contents 06 From the editor What with three short working weeks and several team members away on leave (a mix of scheduled and unscheduled), it’s been a busy few weeks in the CW office. I was headed into last weekend feeling like I had far too much on my plate to possibly go through with a planned getaway to the coast. The weather predictions didn’t look particularly favourable, either. But a wise friend suggested that the best antidote to feeling stressed is to de-stress, and a healthy dose of vitamin sea always does the trick for me. Turns out, the weather at Batehaven was idyllic. A mix of rejuvenating seaside walks, invigorating quick dips, ultra-comfy digs, good food and delightful company helped me relax and reset. It seems a scheduled soft reboot of one’s hardware and software could help avert an unplanned longer shutdown. Prevention trumps cure. Reasons to be grateful this past week include a revitalising getaway at the Bay (courtesy of The Isla Hotel in Batehaven), watching sunrises over the ocean, long beach walks and splashing in the sea, lounging poolside in autumn sunshine, dining with a dear friend, friendly neighbours offering us the use of their electric hedge-trimmer, and nearby Buy Nothing Project neighbours giving us the biggest bunch of basil ever, which we’ve turned into heaps of delicious fresh pesto. Thank you!

ACT public schools return for winter term ACT public school students went back this week – but for how long? Last term’s restrictions will continue for the next fortnight and are expected to be lifted as schools return to normal. But the ACT Education Directorate predicts that some schools could return to remote learning as COVID cases increase during winter. Last week, the Directorate advised that COVID-19 restrictions in ACT public schools will remain as they were in Term One for at least the first two weeks of Term Two. This means that public school staff and secondary students will continue to wear masks; Check in CBR app will continue to be required for visitors; and household close contacts will not be able to attend public school sites, even if they are asymptomatic. Rapid antigen tests will be available for students on request during Term Two, as they were in the final weeks of last term. During this fortnight, a Directorate spokesperson said, public schools will consult staff and review COVID safety plans for the rest of the term. “We are hoping to move towards settings
that allow more interaction between families and their schools, as well as an increased range of activities for students,” the spokesperson said. Public schools will communicate directly with staff, parents, and carers as COVID safety measures are adjusted. “If we can reduce or change our COVID management plans from what’s been in place in the first term of this year, we will,” said Yvette Berry, ACT Minister for Education and Youth Affairs. “For the next two weeks, if we can change it to be earlier than that, then we will.” But the ACT Government will consult school staff and teachers first. After a “particularly challenging” Term One, the government believes teachers should rest, rather than worry about procedures. The Australian Education Union – ACT branch considers the continuation of COVID safety measures for schools “entirely appropriate” for the start of this term. “It allows for proper work health and safety consultation and planning to be conducted,” said president Angela Burroughs. However, the Education Directorate also expects more schools will temporarily move
to remote learning, “where a circuit breaker is needed to overcome a significant short-term teacher shortage”. Teacher numbers are limited, primarily because staff are isolating with COVID-19 or as household contacts, and further COVID-19 spikes are expected to impact the workforce come winter. The Directorate would access relief staff, collapse classes, or move temporarily to remote learning if necessary. Schools will monitor staff and student attendance daily, and make workforce decisions in the best interests of staff and students, the spokesperson continued. Ms Berry reassured the public: “We shouldn’t be worried about going to remote education. “As frustrating as that is, we’re prepared; we have great systems in place within our public schools. We have fantastic online internet resources; we have Chrome books; we have Wi-Fi available for families who need it; and our teachers are well prepared and trained to do this.” - Nick Fuller
Historic croquet club receives government funding for extensions The heritage-listed Canberra Croquet Club, perhaps the oldest sporting club in the ACT, has received a $410,000 Sport and Recreation Grant from the ACT Government to extend its clubhouse, including building a women’s toilet – which the former women’s only club lacks. The Croquet Club was founded in 1928, at the Hyatt Hotel, and the clubhouse was opened in 1933. The original members were women, and it remained a women’s only club until 1976. Club president Greg Diprose said the grant would help enormously. “[The clubhouse] attracts a lot of people from all over Canberra wanting to come and have parties and hire facilities, and it would be really nice to have a decent toilet to offer our visitors!” The new building will also have disabled access. “That’s very important,” Mr Diprose said. “You can play croquet in a wheelchair or on a walker, and we have a few [members with disabilities].” The bigger clubhouse will make a 6

