This week... A popular axiom that many people try to live by is, “If you propose to speak, always ask yourself: is it true, is it necessary, is it kind?”. Often attributed to Buddha, it appears to be a concise paraphrasing of the spiritual teacher’s longer discussion of guidelines for speech. Essentially, these are that speech should be true, kind, helpful, conducive to harmony, and spoken at the right time (which possibly pertains to relevance). I was reminded of this recently while telling a humorous anecdote, that although true and well timed, was not particularly kind, helpful or harmony inducing (other than melodious chuckles). So, my renewed resolution is to remember these principles when speaking or writing and to do better. To be better. Reasons to be grateful this past week include meeting lovely people at the uplifting (and chilly!) Mother’s Day Classic breakfast launch at Double Drummer in Barton, an entertaining Spanish Film Festival preview screening at Palace Electric, sharing a great feast created by retired Sri Lankan chef Upali Kariyawasam at his Weston Creek home, and a stellar night of great food, fascinating conversation and conviviality in O’Connor when lovely friends redeemed their winning bid for a dinner party as part of a recent Conservation Council charity auction. news Calls for Federal ‘financial firepower’ to curb ACT housing crisis A movement representing over 250 Australian organisations is urging the Federal Government to prevent a predicted rise in homelessness and housing stress by investing in social housing. “Only the Federal Government has the financial firepower to end Australia’s homelessness and housing affordability crisis,” campaign spokesperson Kate Colvin said. Homelessness is predicted to rise by 7.8% in the ACT this year, and housing stress will increase by 23.7%, according to figures released by national campaign Everybody’s Home this week, Monday 12 April. Those projections were only slightly below the national average of 9% and 24% respectively, according to economic modelling in a report by Equity Economics for Everybody’s Home. Nationally, that would equate

to 7,500 more people experiencing homelessness and nearly 880,000 families facing housing stress – up 170,000 from almost 710,000 households in February 2020. Nearby in the Southern Highlands and Shoalhaven, housing stress is tipped to increase by 64%, and by up to 159% in parts of Sydney. Everybody’s Home is calling for a National Housing Strategy, with the long-term aim of building 500,000 new social and affordable rental homes across Australia. Ms Colvin said rising house prices, which broke a 33-year record for month-on-month growth in March, pushed low- and middleincome households further behind in the “race for home ownership” and left them “stuck in rentals that keep increasing in price”. “Any change in income can push them close to homelessness.”

ACT Deputy Chief Minister Yvette Berry, whose portfolio includes Housing and Suburban Development, echoed calls for Federal intervention. “The Federal Government has greater capacity to invest in social housing compared to all the States and Territories,” she said. “And the last time Australia saw a significant investment in social housing was under Federal stimulus funding following the global financial crisis over a decade ago.” Ms Berry said a national strategy was “urgently needed” and she had been calling for one since she was first appointed Minister for Housing. A pre-Budget submission from Everybody’s Home called for joint Commonwealth, State and Territory investment of $7.7 billion to build 30,000 new homes over the next four years. It estimated the investment would

support up to 18,000 jobs per annum, which would trigger a “broader economic expansion of $18.2 billion” during the four-year period. But as recently as March this year, Federal Housing Minister Michael Sukkar was reported to have said that the Morrison Government believed social housing was the responsibility of State and Territory governments. Ms Berry said the ACT Government was doing “more than its part” to address housing affordability. “Over 10 years to 2025, the ACT Government will have invested more than $1 billion in public housing,” Ms Berry said. Trees ‘as old as the Memorial’ to be removed More than 100 mature trees, some of which are as old as the Australian War Memorial itself, are on the chopping block as early works for the institution’s controversial $500 million redevelopment project. The Heritage Guardians last week held a modest gathering on the grounds of the Memorial to draw attention to the removal, tying red ribbons around the mature eucalyptus trees overlooking the Memorial’s Parade Ground. Guardians spokesperson Peter Stanley told Canberra Weekly the proposed early works will result in the destruction of 116 trees across the site. “Many of these trees are at least as old as the Memorial,” he said. “It says they’ll be replaced … but how long will it take the new tree to grow to that height? It will take 8

