Have you managed to get some daily outdoor exercise or recreation time, which thankfully has been increased from one to two hours ? Also welcome news for many with little ones or pets is the reopening of playgrounds, dog parks and outdoor exercise equipment – just be sure to mind your social distancing. As I write this on Tuesday, the last day of winter, the BoM was predicting spring would arrive in a flourish of mostly sunny days with the mercury hitting around 22-23oC. For most #KenBehrens, it’s a welcome change after what feels like a particularly long, cold winter (or is it just me?). One of the aspects I most enjoy about living in Canberra is our very distinct four seasons, and one of the transitions I most welcome is this one between winter and spring. The beauty of bare trees beginning to erupt in pastel blossoms or tender green buds, earlier sunrises, and a sense that the very earth beneath our feet is thawing and humming with the possibility of new growth, new life…

ACT lockdown extended until 17 September A doubling of daily outdoor exercise time to two hours and the reopening of outdoor playgrounds are among measures that might soften Tuesday’s announcement that the ACT’s lockdown has been extended until midnight Friday 17 September. A detailed report provided to the ACT Government by Chief Health Officer Dr Kerryn Coleman earlier this week said the lockdown has been effective to date, reducing the effective reproduction rate to less than one. This means that across the community, each person confirmed case is infecting fewer than one other person. “This is absolutely essential to continue in order to reduce the outbreak,” Chief Minister Andrew Barr said. “But we are yet to see the public health risk reduce to the point that we can safely end the lockdown. “We still have unlinked cases in
the community, and we still have cases who are infectious in the community.” Some minor amendments to restrictions will come into effect from 5pm today, Thursday 2 September, in line with the ACT lockdown being extended. Outdoor exercise and recreation time will be doubled to two hours each day, with one household or up to five people able to gather outside. People who work predominantly outdoors, such as gardeners, landscapers and dog groomers, will be able to return to work under COVID-safe requirements, while funeral and wedding numbers will grow slightly, to 20 and 10 respectively. A partial reopening of the commercial construction sector will commence under “stringent” COVID-safe requirements from 3 September. The ACT Government is also investigating restarting other
components of the construction sector, including residential, from 10 September. With the ACT lockdown being extended, the decision has been made to not return to face-to-face learning in public schools during Term 3. Term 4 arrangements will be determined in “due course” and will be communicated to the community during the first week of the school holidays. The COVID-19 Business Support Grants scheme has been extended to offer a maximum of $20,000 for employing businesses and $7,500 for non-employing eligible businesses. More than 3,200 local businesses have already submitted an application for the scheme. COVID-19 disaster payments will continue to remain available.
Public Health Direction amendments overview: • From 5pm on 2 September, one household (any size) or up to five people can gather outdoors for up to two hours for exercise or nonorganised recreation. • Outdoor playgrounds, fitness stations and dog parks will reopen. Canberrans are asked to ensure that they maintain physical distancing wherever practicable. • The number of people able to attend a funeral increased to no more than 20 people (excluding the people necessary to conduct the funeral). • The number of people able to attend a wedding increased to no more than 10 (excluding the celebrant). • Other religious ceremonies which are time critical are permitted to go ahead with no more than 10 people (excluding those conducting the service). • The recommencement of services that operate outdoors and where physical distancing can be maintained.

Local businesses offered some support in lockdown Canberra businesses affected by restrictions can apply for support grants of $20,000 for employing businesses and $7,500 for nonemploying businesses – double the amount first announced to help struggling businesses through an extended lockdown. “Our lockdown is working, but we are yet to see the public health risk reduce to the point that can safely end the lockdown,” said Chief Minister Andrew Barr. “The COVID-19 Business Support Grant will help businesses suffering from significantly reduced turnover as a result of the necessary health restrictions to keep the transmission potential of COVID-19 below one.” Jointly funded by the ACT and Federal Governments, the grants are open to businesses with an annual turnover of more than $75,000, a total payroll of less than $10 million, and 4