tremendous difference when interstate visitors arrive, bringing their croquet gear with them, Mr Diprose continued. “We need storage space; when people come to hire these facilities, we have to drag out things from sheds all over the place in order to accommodate everyone.” The announcement was timed as part of the ACT’s Heritage Festival, noted Yvette Berry, ACT Minister for Sport and Recreation. “The planned improvements will allow the club to continue to support participation in the historic sport, and hopefully host state and national activities in the future,” Ms Berry said. Work will begin at once, and the extension should be finished later this year. Three different mallet sports are played at the Canberra Croquet Club: association croquet, golf croquet, and gateball (a Japanese version of croquet). “The object of the game is simply to hit a ball through a hoop – but there’s a lot more to it than that!” Mr Diprose said. “I’ve been playing

Time to put people with disability at the centre of the NDIS Last week, I was proud Bill Shorten launched Labor’s plan to fix the National Disability Insurance Scheme. Our detailed plan will put people with disability at the centre of the scheme where they should be, ensuring they have the choice and control that was promised. As Canberra’s representative and a member of the Joint Standing Committee on the NDIS, I have heard too many heartbreaking stories of people’s experiences with the scheme. People battling to access the most basic and obvious supports, waiting years to the detriment of their health and in the case of young children their development. Plans cut despite evidence of their immense benefit. People unable to live with their partners and children and receive support as if this is somehow impossible. People so traumatised by these battles that they give up on the NDIS. I cannot understand how the ministers and

NDIA leadership who listen to this evidence can do anything but address these issues with urgency. But they have not. The NDIS was intended to give people with disability choice and control over their lives and support them to achieve their aspirations, spurring the provision of innovative, individualised supports. At its best, the NDIS can transform lives for the better, and thankfully this is the story for many participants. At its worst, it can ruin them. Nine years of neglect by the Coalition has the NDIS at its worst. Canberra man and amputee David Harkness has been stuck in hospital for more than six months waiting for necessary home modifications to be approved by the NDIA. He is one of more than 1,000 participants in this situation around the country. On the NDIS committee, I have deeply considered the deficiencies in the implementation of the NDIS that have caused unacceptable situations like David’s.

Last week, I was also proud to have Bill visit the ACT Leisure Program in Hawker with Andrew Leigh and me. It is an innovative and inclusive organisation and a great example of what can be achieved through the NDIS. We met Peter, who described the constant misery of fighting against a system designed to make his and his wife’s experience as hard as possible. Everyday necessities like accommodation, transport, and treatment are a constant battle. People like Peter deserve a NDIS that will put them at the centre of the scheme. Labor will do this. We will stop unfair cuts to plans, lift staffing caps, cut labour-hire arrangements, the excessive use of external lawyers, and boost the number of permanent public servants – and more. A stadium for Canberra This week, the Vidkun Quisling award goes to Solomons Island PM Manasseh Sogavare for signing a security pact with China, against the wishes of 91 per cent of his population. While I’m at it, I was impressed with the latest ALP announcement that a Labor government will expand broadcasting services to the SW Pacific and set up a defence school in Australia for Pacific defence force and police personnel. These are good initiatives that will help counter China’s influence. Back home, there have been a number of ideas and promises made about a new stadium and convention centre for Canberra. Local aspirants for the Senate have been vocal on this issue. Kim Rubenstein makes the logical argument that there are more important priorities such as hospitals. David Pocock wants an all-singing, all-dancing complex in Civic. Nice if you can afford it. Incumbent Zed Seselja has committed money to improve upkeep of the Bruce precinct and revamp the Canberra Capitals venue, plus money for an enhanced
Erindale venue. Nothing from the ALP yet but as they have four out of the five available federal seats, why would they bother? Interestingly, there was a proposal by the casino owners a few years ago to build a new stadium/convention centre near their venue and a new indoor pool. It was dependent on the casino getting up to 500 extra pokies (they would settle for 200) but also a slice of land in Glebe Park to build some upmarket units. Promising perhaps, but for whatever reason, Messrs Barr and Rattenbury decided against it. Before the last local election, when I was running for the Belco Party, I had a briefing from several federal public servants whom I knew well. They told me the Federal Government would basically do a joint venture with the ACT and the private sector to completely revamp the Bruce precinct into a worldclass sporting and business hub, including an effectively new stadium and a convention centre. The cost to the local ACT government was, if I recall correctly,