another 70 years,” Mr Stanley said. Knight Frank Town Planning, the architecture firm tasked with the redevelopment, lodged an application with the National Capital Authority (NCA) on 12 March to approve early works to “adequately prepare”. These include the demolition of Anzac Hall, the excavation of Anzac Parade, and the removal of the 116 trees in question, amongst other works. Mr Stanley, who worked at the Memorial from 1980 to 2007 as a historian and researcher, said he felt the institution was “forgetting what it was about” in its pursuit of the expansion project. “It won’t improve the commemorative function of the Memorial one jot; the commemorative function of the

Memorial is perfect.” The doors to Anzac Hall have been closed to the public since the evening of Sunday 28 March as preparations for its demolition continue pending NCA approvals. Memorial Director Matt Anderson at the time said the closure marked a “significant milestone” in the project. “It’s important our team has the necessary time required to safely assess and relocate collection items inside Anzac Hall to our storage and maintenance facility in Mitchell.” The NCA has previously approved a number of earlier projects and preparatory works as part of the Anzac Hall redevelopment. The development of the Memorial has progressed to the third and final approval process, with the NCA to progressively review building

designs and precinct landscaping, consult with Canberra residents, and provide direction for any amendments to the plans. The NCA is accepting feedback on the Anzac Hall early works application by close of business, Friday 30 April. - Denholm Samaras

political capital Can our health system handle the rollout? The corona crisis has brought out the best in our nation’s leaders, both political and bureaucratic. But it has also exposed their weaknesses and shortcomings. The National Cabinet has been a conspicuous success, raising the obvious question of why it has taken an international crisis to get federal and state decision-makers to sit around the one table and make real-time decisions in the national interest. But not every decision has been made in the spirit of cooperation. Right now, a furious game of finger-pointing is underway regarding which level of government is responsible for delays in the vaccination rollout. Now is not the time to try to answer that question; that should await the national wash up once the pandemic is beaten. What we do know with

certainty is that our ACT health system was already creaking and groaning under the pressure of delivering standard services long before a man in central China ate a bat. This means we should be suspicious of claims that efficient local services were ready to deliver the vaccine but were frustrated by Commonwealth incompetence. The ACT health system – our hospitals in particular – has languished at the bottom of the national performance tables for at least a decade. In many key areas it is the best funded but the worst performing of the nation’s health systems. For example, a few months ago the ACT Audit Office published damning findings on the system’s management of chronic diseases like arthritis, cancer and diabetes. It found that four separate strategies

rolled out over five years had been completely ineffective in improving the lot of people with these conditions. The report is a rollcall of failure and lost opportunity. A $50 million expansion of the Hospital for Women and Children, due to be completed this year, now won’t be delivered until 2023, if we’re very lucky. Meanwhile, targets for seeing patients in our hospital emergency departments has been dropped from 90% within four hours to just 80% (perhaps a concession to the reality that only 57% are being seen within this timeframe anyway). Our public health system has been staggering from one damning statistic to another for years, to such an extent that reports like the Auditor General’s barely register in the public consciousness anymore. People simply assume that services will be

costly and ramshackle, but hope that they get lucky the next time they need to use the emergency department in the middle of the night. So why would we imagine that a system in which poor standards and cost overruns are deeply ingrained will somehow perform magnificently now that a full-scale health crisis is washing over us? But perhaps we get the health system that we deserve. It’s a mystery to me why a system this bad has been taken for granted for so many years by a well-educated, politically-aware Canberra community. Let’s hope the current crisis helps us see our health system with new eyes.

