This week... Greetings dear readers, just checking in to see how you’re travelling in mid2021 as snow falls on the mountains and Melbourne’s latest lockdown continues (hopefully on track to end shortly). I’ve been bundling up in layers to head outdoors and getting good mileage out of my thermals, scarves and woolly socks. Meanwhile, larrikin friends from tropical Queensland sent me a ‘care’ package this week containing hot chocolate sachets, instant hand warmers, Deep Heat, vitamin C lozenges, a vintage copy of Love in a Cold Climate – and a photo of them sipping cocktails by the pool in T-shirts and thongs, not a goosebump in sight. My response: “You call that winter? THIS is winter!” (apologies to Crocodile Dundee). Reasons to be grateful this past week include experiencing the world premiere of a brilliant new commissioned work, Symphony (2021) by Australian composer Paul Dean performed by the Australian World Orchestra at Llewellyn Hall on Wednesday, enjoying delicious food, excellent service and delightful company at Sage Dining Room’s new winter menu launch on Thursday, witnessing Sydney Dance Company performing their magic accompanied by the Australian String Quartet live on stage in Impermanence at Canberra Theatre on Friday, an inspiring night at the Conservation Council ACT Region World Environment Dinner at the National Museum of Australia on Saturday, a sunny weekend, line-dried washing and Vincent’s vegetable lasagne. - Julie Samaras

news Over 560 businesses register for ChooseCBR discount scheme A total of $2 million worth of discount vouchers valid in over 560 Canberra businesses are now available as part of the ACT Government’s reworked ChooseCBR scheme. From Wednesday 9 June, customers who have signed up to the program will each day be able to access: $10 off when they spend $20 or more; $20 off when they spend $40 or more; and $50 off when they spend $100 or more. This means $80 worth of vouchers will be made available to registered customers daily. The ACT Government has been on the charm offensive with Canberra’s small business community over the past three weeks, pounding the pavement to sign up as many eligible businesses as possible. Eligibility requirements have expanded to allow any small business with a turnover of under $10 million to be accepted, doing away with the former JobKeeper criterion. Artists Shed owner Margaret Hadfield said she felt “indignant” about being ineligible for last year’s

trial because she wasn’t on JobKeeper but was delighted to be participating this time around. “I actually scraped through, and I was quite proud of myself,” Ms Hadfield said. “Being an artist I live off the smell of an oily rag. “It’s really nice to come around in the full circle,” she said. ACT Minister for Business and Better Regulation, Tara Cheyne, said more businesses are registering daily. “We’ve done an extraordinary amount of work just getting the word out,” she said. “I’ve been out going door-to-door myself with businesses.” Ms Cheyne said she has observed a “really big uptake” of new businesses signing up over the past three weeks. Businesses are still able to register for the scheme after it goes live, with around 20 businesses a day registering throughout the December 2020 trial. After the trial was criticised for a lack of exposure and promotion, this time around

participating businesses will be provided with a suite of materials in the form of a toolkit that comes complete with a QR code, posters, stickers, badges, social media content, and more. After an underwhelming take up in last year’s trial, Ms Cheyne anticipated the allocated funds may go “a little bit faster” this time. As at Tuesday 8 June, 58,000 customers are registered, 50,000 of whom rolled over from the trial. Anyone aged 18 or over can sign up to access the vouchers via choosecbr.act.gov.au - Denholm Samaras

Electricity price hikes for ACT households and businesses Electricity prices will increase for Canberrans from 1 July, the Independent Competition and Regulatory Commission (ICRC), the ACT’s economic regulator, announced on Monday. But the ACT Government said it would help 31,000 lower and fixed income households to pay their bills. The average household’s yearly electricity bill will increase by $195, and small businesses’ electricity costs rise by $751, estimates Dr Emma Campbell, CEO of the ACT Council of Social Services (ACTCOSS). For Canberrans on income supports and low incomes, Dr Campbell said, that means $195 less to spend on groceries, rent, or medical appointments. “It can also leave people with no choice but to turn off the heater and weather the Canberra cold.” As an immediate response, the ACT Government will: • Permanently increase the annual Utilities Concession by $50 to $750 annually. • Increase the Utilities Concession by $50 for 202122, taking the payment for next year to $800. • Contribute $1 million to the Utilities Hardship Fund over four years. • Establish a co-governed energy literacy and education program with the community sector; 10

canberraweekly.com.au

the government will contribute $950,000 over four years. • Expand access to the Utilities Concession to all those who hold an ACT Services Access Card, including asylum seekers. Through a community awareness program, the Government will encourage all households to ensure they are getting the best deals possible, Chief Minister Andrew Barr said. Around 40% of Canberra households have been on standing offer contracts for a long time, and lower prices were available. The government has directed the ICRC to make a new industry code under the Utilities Act 2000, to help Canberrans to compare electricity offers and get better deals from retailers. ACT consumers can also compare retail electricity offers by using the Australian Government’s website, Energy Made Easy. Consumers experiencing financial difficulties in paying their electricity bills should ask their retailer about payment plans and hardship assistance. Households and businesses in the ACT may be eligible for discounts and assistance to reduce their electricity bills through ACT Governmentsupported programs.

Energy efficiency was another way people could take control of their energy bills, said Shane Rattenbury, Minister for Water, Energy and Emissions Reduction. For advice on being more comfortable while using less power, visit www. actsmart.act.gov.au. The 74,000 households and businesses that have already participated in the government’s Energy Efficiency Improvement Scheme save an average $300 per year for households and $5,200 per year for businesses. It also offers energy savings for lowincome households. ACTCOSS welcomed these initiatives, and urged the government to implement minimum energy efficiency standards regulations for rental properties, a commitment in the Parliamentary and Governing Agreement. “As the ACT moves towards net zero emissions, it is imperative that we see a just transition,” Dr Campbell said. “Today’s increase in energy costs is largely due to the ACT Government’s Largescale Feed-in-Tariff scheme, a component of the ACT’s 100% renewable energy strategy. To ensure Canberrans with the least aren’t disproportionally affected, we need to make sure this cost is distributed equitably.”