in the vicinity of $250 million – chicken feed compared to stage two of the tram. Mr Barr had repeatedly failed to come to the party on this proposal. That scheme made a lot of sense and if the local government signed up, it could easily afford it as well as fixing our hospitals and health system provided it scrapped stage two of the tram. I would urge all local federal members (including our three local Labor members) and all aspiring members to have a look at that proposal and pressure our ACT politicians to adopt it. It combines the best of both worlds. It upgrades and uses an existing facility that already has a huge amount of space to make it viable, and if Messrs Barr and Rattenbury can ditch stage two of the tram, we can have a new stadium/convention centre and a better hospital system. news “I’m Aboriginal. I’m just not the Aboriginal person a lot of people want or expect me to be,” says internationally recognised author and advocate for Aboriginal rights, Dr Anita Heiss. Ahead of her meet the author event at ANU earlier this week, Heiss took five with CW to chat about her latest book, Am I Black Enough for You? 10 Years On, that unfolds the story of an urban-based Wiradyuri woman breaking glass ceilings, while working to break down stereotypes. What inspired you to write the original Am I black enough for you? and its update 10 years on? What I really want to do with all my writing is to write us into the Australian literary landscape, to have us telling our stories through our lenses, whether that’s writing novels or kids’ fiction. Am I Black Enough for You? is part of that because it’s about saying that Aboriginal people have the right to assert our identities, just like every other Australian. We are the people, the only ones, who can
define who we are. Working in schools, I experienced the stereotypes and the misinformation and the ignorance, not only from students but from teachers as well, around who we are, particularly in the 21st century. Originally, I thought if I wrote a memoir about myself, growing up in the suburbs as a young Aboriginal girl with a Wiradjuri mum and an Austrian dad and going to a Catholic school, I could address some of the stereotypes about who we are, where we live, where we’re educated, what we aspire to be, or how we look - which is still one of the challenges that is faced by many First Nations people today. What were the top three most impactful events over the last decade, that led to you writing ‘10 years on’? 1: The Black Lives Matter movement. For three decades, we had a movement in Australia after the Royal Commission into Aboriginal Deaths in Custody, but it wasn’t until the very public