news Relaxed social distancing requirements will allow the Canberra Islamic Centre (CIC) community to come closer together for the month of Ramadan, which began Tuesday 13 April. Before COVID-19, the mosque in Monash hosted Iftar, the meal which breaks daily fast, every Saturday during Ramadan. CIC president Shamsul Huda said each dinner was sponsored by a different group from within the CIC community, who catered for 1,200-strong crowds with food from their cultures – Bangladeshi, African, Mediterranean, Arab, Indonesian and Malaysian feasts. The tradition began in 1998 and has grown in size and popularity year-on-year. “It was to celebrate the diversity in our community,” Mr Huda said. But communal Iftar was not

possible in 2020 and, for the first time, the Canberra Muslim community were forbidden from praying shoulder-to-shoulder. CIC Imam Adam Konda said he came to the mosque alone last year and spoke to his community through Zoom. This year, he’s looking forward to speaking to his community faceto-face and seeing worshippers pray side-by-side. “When I look at the audience, just looking at them inspires what I say; when I look at people and talk, I don’t need any paper,” he said. Although CIC decided against hosting Iftar due to continued risk of COVID-19, Mr Huda saw positive signs that things were slowly returning to “some level of normalcy” in 2021. The mosque will be able to have larger crowds for worship, and

conduct Taraweeh prayers, which are longer sessions of prayers at the end of each day of Ramadan. “We pray 20 additional rakahs, and it has got significance – massive significance,” Mr Huda said. “We are pretty happy to say to our people that we can do it sideby-side like we used to do.” Imam Konda said he saw the holy month as a training season, and he applied what he learned from COVID-19 to his religion. During the pandemic, he learned to sanitise his hands and keep distance from people he loved to protect them. “Ramadan is the same but spiritually; sanitise your heart, learn how to love, learn how to kill racism, kill the idea of ‘I am better’, live for other people.” Islam is the most prominent

news Does Canberra have a mouse problem? A plague of mice pillaging cropping farms in parts of NSW, SA and Queensland has ACT residents nervously watching for a flow-on effect in the number of critters around the house. Anecdotal social media reports of dogs digging up mice in Tuggeranong, cats offering them up as gifts in Palmerston, full traps and the pitter patter of tiny claws inside ceilings across the Capital Territory has had local pest control services wondering whether they should expect an influx of calls this month. Canberra Pest Control operations manager Brett Mitchell said there was an increase in the number of requests for rodent extermination recently; however, he didn’t believe Canberra was on the cusp of its own plague. “Typically, you would receive more calls mid-autumn towards winter and

over winter,” he said. Although he takes calls about rodents year-round, Mr Mitchell conceded 2021 was a good year for mice and rats. “It has seemed a little busier on those calls earlier than usual; Where there’s rain and growth there’s breeding. “I’ll know more in probably a month or two, once I see what’s happening.” Roger McMahon of A1 Bird and Possum Proofing – who also deals with mice – said he thought he would see more pests because of the plague out West, although they hadn’t reared their tiny heads yet. “This time of year, there is a natural increase when the weather gets colder,” he said. “If I was a mouse, I’d choose a house over a hole in the ground.” Despite being better acquainted

with the house mouse than most, Mr McMahon said they were difficult to predict. “I’d like to sit down and talk to them for half an hour or so, because I don’t quite understand their behaviour – they’re quite erratic.” There is no specific monitoring program for mice and rodents at the Environment, Planning and Sustainable Development Directorate (EPSDD). Canberrans on the outskirts will be relied upon to sound the alarm if things change, and a spokesperson said EPSDD had not received reports of increased mouse activity. “Despite not having a specific monitoring program, the Directorate does have extensive contact with the rural lessees who act as early surveillance for issues of concern such as mice,” a spokesperson said. national parks surrounding Canberra have not reported increased mice activity. If mice make their way to the national capital to create a two-year quadfecta of fire, flood, pandemic and plague, the EPSDD will decide next steps on the fly. “The Directorate will continue discussions with our interjurisdictional colleagues and consider what actions can be applied locally if required,” a spokesperson said. - Rosa Ritchie