whose turnover has declined by 30 per cent or more. Payment will be made in a lump sum on average within 30 days of correctly lodging an application. Businesses can apply for the grants through the ACT Government’s online business hub. Ten thousand ACT businesses could be eligible – but while it will give them much-needed support, the delay has frustrated many. Last week, the Canberra Business Chamber said it welcomed the support, but some members worried payments could take a month from the date of application – “a potential wait of six weeks from the start of the lockdown to any cash support,” said president Graham Catt. John Paul-Romano, chairman of the Inner-South Business Council, also said last week that the government support came far too late. His Council had pleaded with the
ACT Government months ago to be prepared to provide business support within days of a lockdown, but the government did not have procedures in place “sooner than two weeks into one of the hardest lockdowns in Australia, or the world, for that matter”. Two months of lockdowns and border closures around Australia had left businesses in a critical situation, Mr Catt said. “There’s no income coming through the door. There’s no JobKeeper coming to the business. They’ve had to stand down staff,” he said last week. “Businesses are incurring their running costs, or a percentage of them, with no sales and no income.” Since 28 August, Canberra’s nonessential small retailers have been able to operate through click-andcollect and click-and-deliver services.
From 3 September, the local construction sector will pick up tools on commercial sites, with other construction slated to recommence from 10 September. From October, the COVID-19 Small Business Hardship Scheme will give small businesses credits for payroll tax, utility charges, rates, and other fees and charges up to $10,000. Local businesses are waiting for the ACT Government to reinstate the commercial tenancies directions from 2020 around how landlords should work with their tenants affected by lockdown, Mr Catt said. The free Canberra Business Advice and Support Service is available for any local business owners. Any Canberran who cannot earn an income could access weekly payments of up to $750 through the Federal COVID-19 Disaster Payment. - Nick Fuller

The ACT Government is aiming to have 95 per cent of Canberrans over the age of 12 vaccinated by Christmas, with those aged 16 to 29 years expected to have access to the jab from late October. The ACT is currently the most vaccinated jurisdiction in Australia and is on track to pass

the Doherty Institute targets of 70 and 80 per cent before any other state or territory. As at Monday 30 August, 65.2 per cent of Canberrans aged 16 and up have received their first dose, and 41.5 per cent have had two doses. Australia has fully vaccinated 34.2 per cent of its population aged 16 and over, while 54.4 have received one jab. ACT Chief Minister Andrew Barr said at this point, Australia is tracking toward achieving an 80 per cent double dose rate by late November. “It would be everyone’s desire to have way more than 80 per cent double-dose vaccinated by Christmas, and I hope the ACT can be at 90 to 95 per cent by Christmas,” he said.
Despite the ACT leading the race and due to finish first, Mr Barr said public health restrictions won’t be eased substantially until the nation has hit 80 per cent. “Once you get to that level of vaccination coverage then it gets you as pretty close to herd immunity as you’re ever going to get … and that makes things a lot safer,” he said. With vaccine hesitancy most reliably determined by looking at numbers without their first dose, Mr Barr said the ACT is consistently recording numbers over 95 per cent across population groups. “We’ve definitely done that with over 70s, over 50s,” he said. “Gen X is looking good as well, and it’s looking like 90 per cent of
30 to 39-year-olds.” Achieving the 95 per cent by Christmas goal is going to be dependent on what those aged 12 to 29 years do. “That’ll seal the deal of getting us to 95 per cent,” he said. According to Mr Barr, achieving that result, particularly amongst 12 to 15-year-olds, is going to be reliant on the Moderna shot being approved and a substantial supply of Pfizer being organised by the Commonwealth Government. “It’s really difficult,” he said. “That’s the whole difficult issue we are dealing with at the moment. “The hope is that the months of October and November will be the biggest months of vaccination both in the ACT and nationally.” - Denholm Samaras

Bright Pink Lipstick Day raising hope Friday 17 September is Bright Pink Lipstick Day, where Canberrans can “wear, share and show they care” about family health history. Funds raised will go towards Pink Hope, a charity filling the gap in supporting women with a genetic high risk of breast and ovarian cancer, who may not have yet developed symptoms. According to Cancer Australia, women who carry a fault in BRCA1 or BRCA2 genes have a high lifetime risk of breast cancer, estimated to be in the range of 30-60 per cent, and a lifetime ovarian cancer risk of about 20 per cent. Pink Hope provides information and connection to all its members, including those in the ACT. Three local members sat down with Canberra Weekly (remotely via Zoom) to share their stories.
Natalie When Natalie was diagnosed with BRCA1 at only 19 years old, Pink Hope was among the pamphlets handed to her before being sent out the door. As the years passed, and her mother’s ovarian cancer developed, the stress of the unknown began to wear at her mental health. “When I was around 25-26, I received a questionnaire. Some study being done on breast cancer in Melbourne. Do you ever get anxious about an ache or pain in your body? At 19, I wouldn’t have given it much thought. Just because I have an ache or pain doesn’t mean I have cancer. “But the older I got, the more anxious I grew. I’d have a sore elbow and think ‘God, could that be it?’ “That’s when I sought out support and guidance and found Pink Hope.” Members of Pink Hope guided

She went through everything without me having to ask. “I had my whole list of 17 questions, and never once had to bring it out,” Natalie smiled.

