From the editor There we were, just walking along minding our own business when, wham! The sight and whiff of the vivid green algal bloom in Lake Burley Griffin (LBG) stopped us in our tracks. What started out as a pleasant lakeside walk on a glorious autumn afternoon took a turn for the worse (pleasant company excepted) as we neared Regatta Point. Although a striking shade of green, the lake water should not be that hue anytime, let alone in late April. My walking companion, who’s an avid kayaker (and regular remover of plastic waste from LBG), said the blue-green algae has been particularly bad this year, like paddling through sludge. A scientist friend suggested that rather than our wet summer flushing out LBG, it actually washed in much more organic waste and chemicals (like leaf litter and fertilizers), feeding the algal bloom. Whatever the reason, the National Capital Authority and ACT Government must work together to solve this problem as a matter of urgency. Reasons to be grateful this past week include full capacity and a thoroughly enjoyable film, Rosa’s Wedding, at the Spanish Film Festival opening night, a rare Friday evening catch-up with colleagues, meeting my sweet grand-kitten Esmeralda (@magicat.esme), a relaxing long weekend (despite a few productive hours spent in the office on Monday) and invigorating walks around Canberra in all its autumn glory. - Julie Samaras

news Rental snapshot highlights ACT affordability crisis There is a “distressing” lack of affordable housing options in Canberra, according to Anglicare’s latest rental affordability snapshot, which found essentially no affordable, appropriate properties for a number of groups on income support payments. Anglicare deems affordable housing costs to comprise 30% or less of household income, taking its snapshot of the 1,085 advertised rentals in Canberra and Queanbyean on the weekend of 26 March. Just five properties met the criteria for a family receiving JobSeeker payments, and four for a single parent with two children receiving parenting payments. For a single person receiving Youth Allowance, the snapshot found no affordable properties in the ACT or Queanbeyan – including share houses. “This shows a deeply flawed housing system from which there is little or no relief on the horizon for low-income families,” said Anglicare ACT chief executive, Jeremy Halcrow. He said COVID-19 has seen people flocking to the regions, including Canberra, putting pressure on housing affordability. “This has impacted low-income families more than other group[s] as demand for family-size
housing has gone through the roof,” he said. “The wider southern NSW region is also impacted by a reduction in supply caused by the 2020 bushfires.” Just 3% of properties were deemed affordable for a couple on the age pension and 2% for singles, and just 1% for someone on the Disability Support Penson. This is Anglicare’s first snapshot since the Federal Government removed the coronavirus supplements for income support payments.
ACT a ‘landlord’s paradise’ The ACT is the most expensive Australian capital city to rent privately, according to data recently released by Domain. The median weekly rent has hit $600 for a house and $500 for a unit – record-high prices for the ACT – described in Anglicare’s report as a “landlord’s and seller’s paradise”. The vacancy rate has also fallen to around 0.7%, forcing fierce competition for available properties. ACT Council of Social Service (ACTCOSS) CEO Emma Campbell said the lack of affordable options means low-income Canberrans are forced to accept tenancy agreements that place them in financial stress.
“This can lead to situations where they are forced to forgo heating, fresh food, or medical appointments in order to keep up with rent,” said Dr Campbell. “The removal of the [Federal Government’s coronavirus] supplement leaves them below the poverty line in a city with the highest rents of any capital city in Australia.” Anglicare’s snapshot from March last year painted a grim picture for housing affordability even with government stimulus, with a comparison of the pre-supplement snapshot with post-supplement payment amounts demonstrating a permanent increase to income support payments could not curb the affordability crisis in the capital alone. Figures released earlier this month by consortium, Everybody’s Home, predicted homelessness in the ACT to rise by 7.8% this year and housing stress to increase by 23.7%. “There needs to be significant government commitments to increase public housing, provide greater protections for tenants, and make the coronavirus increases to the JobSeeker supplements permanent,” said Anglicare’s Mr Halcrow. - Libby Kimber
Education campaign starts ahead of July’s single use plastics ban The ACT Government has started an education campaign informing over 700 local businesses across the Territory of their responsibilities under the incoming single-use plastics ban. From 1 July, the sale, supply and distribution of single-use plastic cutlery and stirrers and expanded polystyrene foam containers will be banned in the ACT. It will be the first of several phases of a wider ban that will eliminate a host of products over the next few years. To ensure relevant businesses are properly informed of their responsibilities once the ban takes effect, the ACT Government has partnered with the National Retail Association to deliver tailored education programs for businesses. General manager of Highroad, Daniel Webster, said the Dickson café has used sustainable singleuse items since opening over three years ago. “It does cost a little more, but I would say 8