news Public housing shortage an ‘absolute disgrace’ Standing outside a $2.6 million Braddon public housing complex that had been empty for five years, Canberra Liberal MLAs last week said the public housing shortage was “an absolute disgrace” for the ACT Government. Thousands of Canberrans were waiting years for housing, while more than 400 properties remained unoccupied, they claimed. “Not acceptable,” Shadow Minister for Housing, Mark Parton said on Friday 9 April. “Where is the will to say we are in the middle of a housing affordability crisis and let’s do whatever we possibly can to get these places back online?” “We’re talking about vulnerable families; about women and children; about the Canberrans that are doing it tough already,” Opposition leader Elizabeth Lee said. “This government needs to front up and take responsibility and explain to the Canberra community why they have allowed this situation to occur in our nation’s capital,” Ms Lee said. The 10-apartment complex in Lowanna Street cost $2.6 million but was only occupied for five years. It was completed in 2012, but the building

was deemed a fire risk, and the last tenant was moved out in 2017. Since then, it has remained derelict, fenced off. The ACT Government has lodged a Development Application to demolish the complex and redevelop the site with 10 Class C adaptable properties, a spokesperson said. The estimated cost of the demolition and rebuild is commercial in confidence, and the Government has yet to select a tenderer. “It is totally unacceptable for the Government to have this relatively new complex sit empty and in squalor while there is a critical shortage of public housing in the ACT,” Ms Lee said. “The Government has known about this for five years and has allowed this situation to continue.” The ACT has a shortfall of almost 3,000 public housing dwellings. According to March 2021 figures, 953 Canberrans applied for standard housing, and wait on average three and a half years (1,340 days); 1,647 applied for high needs housing, and wait more than two years (867 days); and 183 applied for priority housing, and

wait almost nine months (267 days). Last month, Rebecca Vassarotti, Minister for Homelessness and Housing, stated that waiting lists for public housing could increase this year due to the economic impacts of COVID. The ACT Government stated that on 6 April, 96% of the ACT’s 10,981 public housing dwellings were occupied (the optimal occupancy rate set by ACT Housing). Of the 406 unoccupied properties, 117 properties would be sold or redeveloped; 224 were being maintained, repaired, or improved; and 65 were ready to be allocated to tenants. This ebb and flow of vacant properties was expected during renewal programs, the Government stated. Under its Growing and Renewing Public Housing Program, the Government has promised to renew more than 1,000 public houses and build 600 new ones, said Yvette Berry, Minister for Housing and Suburban Development. news Canberra Liberals reshuffle The Canberra Liberals announced a cabinet reshuffle on 8 April following Alistair Coe’s resignation and James Milligan’s return to the Legislative Assembly last month. Mr Coe’s shadow portfolios of Planning and Land Management and of Sustainable Building and Construction pass to Peter Cain and to Mark Parton. Elizabeth Lee will take Mr Coe’s role as Shadow Treasurer, assisted by Mr Cain. Mr Milligan resumes his previous shadow portfolio of Sport and Recreation, but also picks up Emergency Services, Vocational Training and Skills, and Disability (previously Jeremy Hanson and Elizabeth Kikkert’s responsibilities). The shadow cabinet reshuffle means that Ms Lee has the same portfolios as Chief Minister Andrew Barr. Mr Barr is Treasurer, and Minister for Climate Action, Economic Development, and Tourism; Ms Lee is Shadow Treasurer,

and Shadow Minister for Climate Action, Economic Development, Tourism and Major Policies, and also remains Shadow Attorney-General. In his new portfolios, Mr Milligan said he was keen to meet the service providers, advocacy groups, businesses, organisations, and public to understand their needs and whether the government was underperforming. For instance, he considers bushfire preparedness a government failure, and will focus on it in the Emergency Services portfolio. ACT theatres, cinemas return to full capacity Canberra’s theatres, cinemas and indoor performance venues returned to 100% capacity yesterday, 14 April, for the first time since restrictions were introduced last year due to COVID-19. Venues with fixed, front-facing and tiered seating can now have a full house, and Canberra Theatre Centre’s Gill Hugonnet said the

capacity changes would mean sustainability for the industry, jobs in the arts and confidence for the touring circuit. As well, the ACT Government last week announced changes to the COVID event protocols, which will be updated to give guidance to live music venues on how to safely host events and seek exemptions for larger audiences.