Natalie through the countless weighty decisions that followed, including the birth of her daughter, the decision process leading up to her preventative mastectomy, and longing for a second child. “I wanted to wait with the surgery so I could breastfeed my second child. Then I had a scare, a lump in my breast. After that, I decided I’d have the double mastectomy as soon as I can.” A health professional herself, Natalie was shocked by the lack of information readily provided by the first surgeon she met. “He just sat back and said, ‘What do you want to know?’ He didn’t examine me, and the psychological side of it was not addressed.” Robyn, a leader in Pink Hope ACT, had been an ear to Natalie’s worries and armed her with 17

in her 50s.” For Gyan, the most difficult part of the journey was deciding whether to conceive naturally or through IVF, as many women with BRCA are encouraged to do. “It’s a 50/50 chance that the gene is passed on. With a decision like this, you must go with your heart, and only ever do what you’re comfortable with. I left it to fate.” Gyan is now 32 and healthy, with a nine-month-old daughter. “She’s got a mother to guide her who has gone through all of this already at a young age. Hopefully, in 20 years, she’s got more choices than even we do now.”

Through the funds raised, we’re looking at getting an online genetic counsellor, and increasing our abilities for information days. “Not enough people know about being high-risk, certainly not since

Being informed now is no less important than it was before.” Robyn has a dedicated focus on raising awareness of ovarian cancer. “While the chances of getting ovarian cancer are not as high, its mortality rate is way worse, and it’s not talked about nearly enough,” she said. “My grandma died at 52 of breast cancer, and my mum would always say, ‘I’ll do my mammograms. I’ll check my breasts all the time’.”

UC wins critical funding to increase women in STEM University of Canberra celebrated a major grant from the Australian Government on Monday as part of the Women in STEM and Entrepreneurship (WiSE) program. Eight organisations will receive a boost from WiSE, to address barriers that prevent girls and women from entering education and careers in STEM. UC’s plans to create a ‘100-day innovation challenge’ to engage girls and early career bio-mechanists at two critical points of disengagement with engineering pathways. “During subject selection in high school, girls select STEM subjects at much lower rates than boys, and thus don’t go on to pursue STEM careers,” said Dr Celeste Coltman, Assistant Professor at the University of Canberra. “Also, we see women in the early years of their engineer careers deciding to leave and work in other fields.” One hundred Australian high school girls will work with 25 early career women bio-
mechanists who will guide Year 9-10 girls through the challenge, designed to showcase the applied nature of the field in solving real world problems that affect people’s lives. “Research tells us girls develop more interest in STEM when they can see its realworld applications,” Dr Coltman said. “Young women make up less than a quarter of students studying STEM and participation rates are even lower for Indigenous and culturally and linguistically diverse women,” said Women in STEM Ambassador, Professor Lisa Harvey-Smith. “The WiSE grants play an important role in bridging the gender gap in STEM.” These efforts coincide with the latest data on women and girls’ participation in STEM, which shows more work is needed to achieve gender equity by 2030. While over half of early career researchers are women, 83 per cent of senior academics in universities and research institutes are men. According to research by the Women in
the Science Research Workforce, the number of girls going into STEM is only part of the problem, as the careers of many women in STEM suffer from the ‘baby penalty’, and further discrimination in the workforce. Professor Harvey-Smith said on combatting the problem of retention, “it’s absolutely true that we can’t just shove more women into the pipeline and hope that they get through”. “Research shows that women are 1.8 times more likely to drop out of STEM in the five years after graduation. There are many reasons for that, from sexual harassment to uneven starting pay and therefore unequal pay across the board … We also need to break the breadwinner stereotype, as all these things are linked.” Professor Harvey-Smith said that Women in STEM is working closely with non-profit Science in Australia Gender Equity Program (SAGE) to financially support the advancement of gender equity in STEM organisations. - Anja de Rozario