political capital Parents voting with their feet on school failings That the ACT has a crisis in its health system is pretty much an accepted fact of life these days. What is generally less well-known – except among certain insiders – is that our ACT education system is just about as bad. In fact, it may be worse. Most people get appropriate treatment in ACT hospitals, but the evidence is mounting that most students in ACT government schools are getting suboptimal outcomes, and things are getting worse. In the last four years, the verdict on our education system from independent reviews has been consistent: our system is failing. In 2017, the ACT Auditor-General found that government schools on average “achieve negative results on every measure”. A study by Victoria University that year found ACT students are almost six months behind students in comparable schools by Year 5. The Grattan Institute branded the ACT “the worst performer” in the nation in 2018. NAPLAN testing measures literacy and numeracy among Australian students. NAPLAN testing confirms ACT students are slipping behind. The most recent test shows the ACT to be

12

canberraweekly.com.au

performing below NSW and Victoria, and below the Australian mean scale score for Numeracy in each of Years 3, 5, 7 and 9. Shocking. I may share some of the blame for this. As education minister in the early 1990s, I promoted the system where individual schools exercised autonomy over management and teaching priorities. We thought this model would mean that parents would drive higher standards. The current evidence is that this approach may have been misconceived. Instead of pursuing excellence, it seems that overworked school leaderships are falling back on education “fads” about which there is little evidence of better outcomes for students. The recent unedifying headlines about Margaret Hendry School in Gungahlin, with angry claims from some parents that the “inquiry-based learning” practised there has deprived their kids of the basic tools for later learning, may be one example of this trend. Resourcing of schools is not to blame. We have the second-highest education funding per student in Australia, and the smallest class sizes.

WITH GARY HUMPHRIES AO, FORMER ACT CHIEF MINISTER AND ACT SENATOR

Excellent inputs, but the outcomes don’t reflect this investment. And talking up the government system, as the ACT education minister unfailingly does, is no substitute for tackling these appalling outcomes. Incidentally, the “insiders” I refer to in the first paragraph, who have worked out the problem with ACT government schools, are ACT parents. A welleducated population like ours usually knows a dud school system when it sees one. And it certainly sees one in this town. The evidence of that? Despite the mantra about “government good, private bad”, a higher proportion of ACT parents enrol their kids in non-government schools than anywhere else in the nation. It says a lot, in a government town like Canberra, that parents abandon government schools in such large numbers. And the independent report cards on those schools suggest the rot is far from over.

Anzac Hall will be demolished after the NCA approved early works for the Australian War Memorial’s $500 million expansion. Photo: Kerrie Brewer.

NCA approves controversial War Memorial expansion The 20-year-old Anzac Hall is set to be demolished after the National Capital Authority (NCA) approved early works for the controversial $500 million redevelopment of the Australian War Memorial (AWM). The NCA gave the works the green light on Monday 7 June, despite strong public opposition

to the project, citing consistency with the National Capital Plan. The approved works will also include excavation, the relocation of services, and the removal of 140 trees with 455 to be retained. In a statement, NCA Chair Terry Weber said the AWM would be required to plant an additional

250 native trees as a condition of approval. “The full landscape plan describing the species and location [of the trees] will form part of the Public Realm works application to be submitted to the NCA in 2022,” Mr Weber said. The plans have long been met with public backlash, citing concerns the expansion would see the AWM turned into a “military museum” and lose its standing as a memorial and place of solemn reflection. Other concerns included the removal of mature trees, particularly the eucalypts, and the loss of the recently built and architecturally significant Anzac Hall. The NCA said of the 601 submissions received in relation to the project, only three were in support. The Australian Institute of Architects, which has long opposed the plans, slammed the

NCA for “ignoring” community feedback and expert advice. “Australia’s regulatory framework has failed Australians at every step of this abomination of an ‘assessment’ process,” said former National President and spokesperson for the Institute’s ‘Hands off Anzac Hall’ campaign, Clare Cousins. She said it created a precedent that could “endanger” Australia’s other pieces of public architecture. Earlier this year, AWM director Matt Anderson said replacing Anzac Hall would “increase the space available to honour Australian servicemen and servicewomen involved in modern conflicts and operations, which is the best outcome for the Memorial’s future”. The AWM plans to remain open during the redevelopment. Early works are expected to begin later this month. Anzac Hall was closed in March in preparation for its demolition. - Libby Kimber

news Only one in 10 public statues in Canberra are of women, but that could soon change. Labor MLA Suzanne Orr presented a petition in the Legislative Assembly on Wednesday 2 June calling for greater representation of historical women. The petition wants the Assembly to commission a statue of a woman by 2023, and to name five new streets after women. It states that most public statues, streets, and suburbs in the ACT commemorate men. “It is important for women and girls to have women role models present and celebrated in the public space after whom to model themselves, as they cannot be what they cannot see,” the petition reads. Jasiri Australia, a young

women’s political enterprise, started the petition, which more than 200 people have signed. The petition will be referred to the Standing Committee on Economy and Gender and Economic Equality. Ms Orr noted that of 30 gendered sculptures listed on the artsACT website, 16 were of men – 10 historical figures, six abstract (fathers, sons, Icarus, cadets, football players). But of the 11 sculptures of women, only one was of a historical figure. The rest were abstract: mythical serpent queens, sisters, dreaming in the nude, shopping, driving, stepping out of the house, embodying separation, civic pride, whimsy, or naïveté. The Greens supported the petition. “Too often new statues

in this city, like in most cities, have celebrated yet another old white man,” MLA Jo Clay said. “We have more than enough old white men on pedestals in this town. What we need is a bit more Yoniconography [womb symbolism].” Fewer than half of Canberra streets were named after women, Ms Clay stated. Exceptions are Cook and Chisholm, where streets are named after notable Australian women; while those in Franklin, Richardson and Gilmore honoured writers and journalists, particularly women. Tara Cheyne, Minister for the Arts, will review the Public Art Guidelines to better embed inclusion and diversity. The Greens also want the government to fund a ‘Women’s

Emma Davidson, ACT Minister for Mental Health, with students at Campbell High School.