When Adam was on the field, he was trying to say, ‘Racism stops with me.’ And after those events, many people were galvanised to do the same. 3: On a personal level, in this last year, starting to learn my language. I really wanted to write about that, the impact and empowerment around it, and how speaking language can be an act of sovereignty, where we don’t feel or legally have sovereignty every day. What’s your favourite anecdote from Am I Black Enough for You? In the original version, there’s a story around when I was in primary school and being harassed on the way home from school by bullies. I was sad and upset, and scared actually, because they were calling me all these racist names. I was trying to understand, at the age of five, and going home crying. Then my mother said, I was brown because I was kissed by the sun. I’ve never forgotten that. Those days
really shaped who I am, and they drove me to do the work that I do today. In the updated edition I would say, writing about my journey as a runner. I ran my first marathon at the age of 49 (Uluru!) and went on to run the New York marathon the same year. When recording the audio version of the book I was quite emotional, particularly around running the New York marathon, crossing the line with the Aboriginal flag. Runners especially will understand the power that crossing a line can bring to you as an individual. What’s the importance and message behind the titular question of ‘Am I black enough for you’? ‘Am I black enough for you?’ is, of course, a rhetorical question, although when the first edition came out, I did receive emails from people telling me ‘No, you’re not.’ The title is aimed at the reader. It’s asking them to look within their own potential prejudice. They’re looking at me on the cover, and I may not look how they expect an Aboriginal person to look. It’s asking them to look at their own pre-conceived ideas of who they think an Aboriginal person is, how they may have their own prescription for what we look like, where
we live, or whether or not we’re excellent in our chosen fields. I really hope that’s what non-Indigenous readers take away from the work. That they understand the way they imagine us to be is not necessarily the way we have to be, or we are. That they understand that we have the right to define ourselves. I think the title may be challenging to some people, and that’s okay as well. We want to be challenged as readers. What’s one message you hope to convey to young Indigenous readers struggling to define themselves? It’s not a race. Life is a series of journeys. There are people around you who will always want to help you, you just need to ask. And you don’t owe anybody an answer. If somebody challenges you or asks you a question about your identity, unless it’s someone you want to sit down and have a conversation with, you don’t owe them an answer. That’s something I didn’t learn until really later in life; you don’t have to respond to those challenges. - Anja de Rozario

Defence Reparation abuse reports still increasing, but clock is ticking By Lisa Kinder, Special Counsel, Donaldson Law
I
n the past decade, the Australian Defence Force (ADF) has recognised that it has a long and shameful history of allowing its members, often whilst still children, to be physically and sexually abused. The men and women who had these experiences have often suffered in silence, within a culture that discouraged reporting of abuse and failed to support survivors. That is now changing. When the Defence Abuse Response Taskforce (DART) concluded, it had assessed 2,224 complaints of abuse within Defence. These complaints of