Student nurses answer call Canberra Health Services (CHS) has confirmed the mandated training required for any student nurse responding to ACT Health’s callout to join the front lines of COVID response. “We have been working closely with the ACT health care sector unions, professional peak bodies and universities to bring student health practitioners on board to assist in the ACT’s COVID-19 pandemic response,” said ACT Health Minister Rachel Stephen-Smith. A CHS spokesperson said all suitable applicants would have already completed initial training and are ready to care for patients under limited supervision. “Student nurses and midwives have also undertaken additional mandatory checks including immunisation, police checks, and have obtained working with vulnerable people cards, to undertake hospital placements as part of their study. “Each applicant’s suitability for the
program will be assessed based on their level of study and demonstrated competency. They will be inducted, trained, and supervised to ensure the ACT community is receiving safe and quality care,” the spokesperson said. Students will undertake training required to administer vaccinations, including dedicated training modules for each of the COVID-19 vaccines. They will also undertake CHS induction and training, which is standard for all new recruits, including components on hand hygiene, PPE, and work health and safety. “The vaccinating team is a large team working incredibly hard to ensure large numbers of people get vaccinated every day in a seamless way. First and foremost, we want enthusiastic people to join our team and be part of this history-making program,” the CHS spokesperson said. - Anja de Rozario

The Canberra Raiders have kept their finals hopes alive with a comeback 28-16 win over the Warriors last Friday night, 27 August in Mackay, Queensland. Canberra have given up their fair share of double-digit leads this season, but this time they were the ones to come back from a 16-0 deficit to claim the win. Giants win thriller The GWS Giants survived a late onslaught from the Sydney Swans to prevail by just one point in an epic AFL elimination final in Launceston. A blistering second quarter from the Giants and some wayward kicking for goal from Sydney secured the 11.8 (74) to 10.13 (73) victory for GWS. After being locked up at quarter time, the Giants kicked six goals to two to take a 23-point lead
into halftime. Sydney were on top for much of the third term, but a goal after the siren to Jesse Hogan restored a 19-point lead for the Giants heading into the final quarter. The Swans again dominated the contest but couldn’t capitalise. Edible garden Spring is upon us, and what better way to celebrate than with florals? Here, we take a look at how to grow your own blooms that look so good you could (literally) eat them.
The lowdown on edible flowers
Flowers can be so much more than just pretty in your garden. They can bring in a plethora of beneficial insects and pollinators to help your patch, they can help keep pests and disease at bay, and they can be cut, arranged and stuck in a vase. Yep, flowers are pretty cool. Most of us know that flowers can also be eaten, but it is not just the standard few you may have heard about. In fact, every edible plant that produces a flower is producing a form of food that you may not have otherwise considered
eating. Every flower out there deserves its time on a plate. Blind flower taste test anyone? The nasturtium is perhaps the most common edible flower, and the rest of the pack – borage, marigolds, violas, and chive flowers – are all other examples of commonly used edible flowers. The flower a chilli plant produces is a subtle, more delicate form of the chilli itself. Similarly, a tomato flower will retain the taste of the tomato, a broccoli flower the taste of broccoli, and so on and so forth.

Flowers are not only pretty and colourful, they are pretty and colourful and can be eaten too. Put these in a bunch (or on your dinner plate) and sweet-talk your way out of any situation.
Nasturtium Pretty, handy and delicious to boot. The nasturtium comes in many different-coloured varieties and its leaves are edible and delicious too. Add to that its abilities as a pest fighter and pollinator attractor and you’ve got one hell of a useful plant. Nasturtiums tend to crowd out plants too closely positioned. Plant 50cm–1m apart. Nasturtiums are best planted in early spring or late autumn. Nasturtiums are mostly immune to pest and disease issues. Probably the biggest issue is the amount of self-sown seedlings that pop up.
Native viola The native viola is one of the most pretentious flowers around, but it has every right to be. With its delicate, bright flowers, it’s a great pollinator attractor for your other plants. The native viola is best grown in early spring, giving it time to establish before full summer hits. It’s essentially a groundcover, so don’t plant anything much nearby. Native violas need regular watering when establishing, 3–4 times a week. Once set, cut back to twice a week depending on conditions.