$10k grants to elite athletes Twelve University of Canberra (UC) students were last week awarded $10,000 scholarships to help them balance their time studying and their elite sport pursuits. The recipients of the Eldon and Anne Foote Elite Athlete Scholarships come from a variety

of sporting areas including race walking, rugby 7’s, snow sports, swimming, hockey, rugby league, para-athletics and, for the first time, AFL umpiring. UC director of sport Carrie Graff said the funding can be put toward either sport equipment, travel to events, training, or their studies.

sport At a glance Raiders fall to Panthers The Canberra Raiders have suffered their second defeat in three weeks, falling to the red-hot Penrith Panthers 30-10 at BlueBet Stadium in Penrith. Jack Wighton got the Raiders on the board first through a trademark try from close range. Jarrod Croker missed a golden opportunity to double the Raiders lead after failing to ground a perfect Wighton grubber. Soon after Charnze NicollKlokstad was ruled out after a high shot from Viliame Kikau and momentum swung the Panthers way. They scored three quick tries to head into half-time leading 18-6 and were never truly threatened in the second half. Brumbies go down in thriller The Brumbies have gone down to the Queensland Reds 24-22 at Suncorp Stadium in yet another thrilling encounter between the sides. The Brumbies led for almost the entire match before a 75th minute penalty goal from James O’Connor gave the Reds victory. Folau Fainga’a got the Brumbies on the board first before Tom Banks pounced on a loose pass to give the away side an early 12-0 lead. The Reds kicked two penalty goals before the Brumbies answered with one of their own to make it 15-6 at the break. Queensland scored the first try in the second half before Tom Wright answered back to reestablish their nine-point lead. Jordan Petaia got the Reds back within two points after he collected a kick to the corner.

Giants claim first win of the season Stand-in GWS Giants captain Toby Greene has lifted his side to its first win of the season, a 30-point victory over the Collingwood Magpies at the MCG. The star forward booted five goals in a match-winning display to help the Giants secure the 14.6 (90) to 9.6 (60) upset win. After a close first quarter, Greene booted five of the Giants next six goals to open up a 15-point lead at three quarter time. Through his own volition he has obtained a contract with the local estate agency to clean residential homes, including carpet and furniture. The young man has approached the Foundation for their support in sourcing commercial grade carpet and furniture cleaning equipment, to enable him to start the contract and potentially employ up to four others, creating a viable career and income stream within his community. Who doesn’t love a pie, with its crisp, flaky pastry, and fillings bursting with flavour? This week, food writer Libby Kimber brings you a recipe for the perfect autumnal mini pies – best enjoyed with loved ones.

Little herb pies with pickles 1 Tbsp olive oil 2 brown onions, thinly sliced 1/2 (125g) sour cream 110g goat’s cheese, crumbled 1 handful mixed herbs 2 eggs 2 Tbsp single cream Sesame seeds, for sprinkling Sea salt flakes, for sprinkling

Turn the pastry out onto a work surface and gently bring it together into a disc. Wrap the pastry and pop it into the fridge for 30 minutes. Add the sour cream, goat’s cheese, herbs and 1 egg to the onion and gently mix to combine.

2 cups (300g) plain flour, plus extra for dusting

Roll out the pastry on a lightly floured surface until 3mm thick. Using a biscuit cutter or glass, cut the pastry into 7cm rounds. Place about a tablespoon of the herb mixture in the middle of a pastry round and bring the sides together, pressing to seal. Use the tines of a fork to gently press down around the edges. Place the pie on a baking tray lined with baking paper. Repeat with the remaining pastry and filling. Place the pies in the fridge for about 20 minutes.

That’s arts and entertainment Stronger than Fiction returning stronger than ever After being forced to cancel their 2020 film festival due to COVID, Stronger than Fiction is back for 2021 in a slightly different format. Starting Sunday 25 April 2pm at Dendy Canberra with a screening of the Oscarnominated Chilean film, The Mole Agent, the Canberra documentary film festival will run throughout 2021 as a monthly series. A screening will take place toward the tail end of each month through to October/November. “We see it as cinema in small sips,” festival director Deborah Kingsland told Canberra Weekly. “With a lot of us spending time binge watching films over Covid, what people really want is community and that’s what we can offer.” And it appears people are taking Kingsland up on that; two weeks out from their first screening, she reports they have “already sold more tickets than we’ve ever sold prior to a screening at this stage”. While Q&A’s will take place throughout the 2021 festival series where possible, the screening of The Mole Agent will be without one, due in part to director Maite Alberdi being preoccupied with The Oscars award ceremony taking place the next day. “She’s probably a bit busy lobbying for her film,” Kingsland smiled. The Mole Agent sees 83-year-old man, “geriatric gumshoe” Sergio, hired by a private detective agency to pose as a resident in a Chilean