Helpings of YAM give moral fibre to teenagers A mental health program introduced last year has reduced stigma around anxiety and depression, students at Campbell High School say. Over a month in first term, every Year 9 student at the school took part in the Youth Aware of Mental (YAM) Health Program. Funded by the ACT Government, YAM promotes

mental health and addresses suicidal behaviour in young people, explained Emma Davidson, Minister for Mental Health. “It focuses on prevention and early support by helping young people develop skills to deal with stress and crisis, to identify signs of distress in peers, and to feel confident in seeking

mental health support – knowing where to go, who you can turn to, and how to help,” Ms Davidson said. The course targets 14- to 16-yearolds, an age when peers have the greatest impact on what people do, said Carisse Flanagan, acting CEO of Mental Illness Education ACT. “After this program, I was able to tell when my friends were down, and I’ve been able to help them get better,” Jayden said. “Some of my friends are still not OK … but I know who to contact if they’re not feeling good, and how to pick them up.” This is the second year the program has run at Campbell High. Last year, more than 3,000 Year 9 students at 14 ACT schools – public, Catholic, and independent – took part. Worldwide, more than 60,000 teenagers in 16 countries have participated. The Black Dog Institute’s evaluation measuring the effectiveness of the program will be published later this year. Campbell High principal Steve Collins said YAM has been beneficial both for severe cases of poor mental health, and for solving some of the ups and downs of everyday adolescence. Year 9 student Ryan said the program was the first time his

peers were able to have a big, open discussion about mental health in a safe space. A lot of students hadn’t heard about mental health, or didn’t talk about it if they were depressed, he said. In high school, Elsie agreed, everybody pretended they were mentally fine – but YAM made them realise that stress and anxiety were common. “Nobody had to feel humiliated.” The course takes place in contact groups (homeroom), facilitated by the Office for Mental Health and Wellbeing, in collaboration with Mental Illness Education ACT. Through discussions and role-playing, students can talk about or act out mental health and other issues. “Roughly half the 15- and 16-year-olds in this city have been through this program,” Ms Davidson said. “That means if a couple are having a conversation about how they’re feeling and what’s going on in their lives, chances are at least one of them will know what to do about that, who they can talk to. Young people are not on their own when they’re dealing with these things. We’re all here for them.” - Nick Fuller

New Road Policing Centre to be built in Hume ACT traffic cops will have a new workplace next year, and their commander promises it will be “the best equipped police station in the ACT”. About time, some might feel; the current Traffic Operations Centre (TOC) in Belconnen is “atrocious”, according to the police industry body. The new, 6,000 sqm building in Hume, will contain office space, training rooms, labs, and workshops to examine vehicles involved in serious and fatal collisions, said Mick Gentleman, Minister for Police and Emergency Services. Eighty police officers – 18

canberraweekly.com.au

including the crash investigation team, Road Planning, Emergency Management and Planning, and Radio Technicians – will be stationed at the new facility, as well as 25 cars and 17 motorbikes. The ACT Government has allocated $4.9 million for the new facility, expected to be completed by December, and leased the site for 15 years. Police will move into the building next year. The Australian Federal Police Association has welcomed the news, saying the current facility posed a significant health and safety issue and was not fit for purpose.

Canberra Street Cat Alliance volunteers feed anywhere from 50 to 200 cats throughout Canberra’s industrial precincts daily through their trap, neuter, release program.

Canberra Street Cat Alliance calls for cat containment exemption Local charity Canberra Street Cat Alliance is concerned the city-wide cat containment requirements outlined in the ACT Cat Plan 20212031 will affect its work and result

in a spike in Canberra’s street cat population. A small volunteer group that works to reduce Canberra’s population of unowned cats via

a trap, neuter, release (TNR) program, the Alliance primarily works with cat populations living in the industrial estates of Hume, Mitchell and Fyshwick. Alliance president Vanessa Parton said she has no issue with cat containment in suburban areas but believes flowing that on to Canberra’s industrial precincts will require them to cease their TNR program. “As a reputable rescue, I’m not going to send my trappers out and break legislation; it’s a $1,600 fine as well, but we’re just not prepared to do that,” she said. The Alliance will seek an exemption for cat containment in industrial areas so they can continue their work. “We do have the same objective as the ACT Government, so we do want to reduce the number of cats on the streets,” Ms Parton said. She said the main benefit of conducting TNR as a cat management strategy over trapping and killing is that you maintain each colony’s preexisting territories. “By trapping and killing those cats you’re actually creating a void which then allows cats in the outer areas to move in,” she said.

“By maintaining the colony through TNR, you’re preventing further kittens being born and you’re also maintaining the territory, so natural attrition over the years will see that colony die out.” Ms Parton said industrial precincts lack the wildlife component found in suburban Canberra, and the Alliance maintains its TNR colonies with volunteers feeding anywhere from 50 to 200 cats daily. “In the industrial areas because there’s not the wildlife component and these guys aren’t hunting to survive,” she said. Having operated since 2014, Ms Parton said the Alliance is a trusted, reputable charity that for many is a “first port of call” when they encounter street cats. “When people realise they’re going to trap and kill, they’re not going to call the relevant authorities,” she said. “There’s going to be a massive influx of kittens being born because we can’t operate,” she said. The ACT Government was contacted for comment but did not respond by print deadline. - Denholm Samaras Read an extended version of this story at canberraweekly.com.au

Plea to repair Fix My Street

I agree with my old Assembly colleague, Gary Humphries (CW, 3 June 2021, p6), that amongst many young people there is “deep cynicism about the democratic process, and that a nihilistic generation, inured in hopelessness is a signpost for trouble,” but I do not agree with his assumption that the Australian Government is somehow dragging the change (sic) on climate change. It concerns me that our schools, universities and institutions are spreading falsehoods and that the facts are not being taught to our young. China is the biggest polluter and from 2005 to 2018, it increased its emissions by 71%. In the same period, Australia dropped its emissions by 18% giving us the best record in the world apart from

The Fix My Street website has recently been revamped and this upgrade was intended to provide an overall improvement to Access Canberra’s online services. This may eventually make it easier to report broken footpaths and driveways or potholes but what Canberrans want is for their streets to be fixed as quickly as possible. We contacted Access Canberra using the Fix My Street website in January 2021 to let them know that the road, concrete driveways and footpaths at and around O’Dea Place, Holt were in a condition that posed a safety hazard. No response was provided by Access Canberra, so we contacted the Minister for City Services, Chris Steel, in March 2021 requesting that action was taken to remedy this unacceptable situation. There are now white arrows painted adjacent to the cracked and crumbling driveways and a small section of concrete footpath has been removed and replaced with cold mix asphalt. Progress of sorts but the safety hazards remain. We understand that there a lot of streets in Canberra to repair and maintain but we do not consider that it is fair or reasonable to wait for almost six months to make our street safe. We ask that Chris Steel repairs Fix My Street. - Residents of O’Dea Place, Holt (name and address supplied)