abuse dated back to the 1940s. After DART, in December 2016, the Defence Force Ombudsman (DFO) began receiving further reports of serious abuse within the ADF. Since then, the DFO has recommended reparation payments to survivors of the most serious forms of abuse in the ADF. Recent government statistics show the total number of reports received by the Ombudsman between 1 December 2016 and 31 December 2021 is 2,936. Combined, over 5,000 veterans have overcome guilt, shame and embarrassment about personal abusive experiences in the ADF to
formally report what happened to them and receive acknowledgement in the form of a reparation payment of up to $50,000 that the abuse should never have occurred. Many veterans don’t recognise their experience as abuse. Perhaps they have blocked it from their memory, to try and move on with their lives or are fearful they won’t be believed. Perhaps they are still suffering fear about consequences of reporting. Most frighteningly, many don’t know that they have this option available to them. Whatever the reason, they are
running out of time. The jurisdiction of the Ombudsman to receive Reports of Abuse and make recommendations for reparation payments ends on 30 June 2022. The thousands of survivors who have not submitted a Report will lose the opportunity they deserve to receive the acknowledgement of their experiences. ‘Tremendous sense of occasion’ as MoAD reopens with Democracy DNA There is a tremendous sense of occasion at the Museum of Australian Democracy (MoAD) today as the beloved national institution reopens four months after a fire at the doors of the building caused extensive damage. The reopening will be marked with two new “fantastic” exhibitions: Democracy DNA: the People, the Prime Ministers and the World, and Statement: Jack Green’s Paintings. With the team working “enormously hard” to reopen as soon as possible, MoAD director, Daryl Karp, lamented the fact a museum dedicated to democracy has been closed while the federal election has been called. “It’s been so difficult to be closed, especially as an election has been called,” Karp told Canberra Weekly. “We’re one of the very, very few museums of our kind in the world, and to have a museum of the democracy closed in the lead up to an election was tragic, not to mention the tragedy of the devastation to the building.” Thankfully, the fire wasn’t as bad as first thought.
MoAD received some “really good news” in terms of the damage done to the building, with the doors “largely” repairable. Constructed with four layers of jarrah pressed together, the door had hardened with age and was able to withstand the immense heat. “Despite the intensity of the fire, the doors were so well built … we’ll lose one layer of the door that was totally singed, but because of the way it was built we were able to salvage it,” Karp said. “Whilst it is substantial in the context of dollars, it is less than we expected.” The fire did, however, damage the front stairs, the portico, and some of the works inside the building, while the sprinklers in the entrance caused water damage to its original parquetry floors. The main entry will be open August, in part because the stairs must be retiled. Guests will continue to enter through the side door, with the main entry to be used ceremonially into the future.
Beautifully set in the old Parliamentary Library, Democracy DNA blends the room’s historic features with contemporary elements that activate it in ways that would have been unimaginable when it was first designed. The alcoves once lined with books are now home to a revamped Prime Minister’s Gallery, decorated with stunning new illustrations of Australia’s 30 Prime Ministers from Barton to Morrison, produced by New Zealand artist, Nigel Buchanan. The process involved a substantial research element, with MoAD researchers going through historical documents like passports and old forms to uncover small details not immediately available, like the eye colour of Australia’s early PMs. The timeline is different from the original incarnation in the old Prime Ministers of Australia gallery; it now shows them in the context of the events and people of their day. “We wanted to make this rich, colourful people you can connect with, and the ideal at the end of it all is that you can see yourself in that story,” Karp said. The gallery has been built around a central space featuring five futuristically styled stations, each centred on one of the five big debates of democracy: freedom, equality, common good, defending democracy, and crisis. “Democracy is very much about the people, and so we wanted very much to link the PMs and the people in those key decisions.” Karp said some of the most common feedback she’s received from the public in her nine years running the Museum is that people “don’t feel heard” in Australia’s political process. “What we’re trying to do is give people a sense of being heard,” she said. “We’re weaving the concerns that our visitors are giving us into the sorts of stories that we’re telling, and hopefully they’ll come away engaged, informed, and excited that we have one of the top democracies in the world. “What I want people to walk away from the gallery is with the understanding that democracy is a conversation and a journey, it’s