mountain, both believing they’re the only one. “One comes to the realisation there’s another lion on this mountain,” Mr Wong says. “They become friends and go up the mountain and play together on top of the waterfall, then they come down and celebrate.” Mr Wong says it’s a reflection of Canberra, where the PMDLD troupe is always making new connections. - Rosa Ritchie Find a list of Lunar New Year events at canberraweekly.com.au


Be a sport: Havelock House seeks volunteers

Havelock Housing program coordinator, Rebecca King, is calling for volunteers for a new sporting program.

Along with providing safe and secure homes for nearly 400 people in the Canberra region, Havelock House is calling for volunteers to help with its new community sporting program, which aims to develop the physical and mental wellbeing of its residents. Havelock House has been a trusted part of the Canberra community for 70 years, providing community housing and support to vulnerable people in the ACT, including those on very low incomes or who have high and complex service needs, including disability. Havelock House community development team member, Rebecca King, said the program is based on creating community confidence and social skills. It was while studying sport in Canada that Rebecca came to “truly understand” its power in creating long-term and sustainable change. “Sport is the tool to create social inclusion and empowerment,” she said. The program began from residential feedback and has already established a tennis coaching program and a bike riding and maintenance club. Rebecca said both programs were popular and now they were looking to expand the program and believed it was important to involve the Canberra community.

Resident Peter (not his real name) said his favourite activity so far was the tennis and admitted he’s no Nick Kyrgios - he is even better, he joked. “Let’s see what he’s like when he’s my age!” Peter, aged 77, smiled. “The thing I love most about Havelock House is the friendly environment,” he said. “From the first moment I stepped in, I felt very welcome; before that I felt lonely. “When Bec invited me to join the activities I felt here is someone special who is inviting me to join a group along with other people so now I feel not so alone.” Fellow resident Afnan said the program was such a good thing for the whole community. “There are 100 people living here with diverse needs and wants,” Afnan said. “It needs a mutual link – something that pulls it all together – and sport does that. “I think it helps me mentally and emotionally – and of course physically. It introduces me to new friends, new ideas and new activities.” Rebecca said she is always looking for like-minded individuals to join as volunteers, as well as businesses and sporting organisations that might want to collaborate on co-designing a new physical activity program for Havelock House residents. “You don’t need to have special skills but of course, if you have a knowledge of and or an interest in a particular sport, I would love to hear from you,” Rebecca said. “Sometimes it’s hard to do new things on your own, but with others encouraging and supporting, new skills are learned and new friendships created.” - Cassandra Power For more information about volunteering, contact Rebecca at rebeccak@havelock.asn.au

news Canberrans keen to make switch to electric vehicles Canberra’s first ever electric vehicle (EV) community bulk-buy has grabbed the attention of hundreds of local residents as they register to be a part of the launch at the ANU on Thursday 25 February 6.30pm. Australia’s first 100% electric car dealer, Good Car Company, has partnered with SEE-Change Canberra to bring a range of affordable quality EVs to people in the ACT. Good Car Company co-founder Anton Vikstrom said the idea behind the bulk buy is to make EVs more affordable. “We work on a campaign with the local community to order in a lot of electric cars and that drives down the import prices and changes the narrative of EVs,” he said. “By purchasing quality second-hand EVs for Canberrans and importing them to Australia from Japan, we are able to pass on savings of up to tens of thousands of dollars compared to new vehicles, with the added benefit of battery warranty for peace of mind.” Good Car Company started in Tasmania in 2019 to bring affordable EVs to more people

to help accelerate the transition to a carbonfree future. The company’s co-founders are sustainability experts who have worked for years in Australia and overseas to help transition communities to emerging green technologies. “The goal is to accelerate decarbonising communities across Australia through rapid uptake of affordable EVs,” Mr Vikstrom said. Research from the Climate Council has revealed that cars are responsible for roughly half of Australia’s transport emissions. Mr Vikstrom said Canberrans should consider making the swap to an EV for three reasons. “One, it’s a great way to reduce your household by three tonnes of carbon per year,” he said. “The second reason is to show leadership within the community and the third reasons is they’re much more fun to drive. It’s a zippy little automatic vehicle that’s quiet, doesn’t smell and takes off from the lights really fast.” According to the Good Car Company, EVs are cheaper to run and service while also providing better fuel security, reducing