Denmark when it came to actually reducing emissions. We are doing the walk while other countries (e.g. NZ - a small 2% drop over the same period) are only doing the talk. In the last five years, China has built 350 coal fired power stations and has another 127 planned. We are responsible for 1.1% of the world’s emissions and China for 30% and rising. Australia could cease to exist tomorrow and the world’s emissions would continue to rise. If we seriously want to continue to have reliable base load power whilst continuing to cut our emissions we should go nuclear like all the other 19 G20 countries have. - Bill Stefaniak, Narrabundah ACT. St John Paul II College students Mahi Agarwal and Zara Pathan, along with teacher Shaylie Maskell, will be taking part in the Ration Challenge to stand in solidarity with children who are living as refugees. Photo: Kerrie Brewer.

Taking the ration challenge Numerous students and teachers at St John Paul II College in Nicholls will be eating like a refugee for a week in solidarity with children who are living as refugees. Leading up to World Refugee Day

on Sunday 20 June, 14 students and four teachers will be living off a box of rations containing the same quantities as those distributed to Syrian refugees in camps in Jordan – just a small amount of rice, beans, chickpeas,

lentils, fish, oil and flour. The money raised from the Ration Challenge will provide emergency food, healthcare, and life-saving support to Syrian refugees in Jordan, including families hit hardest by the coronavirus. Year 8 student Zara Pathan is participating in the challenge for the second time, after raising $250 in 2020. She said she was inspired to participate in the challenge after hearing about it in her Social Justice group. “I wanted to raise awareness for what is going on in the outside world because, yes we get the news, but we don’t really know what it feels like until we put ourselves in their shoes,” Zara said. “It was a really fun experience; it was a bit hard, but I got through it.” According to Act for Peace, an international aid agency of the National Council of Churches in Australia, nearly 80 million people are living as refugees in communities that, even before the current pandemic, experienced high levels of food insecurity. In 2020, Year 10 student Mahi Agarwal participated in the Refugee Experience, an overnight challenge where the students camp like a

refugee overnight. She said she wanted to try the Ration Challenge this year to gain a more in-depth experience of living like a refugee over an extended time, especially following the significant impacts of the COVID-19 pandemic. “I want to participate because I know my privileges,” Mahi said. “They [refugees] shouldn’t suffer, so I wanted to share that with them. It’s not fair that we get all this stuff, we get everything we need handed to us and they don’t get anything.” Open to all ages, some of the teachers at St John Paul II College are also participating in the challenge to show their support and to help set an example for the students. Teacher Shaylie Maskell has never participated in the Ration Challenge before and admitted she was a little nervous about the lack of variety in the diet. However, she said it was important for both teachers and students to participate. With just over $7,800 raised by 7 June, the students of St John Paul II College are hoping to reach over $10,000 to make a difference to those in need. - Erin Cross To register for the Ration Challenge, visit schools.rationchallenge.org.au

Canberra Community Law (CCL) has provided free legal services to poor and disadvantaged Canberrans for almost 35 years – but the community legal centre now seeks $550,000 from the ACT Government to survive. Canberra Liberals leader Elizabeth Lee argued on Wednesday 2 June that the ACT Government should provide funding certainty for CCL within seven days. Short-term funding from the Commonwealth to help CCL will end on 30 June. The CCL is Canberra’s only free specialist law service in public housing, Centrelink, and race and disability discrimination.

Without urgent funding certainty from the ACT Government, Ms Lee argued, CCL would need to cut staff and to reduce its service capacity by 20%. Around 170 of Canberra’s most vulnerable people would go without the legal services they needed. Attorney-General Shane Rattenbury said he was aware of funding pressures CCL and other community legal centres faced. However, the government could not support Ms Lee’s amendment as it stood. The August Budget would provide the funding certainty Ms Lee requested, but the Budget cabinet could not provide an answer within a week.

news ACT schools embrace road safety tool to save young lives Roadset, a free online road safety educational tool aimed at pre-driving teenagers, enjoyed its ACT launch on Monday 7 June at St Edmunds College, Canberra. The resource will initially roll out through 19 ACT schools and was developed by the Australian Road Safety Foundation with $2.1 million of Commonwealth Government funding. Foundation founder and CEO, Russell White, said the driving force behind Roadset is the statistic that road trauma is the largest killer of young Australians aged between one and 14 and is second only to youth suicide in those aged 14-25 years. “When I first read that statistic, to me that was a very shocking and surprising statistic and I really felt that we needed to do something more holistically about that,” Mr White said. The Foundation believed it “absolutely essential” to provide educational intervention to try and address those statistics and also better prepare young people to be road users

once they start to drive. “A lot of people when they think of fatalities and think of road trauma, they often just think of drivers,” Mr White said. “In actual fact, it’s vulnerable road users who made up half of that fatality rate. “There’s a lot of space in that pre-driving age, so it’s looking at things like distraction, how to become a better passenger, how to become a better pedestrian or a cyclist.” According to the Australian Road Deaths database, the number of road deaths in the preceding 12 months to April 2021 in the 0-16 age bracket was 67. For the 2020 calendar year, there were 55 deaths in the 0-16 age bracket, and 47 in 2019. “If we look at the new targets that Australia’s got in terms of reducing road trauma, we’ve got an enormous amount of work to be done, and clearly education needs to play a critical role in that,” Mr White said. Speaking at the launch, ACT Senator Zed Seselja said the youth road death statistics

reminded us “how important it is that we have a number of strategies for preparing people to be safe on our roads”. “When I saw that statistic … I was shocked by it, I was not aware of that, and I think most Australians would be surprised by that. “[Roadset] is a free program, so my message to teachers, principals, parents and others involved in our schools is to get behind it, take this program up, there’s nothing to lose there.” Head of health and physical education at St Edmunds College Canberra, Joel Richardson, said he felt it was important to sign up for the program as it equips students to “understand the road and use it in a safe way”. “Having something interactive is really important,” he said. “We find our boys do best when they have ownership of their learning … and this being a program that allows them to go through at their own pace and scaffold their learning to suit their needs, allows them to do it.” - Denholm Samaras

sport Inaugural Brumbies Legends inducted Foundation Brumbies and Wallabies icons George Gregan, Stephen Larkham and Joe Roff were announced earlier this month as the inaugural Brumbies Legends inductees. The trio were officially inducted on Friday 4 June at the State of the Union lunch, which recognised the 25th anniversary of Brumbies Rugby with players from both the 1996 and 2001 Super Rugby winning squads in attendance. The Brumbies Legends initiative has been established to recognise exceptional men’s and women’s players of international significance.