nursing home to see if he can find signs of abuse. While the whole Stronger than Fiction 2021 program is yet to be confirmed, the May screening will be of 2020 American documentary Mayor, which followed Musa Hadid, the mayor of Ramallah, the de facto capital of Palestine, for two years. Lightbulb Impov to show audiences The Door After writing off 2020 as so many in the performing arts were forced to, Canberra’s own improvisational comedy troupe, Lightbulb Improv, will bring a new show to The Courtyard Studio next month. The Door showcases a long-form improvisational format that relies heavily on audience participation, and centres on the eponymous ‘door’ located in the middle of the stage. Co-founders Amy Crawford and Lou Maconachie told Canberra Weekly the show will explore fate, particularly as it relates to the many plans people have had to put aside due to COVID. “We’ll see how the characters evolve and what destiny brings to them,” Crawford said. “What we like to look at in terms of fate, is perhaps people end up where they were going to end up anyway.” With audiences throwing out suggestions, The Door will see performers create six characters on stage, then perform six vignettes, and it’s then up to the audiences to decide which vignette is

relived with a sliding door moment. Lightbulb was founded in 2016 out of a desire to establish a local improvisational troupe with strong chemistry from regularly practising together. “We had a good community and definitely some performing opportunities, but they tended to be last minute,” Maconachie said. “Amy and I were really keen to develop up a troupe of people who had that really awesome chemistry and knew each other well, trust and camaraderie there.” Over the last five years, alongside their monthly Smith’s Alternative shows, Lightbulb have developed the wider improv community, sharing their skills far and wide through workshops. Festival of Small Halls returns to Goulburn The Festival of Small Halls is returning to Goulburn with the Autumn Tour 2021, which is taking place at St Saviour’s Cathedral Hall on Friday 16 April. Festival of Small Halls is a series of tours that takes the best folk and contemporary acoustic artists and sends them on the road to tiny halls in communities right across Australia. The Festival will feature performances by feel-good ukulele strummer and drummer, Bobby Alu, and two-piece indie pop-rock band, This Way North. Goulburn musician and Hume Conservatorium scholarship holder, Callum White, will also perform. White’s passion for performing and learning to play instruments such as the mandolin and banjo will see him perform an acoustic set on stage. How have you passed time during your two-week quarantine? I’ve got a list of TV shows and movies that I could never get my fiancée to watch, and I’m taking over my Xbox. I also really like the idea of emerging like Tom Hanks in Cast Away so I might not shower, I won’t shave and I’ll have sex with a volleyball (even though that scene isn’t in the movie, Tom Hanks’ character did indeed engage in several bouts of leathery, sandy coitus with Wilson).

How has your comedy developed over your career? Back then, my ego was an adorable thing. Large and ill-fitting on someone barely out of his teens trying to make it in the world. Now, I’m a tyrannical monster of narcissism … I also now get way more enjoyment out of upsetting people. I remember years ago if I ever had a walk-out it would eat away at me; I’d try desperately to change my material to suit everyone.

What makes Australian comedy different or unique? You mean besides your silly little accent? You guys are great at political humour and I think that’s because your government is hilarious. Massive props for being the only country in the world where the word “Liberal” doesn’t even come close to actually meaning “liberal”.