not a fixed point in time, and they are part of that conversation.” Democracy DNA: the People, the Prime Ministers and the World is open at MoAD from 28 April. CIMF explores ‘polarity’ The 2022 Canberra International Music Festival (CIMF) is nearly upon us once again, and this year, artistic director Roland Peelman has set out to create a program reflecting the notion of polarity. This year’s tagline, ‘Pole to Pole’, permeates the entire festival, with Peelman telling Canberra Weekly he’s long wanted to explore “the extremes of the world, and everything in between” at the CIMF. “The festival itself for many years now, has reflected the notion of pole to pole, from one experience to another, it’s not just a classical musical experience,” he said. “There’s a huge variety of tastes, experiences, and what people expect from music.” The 2022 festival also contains a strong environmental aspect: “I’ve been wanting to do for quite some time now a festival around our environment, our natural environment, and what’s happening with our planet,” Peelman said. “The festival is all about that really; it has
great, ancient statements about the world and the universe, and the creation of the world … and at the same time, we’re doing new work that throws new light on all of it. “It’s very broad as an experience, and people take from it what they want.” Another large component of CIMF is taking music to places “you don’t necessarily expect it”. Performances, spanning large-scale shows to small, intimate experiences, are scheduled for a variety of venues often not associated with live music: Fyshwick’s BlocHaus bouldering centre, a yoga studio, the Australian National Botanic Gardens, and right beneath the Parliament House flagpole. “They’re the most extraordinary environments, it’s anything but a concert hall,” Peelman said. “All of that creates something really special, it’s the kind of thing we can’t do throughout the year.” But this idea is, once again, something that’s long existed within CIMF. The Fitter’s Workshop in Kingston, is itself a repurposed industrial building. “It’s a very plain building, but it sounds amazing and it’s a great thing every year to fit it out into a very unusual concert hall,” Peelman said. Roger Beale harnesses The Magic of Light cclaimed Canberra artist Roger Beale’s latest exhibition, The Magic of Light, sees the classically trained painter depict light beautifully falling across flowers, landscapes and people. Open from this Saturday at Fyshwick’s Humble House Gallery, Beale has painted the 60 artworks in the exhibition since the onset of the COVID-19 pandemic, choosing to concentrate on light as opposed to shadow. “You can only really capture light if you have shadow, but it’s a happy shadow,” he said. “One of the reasons I really wanted to concentrate on light and not shadow is because it had been such a grim time for a lot of people.” Bursting with energy, Beale painted the works with tremendous care and precision, ensuring light is touching the parts of the scene he intended it to.
The subject matter spans from the hyperlocal to worldly; flowers captured at Floriade and at Beale’s Canberra home hang alongside a suite of landscapes and character studies from sketchbooks and memories of “the places I couldn’t travel to during lockdown”, namely Paris and Italy. He started work on the exhibition with a series of photographs and drawings done at the last full-scale Floriade in 2019 before lockdown. After photographing a field of poppies at Floriade for reference, one flower in particular caught Beale’s eye, which inspired twin 2m-high paintings of that singular poppy: one against a black background and one on white. Landscapes include a whole suite devoted to Paris’ Luxembourg Gardens, Madrid’s El Retiro Park, dramatic Sicilian landscapes, and the vineyards and alps of northern Italy. Beale said his character studies are best described as “tronies” – a type of
work common in Dutch Golden Age painting depicting anonymous sitters – all based on people spotted in Paris. “The people I drew were mainly in bars or bistros, sometimes in art galleries, and they’re just little character studies in oils,” he said. The works vary in scale from very small studies through to vast canvases that would look stunning in contemporary or traditional homes. The diversity also makes for an engaging experience walking through the exhibition space. “It’s a terrific venue with high walls and good lighting, and I’m thrilled with the way the exhibition looks,” Beale said. Confined to a wheelchair for many years after having contracted polio as a child in the 1940s, he intuitively began painting and drawing throughout his childhood as a way of thinking about life outside. Deciding to pursue university over
art school, which was followed by a distinguished career in the public service, Beale said he never stopped painting. Having undergone extensive training, including time at the Florence Art Academy, Beale has exhibited professionally since 1984. Working with very expensive paints, he takes a very carefully considered and technically accurate approach when applying them. “The techniques I use are the sorts of techniques painters in the Renaissance and Baroque used, and that’s what helps the works glow,” he said.