McKellar joins Wallabies set-up Meanwhile, Brumbies head coach Dan McKellar has been called upon to coach the Wallabies forwards for the upcoming international rugby season in an assistant role. McKellar will be seconded from the organisation for the 2021 Test season before returning to Canberra ahead of the 2022 Super Rugby campaign.

The appointment comes on the back of McKellar successfully reshaping the Brumbies rugby program to re-establish it as one of the country’s finest since taking the reins in 2017. In that time, he has coached the side to consecutive Super Rugby AU Finals including their famous 2020 title win. “I’ve learned a lot about the game, and myself, as coach of the Brumbies and I believe this is the natural step in my progression and development,” McKellar said.

Scott stood down by Raiders Canberra Raiders centre Curtis Scott has been stood down from “all duties” by his club as the NRL Integrity Unit investigates his alleged involvement in a nightclub brawl. Security camera footage from Canberra nightclub Kokomo’s dated Sunday 30 May 2021 shows a man believed to be Scott punch another man several times before being swiftly removed by staff. In a statement released on Monday morning, 7 June, the Canberra Raiders said they would make “no further

comment on the issue” until the investigation was complete. This developing drama comes amid a horror run both on and off the field for the Raiders, who currently sit 14th on the ladder having lost seven of their last eight NRL matches. At the end of May, a highly publicised immediate release was granted to English half-back George Williams. It came when the “situation became untenable” following multiple requests by Williams due to homesickness.

Catnets advertising moment

Thanks to Catnets, cat containment doesn’t need to be expensive or difficult.

Building an outdoor cat run is simple with Catnets.

Catnets make cat containment easy A scaredy-cat no more! Your cat may have just earnt itself some extra lives with ACT’s new plan for cat containment. From 1 July 2022, all new cats across all suburbs of the ACT will need to be contained at all times. The ACT Cat Plan 2021-2031 has been developed in consultation with the community and key environmental groups, to reduce the risk to native wildlife and for improved safety and wellbeing of pet cats. Research shows that indoor cats, or cats that are contained outdoors, live longer lives than cats who roam free. This is no surprise, reducing the threat of fights, dogs, disease, and the most significant risk of being injured or killed by a vehicle. Around Australia, pet cats are responsible for the death of a staggering 390 million animals, such as native birds and lizards, each year. That’s over 100 animals per pet cat. Education is key, and the ACT Government will work hard to educate cat owners about their responsibilities, but to prove that they aren’t “pussyfooting around”, tough penalties will be enforced for cat owners caught doing the wrong thing, with a maximum penalty of $1,600.

Cat containment doesn’t need to be expensive or difficult Cat runs are a great way of allowing cats the freedom to be outdoors, while being contained within their own backyard. While new laws apply to cats obtained after 1 July 2022, it’s important that the wellbeing of existing cats is

also addressed. No cat is immune to diseases or invincible against cars. All cats possess the natural instinct to hunt and kill other animals. Responsible cat ownership and containment should be a priority for all cat owners, no matter how long a cat has been in the family. Building an outdoor cat run is simple and people are always so surprised just how easy and affordable it is to build their own enclosure. One satisfied Catnets customer says “Working with netting [was] far easier than I imagined and we now have some very happy cats that have a fairly large outdoor space”. This is a common experience for Catnet customers looking to build an outdoor cat run. Catnets.com.au has a range of cat netting solutions and portable enclosures available to keep all cats and wildlife safe. Netting is an ideal material for cat runs. It’s very versatile and easy to work with, and it’s barely noticeable once installed. Catnets supplies a range of bulk netting sizes, as well as netting by the metre to suit any outdoor space. Catnets makes installation simple with a wide range of installation accessories and DIY videos available. If you are unable to attach netting to your property, a Portable Cat Enclosure could be the best option for you. Portable Cat Enclosures are an increasingly popular option providing a safe and practical solution for containing cats outdoors and are ideal for those renting or those who prefer not to create a more elaborate and permanent enclosure. They are lightweight yet sturdy, and so simple to assemble. While the spotlight may shift to cat

containment in 2022, it’s important that cat owners keep on top of all other responsibilities, including early desexing, vaccinations, microchipping and registration, and maintaining the cat’s overall wellbeing. Creating an outdoor space where your cat feels safe and happy is critical. Research shows that a mentally and physically stimulated cat is happier and healthier and, as a result, may live longer. When building an outdoor cat run, ensure you also consider your cat’s environmental and behavioural needs. These needs may centre on your cat’s age, personality, and basic need for rest, play and stimulation. All cats need vertical space, so be sure to add some climbing furniture into the cat run, some toys to keep your cat stimulated, and scratching surfaces to satisfy their basic animal instincts. Catnets.com.au also has a range of “Skywalks Outdoor Cat Furniture” to help enrich your cat’s environment including cat trees, climbing platforms and scratchers.

players, but the opportunity to write for a full orchestra doesn’t come along too often. “Usually if you get a commission rarely more than three to five minutes … It’s really bold by the CSO to say ‘let’s have a major work.” The Canberra Symphony Orchestra’s Classic Afternoon will be performed at Llewellyn Hall, ANU, 19 June 2pm; cso.org.au - Denholm Samaras

Head of the ANU School of Music, Kim Cunio, has composed a new work, CO2 and the Ice Core, that will be premiered at the CSO Classic Afternoon on Saturday 19 June. Photo: Kerrie Brewer.