moving more toward using BYO containers and cups and things like that does save businesses a lot of money,” he said. “It’s quite trendy to be green these days and that’s a really good thing, so I’m happy the legislation is following suit.” National Retail Association spokesperson, Ebony Johnson, said the Association will be traversing the ACT in coming weeks to discuss the ban face-toface with up to 700 businesses. “We find the best way is to walk in-store, grab those items, and then see what we can help them with,” Ms Johnson said. By 1 July, businesses in the ACT will need to make sure the products they supply customers comply with the legislation and are encouraged to use up existing supplies of single-use plastic items in the interim. With a maximum fine of up to $40,500 for failure to comply, the ACT Government said they “will

focus on support and education for businesses over compliance in the first instance”. ACT Minister for City Services, Chris Steel, said there is an onus on consumers to reduce their reliance on single-use products, too. “That’s really a call to consumers that if you don’t actually need to use any of these products, you can go back to the office and use some metal cutlery, for example … that’s a much better alternative.” - Denholm Samaras

New tests lie ahead for Anzac spirit With news of the royal commission into veteran suicide still rolling across the airwaves, I found myself last weekend in Bundanoon in the Southern Highlands, where I attended the Anzac Day ceremonies. The ceremonies evoked many elements of war, but not, in this case, military precision. As the dawn service commenced, the sound system failed, and the voice of the veteran who MC’ed reached only a few of the 300 people gathered in the darkness around the soldiers’ hall. The lady who strode forward later in the day to sing God Defend New Zealand found herself flummoxed when the tape introduced her with the opening bars of Advance Australia Fair. The lone bagpiper, valiant but in need of a little more practice, serrated the nerves of the audience with the occasional missed note in a way of which only the bagpipes are capable. And yet, both ceremonies enveloped the gathered throng in a moving solemnity because of, not in spite of, these little catastrophes. Everyone assembled knew instinctively that
the true service of the grey-haired diggers who fumbled in the dark with the sound system was not the service they gave that day, but the service they had rendered years ago as hale young men confronting the rigours and deprivations of life in Australian uniforms. It was, perhaps, easier for non-combatants at home to comprehend the horrors of the battlefield when the nation itself was at war. Today, Australia is a nation at peace, but our service men and women still find themselves on foreign battlegrounds. The real value of the coming royal commission may be to bridge the experiential gap for civilian Australians between their lives and the lives of those they send away to fight and suffer in pursuit of Australia’s national interests. This is, of course, precisely the purpose of Anzac Day. As I scanned the faces in the crowds at sleepy Bundanoon, I pondered how the heartbreaking evidence which will inevitably emerge from the commission will affect the willingness of Australians to enter into further
conflicts where service people will suffer. This issue is far from to being hypothetical. The world today is a less certain place than it was when the Afghanistan War began 20 years ago; democratic societies face a crisis of confidence, the United States’ role of world leadership has faltered and, in our region, the growing power of China creates new anxieties. We may like to believe that formallydeclared wars between nations are now a thing of the past, but that may be a complacent self-deception. Consider how, until very recently, the world smugly assumed that the eradication of polio and malaria demonstrated the definitive triumph of science over disease. Covid has shattered that illusion. Sadly, it is likely that Australia has other fights left to fight. Future Anzac Days are likely to have their own new resonances, new tests of our tolerance and understanding, new moral dilemmas to wrestle with and resolve.