While some men pop up over the trip, the story is driven by the three women, who are set on living their best lives while they can. Verdict: A poignant and very funny story of women supporting each other through hardship. 3.5 stars. Award-winning project blends old and new WITH HOME EDITOR, ERIN CROSS

This recently renovated threebedroom family home in leafy Ainslie blends contemporary elements with architectural history, in harmony with the heritage charm of one of Canberra’s oldest suburbs. Originally an 89sqm red brick 1940s cottage, Cox Architecture redesigned Ainslie House to respect and retain the streetscape character while introducing strong contemporary elements to the setting. Built by Manteena, the renovation and extension project saw the construction of a pavilion extension, alterations, and renovations to the existing cottage, plus the addition of carports, decks, and landscaping. Danny Agnello, Residential Operations Manager at Manteena, said that the owners, who are architects themselves, wanted to keep the presence of the old 1940s cottage with a strong focus on

open plan living, straight lines and natural materials. “It was more about restoring it back to what the original 1940s cottage would have been ... We matched all of the same finishes but with brand new stuff,” Mr Agnello said. “A lot of the inside of that cottage isn’t perfect but that’s kind of the beauty of it. That’s what drew them [the owners] to the property originally.” The existing cottage has been fully refurbished by removing the old kitchen and bathroom, as well as non-structural internal walls, creating a further two bedrooms, a renovated bathroom, study, art studio, and a formal sitting room. The original 1940s timber flooring remains in the cottage along with the fully restored fireplace and custom-made copies of the original doors.

Linked internally, the new pavilion extension features a flowing, open plan with exposed structural beams, raw concrete, a custom kitchen bench top and herringbone hardwood floors with hydronic heating. “It’s very minimalistic but very tight tolerances, everything is designed to line up with something,” Mr Agnello said. Ainslie House Project Manager, Anthony Aloe, said the complex details of the extension were the most intricate aspects of the project. “Our biggest struggle with the new extension was probably a lot of those materials were exposed and finished products,” Mr Aloe said. “It all had to be set out essentially to the millimetre. There was no forgiveness in that.” While Manteena specialises in bespoke and unusual construction projects, Mr Agnello said it was the most detailed and unique residential project the company has worked on. The fusion of contemporary

design and Canberra heritage history saw Ainslie House receive a Judges Commendation from Master Builders ACT for a Renovation/Extension more than $1 million in 2020. Ainslie House was also awarded Project of the Year 2020 for Renovation/Addition at the HIA Housing Awards. Mr Agnello said the recognition Manteena had received from the project was “great” as there were a lot of misconceptions surrounding renovations and extensions. “Especially with shows like The Block, people have a very misconstrued view on how much work is in renovation,” he said. “People probably have rosecoloured glasses and say ‘you should be doing that in six months’, which is not really that possible on things like this, especially when you’re talking about highly bespoke custom projects.” Find more photos online at canberraweekly.com.au

Growing lucerne as a green manure crop Lucerne, also known as alfalfa and botanically known as Medico sativa, is an excellent green manure crop in the garden. A green manure crop is a fast-growing crop of an individual or mix of plant species, which is chopped at ground level once they have started to flower. Depending on the crop and situation, it can either be left on the surface as a nutritious

mulch or it can be turned into the soil and planted into once it has decomposed. Lucerne is a top choice as a green manure crop as it has a deep tap root, and it is a legume. Lucerne’s deep taproot means it is able to mine minerals from further down the soil profile, consequently making them available to more

Legumes, from the pea (Fabaceae) family, also have the ability to fix nitrogen in the soil, a mutually beneficial process where Rhizobium bacteria utilise carbon from plant roots and convert nitrogen in the air to a form readily available to plants. Leguminous green manure crops are sold with a compatible Rhizobium inoculant as the nitrogen-fixing nodules will not form without it. Lucerne seed can be sown in spring or autumn in a friable organic soil at 1-2cm depth. Firm the soil to ensure good contact with the seed. Lucerne requires a soil pH of 5.5 or higher – add Dolomite lime to the soil to increase alkalinity if required. The soil also needs to be at least moderately well drained as it resents waterlogging. Once established, lucerne will tolerate periods of dry weather. Lucerne can be grown as a crop (mass planting) or as individual specimens in the garden. A crop is an excellent method for preparing or rejuvenating garden beds, and individual specimens are handy in established gardens – just chop them back to ground level as needed to use in the garden or compost pile. Small volumes of lucerne seed can be purchased from online suppliers such as Green Harvest www.greenharvest.com.au. It is also worth contacting local rural produce stores. You will often find lucerne plants growing wild