That’s arts and entertainment The elements reign supreme at CSO Classic Afternoon

While it won’t be a disco-infused boogie wonderland when the Canberra Symphony Orchestra explore earth, wind and fire in their upcoming Classic Afternoon, the music will be of a standard befitting the legendary outfit. The elements of earth, wind, air, and fire will be unpacked through four pieces in a dynamic program directed by Concertmaster, Kristen Williams. The Orchestra will take to the sky with Vaughan Williams’ The Lark Ascending, before diving into the tempestuous waters of Welsh composer Grace Williams’ Sea Sketches, and bristling with Haydn’s spirited Fire symphony. The element of earth takes on new meaning and urgency with a commission from head of the ANU School of Music, Kim Cunio, titled CO2 and the Ice Core. Cunio told Canberra Weekly he was asked by the CSO to compose a work relating to the most pressing issue of social justice to him, which is climate change. 36

canberraweekly.com.au

“Like all of us, climate change is such a big thing, right; we’ve got this sleeping cliff we’re about to fall over,” he said. “I just kept thinking … What’s the role of art, is it possible for art to aid this thing and make us think about it.” With a significant research element behind it, CO2 and the Ice Core is centred on recordings of gas escaping 180,000 yearold Antarctic ice, and coal being ground in modern India. “It’s like this visceral sound informing our whole lives has become the data for a piece of music,” he said. “It’s actually a bit of an experiment for me … A lot of my music has a research component but it’s not quite like this.” Running at approximately 20 minutes, Cunio praised the CSO for giving him the opportunity to create a piece of such length – it’s been three years since he last composed a major orchestral work of this scale. “I’m immensely excited; for composers, it’s not so hard to write something for one player or four

Centenary of iconic comic strip celebrated

The Royal Australian Mint is marking a century of one of Australia’s most iconic comic strips, Ginger Meggs, with a brandnew exhibition. Mint CEO Leigh Gordon noted that since first appearing in the Sun Herald in 1921, Ginger Meggs has been brought into the lives of families across Australia and the world. “The exhibition will excite a sense of nostalgia in collectors and Ginger Meggs fans alike,” he said. Capturing the life and times of the lovable redhead, the exhibition features cartoon strips from the original 1921 comics created by Jimmy Bancks, as well as current cartoons drawn by Jason Chatfield. Mr Chatfield notes that Ginger Meggs epitomises the quintessential Aussie larrikin spirit, which has allowed him to thrive for a century. “It is a great honour to have my work and the work of Ginger

Meggs’ original creator, Jimmy Bancks, immortalised on these coins.” Ginger Meggs: 100 Years of Adventure is on display at the Royal Australian Mint, Deakin until 21 November; ramint.gov.au

to come to Canberra next month

As part of the 25th anniversary of its national touring program, Opera Australia is bringing an exciting new production of Bizet’s Carmen, by director Matthew Barclay, to the Canberra Theatre Centre this July. This new production of the Bizet classic is set in Franco’s socially conservative 1950s Spain and follows the ill-fated relationship of a free-spirited gypsy woman, the fiery Carmen, and the passionate and ultimately destructive police corporal-turned-rebel, Don José. Barclay said he hopes this production enables newcomers to “fall in love with the opera”. “Carmen really has it all, some of opera’s greatest music and most famous tunes, Spanish flair, passion, tragedy and a truly enigmatic character in Carmen, but above all it’s about love,” he said. The tour also provides an opportunity for local Canberra children to experience this traditional art form with a professional company, by participating in the children’s chorus. Carmen will be performed at the Canberra Theatre Centre, 8-10 July; canberratheatrecentre.com.au

Based on a true story, Robot Song illustrates the profound, transformative nature of creativity that when combined with unconditional love, becomes an unstoppable force. For Juniper, creativity opens doors into places she never knew existed, allowing her, for the first time, to be defined on her own terms. Robot Song is a deeply personal story. It shares an honest, intensely funny and often unconventional window into writer, director Jolyon James’ experience parenting a child on the Autism Spectrum.

Burley & Brave: no small love for Canberra Scattered around a heritage 1920s home in Queanbeyan, brutalist bus stops and mini Black Mountain Towers can be found on almost every surface. All painstakingly designed and handmade by Marisa Martin and David Tynan, the miniatures are a passion project to show their big love for Canberra. Starting off at the local handmade markets, the duo has been creating iconic Canberra figurines for

almost seven years. Recently, after deciding to separate the Canberra-centric products from Suitcase Dollhouse, a creative business for handmade things, Ms Martin and Mr Tynan have officially introduced Burley & Brave to the world, with the popular products sold at POP Canberra and Splatter. Both Ms Martin and Mr Tynan grew up in Aranda, admitting to spending “a lot of time” in the bus shelters as teenagers, where their love for the iconic Canberra structures began. Ms Martin says she has always been a creative person and first fell in love with tiny things when making the clay figures for her short film, Tegan the Vegan. “What happened was I was making all my miniatures for my sets and I just discovered I really loved making little things,” she said. As an avid collector of mini cities, she couldn’t shake the idea that Canberra needed its own memorabilia. “You go to Paris and you can take the Eiffel Tower home with you,” she said. “We didn’t have that … I thought Canberra deserved to have the same.”

With a degree in archaeology and experience building things big and small, Mr Tynan helps to construct each miniature and writes a snippet of Canberra’s history to be included with every piece. He shares his business partner’s passion for the city’s iconic Clem Cummings bus shelters. “They were going to be fancy with electric lighting and a sort of sky light above them as well but that was all killed by the NCDC when he presented the plans,” Mr Tynan said. The duo admits they were a little surprised at the popularity of their products but have come to realise it’s nostalgia mixed with love for the Capital City that keeps bringing customers back. “A lot changed after the centenary; after 2013 there was a big push for loving this city and enjoying this city and seeing it in a different way,” Ms Martin said. The duo’s next task is to create dolls of Walter Burley Griffin and Marion Mahony Griffin to celebrate their contribution to the design of Canberra. - Erin Cross

Now showing Minamata (MA15+)

In 1971, formerly acclaimed American photojournalist W. Eugene Smith (Johnny Depp) receives a commission from his old boss Robert Hayes (Bill Nighy) at Life magazine to return to Japan to investigate the poisoning of Minamata residents. After refusing, a pair of Minamata citizens visit the reclusive photographer. Depp plays the quintessential photographer. With a scruffy white beard, unkempt locks, glasses, beret, constantly lit cigarette and bottomless glass of alcohol, the world-weary and pessimistic Smith is aware of his mortality and frivolous life. His long-suffering (ex) boss remembers the man and photographer Smith once was, and so believes in his ability to investigate the tragedy unfolding in Minamata and present it to the world.