Seriously delicious with goat’s cheese wrapped in prosciutto... The beauty of any flowering edible plant is that the flavour of its flower is a subtle version of the fruit itself. Like rockmelon, rockmelon flowers are best planted in spring. It’s a pretty hardy creeper/climber, so don’t cramp its style. We like to dedicate a veggie crate purely to rockmelon. Rockmelon plants produce flowers with ease, but well-developed fruit are much more rare. Using them for their flowers means you’re guaranteed a result, but it also means sacrificing a shot at the fully developed fruit.
Ugly name, pretty flower. A flower of lilac that tastes like a cucumber on a castle of thorned leaves. We find pinching the flowers from the plant more satisfying than squeezing a pimple. Like all flowers, it’s best to start growing this early spring. If you’re looking for companion plants, look no further than tomatoes, squash or strawberries. Not only an excellent companion plant and pollinator attractor, borage adds valuable trace minerals to your soil and makes it more resistant to disease. It is also believed to enhance the flavour of strawberries when planted in close proximity.
Hardy, diverse and versatile. We love chilli. This is the eyebrow-raiser for your blind taste test as chilli flowers retain elements of the spice contained in the fruit. Chilli is a heat-loving plant that is best suited to summer growing, but in an appropriately warm space it will continue to produce flowers into winter. A chilli plant throws out so many flowers and fruit that by sacrificing some of the fruit by eating them as flowers you’ll be doing your digestive system a favour. Much like the fruit itself, chilli flowers range widely in colour and spice.

The play’s the thing: Lockdowns shut theatres, but show will go on somewhen COVID has temporarily lowered the curtain on Canberra’s stages. Times may be uncertain, but companies say the shows must go on. Canberra REP has postponed its production of Rosencrantz and Guildenstern until later this year, and moved what would have been its final production for this year to the start of the 2022 season. The lockdown was announced three hours before their preview performance; the cast were about to step onstage when COVID called a halt to proceedings. Tom Stoppard’s meta take on Hamlet will be performed as soon as they’re allowed to, but they don’t know the date yet. The announcement left cast and crew feeling unsettled and sad, not knowing what was going to happen, said REP president Antonia Kitzel. During lockdown, they are staying in touch, looking out for each other, and trying to keep on top of their lines. (Which she says is tricky when they can’t practise, particularly the complicated lines and elliptical conversations Stoppard’s abstract play throws at them.) “So much work has been put into this production already, it would be really a shame to let it go to waste. It’s such a lovely play – one of the few plays about death that are extremely funny.” The next play in REP’s 2021 season is Hotel Sorrento; the cast have already started line rehearsals online. That will be the company’s last play of the year. 20