news Expert applauds Lee’s bid to ensure stealthing is outlawed in ACT A leading expert in stealthing, a “relatively new area of criminal law”, has applauded Canberra Liberals leader Elizabeth Lee’s proactive bid to ensure the act of removing a condom without consent during sex is illegal in the ACT. RMIT University senior lecturer in criminology and justice, Dr Brianna Chesser, said she was “really relieved” that stealthing was getting attention given how many Australians it impacted. “This is a very relevant issue, because anything to do with sexual conduct is still quite closed,” she said. There is no legal precedent of a person being convicted for stealthing in Australia, although research indicates one in three women and nearly one in five men have been stealthed. The ACT would be the first jurisdiction in Australia to explicitly outlaw stealthing, if the Bill presented in the Legislative Assembly last week were to pass. Ms Lee laid out her argument in plain language. “Stealthing is the non-consensual removal of a condom during sex,” she said. “The non-consensual removal of a condom during sex negates consent, and sex without consent is sexual assault. And sexual assault is a crime.” Ms Lee’s Bill proposed amending existing consent provisions within the Crimes Act to “expressly define stealthing as a factor that negates consent”. The Canberra Liberals leader has practised law and lectured in the subject at the Australian National University and the University of Canberra and is a former Vice President of the ACT Law Society. NSW Law Reform Commission (NSWLRC) announced its recommendations to address stealthing in the law. The NSWLRC proposed reform to include “sex with a condom as an example of a particular sexual activity to which a person may consent without consenting to any other sexual activity”. Dr Chesser said the wording of the changes proposed by the NSWLRD was “a bit more convoluted” than that of Ms Lee’s Bill, which was “more definitive”. “There was question in previous literature about whether stealthing was even a criminal offence,” she said. “I think it’s quite clear in the community that yes, it is being viewed as a criminal offence.” Dr Chesser co-authored, with colleague April Zahra, the first academic journal article on stealthing in Australia, and the third in the world after articles in the UK and the USA. Ms Lee said most people who had experienced stealthing had no idea that such an act could be considered a negation of consent, and that criminal law should be a deterrent for such unacceptable behaviour. The Leader of the Opposition sought the “views, feedback and expertise” of Canberra Rape Crisis Centre, the Victims of Crime Commissioner Heidi Yates, YWCA, the Women’s Centre for Health Matters, and notified Meridian ACT and Sexual Health and Family Planning ACT. A proposed new national requirement for mandatory accessibility standards in the National Construction Code (NCC) will allow Australians living with physical disabilities to have more freedom in their own homes. ACT Minister for Sustainable Building and Construction, Rebecca Vassarotti, has announced she will call for mandatory accessibility standards at the upcoming meeting of the nation’s Building Ministers. It is estimated that only 5% to 10% of new homes in Australia are being built to accessibility standards, forcing people living with mobility issues to live confined lives. The change to the NCC would mean all future houses, townhouses and apartments would meet a threshold level of universal design, including doors wide enough to accommodate wheelchairs, bathrooms on the ground floor, and structural reinforcements to allow for the installation of things like grip rails if they required in future. According to Ms Vassarotti, Australia is behind many other jurisdictions in the world when it comes to accessibility. “This is an issue for everyone,” she said. “We need to move towards a
position where all of our homes are accessible and welcoming to our friends, our families and ourselves if we have mobility issues.” ACTCOSS head of policy, Craig Wallace, warned that as Canberra’s population begins to age rapidly, improvements to residential buildings are urgently needed. “This is a tragedy for the one in five Australians who live with a disability, but it’s also poor planning and foresight, given that Australia’s Giulia, population is ageing; Canberra’s to her population is ageingcarer faster than the rest of Australia,” he said. daughter Ms Vassarotti said the proposed changes will add around 1% to the average construction cost of a new home while saving thousands of dollars in expensive retrofitting of the home in the future. Proposed changes to police body camera laws
The ACT Government is considering allowing ACT police to wear body cameras in more and has invited Gateway insituations the ACT the public to have their say on proposed legislative changes. Police officers use body-worn cameras in public and in some private spaces with consent; they also automatically start recording when an officer draws a Taser or firearm, ACT Attorney-General
Shane Rattenbury said. Under the proposed changes, police would be able to use the cameras on private property without consent, as long as the use of the camera was overt and in the course of policing duties. The proposed changes are open to public feedback until COB Friday 14 May. An information paper can be accessed via www.justice.act.gov.au