Once in Japan with translator Aileen Mioko (Minami), Smith works to capture the effects of mercury poisoning on the villagers and, in doing so, becomes embroiled in the fight against the Chisso Corporation responsible for polluting the region’s water. Through Smith’s struggles with internal and external obstacles, he inadvertently gains the trust of the small fishing community necessary to fully utilise his talents. Depp completely inhabits Smith, a man with a sensitive soul although hardened by the world around him. It is through the commission in Minamata that Smith achieves a sort of redemption; joining the world he had turned away from and, in doing so, marking a measurable difference in countless lives. Verdict: Depp has never been better. An Oscar nod for sure! 4.5 stars. Minamata is showing at Dendy and Palace Cinemas. - Luke McWilliams themovieclub.net

Book talk

This week, Jeff Popple reviews three thrillers to read over the long weekend. More of Jeff’s reviews can be found on his blog: murdermayhemandlongdogs.com Falling by T. J. Newman Simon & Schuster, $29.99

Falling is a terrific thriller to read this long weekend, provided you are not flying anywhere! Former flight attendant T. J. Newman has written a scary tale about a pilot on the Los Angeles to New York flight who is put into an impossible situation when a terrorist seizes his family and threatens to kill them unless he crashes his plane. The pilot, Bill Hoffman, has less than six hours to thwart the terrorists on the ground, and in the air, and save his family and passengers. This is a thrill-a-minute read that rushes through some good twists to the final tense conclusion. Recommended.

Still by Matt Nable Hachette, $32.99

A more sedate and substantial read is Still by actor and author Matt Nable. Set in in a harshly described Darwin in 1963, it features a determined cop who has to face deepseated corruption as he tries to determine the truth about a series of brutal murders. This is a very evocative novel that excels in its characterisations and depictions of life in Darwin. Although it is set 60 years ago, the themes are just as relevant today and Nable does a masterful job of pulling his story together. A superbly written and credible novel that is a must for fans of Jane Harper’s The Dry.

Dead Ground by M. W. Craven Constable, $32.99

M. W. Craven is a rising star on the British crime scene and his award-winning series about Detective Washington Poe and civilian data analyst Tilly Bradshaw is a firm favourite with readers. Dead Ground opens with Poe summoned to a backstreet brothel in Carlisle, where a man has been beaten to death. It seems to be a simple assault and well outside Poe’s normal area of expertise, but it soon becomes clear that sinister forces are at work and Poe finds himself caught up in a complex case involving old crimes and new security threats. A confident and enjoyable crime thriller ideal for the long weekend.

Working out in winter The alarm goes off early on a Monday morning; you could get up and get in a workout, but it’s raining, foggy and -5°C. It’s all too easy to have another hour in bed. Sure, waking up early to work out in winter is a big ask, but I promise you, once you’re out of bed, warmed up and working out, you will be glad you did it! Here are my top tips for getting up early: Have your workout gear ready to go and a workout planned out before you go to bed; organise to train with someone; try to get to bed early the night before; and set a second alarm, just in case!

home From travelling safely to indoor heating, winter can be a tough time for our four-legged friends. To help pet owners navigate the change in season and keep their pets safe, PETstock veterinarian Dr Natalia Li shares three important things to remember this winter:

1

Weather and travel safety

Whether you’re camping or hiking through the great outdoors, remember to always pack winter essentials to help keep your pet safe. Items in your pack should include a portable water bowl, a spare waterproof coat, first aid kit and a towel.

2

Indoor heaters and fireplaces

Photo Tony Evans for PETstock

If you have a safe heating system, remember to keep it on a mild temperature when leaving your home so that your pet doesn’t suffer from heat exhaustion in your absence! If you regularly use a fireplace during winter, ensure the iron guard is placed over the fireplace when your pet is indoors, and remember that candles also pose a risk to pets.

3

Paw-fect winter safety tips for pets

Grooming

A pet’s winter coat can hide trouble, such as lumps, bumps or sores. Regular brushing will help you identify fleas and prevent matting. Avoid giving your pet a full trim during the winter months to help keep them warm and cosy!

Loft-style living Belconnen 119/99 Eastern Valley Way High above the Belconnen Town Centre, this penthouse apartment is loft-style living at its best. Taking advantage of its position, the home boasts three separate balconies and floor-to-ceiling double-glazed windows – ideal for taking in the surrounds and the glimpses of Lake Ginninderra. Bastion Property Group partner Theo Koutsikamanis says this is the ideal haven for a professional couple, with over 110sqm of living space in a premier location. “It’s walking distance to everything: Lake Ginninderra, CISAC, Belconnen bus interchange and Belconnen Mall. “I personally haven’t sold anything like this in over 11 years of selling real estate,” he says. “Once inside you don’t feel like you are in Canberra.” The first floor of this spacious apartment boasts a dining space and living area with double-height, north-facing windows, as well as a spacious balcony. The modern kitchen includes quality appliances 50

and plenty of bench space – a must for apartment living. Upstairs, you’ll be seeing double with two bedrooms, two bathrooms (one ensuite) and two balconies. A study area provides the perfect place to work from home, overlooking the apartment from the mezzanine and out to the views across Belconnen. Enjoy a sense of community, too, with a barbecue area on level three of the building and a swimming, pool, gym and communal gardens on level two. “To truly appreciate this loft apartment, an inspection is a must,” says Koutsikamanis.

Government to develop new asbestos buyback scheme

Mr Fluffy loose-fill insultation inside the walls of a Canberra home. File image.