Sense and Sensibility, which was meant to close the season, has been moved to next year, which in turn means a reshuffle: one of the shows planned for next year will have to make way for Jane Austen. “We really hope to be back with our community, with our audiences, soon,” Ms Kitzel said. “We’re looking forward to it. Do come and see Ros and Guil! We will come back; we just don’t know when.” Canberra Philharmonic Society (Philo)’s Grease was meant to open on Thursday 19 August; it’s held over until March. “It makes it pretty hard on the performers,” said vice-president Jim McMullen. “They’ve just done three months of rehearsals; they’re all a bit flat about it. They’re supposed to be out there performing to an audience and they’re all locked down in their own houses. “It’s had a pretty dramatic effect (excuse the pun) on their morale. Actors are out-there people, and they need that constant stimulation.” But the artistic team are working closely with the cast to make sure they’re OK, he said. “We’ve been having lots of online sessions: a bit of singing, physical jerks, keeping them talking to each other.” The sets are still in Erindale Theatre; sound and lighting gear will have to come out at some point. Mr McMullen hopes to begin rehearsals again over Christmas, work on the show through
January, and perform to a live audience in late February. Singin’ in the Rain, which would have been Philo’s first show for 2022, will be moved to the August / September slot. REP and Philo report that most people will carry the tickets until the shows are on. National Opera was going to cap its first year with Puccini’s rare but charming La Rondine (The Swallow). It will now be performed at the Canberra Theatre Centre in March. “The company had been hoping that the situation would change, but unfortunately it has become impossible for us to bring this exciting opera to Canberra this year,” artistic director Peter Coleman-Wright and general manager Stephanie McAlister said in a statement. Smaller companies are wondering how they will be placed after the lockdown, meant to end on 2 September, and doubt whether their productions will go ahead in spring Dramatic Productions, has scheduled Dogfight (a musical based on a 1991 movie) for October, at the Gungahlin College theatre – but director Richard Block cannot tell whether it is financially viable. ACT Chief Minister Andrew Barr has said that lockdown would be gradually eased – but Mr Block wonders whether theatres will be at 50 per cent capacity or only one person per four square metres? time out (from page 20) “I could make a 50 per cent capacity work, but if it was back to one person and four-square metres – 36 people in a 300-seat theatre – that’s financially impossible.” It’s not only theatre capacity, Mr Block said; it’s rehearsal time. “If we can’t get adequate rehearsal in, you can’t put the show up to performance standard by the time you need to open.” Newly launched Heart Strings Theatre Co has been forced to hold off its first production until possibly next year. The semi-professional musical theatre company, founded this year, was to have put on Urinetown in the Canberra Theatre’s Courtyard Studio this month – opening on 16 September, a fortnight after the extended lockdown was due to end. Now the musical probably won’t be put on this year. “As a producer, I can’t possibly afford to go ahead in the current climate,” said director Ylaria Rogers. Her production has lost three crucial weeks of rehearsal before opening night. Even once
lockdown ends, she is unsure how restrictions will affect rehearsals, and she does not expect to sell the 92 seats she had budgeted for. (The Canberra Theatre, she notes, has been incredibly supportive in helping her company try to find new dates.) “There is so much investment of time and money that has been committed to the show so my vow is that it will absolutely happen, but when is still to be seen,” Ms Rogers said. She hopes to stage Urinetown in March. “It is going to take until at least next year for us to regain the momentum we have lost and come back able to afford to do it all again,” Ms Rogers said. “The emotional and financial ramifications of this period of time are enormous. Now streaming Sweet Girl (MA15+) Ray Cooper (Jason Momoa) lives with his unwell wife Amanda (Adria Arjona) and their young daughter Rachel (Isabela Merced). Ray is told that BioPrime CEO Simon Keeley (Justin Bartha) has pulled a potentially life-saving drug for Amanda off the market days before her cancer treatment. Ray calls into a live debate and tells Simon that, if he doesn’t reverse his decision, he’ll kill him. Soon Amanda dies and Ray plans his revenge. After producing multiple projects starring Momoa, Brian Mendoza takes the directing reins with lead Momoa also producing and writing. Like Dwayne ‘the Rock’ Johnson and Arnold Schwarzenegger, Momoa is known
as an action star with some key qualities that he does very well. It must be disappointing for fans, then, to see his action leadingman potential squandered here to make way for a questionable plot. Odd, too, is the choice to make the subject of Ray’s fury so far removed from its cause. Ray goes after the head of a conglomerate who, while immoral, has made a business decision that may or may not have consequences on countless people’s lives, not just Amanda’s. Ray’s scheming for revenge then, also with the distance of time, seems too premeditated; not the actions of a hero, nor someone to cheer for. Verdict: A solid project with beautiful cinematography by Barry Ackroyd let down by a wildly ambitious reveal that hampers Momoa’s action lead potential. 2.5 stars. I started doing this a few years ago and it’s easier than you might think. No need to go out and buy an expensive composting kit - that’s kind of missing the whole sustainability point. Simply find a little old bucket (preferably with a lid) for storing your food scraps in the kitchen and for the outdoor compost bin you could use a large plastic jug, cardboard box, wooden crate or even simply old bricks with some fencing on top. Just use whatever you can find in the shed and get creative!