Correa ‘Pink Pixie’

Correa alba x pulchella ‘Pink Pixie’ is a lovely Australian native shrub which reaches approximately 1m high and wide. It has attractive mid-green foliage and masses of delicate pink, bell-shaped flowers, mostly in winter and spring (it has been spot flowering in my garden since mid-March). The flowers are particularly attractive to small nectar feeding birds such as the eastern spinebill. They are also popular with pollinators including honey and native bees. As with many correas, Correa ‘Pink Pixie’ prefers a partly shaded spot with a well-drained soil. Fertilise with organic matter and fertilisers suitable for Australian natives, such as green waste compost and Healthy Earth. C. ‘Pink Pixie’ tolerates moderate frost and short periods of hot dry weather. Give a moderate prune after flowering to maintain shape and encourage vigour. Correa ‘Pink Pixie’ is a valuable addition to both native and exotic gardens and is equally effective as a stand-alone specimen or mass planted.

Weekly market wrap Looking back: one year on since ‘doomsday’ predictions

Reflecting on where we were 12 months ago, market conditions in Canberra are nothing short of extraordinary. This time last year, concerns about the property market were in full swing, anticipating ‘doomsday’ by way of analysts forecasting property owners were set for a bloodbath and predicting values would fall by 2030%. As it turned out, most forecasts were woefully wrong, catching some wishful buyers off-guard when values started accelerating upward. In the period since, each time a particular Government stimulus is ceasing, some analysts and outlets have chosen to reference it as a ‘cliff’, on the basis the economy will decline and, in turn, property values will fall. Neither has happened.

No more HomeBuilder, but off-plan interest is strong

The Federal Government HomeBuilder Scheme has recently concluded, leaving some prospective buyers to wonder if stimulus supported values and, once stimulus was removed, if values of new apartments and townhouses would fall. During April, both enquiries and the number of private appointments with prospective buyers have increased significantly, as has sales volume. At this point, it appears market conditions for multi-unit dwellings continues to improve with plenty of room for values to accelerate and play catch-up to houses. Disparity in growth to values is evidenced in CoreLogic Data for March showing values for houses increased 3.3% and units 0.7% during the month.

Property values have been steadily increasing throughout 2021 across the portfolio of apartments and townhouses I have sales data for. In the townhouse market in particular, it has been difficult to find the top of the market, as even the most bullish of prices can be caught up to by the market within a week or two. Early sales volume in April indicates buyer sentiment towards market conditions remains positive. Whilst buyers remain confident they can secure finance upon settlement, I anticipate they will continue buying off-plan property at a furious pace; especially those seeking to spend less than $700,000 who are finding it increasingly difficult to participate in the established market. Throughout the remainder of 2021 it appears unlikely conditions will improve for buyers without market intervention. Choosing to sit on the sideline has proven to be detrimental as compounding increases to property values quickly outpace the ability for a household with median income to save a deposit. For this reason, I expect more people will be attracted to purchasing off-plan as this allows them to fix their purchase price, maintain exposure to the market and continue saving to increase their deposit prior to settlement, which may be 12-36 months away. Renaissance tops out Local developer Morris Property Group (MPG) has celebrated the topping out of stage one of their Renaissance development in Manuka. The completion of the structure is an important milestone for the $300 million development on the site of the former Stuart Flats public housing precinct. Renaissance is being constructed over several stages, with the first to be completed by September this year. The smaller second stage is expected to be completed by March next year. Renaissance will include a mix of one-, two- and three-bedroom apartments as well as penthouses and townhouses. As well, MPG recently celebrated another milestone for their Park Avenue development in the City, with the ‘lighting of the candle’. On Wednesday 31 March, the building was lit up from 6.30pm to welcome the new building to the Canberra skyline. The 17-storey Park Avenue development will be home to 184 apartments and is due to be completed by the end of the month, with 90% of dwellings sold.