A new buyback scheme will be set up by the ACT Government for properties affected by loose-fill asbestos. The new program is in large part a continuation of the current buyback program, which is set to close on 17 August, but will only apply to properties found to have loose-fill asbestos after that date. ACT Sustainable Building

and Construction Minister, Rebecca Vassarotti, said since the commencement of the current scheme, five additional properties containing loose-fill asbestos had been identified and it was reasonable to assume more could be found after the August cut-off date. “It is possible there could be additional affected properties in Canberra’s older suburbs that are

yet to be identified as containing loose-fill asbestos insulation,” Ms Vassarotti told the Legislative Assembly last week. “It is understood in addition to Mr Fluffy-installed loose-fill asbestos … bags of loose-fill asbestos were available for purchase and were used either as stand-alone insulation or mixed with other insulation products.” “By not continuing a buyback program … it would be inconsistent with the ACT Government’s commitment to eradicate loose-fill asbestos from the ACT residential community.” Ms Vassarotti said as at the end of April this year, 992 out of the 1,027 affected Canberra properties identified by the scheme had been demolished. celebrity birthday BOY GEORGE [GEORGE ALAN O'DOWD] 14 June 1961 After his friendship and happiness goals went through an intense rethink last year, Boy George has a far stronger feel for these areas of life in the coming months. A solar eclipse in Gemini this month challenges him to find his independence, initiative and personal courage. But he needs to watch for moments of erratic self-sabotage as there’s so much going on below the surface that it can be challenging to keep track.

CANCER 22 JUNE – 22 JULY

LIBRA 24 SEPT – 23 OCT

CAPRICORN 22 DEC – 20 JAN

Your relationship with siblings or neighbours could be an issue this week and you may find them unreachable or impossible to understand. The New Moon on 10 June is the ideal time for important discussions and interviews. It is also a good time to update technology.

Mercury retrograde indicates you’ll feel the need to be on your own at some point. Emotionally this won’t do you any harm as you have private matters to consider. The New Moon on 10 June is the ideal time to trust your intuition as other people are preoccupied with their own lives.

Mercury retrograde indicates this isn’t a great time for travel plans. If you must take a trip, be prepared for disruptions and consider a Plan B. The New Moon on 10 June would be a good time to organise a future trip or to take an interest in spiritual matters.

It appears you will be very busy taking short trips, and have emails falling into your inbox and the phone ringing off the hook in coming weeks. The New Moon on 10 June encourages you to concentrate on your health and wellbeing and that of your family.

TAURUS 21 APR – 21 MAY

LEO 23 JULY – 23 AUG

SCORPIO 24 OCT – 22 NOV

AQUARIUS 21 JAN – 19 FEB

If you’re about to put your signature to any kind of financial paperwork, refuse to do so until you’ve had time to have it checked out. The New Moon on 10 June is urging you to investigate ways of improving your cash flow.

As Mercury is retrograde, there could be muddles and talking at crossed purposes is a common feature with your friends, leading to misunderstandings galore. The New Moon on 10 June is the ideal time to make new friends or to get to know an acquaintance better.

The New Moon on 10 June is an ideal time to deal with any joint financial issues. Mercury retrograde until 22 June warns you to be careful of what you say in work situations because it is likely to come out wrong and cause misunderstandings all around.

The New Moon on 10 June brings a fresh start at home and family wise, and your siblings will have interesting news to pass on. Mercury retrograde until 22 June could play havoc with communications, so be sure to choose your words carefully and seek clarification if required.

VIRGO 24 AUG – 23 SEPT

SAGITTARIUS 23 NOV – 21 DEC

PISCES 20 FEB – 20 MAR

Mercury retrograde in your career sector indicates you’re keen to race ahead impulsively without a thought for anyone else. The New Moon on 10 June is the ideal time for a fresh start at work and someone may be about to put in a good word about your efforts.

The New Moon on 10 June brings a fresh start on the love front and those of you who are alone will have a chance of meeting someone special. There could be confusion and misunderstandings at home as some of your loved ones may be in a tetchy mood.

The New Moon on 10 June is the ideal time to make some changes at home. While Jupiter is in Pisces from 13 May until 28 July, your confidence remains strong, your spirits uplifted and there should be some fun social events to look forward to.

GEMINI 22 MAY – 21 JUNE Unresolved conflicts may lead to arguments which will clear the air and help to establish new ground rules. Jupiter will bring resolution of conflict and help to restore balance. The New Moon on 10 June is the ideal time to take on new interests and to meet new people.

It’s 17 months since Nelly Rowe (Lennie James, The Walking Dead) rescued vulnerable young woman Grace (Olive Gray, Dark Money) whilst searching for his missing daughter Jody (Indeyarna Donaldson-Holness, Deep Water). Could Grace provide clues to Jody’s fate, or will she derail Nelly’s desperate quest to find his daughter – with potentially terrible consequences for him and those around him?

My favourite things ROXY Roxy (“the Roxinator”) is my keenest supporter, follower and shadow. Her ecstatic welcome back home is normally followed by a bit of ball tossing and then parking on my lap for cuddles.

SOUTH AFRICA Yielding from South Africa, I am a “bush person” and animals roaming in the wild is of keen interest to me. I follow the sighting of animals in the Kruger National Park in South Africa and many fantastic photos.

MORNING WALKS

CEO St Vincent de Paul Canberra/ Goulburn Barnie van Wyk is a passionate supporter and advocate of people in need. He believes “a life in service provides life”. He is the Chief Executive Officer of St Vincent de Paul Canberra/Goulburn, overseeing 18 different support programs for vulnerable people, the over 1,600 Canberrans experiencing homelessness each night and a further 26,000 who are living below the poverty line, with 2,000 volunteers, 635 members and 187 employees. He is the Deputy Chair of Amelie Housing, a community housing provider of appropriate, secure and affordable rental housing, and a Board member and Secretary of other not-for-profit entities. Barnie is a passionate speaker, guest lecturer, panellist and promotes various fundraising appeals and advocacy positions in the media.

MY GARDEN I love working in my garden, washing the cars (following the “wax on wax off” principle) followed by a good barbecue on a Saturday and catching a movie on the couch.

I go for walks every morning between 4.30 and 5am around Gungahlin Lakes. I call my mom in South Africa every day during my walks to check on her wellbeing and to balance the time to plan the day and strategise.

VINTAGE AIRCRAFT I am a qualified pilot (non-current) and all types of vintage aircraft are of interest. I don’t get the chance to fly that much anymore but absolutely thrive on being behind the “sticks”.