Local teen makes The Voice blind auditions
Fifteen-year-old Canberra singer Tahalianna Soward-Mahanga made it to the blind audition stage of this year’s season of The Voice, performing At Last by Etta James.

Imagine your 15-year-old self, standing on stage with bright lights, cameras, a live audience, and a panel of Keith Urban, Jessica Mauboy, Rita Ora, and Guy Sebastian all there to hear you sing. That was a reality for Canberran Tahalianna Soward-Mahanga, who valiantly made it to the blind audition stage of this year’s season of The Voice. Singing At Last by Etta James, while none of the judges’ chairs turned on the night, it was a wonderful experience for the talented teenager. Tahalianna told Canberra Weekly she took a lot away from the encounter; namely a greater sense of confidence, and certainty that singing is what she wants to do. “I loved being on the show, it was really fun,” she said. “It gave me a glimpse of what it’s like to be on stage in front of the public’s eye. “For me, it made me want to be a singer even
more, so that’s still a dream of mine … Over the years I thought it was a hobby, but now I’m more serious about it.” Tahalianna’s The Voice adventure began in June 2021. While watching last year’s season with her family, she turned to her mother, Patrice, and said she’d like to have a go at it. From there, they recorded a video audition, which was noticed by the producers. After sending another video through, she was invited to Sydney to participate in the show’s famous blind audition stage. Although the actual audition went by in the blink of an eye, everything that transpired in the lead up amounted to a big day. A long drive to the studio was followed by vocal coaching and time in the hair and makeup chair. “I was sitting behind the doors and there were three camera men around me,” she said. “I was pumping myself up, walking back and
forth, I was so nervous.” After a quick word from the producers, the doors opened onto the stage. “The lights were shining, I was like ‘oh my god’, but I just put on a face because I was ready.” Tahalianna walked away content and proud of her performance. “I thought I gave a great performance; I was really proud of myself, and the crowd was going crazy.” Patrice said the entire experience with the show was very positive, with the crew, the judges, and the other performers all showing Tahalianna a great deal of kindness and respect. “Everyone we met was so nice and respectful,” she said. Patrice was there to support and encourage her daughter the entire time. “My biggest thing was I wanted her to be a kid while she could be a kid, and enjoy her childhood and make sure it wasn’t anything that would take away from her,” Patrice said. “But she was determined, it brought out her determination and she was like ‘let’s go’.”
Having grown up in Canberra, Tahalianna and her family are heavily involved in Canberra’s Indigenous community and take great pride in their culture. Having performed at many cultural events, she credits her family and her wider community for their encouragement and support. “Canberra has been very good with opportunities for my singing,” she said. “I mainly perform for community events as well, so having that and getting to perform in front of my family, my friends, elders of this community has been great. “I’m looking forward to doing stuff outside of Canberra, too.” Patrice is very proud of the positive influence her daughter has over her peers. “A lot of the young kids, they follow her, especially in our community, but also at her schools she’s got huge followings,” she said. “The one thing they say about Tahalianna is when she touches people and becomes friends with them, she’s so kind and she brings people along with her.” - Denholm Samaras

Now showing The Northman (MA15+) Back in AD 895, King Aurvandill (Ethan Hawke) returns from his overseas conquests to his kingdom on the island of Hrafnsey. The kingdom happily celebrates the King’s reunion with his wife, Queen Gudrún (Nicole Kidman), and his young son and heir, Prince Amleth (to be later played by Alexander Skarsgård). The next day however, the King is besieged upon by his own brother Fjölnir (Claes Bang). Director Robert Eggers continues to go from strength to strength, starting with his debut directorial effort The VVitch, a disturbing folktale, and continuing with The Lighthouse, a psychological horror infused with Greek mythology. The Northman is a sprawling revenge tale based on the legend of Amleth, the inspiration for Shakespeare’s Hamlet. With harsh environments, realistic costumes and props, and brutal
violence, it is rich and authentic. While the landscapes and country-hopping is epic, the frame is constrained around our characters, offering an intimate and visceral experience. Skarsgård adopts his lion-inspired physicality from True Blood; his hulking frame displaying his Viking roots. Where Amleth brings the rage and the brawn, the sorceress Olga (Anna Taylor-Joy), brings the cunning and seduction to try to exact the machinations of a successful revenge. Things aren’t all smooth once this simplistic and toxic wish for vengeance is contrasted against the established path to power and notions of forgiveness and acceptance. Verdict: A stark retelling of Hamlet elevated by Egger’s striking signature cosmic surrealist imagery. 4 stars. Viewed at Palace Cinemas. - Luke McWilliams themovieclub.net