20 years of solving the pain puzzle Capital Pain & Rehabilitation Clinic is celebrating 20 years of assisting their patients with pain, through a multi-disciplinary approach that includes physical therapy, counselling and psychology, pain education and a wide range of therapeutic procedures. The clinic focuses on the patient and their goals, working with a range of conditions, including musculoskeletal, neuropathic and neurological, injury, disease and illness. “It’s wonderful that we’re able to be still providing our services to people around Canberra and around the region,” says pain, interventional and rehabilitation medicine specialist, Dr Geoffrey Speldewinde. “And through that time, it’s been an evolving service, as the evidence for a lot of pain management strategies has expanded, internationally and nationally.” The team is made up of specialists in various fields working together to solve the ‘pain puzzle’ through a four-pronged approach – medical, educational, physical and psychological interventions, guided by the best available evidence. “What’s most rewarding is a lot of patients actually finding out what’s been causing their pain all this time,” says Dr Speldewinde, who is also a past president of the Australian Pain Society and a specialist instructor in
spinal procedures. “All the interventions that we do here are about providing a realistic appraisal of the likelihood of a useful outcome, whatever that might be for that person.” Dr Speldewinde says the very first step for the clinic is to validate a person’s pain complaint – “their pain is real, it’s not make-believe” – before moving to a potential diagnosis and treatment plan involving one or more of the clinic’s team members. He says it’s common for patients to brush off their pain, which can escalate as time goes on. “All too often, the first time that someone sits down with us, it’s the first time someone has listened to their story and worked out what may help them get to a better place. It’s a common scenario with patients, sometimes they don’t believe that something can be diagnosed with the

cover story Duo fundraise to fight animal cruelty Top fundraisers Shanaika Perera and her chocolate Labrador, Thor, will walk 30 minutes a day for Walk This May, a month-long COVID-safe iteration of the RSPCA Million Paws Walk fundraiser, now in its second year. The dedicated duo has collected about $10,000 for the local animal shelter over the past decade, and they’re sitting in the top five on the national fundraising leaderboard again this year. Ms Perera approaches about 300 people to donate to the cause in the lead up to the annual walk, which she says is the most exciting event on her calendar. “It’s like Christmas for me!” she said. Thor has always loved the preCOVID family-friendly day by the lake and – true to his food-motivated

breed – the snacking opportunities that come with it. “At the last walk (2019) he stole an empanada out of this kid’s hand, and the parents thought it was hilarious!” Ms Perera has been an animal lover since she was a little girl and can’t stomach animal cruelty. She said she became determined to support her local shelter after finding out how heavily it relied on public donations. RSPCA ACT has a service funding arrangement with the ACT Government, which accounts for up to just 17% of the organisation’s cashflow. Fundraising by people like Ms Perera is “absolutely vital” to the survival of the shelter, according to RSPCA ACT CEO Michelle Robertson. “In reality, it’s because of
donations and community support that we are able to exist,” she said. “Shanaika is an absolute legend and so is Thor, we absolutely love them both to bits.” Walk This May participants who select RSPCA ACT as their fundraising recipient will help pay for accommodation, medical care, rehabilitation, rehoming, community engagement and protection for animals in the ACT. “That’s the beauty of it, if you register with RSPCA ACT, every single dollar goes local, to us,” Ms Robertson said. Shelter animal foster carers are “angels” in the eyes of Ms Robertson, particularly while RSPCA ACT is experiencing an “incredibly long and intense” kitten season, with over (continued page 18)

200 kittens in care, too young to be adopted. RSPCA ACT cared for over 1,700 animals and placed 728 animals in foster care over the last financial year, to February 2021. During the same period, the animal shelter provided emergency boarding for 114 animals whose owners were experiencing a personal crisis, be it mental or physical illness, domestic or family violence, or another life event. Ms Robertson said demand for emergency pet accommodation was increasing year-on-year. “So that is worrying on the one hand, because it’s a reflection of what’s happening in the community. “We’ve been trying to build additional capacity to provide that service to the community, because it’s so necessary.” RSPCA ACT also cares for animals who experience abuse at the hands of their owner, like a puppy called Bayley that last year lived at the shelter for nine months. “He was rescued by inspectors and in awful condition; he was burned by cooking oil as a pup and

never treated,” Ms Roberston said. UC expands to Sydney Hills The University of Canberra has announced a new partnership with the Education Centre of Australia (ECA), allowing for the opening of a new Sydney Hills campus. The partnership with ECA will allow the University’s nursing degrees will be more accessible to those in North West Sydney and the Sydney region when the new campus opens in Castle Hill. The expansion marks a period of growth for UC’s nursing courses. The Bachelor of Nursing degree and a new Graduate Entry Master of Nursing degree are planned to be delivered
from Semester One and Two 2022, subject to professional accreditation and regulatory approval. Students at the Sydney Hills campus will also have access to local and regional clinical placements and employment opportunities as well as excellent student facilities, including computer labs, lab spaces, simulated hospital wards and high-tech teaching spaces. It is also hoped the new University campus will benefit Castle Hill residents by providing them will access to local tertiary education as well as drive the day and night-time economy.