the need to depend on foreign oil. For those interested in buying an EV, there are several things to consider. “The key one is working out their usage patterns and what sort of vehicle can patch in to meet their needs. That has to do with range and charging,” Mr Vikstrom said. “All our cars charge off a normal power point. Most Canberrans can charge the car at home, you tend to use it like your mobile phone; when you get home, you plug the car in.” A four-week community education program will take place from 25 February until 26 March and Canberrans can also test drive the EVs from Thursday 11 February until the end of the bulk buy. Mr Vikstrom said he’s excited to work with residents to bring more EVs into Australia and is impressed by the leadership the ACT has shown in its adoption of renewable energy. “It’s now leading the way in EV transport. Unfortunately, this is reality for one teenage boy, part of a family of six with a widowed mother who lost their home and all possessions in the 2019/2020 fires. Through the recovery process the family received a pod for the mother and younger children to live while the teenage boy was living in a cabin on the bush block. To keep warm in a cold snap (and this location gets very cold) he had a small fire going near his cabin. He went to the pod to do his washing, and while doing this, the fire got out of control and burnt down the cabin, despite his efforts to extinguish it. He had been donated some fitness equipment, all of which was lost in the cabin fire, as well as all his belongings and beloved bicycle. To receive replacement gym equipment would mean the world to him. Durham ‘on pointe’ for Australian Ballet Dancer award Having honed her craft while growing up in Canberra, Australian Ballet coryphée Jasmin Durham has been announced as one of six nominees for the prestigious 2020 Telstra Australian Ballet Dancer Awards. Durham found out about her nomination during lockdown at time when The Australian Ballet’s 80 dancers were only allowed to come into their Melbourne rehearsal space five at a time. With no performances on the horizon, the company’s wider team made a point of surprising her with the news. “I was asked to come down to have a costume fitting,” she smiled. “And I remember thinking why are we doing a costume fitting?” Upon entering the fitting room, Durham found a big cardboard box filled with balloons and streamers and a note congratulating her on her nomination. “We didn’t know if we were going through with the award or what was happening; at the time I was just doing ballet class by myself in my 24

one-bedroom apartment,” she said. With 2020 having been such a disrupted season for the company, Durham was able to optimise the downtime she had compared to the usual performing schedule in any other year. “We did class over [Microsoft] Teams every morning, you did what you could. I actually sort of took it as a rest,” she said. “I’ve been really fortune that in my close-to10-year career I’ve never had a major injury, so I’ve never really had a lot of time off. “I came back stronger from working on mental health and figuring out what works for me. “It was difficult and there were moments that were really tough, but I really took the pressure.” Coming into her tenth year with The Australian Ballet, Durham said the nomination counts as recognition for the countless hours of hard work she has invested in her craft throughout her continuing journey. “With the award it really shows you’ve carved a place in the company; with 80 dancers you

have to have something quite unique about yourself to be nominated,” she said. “The people who nominate you see you day in day out, and it’s not necessarily about how successful you are. “It shows your contribution to the art form; for me I’m admired for my resilience and constant hard work … It’s given me the time to realise I’m so proud of what I’ve done and my unique contribution to the company.” This is Durham’s second nomination for the Telstra Ballet Dancer award, having previously been nominated in 2015. “I remember (in 2015) thinking I don’t deserve this, but this time around there’s something different, I feel worthy and feel like a contender really,” she said. The youngest of three siblings, Durham grew up in what she described as a “humble home” in Canberra where her mother made many sacrifices for her and her sister, who now dances with Moulin Rouge, to take ballet classes. “I wanted to work hard because my mum sacrificed so much for me to be able to do ballet … she used to make us costumes,” she said. “I had a great experience doing ballet growing up. I know that’s not the case for everyone, but I found it a very nurturing and positive experience. “I was very tunnel vision ‘this is what I want to do’, nothing else; I knew exactly what I wanted to do from a young age.” Beginning her ballet education as a threeyear-old at Lisa Clark Dance Centre in Hume, Durham said her formative years in Canberra have played “a huge part” in laying the foundations of her successful career. “The older I get, the more important I realise your experiences as a child are,” she said. “I was definitely set up with the knowledge and drive to succeed in this industry.” - Denholm Samaras