Canberra’s second Common Ground to open in Dickson Dickson is set to receive the ACT’s second Common Ground social housing dwelling by mid-2022, delivered under Community Housing Canberra’s (CHC) holistic service model. The multi-unit Common Ground Dickson development will provide 20 units for individuals and families experiencing or are at risk of experiencing homelessness, along with 20 affordable housing units for low-income Canberrans. A mix of one, two, and threebedroom residential units will be developed and additional communal areas, community spaces, social enterprise business provisions and onsite support services. CEO of CHC Andrew Hannan is “delighted” to be working on Common Ground Dickson alongside their subcontracted tenant support services partner, YWCA Canberra. “The integrated team
understands the incredible impact that the Common Ground model can make on assisting those who have faced long-term homelessness and intend to further build upon the successes of the model elsewhere,” Mr Hannan said. “We look forward to working closely with ACT Government stakeholders in delivering the contracted services and, importantly, working to improve the lives of the tenants who will form this muchneeded community.” Chair of the Board of Common Ground Canberra, Stephen Bartos, said the selection of service providers for the development is an “important step forward”. “We welcome the progress that continues to be made. A second Common Ground facility in Dickson will complement the one in Gungahlin that has been working well in that location,” Mr Bartos said.
“Common Ground is a demonstrably successful approach to finding safe, permanent and high-quality homes for people in homelessness, especially those who have been sleeping rough or in highly insecure situations who need onsite support services. “We acknowledge, though, the problem of homelessness is broader; to solve it we need a mosaic of services which includes not only Common Ground but also affordable housing, social housing, and specialist services for people with specific needs.” Commenting on CHC’s “successful tender” in providing social housing services in Dickson, ACT Minister for Housing and Suburban Development, Yvette Berry, said “everyone deserves a place to call home”. “We know that having safe and secure housing has a direct impact on wellbeing and better life outcomes,”

Ms Berry said. “This project builds on the Government’s commitment to reduce homelessness and support access to housing including additional investment of $171 million in 2021-22 to continue the progress of the Growing and Renewing Public Housing Program and $8.6 million over three years to expand the capacity of specialist homelessness services.”
‘Big picture structural changes’ needed to fix housing woes: REIA Despite substantial buyer demand across the country, property listings are continuing to plummet, resulting in continuing record prices, according to Real Estate Institute of Australia (REIA) president Hayden Groves. The latest data from SQM Research reveals a dramatic fall in house listings since last year; there were 218,398 listings in March 2022 compared to 256,568 in March 2021, while figures from February 2022 show 214,495 listings compared to 257,952 in February 2021. The REIA is urging the major parties this federal election to create “big picture structural changes” to give Australians a fair go. But, Mr Groves also said he doesn’t believe banning negative gearing or foreign investment is the 40

way to make a dent in the market. “The notion that abolishing negative gearing would increase housing supply is flawed thinking. Any policy that disincentivises property investment constrains supply in the rental sector which is bad news for rental affordability,” he said. “Abolishing negative gearing would likely result in an increase in rents as investors would look to replace the lost income that negative gearing provided. In a market where the vacancy rate is less than one per cent, tenants are already under rental pressure. “With household budgets already under inflationary related stresses, rental increases would only exacerbate current hip pocket challenges.” Foreign investment, according
to Mr Groves, is an “important” tool to providing enough housing supply, not the reverse. “[Banning foreign investment] is unlikely to lead to any increase in housing supply with homes for sale or rent. Foreign investment is important in providing enough housing supply, especially in the ‘off-plan’ sector which helps support construction jobs and adds important rental supply to the market,” he said. “Foreign investment in residential housing has fallen to its lowest level in 15 years with the Foreign Investment Review Board showing a mere 4,384 approvals in the 12 months to June 2021 totalling just $10.4 billion, a fall of $6.7 billion on the year before. It peaked in 2017/18 where more than $30 billion was invested.”
Mr Groves would like the Federal Government to instead phase out stamp duty and develop a national plan for housing that deals with the lack of supply. “Stamp duty phase out or at least waivers will help first home buyers (FHBs) by improving stock mobility in the market. Stamp duty is a tax impediment to buyers who would otherwise make a selling and buying decision. Without this barrier, more stock would be freed up across markets, delivering more supply choice for first home buyers,” he said. “We believe there should be a national plan for housing that deals with supply side issues along with interest rate deductions for first homeowners which will become very important to assist FHBs with ongoing serviceability.”