GIVIT donation of the week: Bicycles and helmets There is nothing more typically Canberran than cycling. Unfortunately, thousands of residents struggle to meet day to day needs, let alone having the income to support access to sports and sporting equipment. An organisation that focuses on humanitarian support services is hoping to change just that. They are on a mission to assist as many of their refugee clients and families to gain access to cycling equipment and training. With a bicycle and helmet, adults and children have the means to cycle to and from school, work and local services, all while taking part in a shared community activity. GIVIT has seen an increasing need over the past few years for bicycles, especially for women who are passionate about learning this new skill. Any pre-loved bikes and good quality/new helmets that can be donated to this project will make a huge difference. Donations of useable bikes in full working order will be warmly received. Adamas Nexus support group Adamas Nexus is a bi-monthly self-help support group for women (or those who identify as women) who have survived domestic violence or sexual abuse and are looking for ongoing support post-crisis. This group is complementary to any support services that may already be in place for abuse survivors. Potential attendees are first screened to ensure that they are ready to attend the meetings, otherwise they are referred to crisis support services. Mother’s Day delights Treat Mum to something sweet! This week, food writer Libby Kimber brings you two Mother’s Day desserts from the cake queens of the CWA.
Never-fail sponge 4 eggs, separated
Preheat oven to 175°C.
Small pinch of salt
Beat egg whites and salt until soft peaks form, then gradually beat in caster sugar. Beat well until very thick, stiff peaks form. Gently fold in egg yolks and vanilla.
3/4 cup (165g) caster sugar 1 tsp pure vanilla essence 3/4 cup (90g) cornflour 1 large Tbsp custard powder 1 tsp cream of tartar ½ tsp bicarbonate of soda Variation: For a chocolate sponge, add 2 tablespoons cocoa powder to dry ingredients. 32