Rory’s hubris and delusions of grandeur lead him to gamble his family’s safety and happiness for a chance of riches and to re-establish himself in his hometown. Rory relishes the opportunity to show off his perceived American successes, bringing his individualist capitalist methodology into a very traditional and hierarchical society. While supportive, Allison maintains an independent spirt and critical eye not only on her husband, but of the new situation she and

her family are trying to adapt to. Free-spirited and strong-willed, Alison trains horses on the property while the inauthentic Rory rubs shoulders with business leaders and prospective clients in the heart of London, constantly hustling to hide a fragile ego. Shot like a thriller with a muted David Fincher-esque colour palette, the English countryside and manor look to be part of a gothic horror, complete with apparent hauntings. The English environment seems to rebel against the imposter family, serving as a metaphor of a house built of cards with a rotten core. It is Rory’s incessant striving for more which places him at risk of losing everything. Lee Christine made a good entry into the Australian crime genre with last year’s Charlotte Pass and has now followed it up with another entertaining Snowy Mountains mystery, Crackenback. Police Detective Pierce Ryder and ski patroller Vanessa Bell return for a second adventure and are joined by remote Thredbo lodge manager Eva Bell and the mysterious Jack Walker. With a killer on the loose in the Snowy Mountains, the four of them become caught up in a dangerous sequence of events that leads to an exciting climax. As with Lee’s first novel, this is an engaging tale with a brisk pace, some good twists and a nice dash of romance.

Building your wellbeing Do you know the saying, “your body keeps the score”? It conveys the idea that if we treat our body with kindness, it will repay us with robust good health. It’s a bit more complicated than that because we don’t all start out with the same scorecard, as our genes determine our starting point, which explains why one person can drink excessively and smoke like a chimney and still live to an old age whilst another person can live a life of moderation and get cancer and die young. Nevertheless, the vast majority of us will fall somewhere between these two extremes and it is probably fair to say that our current level of wellbeing is a fairly accurate measure of all our

actions and choices over our lifetime. It reminds me of a story about a builder who was about to retire after many, many years in the construction industry. His boss asked him, as a favour, to build one more house. He was a loyal and hardworking fellow, so he agreed. However, as he started the job, he started to think more about how much he was looking forward to spending his days fishing and working in his garden and he began to lose motivation for the project. Consequently, he didn’t work up to his usual standards. He started to cut corners where he could here and there and he even used materials that were not top quality because they were quicker and easier to source and he was in a hurry to finish and begin his long-awaited retirement. Eventually, the day came when the house was finally completed, and his boss came over to inspect and conduct the handover of the keys. As the builder handed over the keys, his boss told him that this house was a gift for the builder to keep as the boss’s way of saying thank you for all his hard work and years of dedication. The builder was completely taken aback. He was also

full of remorse that he had not treated this project with the same dedication that he normally did. If only he’d known this was to be his house to keep; he would have taken so much better care of it. Like the builder who constructed the house not knowing it was his to keep, we construct our wellbeing not consciously considering that we alone have to live in our bodies for the rest of our lives. If we did, surely we would make different choices about our self-care, or in the quality of materials we use to nourish ourselves. Street art in the backyard WITH HOME EDITOR, CASSANDRA POWER