Housing affordability declines as incomes stall Australia’s housing affordability has been on a rapid decline over the past two decades and will likely continue to fall unless substantial systemic change is enacted, according to Real Estate Institute of Australia’s (REIA) concerning new report.
The Australian housing market is locking out first time buyers with rapidly increasing house prices and a lack of household income increases to match.
REIA’s Housing Affordability Report finds that a key feature in the decline is modest increases in household income failing to keep pace with rising home mortgages. President of the REIA Adrian Kelly said the ACT has had the lowest increase in average loans for first home buyers when compared to other states and territories, yet this increase still sits at 145.8 per cent. “If policy settings fail to change and without a boost to household disposable incomes through, for example, tax concessions for first home buyers, affordability is likely to get worse as interest rates rise,” Mr Kelly said. “Go back two decades to March 2002, Australia was at its most affordable at 26.8 per cent of family income required to meet repayments.” REIA are now reporting that the weighted average proportion of income required to meet repayments is at “a staggering 35.7 per cent”. Since the beginning of the 21st century, family incomes have increased by 112.8 per cent while average home loan repayments have increased by 179.4 per cent. Upside Realty director of sales, James
Kirkland, said first time home buyers in Canberra are also being locked out of the market due to the seismic gap between apartment and house prices in the city. The median house price in Canberra is now more than double the median apartment price, with a gap increase of 47 per cent in only six months, according to Upside Realty’s national agency. “COVID-19 and the lockdowns have driven unprecedented desire for extra space and a backyard, so the housing market has increased at a much greater pace than units – more than we have ever seen before,” Mr Kirkland said. “Historically, both apartment and house prices have increased in value at the same rate.” The median house price in Canberra has skyrocketed from just over $789,000 to more than $1 million between December 2020 and June 2021, a jump of over $210,000 in a mere six months. Mr Kirkland said many families in Canberra would love to buy a house, providing stability, security and space, but the cost in this decade is just too great. - Abbey Halter
Residential construction to resume in ACT Residential construction will soon be able to recommence safely under lockdown restrictions to join their civil and commercial construction counterparts, ACT Chief Minister Andrew Barr announced on Tuesday. The residential building industry has welcomed the news and are keen to get back to work starting from 10 September. Master Builders ACT (MBA) CEO Michael Hopkins said the MBA has consistently advocated for the safe re-opening of the entire construction industry. “We know our members can do this safely and will comply with the strict safety protocols that have been developed by government and industry,” Mr Hopkins said. “The MBA will now focus on helping our members prepare for re-opening, and will continue to call on the ACT Government to provide further support for building and construction businesses and their workers who 32

have suffered significant financial and mental health loss.” The Housing Industry Association (HIA) ACT has also been vocal about their frustrations with initially not being allowed to resume small-scale construction, so Tuesday’s news was enthusiastically welcomed. HIA executive director Greg Weller said the lockdown has been really tough on the residential building industry and getting back to work is crucial. “Unlike many in the community who are able to work from home, when building trades are not working, they are not getting paid,” Mr Weller said. “Equally, when building trades are not out there onsite, the economic benefits of new home building and renovations for the ACT economy are lost. “During the pandemic, occupations have been classified as essential or non-essential,
determining whether they can work or not and putting a roof over the heads of Canberran families is surely an essential task.” Mr Weller said it was essential for his industry that the lockdown does not go beyond the extended date as he believes the negative impacts of a prolonged lockdown will go much further than hurting those employed and working in the industry day to day. He said hundreds of Canberrans have been unable to move into their new home or complete their renovations due to the lockdown and will have to continue to pay rent or a second mortgage for longer than they initially expected. HIA said they are looking forward to continuing their work with the ACT Government to implement COVID-safe measures on residential building sites and are happy for the welcomed relief and confidence this week’s announcement brings.

NATIONAL LIBRARY OF AUSTRALIA My parents met when working in the ACT Library Service and, needless to say, I grew up surrounded by books. The National Library is my favourite with so many treasures and I am not sure I would have got through my uni degree without it.
NATIVE GRASSLANDS IN GUNGAHLIN Someone once told me no one cares about grasslands because they aren’t sexy, but with less than one per cent left and a large chunk of that in Gungahlin, they are too important not to care about. These are amazing ecosystems that add so much to our landscape.
CRUMPETS AT PUDDLE CAFE Not too long ago, Franklin got a new café and our local gem quickly earned a reputation for its amazing homemade crumpets – peanut butter and jam are a favourite.
My favourite things
Suzanne Orr Labor Member for Yerrabi I was born in Canberra, I grew up in Giralang playing cricket with my neighbours in our cul-de-sac and going to Brownies at the Giralang Primary School hall, and I now live in Franklin. My first job was at the Sizzler in Belconnen and it marked the start of a more than decadelong career in hospitality and tourism. After completing university, I worked as an urban planner in the public service. Growing up, my family fostered more than 200 children because we wanted to help kids who needed it most. I learned we can do a lot to help each other, but sometimes we can’t solve all the problems ourselves. Luckily, we had social services there to help and it showed me that government has a big role to play in helping when people need extra support. I do believe politics should be about members of our community working together to make a difference.
CANBERRA SUNSETS We all know how great a sunset here can be.
MY CAT PORTIA Might be a bit indulgent but she is one of my favourite “things”. I adopted Portia six years ago from the RSPCA, she’d been there 118 days and no one had wanted this grumpy cat who wasn’t coping in the shelter.