Add twice-sifted dry ingredients, then gently fold them through the egg mixture until combined. Turn evenly into two well-greased sandwich tins, 21cm x 6cm deep. Bake in the middle of the oven for 20–25 minutes, or until the sides of the cake have shrunk a little from the side of the tins. Turn out to cool, then slice through and fill with cream and jam, to make two individual layered cakes, or one big cake with four layers. Ice or decorate the top as required; in the photo the cake is topped with strawberry halves and dusted with icing sugar.
1 dsp (12ml) golden syrup 1/2 cup (60g) cornflour 2 dsp (24ml) plain flour 2 tsp ground ginger 2 tsp ground cinnamon 1 tsp cocoa powder 1/2 tsp bicarbonate of soda 1/2 tsp cream of tartar Whipped cream, to serve Chopped glacé ginger and icing sugar Beat eggs, sugar and salt for 20 minutes, using an electric mixer. Add golden syrup. Sift together twice the cornflour, flour, spices, cocoa, bicarbonate of soda and cream of tartar. Fold into egg mixture. Pour into two greased sandwich tins, 21cm x 6cm deep. Bake in a moderate oven for 15–20 minutes. To test if a sponge is done, gently press the centre of the sponge with your finger. If an impression remains, the cake will require more cooking; when cooked, it will spring back when lightly pressed. When taking a sponge out of the oven, run a knife around the edge immediately to free the cake, or it may collapse. Turn the cake out onto a wire cake rack covered with a tea towel. Once cooled, place whipped cream between layers. Dust with icing sugar and top with glacé ginger, or ice as desired. Museum curator Dr Sophie Jensen played a pivotal role in the years of negotiation it took to acquire the $15 million Trevor Kennedy collection, describing the process as “a curator’s dream”. National Museum highlights the wonders of the Trevor Kennedy Collection For National Museum of Australia curator, Dr Sophie Jensen, the Museum’s $15 million acquisition of the world-renowned Trevor Kennedy Collection is a highlight of her decorated career. Comprising a menagerie of taxidermised native birds, sparkling jewels, mass-produced Western Australian ceramics, 19th century handmade furniture, other curious items and priceless artefacts, the eclectic collection of Australiana was previously housed and displayed privately in Kennedy’s office on Sydney’s Kent Street. “Anyone who was lucky enough to go to Trevor’s museum will never forget it,” Jensen said. “It was a private office, but it was all out on display … You open the door and every single room was overflowing with objects.” Jensen played a pivotal role in the years of negotiation it took to acquire the collection and described the entire
process as “a curator’s dream”. “It feels remarkable to have come to this point,” she said, “it’s been a tremendously long process.” Bringing the 5,000-item collection down into the Museum’s stores from their previous location in Sydney took a month alone. A further six months were then spent by Jensen and her team preparing and curating the 500 items displayed in the newly opened Trevor Kennedy Collection: Highlights exhibition. “It feels as though it’s a big moment in the Museum’s history, and a huge moment in the development of our collection.” Jensen said the exhibition was “really difficult” to curate, as the Museum wanted to do it “as quickly as we could” to imbue their own excitement to the public. “We have tried to give people, in this exhibition, a flavour of the character of Trevor’s collecting style,
and the unique nature of a collection of this scale and diversity,” she said. “There are pieces in here that are unlike anything people will have seen before, and it’s remarkable that so many of them have been in private hands for so long and now they belong to all of us.” Incorporating a purchase by the Museum of over $8 million and a donation by Mr Kennedy valued at some $7 million, the exhibition is a showcase of the Museum’s largest ever acquisition that was officially announced in September 2020 after a decade of negotiations. This is the first time Australiana objects from the Trevor Kennedy Collection have been available for public viewing. “The injection of this amount of material into the national historical collection represents for us not just in its own right, but a collection that we can draw on for exhibitions and programs on any number of themes and ideas into the future,” Jensen said. At the exhibition launch, Kennedy said it was fitting his collection has found a home in Canberra given his 58-year longstanding connection to the city, having come here from his hometown of Albany, Western Australia “when the lake was not half full”. “The combination of growing up in a town where history was its main objective and interest, to a place like Canberra which was making history,” he said.
Trevor Kennedy remarked at the exhibition’s launch that it’s fitting his collection will find a home in Canberra given his 58-year connection to the city.
“I can remember walking down to Parliament House one day … and getting a friendly smile from Bob Menzies. “History was constantly being made here.” An active program of research will now begin into the Collection, getting it online so it can be enjoyed by all. The 500 objects within the exhibition have already been digitised, and over the coming weeks will be made available online. From there, the entire collection will be digitised and made available online too, while a series of further exhibitions, publications and programs on the collection is being devised. Get your groove on this Australian Dance Week Put on your dancing shoes Canberra; with a host of events on right across the capital, Ausdance ACT’s Australian Dance Week launches today, 29 April, to coincide with International Dance Day. Ausdance ACT director, Dr Cathy Adamek, told Canberra Weekly she’s “really excited” for Australian Dance Week after the 2020 iteration went online. “Coming out of the Covid year last year where we lost the ability to be able to express ourselves and go see live performance ... for the first time we’re able to, with very few restrictions, celebrate all the aspects of dance practice,” she said. “It’s quite liberating to be at this point I think, it’s a celebration.” Bringing people together through movement and performance, Australian Dance Week highlights
the best of local dance while also encouraging all to participate. “We wanted to make something that was accessible but also engaged all spectrums of dance practice,” Adamek said. “The ecology of dance stretches everything from dance studios up to national institutions and professional practice,” she said, “and Ausdance attempts to support all that diversity, too.” Running until 9 May, the Dance Week 2021 program comprises everything from free classes and workshops, to pop-up dance at the National Portrait Gallery (NPG), and a dance music commission by First Nation dancer and choreographer Tammi Gissell, titled Mundaguddah. Coming from Adelaide to step into her role with Ausdance ACT in September last year, this will be Adamek’s first Australian Dance Week in Canberra. She said she’s “really excited about
pretty much every aspect of it”. “And connecting with everyone too, it’s an opportunity for dance sector to come together and catch up in new ways as well. “The dance community here is not so big that people get left out, everyone’s connected back to everybody else. Some of the letters are short and amusing, while others are deeply emotional. My favourite was the one by the editor, award winning actor and founder of Love Your Sister Samuel Johnson, to the mother he never really knew. Powerful and insightful, it is a moving personal reflection and a great opener to the collection. A fantastic gift for all mothers!