Many Canberrans used the initial pandemic lockdown as an opportunity to get creative, especially when it came to home renovations. Among them was Fraser resident, Olga, who used the initial lockdown period to transform her ageing, ugly backyard shed into a colourful and bright birdlife mural. Olga said this piece of home art helped her to deal with the stresses of the pandemic, especially the “really scary” beginning. “It (home) is like a sanctuary to me,” she said. “I just wanted to have positive things happening around me.” Her backyard mural was a collaboration with Canberra street artist, painter and signwriter of 25 years, Kurt. His humble beginnings painting murals on DJ stages, for free, grew into his company, Stylized Impact, whose street art has brought colour and vibrancy to the Canberra city for the last 14 years. His mural art has been painted over existing vandalised and messy assets such as Actew substation boxes, government depots, sports sheds and toilet blocks as he aimed to create an interesting street art gallery for the public to enjoy. The two Fraser residents met when Kurt, afraid of potential damage to his business from coronavirus restrictions, advertised online for in home murals. He needn’t have worried. “I thought it was going to be tough because everyone was freaking out,” he said. “But it was the opposite; I got plenty of work and even got a grant from the government.” Already a big fan of Kurt’s work, Olga was 36

very excited to work with him on the design process. “I like bright, so initially I wanted the shed painted like a house and transformed into a cottage,” Olga said. “But Kurt had a different idea and I trusted him.” While some of the fear of the pandemic has eased, Olga still feels warmth and happiness from the finished product and plans on

expanding her backyard street art with a complementary mural along her side fence. “I’m doing up my whole place, I want a beautiful garden,” she said. “It was just a grey boring shed, but Kurt spent a lot of time preparing the surface and painting it in the cold. “I love bright things. I love lots of colour. “It’s gorgeous and I’m so proud of it, it lifts people’s spirits,” Olga smiled.

Weekly market wrap In January 2021, stock levels tightened significantly, increasing pressure for buyers to act decisively. According to SQM Research, in January the total number of listings in Canberra was 3,252, down from 3,617 in January 2020 and 4,122 in January 2019. A combination of historically low interest rates and improved access to credit have caused positive market sentiment leading to increased buyer demand across all price points. With 21.1% fewer properties to choose from, its easy to see why CoreLogic reported values of houses increased by 1.3% and units by 1.0% during January 2021. Year-on-year, lower listing numbers were reported across all days on market except 30-60 days. This signifies ambitious vendors remain comfortable letting their property pass in at auction as they’re confident values will increase to meet their price expectations and achieve a sale under private treaty conditions shortly thereafter. By Saturday afternoon, real estate agents’ social media pages show most vendors are achieving a sale either prior to auction or under the hammer, with many achieving sale prices well over reserve. Those interested in property data, and in particular auction results, had up until recently been able to rely on property portals to release accurate information. Results from Saturday 6 February saw Domain report a preliminary

clearance rate of 76% from 37 scheduled auctions and 21 reported results, CoreLogic report a preliminary clearance rate of 92.7% from 59 scheduled auctions and 41 confirmed results. Seeing a large disparity in the clearance rate when one source had a greater pool of results to reference can be explained by some agencies choosing to withhold their auction results from a competitor to their business interests in the property portal space. Time is running out for buyers seeking new properties wanting to qualify for the $15,000 HomeBuilder Grant. Whilst in theory contracts can exchange on or before 31 March 2021, buyers often don’t allow for the time it takes to have a contract sent to their solicitor, reviewed by their solicitor, receive advice and exchange. Throughout December 2020, the enormous number of off-plan purchases attempting to exchange by the deadline caused lengthy delays and exchange timeframes to increase. Acting early allows buyers to move through the exchange process without fear of missing out on their $15,000 grant due to exceeding the exchange deadline. Buyers who have taken a more relaxed approach to finding a property or have completed extensive market research, clinically assessing every available option, are finding values are rapidly shifting. The Federal Member for Eden-Monaro has previously raised concerns about builders unable to comply with the scheme’s timeframes and wants residents affected by the bushfires granted extended access to the full $25,000 grant amount.