Off the Charts is a very frank and amusing account of the workings of a hospital. Georgie takes the reader on a ward to ward and limb to limb hospital tour, and she does not hold back as she shares inspiring and funny stories about nursing. Some of the details are confronting, but most of the anecdotes will leave your mother laughing out loud. Recommended.

Flashing over to a cinema, British agent Thomas Miller (Eddie Izzard) receives his latest mission; to go undercover as a teacher at a boarding school for German girls and find out what happened to his predecessor. The movie has all of the trappings of a WWII-era spy thriller – murder, spies and conspiracy. Optimistically believing the world is moving on for the better after WWI, Miss Rocholl (Dame Judi Dench) runs her finishing school for girls from influential and high-ranking German families in the hope of a more humane, integrated future. With WWII around the corner, however, a chase is on to repatriate
the girls, the question being: how is this going to be executed? In Izzard’s first feature cowriting attempt, he is well placed in the genre. An effortlessly distinguished look makes Izzard’s Miller a cognisant spy and teacher who can keep up with his challenging pupils. Miller must gain the trust of Headmistress Rocholl, returned student-now teacher Ilse Keller (Carla Juri) and the students, while navigating the broader community of Nazi sympathisers to unravel the mystery. It is unfortunate that the tone breaks in places due to unintentionally humorous choices that invoke memories of Benny Hill. Weekly market wrap Strong results from the long weekend The Anzac Day long weekend proved no deterrent to sales results at auctions across Canberra. According to CoreLogic, 55 properties were scheduled for auction, achieving a clearance rate of 97.7% from 44 confirmed results. Canberra is bucking a national trend of declining clearance rates seen in other capital cities due to high levels of housing affordability. In comparison to median property values, which are third highest nationally behind Sydney and Melbourne, it may seem odd to consider Canberra as a market with high levels of housing affordability. The highest median weekly family incomes nationally at $2,841 are a key component of Canberra’s historical market resilience to adverse market conditions and what has enabled the market to continue a robust growth cycle. According to the Real Estate Institute of Australia’s most recent Housing Affordability Report for the 2020 December quarter, households within the ACT devote 23.7% of median weekly family income to meet loan repayments. This was the second lowest nationally behind 21.9% in the Northern Territory. In comparison, the least affordable states required 44.6% of median weekly family income to service median loan repayments in New South Wales and 31.1% in both Queensland and Victoria. This indicates there is plenty of
spare capacity for average household budgets in the ACT to absorb larger loan repayments without reaching the critical point of mortgage stress. Another critical factor influencing increasing property prices in Canberra is our robust local economy. As at March 2021, the rate of unemployment was 3.4%, 1.4% lower than second placed Western Australia. A tight labour market helps keep a floor underneath wages and creates opportunities for wages growth, thus improving overall housing affordability. Prospective tenants face equally challenging conditions as those looking to buy, as vacancy rates are persistently tight. According to SQM Research data, the rental vacancy rate in March 2021 in Canberra was 0.7% compared to 0.9% in March 2020. CoreLogic data shows low vacancy rates are driving upward pressure on rents; house rental rates increased by 2.4% and units 3% during the first quarter of 2021. Market analysts hypothesising that rapid growth property values across the ACT are close to reaching the peak and will start to decline often misunderstand the relationship between household income and affordability in Canberra. WorkSafe issues more notices, shuts down Throsby site WorkSafe ACT has issued more notices to residential construction sites as part of its crackdown on safety in the industry, this time targeting the Gungahlin suburb of Throsby. The independent regulator shut down one site in the suburb on Wednesday 21 April, due to multiple safety breaches which included an unsupervised electrical apprentice and a risk of falls. Inspectors also issued 31 improvement notices, eight prohibition notices and four infringement notices, to the value of $11,520, across the suburb. Of the 19 sites visited by WorkSafe last week, only one was compliant. 44

ACT Work Health and Safety Commissioner Jacqueline Agius said inspectors found issues like unsafe scaffolding, amenities not being maintained and workers not following safe work method statements. “This is the third time we have been out to Throsby as part of Operation Safe Prospect,” Ms Agius said. “I’m disappointed to see there has not been an improvement in work health and safety standards at residential construction sites in this suburb. “We are well past the time for industry to take action and start improving the safety culture at residential construction sites.”
